local firefighters headed to southern california to help battle a wildfire that has already destroyed homes.as >> good evening. >> i'm ama daetz and i'm dan ashley. thanks for joining us. that strike team left in just the past hour. they're going to ventura county. >> that's right. the mountain fire exploded in size and has ripped through numerous homes in just a matter of hours. it started this morning, and the flames are being fanned by those santa ana winds. firefighters have reported gusts up to 80mph. there are evacuation orders in place, and firefighters had to rescue numerous people as those flames raced toward homes. several have been hurt. now this fire is near camarillo. officials say it is just too dangerous right now to go in to assess the damage. the winds also grounded cal fire's planes, but they are able to use helicopters now. a short time ago, a strike team from the south bay took off to help fight that mounn fire. we're told a total of 22nn firefighters are headed to southern california. they are

from the san jose gilroy and santa clara county fire department. some of them will be overseeing the operations. so we want to bring in abc seven news meteorologist andy patel. >> we do. she's tracking fire conditions in southern california as well as our local fire risk. sandhya. yeah. >> dan and ama. let's take a look at the setup that is causing that fire to just explode. the santa ana winds, they have been very strong. winds blowing from the land out of the north northeast and pushing the flames towards the ocean. you can see the latest visible satellite picture before the sun went down, showing smoke from that mountain fire traveling for miles but well off the coastline. red flag warnings remain in effect until 6 p.m. tomorrow for southern california. looking at the conditions right now, not good. it is still dry. relative humidity 17%. winds are gusting to 21 out of the northeast. looking at the hourly winds, they're going to remain gusty at times over 30 miles an hour going into tomorrow morning. right now those sustained winds

are light, but not exactly light. elsewhere here locally, our winds have dropped off 15 miles an hour in fairfield and oakland. still gusty, though, over the higher elevations. oakland hills, 29, hood mountain 40 and hawkeye 33 miles an hour. the relative humidity values are slowly coming up, but still dangerously low in places like vallejo, sonoma, cloverdale in the teens along with clear lake. so the red flag warning remains in effect for virtually all of the bay area, except for parts of the north bay coast. this is until 7 a.m. tomorrow. winds will remain gusty out of the northeast to about 40 miles an hour. that relative humidity down to 12%. so any fires that do break out will rapidly grow. and looking at our local wind gusts, the forecast does call for gusty winds the next couple of hours and then dropping off after 7 a.m. you will notice a noticeable drop in those winds. i do have opportunities for rain coming, which would lessen our fire danger. i'll be back with that in just a few

minutes. >> all right, sandhya, thank you. let's take a live look at the current power outages from pji and the purple triangles indicate public safety. power shut offs. because of our high wildfire risk, customers in six of the bay area's nine counties are affected by the outages. the majority in napa and solano counties. >> breaking news one of the closest races in the bay ara has now been called. it's for district 16. in the u.s. house and a seat. the ap has called the race for former san jose mayor sam liccardo over assemblymember evan low. it's been a very contentious race since the primary election in march. liccardo won first place by a wide margin, but low. in santa clara, county supervisor simitian tied for second place. all three were to go to the general election, but a recount was called by a former staffer of liccardo, now low, accused liccardo of being behind the recount, which liccardo denied. >> the stakes were high and i think both of these candidates, you know, really gave it their all. >> the fight for the district 16

congressional seat has been certainly very intense and the issue has held that seat for more than 30 years and is retiring. >> in the race for san francisco's next mayor, political outsider daniel lowery is leading incumbent mayor london breed. but we still don't have a clear winner. san francisco's registrar of voters says it is counting 157,000 ballots today. we expect to have those results tomorrow. abc seven news reporter monica madden joins us now. monica, talk to us about what's at stake here. >> certainly a lot. san francisco has struggled in the last several years, as we know, with our post pandemic recovery, homelessness and public safety. so our next mayor will have a lot of responsibility when it comes to the direction of the city and its global reputation. >> i want to thank you for believing in me, for believing in san francisco political outsider daniel lurie pulling ahead of incumbent mayor london breed, but not officially calling it a victory. we can set the standard right here in san francisco for solving our

