tonight, san jose is laying the groundwork for significant new restrictions on rv parking. part of the city's new approach to the homeless crisis. good evening. i'm ama daetz. and i'm dan ashley. >> thanks for joining us. a new program is mapping out where people are living in rvs to eventually set up zones where parking is not allowed. now, it is one example of the dramatic shift in the bay area's approach

to the homeless crisis. one of our top challenges in the effort to build a better bay area san jose, is launching a new program that tracks where and how many rvs and lived in vehicles are parked on city streets. the staff took inventory and put the data on a map that residents can access. they found more than 900 oversize vehicles are likely occupied. we went to regatta lane and found these parked there. >> we have to enforce our laws. we have to hold people to a certain code of conduct. it is unacceptable whether you're housed or unhoused, for your personal belongings to be blocking a sidewalk or out in traffic, creating a traffic hazard. >> the program is meant to identify which areas are affected the most. starting in 2025, the city will establish ten permanent and 30 temporary tow away zones. the hope is those areas can be cleaned up while car free. >> we can't have rv encampments set up with a sense of permanence and just grow over time. >> we spoke with todd langton,

executive director of the nonprofit agape silicon valley. >> the city and the county and the state. they do things backwards. they focus on let's identify where the homeless are, where theyt's abate them. >> langton questions this program and feels it may just exacerbate the problem. >> let's identify all these places where they cannot live, and we're going to kick them out with. we have no idea where they're going to go. where are they going to go? in somebody else's backyard. let's find a way to get those vehicles operable. help them get them registered, and then let's have a place for them to go park. the safe parking sites that the city and the county are proposing, they're way behind. >> next year, the city plans to open its second and largest safe parking site, which can take up to 85 vehicles off city streets. mayor mehan recognizes that's where some people can go. >> we don't have enough. but i also think there's an element of fairness here. you know, if you run a small business, if you worked hard and bought your home, or if you're working hard

and renting in a neighborhood, it is not fair that a that an rv encampment will be permanently in front of your home or your business. >> that's happening in san jose, in san francisco. meantime, the plan to crack down on rv parking is on hold after homeless advocates filed an appeal. the restrictions were supposed to kick in at the beginning of the month. the new parking rules approved by the sfmta board of directors, allowed the city to tow oversize vehicles if the people living in them turn down shelter. homeless advocates argue the policy is unfair and will lead to more people on the streets. the board of supervisors will have the final say on this policy, with a public hearing set for next month. >> president elect donald trump is continuing with controversial cabinet picks now saying he will nominate robert f kennedy jr to lead the health and human services department. between the vocal vaccine skeptic and the president elect's attorney general pick now former congressman matt gaetz. the

incoming cabinet is raising eyebrows in both parties. abc news reporter zohreen shah has the story. >> tonight, president elect donald trump continuing to make major appointments to his administration. trump picking robert f kennedy jr. a vaccine skeptic, to oversee the country's health system as secretary of health and human services, fulfilling a campaign promise. if confirmed, kennedy would be in charge of one of the biggest departments in the u.s. government, including centers for disease control and the food and drug administration. president elect speaking on his kennedy announcement. >> we want you to come up with things and ideas and what you've been talking about for a long time, and i think you're going to do some unbelievable things. nobody nobody's going to be able to do it like you. >> kennedy, who has no medical training, has frequently endorsed conspiracy theories and discredited vaccines with no basis. even though vaccines have saved many lives and eradicated some diseases. and trump picking florida congressman matt gaetz to run his justice department, a

department gaetz threatened to make dramatic cuts to. >> i should serve as attorney general of the united states. i'd fire every little kicker at the j. edgar hoover building and send them all packing. if you really want to drain the swamp, hire a florida man. >> gaetz could be set to run the very department which investigated him for obstruction of justice and sex trafficking. gaetz denies both those claims and the department closing those investigations without bringing charges. but a bipartisan house ethics committee launched its own investigation for alleged sexual misconduct and illicit drug use. sources telling abc news that the committee heard from a young woman who said gaetz had sex with her when she was just 17 years old. in a statement today, representative matt gaetz said the allegations are invented and would constitute false testimony to congress. according to sources, the ethics committee was set to vote on releasing a report about their findings. but after trump

