with thanksgiving right around the corner, scouts are making sure everyone has a meal. the food drive helping local families this weekend. good morning everybody. it's sunday, november 17th. a moisture on the way and it's more to come to this week. yeah. >> you know definitely not a big deal today. in fact it probably won't impact you at all unless you're looking to get some sun, because the clouds will overtake the sky throughout much of the afternoon. but we will see a little bit of shower activity, so still keeping it a weak level, one with slippery roads and scattered showers late in the day. right now it's all about the cold. it is 36, in livermore. 37 sonoma, 47 downtown. so anywhere from about 2 to 4 degrees chillier and 7017 degrees cooler up by the delta. here's a look at the cloudy skies as we go through the bulk of the day. stopping this at 340 and notice the rain is up towards cloverdale. it slips to the south 6:00 and a few scattered showers from the peninsula. half moon bay at

about seven 8:00, and then you can see in the south bay 9:00. so it is a weak system. we still have our coastal flood advisory to talk about for the day today. and then as we get a couple of dry days in here, monday and tuesday, that will be some good news because the second half of the workweek trending pretty wet. stephanie. >> all right, lisa, thank you. now to our top story. a vigil was held to pray for a father who went fishing and never came home. he was one of six people thrown overboard when a boat capsized during a crabbing trip in bodega bay. two weeks ago. only one person survived. a 13 year old boy. abc seven news reporter anser hassan spoke to the family. >> saranam. gacchami. >> it was a boating trip that became a family tradition. on saturday, family and friends gathered to mourn those who didn't make it home. >> the monks chanting was, you know, just more of a prayer. you know that he would hear, you know, that his soul will rest in

peace, and you know that he'll find his way back to bodega bay. >> the vigil was to remember brother prasong. he was one of six people who went overboard when their boat capsized two weeks ago in bad weather. his body hasn't been found. if his soul is trapped here wandering in the ocean somewhere that i didn't want that you know, in my mind or in my heart. >> i wanted to find some closure and that he would find some peace and comfort so he can go on to the to the next journey of his life. >> songs. mother, wife and children took part in the buddhist ceremony. the family of three of the other victims were invited but did not participate. >> he's a really good role model to the family and to others that he meets. >> jonathan shang, tsung's nephew, spoke at the vigil. he says the community support has been important and impactful, especially since prasong was the family's sole provider. >> i just wanted like like i said, give my appreciation to

the people who came out here and also appreciation to those who also donated to support the families. the family here through their loss. >> two of the five bodies have been found. 13 year old prasong son was the only survivor. he made it to shore hours later by clinging on to a cooler. when you were praying. today was there a special message that you had for your dad that i'll be missing him? >> and he's his spirit lives in my body in bodega bay. >> anser hassan abc seven news. >> family members and friends are remembering a woman who died while in custody at the san francisco county jail. they held a candlelight vigil outside the jail to honor 22 year old amonte hadley. she was found dead in her cell back in september. hadley had been an inmate at the jail for two years, awaiting trial for robbery. now, grieving relatives say they're awaiting answers about what exactly led to her death. >> we're trying to pick up the pieces, but there's no pieces to pick up, you know, because we don't know what's going on. and

it's heart wrenching. it's heartbreaking. you know, we're missing a part of our family. >> inmates, family members wanted hadley moved from the jail to a mental health diversion program. but san francisco district attorney brooke jenkins opposed that change. the da said hadley was held in jail because of a safety risk. former olympic gymnastics coach bela karolyi has died. karolyi stepped away from the limelight after allegations of abuse of coaching rocked the gymnastics world. notably, he led nadia comaneci and mary lou retton to gold medals during his career. his cause of death has not been revealed, but he had been in poor health over the last few years. karolyi was 82 years old. now to on election news and what supporters called a victory rally for san francisco's prop k. the proposition permanently closes parts of the upper great highway to cars. the votes were 55% in favor, 45% against, but the

