running about an hour late. so keep that in mind. and then on caltrain, train 101 northbound is running late, about ten minutes late. bart is on time, and we've been tracking a crash. this is over in concord on northbound 680 at 242. we're also tracking another crash in the santa cruz mountains on northbound 17 before idlewild road. so just keep in mind there are some delays in this area. reggie. >> gloria. thank you. your voice. your vote. it's official. oakland has recalled mayor shengtao. the associated press called that race yesterday. so here's a look at the final numbers. with 100% of the votes in. yes on the recall measure outpaced no by a nearly 2 to 1 margin. and that has been consistent since election day. mayor tao entered office in january of 2023 and is now the first mayor in oakland's history to be recalled. tao conceded friday. so what happens now? tao has to leave office as soon as election results are certified, and the city council declares a vacancy. that's expected december 17th. a special election has to be held within

120 days. until then, city council president nikki fortunato bass will take over as mayor unless she wins a seat on the alameda county board of supervisors. as of yesterday, she is trailing in that race. this morning, president elect donald trump's cabinet for a second term in office is becoming more clear, and he's moving quickly to assemble a team which now reportedly includes florida senator marco rubio as secretary of state. >> here's abc news reporter christiane cordero. >> reporter this morning, florida senator marco rubio, the once rival who in 2016 trump dubbed little marco. >> and the first thing he does is launch an attack about some little guy thing because he doesn't have answers, is set to become the president elect's right hand man on foreign policy as secretary of state. >> rubio turned into one of trump's most vocal supporters on the campaign trail because together with donald trump, we are going to make america not just great, but greater than it has ever been before. he has extensive foreign policy experience in the senate on ukraine. rubio has recently been

critical of the u.s. support. he voted against a supplemental funding bill passed earlier this year urging for negotiations to end the war. other trump appointments florida congressman mike waltz as national security adviser. the first green beret to serve in congress, and former new york congressman lee zeldin set to lead the epa. it comes as former democrat turned trump supporter robert f kennedy jr is reportedly reviewing resumes for top jobs at the department of health and human services and the fda. kennedy, a vaccine skeptic, has indicated he would fire up to 600 employees at the national institutes of health, the agency responsible for keeping the nation safe from deadly diseases. also weighing in on new hires billionaire elon musk. sources tell abc news musk has been on at least two phone calls. trump has had with foreign leaders, and that musk is now offering input on staffing decisions. republicans have already locked in the senate majority, with one race still undecided. control of the

house of representatives is still up for grabs. christiane cordero abc news, washington. >> and to expand on how donald trump's win has been very good for elon musk's company, tesla. shares of the electric car maker are up 35% since the november 5th presidential election. shares of the company were at their highest value in two and a half years. yesterday, during the campaign, musk contributed at least $119 million to a pro-trump group. >> governor newsom is in d.c. this morning to meet with the biden administration. he is set to discuss disaster relief funding and push for federal approval of state climate rules and health care updates. the governor is concerned those policies could face opposition under the incoming trump administration. last week, the governor also called for a special session of the state legislature to prepare for president elect trump's second term. >> leaders at the state capitol are raising concerns about new california fuel standards that could drive up prices at the gas pump. after a marathon ten hour

hearing on friday. the california air resources board, or carb, approved stricter clean air requirements that will change the gas we get. the rules are intended to fight climate change but are likely to drive up costs. carb's original estimate found gas prices could raise as much as $0.47 next year, though the board has since walked that back. >> we know that in order to be successful in addressing climate change, we must continue to reduce our fossil fuel consumption. >> assembly speaker robert rivas and senate pro tem mike mcguire both raised concerns about the policy. yesterday, indicating the legislature will have questions when it comes back in session. >> the thanksgiving holiday is right around the corner, and this year airports could be busier than ever, with a record number of people expected to fly over the holiday week. abc seven news reporter lena howland live at sfo this morning with what you can expect and what you can do to make your trip a little bit smoother. hi lena.

