to the low 60s, so it is a bit below average for sunrise here. coming at 654 later on this morning. so looking at highs today about 60 in the city, 59 in richmond, 62 in san jose, a high of 60. in concord. now looking at the three day forecast, we have a lot of changes coming. our way over the next several days. we'll find increasing clouds tomorrow. and then we are tracking a level two storm n wednesday with the highest impacts in the north bay. we'll take a close look at the rain later on this week. coming up in a few minutes. let's check in with gloria. see those drive times this morning? >> good morning. >> so far everything is looking pretty good out there on the roads. this is our map of the roads here in the bay area. you can see mostly green. we do have that slow down in the altamont pass. so that morning commute is getting started. but no major delays at this time. you can see our drive times for right now. tracy to dublin 45 minutes san rafael to san francisco, 16 minutes. antioch to concord 14 minutes. and looking live at our emeryville camera, we are starting to see some

traffic west of the eastshore freeway, heading towards the bay bridge. highway four to san francisco. 26 minutes. not too bad right now, amanda. all right. gloria. >> thank you. developing news in the south bay this morning where a police shooting has left one person in critical condition. it happened in san jose, near south first and sutter streets. police were first called to the area yesterday evening, and they're still there this morning. abc seven news reporter lena howland is live in san jose with what police say happened and the impact on the morning commute. lena. >> amanda. police have been on scene investigating this incident for about ten hours now. if you take a look right here behind me, you will see that police are still on scene here. they have this area taped off here on sutter street, near the area of south first street to state street in a residential neighborhood. now, according to san jose police, this was originally called in as a family disturbance just before 8:00 last night. police say the suspect threatened officers with a knife and one officer shot the suspect. that's when the suspect

barricaded himself back inside the home, but was eventually taken into custody. according to our last update from police, just before 2:00 this morning, the suspect was transported to a local hospital. they are still in critical condition as of last check. now we are expecting to hear more from police in a press conference later on this afternoon. and we of course, will let you know what happens for now. reporting live in san jose. lena howland, abc seven news. >> lena, thank you. today, oakland city workers are planning to rally at city hall to protest potential budget cuts as the city faces a multi-million dollar deficit. the city council is set to meet tomorrow to discuss options to balance the budget. abc7 news reporter j.r. stone breaks down a new city report that has first responders concerned. >> this new report says that first quarter numbers show that immediate action is necessary when it comes to balancing oakland's general purpose fund. basically saying that if oakland doesn't make changes to their

budget now by next summer, they'll be nearly $100 million in the red. they would then be required to declare a fiscal emergency. antoinette blue is a 911 dispatcher in oakland who heads the seiu 1021 city of oakland chapter. she says they can't take more cuts. >> further cuts. it. it's going to make it. it's going to make it increasingly harder. and it's no mistake right now with this political climate, it's hard and it's going to get harder. >> seth olear is vice president of oakland firefighters local 55 union. his thoughts echo those of blue. >> we have no fat to cut. we have no. we are down to the bone. i mean, there every fire engine right now is running ragged. the phone rings 100,000 times a year at the fire department dispatch center, and we answer every single call for service. >> there was a belief that the sale of the coliseum site would balance the budget. but so far,

that hasn't happened because alameda county has yet to approve the sale of its portion of the property. in the report, the oakland director of finance writes, it would be fiscally irresponsible to rely on funds from any property sale, including the coliseum, until after the sale is completed. cash is received by the city and title is transferred. olear believes there are other areas to cut where first responders wouldn't be affected. >> there's definitely some uncollected uh- uh- business taxes that are out there in the tens of millions of dollars. >> blue believes the high ups need to make major cuts. >> executives, directors, whomever. it's time you know they they need to start taking taking a hit as well. take some concessions as well. you know, you can't put this all on the individuals that actually do the work as to what route the city will go, that will be discussed tuesday at the oakland city council meeting. >> j.r stone, abc seven news. >> and we're tracking developing

news this morning about the war in ukraine for the first time since the initial invasion by russia, president biden is allowing ukraine to fire u.s. made long range missiles into russia. the decision coming after russia unleashed its third largest attack against ukraine this year, targeting power plants and energy infrastructure. abc news reporter perry russom explains what this could mean for the wa. >> reporter for the first time, president biden allowing ukraine to use long range missiles toine strike inside russia. it's a major reversal in u.s. policy. u.s. officials say a reason for the change. the 10,000 north korean troops arriving to fight alongside the russians. in his nightly address, ukrainian president volodymyr zelensky says the missiles will speak for themselves. the focus of ukraine's new capabilities expected to be in russia's kursk region. that's where the north korean troops have joined some 50,000 russian troops trying to recapture the land. ukraine seized months ago.

garden over the weekend for a ufc match. he was met with a round of applause and chants of usa! as he entered the new york arena with an entourage that included ufc president dana white, elon musk and robert f kennedy j. this is the first time trump has been to madison square garden since a controversial rally last month. you'll remember that was the rally where comedian said puerto rico was a, quote, floating island of garbage. the president elect has named another cabinet nominee. he's picked brendan carr to serve as chair of the federalto serve as communications commission. carr currently is a commissioner on that board. he's already promised to end the agency's promotion of diversity, equity and inclusion and dismantle what he calls the, quote, censorship cartel. at some of silicon valley's big tech companies like google and apple. trump nominated carr to the fcc in 2017. trump says he nominated carr because of the, quote, great work he's done on the board. this morning, we're hearing from california's soon to be senator adam schiff. he's responding to comments president elect trump made throughout his

