lurie will be san francisco's first mayor in more than a century to have no experience in governing. but he really touted that as a strength throughout his campaign, noting his experience leading his anti-poverty nonprofit called tipping point. so voters looking for a leadership shakeup certainly got what they wanted. >> hope is alive and well in san francisco, an upbeat newcomer to city hall, promising change in san francisco, hope powered by our love for this city that we call home. >> hundreds gathering to celebrate their newly elected mayor as daniel lurie previewed his future plans. >> our mandate is to show how government must deliver on its promises. clean and safe streets for all. tackling our drug and behavioral health crisis. shaking up the corrupt and ineffective bureaucracy. building enough housing so our neighbors can afford to live here. supporting our small businesses and breathing life

back into downtown. >> lurie immediately meeting with business owners in chinatown with a packed schedule of hand shaking and fanfare friday. how's the welcome committee been? >> i mean, there's a lot of friends, a lot of family here in chinatown. >> supporters optimistic about having a fresh face. >> we just love that he's an outsider and he's going to come in and he's going to break up the city family. he's going to break up all the problems that we've seen that are related to people knowing each other. he doesn't owe anybody anything, and he's not going to be tainted by that. >> longtime friends confident lurie is fit to lead. >> daniel, who has led a life of service, who's led a sizable organization and at his heart is, i think, a public servant and is also a problem solver. >> but he will face major challenges inheriting the city's $800 million budget deficit and constituents hungry for san francisco's big comeback. and as for shakeups in city hall, we

asked lurie about a promise he made in our abc seven candidate interviews from last month. he says he still plans to meet with every major department head to get an idea of if any leadership changes are necessary there. and lurie, who spent millions of his own money to fund his campaign, says he does not plan on accepting a salary as the mayor. larry. kristen. >> all right. monica. thank you. joining us now, abc seven news insider phil matier is it kind of unusual for the mayor elect to do a walking tour of the city on day one? >> oh, absolutely not. they usually hit the streets bright and early on day one because it's time to establish and make celebration. it's called a victory lap, and i'm familiar with those. you know, and he was not going to pass it up. hee was spent up more than $9 million on this race between him and his supporters. he is he's a newcomer to city hall. but i'm going to tell you, he is an old hand at the city power structure. he was born and raised in it, and he knows where the levers are in this city

beyond city hall. now he's talking about breaking up the city hall family, which is a group of department heads and bureaucrats that have basically been in place there since gavin newsom was mayor, because when gavin newsom went to on become lieutenant governor, he handed it off to ed lee, who continued with most of the same people. when ed lee died in office. those same people just moved in with london breed. so there's an establishment there that he's going to have to move or break up. but like i said, he's not a stranger to power in the city. >> and you can tell from his speech today. but breaking things up, reinterviewing department heads, you know, and this by someone who had no political experience before. but i guess that's exactly what voters want. this particular year, this particular time, right across the board. >> it's not just here, but it was across the nation. they wanted some changes. people wanted changes, and he promised that. and he provided that. it was clear that london breed, who's been in office for six years, had worn the mat. i mean, people just weren't. they enamored with her? three out of four voters were looking

elsewhere. he came in with the simple message, i'm not her, i'm not them. the other candidates in the race who are all been at city hall for a while or have been there before, i'm a fresh face with new ideas for a new san francisco, and he's taken a hold of all the new people that have moved here, you know, so it is a it is a sea change. >> so during the campaign, we sat down with daniel lurie and he told us he wants residents to give him at least eight years to accomplish his goals. let's listen.ish his goals. let's >> eight years from now, artists, creatives, business leaders are going to be like, i got to be in san francisco. >> so you're saying 18 to 24 months? is that what you're saying? >> 18 to 24 months? where we get our locals saying, i want to go back into san francisco, give me two terms, and everyone around the world is going to be like san francisco is back. >> it doesn't really work that way. you don't get your first day in office talking about two terms americans, and even here in the bay area are just antsy right now, and they've shown it. it's going to be tough for anybody to hold to on office for

more than one term. he's got his work cut out because he promised a lot. and if you don't deliver quick, people make up their minds. well, yeah. >> nobody wants to wait around eight years, right. exactly. >> and he needs look, if he can get the continue, he's getting a big break. unlike london breed, who walked into office six years ago and was opposed by people who said, don't take the tents off the streets, that's inhumane. was opposed. don't arrest the fentanyl dealers because they're victims themselves. you know, she he is not facing that. he's facing a city that is united saying, do it, let's do it. let's do it. it's a question of getting it done. >> he said he's going to declare a fentanyl emergency on day one, so what do you expect will actually happen? you know, he didn't really put meat on the bones during the campaign. of course. >> of course not. of course not. and we're going to wait to be seen. he's he has a big break in the form of district attorney brooke jenkins, who is already getting tough on crime. so she's paving the way for him as well. >> any concerns about the lack of political experience? i know you said that. you know, he knows the inner workings and the power structure. >> politics is people, okay. if

