overall map, mostly in the green, of course it is early, but we're getting back to our normal traffic pattern. yesterday was a holiday, so it was really pretty quiet out there. but you see that red from tracy to livermore as you get that slow down during the commute time. so from tracy to dublin, 42 minutes, san rafael to san francisco 16 minutes antioch to concord. we're looking at about 14 minutes right now, so not too bad, guys. gloria. >> thank you. your voice. your vote. it is official. oakland has recalled mayor shengtao. the associated press called the race yesterday. so here's a look at the numbers. with 100% of the votes in yes on the recall measure outpaced no by nearly 2 to 1 margin. mayor tao entered office in january of 2023, and is now the first mayor in oakland's history to be recalled. tao conceded friday. so what comes next? tao has to leave office as soon as election results are certified, and the city council declares a vacancy. that's expected to be december 17th. a special election has to be held within 120 days. until then, city council president

you. for those hitting the skies around the week of thanksgiving, plan for longer lines at security and the potential of delays and cancellations as airports are packed with larger schedules than usual. now, hopper says 36.5 million seats are scheduled to depart between november 23rd and december 3rd. that's up by nearly 5% compared to last year. united is expecting about 30,000 more people per day than last year. that's why the airline has added nearly 400 additional flights a day to help manage demand. operating nearly 4400 flights in total each day. expedia says the busiest and most expensive days will be the wednesday before thanksgiving and the sunday right after. if you are traveling over thanksgiving week, here's a few important reminders from the experts they tell us book flights earlier in the day, because flights between 5 to 8 a.m. are less likely to be delayed. download the airline app and check your flight status before heading to the airport. add trip

conditions and stay up to date on the latest headlines. no matter where you are. >> positive developments this morning in the work to build a better bay area with a big boost to our water su. our partners at the bay area news group report there's a new deal to expand one of the state's largest reservoirs. water agencies and the federal government will spend nearly $1 billion to raise the dam at san luis reservoir. it's located between gilroy and los banos along highway 152. more than a mile of the highway would have to be rerouted to make room for that growing reser. santa clara county would get the largest share of that new water 5-10. >> this morning. we are looking at our high surf advisory because this will begin at the top of the 6 a.m. hour, lasting until tomorrow morning. we already see that current waves are pretty high between san francisco and point arena 10 to 15ft. so we're looking at some dangerous swimming and surfing conditions. and our northwest facing beaches are most at risk. just be aware of that. here's live doppler seven along with satellite.

after a busy day yesterday with a cold front moving through, we get a bit of a break today. it's going to stay quiet across california, but our next front is already approaching. will widen out the view. you could see this area of low pressure spinning. it is going to be another cold front, but the difference with this track, compared to the one yesterday, is that tomorrow's storm will go more to our north, so it won't be as widespread of rainfall as we saw yesterday in the north, bay has the best chance of seeing the highest rainfall amounts tomorrow. but today it's all about that chilly morning. right now we have temperatures mainly starting out in the 30s and in the 40s. temperatures later on. this afternoon, low and mid 60s, which is a little bit below average for this time of the year, 63 for san jose and oakland, only 64 in walnut creek after that chilly start. so looking at the forecast today, we'll he partly cloudy skies, temperatures a bit below average for the most part. you can see we'll have those numbers in the upper 50s to the lower 60s later on. this afternoon. so looking at the storm impact scale

tomorrow afternoon, it is a level one. another light storm moving through with the best chance of heavy rainfall being in the north bay. breezy to gusty winds at times. so here's future weather tomorrow morning. we have no issues, it's just a mix of sun and clouds, but by the afternoon there you can see that front. 1:00 pm some light to moderate rain developing across the north bay, and look as it progresses to the east. it really doesn't bring much rainfall to the south bay. this may be one of those storms where the south bay is mainly dry, with just the mix of sun and clouds tomorrow, but it's the north bay that gets hit the hardest by this front. rainfall estimates in our north bay cities, probably a quarter to a half of an inch a lot lower. as you head to the south bay. but even another chance of some rain on thursday. we'll show you that coming up in a few minutes. >> drew. thank you. still ahead on abc seven mornings. trying to boost morale. the bay area based tech company bringing back some small perks after a tough year of layoffs and job cuts. >> parking restrictions aimed at encampments. what city leaders

after the holiday weekend. he faces perjury charges for allegedly lying to a civil grand jury. prosecutors say becker lied about leaking a grand jury report, accusing several council members, including himself, of having an unethical relationship with the 40 niners. last week, the team's former top lobbyist testified he received the report from becker five days before it was legally allowed to be released. he said that gave the team time to develop a response before the accusations became public. if convicted, becker faces up to four years in jail. >> in the north bay, sheriff's deputies arrested a man accused of murder near a historic bar. the sonoma county sheriff's office found a man dead in

petaluma on sunday, not far from ernie's tin bar. the century old bar is along lakeville highway. deputies tracked the suspect to san jose and arrested him yesterday. he's in jail this morning. accused of murder, carjacking and being a felon in possession of a gun and ammunition. >> bay area genetic testing company, 23 andme announced it is cutting 200 employees. that's about 40% of its workforce. the pre-holiday layoffs are part of a bigger cost cutting push at the south san francisco based company 23. andme is also stopping the development of therapeutic programs and may sell them off in september. the entire board of directors resigned suddenly over the ceo's push to take the company private. >> clearly, it's been a tough year of layoffs for the bay area's tech industry. intel. among the companies cutting hundreds of jobs in the bay area weeks later, the company is bringing back a small employee perk. free coffee and tea. that's according to the portland newspaper the oregonian. the paper says it's an attempt to