announced gaetz as his pick, he resigned from the house, forcing the ethics investigation to close. zohreen shah, abc news, los angeles. >> all right. back here. another day of scattered showers across the bay area. our cameras caught some brief downpours at ghirardelli square in san francisco. looking live outside at san francisco tonight, the wet weather is not done with us quite yet, and we may even hear a bit of thunder tonight. abc7 news meteorologist sandhya patel is tracking the showers that could stick around. sandhya. until morning. >> yeah, dan, we're definitely going to be dealing with still some unsettled weather. take a look at live doppler seven right now. lightning strikes off the coastline. we are seeing some showers. just kind of playing tag with the coast. so as we get you in a little bit closer, i want to show you where some moisture is. it is moving in across parts of highway one into the davenport area. so just keep in mind that if you're going to be out and about late tonight or early tomorrow morning, this level one storm isn't quite done with us yet. as we go hour by hour the next few hours, we

still have a f more showers coming through. really spotty in nature. not widespread, but as dan mentioned, you may hear the rumble of thunder during the overnight hours. take a look at the waves right now in santa cruz. they're crashing up against the shoreline there. high surf advisory in effect until 11 a.m. saturday. breakers 12 to 18ft. we're already seeing 18 footers near point arena. so dangerous swimming and surfing conditions. you combine that with king tides. tomorrow morning at 1004 6.95ft, and those king tides will lead to minor low-lying flooding that coastal flood advisory until 4 p.m. monday. behind all of this is a chill. i'll be back with a look at that. plus, our next system coming right up. dan. >> all right, sandhya, thank you. new details tonight in an attack on an employee at a safeway in san francisco. the man arrested in the beating appeared in court today pleading not guilty to two felony charges. abc seven news reporter j.r. stone has new images capturing the attack. >> this is a surveillance image

obtained by abc seven news. in it, you can see a man in the midst of a violent assault on a store employee inside the safeway near san francisco's ocean beach. >> it was violent and it was scary. and i thought, my gosh, if that was me or someone that i loved, i'd be terrified. >> shoppers we talked with reacted to the attack, which happened last sunday morning around 530. >> seeing too many of those types of situations where there is a, you know, an uncalled for attack on an innocent person. >> the full video shows the men punching the woman to the ground, pummeling her with more punches, then dragging her by the hair into another room until someone walked into the area. there is no sign of any nearby security guard when the attack happened. >> i think if your store is going to be open, you need to have security, you need to protect your customers and you need to protect your employees. >> i don't understand why someone would hurt somebody for some, whatever they were doing,

they could have just walked around her. they could have left her alone. >> police have identified the suspect as 28 year old quantel summerfield. summerfield faced a judge for the first time thursday and pleaded not guilty to second degree robbery and assault by means likely to produce great bodily injury. two felony charges. thursday night, a security guard could be seen at the front of this safeway store near san francisco's ocean beach. we reached out to safeway and asked them if security is always here when the store is open. they haven't responded to that question, but did tell us earlier this week. we are sending our thoughts to the associate involved in the incident. we take this matter seriously and we are cooperating with law enforcement to provide any information needed to assist >> i just feel horrible for that employee. i hope she recovers and emotionally and physically. >> the da's office says summerfield, who is still in jail, will be back in court on monday for a custody status

hearing. j.r stone, abc seven news. >> there was another public hearing tonight in san jose over a plan to close several schools because of declining enrollment and a massive budget deficit. the alum rock school district superintendent will make the recommendation to the board. right now, ten schools would be affected. it's estimated that each closure would save the district roughly $1 million in operating costs. parents tonight were not pleased at all. >> what is not okay is for schools to be pitting. it against each other. what is also not okay is these narratives of one neighborhood being better than another neighborhood. all of us are suffering. if you look in oakland and you look in san francisco, these are pervasive challenges across our entire region. so i ask you for your leadership and to find ways to show up at this time. sign up to end basic aid like get our school districts what we need to get for a final decision on the closures is expected at the beginning of december. >> while health leaders and schools across the bay area are

