we're taking a live look from our sutro tower camera this morning. lisa is tracking this level one system. plus, a part of the great highway will become a new park soon. why? the fight is not over. and thanksgiving right around the corner. scouts are making sure everyone has a meal. the food drive helping local families this weekend. good morning everybody. it's sunday, november 17th. lisa is tracking the latest on this level one. >> yeah, it's a weak system. it's barely a level one. so we're looking at the rain late in the day. it's not going to affect much of your sunday. as we look at the pacific northwest once again they're getting all the rain. this system will slide into the bay 4:00 in the north bay later than that elsewhere. and we still have those king tides to pass along the minor flooding. temperatures are cold. 38 fremont 39, palo alto, 36. in gilroy, danville's at 34. 36 sonoma. upper 30s in santa rosa. it is seven degrees cooler in nevada with four degrees cooler, half moon bay. and here's the plan. we'll go through the morning hours and we'll have the

cloud cover with temperatures cool in the mid 50s. by 10:00 noontime, we're dry upper 50s. and then you can see by two, 3:00, maybe some rain in the far north bay. it's after 5:00 when the front slips to the south. 7:00 rain on the peninsula. and we're talking just under 5/100. so it's not a big deal, not a big rainmaker. we will have many other opportunities. even the word atmospheric river coming into play for the second half of the upcoming workweek. stephanie. >> all right, lisa, thank you. you can stay with abc seven news for the latest information. as these conditions change over the next few days, you can track the cold temperatures and the rain with the same live doppler. seven lisa and our weather team use. it's available at abc7 news.com/weather. a vigil was held to pray for a father who went fishing and never came home. he was one of six people thrown overboard when a boat capsized during a crabbing trip in bodega bay. two weeks ago. only one person survived. a 13 year old boy. abc seven news

reporter anser hassan spoke to the family. >> saranam. gacchami. >> it was a boating trip that became a family tradition on saturday. family and friends gathered to mourn those who didn't make it home. >> the monks chanting was, you know, just more of a prayer, you know, that he would hear. you know, that his soul will rest in peace, and you know that he'll find his way back to bodega bay. >> the vigil was to remember brother prasong. he was one of six people who went overboard when their boat capsized two weeks ago in bad weather. his body hasn't been found. if his soul is trapped here wandering in the ocean somewhere that i didn't want that you know, in my mind or in my heart. >> i wanted to find some closure and that he would find some peace and comfort so he can go on to the to the next journey of his life. >> songs. mother, wife and

children took part in the buddhist ceremony. the family of three of the other victims were invited but did not participate. >> he's a really good role model to the family and to others that he meets. >> jonathan shang, tsung's nephew, spoke at the vigil. he says the community support has been important and impactful, especially since prasong was the family's sole provider. >> i just wanted like like i said, give my appreciation to the people who came out here and also appreciation to those who also donated to support the families. the family here through their loss. >> two of the five bodies have been found. 13 year old prasong son was the only survivor. he made it to shore hours later by clinging on to a cooler. when you were praying. today was there a special message that you had for your dad that i would be missing him? >> and he's his spirit lives in my body in bodega bay. >> anser hassan abc seven news. >> family members and friends are remembering a woman who died while in custody at the san francisco county jail. they held

a candlelight vigil outside the jail to honor 22 year old amonte hadley. she was found dead in her cell back in september. hadley had been an inmate at the jail for two years, awaiting trial for robbery. now, grieving relatives say they're awaiting answers about what exactly led to her death. >> we're trying to pick up the pieces, but there's no pieces to pick up, you know, because we don't know what's going on. and it's heart wrenching. it's heartbreaking. you know? we're missing a part of our family. inmates. >> family members wanted hadley moved from the jail to a mental health diversion program. but san francisco district attorney brooke jenkins opposed that change. the da said hadley was held in jail because of a safety risk. former olympic gymnastics coach bela karolyi has died. karolyi stepped away from the limelight after allegations of abuse of coaching rocked the gymnastics world. notably, he led nadia comaneci and mary lou