opponents are not done fighting. and now they have a new target. abc seven news reporter tara campbell explains the sights and sounds of celebration on san francisco's great highway. >> today we're having a celebration for prop k for everyone who's volunteered, and anyone's just excited about the park. >> voters passing the controversial ballot measure after months of battling between yes on k and no on k camps. >> a joyous occasion because finally, ocean beach park is a reality as part of a city pilot project. >> the two mile stretch of road is already closed to vehicles on weekends and holidays, the permanent closure, widely seen as inevitable as coastal erosion continues and tensions continued, running high saturday noon, k supporters still wanting their voices heard, saying the closure is inconvenient and sends too much traffic onto neighborhood streets. >> the majority of those of us

living on the west side of the city were against it. i just felt this is unfair and rumblings of a recall. >> people pointing at district four supervisor joe gallardo. >> if a supervisor cannot represent the voice and his district, it's time for him to, you know, it's time for him to go. >> i was deeply disappointed that he support the closure of the great highway. >> i am proud to serve district four. there is too much divisiveness in san francisco. recalling an elected official on one single issue is not helping to bring our city together and move it forward, and moving it forward is exactly what's happening. >> the highway now in the hands of the rec and parks department, rec and park will go to the coastal commission. >> they'll get a permit and then they will work with sfmta to close the road and do some traffic mitigation efforts. this land is your land. >> and as far as when the

permanent closure will happen, the supervisor says it could be early next year. tara campbell, abc seven news. >> now, speaking of, another project will transform the area around the great highway. a few days ago, the california coastal commission unanimously approved a plan to build a giant seawall. this project is south of sloat boulevard, meaning it's south of the section affected by prop k. it's a $175 million project. in addition to the seawall, there would be a seaside trail parking lot along with other features. the project would also protect a wastewater treatment plant and sewage tunnel. public utility leaders say the project is needed to prevent the aging infrastructure from breaking and spilling sewage onto the beach. now to a new twist in the controversy involving the san mateo county sheriff's office under sheriff daniel perea says he is not stepping down in the face of growing contention involving his boss. sheriff cristina corpus is under pressure to resign. it follows

the release of a nearly 400 page report accusing her of abuse of power and an inappropriate relationship with her chief of staff. in a statement, perez says he still supports corpus and he adds press reports and rumors that i have resigned are untrue. i continue to have complete confidence and respect for sheriff cristina corpus, our employees and the voters of san mateo county who elected her to office to carry out reforms. now the first u.s. case of a newly identified strain of mpox has been diagnosed in san mateo county. the person has not been identified, but the cdc says they recently returned to california after traveling to east africa, where the new strain has affected several countries. the patient was seen by doctors in san mateo county and is now recovering at home. health officials say there is no evidence the virus is spreading among people here in the state or elsewhere in the country. they say the risk to the public is low. but of course, vaccines

uprising. regime change in iran. >> the people of iran. >> it was one of three gatherings across the country. the others happened in santa monica and washington dc. organizers say it was held to continue their calls for justice, human rights and democracy in iran. the event also remembered peaceful protesters killed by the regime during demonstrations back in 2019. now to a fire at a homeless encampment near 101 in san francisco. it started around noon yesterday near the 101 south on ramp at south van ness. fire investigators responded to calls about a burning tent, and by the time they arrived, the flames, as you can see, moved quickly. >> this fire did jump the fence that you see behind me and extend it to several stored vehicles that are behind this

fence. we were able to keep the fire from damaging any of the structures or buildings that are behind us. >> the fire caused propane tanks inside the encampment to explode. thankfully, no injuries were reported. happening right now a freeway shutdown in san francisco that will last until midnight tonight. caltrans is making emergency barrier repairs to the railing along 101 and i-80. here's a map of what exactly will close. it's the westbound i-80 ramp to northbound 101. also closed the on ramp at seventh and harrison streets to southbound 101. here's a look at that ramp from google street view. and this is the final full closure for this project, which has been going on since september. caltrans will still have some partial lane closures, but the work should be done by december. all right. a long awaited and controversial costco is set to open its doors in pleasanton. the store, right near the stoneridge shopping

