starts right now. >> and take a look. we are using live doppler seven to track today's storm. because this wet weather isn't the only rain we are going to get. good evening. >> i'm ama daetz and i'm dan ashley. thanks for joining us on the exclusive abc seven storm impact scale. today's storm ranks level one. that's a light storm. some parts of the bay area saw rain. you're looking at video from larkspur on the left and san francisco on the right, and flights were even affected by this weather. >> here's a live look at san francisco international airport, where a ground delay has been lifted. about 200 flights were delayed today because of low ceilings. those thick, low clouds that make it hard for pilots to see. all right. >> let's bring in abc seven news meteorologist sandhya patel. >> yeah, and dan and ama, we've got more showers in the forecast. and take a look at this live picture. you will notice that the flakes are flying in the mountains. this is just a delight to see. but not exactly a delight to travel in

it. so keep that in mind. you can certainly see raindrops on our golden gate bridge rainfall so far. venado up in the sonoma county area, 7000/200 of an inch, a third of an inch in santa rosa, a few hundredths from richmond to san rafael, ben lomond in the santa cruz mountains, a 10th of an inch of rain. looking at live doppler seven, we do have some spotty showers still in the northern part of our viewing area, so you will notice around clear lake lower lake. keep the umbrellas handy as we widen the picture. front has gone through with this level one system, but still some scattered showers behind that system on the way. not just tonight. as we head into tomorrow morning, we're going to see some more showers and there's potential for thunderstorms for your thursday. so here is the area that is highlighted, which is the entire bay area is at risk of seeing thunderstorm activity. it's a level one for today and tomorrow. showers tonight. tomorrow we introduce thunder chance large breakers and minor coastal flooding due to the king tides. i'll be back with a full look at the timeline coming right up.

>> dan okay, sandy, thanks a lot. see you shortly. now to a dramatic story we've been following closely out of san mateo county in just the last 30 minutes. the county board of supervisors issued a vote of no confidence in sheriff christina corpus and urged her to resign immediately. abc seven news reporter monica madden is live in redwood city, where this explosive meeting monica just wrapped up. >> dan, it was nothing short of fireworks. there were about a thousand people alone who turned into just the zoom link to listen to this meeting, and they definitely got a show when theey sheriff unexpectedly walked in and started dropping bombshells, first and foremost announcing that she would be appointing her chief of staff to assistant sheriff. and the chief of staff is the one who is at the center of a lot of these allegations that she is facing tonight. >> what has happened the last few days is disgusting. >> san mateo county sheriff christina corpus stunning the board of supervisors wednesday night when i have

representation, legal representation, i will answer that question. complaints inside her office prompted the july independent review of corpus alleged misconduct. the 400 page report accuses the sheriff of abuse of power, having an inappropriate relationship with her chief of staff, as well as using racist and homophobic language. it also accuses sheriff corpus of using intimidation and retaliation tactics. she denies everything. >> this is a time in our county of great dysfunction. >> the board navigating what to do next. >> it would be a dereliction of our duty not to act. >> it follows corpus announcing tuesday the arrest of her deputy, who also leads the deputy sheriff's union, who slammed corpus earlier wednesday. >> i find it a little hard to believe that she would make the rest of us believe that someone who is as respected in her field, like judge cordell, would somehow have fabricated a 400 page report. >> we have not dealt with anything like this before, so it's uncharted waters.

>> what's next for san mateo county sheriff christina corpus, now in the hands of district attorney stephen wagstaffe? >> i'm saddened that we have to deal with it now. >> his office will review the accusations against corpus to determine if it amounts to violations of the law. >> we have to prove these things beyond a reasonable doubt. if there is a violation. and we want to make sure that we have that and we don't jump into the pool of political comment. >> the board cannot fire her as an elected official. but does have options other than waiting for a potential recall to be placed on a future ballot. >> we can bring a charter amendment before the public where we would go ahead and say to them, under these specific circumstances, you would go ahead and give the board the power to remove the sheriff. >> now, the board also voted to have its legal counsel look into whether sheriff corpus could appoint her chief of staff, victor andre, as her assistant sheriff while he is, or while she is accused of having an inappropriate relationship with