you know the right people, you got the right power. some department heads are going to move on. i imagine that bill scott, the chief of police, is going to be gone. that's because that's the most important person a new mayor can name is the police chief. he's going to say, it's up to you to name him uh. the muni director is going to be under close scrutiny. the building department is going to be sort of these things that people have mixed feelings about, whether they're working or not. but he comes with a lot of experience in, like i said, the powers, because, look, somebody's got to fill up those buildings and it's not going to be city workers. it's got to be business people. >> and he's been dealt a pretty good hand because people are going to give him a lot of slack right now. >> so and post-pandemic. >> so you put that together. people wanted a change. he's going to it's up to him to deliver it all right. >> thank you phil. all right. >> california highway patrol officers will remain in oakland for the rest of the year. they'll be there to help fight crime. now, this morning, governor newsom's office announced an extension of chp enforcement surge in the city. that program was first announced in february. it was supposed to

end this week. the governor's office says it's resulted in nearly 1200 arrests. the recovery of more than 2200 stolen vehicles and seizure of 124 illegal firearms. now, critics of the program would rather see investments made in the city's violence and prevention office that having that kind of an occupying presence in communities of color, all of the data shows, has mental and emotional impacts and leads to increased harassment, targeting, unwarranted arrest, etcetera. >> and mayor shengtao in oakland thanked newsom for his continued commitment to the city. >> gas prices are going down, but maybe not for long. the national average is 3.09. that's down $0.10 from just a month ago. in california, the average is 4.68, down $0.16 from a month ago. san francisco is the most expensive in the bay area, but it's down nearly a quarter from last month as well. but those prices could soon be going back up. >> abc seven news reporter luz pena takes a look at what could be changing. >> california's gas prices are

on the verge of a 65 cent per gallon increase. >> we know that in order to be successful in addressing climate change, we must continue to reduce our fossil fuel consumption. >> california's air resources board, or carb, is set to vote on changing fuel standards to reduce emissions and improve air quality, but this will lead to an increase in gas prices throughout the state. over 100 people are scheduled for public comment to vote on it to make it higher. >> it just doesn't make sense because we're already kind of getting by. a lot of people live paycheck to paycheck ahead of this vote. >> california senate republicans submitted a petition with nearly 13,000 signatures urging this board to postpone the vote. >> and for this unelected board made up of a group of millionaires, to even be considering raising our gas prices right now, while californians are struggling. >> california senate minority leader brian jones is proposing

a different path. >> california has waivers from the federal government on the regulation of, i believe, of fuel production, uh- fuel supply and the epa lets california do whatever it wants to do under these waivers. i want to look into how can the federal government remove these waivers and begin to bring some accountability. >> the board said their goal is to address climate change, lays out a plan to achieve carbon neutrality by 2045 that would also result in a 94% reduction in petroleum demand by 2045. some californians view this as the state pushing them to drive electric vehicles, something not everyone can afford or in some cases, want. >> i'm kind of old school. i just like the gasoline better. also range anxiety. i don't want to have to worry about if i'm going on a trip six hours away. how many times i have to stop to charge in san francisco? >> luz pena, abc seven news. >> coming up on abc seven news

contained. still no word on what sparked the fire, which began on wednesday. abc news reporter jacqueline lee in ventura county, where the devastation is evident. >> the wildfire exploding in size, growing to over 20,000 acres in just 36 hours, fueled by hurricane force santa ana winds. >> it's like trying to put out a blowtorch with a squirt gun. >> thousands of people under evacuation orders. >> people have the best intentions to stay and defend their home right up until the time the fire hits their home. and then you're stuck. and then our firefighters have to get in and pull you out. now, we're not fighting the fire. now we're not rescuing others. >> kathleen bowcock described the chaos as she evacuated her family from their camarillo home. >> there was black, heavy smoke with debris just flowing at us and i didn't know if our neighbors got out and my phone didn't work, so i couldn't. i

didn't know if anybody was stuck. >> more than 130 homes have been destroyed, many others damaged, and thousands more still at risk. i spoke with one firefighter who explained the fire can also spread through tree roots. >> it will go through the root system and stuff like that, and it can travel as big as the root system from tree to tree. of all the different roots. and we can have, say, a ten foot fire break and it will still pop out on the other side through the root system. >> no rain in the immediate forecast for southern california. red flag warnings remain in effect through friday night and the winds here have died down significantly. firefighters tell me they're going to try to take advantage of these conditions as they continue to fight this fire. jacqueline lee abc news, camarillo, california. >> and now to the story of a family home that wasn't destroyed in that fast moving fire. >> marc cota-robles from our sister station in los angeles has the story. >> here in los posas estates, this devastation is widespread.

