starts right now. >> we begin tonight with the stormy week ahead. an atmospheric river is building up as we speak and taking aim at the bay area. good evening. and thanks for joining us, i'm dion lim. that storm could bring heavy rain running all the way into next weekend. right away. let's get to abc seven news. weather anchor spencer christian tracking the timing and the unsettled weather to end the night. spence. >> okay, dion. it will certainly be a series of rainy days coming our way. but let's take a look first at the satellite radar composite image. you can see what's left of the storm that's winding down. now, that was a light level one storm. we just have a few isolated showers in the bay area right now. so i'll start with a look at the day planner for tomorrow. we'll start the day with bright skies and chilly conditions. mainly sunny through the daytime hours, but high temperatures won't get above 58 to 60 degrees tomorrow, so it will be a cool day and brisk and breezy going into the evening. now let's take a look at the forecast animation for the series of storms coming our way beginning midweek. so we'll start the forecast animation at 6 p.m. tuesday. notice

the first wave of rain comes in wednesday and continues into thursday. it will be mainly focused on the north bay, but other parts of the bay area will get some wet weather out of this. then on friday and saturday we get more widespread rainfall, steadier rain, perhaps even heavier in some spots going all the way into the weekend. so 4 or 5 consecutive days of rain will bring us rainfall totals ranging from three to nearly seven inches in the wettest areas. i'll have a closer look at this and all the details in my accuweather seven day forecast in a few minutes. >> dion in for the long haul. all right spencer, thanks. and you can keep an eye on the forecast all week long using the abc7 news bay area app. it gives you access to the same live doppler seven tools our weather team uses. just download the app and be sure to turn on those notifications to get those important updates. now to the east bay, where massive budget cuts may be on the table this week for oakland, the city was counting on money from the sale of the coliseum to keep them afloat, but waiting for that cash has them heading into the red. abc seven news

reporter j.r. stone breaks down the new city report, painting a dire picture that has first responders concerned. >> this new report says that first quarter numbers show that immediate action is necessary when it comes to balancing oakland's general purpose fund. >> basically saying that if oakland doesn't make changes to their budget now, by next summe, they'll be nearly $100 million in the red. they would then be required to declare a fiscal emergency. antoinette blue is a 911 dispatcher in oakland who heads the seiu 1021 city of oakland chapter. she says they can't take more cuts. >> further cuts it. it's going to make it. it's going to make it increasingly harder. and it's no mistake right now with this political climate, it's hard and it's going to get harder. >> seth olear is vice president of oakland firefighters local 55 union. his thoughts echo those of blue. >> we have no fat to cut. we

have no. we are down to the bone. i mean, there every fire engine right now is running ragged. the phone rings 100,000 times a year at the fire department dispatch center, and we answer every single call for service. there was a belief that the sale of the coliseum site would balance the budget, but so far, that hasn't happened because alameda county has yet to approve the sale of its portion of the property. >> in the report, the oakland director of finance writes it would be fiscally irresponsible to rely on funds from any property sale, including the coliseum, until after the sale is completed. cash is received by the city and title is transferred. olear believes there are other areas to cut where first responders wouldn't be affected. >> there's definitely some uncollected uh- business taxes that are out there in the tens of millions of dollars. >> blue believes the high ups need to take major cuts. >> executives, directors,

whomever. it's time, you know they they need to start taking taking a hit as well. take some concessions as well. you know, you can't put this all on the individuals that actually do the work as to what route the city will go. >> that will be discussed tuesday at the oakland city council meeting. j.r stone, abc seven news. >> in the north bay, a man is charged with breaking into a home in rural sonoma county and murdering someone inside. sheriff's deputies responded to the home on carroll road in valley ford yesterday afternoon after a resident called to report a man was trying to break down the door. the caller wasn't home at the time, but was in contact with a family member who was there. as deputies raced to the scene, the suspect was able to get inside and kill one person. >> you still have the wife on the phone, she says she s hiding in. the male is inside the house. she can hear him yelling and there's someone screaming in the background. >> when they got to the home, deputies quickly arrested the suspect. he is being held without bail. detectives are

still investigating the motive behind the attack. moving to a powerful symbol in san francisco today of the dangerous toll of our roads. a vigil honored the hundreds of people killed on our streets. as the city pushes to make them safer. all of this comes as san francisco marks ten years of vision zero. efforts meant to stop traffic deaths. abc seven news reporter tara campbell talked to advocates today about whether a decade of work is paying off. >> 317 pairs of white painted ghost shoes on the steps of city hall, each with a name. >> harold swaggart, heather miller. >> every one of them killed on san francisco's streets, on bikes and scooters, in cars and on foot. >> we never want to contribute to any more shoes to this ghost. you know, ghost shoes to this memorial. that's the hardest part to see this number grow. >> the number 317. the total victims since 2014, when the city committed to vision zero and efforts to reduce and