center at the five 8680 interchange, will open the day before thanksgiving. that's, of course, one of the busiest days of the year for grocery stores. construction of this store was held up by legal challenges from the local residents. they said it would negatively impact air quality and traffic, but city leaders argue the store will provide a big boost to local sales tax revenue. there have been debates over opening a costco in west san jose with hundreds of neighbors writing to the city council against it. the city council approved those plans three weeks ago, and in the north bay, napa opened its first costco last month. a day of giving across the bay area as scouts are teaming up with local food banks for the annual scouting for food collection drive to help families in need this holiday season. abc seven news reporter cornell bernard has a look from the north bay. >> a steady stream of food donations rolling in outside the san francisco marin food warehol

scouts are doing the heavy lifting and collecting. >> well, it's always really like moving to see. and i think that every year i've done this, it just means a little bit more, especially around the holiday season. you see, like, i mean, the sheer amount of food that we have today and it's just like, wow, like to think about all the people that's going to help. >> with less than two weeks before thanksgiving, the scouting for food annual collection drive is more important than ever. this holiday season, with 1 in 5 californians at risk of food insecurity that needs a little bit greater now, even post pandemic. >> it's a critical time of year for donations going into the holidays. like you said, everybody's in need of some additional support, roman says the food bank is serving more than 50,000 households across san francisco and marin weekly. >> last week, scouts left door hangers on homes asking for nonperishable food items. those donations were picked up on saturday. >> it's a great chance for them to kind of learn a little bit more about how people have food insecurity today, even despite our affluent uh- county last

year. >> believe it or not, these scouts collected more than 28,000 pounds of food. the effort happening all across the bay area and in sonoma county. >> they struggle to get food. so it is it's good to help people. >> local girl scouts and nearly 200 volunteers are helping at the redwood empire food bank in santa rosa, collecting and sorting food donations. on this day of giving the food bank, they're also says the need for food assistance is increasing. >> and despite the scale of our operations, the demand for our services continues to grow at a rate that is outpacing the donations coming in to support us. >> scouts and a generous community doing their part to lend a hand this holiday in the north bay. cornell, bernard abc seven news. >> on the peninsula and unveiling for an interactive street art display in east palo alto. this is pretty neat. the event brought out families and the community to experience this tech to real life experiment.

>> it's really important opportunity for youth in this city to be able to shape how it looks and feels, because they are the ones who are going to inherit it in the future when they live here as adults. >> and so now they get from a very young age to see the city evolve around artwork that they have created themselves. >> so about 140 students were involved in creating this art project, which is actually on electrical boxes around the city. some made clay sculptures for claymation scenes, and others made the base art, and then filmed musicians also provided the tunes. visitors can see it in real life by scanning a qr code on their phone. well, the holiday spirit is returning to san francisco's union square. mayor london breed announced winter wonderland, a series of events and attractions that brought more than 1.5 million visitors last year. the big christmas tree at union square is all lit up, and that ice rink is already open and the spca is

holiday windows with adoptable dogs and cats are also on display at macy's. love to see that this time of year. well, a holiday favorite in the south bay is getting a new look for one night only. our media partners, the mercury news reports the annual christmas in the park drive thru light show in san jose will be converted to a bike through show now on november 24th. so next sunday, the show of lights, decor and holiday displays will be open to bike riders only. no cars. the usual drive through show would start through thursday and run through new year's day, so you have some time to enjoy it. and the weather we have right now and this week certainly feels like winter wonderland with you were mentioning an atmospheric river to i said it. >> yeah, the first of the season looks like it's going to set up on wednesday. and the focus being the north bay, the pacific northwest, and then a pretty good subtropical fetch of moisture. and then it's going to wobble. whether it's going to sink totally south into san francisco. the south bay. well, that is yet to be determined,