we're at the end of a cul de sac. this home, a total loss. the one next door, also destroyed in this fire. and then the third home still standing. we spoke to the man who owns this property. he says luck was absolutely on his side. you could see the smoke. it was crunchy in your mouth. the sky was red. rich lindenmeyer says it did not take long to realize they had to evacuate in a hurry. as wednesday's fast moving mountain fire took over his camarillo neighborhood. no one imagines this. he lives at the bottom of sierra crest drive. when he got back, he found both neighboring homes gone and his house still standing. i couldn't believe it. i could not believe it. lindenmeyer is among the survivors, certainly feeling lucky, but also with a sense of remorse, knowing friends next door lost everything. what do you say? >> you know, what do you say to them? it's like i'm sorry. i'm sorry this happened to you. you know, they're our friends.

this first system here goes to our north, but it may squeeze out a little drizzle saturday night into sunday. this low will drive another system through here on monday. and that brings us rain. live view from our walnut creek camera. right now it is clear out there 62 degrees in the city, 68 in oakland, low 70s hayward, san jose right now in redwood city it is 68 and half moon bay 61 degrees. sfo camera is showing you a few high clouds right now. 70 in santa rosa and concord. it's pretty mild around napa, fairfield, livermore, 71 degrees and golden gate bridge showing you a gentle breeze out there. your weekend weather, more clouds, a few sprinkles. it's not going to be all weekend long. i'll show you the timeline in a moment. monday, which is veteran's day, we are talking about rain, cooler weather, and gusty conditions and midweek drizzle chance near average temperatures. so we're going to go hour by hour tonight. the clouds will continue to increase tomorrow evening. there could be a few sprinkles around in the north bay at 6:00, but like

i said, it's not a game changer. certainly more fog around. and then look at sunday morning. perhaps some drizzle as that system comes through. after that is when we're tracking a level one storm, a light system. on our exclusive abc seven news storm impact scale for monday. light to moderate rain, slippery roads, breezy to gusty at times. so as we look at those winds, they start to pick up monday morning. if you've got the day off, be prepared for wind gusts as high as 30 miles an hour on monday afternoon and then behind it. still going to be breezy. as you will notice going into the evening hours. so the timeline will show you that rain moving in. it's going to be widespread monday morning and then monday afternoon evening snowing in the sierra, mixing in with the rain. and this pattern will continue for the sierra off and on through much of the week. rainfall totals across the bay area for monday will range from about a quarter to a half. an inch wet in spots, picking up three quarters of an inch, possibly up to an inch. your morning temperatures will be in the 30s to 50s. i think,

because of the cloud cover. not as cold as this morning. we had some 30s this morning. tomorrow afternoon highs will be in the low 60s to low 70s. certainly more cloud cover in the accuweather seven day forecast does feature the possibility of a little sunday morning drizzle. level one storm on veterans day. wet and gusty for the holiday, and then beyond that, we're just going to go with some near average temperatures and maybe some drizzle coming our way. so kristen and larry, no major changes for next week, but this weekend yeah we could start to see some changes. all right. >> yeah. fall winter. it's a time of year. it is that time. yeah. thank you. >> sandy center. thank you so much. all right. in san francisco, actually in the south bay, an unhoused man says he transformed an eyesore near a freeway, only to have all of his improvements swept by caltrans. and now that man and his son say they are left with next to nothing. >> abc seven news, south bay reporter zach fuentes has their story. >> this was the nativity scene. miguel maruyama set up for the holidays, and this is what happened to it friday morning,

maruyama said. he's lived next to this freeway with his 19 year old special needs son. after losing his job and being evicted for two months already, maruyama said the area in san jose, near seventh and virginia streets was filled with trash when he first got there, so he worked to beautify it. >> me and my son, we cleaned the whole area like we planted a total of 130 like bushes, trees, palm trees, like flowers. >> along with the plants, he also brought in several birds and in october set up this ofrenda for dia de los muertos. it was around then that he first got notice that caltrans planned to sweep the area. the news got a lot of attention, and caltrans didn't end up sweeping it when it said it would. so maruyama put up a nativity scene. this time, though, caltrans followed up on its notice. >> i didn't believe that they were going to actually, you know, do the way they did it. >> in a statement sent to us, caltrans said that the sweep was originally planned prior to halloween but postponed it until friday. it said notice was given to local partners for outreach.