eventually eliminate traffic deaths by making roads safer. and while the overall number of victims is down so far this year, the number of pedestrians killed remains the same. >> we are at the same number of pedestrians 21 since the policy was passed in 2014, and walk san francisco being the pedestrian advocacy organization, this does hit us. the hardest and this is why we do push on our city to make sure that our streets are safe for people walking among the safety measures they've pushed for are speed cameras. we worked really hard. while san francisco and families for safe streets and getting the speed camera pilot to come to san francisco. the city has moved quickly on that and got all the pieces in place, and those cameras should be turned on in february of 2025. >> moves like this mean a lot to families like jenny hughes. her mom was hit by a speeding driver in 2011. >> a speeding driver turning left struck her with an suv and strung her body to the other side of the road, where then she needed to have a surgery to remove her. her brain cap

because it was too much pressure. >> and she says her mom hasn't been the same since, so she now needs 24 over seven care. >> she's physically here, but she can't be by herself. you know, we have to supervise her. >> that's why advocates are calling for another commitment from the city. >> san francisco learned a lot in ten years. so how do we build on those learnings to make a really smart policy for the for the next decade? >> tara campbell, abc seven news. >> a dramatic scene above baker beach today, as a helicopter was called in to help a hiker in trouble. a man ended up stuck on the side of a cliff over baker beach yelling for help. the san francisco fire department worked with the chp to hoist him to safety. firefighters say the man went off the marked trail and a rock slipped out from under him, sending him tumbling to the cliff's edge. the good news he wasn't hurt. as president elect donald trump prepares his cabinet tonight, california's soon to be senator is responding to some of his more

controversial statements. incoming senator adam schiff is responding tonight to comments trump made repeatedly throughout his campaign about schiff being, quote, an enemy from within. >> look, i'm not going to be intimidated by anything he says, by anything he does. if i was, i wouldn't be on your show. i'm going to do my responsibility in the senate. i will defend our state. i will defend the rights and freedom of the american people. >> when asked about trump's comments suggesting he would use the u.s. military on his political opponents, schiff says the military has historically stood up to civilian authority and unconstitutional acts. president elect trump's second administration is creating fear and concern in the north bay's immigrant community. he is vowing to conduct mass deportations of undocumented individuals after taking office. abc seven news reporter cornell bernard shows us how a local nonprofit is helping families prepare with advice and information.

final answer sonoma valley unified, is the latest school district considering school closures due to budget shortfalls. the board is leaning toward closing 1 or 2 elementary and or middle schools at the end of the school year. the district plans to keep both of its high schools open. the board will hold a public meeting to discuss the closure plan tomorrow, and a final vote on the plan has not been scheduled. well, taking a live look now at our three bay area airports with the thanksgiving travel rush kicking off at the end of this week. travel companies predict this will be the busiest thanksgiving travel season ever, with anywhere from 31 million to 36.5 million people flying. united expects to fly 6.2 million passengers, while american expects to fly 8.3 and delta expects to fly 6.5 million passengers. booking website hopper says the busiest travel day will be sunday, december

1st. a coastal flooding advisory is still in effect as king tides caused some minor flooding around the bay area today. check it out. you see there parks and parking lots and roads and low lying areas were affected. that flooding is expected to continue until at about 4 p.m. tomorrow. king tides occur during the new or full moon when the sun, earth and moon align. the next one happens in december. all right. in addition to that, we have other water woes to talk about. really lasting all week long. >> there will be water falling from the sky starting midweek and going into next weekend. they'll probably be travel delays also during that period of time. here's a look at what's happening on the satellite radar. composite image. we had a light level one storm the well yesterday and two today. it has pretty much fizzled right now, and there's very little in the way of any precipitation in the bay area right now. but look at this mass of moisture out at sea. there is an atmospheric river building out there that will be generating the rain. that will come our way later this