but get set for a lot of changing weather as we head into wednesday. right now, the activities in the pacific northwest and we will see a brief shower activity throughout the afternoon hours. it is 43, in hayward right now, 47 in los gatos. so the cold numbers back with us once again, 36 in livermore. it was right around freezing yesterday in parts of the north and east bay. and today we're in the upper 30s to near 40. still cold out there. our exploratorium camera. some sun. and then we get into the showers later on this afternoon. early evening. for the rest of us, the peninsula, the south bay and then monday, it's the sunnier day. tuesday is pretty nice. we'll see some increasing clouds late in the day. wednesday setting up for the wet weather, focusing in the north bay, and then it looks like we will see the rain spread south right now. still tracking the coastal flood advisory today into monday. the king tides allowing for that 6.89 high tide at 1126. and that will cause

that minor flooding right around the bay. level one system. the slippery roadways on the way today, starting anywhere from the late afternoon in the north bay to the early evening elsewhere and tracking the timing of it for you. 2:00 we've got the clouds overspreading the area and then up to the north, ukiah there looking at some shower activity. 630 you can see it's off the marin county coastline. a few showers up towards sonoma and napa and then stopping this at 830. you'll notice that from the peninsula to the south bay, some showers. so we skipped the game altogether in terms of rainfall. here is monday breezy northwesterly winds behind the system, but it's sunny and dry. and then tuesday. really not bad with more sunshine, a few high clouds and there's what's to come here into your wednesday. so rainfall totals into sunday night. anywhere from a couple hundred. notice the coastal hills here could see better than a 10th of an inch of rain. so it's a light system, but the

roadways will be wet. we've got sun up until about noontime in santa clara and then low 60s with temperatures staying in the 60s and the cloud cover picking this up on monday. tuesday, the dry skies. wednesday we've got showers looking like it's going to press south into the south bay. thursday could lift a little bit further north. notice friday it's in the same spot and into friday night and saturday finally clears on out of here. so two battling forecast models showing a whole lot of rain from santa rosa and lesser amounts san francisco and san jose. as we get through the end of the week. 60 today in fremont with the clouds looking at upper 50s along the shoreline, the accuweather seven day forecast, a light level one today. sunny and breezy for your monday. mix of clouds and sun on tuesday and then wednesday through saturday. more rain focusing up in the north bay and details still not quite set, so stay tuned for more finer point

on rv parking. it's part of the city's new approach to address the homeless crisis. a new program is mapping out where people are living in rvs to eventually set up zones where parking is not allowed. here's abc seven news anchor dan ashley. >> san jose is launching a new program that tracks where and how many rvs and lived in vehicles are parked on city streets. the staff took inventory and put the data on a map that residents can access. they found more than 900 oversize vehicles are likely occupied. we went to regatta lane and found these parked there. >> we have to enforce our laws. we have to hold people to a certain code of conduct. it is unacceptable whether you're housed or unhoused, for your personal belongings to be blocking a sidewalk or out in traffic, creating a traffic

hazard. >> the program is meant to identify which areas are affected the most. starting in 2025, the city will establish ten permanent and 30 temporary towaway zones. the hope is those areas can be cleaned up while car free. >> we can't have rv encampments set up with a sense of permanence and just grow over time. >> we spoke with todd langton, executive director of the nonprofit agape silicon valley. >> the city and the county and the state. they do things backwards. they focus on let's identify where the homeless are, where they live, and then let's abate them. >> langton questions this program and feels it may just exacerbate the problem. >> let's identify all these places where they cannot live, and we're going to kick them out with. we have no idea where they're going to go. where are they going to go? in somebody else's backyard. let's find a way to get those vehicles operable. help them get them registered, and then let's have a place for them to go park. the safe parking sites that the city and the county are proposing,

good morning everybody. thank you for sharing part of your sunday with us. a lot of changes in the weather department. >> yes that's right. we're starting off with a mixture of some high clouds out there, cold temperatures and rain that will visit us later on today with a weak level one system. so we'll see the slippery roadways late afternoon to the early evening hours for most of us, and rainfall amounts highest along the coastal hills. there's a live look outside from our sutro tower camera. 47 in the city. it's 43, in hayward. 37 redwood city. what a view from mount tam. it is chilly in those usual spots, with 33 by the delta. 37 petaluma and our 24 hour temperature change shows you that the delta was near 50 yesterday, and this morning dropped off significantly. so along the coast, it's a cool day today. rain showers will be developing or a chance of them after about 4:00 and then around the bay shore. notice looking at temperatures near 60. it's chilly. and then for our inland valleys we'll see some lower 60s. this is throughout the