challenges together, no matter what. >> mayor breed telling supporters election night she's not going out without a fight. >> what happened before? in 2018 that were just a few days of votes that were being counted, the vote count was going all kinds of different ways. and again, i won by 2500 votes. so i want to be very clear. this is not over until the last vote is counted. >> while ranked choice voting always leaves room for the unexpected, politicos say it's a tough showing for an incumbent. just ask former mayor willie brown. >> once you get as high as a non-incumbent in the numbers, as lurie has gotten, there's no question he's going to win. >> we asked experts to weigh in. what does that tell you about the message that san franciscan voters are sending to city hall? >> i think this is a resounding message we're hearing across the country right now. folks are not

happy with the status quo. they're not necessarily even voting for something. in a lot of cases, they're oftentimes voting against things. >> we should get a better picture of the race on thursday, the department of elections tells voters finalizing results could take up to three weeks. >> the ranked choice voting in general takes some time, just because of the way in which it's calculated. it's not a straight count. so you add on top of that that folks are mailing in their ballots, and that's definitely going to going to take some lag time. >> a signal clearly reflected in election results, not just in the bay area but nationwide. now what we see tomorrow is going to be critical. if mayor breed closes that gap, voters can expect this process to take much longer. election officials say even up to three weeks. but if lurie's lead increases, it could be game over. dan. >> all right. we'll see you soon. thanks very much. tomorrow morning at 8:00, our time, president biden will address the nation about the election. we'll carry that live right here on'll abc seven and streaming on abc seven news.com and on the abc

let's start there. well, the official results are not in, but it appears the recall election against mayor sheng tao will pass. right now, you can see that 65% of voters, or nearly 32,000, are in favor of recalling the mayor. some of them hope that new leadership will help lead oakland down a new path. here's hunter's story. >> reporter oakland mayor sheng tao's team says she won't comment on the recall until the final results are in, but on election night, she spoke of her accomplishments. >> the coliseum, we're going to be able to actually invest money into east oakland. we have the most miles paved in a year in oakland's history. and so we know that the work that we have done was actually great. and it's positive. >> but if the results hold, mayor tao will be recalled with 65% of the vote. joshua spivak, a senior fellow at wagner college, says that should not be a surprise. >> recalls are astonishingly successful as a weapon in california. it's been 79% since

2011 to now. >> it's not about her performance on the job. they have focused on crime. crime is a dog whistle. all over the country. >> prominent oakland attorney walter riley was part of alameda county district attorney pamela price's transition team. he strongly opposes the recall of d.a. price and mayor tao. he says the recalls are just another attack on progressive politicians led by business interests. the oakland police officers association backed the tao recall, saying she couldn't meet the moment. the issue is that her inability to work with other unions, other cities and entities to make sure that we can sustain and survive in the challenging environment. >> it's my duty again, as council president to ensure a process that is responsible, orderly and transparent in terms of selecting our next leadership. >> oakland city council president nikki bass says the registrar of voters has 30 days to certify the election. after that, city council must declare the result at

its next meeting, most likely december 17th. mayor tao would step down. president bass becomes interim mayor. a special election must be held 120 days from when tao steps down in oakland, anser hass. abc seven news. >> alameda county district attorney pamela price is urging patience as the vote is counted, but it looks like she will be recalled with about 65% voting her out of office. you can see the numbers there on your screen. abc seven news reporter tim johns spoke with both sides today. >> results so far indicate alameda county voters are set to recall district attorney pamela price by a nearly 2 to 1 margin. karl chan, one of the organizers who helped lead the recall price effort, says voters in the county are celebrating the preliminary results. >> they are saying that, you know, they have enough of this, you know, district attorney who has a failed policies and not able to perform her job. >> chan believes the da was too soft on crime and didn't seek harsh enough punishments for those who broke the law. while

