one, the track is more focused on the north bay. it's in the north bay right now. we do have some low visibility, some fog. novato down to zero miles. so on the storm impact scale, it is a level one today in the city and in oakland, the best chance of finding a shower between 11 a.m. and 1 p.m. in the north bay. it's a longer duration rain and wind between 10 a.m. and 3 p.m. in the south bay, san jose. it's just mostly cloudy today, the rain really not impacting you with a high of 67 degrees. look at rainfall totals today. heaviest amounts in the north bay with much drier conditions expected in the south bay. let's check in with sue and see those drive times. >> thank you drew and we are checking out the bay bridge toll plaza. metering lights were on about a half an hour ago at 530, and you can see it's already backed up now. not too terribly just to the first overcrossing the 880 overcrossing, you've got about a four minute delay popping over to oakland, 880 both directions past the coliseum, moving at a nice clip. here's your areas of slow traffic up and over the altamont for about a 55 zero minute drive. your bay bridge is also

very slow past the metering lights onto the span as well. amanda. all right. thank you. new this morning. hundreds of new jobs could be coming to the east bay. and it's all thanks to a proposed investment from the biden administration's chips and science act. under the deal, the biden administration would invest more than $18 million to help san francisco based akash systems build a facility for semiconductor manufacturing. this in west oakland. akash systems and other investors would pay the rest of the money for the $121 million project. the biden administration says the project could mean 400 new jobs in west oakland. akash systems says it will prioritize hiring oakland residents if the plan is approved. developing news on the peninsula where there are calls for the san mateo county sheriff to step down after she was accused of abuse of power and having an inappropriate relationship with a staff member. >> today, the board of supervisors is set to take a vote of no confidence. abc seven

news reporter lena howland is live at the sheriff's office this morning. and lena, the sheriff, says she will not resign. >> yeah, gloria. that's right. and the independent investigation released yesterday says says that it was prompted by dozens of complaints from current and former members of the sheriff's office staff. among other things, the resulting report accuses the sheriff of abuse of power using intimidation and retaliation tactics, as well as having an inappropriate personal relationship with her chief of staff. it also alleges the sheriff used racist and homophobic language, all charges the sheriff denies. >> this is a hatchet job of an inquiry, which was commissioned with a predetermined outcome in mind, and it was filled with lies. >> it's clear that we have a sheriff that we cannot trust. this independent investigation lays out the reasons.

>> during a news conference tuesday afternoon, supervisors noelia corzo and ray mueller called on the sheriff to resign immediately. earlier in the day, the sheriff's department arrested carlos tapia, the president of the deputy sheriff's association union. on two separate charges. tapia is one of many deputies who has criticized the sheriff and her office. he called his arrest retaliation against the union, and while the board of supervisors cannot fire the sheriff, they say they will consider what steps can be taken at tonight's special meeting at 4:00. that does include the vote of no confidence. live in redwood city, lena howland, abc seven news. >> all right, lena, thank you. today, the oakland board of education is expected to discuss a proposal to merge ten schools. the school is up for consideration. already share campuses, meaning the students wouldn't have to travel to another location if the proposal is approved. in a letter to the community, the superintendent said the changes will allow osd

to combine resources and staff to create stronger educational programs. the board will vote on the proposal next month. oakland unified is facing a projected $95 million budget deficit. >> san francisco's mayor elect, daniel lurie, is sharing more about his vision for the city. he was on cnn monday night and was asked if he thinks progressive politics are getting voted out. this year. >> there's nothing progressive as to have 806 people die of drug overdose in our city last year. property crime is rampant. our small businesses are struggling each and every day. this is not a liberal, progressive conservative. people want to feel safe walking down the street. we had so many instances of anti-asian hate on our streets. those are things that we need to get addressed. >> the san francisco native is new to city hall, but he's known for his work with his anti-poverty nonprofit, tipping point. >> this morning, president biden will welcome president elect donald trump to the white house.

