same block. hundreds of lawsuits claiming sex abuse by clergy, and there's a new proposal to pay them out. why? attorneys are calling it a sham. plus, is your parking spot about to be illegal when it's slim pickings for parking? one option could come with a price tonight on abc seven news at 11. >> always live abc seven news starts right now. >> lots to get to tonight on abc seven news at 11. but we begin with the rain on the way for the bay area. dry tonight, but many could be in for a slippery morning drive. good evening and thanks for joining us. i'm dion lim. we are tracking the timing for you tonight. and abc seven news weather anchor spencer christian kicks us off with a look at when the wet weather gets started. spencer. >> okay, dion. it's only a few hours away. as you can see on this view of the satellite radar composite image, the storm is already producing rainfall in the northernmost part of the state, and it's coming our

way. so here's the forecast animation starting at midnight tonight. you'll see at that point, they'll already be a few light showers pushing into the northernmost part of our viewing area between cloverdale and santa rosa. and it really gets going by about 6 a.m. as the full body of that more organized rainfall starts to push into northern sonoma county between 6 a.m. and about 9 a.m, the north bay will be blanketed by light to moderate rainfall, with occasional downpours. then, between 9 and 11 a.m, we'll see that frontal system swinging down through the golden gate onto the peninsula over into the east bay. it will be wet with a few downpours reaching from places like half moon bay to oakland to livermore, out into concord and stockton, and then by about 2:00 in the afternoon it will be mainly gone, except for a few trailing light isolated showers, and it will head over into the sierra, producing snowfall. there. so let's take a look at the exclusive abc seven storm impact scale. this is a levl one storm, a storm of light intensity. but again, there will be periods of downpours, light to moderate rain, slippery road,

breezy to gusty conditions at times. and by 11:00 tomorrow night we'll be looking at rainfall totals ranging from about 2/10 of an inch to 4/10 of an inch, generally with a few areas in the north bay receiving a bit more than that. and over in the sierra. a winter weather advisory will be in effect from 10 a.m. tomorrow to midnight tomorrow night. we're expecting about 2 to 8in of snow, generally above 6500ft. gusts to 45mph, and hazardous travel conditions. and there's more rain coming our way later in the week. i'll have all the details on that a little bit later dion. >> all right. sounds good spencer thanks. and you can always keep an eye on the rain and weather wherever you live using the abc seven news bay area app, it gives you access to the very same live doppler seven tools. our weather team uses. just download the app and be sure to turn on those notifications. now to the rising alarm over racist tet messages sent to black children and adults in san francisco and across the country. the anonymous texts invoked slavery, addressing people even by name.

abc seven news reporter tara campbell talks to a town hall where families are furious. >> sunday, san francisco's naacp holding a town hall at third baptist church condemning racist text messages sent to students in the days following the election. >> let's do this. i'm ready. as a grandmother, a mother, we can't let our children. >> officials in more than a dozen states saying resident children received text messages from unknown numbers, saying they've been selected to pick cotton, including some sfusd students. >> we have to look at how to establish policy to deal with this so that people know if they do this, there is a consequence. >> in durham, north carolina, a mother sharing the message her teenage son received a day after the election, it said good evening. >> his first and last name. you and your family have been selected to stay at the stagville plantation on december the 8th. >> a similar message for this

student in virginia. >> first text i saw was somebody texted me greeting me. first of all, greetings and we will be there to pick you up for a cotton field. >> federal investigators racing to find the source of the messages, saying they believe some of the texts can be traced back to an anonymous web address in poland, but the original source is still unknown. that's according to the louisiana attorney general, who says her cyber team discovered the connection. >> we have no way of knowing where the individual is, who's actually sending the emails, but we will continue to investigate it. >> meanwhile, back in san francisco, reverend amos brown is calling on the community to show up in support of the students at this tuesday's school board meeting. pastor, you know, i don't need to speak up and speak out. tara campbell, abc seven news. >> a man was shot and wounded in antioch this afternoon on a street that's been plagued with violence. antioch police say