raising the alarm about a rise in whooping cough, several counties are seeing dramatic spikes in cases. abc seven news reporter tim johns looks at what's driving the surge and what families can do to stay healthy. >> after several years of relative decline, pertussis cases are surging once again. the illness is otherwise known as whooping cough for its distinct sound. are everywhere from san francisco. >> last year we had one case, and this year there have been 97 cases. so far reported to us to counties in the east bay. >> one oakland high school even sending out a letter to parents telling them about an outbreak in their community. health officials say while anyone can become infected, certain groups are at higher risk. >> we worry about very young kids, less than one being very susceptible, and then we worry as well about people that have underlying health conditions. >> doctors say the rise in cases

is likely due to a combination of factors, one being that whooping cough tends to be cyclical, with cases spiking every 3 to 5 years and another a rise in vaccine skepticism. >> it's likely a combination of vaccine hesitancy because parents aren't getting the right information at the right time. some misinformation or the fact that parents just haven't been able to get around to getting those shots done. >> experts tell me that much of the rising skepticism is driven by false information circulating online. one of the most common myths being that vaccines can cause developmental disabilities, a theory that has been disproven by a multitude of scientific studies. >> we know based on the data research that's conducted right here in california, that vaccines are not associated with autism. >> if you think you or your family member might have caught whooping cough, experts recommend reaching out to your doctor as soon as possible. >> a simple test can diagnose it. doctors can give them antibiotics, and they should start to improve relatively soon. and it depends on the clearance of symptoms. when children can go back to school or go back to play. >> while most people get a

whooping cough vaccine as an infant, doctors say if you haven't received one, you can still get it at any age. in san francisco, tim johns, abc seven news. >> coming up here, police tracked down one of the suspects accused of ramming a luxury store in san francisco, and they find a familiar face. a number of arrests for one retail theft suspect who tried to flee across the ocean. >> a major shakeup is coming to the social media site formerly known as twitter, with surging interest in one of its biggest competitors. >> plus, caltrans old train cars are back in

store in union square. police say the suspects used two cars to smash their way through a security gate and get inside. they then made off with thousands of dollars worth of merchandise. the suspect has been arrested for multiple burglaries. she was already in custody for an unrelated break-in and there is another one that happened in january at the stonestown galleria. stonestown galleria. investigators say she tried to escape by hiding out in hawaii, but was arrested when she got off the plane. >> happening tomorrow. there's a big change coming to x, the social media site formerly known as twitter, because of an update to the terms of service. any lawsuit against x will have to be filed in texas. this is in part because of the company relocating its headquarters from san francisco. as a result of this change, the social media site blue sky is seeing a boost

in users. about a million since the election. >> an update to a story we first brought you last night. the california coastal commission approved a $175 million project today to protect san francisco's ocean beach from erosion and rising sea levels. the plan involves building a seawall along the southern part of ocean beach. the project would also protect a wastewater treatment plant and sewage tunnel. public utility utility leaders say the project is needed to prevent the aging infrastructure from breaking and spilling sewage onto the beach. a historic moment tonight in palm springs, as minority residents received millions in reparations. >> motion passes 5 to 0. >> the city council voted unanimously to approve a nearly $6 million settlement to a group of former residents and their descendants. the group is known as the section 14 survivors, black and latino residents who were displaced in the 1950s and 60s their homes and property destroyed by the city. >> it's a historical moment for

my community, my family, my friends and just the city that i love so much. this city is my soil. >> this is one of the few reparations measures to pass this year, with much of a statewide proposal never going to a final vote next, the palm springs council will vote on a $21 million package of community support initiatives. >> the driverless car company crews will pay a half million dollar fine after admitting it made a false report to influence a federal investigation. the justice department says crews did not tell federal investigators that one of its self-driving cars dragged a woman who had been hit by another car. the woman was hospitalized with serious injuries. this accident at san francisco's fifth and market in october of 2023 led to cruises, robotaxis being kicked off city streets. in addition to the fine, crews must create a new safety program. the company tells us it will follow all the requirements as it moves forward