retton to gold medals during his career. his cause of death has not been revealed, but he had been in poor health over the last few years. karolyi was 82 years old. on to election news now and what supporters called a victory rally for san francisco's prop k. the proposition permanently closes parts of the upper great highway to cars. the votes were 55% in favor, 45% against, but the opponents are not done fighting. and now they have a new target. abc seven news reporter tara campbell explains the sights and sounds of celebration on san francisco's great highway. >> today we're having a celebration for prop k for everyone who's volunteered, and anyone's just excited about the park. >> voters passing the controversial ballot measure after months of battling between yes on k and no on k camps. >> a joyous occasion because finally, ocean beach park is a reality. >> as part of a city pilot

project, the two mile stretch of road is already closed to vehicles on weekends and holidays, the permanent closure, widely seen as inevitable as coastal erosion continues and tensions continued, running high saturday noon, k supporters still wanting their voices heard, saying the closure is inconvenient and sends too much traffic onto neighborhood streets. >> the majority of those of us living on the west side of the city were against it. i just felt this is unfair and rumblings of a recall. >> people pointing at district four supervisor joe gaudio. >> if a supervisor cannot represent the voice and his district, it's time for him to, you know, it's time for him to go. >> i was deeply disappointed that he supported the closure of the great highway. >> i am proud to serve district four. there is too much divisiveness in san francisco. recalling an elected official on

one single issue is not helping to bring our city together and move it forward and moving it forward is exactly what's happening. >> the highway now, in the hands of the rec and parks department, rec and park will go to the coastal commission. >> they'll get a permit, and then they will work with sfmta to close the road and do some traffic mitigation efforts. this land is your land. >> and as far as when the permanent closure will happen, the supervisor says it could be early next year. tara campbell, abc seven news. >> another project will transform the area around the great highway. a few days ago, the coastal commission from california unanimously approved a plan to build a giant seawall. this project is south of sloat boulevard, meaning it's south of the section affected by prop k. it's a $175 million project. in addition to the seawall, there will be a seaside trail parking lot along with other features. the project would also protect a wastewater treatment plant and

sewage tunnel. public utility leaders say the project is needed to prevent the aging infrastructure from breaking and spilling sewage onto the beach. we are still tracking election results for races across the bay area. you can find the latest numbers at abc seven news.com/election. a new twist now in the controversy involving the san mateo county sheriff's office. undersheriff daniel perez says he is not stepping down in the face of growing contention involving his boss. sheriff cristina corpus is under pressure to resign. it follows the release of a nearly 400 page report accusing her of abuse of power and an inappropriate relationship with her chief of staff. in a statement, perez said he still supports corpus and he adds press reports and rumors that i have resigned are untrue. i continue to have complete confidence and respect for sheriff cristina corpus, our employees and the voters of san mateo county who elected her to office to carry out those

reforms. now, the first u.s. case of a newly identified strain of mpox has been diagnosed in san mateo county. the person has not been identified yet. the cdc says they recently returned to california after traveling to eastern africa, where the new strain has affected several countries. the patient was seen by doctors in san mateo county and is now recovering at home. health officials say there is no evidence the virus is spreading among people here in the state or elsewhere in the country. they say the risk is to the public is low. a vaccine, of course, is available to help protect against mpox. all right, let's get you outside. good morning. lisa. >> hey, steph. good morning. looking at some clear conditions and chilly readings with 30s and 40s. a nice view out there, but the clouds increase throughout the day. there will be some sun throughout the early part of the day and then very light rain showers will visit us throughout the late afternoon and evening hours, so it sets the stage for an unsettled week. we'll talk about it and have your forecast