the two have a meeting scheduled in the oval office at 8 a.m. our time. we'll bring you the first video in a live special report everywhere you watch abc7 news. the world's richest man is even richer in the week since donald trump's presidential victory, elon musk's personal net worth has soared about $50 billion. and that's because tesla's stock is up more than 15% since the election. musk, owner of tesla and spacex, is now worth $308 billion. musk personally spent $175 million through his super pac to help elect trump. musk has also been named to join trump's administration. he and former republican presidential candidate vivek ramaswamy have been named to lead the newly created department of government efficiency, trump said in a statement. musk and ramaswamy will pave the way for his administration to dismantle government bureaucracy, slash excess regulations and restructure federal agencies. the new department has vowed to

finish its work within 18 months. >> the president elect's new border czar has issued a warning to sanctuary states and cities. tom homan said, quote, ice is going to do their job. he then added either you help us or get out of the way. when asked if he would deport american citizens, homan said he will prioritize public safety and national security threats. san francisco was the first city to declare itself a sanctuary in 1989. since then, dozens of cities and 13 states have enacted sanctuary policies. >> governor newsom is in washington, d.c. week, meeting with democratic allies in preparation for a second trump term. despite the president elect gaining ground in california since his 2020 run for office, the governor is quickly rolling out a so-called trump proof policy plan, and he's looking for support from other democrats. >> my job is not to wake up every single day and get a crowbar and try to put it in the spokes of the wheel of the trump

landed in dc for orientation and to get an office up and running. liccardo was also invited to meet with minority leader hakeem jeffries. >> speaking of runs, get that run in before 10 a.m. today because we will track rain arriving later this morning into the early afternoon. here's live doppler seven and we are tracking our next front. but unlike monday's rain, this storm track is a little bit more to the north, so that means the north bay will see the steadiest rain, with little to any rain to be found in the south bay. we'll show you that in one second. here's a look at the rainfall forecast for the north bay. you can see after 9 a.m. those rain chances really ramp up and through about 3 p.m. we're finding on and off showers some gusty winds as well. look at the south bay forecast though. could not be any more different. we're pretty dry all day long. maybe the chance of an isolated shower around 3 p.m, but for the most part, we do anticipate the south bay to stay mainly dry with mostly cloudy conditions. looking at the storm impact scale, today is a level one for

time to crack down on the issue. it's called the dear john program. it allows people to report prostitution activity with photos. sfpd will verify and send letters with the photo to the registered owner of the vehicle involved. it serves as a deterrent to those who are purchasing sex. >> importantly, people soliciting prostitution will not have the anonymity they desire when paying for sex. receiving a dear john letter may also cause

some uncomfortable moments at home. >> now this comes a couple of months after some residents sued the city, claiming that shotwell street had become a center for prostitution. cement barriers were recently installed on the street, but they've proven to be more of a hassle than a help. san francisco's health department has been criticized for not doing enough to encourage people to go into drug treatment programs, and it's now focusing on a different kind of recovery campaign. >> the purpose of this campaign is to educate people that treatment and support services are possible in san francisco, to help people with fentanyl, addiction and other substance use disorders. >> now, those who have been through treatment will be featured on billboards to encourage others to seek help. the campaign features nine people in recovery who have found success in treatment because of our addiction. >> we didn't know that i was pregnant until i was having our daughter paloma, and we knew instantly that our lives had to

change for her sake. >> i'm certainly proof that recovery works. i know that, i know that i've been blessed with friends, colleagues, and people in my life that supports my recovery. >> it does work and treatment works, but we got today and tomorrow we got to work on it again. >> the living proof campaign coincides with the expansion of the city's treatment on demand program. new developments in the legal battle over the oakland airport's new name. san francisco has just scored a big win in court. yesterday, a judge blocked the oakland airport from using its new name, san francisco bay oakland international airport. the judge ruled that the name infringed on the sfo trademark, specifically with a san francisco addition to its name and that means that the name needs to be changed immediately. >> oakland needs to remove its signage. other indications of the new, confusing name that

it's been using in recent months. >> in a riposte to the ruling, the owners of the oakland airport said that they are continuing to review the recent ruling and considering all available options. >> they will soon be a new way to get around in dubai, and it looks like something straight out of the movie. back to the future. but we know it's straight out of santa cruz. >> yeah, let's check this out. construction is now underway for dubai's first aerial taxi. vertiport is expected to launch in early 2026, and the service will operate near the dubai international airport, so the taxis will be launching vertically. they'll carry a minimum of four passengers and the aircraft is made by joby aviation. they are based in santa cruz. pretty cool to see that. >> i know, and i know that we've been talking about how we would use it to get to and from the airport, and this is the first visuals that we're seeing on how it might work. and so really cool. test it out. i like it i can't wait, i'm excited. i wonder how much i know. >> that's a good question. yeah, totally. this morning it's dry