>> hey, reggie. for those hitting the skies around the week of thanksgiving, plan for longer lines at security and the potential of delays or cancellations as the airports will be packed with larger schedules than usual. hopper says 36.5 million seats are scheduled to depart between november 23rd and december 3rd. that's up by nearly 5% compared to last year. united is expecting around 30,000 more people per day than last year. that's why the airline has added nearly 400 additional flights per day to help manage demand. operating nearly 4400 flights in total each day. expedia says the busiest and most expensive days will be the wednesday before thanksgiving and the sunday right after. if you are traveling over thanksgiving wee, here's a few important reminders from the experts. be sure to book flights earlier in the day, because flights from 5 to 8 a.m. are less likely to be delayed. download the airline app and check your flight status before

>> and amanda, 610. we'll take a look at the travel forecast. we do find pretty sunny skies across california to our north, though in oregon and washington we will get some on and off showers throughout the day. some snow, very likely in salt lake city to our east. we are finding really quiet conditions from texas all the way up through the upper midwest, with no threat of any severe weather and a similar story on the east coast flying to new york city, you'll be good to go. lots of sunshine later on today and temperatures in the mid 50s back here in california. live doppler seven, along with satellite. our cold front yesterday that brought that widespread rain is now to our south and east. we do have a brief area of high pressure bringing us a quiet day today, but here's our next storm system. this low pressure and front will move in here tomorrow afternoon for another chance of some showers. today though, we are tracking high surf lasting through tomorrow morning. dangerous swimming and surfing conditions with breakers up to 15ft. we're already seeing that off the coast of bodega bay this morning. just be aware of that.

today after the holiday weekend, he faces perjury charges for allegedly lying to a civil grand jury. prosecutors say becker lied about leaking a grand jury report, accusing several council members, including himself, of having an unethical relationship with the 49 ers. last week, the team's former top lobbyist testified he received the report from becker five days before it was legally allowed to be released. he said that gave the team time to develop a response before the accusations became public. if convicted, becker faces up to four years in jail. positive developments this morning in the work to build a

better bay area. with a big boost to our water supply. our partners at the bay area news group report there is a new deal to expand one of the state's largest reservoirs. water agencies and the federal government will spend nearly $1 billion to raise the dam at san luis reservoir. it's located between gilroy and los banos along highway 152. more than a mile of the highway would have to be rerouted to make room for the growing reservoir. santa clara county would get the largest share of the new water. happening tonight. city leaders in fremont are set to discuss a plan to restrict parking in the city as part of its shifting approach to the homeless crisis. if passed, the proposal will ban parking rvs in residential areas. it will also require people to move their cars after 72 hours. cities across the bay area have been adopting new restrictions for unhoused people after this summer's supreme court decision gave cities more freedom to conduct sweeps. >> a new type of self-driving

robotaxi is now zipping around san francisco. have you seen them yet? amazon owned zoox recently started testing out its fleet of autonomous vehicles that sort of look like big toasters on wheels. unlike waymo, there is no steering wheel. there's no front seat where a driver would be. there are no foot pedals. zoox says these vehicles are purpose built robo taxis. edward escobar, with the alliance for independent workers, says this could be the future of how we get around. >> we are ushering in the new age of ai, and san francisco is the testing grounds. so this is a springboard for the future of transport. >> right now you can't get in them. these are just for employees, and they're being shuttled around the soma area. the public will have to wait a little while to take a ride. zoox has also been testing these at their foster city campus. this morning we're learning more. we're learning about some of the new food options coming to the revamped transamerica pyramid in san francisco. according to the chronicle, the

conditions and overnight lows again will go into the 40s. rain is back in the forecast tomorrow afternoon on the abc seven storm impact scale to level one. unlike yesterday's rain, where it was widespread and steady. tomorrow's front. the track is more to our north, so the best chance of steady rain is in the north bay. we'll likely find low, if any amounts in the south bay, and it's breezy to gusty. those winds at times. here's future weather. tomorrow morning we start out with partly to mostly cloudy skies. here's the afternoon and you can really see it's kind of the haves and the have nots where we have that rain scattered in nature in the north bay, outside of the north bay. it's pretty quiet, with mostly cloudy skies, and it's a quick moving system. it's not going to linger all that long. so we're not talking high rainfall amounts. but behind that front, even into thursday, you could still see there's the chance of an isolated shower. but thursday there's nothing widespread on the menu. looking at rainfall totals again, the trend is for heavier rain to our

