you're going to step outside this morning. it does feel a lot colder than, say, this time yesterday. so looking at the forecast region by region along the coast today, we'll see mostly sunny skies. but it will feel chilly out there. temperatures not climbing too far this afternoon. we'll have daytime highs in the mid 50s now around the bay shoreline. we are finding decreasing clouds this morning. the afternoon is very bright but temperatures will be a bit below average for this time of the year. upper 50s to the lower 60s. a similar story inland lots of sunshine and highs right around 60 degrees. freeze warnings are posted for tomorrow morning. we'll talk about the weekend coming up in a few minutes. let's check in with traffic going. >> thank you. drew. just when i thought we were goino have a quiet morning. spoke too soon. we do have an accident. it's back in fairfield. we had a problem there yesterday. there's been a lot of road work through fairfield, so i have a feeling that is the reason getting that road work picked up right here. you're looking at the east shore freeway, lots of gaps in the

headlights and that means traffic is moving. well, not quite as packed as we'll see later on this morning. and here we go to fairfield. you can see it's at west texas on westbound 80 already stacking up. only the right lane is getting through. so the four left lanes one, two, three, four are all blocked with this accident. and the right lane is squeaking by. we will check back with chp obviously. all right sue thank you. in the south bay this morning, san jose leaders are laying the groundwork for a new approach to addressing the homeless crisis. a pilot program would eventually lead to significant new restrictions on rv parking. abc seven news reporter zach fuentes is live in san jose. with how it works and why advocates are already concerned. zach. reporter. >> yeah, that's right. now the program tracks how many and where our vehicles are parked around the city so that towaway zones can be identified. now, san jose mayor matt mehan said that this is about keeping streets safe, clean and accessible. but critics worry about where people living in rvs

and other vehicles will go next. now, city staff took inventory and put data on a map that residents can access, and that work found that more than 900 oversize vehicles are likely occupied. that information is going to be used to identify which areas of the city are impacted most. and then starting in 2025, the city would establish ten permanent towaway zones and 30 temporary towaway zones. the city says the hope is that those areas can be cleaned up while the vehicles are cleared. mayor mehan said laws have to be enforced. advocates for the unhoused questioned the program and say it could make problems worse. >> but now let's let's let's identify all these places where they cannot live. and we're going to kick them out with we have no idea where they're going to go. where are they going to go in somebody else's backyard. >> mayor mahan says city run safe parking sites could be a destination where some of those living in rvs can relocate to. the second and largest site is planned to open next year, and that parking site aims to take

up to 85 vehicles. that's in addition to a site that's already open. it takes up to 42 people in their vehicles right now. live in san jose. zach fuentes, abc seven news. >> all right, zach, thank you. >> san francisco's plan to crack down on rv parking is on hold after homeless advocates filed an appeal. the restrictions were supposed to kick in at the beginning of the month. the new parking rules approved by sfmta's board allow the city to tow oversize vehicles if the people living in them turn down shelter. advocates for the unhoused argue the policy is unfair and will lead to more people on the streets. the board of supervisors will have the final say on the policy, with a public hearing set for next month. >> there are new details and developments in the death of an oakland man being held at the santa rita jail. yesterday, alameda county district attorney pamela price filed criminal charges against nine current and former sheriff's deputies and two medical staff, including a doctor, maurice monk, who struggled with mental health issues, was arrested in 2021 for

disorderly conduct after refusing to get off an ac transit bus. he couldn't afford bail and spent over a month in jail. the da's office believes monk may have been dead for several days before he was found unresponsive in his cell, having care and custody of mr. monk willfully cause and permitted him to be placed in a situation in which his in which his health was endangered. if convicted, each defendant faces up to four years in state prison. three of the deputies are also charged with felonies for falsifying documents. they face five year sentences if convicted of both crimes. yesterday was the first time that d.a. price has spoken publicly since she was recalled. she refused to answer any questions about the recall. price also touched on another case involving an alameda county sheriff's deputy. this week. ex-deputy devin williams was sentenced to 50 years to life in prison for killing a married couple, maria and benson tran,