for the commute, so no worries there. it's later on this morning. we do find that rain arriving probably closer to 10 a.m. in the north bay. first, a live look from sutro tower this morning. we will find some windy wednesday showers with the best chance of the steadiest rain falling in the north bay. i think the south bay stays mainly dry throughout the day today. tomorrow. still a chance of a sprinkle, but a mix of sun and clouds for a majority of your thursday and then a totally dry pattern will set up here for friday and into saturday. so looking at rainfall totals today, it's not like our monday storm was widespread and beneficial. the highest totals in the north bay, but it's not a lot of rain and isolated shower, perhaps in the city, in oakland and then san jose, much of the south bay remaining quiet today with mostly cloudy skies. so here's future weather. by 1030, the rain is moving into the north bay. by about 1230, the showers are more scattered in nature, but again, it's the north bay that is wet. the south bay, much of the peninsula, much of the east bay remaining dry and then by about 4:35 p.m, we're wrapping up the storm tomorrow. there's a chance of an isolated shower, but again, that

chance likely in the north bay as well. so looking at highs today, it is cool in the north bay with some steady rain later on this morning. upper 50s lower 60s. an isolated shower likely in the city in oakland, close to noon. but that's about it. and then the south bay again, remaining mainly dry, mostly cloudy, but a bit warmer in the upper 60s. overnight tonight, partly cloudy skies, upper 40s to the lower 50s. as we head into thursday, we do have a winter weather advisory that kicks in here at 10 a.m. today for the sierra. got two rounds of snow, one round this afternoon and then another round here. friday night will total 6 to 12in of snow over our highest peak. so later on this afternoon into the evening, a couple of inches of snow. very likely. that's enough to create some issues on 80 and 50 and then some snow coming in friday night, where it could total up to 12in on our highest peaks. here's the accuweather seven day forecast showing you scattered showers today and isolated chance tomorrow. drier and brighter for friday and saturday with our next chance of showers sunday evening, guys. >> all right drew thank you. now

been president joe biden will meet in a few hours this morning. trump's new cabinet is slowly coming together. the new additions to his team, plus the newest bay area city to ban parked rvs in residential areas. we're taking a closer look at the impact. then free cameras to catch crime. the pilot program helping mom and pop shops in the south bay. good morning everyone. it is wednesday, november 13th. let's start with a check of your forecast with drew and drew. looks like we need that umbrella again. >> is that right? yeah. you do. later this morning. so the commute is cold and dry right now. but then about 10 a.m, we'll find our next storm beginning to move onshore. right now it is quite chilly down to 49 in the city. 38 in saint helena. 41. that current temperature in san ramon. here's live doppler seven along with satellite. our front is just beginning to move into northern california. it's the north bay that will see the steadiest rain with drier conditions in the south bay. so looking at the rainfall forecast region by region in the north bay, first,

after about 10 a.m, we really find that rain steady and breezy as well. that continues through the early afternoon. a quarter to a half of an inch of rain is very likely in the north bay. now for the city and oakland, the chances are much lower. i think an isolated shower at best around lunchtime and in the early afternoon. rainfall amounts just a few hundredths, very likely in the south bay. look at your chances. pretty much nothing all day long. we do expect mostly cloudy skies and temperatures in the upper 60s for the south bay. so 64 in the city in oakland today, 67 in san jose, a high of 59. in santa rosa. let's check in with sue and see those drive times this morning. >> good morning drew. good morning everyone. we are starting off with a bart station closure in san francisco due to police activity. the embarcadero station is closed. all right, let's get to your drive times. highway 80 westbound from highway four all the way to the maze, just under 30 minutes. and then antioch to hercules,

westbound four. it's a bit of a slog. about 46 minutes, 87, in the south bay from highway 85 to the airport. under ten minutes. so looking good there. we do have a couple of accidents on 880, both southbound, one in san leandro, the other in hayward. you can see 880 is very slow all the way past 92. gloria sue, thank you so much. breaking news right now from san francisco police are investigating a homicide at market and main streets. this is right near the embarcadero bart station. we know one person was killed in the street. and at one point, we even saw police with guns and riot shields go into the embarcadero station. so that's likely why that station is closed right now. you could see the police activity in that video there. you may see delays if you take bart into the city. and we do have a crew on the way. we'll pass along more information as soon as we get it. today, president elect donald trump is making his first visit to washington, d.c. since winning reelection, and he's got