officers found the 23 year old victim outside the spot liquor store on sycamore drive, near l street. he was taken to the hospital in critical condition. we saw dozens of shell casings on the ground where that gunfire erupted, antioch incoming mayor elect says tackling crime in the community is priority number one. >> we're going to need to make sure to definitely address the public safety issue and the hundred plus vacancies the city has. you know, we have over over 400 full time employees and there's over 100 vacancies. we can't run a government in a city of 115,000 people. with that many vacancies. >> on tuesday, the antioch city council will vote on a plan to double overtime, pay for some police employees. the city also wants to lease a storefront at the very same strip mall where today's shooting happened, and opened a police substation there. 13 people can't go home tonight after a fire raced through their multi-family house in east oakland. firefighters were called to the burning

building on east 17th near 24th avenue just before noon today. it took more than an hour to put out those flames. the red cross was called to look after 12 adults and one child who lived in the building. the cause is still under investigation. no injuries were reported. new at 11 a big shakeup on the san francisco board of supervisors. supervisor dean preston is conceding to challenger bilal mahmood in the race to represent district five. preston is the only democratic socialist on san francisco's board of supervisor. he posted his concession on instagram tonight. mahmood has 52% of the vote at this point. 52.7, to be precise. mahmood is more moderate now, likely representing one of the city's most progressive districts, including the tenderloin, haight-ashbury and the western addition. he spoke with our partner, the san francisco standard, tonight, saying his victory shows that voters want, quote, a progressive who's going to get results. new developments

tonight in the clergy abuse scandal within east bay catholic churches. the roman catholic diocese of oakland is facing significant pushback over its plan to settle hundreds of lawsuits. the diocese entered chapter 11 bankruptcy proceedings last year, overwhelmed by lawsuits over sexual abuse. tonight, advocates for those survivors tell abc seven news reporter j.r stone the diocese is offering far less than others in california. >> it's a definite message. the message is you are not important. the message is we don't care. >> that outrage comes from attorney rick simmons and is directed at the diocese of oakland. simmons represents numerous church sex assault survivors. friday, the diocese filed a plan of reorganization with the bankruptcy court. in a press release, the diocese says it will create a trust for sexual abuse survivors worth

between 160 and 198 million to pay out 345 claims. but court documents show the initial installment is only 65 million. >> first of all, it's not 100 and some odd million dollars in cash. it's $60 million in cash and $10 million a year for four years. they keep that money investing it, making money off of it all that time. while inflation eats away at the value to survivors, it is again, just plain insulting. it is nowhere near what los angeles did. >> simmons is referring to the $880 million that the archdiocese of los angeles settled on recently in their sex abuse cases. the difference there, though, the archdiocese of los angeles never filed for bankruptcy. dan mcnevin is a volunteer with snap, which stands for survivors network. of those abused by priests. his thoughts about the proposed monetary figures echo those of simmons. >> i think it's pretty pathetic.

it's pretty low. this is a really, really wealthy diocese, and there's a lot of victims. i can't imagine creditors council is going to accept such a low number. it just calculates to almost nothing per victim. and they have 82 parishes. we think they have 3 to $4 billion in real estate. >> the diocese of oakland says we believe the plan compensates survivors in a fair and equitable way, and allows the diocese of oakland to set a path forward to continue to spread the gospel, serving the faithful and the poor. the proposal, though, is far from a done deal, and mediation here will continue. j.r stone, abc seven news. >> san francisco's archdiocese and the diocese of santa rosa also filed for bankruptcy last year. those proceedings are still ongoing. well, time now for our abc seven news advancer at 11, helping you get ahead of the big stories coming up first.