three of the iran uprising. regime change in iran. >> the people of iran. >> it was one of three gatherings across the country. the others happened in santa monica and washington, d.c. organizers say it was held to continue their calls for justice, human rights and democracy in iran. the event also remembered peaceful protesters killed by the regime during demonstrations back in 2019. now to a fire at a homeless encampment near 101 in san francisco. it started around noon yesterday, right near the 101 south on ramp at south van ness. fire investigators responded to calls about a burning tent, and by the time

they arrived, the flames had spread quickly. >> this fire did jump the fence that you see behind me and extended to several stored vehicles that are behind this fence. we were able to keep the fire from damaging any of the structures or buildings that are behind us. >> the fire caused propane tanks inside that encampment to explode. thankfully, no injuries were reported. happening now. a freeway shutdown in san francisco that will last until midnight. caltrans is making emergency barrier repairs to the railing along 101 and i-80. here's a map of what exactly will close. it's the westbound i-80 ramp to northbound 101, and this will close to traffic, as i mentioned midnight, and will stay closed for about 24 hours. also closed the on ramp at seventh and harrison streets to southbound 101. here's a look at that ramp from google street view. and this is the final full closure for this project, which has been going on since september. caltrans will still

have some partial lane closures, but the work should be done by december. a long awaited and controversial costco is set to open its doors in pleasanton. the store, near the stoneridge shopping center at the five 8680 interchange, will open the day before thanksgiving. that's one of the busiest days, of course, for grocery stores and construction of this store was held up by legal challenges from local residents. they said it would negatively impact air quality and traffic. city leaders, though, argue the store will provide a big boost to local sales tax revenue. there have been debates over opening a costco in the west part of the city, with hundreds of neighbors writing to san jose city council against it. the city council did approve those plans, though, three weeks ago, and in the north bay, napa opened its first costco last month. a day of giving across the bay area as scouts are teaming up with local food banks for the annual scouting for food collection

drive to help families this holiday season. abc seven news reporter cornell bernard has a look from the north bay. >> a steady stream of food donations rolling in outside the san francisco marin food bank warehouse in san rafael. local scouts are doing the heavy lifting and collecting. >> well, it's always really like moving to see. and i think that every year i've done this, it just means a little bit more, especially around the holiday season. you see, like, i mean, the sheer amount of food that we have today and it's just like, wow, like to think about all the people that's going to help. >> with less than two weeks before thanksgiving, the scouting for food annual collection drive is more important than ever. this holiday season, with 1 in 5 californians at risk of food insecurity. >> the needs a little bit greater now, even post pandemic. this is a critical time of year for donations going into the holidays. like you said, everybody's in need of some additional support. >> roman says the food bank is serving more than 50,000 households across san francisco and marin weekly. last week, scouts left door hangers on

homes asking for nonperishable food items. those donations were picked up on saturday. >> it's a great chance for them to kind of learn a little bit more about how people have food insecurity today, even despite our affluent uh- county last year. >> believe it or not, these scouts collected more than 28,000 pounds of food. the effort happening all across the bay area and in sonoma county. >> they struggle to get food. so it is it's good to help people. >> local girl scouts and nearly 200 volunteers are helping at the redwood empire food bank in santa rosa, collecting and sorting food donations. on this day of giving the food bank, there also says the need for food assistance is increasing and despite the scale of our operations, the demand for our services continues to grow at a rate that is outpacing the donations coming in to support us. scouts and a generous community doing their part to lend a hand. this holiday in the

north bay, cornell, bernard. abc seven news. >> on the peninsula now an unveiling for an interactive street art display in east palo alto. the event brought out families and the community to experience this tech to real life experiment. >> it's really important opportunity for youth in this city to be able to shape how it looks and feels, because they are the ones who are going to inherit it in the future. >> when they live here, as adults. >> and so now they get from a very young age to see the city evolve around artwork that they have created themselves. >> about 140 students were involved in creating this art project, which is on electrical boxes around the city. some made clay sculptures for claymation scenes and others made the base art and filmed it. musicians that is, provided the tunes and visitors can enjoy this come to life by scanning a qr code on their phone. in the area. all right. the holiday spirit is returning to san francisco's