and for international flights delayed more than six hours. if your bag is delayed for more than 12 hours, you are eligible to get your money back on bag fees, and passengers also have the right to request refunds for seat selection and wi-fi. if you don't receive them now. experts are also recommending to download the airline app now and check your flight status before actually coming to the airport. and if you can, try to build in a buffer day in the event of any delays or cancellations. live at sfo lena howland abc seven news lena. >> thank you. new developments. grad student workers at stanford have postponed a strike. they planned to start today until tomorrow. according to the union, the university made, quote, sufficient movement in order to continue the bargaining process. now, these are the people who grade papers, teach classes, do research. they're asking for higher pay, better benefits and worker protections. stanford released a statement about the strike before it got postponed. here's what they said. while we respect the union's right to call for a strike, we are disappointed that

it has chosen to do so. considering the progress we have made at the negotiating table and the very competitive contract offer the university has made. >> thousands of university of california health care and research workers are going on strike. the two day strike will start november 20th. the announcement comes after claims the uc system failed to negotiate fair labor practices in good faith. union officials say the strike will include pickets and rallies across all uc campuses, including ucsf. uc has not publicly responded to the strike or the allegations. >> alameda county sheriff says she's been informed seven of her jail deputies will face criminal charges in connection with the death of an inmate in 2021. abc seven news has confirmed. sheriff yesenia sanchez told deputies on friday. district attorney pamela price called her personally to let her know about these looming charges. the charges stem from the death of maurice monk, who was found unresponsive inside a jail cell three years ago. attorneys for monk say he was left alone by deputies for days suffering from

illness, without adequate medication or care. in a memo to deputy sheriff, sanchez said while mistakes were made, they did not rise to the threshold of criminal negligence. a recall measure against price is passing by a nearly 2 to 1 margin, with hundreds of thousands of ballots left to be counted. >> crews are cleaning up a wreck at a walgreens in san francisco after a car rammed into it over the weekend. the store's front entrance is very damaged. you see, this is at 25th and potrero. construction workers were called around 3 a.m. sunday to board it all up. they tell us it was an unsuccessful attempt at breaking into the atm, and part of a concerning trend here in the bay area. >> we've done like four different stores. it's all over the area from here to san jose. oakland. yeah, they're doing it all over the place. yeah. same process. they steal somebody's car, drive right into the door. i've been to a couple of stores where the atm, they try to open it, but they can't. yeah, i

don't know how they how secure those things are, but they don't take nothing. >> so the store is currently closed, but the pharmacy remains open through the back entrance. >> a heads up if you park on the street in california, a new state law is now in effect. and in san francisco it means thousands of parking spots are going away. gloria. they're calling this new rule daylighting. >> yes. and daylighting refers to the idea that pedestrians and drivers are safer when there are no cars parked close to crosswalks. so parking in san francisco will now change to comply with the new statewide daylighting law starting this week. sfmta is giving warnings to drivers who are parked within 20ft of any crosswalk. warnings will be given out until the end of the year, and after that, authorities will issue citations. the law was passed to improve safety and visibility at intersections to protect pedestrians. it applies to all crosswalks, whether they're painted or not. >> this is not just for pedestrians. this is also for the driver. what daylighting

flow in that area. officials urged people to drive slowly as everyone adjusts to the new layout. >> today, council members in san jose will be distributing free security cameras to small businesses. 35 business owners in the alum rock village are part of a new program to help deter criminal activity with increased safety measures. the cameras are registered with the san jose police department. it will allow officers to access the video if a crime occurs. camera distribution starts at 9 a.m. >> the ballpark back nine is returning to oracle park today. this is the third year that the baseball stadium will be transformed into one unique nine hole golf course. tee shots will be set up all around the ballpark, including the giants dugout. this year, officials also want to honor former giant willie mays with his iconic number custom mowed into the putting greens, and those participating will have access to the exclusive gotham clubhouse. >> still ahead, wildfire update firefighters making progress on that destructive mountain fire