later afternoon with a slight chance of rain showers. so we're talking a 10th or less for today. a couple of dry days, and we're bringing in the first atmospheric river of the year for the second half of the workweek. stephanie. >> all right. lisa. thank you. new this morning, the primary spokesman for hezbollah is dead after the first israeli airstrike on central beirut in lebanon in more than a month. we're going to take you out there live now from lebanon. uh. the military warned people to evacuate from several buildings before israeli warplanes also pounded the southern suburbs of beirut. this is the latest in a series of killings of senior hezbollah officials. and we know lesbian lebanese officials are currently considering a united states led ceasefire proposal. taking a live look now from the white house this morning, president elect donald trump continues to fill key positions for what will be his second administration at the white house. some of his picks are

likely to receive senate approval, while others may have an uphill battle to fight for confirmation. abc news reporter johny fernandez has the latest. >> donald trump continues to fill key spots in his second administration, but some are coming under heavy scrutiny. saturday, he announced chris wright as his nominee to lead the department of energy. wright, the chief executive of liberty energy, the world's second largest fracking services company, is one of the most outspoken critics of efforts to combat climate change. posting this video on linkedin last year, there is no climate crisi, and we're not in the midst of an energy transition either. but 99% of climate scientists agree that humans are causing global warming and climate change. there's also growing scrutiny over trump's selection of robert f kennedy jr as health and human services secretary. kennedy is a known vaccine skeptic and has historically peddled debunked conspiracy theories. public health specialists say kennedy's exaggerated and sometimes

unfounded claims about health risks could erode trust in doctors and health agencies. >> when you think about what what is important for people's lives and health, access to health care, health care coverage. he hasn't talked about that. but there are 27 million people in america without health insurance. >> the president elect has also announced a controversial choice for attorney general, former congressman matt gaetz. a bipartisan house committee has been investigating gaetz for allegations of sexual misconduct and illicit drug use. sources tell abc news a woman testified he had sex with her when she was only 17, something gaetz has denied. the committee was preparing to vote on releasing that report, but then gaetz resigned from congress after being nominated by trump, effectively ending the investigation. johny fernandez, abc news, new york. >> the president elect taking a short break from making cabinet picks this weekend. you see, he attended the ultimate fighting championship last night at new

working on the montgomery and powell street stations here in san francisco. abc seven news was there when the first new fare gates were installed at west oakland, almost a year ago now, last december. bart says by february of next year, it will have upgraded more than half of its 50 stations. with these new gates, they're supposed to cut down on fare evasion and improve

safety. here's a look at the progress made so far. as you can see, ten stations are already completed. all stations should have the new fare gates by the end of next year. seven on your side investigates an issue where hundreds of drivers say they were tricked into clicking on a website they thought was the dmv. turns out need tags. .com was really a private company selling dmv services with extra fees. the dmv authorizes these companies, but why let companies profit from consumers paying their dmv bills? we looked into it. >> i went to google, typed in california dmv. >> alan peterson, went to the dmv website to renew his car registration, or so he thought. >> there's an extra $70. and it's like, what is this? >> his dmv registration fee was $231. so why was he charged $303? >> we feel that we're being, if you will, ripped off. >> it turns out he'd mistakenly

clicked on a third party website. need tags.com, which provides dmv services but tacks on extra fees at checkout. when he realized his mistake, he called to cancel the order. he was shocked at the response. >> if you dispute this transaction, we will take legal action. it's not what i would expect from a reputable company. >> but what upset him more? allen found out need tags was not some rogue company, but a dmv partner. the dmv authorizes need tags and other vendors to sell dmv services and tack on as much as they want in extra fees. >> they're trying to make money. my problem is, why is our government enabling them? why is it officially sanctioned by the government? i don't understand the government doing it to their own citizens. >> it ought to be clearer and much more conspicuous. you are not on the government dmv website. >> consumer advocate robert harrell says the state should