him. this as she announced all of that before storming out of the meeting tonight. live in redwood city, monica madden, abc seven news. >> all right, monica, thank you for following that for us. the search is on for a san francisco killer. someone stabbed a man to death near the embarcadero bart station this morning. the victim was found in the middle of market street just before 6 a.m. market street was blocked off, and the bart station was briefly closed as police searched for the suspect. a business owner tells abc seven news surveillance video shows the victim coming from beale street, stumbling then collapsing at market and main street. today, a murder suspect took the stand in his own defense in a san francisco courtroom in the bob lee murder case. the tech executive was stabbed in april of last year by main and harrison streets in the neighborhood known as the east cut. lee was the founder of cash app. the man charged with killing him is nima momeni. abc seven news reporter melanie woodrow was in court as momeni took the stand. melanie. ahmad. jurors and audience members were

hanging on his every word. one of the only sounds in court today outside of his testimony was the sound of reporters furiously typing, trying to take down everything that he said. nima momeni testified that it was bob lee who attacked him with a knife. he said, over a bad joke that he had made. nima said that he told bob if it were his last night in town, he'd be hanging out with his family, not expletive around in strip clubs, he says. bob lee went from 0 to 100 after hearing that, pulled a knife from his pocket and attacked him. he described and demonstrated redirecting the knife back at bob and says at some point bob just walked away, unresponsive to nima, asking him, hey, what was that? what just happened? he said he had no idea that bob lee was fatally injured. nima said he walked over and picked up the knife, which was now on the ground, and threw it over the caltrans fence. but he couldn't explain why he did that in his testimony. he also expressed remorse to bob lee's family,

saying that even though bob lee had attacked him, he didn't deserve that. on cross-examination, the prosecutor hammered nima momeni about the idea that bob lee, a beloved man in the tech world, wanted to kill him over a bad joke. he asked nima about the coincidences in his story that he just happened to leave his car at his mom's house after the murder, as well as his jacket that he was wearing the night of the murder. the prosecutor alsof asked question after question about huizar's texts to her brother the day of bob's murder, calling him psychotic, a lunatic threatening to call police on him. his answer was that she's erratic and emotional. that's just the way she is. that's the way they bicker with one another. i asked bob lee's brother oliver about nima's testimony. >> nima obviously did a lot to damage his own credibility today, and just seeing him get angry and stuff on the stand. i'm feeling, you know, that's what my brother saw that night, right? is him getting angry? and him, you know, his story makes

no sense to me. and i don't think it makes any sense to the jury either. it's completely there's, you know, it changes as well as just. it's just not objectionably or, you know, objectively plausible. >> remember the burden of proof here lies with the prosecution. they must prove to jurors beyond a reasonable doubt that nima momeni murdered bob lee. the judge in this case has allowed jurors to ask witnesses questions after their testimony. no doubt these jurors will likely have a lot of questions for nima. his testimony continues tomorrow with further cross-examination. reporting live outside of the hall of justice in san francisco. melanie woodrow abc seven news. >> all right. thanks very much, melanie. we'll see what tomorrow brings. let's move on now. an update from the i-team tonight. the former pastor of an east bay church for central american immigrants changed his plea today. guilty to forcible rape and child molestation involving five young victims. we first

investigated this case more than a year ago, when the primary victims family came to the i-team complaining that the police would not return their calls. abc seven news i-team reporter dan noyes is back in a martinez courtroom today. >> pork as jane doe number gave her victim impact statement. >> she began crying hard, and her parents rose to stand by her side for support. >> i saw no way out and all of this torture in my head, in my mind, in my body, in my health. why? because he's supposedly a pastor. >> 54 year old victor hernandez pineda was arrested almost a year ago after the i-team investigated complaints from several families that the pastor at richmond's iglesia pentecostal movimiento de gloria had sexually abused their daughters. the father of jane doe number one was an elder at the church. that's him getting a hug from the pastor.

