>> and it is not just a park along the great highway. some other big changes that could be coming to ocean beach. good afternoon, and thanks for joining us. i'm larry beil and i'm kristen z. >> the california coastal commission is expected to vote shortly on a plan to build a massive seawall to protect san francisco's ocean beach from erosion. >> right now, they're discussing the plan, which would also include a seaside trail and a parking lot. all in addition to the park that will replace a portion of the great highway. abc seven news reporter suzanne fawn with the latest developments. >> supporters say it's a critical plan that would transform san francisco's ocean beach and protect the area from erosion and rising sea levels. the $175 million project would shore up a wastewater treatment plant and a sewage tunnel on the southern end of ocean beach. >> it's the lake merced tunnel that is large enough. you could drive a truck through it. it's 14 foot diameter tunnel. it carries stormwater and sewage from that side of the city to

the oceanside treatment plant. >> the s.f. public utilities commission says that really critical infrastructure is at risk of failing, and their plan would protect it. >> if it fails, that means that we could be spilling sewage onto the beach and hundreds of thousands of residents in that area would not be able to flush their toilets. >> many people agree it's important to protect the city's aging infrastructure, but they don't think a large seawall is the way to do it. >> it's huge. it's huge. >> the surfrider foundation says it would be the biggest seawall they've ever seen along the california coast. >> it's like 3000ft long. and then. and then. yeah, up to 120ft wide and 35ft deep. >> as part of the city's plan, the seawall would be covered with tons of sand. opponents argue that sand would be washed away with time and would need to be replenished. the surfrider foundation says there's another solution you could have a lower seawall. >> you could have a more complete dune ecosystem. >> chase davenport is a coastal scientist and a surfer. abc

seven news originally talked to him about proposition k, which permanently closes the great highway to vehicle traffic. davenport supports that, but he doesn't agree with a big seawall going up. >> as a surfer, i'm opposed to it. and as a scientist, i'm opposed to it. it's going to eliminate a lot of our beach. and even if the plan works as they say, it would, it's going to require an unbelievable amount of sand to cover the seawall. and if we don't have that sand, our beach starts to disappear. >> in san francisco, suzanne phan abc seven news. >> well, it's been another day of rain here in the bay area. this was the scene earlier this afternoon along the great highway that we were just talking about in san francisco. you can see the puddles forming near ocean beach, and the rain was really coming down at ghirardelli square in san francisco. as you can see from the video that was taken this morning. the normally bustling area was pretty empty. >> but let's give you a live look outside right now. it is beautiful. in fact, it reminds

me of the kind of conditions when you would see a rainbow. >> maybe. well, if we could go to hawaii, we would see that every day. almost. but, you know, in the midst of all the rain and the clouds, sandy, we have beautiful sunshine also. >> we do indeed. there's no doubt about it. and we expected it. larry and kristen. so. right now, as we look at live doppler seven, besides the sun and a few clouds around, we are also tracking showers. so i'm going to get you in closer to street level radar in the east bay. a batch of wet weather just to the southwest of san ramon, heading into san ramon at 4:04 p.m. we have some light to moderate rain right around clayton clayton road, so watch out. we're not quite done with this unsettled air mass. napa across highway 29. seeing some light showers right now as we take you back in time. you just saw the video. there were some downpours and even a couple of lightning strikes off the north bay coast. you see it there. i've been seeing some lightning strikes over the pacific ocean as well, so i wouldn't let your guards down. it is a level one sto,

and we're basically looking at the next few hours. still a few more showers coming through here later on tonight at 1130. you will notice along the coastline and heading into tomorrow morning, there's even potential for some thunderstorms. i'll be back with a full look at the forecast coming up. larry. >> all right, sandy, see you with the seven day in a few minutes. now to the latest on san mateo county's embattled sheriff and the pressure for her to resign. abc seven news reporter monica madden is following the story and looks at what is next after the board of supervisors unanimously passed a vote of no confidence. >> we felt at the time she was the best candidate. >> jim lawrence and his organization fixing san mateo county was dedicated to getting sheriff cristina corpuz elected in 2022. >> her motto was transparency, openness, work with the community, empathy. >> i bring tenacity, she said. >> some of the same things to. abc seven in an interview after winning the election two years later, lawrence and many others now calling for her resignation. >> diligence, respect. you know,