a major change for where you can park in san francisco and pretty much everywhere in california, for that matter, starting tomorrow. sfmta says it will start enforcing the state's new day lighting law, which bans cars from parking within 20ft of any crosswalk. drivers who are found in violation will receive warnings for now. in january, though, $40 citations will be handed out. thousands of parking spaces in san francisco and elsewhere are set to be eliminated by the new law, which is supposed to improve pedestrian safety. and our other advancer new developments expected as two bay area school districts consider school closures. this will be a pivotal week as school boards in oakland and in san jose meet to discuss those controversial plans. now in oakland, the district wants to merge ten schools at five existing campuses. oakland unified is facing a looming $95 million budget deficit, and the district is also considering hiring freezes and layoffs. san jose's

fires after a long, hot season. meantime, some local veterans day celebrations are still on track, ready to move forward. rain or shine. abc seven news reporter cornell bernard shows us the preparations for rain in the north bay. >> rain is headed back to the bay area and local firefighters are happy to see it. >> this will be a really good thing for us as we look to try to turn the corner in fire season. >> sonoma county fire district battalion chief mike stornetta says there's still plenty of dry grass and brush out there to burn, but november rains could help pause and reduce the wildfire risk. after a busy fire season. >> obviously, any of the rain that we're going to get is going to be a welcome sign for us as we look to you know, possibly end fire season. but, you know, until we start seeing green

it's never too early to get ready. i would say that to do the prep before it starts pouring is probably the biggest step that anyone can take to prevent any water damage in sonoma county, cornell bernard, abc7 news. >> on this veterans day eve. governor newsom is awarding $33 million in grant money to help vets better access mental health care. that funding will go to community organizations statewide that provide mental health treatment for vets and their families. the hope is to reduce patient wait times, expand telehealth options, and increase the number of mental health workers. well, check this out. amazon's robotaxi company, zoox is saying its self-driving vehicles are hitting the streets of san francisco. the eye catching, futuristic vehicles are shuttling employees around south of market, and they're also running in foster city, along with the las vegas strip. zoox cto says consumers

interested in hitching a ride will have to wait, though, until 2026. that's when the company begins really cranking out production on the custom built self-driving vehicles. a popular filipino condiment has been missing from store shelves because of an import ban by the fda. banana sauce, also known as banana ketchup, has been a beloved staple in filipino cuisine since the 1940s, but last month, the fda issued an alert for certain food additives. a number of popular banana ketchup brands contain potassium iodate, and shipments from the philippines screeched to a halt. several bay area stores we called were sold out, but here at pacific supermarket in south san francisco, we found some bottles still on shelves, but there was a four person limit, four per person limit. the storage shortage, i should say, hits some customers pretty hard. >> kind of sad because this is one of my daughter's favorite sauce and it's been years that we're using it.

steadily in our direction. notice how calm the wind is right now, ahead of what will be a storm. we have wind speeds. well, not even measurable in most locations, but under ten miles per hour where they are measurable, and the 24 hour temperature change is rather well, surprising. it's 13 degrees warmer in novato and 14 degrees warmer in napa than at this time last night, 18 degrees warmer at half moon bay. once that front sweeps through with the rainfall, temperatures will be dropping. right now we're looking at temperature readings of 60 here in san francisco, 57 at oakland, mid-fifties, also at hayward, san jose, redwood city, and 59 at half moon bay. nice view from our exploratorium camera looking toward the bay bridge. we'll see a few clouds building out there right now. 55 degrees at both petaluma and santa rosa. 58. napa. fairfield 50. 57 in concord and 47 at livermore and as we look across the embarcadero from our rooftop camera, let's check out our forecast headlines tomorrow. veteran's day will be rainy, breezy, and cooler. tuesday, we get a brief sunny break, but it won't last very long. wednesday through the weekend we'll have periods

of rain, drizzle, and little intervals of sun as well. then we go to the exclusive abc seven storm impact scale. the approaching storm is a level one storm, a storm of light intensity. it will produce light to moderate rainfall tomorrow. slippery roadways, breezy to gusty conditions at times and here's the forecast animation starting at midnight, at which point we'll see a few isolated showers up in the north bay. but the steadier, more widespread rain won't arrive until after 6 a.m. or so, and it will sweep down through the north bay between 9:06 a.m. and 9 a.m, producing wet weather just about everywhere by 9 a.m, even down south of the golden gate, onto the peninsula, into san francisco. then, between 9 and 11, it will move over to the inland east bay, down across the peninsula into the south bay. everybody will get some wet weather out of this system tomorrow before it sort of swings out of here by about 2 or 2:30 a.m. a p m, rather, and heads over to the peninsula. here i go. 2 p.m. heading over to the sierra, where it will produce snowfall. okay, we'll get it straight now.