union square. you may have seen it with the tree all lit up, mayor london breed announced winter wonderland, a series of events and attractions that brought out more than 1.5 million visitors last year. the big christmas tree at union square, of course, is a big hit, and the ice rink is already open and the spca's holiday windows with adoptable dogs and cats are also on display at macy's, a holiday favorite in the south bay is getting a new look for one night only. our media partners, the mercury news, reports the annual christmas in the park drive through light show in san jose will actually be converted to a bike through show on november 24th, next sunday. the show of lights, decor and holiday displays will be open to bike riders only. the usual drive through show starts thursday and runs through new year's day. all right. with this weather, it's starting to feel like christmas too. we got the rain and certainly the drop in temperatures, but you said this is a weaker system. yeah, this

one's really weak. >> once we get going on wednesday, things are going to get interesting around here. yeah. so we'll show that to you in just a moment. it's another cold start to the day. skies are clear. the clouds are coming later as well as the rain. and this will just set the stage for some weather system that will allow the everything to come together. and whether or not it is shifting further south, that will determine how much rain everyone is going to get across the bay area. so the focus for the week's rain will be in the north bay, but that is yet to be determined for sure. so we'll just put a broad brush point on that and have to fine tune it as it gets closer. here's a look right now at the rain in the pacific northwest. and as we get into your forecast headlines, we're looking at the scattered showers, a little bit of sunshine today and that rain coming in late in the day for the middle of the week, monday and tuesday we'll see a mix of clouds and sun. and then we'll be looking at the rain returning

on wednesday. it will be slightly warmer and also allowing for that rain shower activity to sort of stay with us right on through saturday. so here's a look at our advisories. we have the coastal flood advisory throughout the afternoon today and tomorrow where we have that minor flooding. and in fact, we've seen that along the bay shores . so keep that in mind if you are headed out for a drive or a jog or anything along those walking paths close to the water level one system today, it's a weak one. we're only talking a couple hundredths of an inch of rain, and when we see that shower activity and it moves through the south, the winds are going to pick up behind the system. it's going to be gusty for your monday. here's a look at the next couple of hours. and you'll notice that we have the cloud cover in place here throughout the afternoon. this is noontime and we're dry going through the rest of the day, you'll notice that it's 4 or 5:00 in the north bay when we have the shower activity, and then this continues to sink to the south. and the east. not much to it.

the winds kicking up out of the northwest behind it. this is monday and we're sunny and you can see maybe a few stray showers offshore into monday night. but monday and tuesday are our dry days. rainfall accumulation through sunday. looking at just a couple hundredths here you can see 2/100 there for oakland mountain view. so not a whole lot out there. even the niners game should be dry and cloudy in terms of the winds. check it out. we're looking at some very breezy conditions up to about 30 miles an hour. and that's with the cold front. and then it passes on through. here's a look at what's going to set up throughout the week ahead. so here's our dry conditions on tuesday. look at that rain arriving on wednesday. check it out. it stays in place on thursday. this is friday. so the atmosphere continues to allow for the jet stream, all the elements to come together and allow for this rain to perhaps sit in one spot. so focusing on the north bay and it could wobble to the south, bringing rain as far south as san jose.

it's part of the city's new approach to the homeless crisis. a new program is mapping out where people are living in rvs to eventually set up zones where parking is not allowed. here's abc seven news anchor dan ashley. >> san jose is launching a new program that tracks where and how many rvs and lived in vehicles are parked on city streets. the staff took inventory and put the data on a map that residents can access. they found more than 900 oversize vehicles are likely occupied. we went to regatta lane and found these parked there. >> we have to enforce our laws. we have to hold people to a certain code of conduct. it is unacceptable whether you're housed or unhoused for your personal belongings to be blocking a sidewalk or out in traffic, creating a traffic hazard. >> the program is meant to identify which areas are affected the most, starting in 2025, the city will establish ten permanent and 30 temporary towaway zones. the hope is those areas can be cleaned up while car free. >> we can't have rv encampments