require companies like need tags to post prominent disclaimers. >> we're not the dmv website and if we're being honest with you, you're going to pay a heck of a lot more. >> scores of californians posted complaints online and to seven on your side saying need tags led them to believe it's the dmv for one need. tags pays google to appear at the top of search results for the dmv. also, the need tags website says california dmv registration renewal in large type. it's not until checkout that consumers see the extra fees tacked on to their bills. >> the department of motor vehicles offers the same functions for nothing. why is there a need? >> tags need tags. owner eddie ellesmerian could not be reached, but he has told us the company is committed to transparency and the website shows fees before payment. we asked dmv director steve gordon about the surge of complaints about the dmv partner. gordon did not respond directly, but in emails to seven on your side, a dmv spokesperson said the need

tags website states it is not the dmv, but where there is some fine print there, but it's written in a font size that is considerably smaller than everything else on that page, and the page is designed to draw your eye to the other elements. as for hidden fees, the dmv said need tags does list them. but even if they knew about fees, consumers would have to scroll to the bottom of the website and click this button. it shows they will pay an extra $49 per car or $100 for commercial plates and an array of smaller charges on top of the dmv fee. >> i would argue that's a violation of california's upfront anti-drip pricing law. >> we asked the dmv is need tags violating the state's own ban on hidden fees. the dmv told us to contact the department of justice. >> that is pretty unconscionabl. and the state of california ought not be encouraging the very type of behavior that, if we see it in the private sector,

afternoon in the north bay, and then sinking south throughout the early evening hours. so we will be tracking that for you. and then a couple of dry, cool, breezy days to follow. here's a look from our sutro tower camera. we can see some of the low clouds and mid-level clouds. it is 47 downtown, 44 in oakland. it is awfully cool out there. 41 san jose with 37 in redwood city. and you can see the clouds here stacked up the golden gate bridge. 37 petaluma with 36. in livermore. fairfield just above freezing at 33. and there's the shark tank. so some sun today. showers later. monday is dry, but we're getting into gusty winds, so it will be quite cool. tuesday partly cloudy skies. and then as we get into the end of the week, more rain setting up for our first atmospheric river of the season. so coastal clouds will allow for not only a dry day today, but the bulk of the day. you won't really be impacted by the rain just later on. the scattered showers, mainly along the coast. we still have our coastal flood

advisory to pass along throughout the afternoon. the tide the high tide at 1126 6.89ft. so be advised of that and throughout the late afternoon early evening, this is when that front pushes on through. and that will allow for the slippery roadways. and then you combine that with the king tides for some minor flooding could get a little dicey out there. so throughout the day today notice that we have the cloud cover. the rainfall holding off here. this is 230 in the afternoon. so it's way to the north. and then as we stop this later on today at about 630, notice the rain showers pressing from southern marin onto the peninsula. the city, and then by 830 it is moving through san jose with probably 1/100 or 2/100 of an inch of rain. so rainfall totals throughout the day today won't be so much, and you'll see it will clear on out for your monday with those breezy winds into tuesday, some of those high clouds increasing. so the totals here, you'll notice the coastal hills picking up maybe over a

10th here around half moon bay. 5/100 san mateo, redwood city. and then as you head inland, less than that, only about 1/100. i'm going to show you two forecast models the wetter version. first, this is the european model that wants to bring anywhere from seven inches of rain come wednesday through late saturday into santa rosa. four and a half san francisco over three in the south bay. so this is that atmospheric river that's going to set up northern california and sort of wobble and stay in place for the second half of the upcoming workweek. this is the more conservative american model, 3.5in of rain to about an inch and a half san francisco, and maybe an inch in san jose. so way too early to call that, except for the fact that the second half of the workweek into saturday looking wet. cloudy skies, low 60s for you in santa clara, looking at 60 in fremont today, 63 in san rafael, upper 50s, half moon bay and the accuweather seven day forecast level one system with the showers later on today. sunny and breezy for your