address low levels of morale at the company. >> happening tonight, city leaders in fremont are set to discuss a plan to restrict parking in the city. part of its shifting approach to the homeless crisis. if passed, the proposal will ban parking rvs in residential areas. it will also require people to move theirlso cars after 72 hours. cities across the bay area have been adopting new restrictions for unhoused people after this summer's supreme court decision gave cities more freedom to conduct sweeps. >> we first told you about this yesterday a little more info on those new types of robotaxi zipping around parts of san francisco. amazon's self-driving car company, zoox, says it's now testing a fleet of these robo taxis in the city. amazon owned zoox recently started testing out these vehicles that sort of look like big toasters on wheels. no shade. they just really do. unlike waymo, you won't find a steering wheel or even foot pedals inside. zoox says these are vehicles purpose built as robo taxis. edward escobar with the alliance for independent workers, says this

respect the unions right to call for a strike, we are disappointed that they have chosen to do so. considering the progress we have made at the negotiating table and the very competitive contract offer the university has made. >> thousands of university of california health care and research workers are going on strike as well. the two day strike will start november 20th. the announcement comes after claims the uc system failed to negotiate fair labor practices in good faith. union officials say the strike will include pickets and rallies across all uc campuses, including ucsf. uc has not publicly responded to the strike or the allegations. >> alameda county sheriff says she's been informed seven of her jail deputies will face criminal charges in connection with the death of an inmate in 2021. abc seven news has confirmed sheriff yesenia sanchez told deputies on friday. district attorney pamela price called her personally to let her know about the looming charges. the charges stemmed from the death of maurice monk, who was found unresponsive

inside a jail cell three years ago. attorneys for monk say he was left alone by deputies for days suffering from illness, without adequate medication or care. in a memo to deputies, sheriff sanchez said while mistakes were made, they did not rise to the threshold of criminal negligence. a recall measure against price is passing by nearly 2 to 1 margin, with hundreds of thousands of ballots left to be counted. >> crews are cleaning up a wreck at a walgreens in san francisco after a car rammed into it over the weekend. the store's front entrance is very damaged, as you can see there. this was at 25th and potrero. construction workers were called around 3 a.m. sunday to board it up. they tell us it was an unsuccessful attempt at breaking into the atm, and it's part of a concerning trend in the bay area. >> we've done like four different stores. it's all over the area from here to san jose. oakland. yeah, they're doing it all over the place. yeah. same process. they steal somebody's

car, drive right into the door. i've been to a couple of stores where the atm, they try to open it, but they can't. yeah, i don't know how they how secure those things are, but they don't take nothing. >> so this particular store is currently closed, but the pharmacy remains open through the back entrance. >> heads up. if you park on the street in california, a new state law is now in effect. so in san francisco, it means thousands of parking spots are going away. this is because of a new rule that they call daylighting. >> yes. and daylighting refers to the idea that pedestrians and drivers are safer when there are no cars parked close to crosswalks. so parking in san francisco will change to comply with the new statewide daylighting law. starting this week, sfmta is giving warnings to drivers who are parked within 20ft of any crosswalk. the warnings will be given out until the end of the year, and after that, authorities will issue citations. the law was passed to improve safety and visibility at intersections to protect

pedestrians. it applies to all crosswalks, whether they're painted or not. >> this is not just for pedestrians. this is also for the driver. what daylighting does is it gives clear sight lines to the driver, to the person that's standing in the crosswalk. >> and this is where things will get especially confusing. and frustrating. the law does not provide funding for cities to paint curbs or remove parking meters, so in many cases, drivers will be left to figure out if they're in compliance. sfmta says a new rule will mean that there will be a loss of about 14,000 parking spots. that's about 5% of the city's total parking citations for violating the law will start being issued on january 1st, and they start at 40 bucks. so, amanda, reggie, we know a lot of people are very upset about this. yeah. >> and i think it's going to be very confusing, but we'll see. okay. thanks so much, gloria. now it's time for our abc seven mornings advancer. our way of highlighting some things happening in the day ahead e

in the bay area. >> first, a big change for drivers in the north bay. after months of construction this morning, caltrans is reopening the intersection of highways 116 and 121 as a roundabout.ways 116 caltrans aims to improve traffic flow in that area. officials urge people to drive slowly as everyone adjusts to the new layout. >> today, council members in san jose will be distributing free security cameras to small businesses. 35 business owners in the alum rock village are part of a new program to help deter criminal activity with increased security. the cameras are registered with the san jose police department and will allow officers to access the video. if a crime occurs. camera distribution starts at 9 a.m. >> the ballpark back nine is returning to oracle park today. this is the third year that the baseball stadium will be transformed into one unique nine hole golf course. tee shots will be set up all around the ballpark, including in the giants dugout. this year. officials also want to honor former giant willie mays with his iconic number custom mowed