set up with a sense of permanence and just grow over time. >> we spoke with todd langton, executive director of the nonprofit agape silicon valley. >> the city and the county and the state. they do things backwards. they focus on. let's identify where the homeless are, where they live, and then let's abate them. >> langton questions this program and feels it may just exacerbate the problem. >> let's identify all these places where they cannot live, and we're going to kick them out with. we have no idea where they're going to go. where are they going to go, and somebody else's backyard. let's find a way to get those vehicles operable, help them get them registered, and then let's have a place for them to go park. the safe parking sites that the city and the county are proposing, they're way behind. >> next year, the city plans to open its second and largest safe parking site, which can take up to 85 vehicles off city streets. mayor mehan recognizes that's where some people can go. >> we don't have enough. but i also think there's an element of

latest on this moisture coming. >> yes. we have a weak system. some scattered showers later on this afternoon, but a cloudy and cool day on the way with increasing clouds. so sun earlier to start out. look at the numbers. 38 in fremont, 39 palo alto and on the coastline 47 los gatos. you can see the smattering of 30s from napa to vacaville. upper 30s there. 39 in the north bay, santa rosa. so that's four degrees cooler from novato to five degrees colder in oakland. this level one system getting going throughout the afternoon, bringing scattered light showers, the slippery roads. and here's a look at the coastline. 3:00 you could see a chance of rain that will last through about 8:00 around the bay shore. notice that we've got a few peeks of sun ten 11:00 and then rain arrives, maybe 7 to 8:00. and same with our inland valleys. we are looking at increasing clouds and scattered showers late in the day. so this is a weak system. we are dry for several days and then we're going to see rain set up for much of the upcoming workweek.

we'll talk about totals and you're going to want to see these. they're pretty impressive in a few minutes. stephanie. >> all right lisa thank you. developing news now president elect donald trump continues to fill key positions for his second administration. and some of his picks are likely to receive senate approval, while others may have an uphill battle to fight for confirmation. abc news reporter johny fernandez has the latest. >> donald trump continues to fill key spots in his second administration, but some are coming under heavy scrutiny. saturday, he announced chris wright as his nominee to lead the department of energy. wright, the chief executive of liberty energy, the world's second largest fracking services company, is one of the most outspoken critics of efforts to combat climate change. posting this video on linkedin last year, there is no climate crisis and we're not in the midst of an energy transition either. but 99% of climate scientists agree that humans are causing global warming and climate change. there's also growing scrutiny

over trump's selection of robert f kennedy jr as health and human services secretary. kennedy is a known vaccine skeptic and has historically peddled debunked conspiracy theories. public health specialists say kennedy's exaggerated and sometimes unfounded claims about health risks could erode trust in doctors and health agencies. >> when you think about what what is important for people's lives and health, access to health care, health care coverage. he hasn't talked about that. but there are 27 million people in america without health insurance. >> the president elect has also announced a controversial choice for attorney general, former congressman matt gaetz. a bipartisan house committee has been investigating gaetz for allegations of sexual misconduct and illicit drug use. sources tell abc news a woman testified he had sex with her when she was only 17, something gaetz has denied. the committee was preparing to vote on releasing that report, but then gaetz resigned from congress after being nominated by trump, effectively ending the

removal project. a giant female chinook salmon returned to the klamath river to deliver her nest of eggs this week. this comes less than a month after four dams blocking passages were removed. so far, experts have counted over 40 salmon egg nests and more than 100 chinook salmon in spencer creek, near one of those dam removals, salmon were blocked from the waterways for decades because of poor water quality. it's hot temperatures among other things. experts say the returning fish can help them make new discoveries. >> they're showing us where there isn't, where there's a lack of a good habitat. so we can use these fish to inform us as as river managers, as scientists, where restoration needs to take place. >> there have been lower concentrations of harmful algae blooms since the dam removal. a teenager is making history in the legal industry. 17 year old sophia park is the youngest person to pass the state's bar