week. right now, we're looking at fairly gusty winds up to about 22mph at oakland, 16mph. san mateo and the winds are likely to be a brisk to gusty into tomorrow. notice how much warmer it is, though, right now than 24 hours ago. 11 degrees warmer in novato and napa than at this time last night. 12 degrees warmer in hayward ahead of the cold front that's coming in. that's going to make temperatures drop a bit. it's a 53 degrees in san francisco right now. we have mid to upper 50s at oakland, hayward, san jose, redwood city and 52 at half moon bay. nice view from mount tam looking down onto the bay under clearing skies 51 degrees in santa rosa right now. 45 petaluma. we've got 50 at napa and low to mid 50s at fairfield, concord and livermore. and as we look across the embarcadero, we'll also look at our forecast headlines overnigh. there could be a few more isolated showers or sprinkles, but not much in the way of precipitation expected overnight monday. and tuesday. we'll have bright and breezy conditions, but wednesday into at least saturday, possibly into next sunday. we expect rain. the heaviest initially will be in the north bay, but it will

eventually spread to all parts of the bay area, so we've got some wet days coming our way. forecast animation going into tomorrow shows clearing overnight, maybe a couple little spots of drizzle or showers, sliding down along the coastline but not likely to move onshore overnight. low temperatures will drop into the 30s up in most of the north bay. 34. santa rosa 38. napa 39. vallejo. most of the remainder of the bay area will see overnight lows in the mid or mid to upper 40s. highs tomorrow will not be much above 60 degrees and even the warmest locations 61 san rafael 62. down in san jose, upper 50s to about 60 will be the general range of highs tomorrow. now let's look ahead to the forecast animation starting tuesday night, 11:00. we'll see that first wave of rain coming in midweek for wednesday, mainly a north bay event on wednesday and thursday, but other parts of the bay area will get some rain from this system, but the heaviest concentration will be in the north bay. but then by friday and saturday we'll see a fairly significant rainfall spreading to all parts of the bay area

through saturday night and perhaps even into sunday. looks like another wave may be following. so as we look at the rainfall estimates for that period of time up to about 11 p.m. saturday, it will range from about three inches to nearly seven inches in parts of the north bay. other parts of the bay area right around the bay shoreline just under two inches, and even san jose is likely to get about 3.6in of rain during that 4 or 5 day period. here's the accuweather seven day forecast, and you can see a lineup of level one storms likely wednesday through sunday. it is quite likely, though, that the cumulative impact of this rain will cause us to raise the ranking on a couple of these storms. saturday could be a level two or friday maybe a level two, but right now we'll be conservative and just say level one. >> each of those days i keep thinking about the time that we had that long stretch ofn earlier in the spring, and how the ground got so soaked, so got to be on the lookout this time around. >> we'll be on the lookout for localized flooding and wet, slippery roadways and all of

people in 18 states, including california, have gotten sick and one has even died. the carrots are sold by grimmway farms in bakersfield, and they're distributed under several brand names. you'll see some of them listed on your screen. the cdc says the carrots at the store right now are likely not affected, but you should still check your refrigerator. tonight, seven on your side investigates an issue where hundreds of drivers say they were trickd into clicking on a website they thought was the dmv. turns out it was really a private company selling dmv services with extra fees. the dmv lets these companies profit from people paying their dmv bills. seven on your side. stephanie sierra takes a look into why we've seen hundreds of complaints about one company in particular. >> need tags dot com consumers say the site looks and functions like the dmv website, but ads on these hidden fees. now remember, the state has a ban on junk fees. so we're looking into is

this in violation? >> i went to google typed in california dmv, alan peterson went to the dmv website to renew his car registration or so he thought. there's an extra $70. and it's like, what is this? >> his dmv registration fee was $231. so why was he charged $303? >> we feel that we're being, if you will, ripped off. >> it turns out he'd mistakenly clicked on a third party website. need tags. dot com, which provides dmv services, but tacks on extra fees at checkout when he realized his mistake, he called to cancel the order. he was shocked at the response. >> if you dispute this transaction, we will take legal action. it's not what i would expect from a reputable company. >> but what upset him more? alan found out need tags was not some rogue company, but a dmv partner. the dmv authorizes need

tags and other vendors to sell dmv services and tack on as much as they want in extra fees. >> they're trying to make money. my problem is, why is our government enabling them? why is it officially sanctioned by the government? i don't understand the government doing it to their own citizens. >> it ought to be clearer and much more conspicuous. you are not on the government, dmv website. >> consumer advocate robert harrell says the state should require companies like need tags to post prominent disclaimers. >> we're not the dmv website, and if we're being honest with you, you're going to pay a heck of a lot more. >> scores of californians posted complaints online and to seven on your side saying need tags led them to believe it's the dmv for one need. tags pays google to appear at the top of search results for the dmv. also, the need tags website says california dmv registration renewal in large type. it's not until checkout that consumers see the extra fees tacked onto

