christmas in the park drive through light show in san jose will be converted to a bikeose through show on november 24th, next sunday. the show of lights, decor and holiday displays will be open to bike riders only, so that usual drive through show that starts on thursday will still, though, run through new year's day so you have some time to enjoy it. now, speaking of these winter festivities, the weather is really starting to feel like it outside. we walk. it's real. bite in the air. >> oh, really cold out there. yeah. so despite that, earlier sunshine, temperatures are going to be really hard pressed to reach 60 degrees today. so we've got the cloud cover moving in and then the rainfall that's going to accompany a front already getting some returns off of the mendocino coastline. it will be a while before we see the rain here, so get set to bundle up today, and we will not see the rain until at least 3 or 4:00 in the north bay. it's all been up in the pacific northwest, but if we get closer, you can see that there's some cloud cover that will continue to advance and then
9:21 am
eventually the rain will move into the north bay and then sweep down the peninsula. san francisco and into the south bay. a look at okay, where the clouds certainly are making an impact here. 52 san francisco and oakland, as well as san jose, had some sun there, but clouds moving into the south bay as well. it is 43 in redwood city, and there's a look at the shark tank. it is 48 by the delta with 47 in santa rosa. so very slow warming, high temperatures today. plenty of 50s out there, only a few 60s. and a look at the airport there sfo so some sun showers arrive later. monday will be breezy and sunny, and then tuesday a few more high clouds. those are our dry days as we get into wednesday, thursday, friday and saturday, we're looking at rainfall and the heaviest rain is to be focused in the north bay where the rain is. you'll see in just a moment for the two forecast, models have to come into an agreement and they may not do that until we're about 24 hours out from the event on wednesday.
9:22 am
so the coastal flood advisory right here inside the bay, those low lying areas and the high tide at 1126 over 6.5ft. so that's pretty good. we could see some road closures. so here's a look at all the cloud cover. there's the front. it's 230. so the rainfall pushing through the north bay late in the afternoon. and then at about 630 you can see from marin county just off the coast here the coastal hills will pick up maybe a 10th of an inch of rain. and then you can see even holding together for san jose, but well after game time. so the niners no worries there. there's our sunshine, the breezy winds result on monday. and then into tuesday a few clouds. we will pick this next forecast model up into the tuesday time frame. but first i want to show you that we're picking up anywhere from 1/100 in livermore to maybe a 10th or a little bit better here along the hills, even in the north bay, just a couple hundredths. so not a whole lot out there. so this is how it looks into tuesday, our dry day deep area of low pressure setting
9:23 am
up right here. it's going to tap into some subtropical moisture. and then we get into the rain on wednesday atmospheric river setting up the first of the season. and then look what happens on thursday. this is going to wobble around and may lift to the north a little bit. there we are on friday. and then on friday night and into saturday finally pushes through. so this is the wettest model, the european model that wants to bring seven inches over the course of wednesday to saturday in the north bay, three inches in the south bay. this is the drier american model that will bring anywhere from four inches to a third in santa rosa to less than a quarter of an inch in the south bay. so still very much in the weeds here has to be worked out throughout the next several days when the models come into better alignment in the 60s. today, warmest location right here in the south bay. a little bit of sun, light winds, highs today from about 60 in fremont, upper 50s to mid 50s for the rest of us. and then the breezy winds, the light rain later on today, the accuweather seven day forecast. breezy and sunny

end of the year. california's insurance crisis is in chaos now, spurring calls for the insurance commissioner to step down over lack of transparency. the state's plan to expand coverage in fire prone areas is supposed to be implemented in less than two months from now, and for months, we've tried to talk with him, but his office has repeatedly ignored our requests. up until now, he said, you know, you're on your own. >> basically, it was all on me to do it. >> i think that they would try to give us some help. we're nothing. there's been nothing. >> our goal is to help consumers like valerie, janet and bob. it's why we're called seven on your side. the irony here is the commissioner has the same message telling consumers he's on your side, along with promises of transparency. >> hi, this is michael fowler at the california department of insurance. >> i've called repeatedly. we really want to hear his side. we don't often show you the behind the scenes reporting process, but the lack of communication with california's insurance commissioner and his office,

unfortunately became the story here. >> that's not acceptable to be fully transparent for more than two months now, seven on your side investigates has made more than a dozen attempts via phone or email to speak to the commissioner about some of the concerns raised about his insurance reform plan. >> this affects all of us, but his staff has yet to give us a straight answer and oftentimes don't even respond. it wasn't until the sixth email attempt, over the course of eight weeks, when we indicated we were doing a story on the matter, that we got a response, and his office told us with some advance planning, we can look at his availability through the end of the year. so we responded. we are happy to plan ahead. asking repeatedly for his availability. no response. i reached out the next day. the day after that again, and again, five more emails asking the same question. still nothing after another week, his office told us when we have an outstanding interview request and the commissioner is not immediately available, we

will revisit it periodically as his schedule develops. i believe this is standard practice among most elected offices. we finally heard bk from his staff the day our story aired. more than two months later. why did it take so long to get ahold of you? >> oh, i have no idea. i have no idea this was the case. we've been, you know, busy traveling the state, so i apologize for that. i wasn't aware this is the first time it's been brought to your attention. >> yeah, i have been very concerned about the way in which the current commissioner has conducted himself in this office. >> congressman john garamendi was california's first elected insurance commissioner, who served for eight years. he sent a letter to commissioner latta last year, signed by dozens of california lawmakers, including nine from the bay area, all calling on latta to hold insurers accountable by using his authority granted by proposition 103. that's the state law that protects consumers from unfair insurance practices and rate hikes over

the last three years, i have observed that this commissioner is not willing to take the hard task and the necessary task to stand up to the insurance industry if the commissioner is not willing to do that, and there's plenty of signs that he is not, then he's not doing his job and he should leave. insurance is becoming a real struggle for many california homeowners, as we well know here in the bay area. we'll have a closer look into the commissioner's latest proposal next week. if you have questions, reach out to us by going to abc7 news.com/7 on your side. we want to help. all right. it is cold out there. let's check in with lisa. >> yeah. with all the cloud cover stuff we are not going to see a big warm-up. upper 20s to near 30 here around south lake and truckee for a high of 50. so when we get into the wet weather second half of the workweek, fluctuating snow levels for the sierra nevada. so really hard to pinpoint how much snow there's going to be. but we know the rain is happening here, are