on the montgomery and powell street stations here in san francisco. abc seven news was there when the first new fare gates were installed at west oakland, almost a year ago last december. bart says by february of next year, it will have upgraded more than half of its 50 stations, with these new gates, they're supposed to cut down on fare evasion and improve safety. here's a look at the progress made so far. ten stations are already completed. all stations should have the new gates by the end of the year. now to the seven. on your side investigates an issue where hundreds of drivers say they were tricked into clicking on a website they thought was the dmv. turns out need tags. .com was really a private company selling dmv services with extra fees. the dmv authorized these authorizes rather these companies. but why let companies profit from consumers paying their dmv bills? we looked into it. >> i went to google, typed in california dmv, alan peterson,

went to the dmv website to renew his car registration or so he thought. there's an extra $70. and it's like, what is this? >> his dmv registration fee was $231. so why was he charged $303? >> we feel that we're being, if you will, ripped off. >> it turns out he'd mistakenly clicked on a third party website. need tags.com, which provides dmv services but tacks on extra fees at checkout. when he realized his mistake, he called to cancel the order. he was shocked at the response. >> if you dispute this transaction action, we will take legal action. not what i would expect from a reputable company, but what upset him more. >> allen found out need tags was not some rogue company, but a dmv partner. the dmv authorizes need tags and other vendors to sell dmv services and tack on as much as they want in extra fees.

there a need tag? >> need tags? owner eddie marion could not be reached, but he has told us the company is committed to transparency and the website shows fees before payment. we asked dmv director steve gordon about the surge of complaints about the dmv partner. gordon did not respond directly, but in emails to seven on your side, a dmv spokesperson said the need tags website states it is not the dmv, but where there is some fine print there, but it's written in a font size that is considerably smaller than everything else on that page, and the page is designed to draw your eye to the other elements. as for hidden fees, the dmv said need tags does list them. but even if they knew about fees, consumers would have to scroll to the bottom of the website and click this button. it shows they will pay an extra $49 per car, or $100 for commercial plates and an array of smaller charges on top of the dmv fee.

tomorrow. the king tides once again over six feet and getting close to seven feet at right before 1130 this morning. so the minor flooding there, the level one system today allowing for the slippery roadways anywhere from three 4:00 the north bay and then later on. so stopping this at 230, you can see up towards ukiah looking at a few showers. and then here it is 630 and you can see perhaps from marin, the coastline here, and then into the south bay. but look what time it is. it's late eight, 9:00 and the amounts will be almost negligible for many locations. there's monday, we're sunny. tuesday we get some cloud cover. we're dry. and then this is the next system that will allow for a lot of the energy, the moisture, to head to the north of us, but a decent amount to head into the north bay and perhaps points south. so here's a look at what we can expect today. anywhere from a couple hundredths to perhaps 5/100 on the peninsula. you can see down around santa clara that's not going to happen until late, and that's just about 1/100. here

are two forecast models i want you to see this takes us all the way through saturday. this is the european. the wetter model that wants to bring. saw that right over seven inches. as we add up the totals wednesday through saturday in santa rosa over three inches in san jose. and then this is the american model that is not as aggressive. 3.5in santa rosa, maybe an inch under an inch and a half san francisco and less than an inch here in san jose. so both models are trending wet. but coming wednesday, right on through saturday. but depending on where the jet stream shifts and how much it wobbles is going to determine, determine how much we get in terms of 3 to 7in in the north bay, anywhere from an inch to three inches in the south bay today 61 in oakland, cloudy skies look for upper 50s along the shoreline here so it will be dry throughout the bulk of the day. a few scattered showers early and then that front moves on through. looking at the