dollars worth in government contracts, says all actions of the new department will be posted online. congress has not created such an office, so it's unclear how it will be funded. christiane cordero, abc news, washington. >> it is official. alameda county district attorney pamela price will be recalled. we have a look at the latest votes, 64% in favor of the recall. and she's likely to step down once the votes are certified. members of the recall campaign attended a meeting yesterday. they are urging the board of supervisors to impose a moratorium on all staff dismissals by d.a. price. >> a major concern now is that she is pretty vindictive, and we're so worried that, you know, she would be start firing the people. they are very capable and very experienced. >> the group says it will make a list of recommendations to present to the board of supervisors about who should serve as interim da. the board will likely appoint someone to the position early next year. the strike that would have put

over 2000 stanford graduate student workers on the picket line has been called off. union members and the university reached a tentative agreement late last night. details of the agreement have not been made public. union members will begin voting on the new contract today. addressing the homeless crisis is something that every city in the bay area is focused on. fremont is now cracking down on people living in rvs. after months of discussion, we've been following this for quite some time. the city has been grappling with what to do about numerous rvs near irvington park. last night, the city council voted unanimously on a new ordinance with the goal of getting people living in those rvs to move. it limits rv parking in residential areas, requiring a vehicle parked in the same location for 72 hours to move at least 1000ft away. >> one we have to enforce this. that's going to take some time to scale up. so we are we do want to have resources for these individuals, whether that's through a nonprofit, permanent, affordable housing shelters, all

of the above. and so i'm i'm ready to move this forward. >> under the new ordinance, if a vehicle stays longer than 72 hours, police can warn the owner. and if they still do not leave, police can possibly remove that vehicle. antioch city council, addressing a longtime issue with its police department. council members have voted to increase overtime pay for police. the action authorized double the standard pay to sergeants, corporals, officers, community service officers and dispatch personnel for working extra shifts. it's part of the chief's effort to reduce violent crime in the city. >> and i think it would benefit us all, particularly the community, that we spend this money up front to have higher visibility presence and reduce these crimes rather than paying for them after after the fact. >> antioch has been short on officers, which has been a growing issue, especially with the rise in shootings in the area known as the sycamore corridor. the funds will come

court. the court is part of a new state law meant to help people with mental health and substance abuse disorders get treatment, even if they don't want it. during tonight's meeting, officials will explain how the court works, who is eligible and how to file a petition for treatment. the meeting starts at 6 p.m. the court launches december 2nd. if you want to know more about the proposed toll hikes on the bay area's seven state owned bridges, the bay area toll authority is having a webinar at 630 tonight, and you may remember, under the proposal, we could see tolls go as high as 1150 for some by 2030. and the money would be used for repairs and upkeep. you can find a link at tonight's meeting on the metropolitan transportation commission website. that is mtc dot ca.gov. and if you want to get into the holiday spirit, glide is kicking off the season with a night of rhythm, soul and blues. the annual glide holiday jam fundraiser will be at the masonic. tonight, performers for the concert include tower of powers, lenny williams and philharmonic. money raised go

north bay, closer to 10:11 a.m, bringing steady rain there with some isolated showers in the city and in oakland. drier conditions prevail in the south bay as the storm track is pretty far to the north. so looking at the abc seven storm impact scale, it's a level one today with the highest totals in the north bay. for those scattered showers and the breezy conditions. so hour by hour we go on future weather. the morning commute is just fine. you'll have no issues on the roadways right now. it's right around 11 a.m. we see those showers in the north bay continuing into the early afternoon. that's when we have a chance of an isolated sprinkle in the city and in oakland. but you notice the peninsula, the south bay remaining pretty dry all day long. rainfall totals today, about a quarter to a half of an inch in the north bay. we're likely going to see zero inches of rain in the south bay, so upper 50s to the upper 60s for daytime highs tomorrow. still a chance of an isolated sprinkle, but drier weather moves in here just in time for the weekend. we'll show you

police are investigating a homicide at market and main streets. this is near one of the entrances to the embarcadero bart station. we know one person has been killed. police have not released any information about a suspect. but we did see police with guns entering the bart station just before 6 a.m. the station was closed for a while, but reopened just a few minutes ago. you may see some lingering delays if you're taking bart