in 2022. evidence shows that williams had a relationship with maria tran. >> that case has been a painful chapter for our community. it has brought great shame not only to the sheriff's department, but it also is a highlight for us to reinforce and redouble our efforts to address the intersectionality of gun violence and domestic violence. >> price says the outcome of the case highlights the efforts of the da's office o hold offenders, including law enforcement officers, accountable. >> in the south bay. former san jose city council member omar torres has been denied bail. torres was arrested last week for child molestation after a relative came forward to say he was victimized 20 years ago. torres had already been under investigation in a different case involving a minor. the prosecution and the defense both spoke about yesterday's decisio. >> obviously, i'm pleased that the court agreed with the

arguments that we laid out in our moving papers. we believe, given the entire record of the available evidence right now for the court, that it was appropriate certainly understand the court's ruling. >> disappointed. of course, i do think that mr. torres has been, as an adult, a model citizen, and has given back a tremendous amount to this community. >> if convicted, torres faces 24 years in prison. >> more parents are voicing their disapproval over possible school closures in the south bay. there was another public hearing in san jose over a plan to shut down several schools because of declining enrollment and a massive budget deficit. the alum rock school district superintendent will make the recommendation to the board. right now, ten schools would be impacted. it's estimated that each closure would save the district about $1 million in operating costs. parents at last night's meeting were not pleased at all. >> what is not okay is for schools to be pitted against each other. what is also not okay is these narratives of one neighborhood being better than another neighborhood. all of us

the concerns and feelings of others on the team are not being heard. menlo college professor melissa mikkelson expects the results of the presidential election will only encourage more action of this kind, because trump and his allies have been so vocal about their opposition to transgender people being allowed to live their lives openly. >> i think we're going to see more and more of this kind of activity, as jsu says, that they have not been served with a lawsuit and they have no comment at this time. the national weather service has issued a high surf advisory along thy area coastline. it will remain in effect until saturday at 11 a.m. the agency also has had a coastal flooding advisory in effect, that lasts until monday at 4 p.m. as king tides return to the san francisco bay. >> and amanda, let's get a little bit more detail on these advisories first. the high surf advisory is still in effect. current wave heights. some of our highest waves between 12 and 14ft. right now. we could see breakers up to

an historic moment in palm springs as minority residents received millions in reparations last night. the city council voted unanimously to approve a nearly $6 million settlement to a group of former residents and their descendants. the group is known as the section 14 survivors. black and latino residents who were displaced in the 1950s and 60s. their homes and property were destroyed by the city. >> it's a historical moment for my community. my family, my friends, and just the city that i love so much. this city is my soil. >> this is one of the few reparations measures to pass this year, with much of a statewide proposal never going to a final vote next. the palm springs council will vote on a $21 million package of community support initiatives. the california coastal commission

has approved a $175 million project to protect san francisco's ocean beach from erosion and rising sea levels. the plan includes building a seawall along the southern part of ocean beach, and the project would also protect a wastewater treatment plant and a sewage tunnel. public utility leaders say that the project is needed to prevent the aging infrastructure from breaking and spilling sewage onto the beach. the former westfield mall in san francisco is now up for auction. >> the value of the san francisco center has plummeted. the owners gave up control last year and owe hundreds of millions of dollars to the lenders. deutsche bank and jp morgan chase. while it is possible someone could close on the site, experts believe the more likely scenario is the lenders end up keeping the property. >> dreamforce is coming back next year. the huge tech conference will happen once again in san francisco. it's on october 14th through the 16th next year. it is the biggest business conference in the city, which roughly 4500 or excuse me,