under this new leadership. the sfmta is facing a $300 million budget deficit in the next few years, and public transit leaders are considering something drastic, director jeffrey tumlin says some of the iconic cable cars could be on the chopping block. >> this is the conversation that's been a little, frankly, terrifying to me. >> he says everything is on the table to close the gap, including the suspension of the f-market streetcars and the california mason and hyde cable car lines. former mayor willie brown thinks it's ridiculous. >> i'm telling you that the person who's even considers because of the budget problems send cable cars shouldn't be out there. it's should be fired immediately. >> voters recently rejected prop l, which could have generated $25 million for transit. >> new at 11. it is out with the old and in with the new for

caltrain since it switched to electric cars. what happened to the old ones? well, turns out some of those trains will be carrying passengers in peru. caltrain says they are in great shape, so they are now running in south america. and back here at home, we have the number for caltrans first month using an electrified fleet. it says more than 750,000 people rode the train last month, a 54% increase from october of 2023. and they look really sleek. >> they do look sleek. that's an impressive increase and nice to see the old ones getting used. absolutely. all right. let's talk about the weather and more rain. yes. >> are we going to be using those umbrellas? more, sandhya? >> you will, but not immediately. okay. i do want to show you umbrella weather from our san jose camera. earlier tonight this is sj 87 who says it doesn't rain in san jose. yeah, they received a little bit of moisture. it did not add up to a whole lot. but this was earlier tonight. i do want to show you live doppler seven and we are tracking still some showers on our radar just off our coastline. so as we take you

back in time, there have been some downpours today. if you recall, in san francisco earlier today there was some heavy rain. also some isolated lightning strikes have been showing up off our coastline so far. most of them have remained off the coast. some made it over land up in northern california. here's how much rain we have received so far. anywhere from nothing measurable in places like fairfield to about eight hundredths. livermore 2/10. santa rosa a third of an inch in ukiah. san francisco half moon bay 100th of an inch, five hundredths in oakland. a cold front came through yesterday. the trough is still now going through. this is cold, unstable air that continues to pivot in. and so that's why we're keeping the instability in the forecast for the time being. certainly have the chill out there. temperatures in the 40s and the 50s. a live view from emeryville. it's a beautiful one of san francisco overnight tonight into early tomorrow morning. showers possible thunderstorms next few days. we are talking about dangerous surf and king tides. and then saturday morning freeze warning

going up for the north bay. so be aware of that. as we look at our storm impact scale tonight through tomorrow morning, spotty showers. it's a level one. thunder chances, slight rough surf and minor coastal flooding going hour by hour. 130 in the morning, a couple of showers popping up here. we head into 3 a.m. and still skirting the coast, so we'll keep them in the forecast. but really quickly things are going to clear out in time for the afternoon hours. this all turns to snow. snow will pick up again once again in the sierra. and so the winter weather advisory remains up until 10 p.m. tomorrow, up to a foot of snow possible over the peaks. certainly several more inches above 45,500ft. so carry chains if you are heading up there. 30s and 40s on your temperatures. first thing tomorrow morning there will be a couple of early morning showers, but they're gone for the afternoon. a lot of sun, 50s and 60s for your high temperatures, running a little cooler than average. and speaking of cooler, it's going to get cold tomorrow

morning, but even colder saturday morning. north bay interior valleys will go under a freeze warning 12 to 8 a.m. saturday. temperatures as low as 28 degrees. that means protect your pipes and any frost sensitive plants. as we look at the preview of those numbers saturday, you're looking at a lot of 30s and 40s. sunday is still cold. not quite as cold as saturday morning. accuweather seven day forecast an isolated morning shower. not out of the question. after that a lot of sun. sun continues saturday, but it is freezing cold in the morning. and then a level one system brings showers in sunday afternoon evening. it's a quick mover. not a lot of rain. after that we'll dry out and we'll certainly be seeing those temperatures trending higher, temperatures trending higher, with thursday being the still have symptoms from moderate to severe ulcerative colitis or crohn's disease after a tnf blocker like humira or remicade? put them in check with rinvoq. rinvoq works differently and it's a once-daily pill. when symptoms tried to take control, i got rapid relief with rinvoq. check. when flares tried to slow me down, i got lasting steroid-free remission with rinvoq.