advocates say they've worked to get maruyama services, but the process has been slow. >> here's a family that's been out here for less than 90 days. they have special needs and we're saying, why can't you house them rapidly rather than leave them outside with special needs that prevent them from going into a large shelter environment? you know, there should be exceptions and this would be an exception. and so, right now, the system failed this family. >> in its statement, caltrans said maruyama's belongings are being held for 60 days and that contact info on how to get it back was provided. maruyama says he's not even sure if his belongings are intact after the way they were handled friday morning. >> i can see with my own eyes like how they started destroying everything, like they took everything that i have. >> maruyama said he's not sure what's next for him and his son. a gofundme account has been set up and he's working on selling the plants that caltrans left behind in san jose. zach fuentes, abc seven news. >> in san francisco, caltrans is continuing repairing emergency barriers on 101 and 80. starting tonight at ten. the

between lows and rebuilding together, called rebuild a block in san jose, volunteers repainted a 100 year old sarah's home and cleaned up debris. they also painted 93 year old john's home and made some minor repairs there. over the past 17 years, lowe's and rebuilding together have helped thousands of families across the country with home repairs. the san francisco police department is asking for your help for some children in need. they're asking for donations of toys for their annual holiday toy drive. you

president elect trump denying reports he plans to sell his social media platform, truth social. trump, writing online he has no intention of selling, calling for anyone who has spread what he calls fake rumors

starts today. >> today, special counsel jack smith filed a motion tied to trump's election interference case, asking to pause all upcoming deadlines. the judge granting that request. smith and the doj have been in talks to wind down their cases against trump. perry russom abc news, washington. >> governor newsom, speaking with his supporters following the election results. >> we will stand firm. i am reminded there's a great old poem about, you know, the winds may howl, but i will not be swept away. this notion that we have to plant our feet. and i remember i'm not, you know, i've been here long enough, you know, having worked with the previous trump administration, i'm not naive about those winds. and they did howl. we were involved in over 100. and in fact, we were involved in specifically 122 lawsuits with the trump administration. we know their playbook. we know what they're

going to do. i talked a lot about the campaign, and i appreciated kamala harris's closing message about donald trump has an enemies list. and i she said, have a to do list. >> the governor is calling to make california trump proof by building protections against harmful policies. newsom is set to hold a special session of the state legislature on december 2nd to prepare for any legal action against the trump administration. now, earlier today, president elect trump wrote on trump's social that newsom is trying to, quote, kill california. mr. trump criticized newsom's policy decisions, adding that the cost of everything, particularly groceries, is out of control. >> donald trump took open aim at public education before being reelected as president, and now educators here in california are wondering what schools might look like under his new administration. abc seven news south bay reporter dustin dorsey looks at how state leaders are trying to preserve a quality education for all. >> as all candidates do, president elect donald trump

made many promises throughout his campaign, including, i want to close up the department of education, move education back to the states. now that he's been reelected, trump may try to put this into action, but california state superintendent tony thurmond and other leaders are not waiting to protect the students. >> we are ready for california versus trump round two. >> we are going to champion the line that defends our most needy, and we call on president elect trump and the members of congress to reaffirm their commitment to public education. >> dismantling the department of education could impact programs like title one that help educate children from low income families. an idea for students with disabilities, including special education. california would also lose federal funding without the doe. nearly $8 billion lost for students and educators like jeff freitas. >> our messaging was to providing, which is what we do provide a safe and welcoming environment for all students. and now that's under attack by

the president elect. >> trump supports school choice programs and content restrictions on curriculum like critical race theory, and he wants to move the power over education from the federal level to the state level. uc santa cruz professor nolan higdon says trump has not made a plan fully clear, but this follows decades old republican ideals that democracy works best when it's local. the federal government is a necessary evil, as so many conservatives have often called it, where they think government should just do select things, and we should keep government as small as possible. >> and they think something like the department of education is overstepping where the government should be. >> trump cannot act alone on this. it would take an act of congress to remove the doe. thurmond says he's already started to reach out to representatives to support public education. and should the worst happen, he would sponsor legislation to make up for billions lost in funding that would call on the california state legislature and the governor to backfill that funding to preserve and protect that funding for the students of

california so they can get the education. thurmond says they all deserve. dustin dorsey, abc seven news. >> san francisco unified school district says some of its students are victims of a surge in racist text messages being sent to black people across the country. authorities in more than a dozen states say residents, including children, receive messages from unknown numbers telling them they've been selected to pick cotton at the nearest plantation. some of the texts reportedly mentioned the incoming presidential administration. the louisiana attorney general says her cyber team discovered the messages can be traced back to an anonymous web address in poland. >> the fbi says it is investigating. they'd like to determine whether this is a foreign source that's sending these, or some kind of domestic source, whether it's a prank or something more sinister. >> some of the messages were sent from a free calling and texting app. the app says those accounts were quickly disabled, and it's cooperating with law enforcement. san francisco unified says it's providing wellness support to all impacted students.