safe and clean. critics say this could only exacerbate problems. now, city staff found that more than 900 oversize vehicles are likely occupied in the city, and that information is then going to be used to identify which areas of the city are impacted most. then, starting in 2025, the city would establish ten permanent towaway zones and 30 temporary towaway zones. city says the hope is that once the vehicles are cleared, the areas can be cleaned up. mayor mehan said this is also about fairness to businesses and homeowners, and house advocates say more permanent solutions are needed for those living in the rvs. >> let's let's find a way to get those vehicles operable, help them, get them registered, and then let's have a place for them to go park. the safe parking sites that the city and the county are proposing, they're way behind. >> still, mayor mehan says that those city run safe parking sites could be a destination where some of those living in rvs can relocate to the second

and largest site is planned to open up next year. that site aims to take up to 85 vehicles, and that's in addition to a site that's already open. it takes up to 42 people in their vehicles right now. live in san jose zach fuentes, abc seven news. >> all right, zach, thank you. we're following the controversy surrounding the san mateo county sheriff. a scathing 400 page report was released this week accusing sheriff christina corpus of abuse of power, creating a culture of intimidation and retaliation, and having an inappropriate relationship with a staff member. the board of supervisors has demanded she resign, but so far she's refusing. now we're hearing from community members jim lawrence and group fix in san mateo campaigned to elect corpus in 2022. now, he says he's disappointed by her leadership diligence. >> respect. you know, honor. honor with yourself. where did all that go? >> the board of supervisors is considering a charter amendment to get voters to allow them to

fire the sheriff. lawrence says if that isn't successful, his group would work to get a recall on the ballot. we reached out to the sheriff's office to see if corpus was available for comment, but have not received a response. a san francisco woman is under arrest in connection with last month's brazen burglary at the dior store in union square. police say the suspects used two cars to smash their way through a security gate and get inside. they then made off with thousands of dollars in merchandise. the suspect has been arrested for multiple burglaries. she was already in custody for an unrelated break-in. and there's another one that happened in january at the stonestown galleria. investigators say that she tried to escape by hiding out in hawaii, but was arrested when she got off the plane. the driverless car company crews will pay half $1 million fine after admitting it mada false report to influence a federal investigation, the justice department says crews did not tell federal investigators that one of its self-driving cars dragged a woman who had been hit by

about the rise in whooping cough cases. we told you yesterday on abc seven mornings that several counties are seeing dramatic spikes. that includes san francisco. last year, the city had just one case. so far this year, 97 cases have been reported. doctors say vaccine skepticism is likely contributing to the increase in cases. >> it's likely a combination of vaccine hesitancy because parents aren't getting the right information at the right time. some misinformation, or the fact that parents just haven't been able to get around to getting those shots done. >> so most people get a whooping cough vaccine as an infant. but if you haven't received one, doctors say you can still get the shot at any age. >> a georgia mother is facing jail time because her ten year old son walked into town by himself. it happened last month when brittany patterson said she took one of her kids to the doctor, and that's when her son walked less than a mile into town alone. the sheriff's office called her to tell her that they dropped him off at home, and they returned five hours later.

they heard a loud pop. they felt the plane shake. the flight crew saw pieces of tire on the tarmac and declared an emergency, but they were able to continue to l.a, but it was a rough landing at lax. the cabin crew reported reported a jolt that was so strong that overhead luggage bins popped open and an emergency oxygen mask deployed. luckily, nobody was hurt. meanwhile, in alaska, or excuse me, an american airlines flight narrowly missed a mountain while departing from honolulu on wednesday. that flight was also heading to lax. officials say the flight had to perform an expedited climb to avoid the mountain. the faa is investigating that incident. >> mexican airline volaris is adding three nonstop routes to mexico from the oakland airport starting in march. passengers can fly from oakland to cabo san lucas in july. volaris will begin operating flights to zacatecas. the third route one to monterrey has already taken off. the additions wil bring the number of volaris routes from oakland to eight. the dream of flying cars is