were hit by gunfire yesterday. in one incident, a spirit airlines plane flying from florida to port au prince was hit four times as it was trying to land a jetblue flight heading to new york was also hit in a separate incident. nobody was hurt. jetblue has suspended all flights to and from haiti through december 2nd. in response, the faa is expected to make a decision today. >> the air national guardsmen convicted of leaking secret information from the pentagon to his online friends is set to be sentenced today. jack teixeira pleaded guilty in march to six counts of willfully retaining and transmitting national defense information. he also agreed to serve between 11 and 16 years in prison. the defense sought the maximum, the minimum

saying that teixeira has autism and adhd. they also argue he did not intend to harm the country, only to educate his online friends about world events. >> happening today, jury selection begins in the trial over the potential release of maddy middleton's killer. adrian gonzalez was 15 when he kidnaped, raped and then killed the eight year old in 2015. he has been in custody of the of the juvenile justice system ever since. law requires those tried as juveniles be released when they age out of the system. at 25, which happened in september. however, santa cruz county chief deputy district attorney they challenged his release, saying he still poses a threat to society. >> the man accused of stealing a small plane, then crashing it on the beach in half moon bay could face two years in jail. 50 year old luis gustavo suarez of miami, pleaded no contest to a felony theft charge of an airplane from palo alto airport. the plane was flown about 30 miles, then made a hard landing

on poplar beach. gustavo's sentencing is set for december 8th. >> this morning, wildfires continue to cause major concern across the country. the mountain fire in ventura county is now 48% contained. it's burned more than 20,000 acres and destroyed nearly 200 structures. evacuations are still in place as firefighters work to take out the blaze. on the east coast, increasing fire danger today, red flag warnings stretched from virginia to vermont. in new york, the jennings creek fire has burned 5000 acres. yesterday, it delayed one of the oldest veteran's day parades in the nation. autonomous vehicles are still learning how to operate in the city, as shown here. when a waymo car found itself trapped during san francisco's veterans day parade yesterday. officials appeared to try to stop and try to help the car while the parade went by. the street was closed off by officials for the parade. >> amazon is developing smart

glasses for its delivery drivers, and it could help them shave seconds off each stop. according to reuters, the glasses will provide drivers with delivery instructions, turn by turn directions, free them from using handheld devices. that means the drivers get to carry more packages with every trip. oh, goody. oh, no. with millions of deliveries globally, those seconds, of course, can add up. smart glasses may be a new tool for amazon to get more efficient. >> self checkouts are a popular option at grocery stores. now, local libraries are hoping are on are hopping on the self-service trend. the concord library is starting a new self-service option on december 1st. now people will be able to use the library on sundays when it's normally closed. library patrons will be able to sign up in advance, and security guards will make sure only those patrons can enter. the pilot program will last six months and may continue longer. >> that's interesting. now your morning money report. bay area

genetic testing company 23 andme announced it's cutting 200 employees. that is about 40% of its workforce. this pre-holiday layoff is part of a bigger cost cutting push at the south san francisco based company, 23. andme is also stopping the development of therapeutic programs and may sell them off in september. the entire board of directors resigned suddenly over the ceo's push to take the company private. now we take a live look at the new york stock exchange as trading gets underway. you can see that we're up about 41 points. >> rihanna may have stopped the music. fans believe she might be ready to leave her music career behind after this comment. at the launch party of her cosmetic line. >> music was the thing that got the attention, but god had other plans for me, and i was able to create in ways that it was ways that were like, very sincere and genuine or organic and authentic to the things that i love.

and mid 60s today and these numbers are just a few degrees below average for this time of the year. it is dry today with a mix of sun and clouds overnight tonight we'll keep partly cloudy skies and overnight lows dipping into the 40s. let's talk about rain returning to the forecast tomorrow afternoon. there's a level one, a light storm on the abc seven storm impact scale. and the big difference compared to yesterday's event, tomorrow's rain is not as widespread. it mainly looks to fall in the north bay with some breezy to gusty winds at times. so here's future weather tomorrow morning. it's quiet. here's the afternoon and you can really see kind of a definitive area of where it's raining and where it's certainly not. the north bay has the best chance of seeing those showers tomorrow afternoon. areas outside of the north bay, an isolated shower at best, then heading into thursday, we still have the chance of an isolated shower, but nothing widespread. so looking at the rainfall estimates as we head through wednesday, you can see areas in the north bay likely a few hundredths to as much as three quarters of an inch of rain in