>> he said that i was his friend. he said that i was his right hand man. but when i found out, he made me so, so angry. >> after hearing similar accounts from several young women, the pastor did not return my calls. so i confronted him outside church before a sunday morning service. victor, i'm dan noyes from channel seven. i need to talk to you. would you do an interview with me, please, about what? i'd like to talk to you about the accusations that young girls and young women are making against you of sexual abuse. will you talk to me, please? the pastor didn't say a word. just made that gesture when i mentioned complaints of sexual abuse, his adult daughter and son pushed me out of the way and blocked my camera as he pulled up the window. they were all there in court to see jane doe number one confront hernandez pineda. >> i know for me, and if you don't stop this person with absolute justice, there will continue to be more victims. >> the pastor agreed to a plea

powered by data centers. it's called a net zero community and abc seven news south bay reporter zach fuentes shows you what it would look like and how it could help build a better bay area. >> downtown san jose could be on track to have one of the most unique communities in the world. a community of more than 4000 homes with things like heat and hot water, powered by data centers. it's called a net zero community, where we can both serve the needs of compute power and data centers, but make them net beneficial to the new housing units that are greatly in demand. that announcement was made wednesday at p-g-and-e's innovation summit in san jose.

when our data is stored in the cloud, it sits in data centers. those data centers generate a lot of heat and in turn, greenhouse emissions. so instead of the extra heat going into the atmosphere, the net zero community would use it to heat and provide hot water to neighboring homes and businesses, something developer westbank says would set san jose apart from any other city in the nation. >> in terms of actually utilizing the excess heat from a data center to provide energy to the downtown community. it's going to be the first one including a more affordable power bill. >> those behind the proposal say there's other benefits to creating this really vibrant downtown area that's going to be sustainable and that's going to just really be able to drive not just the economic piece of it, but do it in a manner that's sustainable long term. three data centers are planned to be part of the community, bringing the heat to the homes. according to the proposal, some of the first homes would be 110 rental units in the former bank of italy building. if things go according to plan, more units would be brought to downtown through the year 2031.

>> we've also set ambitious goals around building more housing over 60,000 units over the next eight years, adding jobs. we want to continue to be an engine of economic growth and upward mobility for a very diverse population. the only way we can do all of those things together is through partnerships and innovation, like the one that was announced here today, the developer says work is being done with the local government and nonprofits to include affordable housing. >> if the city approves the first application for the proposal. groundbreaking and construction could start in 2025. in san jose. zach fuentes, abc seven news. >> well, weather experts say we really have an unpredictable winter ahead here in the bay area. and of course, we need to be prepared. the national weather service can usually predict how wet or dry the season will be, but this year, they say it's tough to call. >> we're going to be anywhere from just below normal for the amount of precipitation for the season, or near normal for the amount of precipitation for the season. that said, all of that precipitation can come in 1 or 2 storms, and that's the reason

we're talking about preparedness. >> valley water of santa clara county has been doing maintenance on creeks, rivers and streams to prevent flooding. the agency is ready to give out sandbags and recommends packing your emergency kits now. >> why wait? well, we got a little taste of what is to come and more is on the way. we certainly did. >> let's get to meteorologist sandhya patel for when we will get more rain. sandhya. yeah, we do have some showers coming through right now and we have more on the way for tomorrow, so let me show you live doppler seven. it is not a widespread rain event this evening. it's just going to be very spotty. so i'm going to get you into street level radar where we are seeing some showers right around cobb, hidden valley lake, big canyon road, keep the umbrellas close by, because when you look at the statewide radar, you will notice that there are more showers coming in. and these are really just off the coastline. it's the cold, unstable air that is going to come in right behind the main front. we are seeing the snow in the mountains and we'll take that any time. but of course driving