celebratory wednesday, chan says the next step is getting a good candidate to replace price. >> they want to see real change. they want to see this attorney to be replaced by someone who is capable to rebuild the office, rebuild the trust of the people. >> there are some who are also unhappy with tuesday night's tentative results. while price herself didn't return our request for comment. we spoke with activist cat brooks. brooks leads the anti-police terror project and believes price never got a chance to really do her job. >> they started calling for the recalls as the ballots were still being counted. you can go back and look on social media. you can go back and look at interviews, burke says. >> the da was also a victim of false narratives surrounding her policies, especially those perpetuated on social media. she says the recalling of the county's first black female district attorney is painful for people to say that the da was not sending people to jail is just false. >> it's just not true. she sent plenty of people to jail for long periods of time. >> if price's recalled the board

as a community and as a police department. our first responsibility is to protect our most vulnerable. >> a san jose elected official facing new allegations tonight of sexual assault involving a minor. and today, omar torres made his first court appearance. those new accusations are separate. now, keep in mind from the case that had sparked calls for the council member to resign. >> abc seven news south bay reporter dustin dorsey was in court today and heard from attorneys and police about the new developments with the investigation. >> in a brown santa clara county jail jumpsuit, omar torres is seen in public for the first time in a month. just his hand handcuffed and hiding behind a courtroom wall. torres now faces felony charges after being arrested tuesday for lewd acts with a child, oral copulation of a minor and of a child. >> these allegations are every

parent's worst nightmare. but you don't have to be a parent to be sickened by the charges against omar torres, which are some of the most serious charges imaginable. >> the charges stem from a practically overnight investigation after a relative of torres contacted police monday to say he was a survivor of sexual assault by the san jose council member around 20 years ago. the victim came forward as torres was being investigated for sexual misconduct involving a minor in a different case. a police report details a conversation in which torres apologized for his relative, who was just 13 years old at the time. according to the police report, torres said he was when he was 7 or 8 years old himself and blamed that experience for compelling him to become abusive. >> the alleged assaults started when both the survivor and torres were minors, and continued after torres became an adult. but while the survivor was still a minor. >> torres lawyer, nelson mchenry, told us torres his arrest was surprising and he

said he's working through the evidence. after his client's first court appearance wednesday, chief assistant district attorney jay boyarski applauds the survivor for coming forward to ensure torres never hurts anyone, ever again, even all these years later. >> the courthouse doors will not be slammed in their faces that we can take their case to court in front of jurors. and the facts of this particular case allow us to charge the case notwithstanding, whatever the statute of limitations would have been back at that time. >> before being arrested, torres submitted his letter of resignation to the san jose city council. as of november 27th. mayor matt mehan says a new council representative for district three will be temporarily appointed or voted in by a special election. torres will make his next court appearance for a bail hearing on november 14th, and will remain in custody until then, he faces 24 years in prison if convicted in san jose. dustin dorsey, abc seven news. >> californians voted on ten statewide propositions. half

are still too close to callt looks likely that californians will pass prop two, the $10 billion bond for public schools. prop 34, the revenge initiative, which targeted the aids foundation, is likely to pass these three props are likely to fail prop five to lower the local approval threshold. prop six to ban forced inmate labor. prop 32 to raise the minimum wage. prop 33, which would expand local rent control, has failed. four provisions have propositions, excuse me, have passed. they include prop three about marriage rights protections. so has prop for the $10 billion climate bond prop 35, which provides permanent funding to medi-cal. and by the widest margin, prop 36 increased sentencing for certain drug and theft crimes. and abc seven news anchor dion limb breaks down what this means for our safety. >> existing at the mercy of criminals was very disappointing, very disheartening, and i guess we had to hit rock bottom before

finally people woke up and they realized that it's time to take a different turn. >> that's the sentiment shared by more than 70% of voters in california who approved proposition 36 on tuesday's ballot. i'm not surprised the measure would bring back harsher penalties for theft and certain drug crimes issues that have plagued the bay area and the state in recent years. >> they were really looking for relief from so many people allegedly committing redefined petty crimes and being able to get away with it. >> it's a reversal of prop 47, which passed in 2014, reducing some felonies to misdemeanors. reclassification meant crimes such as repeat shoplifting merchandise under $950 carried a much lighter sentence on a felony. >> you can get up to a year in the county jail, and you or you could actually go to prison if the circumstances warranted it on a misdemeanor. it's misdemeanors are not going to jail, or they're going from very minimal time a weekend or something like that.