their bills. >> the department of motor vehicles offers the same functions for nothing. why is there a need? >> tags need tags. owner eddie marion could not be reached, but he has told us the company is committed to transparency and the website shows fees before payment. we asked dmv director steve gordon about the surge of complaints about the dmv partner. gordon did not respond directly, but in emails to seven on your side, a dmv spokesperson said the need tags website states it is not the dmv, but where there is some fine print there, but it's written in a font size that is considerably smaller than everything else on that page, and the page is designed to draw your eye to the other elements. >> as for hidden fees, the dmv said need tags. >> does list them. but even if they knew about fees, consumers would have to scroll to the bottom of the website and click this button. it shows they will pay an extra $49 per car or $100

for commercial plates and an array of smaller charges on top of the dmv fee. >> i would argue that's a violation of california's upfront anti-drip pricing law. >> we asked the dmv, is any tags violating the state's own ban on hidden fees? the dmv told us to contact the department of justice. >> that is pretty unconscionable. and the state of california ought not be encouraging. the very type of behavior that if we see it in the private sector, we would want to crack down on. >> the dmv tells us these partnerships began back when there were long lines, and these companies were used to help alleviate the burden. but we, of course, live in a different era now. there's no need for an in-person visit. you can go straight to the website, they'll process your transaction, and most importantly, it's free. so bottom line here, the dmv is urging you not to use any tags. go directly to their home page for seven. on your side investigates. i'm stephanie sierra, now seven. >> on your side is always looking out for you. you can

it was as you can see, a gorgeous route down telegraph avenue and around the uc berkeley campus. then on to the finish line at civic center park. the winner of the half marathon run was eric noll of berkeley. he finished in one hour and 11 minutes. congratulations to all who participated. all right. to another sport. bundle up and grab your skis, because it is time to hit the slopes. this week, two or more ski resorts in lake tahoe are opening early, all thanks to snowfall last week and snowmaking efforts. heavenly mountain resort is opening this wednesday, two days earlier than originally planned, and palisades tahoe, which is celebrating its 75th anniversary, is opening on friday, which is five days early. mount rose was the first tahoe resort to open the season earlier this month. you know, if in the bay area, if we had snow, we would certainly have a lot with all the rain, we would, we would. >> it looks like the rain slash snow season is beginning a

little early this year. yeah. and we're going to have quite a bit of rain coming up this week. but for tonight no rain. the little storm we had has ended overnight. clear skies, clear skies. mainly with overnight lows, generally in the 40s. but look at the north bay mid to upper 30s. then tomorrow a bright sunny day, but a brisk and cool one with highs ranging from 58 to about 60 degrees across the entire region. and then here comes the rain. beginning midweek, starting on wednesday, we'll see this first wave of rain, part of an atmospheric river moving into the bay area wednesday and thursday. the heaviest rain or the greatest concentration will be concentrated in the north bay. but then by friday, saturday, we'll see all parts of the bay area getting significant rainfall totals, and those totals will range generally from, oh, maybe just under two inches around the bay shoreline to 3 to 7in up in the north bay. so it's going to be a period of very wet weather toward the end of the week. as you can see on the accuweather seven day forecast wednesday through next sunday. we'll have some rain each day and some of it will be moderate to heavy. >> but still, you know, we like to see those ones. yese

was unable to go in today's contest against the seahawks as he deals with a hamstring injury. the last time the niners played in seattle. kittle scored two touchdowns in a week six victory. by the end of today's game, the niners were missing another key piece this one on defense. nick bosa sacked geno smith on this play in the third quarter. that was the good news. the bad news. bosa clearly in pain here. tried to continue.

but after the next play he would come out of the game and did not return. bosa was questionable pregame with a hip injury. aggravated his oblique on the opposite side. seattle scored both their touchdowns with bosa on the sideline, including geno smith's game winning touchdown, which is 12 seconds to play. >> what is it to be standing on the sideline when you're seeing this game get decided? >> brutal. brutal. the most important time in the game for me to be out there. i wasn't able to be. so i hate missing time. that's why i pushed through last week and hopefully it's not too long. >> one of our best, best players in this league and you know his next man up mentality. you know guys got to be ready to you know jump in front and you know step up when we need it in the back end. >> we got to be stickier and understand the situation you know got to have it. geno is going to come alive and want to extend the play. so we got to just be more aware in that situation. >> the niners offense struggled to find their footing most of the day, but thanks to wide receiver