is a little bit hazardous. looking at the wider perspective here, the storm is aimed at the pacific northwest, but we've had our share of a little bit of rain here in the bay area today, and next up is surf high surf advisory. going up tomorrow morning until saturday morning. current wave heights are 3 to 11ft, but those breakers are going to build 12 to 18ft. northwest facing beaches will be at particular risk. so if you are a surfer or you want to go out swimming be careful because this is dangerous conditions. in addition, it's that time of year when king tides come up. so a coastal flood advisory starts tomorrow at 7 a.m, runs until 4 p.m. monday. those king tides every morning. tomorrow morning at 926, 6.7ft. minor flooding is expected. the park and ride in the north bay. if you're going to be out on the trails early in the morning, just keep in mind that there could be some flooding out there. here's a live view from our sky seven camera. there's the golden gate bridge. this is on top of the skystar wheel. you can certainly see the clouds are around. still

58 degrees in san francisco, 60 oakland, hayward, san jose 55 and half moon bay. that's from fisherman's wharf, by the way, and from our kgo roof camera. we are seeing still some cloudy skies, temperatures in the 50s from santa rosa all the way to napa and livermore, d from our emeryville camera. a lovely view right now. tomorrow showers possible thunderstorms is not going to be a widespread all day rain event, but there are going to be pop up showers and thunderstorms are possible next few days. rough surf and king tides and your weekend outlook. if you're looking for sunshine, it starts off that way, but then rain comes in sunday evening. current system is a level one. it's a light system for today. tomorrow will introduce the thunder chance large breakers expected tomorrow along with minor coastal flooding from those king tides. 7:00 this evening. just a few showers trailing through 11 p.m. just a few showers as well. but look what happens at 7:00 tomorrow morning. may even see a thunderstorm coming in. so do be aware

that this cold, unstable air is going to result in more showers going into tomorrow and maybe even a thunderstorm or two. this really continues off and on. and then by friday afternoon we're going with dry skies and a lot of sun. so additional rain on top of what is fallen, anywhere from a few hundredths of an inch in the south and east bay all the way to 4/10 of an inch in ukiah. winter weather advisory for the sierra until 10 p.m. friday. half a foot to a foot of snow above 5500ft. those passes will be impacted. they already had chain controls tonight on 8-80 and with those gusty winds, do be prepared for hazardous driving 40s and 50s tomorrow morning. make sure you have your umbrellas before you leave home tomorrow afternoon. still some spotty showers, 50s and 60s on your highs in the accuweather seven day forecast. it's a one for tomorrow. isolated shower could linger into early friday, but after that a lot of sun. rest of your friday and all of saturday. and then sunday night we have a level one coming in. really. we'll get a chance

democrats in washington, dc. governor newsom has been there since monday to prepare for the trump administration's expected plan to roll back liberal policies in the state. today, he talked with media calling president elect trump's threats during his campaign cycle to withhold disaster relief from california, quote, pretty childish. the governor says president biden offered to support california's wildfire recovery efforts with no conditions. >> that's not the state of mind of donald trump. and that's not just rhetoric. it's not just threats. those were actions by donald trump in the past. and i guess that's what people voted for. but i got to tell you, a lot of folks will be hurt if we don't push back. and so we're going to we're going to be firm. >> governor newsom says he did not meet with any of california's congressional republicans during his trip. >> president biden met with president elect trump at the white house today. one step in

to step down over a lack of transparency. >> i'm very disappointed in the insurance commissioner, ricardo lara's lack of being able to be transparent, he said. >> you know, you're on your own, basically. >> they just weren't really helpful. >> and he's not doing his job and he should leave. >> the state's plan to expand coverage in fire prone areas is supposed to be implemented in less than two months. >> and as seven on your side, stephanie sierra will show you here tonight. tracking down the man in charge is no easy task. stephanie. >> yes, it's been a long time coming. the state's insurance commissioner, ricardo lara, has the most authority to address this crisis. but his latest plan came with criticism. it's filled with loopholes, alleged misrepresentations of his promises. so for months now, we've tried to talk with him,