>> drug crimes under prop 36, such as fentanyl trafficking would become felonies. >> it was not in the category of cocaine, methamphetamine, or heroin at all, or pcp. it was off on like a possession of a prescription drug, a non of a prescription drug. >> opponents of the measure, which include governor gavin newsom, say prop 36 would further crowd the jail system and disproportionately affect communities of color. the curb coalition, which advocates to reduce prison spending, released this statement wednesday condemning prop 36 passage, calling it a setback and a, quote, misguided attempt to revive the failed war on drugs. despite sfpd reporting overall crime down 30.6% compared to this time last year, that drop wasn't enough to. voters. we spoke with who overwhelmingly agreed. >> prop 36 is the start of a safer state, i think right now the city is just kind of having an outcry for just wanting some change. >> i don't know if it's going to have a major impact, but i'm hoping it's going to have some impact in san francisco. >> dion lim, abc seven news and

right now in san francisco's mayoral race, there's no official winner, but daniel leary has a comfortable lead over the incumbent london breed on abc seven news at 3 p.m. today, abc seven news insider phil matier talked about how he feels leary would take on the role of mayor. >> he is going to continue to try to manage the homeless situation in in san francisco. i don't know if he can solve it. so he'll be another mayor who's faced that same dilemma. public safety. same situation again. where everybody's talked about doing something. but as it really had an impact. he will, however, benefit from the fact that things have been getting better in san francisco visually and how people feel just not good enough for mayor london breed. so he's going to take the direction that city has already changed and run with that. so he he's basically he picks he he comes in at an advantage. he doesn't have to turn the battleship so much as just make it move faster. >> phil says due to the tight

race and ranked choice voting, leary was looking to secure a win by being people's second choice in the election. now, here's a look at some other local races we're following for you in the east bay. it appears the mayor of antioch is about to be ousted by voters. results show ron burnell burnell with a large lead over the incumbent, lamar hernandez. thorpe in newark, the city council seat, is tied. two seats are open. looks like terrance grindal will win one of them. but the race for the second is tied in alameda county. voters appear to support measure v that would allow 16 and 17 year olds in albany to vote for the school board. in berkeley, it looks like measure g will be voted down. this is for proposed tax on gas powered refrigeration and cooking equipment. sonoma county voters, as we go to wine country, appear to have struck down measure j. this would have meant changes to the farming industry limiting the size of livestock facilities in the county. and in sacramento, san francisco. here are the results of prop k. it appears voters are

winds are going to remain a little gusty. >> ama and dan for a few more hours going into tomorrow morning, and then we'll get a break on live doppler seven. you will notice that the skies are pretty clear across the region tomorrow afternoon. 60s and 70s. it is going to be another sunny day as we head towards the weekend. we do have a system coming in and that's going to bring an opportunity for some drizzle or spotty light showers between saturday night and early sunday morning, so most of your weekend plans are just fine. wet and turning windy on veterans day, you will notice widespread rain. a rain-snow mix for the sierra. we'll take it because that also means higher humidity. so looking at the european model, a few hundredths of an inch through sunday morning here in the bay area, with that weak system, the second one looks to deliver a little bit more rain. but you look at gfs and gfs is actually bringing a lot more rain up around northern california. over two inches for us. anywhere between a 10th to just about a third of an inch of rain. we'll see which one materializes. it's certainly going to remain high fire danger into tomorrow morning with those gusty winds. after that, the winds relax,
