contentious races in the bay area, london. breed conceded to laurie daniel lurie in the race for san francisco mayor two days after election day. and we are expecting to hear from the mayor elect this morning. the latest numbers show laurie is leading with 56% over breed's 43%. abc7 news reporter lena howland is following the mayor's race and joins us live in studio this morning. lena. >> amanda. while ballots are still being processed at city hall, mayor breed is down in the votes and said she didn't see a mathematical way that she could win. that's why only an hour after the latest batch of election results were released, cementing daniel lurie's lead, breed conceded the race. she said she called lurie to congratulate him and to make it clear her team stands ready to support him during this transition. in her concession speech, breed called her past six years in office the greatest honor of her lifetime. she defended her record on crime, saying that san francisco currently has one of its lowest crime rates in more than a

decade, but she wouldn't speculate on why she didn't win. >> i will just say that the campaign has to be behind us and we need to move forward. as a city, we can't look backwards. the voters of san francisco have made their decision, and i, as a mayor of san francisco, have always respected the voters and honor the decisions that they made, lurie was the only top candidate from outside san francisco politics, never holding a position in local government. >> the philanthropist, the philanthropist and nonprofit founder thanked his voters, his campaign team and his family last night. in a statement, he said no matter who you supported in this election, we stand united in the fight for san francisco's future and a safer and more affordable city for all. joined by his supporters, lurie is expected to make his first public appearance and his first public announcement since becoming mayor elect this morning at 11:00. live in studio lena howland, abc seven news. >> lena, thank you so what

announced its projection that trump won the vote in nevada. the president elect and his team are preparing possible executive actions that he could take on day one. sources familiar with the planning tell abc news their focus on trump's main campaign issues, including immigration and tariffs on foreign products. the president elect wasting no time filling seats in his administration. trump naming susan wiles as his chief of staff. she was on stage during his victory speech. wiles has been in politics for decades, and she was trump's campaign manager for this election and worked on his campaigns in 2016 and 2020. wiles will be the first female chief of staff in u.s. history. a race to trump proof. california top state leaders say they're ready for donald trump's potentially sweeping plans when he becomes president in january. trump has promised to take action with mass deportations of undocumented immigrants. he's also talked about challenging california's abortion climate and gun control policies. attorney general rob bonta says

for months he's talked to attorneys general in other states, preparing, planning and strategizing for a possible trump return to the white house. >> if trump attacks your rights. i'll be there. if trump comes after your freedoms, i'll be there. >> governor newsom is convening a special session of the state legislature to quote, safeguard california values and fundamental rights in the face of the incoming trump administration. there are indications those california values are held now by fewer californians. the latest returns show 40% of californians voted for donald trump on tuesday. compare that to 34% in 2020. >> federal authorities are trying to figure out who is sending out racist text messages to black people around the country. the eerie messages even call people by their first names. gloria is at the live desk with more on the text and who is receiving them. >> black men, women and children in over a dozen states,

including california, received text messages saying that they've been selected to, quote, pick cotton. new york's attorney general says some of the texts targeted middle school, high school, and college students. the text says, quote, be ready at 12 p.m. sharp with your belongings. our executive slaves will come get you in a brown van. be prepared to be searched down once you've entered the plantation, you are in plantation group w. a virginia man said that he received the text and was shocked to see it even included his first name. >> first text i saw was somebody texted me greeting me. first of all, greetings and we will be there to pick you up for a cotton field. i feel like it's just a spam message, but i do feel disappointed about the message that they're sending. a day after the election, authorities believe the senders used the service text. >> now it allows people to create random phone numbers for free. text now has shut down the accounts of those involved. law enforcement is investigating,

wildfire has already burned more than 20,000 acres in ventura county, and in just 5% contained this morning. officials say the flames have wiped out more than 130 structures, most of them are homes. residents forced to evacuate say the fire was moving so quickly they had almost no time to get out. >> we didn't. we walked out with nothing. everything got destroyed. we didn't have time to do anything but leave it. the fire moves so fast. the wind was so fast you couldn't even move it. i've never seen one. i've been here for 45 years.

>> at least ten people have been hurt. most of them from smoke inhalation. nearly 10,000 remain under evacuation orders, and meteorologists in the area say that the dry, windy conditions that caused the fast spread of the fire yesterday will return next week. the first barriers have been installed in san francisco's union square to try and deter, crash and grab robberies. these bollards are now outside the dior store. last week, mayor london breed announced a program to speed up installation of barriers to prevent thieves from crashing into union square businesses. it's unclear if these bollards are a result of that program, or if they were already in the works. arguments are underway in san francisco's lawsuit over the renaming of the oakland airport. the city is suing the port of oakland after it renamed that city's airport to san francisco bay. oakland international airport. san francisco says that violates the city's trademark for sfo. it's asking a judge to

people are now charged in connection to his death and includes a person who accompanied payne on a daily basis during his stay in buenos aires, argentina. that person was charged with crimes of abandonment of a person, followed by death. the charge carries a potential sentence of 5 to 15 years in prison. the other two people, a hotel employee and a drug dealer, each face charges of supplying narcotics. payne died on october 16th after falling from his third story hotel room. the voice of aol's iconic greeting has passed away. >> you've got mail. >> more than 30 years ago, elwood edwards recorded four iconic lines for what was then a little known company called

operations. the fund is the largest grant for a bay area program to cut emissions in seaport cargo operations. bay area congresswoman barbara lee will join port officials at a news conference at 11. a m. >> a bright new landmark will light up golden gate park tonight. we first told you about this earlier. this week on abc. seven mornings, a large lighted arch will officially be unveiled. its 26ft wide, 13ft tall, and it runs on solar power. the arch is located at the starting point of the park's golden mile project. a mile of sculptures, large scale murals, and other works of art as part of the unveiling, the bay area ridge trail will be rerouted to run directly through the new arch, creating a location where art and nature intersect on the trail. >> is this the final look of this? because i want more? >> yeah, they're unveiling it, so i would assume. well, you know, they can take suggestion. i'm sure when people get out there and start taking pictures.

looking to go greener. a planned upgrade would add three low emission trains to the fleet. this would make the trains nearly silent and odorless. the change would cost nearly $11 million through grants and trusts. you'll see the new trains in place by 2026, while the trains will keep their classic look. the upgrades would help the trains meet the california locomotive emissions standards. >> a controversial vote today could raise gas prices. the state is trying to cut planet warming emissions by requiring cleaner fuel. the california air resources board, known as carb,

is set to vote on a plan that would speed up that process. the problem is carb staff have found the plan could increase gas prices by $0.47 next year. the agency has recently backpedaled on that estimate, saying they cannot predict prices, claiming californians will save on fuel in the long run. >> a potential 50 cent increase just seems like it will be a huge burden on california consumers, and unfortunately, the prices of fuel and diesel impact absolutely everything. >> multiple democratic and republican lawmakers have asked carb to delay today's vote. carb executive officer said they can't put it off because of state deadlines. >> the state is increasing its requirements for reporting car crashes and other stoppages involving autonomous vehicles. the california public utilities commission announced av operators will now be required to report incidents where driverless vehicles get stuck during operations. they also have to provide detailed reports on both collision and non collision incidents, and file reports to the cpuc and the