but his office has repeatedly ignored our requests, refusing to answer basic questions. now, tonight, that changed. >> i mean, the guy's got the title of insurance commissioner, you know, isn't he supposed to be doing something about insurance? >> meet valerie baldwin, like millions of californians, she was dropped by triple a, her insurer of 40 years, then forced to another provider that spiked her premiums 50% more. same story with her neighbor, bob. >> 60% higher. >> and her neighbor, janet. >> they canceled me. and meanwhile, the broker put me into the california fair plan. i'm wondering, do i have to come up with the money to pay off my mortgage? you know, what will i do? >> despite the fact her garden is well groomed and her portola valley property is directly adjacent to a fire station, the 86 year old's premiums still went up nearly 50%. >> absolutely frightening. i was just numb with fear. >> fear turned to frustration as both of them tried to get answers from the man elected,

and granted the legal authority to respond to these situations. california's insurance commissioner, ricardo lara, and his staff. >> he said, you know, you're on your own, basically. >> it was all on me to do it. >> i think that they would try to give us some help. where? nothing. there's been nothing. >> our goal is to help consumers like valerie, janet and bob. it's why we're called seven on your side. the irony here is the commissioner has the same message telling consumers he's on your side, along with promises of transparency. >> hi, this is michael fowler at the california department of insurance. >> i've called repeatedly. we really want to hear his side. we don't often show you the behind the scenes reporting process, but the lack of communication with california's insurance commissioner and his office, unfortunately became the story here. >> that's not acceptable. >> to be fully transparent, for more than two months now, seven on your side investigates has made more than a dozen attempts via phone or email to speak to the commissioner about some of the concerns raised about his

insurance reform plan. this affects all of us, but his staff has yet to give us a straight answer, and oftentimes don't even respond. it wasn't until the sixth email attempt, over the course of eight weeks, when we indicated we were doing a story on the matter, that we got a response and his office told us with some advance planning, we can look at his availability through the end of the year. so we responded. we are happy to plan ahead. asking repeatedly for his availability. no response. i reached out the next day. the day after that, again and again. five more emails asking the same question. still nothing. after another week, his office told us when we have an outstanding interview request and the commissioner is not immediately available, we will revisit it periodically as his schedule develops. i believe this is standard practice among most elected offices. we finally heard back from his staff the day our story aired. more than o months later. why did it take so long to get ahold of you?

>> oh, i have no idea. i have no idea this was the case. we've been, you know, busy traveling the state, so i apologize for that. >> i wasn't aware this is the first time it's been brought to your attention. yeah, i have been very concerned about the way in which the current commissioner has conducted himself in this office. congressman john garamendi was california's first elected insurance commissioner, who served for eight years. he sent a letter to commissioner lara last year, signed by dozens of california lawmakers, including nine from the bay area, all calling on lara to hold insurers accountable by using his authority granted by proposition 103. that's the state law that protects consumers from unfair insurance practices and rate hikes over the last three years, i have observed that this commissioner is not willing to take the hard task and the necessary task to stand up to the insurance industry. >> if the commissioner is not willing to do that, and there's

plenty of signs that he is not, then he's not doing his job and he should leave. >> do you have a response to that? >> i do not. >> when lara was running for reelection in 2022, he had this to say about insurers raising rates. >> i'm very kind of scared about giving them any authority to just haphazardly raise rates without getting anything for the consumer. >> since then, the state's top insurers have raised homeowner rates by at least 30% or more. you have the option to file legal action against these insurers. will you do that? >> i will file legal action against an insurer that's breaking the law, and that is breaking the current regulations that we are that abide by prop 103. the rates that you've been seeing uh- reflect the risk of where we're living. we've had unprecedented fires since 2020, since 2017. >> let's go back to 2017 when we asked years ago for him to be engaged, and he just kept

pushing it off. state senator brian dalli says he reached out to him years ago for help after the 2017 tubbs fire and the 2018 camp fire, the state's deadliest wildfire. >> and he didn't respond. he wouldn't even respond to the calls i was receiving in my office of people who couldn't get insured. >> what do you have to say about that? >> well, that's interesting because we've had several town halls, uh- and in the senator's district. so that's a surprise for us. i'll make sure i connect with senator, who's a good friend. >> this was a direct request to you from his office. not pertaining to a town hall. >> i mean, we get requests all the time, so i don't know who they're filtered through, but i will make sure to contact the senator, myself, his colleagues in the state legislature. >> but local city governments like pasadena are calling on the governor to step in due to his lack of action. >> there's been no transparency. the companies are not being held accountable. >> which brings us back to why this all matters. consumers like valerie and janet protects