honor, honor with yourself. where did all that go? >> it comes after a months long investigation prompted by internal complaints in corpus's office. the 400 page report found a culture of intimidation and retaliation. other allegations include abuse of power, having an inappropriate relationship with her chief of staff, as well as using racist and homophobic language. >> we cannot trust this sheriff anymore, the san mateo board of supervisors demanding corpus resigns. >> if not, they have other options. and after corpus announced wednesday, she promoted her chief of staff to assistant sheriff, the board is looking into if that's even legal. >> he's not a law enforcement officer. he's not qualified to be in that position. >> it all comes as a disappointment to caruso, who previously campaigned for corpus. >> we know that in los angeles county a couple of years ago, they faced a similar situation and they were able to bring an amendment to their county charter. on the ballot to the

voters to be given that power in very specific instances. we are looking at that as a recent model of how to lead our community out of this difficult situation. >> further concerning san mateo, she's passionate about improving community police relations, safety, security, the feeling that in san mateo county, we're all in this together. >> that took a hit. >> if a charter amendment is unsuccessful, lawrence says his group would work toward getting a recall on the ballot. we reached out to the sheriff's office to see if sheriff corpus was available for further comment, but did not hear back. in san mateo county, monica madden, abc seven news. >> alameda county district attorney pamela price announced criminal charges today in the death of an inmate at santa rita jail in dublin. >> seven current and two former sheriff's deputies, along with two medical employees, are facing felony dependent adult abuse charges. three of the deputies are also charged with falsifying official documents. maurice monk was found

unresponsive in his jail cell in 2021. an attorney for his family says he was left alone without adequate medication or care. >> price also touched on another case involving an alameda county sheriff's deputy this week. >> deputy devin williams was sentenced to 50 years to life in prison for killing married couple maria and benson tran in 2022, evidence shows williams had a relationship with maria tran and became enraged and obsessive. >> that case has been a painful chapter for our community. it has brought great shame not only to the sheriff's department, but it also is a highlight for us to reinforce and redouble our efforts to address the intersectionality of gun violence and domestic violence. >> price says the outcome of the case highlights the efforts of the da's office to hold offenders, including law enforcement officers, accountable. >> tackling the fentanyl

epidemic and stopping deadly overdoses priorities statewide. >> now, more bay area prosecutors are building the skills to go after dealers and charge them with murder. >> abc seven news reporter tara campbell looks at the process and how bay area district attorneys are working together. >> that fentanyl is everywhere, and it's deadly. >> that's placer county's district attorney last year warning that dealers could face murder charges for deaths related to fentanyl sales. later that year, a dealer was convicted of murder in connection with the overdose of a 15 year old girl. the first such conviction in the state, and now other counties are following suit for the first time in our county, we had an individual named philip ng, who we have charged with the crime of murder for providing fentanyl to a victim, and it killed her and she did not know she was getting fentanyl. steve wagstaffe is san mateo county's district attorney, and he estimates about 100 charges like this have been made across the

state. many settled outside of court, two going to trial. the placer county case and in riverside county, another guilty verdict. >> we've already connected together with their prosecutors to say how were you successful? how can we best present this to a jury? so it will be persuasive, impactful and just as flow. >> and he says working across jurisdictions will be key. >> there is very little fentanyl dealing in our county. and you'd sit there and say why? and you know what the reason is? they go to san francisco to get it, but they know they can get up there to the tenderloin. and it's pretty easy marketing. >> if they were to get it in san francisco. overdose here can you charge the dealer in san francisco? >> is that fire sale occurred up there? that belongs to san francisco. da's office. >> would you ever work collaboratively, collaboratively with the da there. >> and today, about 100% of the time, might have been a little more difficult at various times in the past, but miss jenkins and i have a tremendous relationship, and we work together on it. and we would

find the best jurisdiction that exists to be able to prosecute those. >> we do know that san francisco became a popular drug market for people from all over the bay area. and so, yes, if we do have an overdose death that occurs in another county, but that is connected to a seller who was here in san francisco, i am more than willing to do my job in partnering with that da's office and that jurisdiction to make sure that the appropriate charges get filed, and san francisco district attorney brooke jenkins says a team has been training in southern california. >> we are at the table right now creating the san francisco model because, again, every jurisdiction has their own style of drug market so that we again, know specifically what cases that we will undertake investigations in. tara campbell abc seven news. >> and some new developments on a story we're talking about minutes ago, the california coastal commission has just voted to approve the plan to build a massive seawall to protect san francisco's ocean beach from erosion. we mentioned this at the top of