budget carrier is reportedly preparing to file for bankruptcy after its failed merger with frontier airlines. spirit's stock price tanked by 45% just minutes after the wall street journal reported the news. it sparked fears of mass cancellations and route reductions and layoffs just ahead of what's expected to be a record breaking holiday travel season. already this year, spirit's scaled back growth plans furloughed workers and plan to sell planes. and now for your morning money report. the newest consumer price index is out this morning and it shows inflation is stalling. it is a broad measure of how much everyday items cost, like gas, groceries and rent. it went up 0.2% in october and it's up 2.6% from just a year ago. that is in line with what economists have been predicting. now let's get a live look at the new york stock exchange as trading gets underway this morning. you'll see we are up 80 points. well, people magazine has named the new sexiest man alive. and this

of a sprinkle. but for the most part, it's a mix of sun and clouds and then a fully dry pattern prevails here. friday and into saturday, looking at temperatures currently underneath our dry skies, it is quite cold. we're down to 46. in oakland, 43 in palo alto. good morning. 36 in fairfield. so certainly take the winter coat with you if you'll be out all day, take the umbrella with you. it can be the smaller one that can fit in your bag. doesn't have to be the large umbrella. we're not talking about heavy rain, but at times there will be some light showers moving through. looking at the abc seven storm impact scale to level one, a light storm today with those scattered showers later on this morning. highest totals in the north bay and it is breezy later on this afternoon. looking at rainfall totals, this system is not like monday's where area wide on monday we saw beneficial rainfall. it's the north bay that sees the highest totals and it's not a lot of rain by any means. some areas closing in probably on a 10th to a quarter of an inch in the north bay, san francisco, oakland and isolated shower, likely around noon. and you can see the south bay ending

up with nothing, just mostly cloudy skies. here it is on future weather showing you that rain moving onshore right after 1030 11 a.m. in the north bay. it's not long lived. after 3 p.m, the steadiest rain is moving out of the north bay, and we're pretty much wrapping up this system close to four and 5 p.m, so rainfall totals highest in the north bay. not a ton of rain, but still enough that you'll need the umbrella around santa rosa. then there's those drier amounts as you head south in the south bay. looking at highs today will be in the upper 50s to the upper 60s for daytime. highs overnight tonight we'll find lows in the 40s and 50s. we do have a winter weather advisory in effect in the sierra starting at 10 a.m. today through friday. likely seeing 6 to 12in of snow above 5500ft. so just be aware of that. if you're traveling to tahoe, here's the accuweather seven day forecast. scattered showers today with an isolated chance tomorrow. drier and brighter here friday and saturday with another chance of showers sunday evening, guys. >> all right drew, thank you so much. this morning positive signs for crews fighting the mountain fire in ventura county. officials say the fire has not grown since the weekend. it's

now 54% contained. the fire has burned more than 20,000 acres and destroyed nearly 200 buildings since it broke out last wednesday. despite the progress, evacuation orders are still in place for nearly 2900 homes in the area. the cause is still under investigation. san francisco's ocean beach could be transformed tomorrow. the california coastal commission is set to vote on a $175 million seawall project. that 3200 foot long seawall would be buried to protect a sewage tunnel and wastewater treatment plant that's located next to the great highway south of sloat boulevard. according to the chronicle, surfers are worried that the wall would cause the beach to disappear and their concerns are not without merit. in the past, the coastal commission has opposed construction of new seawalls because they found that when the waves hit them, the water washes away sand, causing beaches to narrow or even disappear. >> high school students in livermore are leading efforts in climate education in their district for students in the

livermore valley joint unified district authored a resolution that would add climate literacy to students. curriculum. the school will not be adding a new class, but instead they will integrate lessons about the climate into various subjects, even in social studies and english, we work with the teachers, the administration, the staff, the students to make something that's unique to livermore like how can livermore achieve the goal of climate literacy? >> but any district can do that. >> very impressive. the project has been in the making for over a year, finally coming to completion when the resolution was passed by the school board just last month. it's so important. >> very much so. >> all right, now to dancing with the stars last night, where after eight weeks of competition, former nba star dwight howard was sent home just one week before the semifinals. >> oh, that's too bad. and the highest scoring dance team of the night, chandler kinney and her partner brandon armstrong. well, after the show, dancing with the stars did a little extra celebrating acknowledging 500 shows. so for those who've