now back to that. inflation report released today by the labor department. the consumer price index shows inflation ticked up 0.2% from last month and is up 2.6% since last october. both numbers are in line with economists expectations, despite the monthly uptick in prices. the federal reserve is expected to stick to another interest rate cut next month. overall, inflation has come down dramatically from a peak of 9% in 2022. >> no visible changes yet at okay. the oakland airport says it is working on next steps in response to yesterday's court order to stop using its new name, san francisco bay, oakland international airport. the temporary injunction claims the new name violates san francisco's registered trademark and implies an affiliation with sfo. the port of oakland says it will work to comply and is exploring options to respond to the court's order. well, a bay area company will bring hundreds of jobs to wt

each pair is already on the same campus. this map shows where they are and which ones would merge. it's all because of budget cuts. there's a huge deficit. abc seven news reporter anser hassan has a look at the impact as parent rochelle lopez sandoval picks up her son from manzanita community school. >> she's bracing for big changes that could impact the school. >> we don't want it. we're happy how things are. we appreciate all the resources manzanita has. >> lopez sandoval is part of the school's parent leadership committee. what they don't want is to merge their school with the school next door. the oakland unified school district is facing a $78 million projected budget deficit, which will balloon to almost double in the next four years. it needs to cut costs, the district says.

part of the problem ousd, faces declining enrollment and operating too many scho, especially compared to districts of similar size. the district says in 2003, it had just over 50,000 students. in 2023, close to 34,000. and that would cost the district $3.7 billion to repair all oakland schools. the district says consolidating ten schools into five woulde upwards of $3 million.ive woulde >> they just have different goals and it's not that either one is better than the other. they're just different. playing levels. >> i feel like to those on the outside, it may make sense to simply merge two elementary schools that already share the same location. but lopez sandoval says that can be deceiving to begin with. manzanita seed school is a dual immersion school. english, spanish, and the two schools may have different goals and objectives based on the community needs. >> we don't know what that school would bring to the table or what, like what would it be taken from the schools? how are you going to mix two different schools and say that they're going to keep both curriculums

separate? i just don't see how it's realistic. >> kampala rancifer, president of the oakland teachers union. she says the deeper analysis of the budget suggests the deficit may not be as big as the district claims, and that it's too soon to rush to merge schools. >> the $300 million cash reserve that they have currently will actually cover any of those modest deficits. so we actually kind of are concerned about the analysis that they have. >> district officials were not available for comment. a final vote would come in december in oakland, anser hassan. abc seven news. >> happening now, the first public meeting about proposed bridge toll hikes that would bring $10 tolls n the next five years. chris alvarez is over there throwing up his hands. what are we talking about? what? we are talking about tolls on all the state owned bridges. so thathe means all local bridges except the golden gate that's managed separately. so you're looking live at the bay bridge toll plaza. tolls are currently $7 and are already scheduled to go up to $8 next year. the

proposed hikes would add on $0.50 a year every year for five years. tolls would hit $10 in the year 2029. the plan also changes carpool rules, requiring three peopo qualify for carpool on all bridges in order to get a 50% discount. cars with two people could use the carpool lane to save time, but they wouldn't save any money. who that two people rule wouldn't apply on the busiest bridge, the bay bridge. that's a lot to take in. tonight's meeting is on zoom. there's also a public hearing next wednesday. the mtc is taking public comment until early december. the holidays kicked off tonight with the tree lighting ceremony at unione tree square. it's the 35th year of the tradition, and it could be the last one that looks like this. that's because macy's sponsors the tree, but its union square store is expected to close when the property is sold. looks beautiful though. take it in. yeah. >> maybe somebody else will step