the newscast. the plan also includes a seaside trail, a parking lot, along with a park in place of a portion of the great highway, and the construction is expected to begin sometime next year. and good news for the city of san francisco. dreamforce is coming back. an email went out today with the announcement that the major tech conference will happen once again in san francisco next october 14th through the 16th. no word yet on register when registration will open. >> developing news with the measles. the world health organization is reporting a worldwide surge, with over 10 million cases last year. i asked abc seven news contributor doctor alok patel what's behind this sharp increase? >> we have seen a decrease in the amount of kindergartners entering the school system who are fully vaccinated against common childhood illnesses, including measles, which let me give people a reference of how contagious measles is. one case of measles in a group of people who are unvaccinated can spread to about 16 other people and like covid 19, measles can be airborne.

it is on the verge of a fiscal crisis. it's now looking at severe budget cuts to close the gap, including suspending some of the city's iconic cable car lines. abc seven news reporter cornell bernard has the breakdown for us. reporter those iconic cable cars, which climb halfway to the stars may not be climbing anywhere soon, thanks to a looming muni budget deficit. >> it's not what first time tourists want to hear. imagine if they weren't here anymore. >> that isn't san francisco anymore. then. so that belongs to san francisco. it's very famous in the whole world. >> cable cars are one of the main draws to the famous buena vista restaurant on hyde street, where tony is manager. >> it's impossible. san francisco don't have cable car. yeah, this is iconic. and our restaurant here is a destination for all the tourists.

>> this is the conversation that's been a little, frankly, terrifying to me. >> sfmta director jeffrey tumlin says with a looming deficit of nearly 300 million by fiscal year 2026 2027, everything is on the table for possible cuts, including the suspension of three cable car lines california mason and hyde and the f-market streetcars, which could save an estimated $33 million annually. tumlin says the stakes are real. >> as all of you know, the lingering effects of covid and particularly work from home, has had a devastating impact on the sfmta budget. >> he says the failure of prop l, which could have generated 25 million for transit and the new trump administration, could make identifying new revenue sourcese challenging those who work on the cable cars. can't believe suspending service is even being suggested. >> it's sad that they're even thinking about shutting down this iconic, and it's the only national moving national monument. >> former mayor willie brown,

who helped dianne feinstein save the cable cars in the 1980s, is outraged. >> i'm telling you that the person who's even considers because of the budget problems saying cable cars shouldn't be out there. it's should be fired immediately. >> tumlin says muni is now collaborating with the entire region to help close the budget gap and find new funding sources. >> we have enough time to solve the problem, but only if we take decisive action. >> in san francisco. cornell, bernard. abc seven news. >> mexican airliner volaris is adding three new nonstop routes to mexico from the oakland airport starting in march. passengers can fly from oakland to cabo san lucas just in time for spring break. and in july, volaris will begin operating flights to zacatecas. the third flies to monterrey, and that brings the total number of volaris routes from oakland to eight. in the south bay, officials cut

now. good afternoon, everyone from our santa cruz camera. you are seeing a gorgeous view of the coastline there. the waves are crashing up against the coastline. as you just heard, a high surf advisory until 11 a.m. saturday. breakers 12 to 18ft. we already have 17 footers at point arena. watch out. northwest facing beaches in particular. dangerous conditions for surfing and swimming, coastal flood advisory due to the king tides until 4 p.m. monday. tomorrow morning at 1004, we're expecting that tide of 6.9ft, 9.5ft, so we're expecting minor, low lying flooding in the usual spots. now, looking at live doppler seven, we do have a few showers. and believe it or not, just off our coastline. seeing those lightning strikes, this is all cold, unstable air that is moving in. but let's close in on where we are seeing some wet weather right now. bollinger canyon road across 680. light to moderate showers. acosta. acosta boulevard. watch out. also seeing showers right around