after that, we'll get some clearing. partly cloudy skies going into tomorrow evening, and we'll have some calm weather for a while before the next round of rain later in the week. the rainfall totals from this approaching system will generally range from about 2/10 of an inch to about 4/10 of an inch. higher totals up in parts of the nh bay and over in the sierra where that snow will fall. there's a winter weather advisory that will be in effect from 10 a.m. tomorrow to midnight tomorrow. 2 to 8in of snow, generally above 6500ft. highs tomorrow, generally in the low 60s. not a very wide range of temperatures tomorrow. and here's the accuweather seven day forecast. once again a reminder it is veterans day and much of the day will be wet, breezy and cool. then on tuesday we get the sunshine. i mentioned and that will be the only just about completely sunny day we'll have next week. beginning on wednesday and continuing into the weekend. we'll have periods of rain, drizzle, sun breaking through from time to time. it's going to be a wet week, but we need it to reduce the risk of fires. >> yeah, and it's a level o. so we like to see that versus something a little bit more

after the bye week and today, returning from the bye week, they begin their playoff push in tampa bay and it was the season debut of christian mccaffrey. after missing the first eight games with achilles, tendinitis and the reigning offensive player of the year, cmc ready to go late first quarter brock purdy connects with the rookie ricky pearsall and there is his first career touchdown. just ten weeks after getting shot in union square. what a story he is. save that football. we go to the fourth quarter now. niners down four. purdy pressured floats it up. and there's christian mccaffrey. big play gets the niners just outside the red zone. cmc had a total of 107 all purpose yards. no score today. but he was effective later on the drive. purdy buying time. originally this play was supposed to go to mccaffrey instead goes to george kittle in the corner of the end zone on the scramble drill. what a catc. 353 yards for purdy two touchdowns. kittle has a team leading seven touchdown catches.

one person is under arrest following a deadly shooting at tuskegee university in alabama. an 18 year old died and 16 others were hurt when gunfire broke out overnight. the university says the teen, who died is not a student. the suspect is facing a federal charge for possessing a machine gun, but he has not been charged with the shooting itself. it's still not clear if investigators

are searching for other suspects. this weekend. the historically black university was celebrating its 100th homecoming. classes are canceled tomorrow, and firefighters from coast to coast are making progress tonight on multiple wildfires threatening homes from the mountain fire in southern california to multiple fires on the east coast. abc news reporter alison kosik shows us the dangerous conditions. fire crews in new york and new jersey are battling several dangerous wildfires amid extremely dry conditions. some areas in the northeast haven't seen in weeks with the dryness. >> i'm concerned about embers flying over into my house. >> the jennings creek fire in rural west milford has turned deadly. officials say 18 year old dariel vazquez, a new york state parks and recreation aide, was killed battling that fire on saturday. >> it's heartbreaking. it's very unfortunate. you know, wildland firefighting is one of the most

dangerous jobs someone can have. >> so far, about 3000 acres have burned. as of sunday evening, the jennings creek fire is at least 10% contained. crews are building control lines around the fire. officials say firefighters are making progress battling two other blazes in pompton lakes and englewood cliffs, but say the drought conditions have kept them busy since october 1st. >> the new jersey forest fire service has responded to 537 wildfires here in the state. >> in southern california, the mountain fire has scorched about 32mi■!s west of los angeles sine wednesday. the fire's rapid spread, fueled by strong santa ana winds. more than 130 structures destroyed. abc's jacqueline lee spoke to firefighters battling hotspots. >> how long can a fire burn underground? >> until it reemerges so it can burn for days. we can still find hotspots and smoldering embers and hot material for a couple of days. >> but those winds eased up over the weekend. the favorable