brentwood. antioch area, marsh creek road and one other stop going into the north bay across highway 12. this is street level radar. we are seeing damp roadways so front went through yesterday. we've got the cold, unstable air behind it now and that's going to keep the threat of thunder in the forecast for today. your temperatures right now anywhere from the 40s to the 50s and 60s. a live view right now, a gorgeous one from emeryville today. showers possible thunderstorms the next few days, dangerous surf and king tides and saturday morning a freeze warning has been posted for some areas. this is a level one storm for today. scattered downpours, chance of thunderstorms, large and rough surf. so as we go into the next few hours, we will see a few pop-up showers going into 1130. notice there is potential for a little more activity, maybe even a clap or two of thunder going into early tomorrow morning. can't rule out an isolated shower or two after that. we're pretty much clearing out, so rainfall is going to be hard

when it was really a private company selling dmv services. >> now, the dmv actually authorizes these companies to register your car, and then they can add on a bunch of fees. so why let companies profit from consumers paying their dmv bills?

>> seven on your side stephanie sierra has the report. >> we've seen hundreds of complaints about one company in particular need tags.com consumers say the site looks and functions like the dmv website, but ads on these hidden fees. now remember, the state has a ban on junk fees. so we're looking into is this in violation? >> i went to google typed in california dmv, alan peterson went to the dmv website to renew his car registration or so he thought. there's an extra $70. and it's like, what is this? >> his dmv registration fee was $231. so why was he charged $303? >> we feel that we're being, if you will, ripped off. >> it turns out he'd mistakenly clicked on a third party website. need tags. dot com, which provides dmv services but tacks on extra fees at checkout when he realized his mistake, he called to cancel the order. he

was shocked at the response. >> if you dispute this transaction, we will take legal action. it's not what i would expect from a reputable company. >> but what upset him more? alan found out need tags was not some rogue company, but a dmv partner. the dmv authorizes need tags and other vendors to sell dmv services and tack on as much as they want in extra fees. >> they're trying to make money. my problem is, why is our government enabling them? why is it officially sanctioned by the government? i don't understand the government doing it to their own citizens. >> it ought to be clearer and much more conspicuous. you are not on the government dmv website. >> consumer advocate robert harrell says the state should require companies like need tags to post prominent disclaimers. >> we're not the dmv website, and if we're being honest with you, you're going to pay a heck of a lot more. >> scores of californians posted complaints online and to seven

on your side saying need tags led them to believe it's the dmv for one need. tags pays google to appear at the top of search results for the dmv. also, the need tags website says california dmv registration renewal in large type. it's not until checkout that consumers see the extra fees tacked on to their bills. >> the department of motor vehicles offers the same functions for nothing. why s there a need? >> tags need tags. owner eddie marion could not be reached, but he has told us the company is committed to transparency and the website shows fees before payment. we asked dmv director steve gordon about the surge of complaints about the dmv partne. gordon did not respond directly, but in emails to seven on your side, a dmv spokesperson said the need tags website states it is not the dmv, but where there is some fine print there, but it's written in a font size that is considerably smaller than everything else on that page,

and the page is designed to draw your eye to the other elements. as for hidden fees, the dmv said need tags does list them. but even if they knew about fees, consumers would have to scroll to the bottom of the website and click this button. it shows they will pay an extra $49 per car, or $100 for commercial plates and an array of smaller charges on top of the dmv fee. >> i would argue that's a violation of california's upfront anti-drip pricing law. >> we asked the dmv, is any tags violating the state's own ban on hidden fees? the dmv told us to contact the department of justice. >> that is pretty unconscionabl. and the state of california ought not be encouraging the very type of behavior that, if we see it in the private sector, we would want to crack down on. >> the dmv tells us these partnerships began back when there were long lines, and these companies were used to help alleviate the burden. but we, of course, live in a different era

iconic golden gate bridge. >> the warriors unveiled the all new city edition uniforms presented by rakuten. >> last year was all about the cable car, and it's 150th anniversary, and this year the golden gate bridges are shining star in our uniform. >> the intricate designs representing the golden gate bridge can be seen up and down the new uniforms. some of them you'll catch right away, like the custom inspired font design inspired by the golden gate bridge nameplate, which showcases the names of all of the construction workers who built the bridge long ago. >> we pulled that into the front of the jersey to mark our brand. >> other details are in the form of easter eggs, not quite as obvious to the eye, but just as meaningful on the side panels is when you really start to see the architecture of the bridge come through. >> so on both side panels, from top to bottom, you'll be able to see the architecture of the towers, the rivets that build the bridge, and in addition, those rivets speak to our team name. and then on the other side, it will speak to our love