campaign, specifically about schiff being an enemy from within. >> look, i'm not going to be intimidated by anything he says, by anything he does. if i was, i wouldn't be on your show. i'm going to do my responsibility in the senate. i will defend our state. i will defend the rights and freedom of the american people. >> schiff was asked about trump's comments, suggesting that he would use the u.s. military against his political opponents. schiff said the military has historically stood up to civilian authority and unconstitutional acts. >> 509 on this monday in the accuweather forecast. we're looking at a quiet start to the week. today. we have clear skies out there. we're expecting a lot of sunshine on our monday and temperatures chilly right now with a lot of us in the 40s, and then we'll start to climb into the 50s later on. this morning. so it's brisk sunshine once again. temperatures mainly in the upper 50s to the lower 60s. we'll hit about 61 in san rafael, 59 in vallejo, 62 in san jose, 60 in san mateo, hit about 59 in antioch. but we are tracking some big changes

coming our way, starting on wednesday and through the rest of the week. we are tracking our first atmospheric river of the season, but the track currently and there's good consensus on this, is that much of the moisture, the highest impacts from this atmospheric river will be around eureka. that's not to say that portions of the bay area are not going to see some heavy rain, but the moisture plume you see, all of this green is really aimed at eureka. and areas right around the oregon california border. but by wednesday, we are tracking some heavier showers, working their way into the north bay. even into thursday, you notice how that plume wobbles. just a little bit. still stays to the north of the region. it's by friday. we'll start to see widespread rain and wind. but starting on wednesday we will see the risk of some flooding and here's the flood risk we have here midweek for the most part, we're talking about extreme northern portions of sonoma county, parts of napa county. so i would say areas from santa

rosa points to the north that would include healdsburg, cloverdale, ukiah, lakeport. you do want to start to prep for some heavy rain coming our way by wednesday. what i mean by heavy rain is look at some of these rainfall totals we are tracking now. outside of the north bay. amounts are very light. we're talking about a third of an inch of rain or less for areas like san francisco, oakland, even san jose. but you hone into parts of the north bay, and this is where we're likely going to see some flooding occurring from ukiah, clear lake yountville closing in on five inches of rain. so we're going to fine tune this forecast, reggie. we'll talk about the rest of the rain coming thursday and friday in just a few minutes. >> drew. thank you. coming up, a health alert over anor e coli outbreak. what you may want to leave off your thanksgiving grocery list and christmas in the park returns to the south bay starting this week. >> it will run until january, but there is an upcoming special one night only event to tell you about. >> and look what she's done. beyonce. just in time for her christmas treat. we'll tell you about

crashed into the parking lot of a drag strip in pomona, as hundreds had gathered for a drag race. gloria. the crash was caught on camera. it was the stands were filled with people attending the national hot rod association drag racing finals, and somebody in the stands hit record right as the plane came down in the parking lot. you can see the plane right there. luckily, nobody on the ground was hurt. the pilot and three passengers on the plane were taken to a local hospital. five cars and three rvs were damaged in that crash. >> we just saw the plane with the smoke behind it, and the next time we looked up, it was it was already on the ground. >> that's just shocking to me to see a plane, like, just cut a whole truck right in half. >> the drag race was delayed several hours, but did end up taking place later in the day. the faa and ntsb are now investigating the cause of that crash. reggie. >> thanks, gloria. rescue workers went into action at

baker beach over the weekend. visitors called 9-1-1 when they heard a man yelling for help. san francisco fire department and california highway patrol's air operations pulled him to safety. using a hoist system on the chp helicopter. emergency crews say the man was out hiking and ventured off the marked trail. >> this gentleman said that the rock slipped out from under him, so he fell a certain amount. so that was the problem with him. he was not able to get back up. so we do tell people to stay away from the areas that are not marked with trails. >> paramedics examined the man, but he didn't require any further medical assistance. >> the cdc is warning about a deadly e coli outbreak linked to organic carrots. 39 people in 18 states, including california, have gotten sick. one of them has died. the carrots are sold by grimmway farms in bakersfield. they're distributed under several bd names. some of them are listed on your screen. the cdc says the carrots at the store right now are likely not impacted, but you

still should check your refrigerator. the first u.s. case of a newly identified strain of mpox has been diagnosed in san mateo county. the person has not been identified. the cdc says the person recently returned to california after traveling to eastern africa, where the new strain has affected several countries. they are now recovering at home. health officials say there is no evidence the virus is spreading, and the risk to the public is low. the vaccine is available to help protect against mpox. >> other bay area school district will be considering closures today. school board members at sonoma valley unified will look at their options in an effort to solve a budget shortfall. the board is leaning toward closing 1 or 2 elementary and or middle schools by the end of the year. the district's two high schools are not being considered. the board will hold a public meeting to discuss the closure today. that meeting starts at 4:00. a final vote on the plan has not yet been scheduled. >> a holiday favorite in the south bay is getting a new look

quiet start to the week. we'll hit about 57 in napa, 60 in the city, 62 in san jose, 59. that high in antioch. overnight tonight we do have freeze warnings in effect for the north bay as those temperatures get chilly once again well into the 30s. just be aware of that. and then around the bay shoreline will be in the upper 30s to the lower 40s, so it will be a cold start to the day here tomorrow. tomorrow is quiet, but then things get very interesting here starting on wednesday and for the rest of the week, we are tracking a very strong atmospheric river moving into northern california. the bulk of that moisture, the highest winds, the worst impacts in california, will be around eureka. but the north bay here locally is going to feel some high impacts as well. so folks listening in parts of sonoma, napa county, especially those in, say, saint helena and napa county, santa rosa and sonoma county points to the north. you do want to begin your storm preps today and tomorrow, because we are looking at a lot of rain coming our way beginning wednesday. that's when the flood risk begins in the

north bay. area wide for folks outside of the north bay, expect your rainiest day to be friday. that's when we have widespread rain and wind expected across the entire region. now, minor changes in the storm track is going to mean major changes to the impact. so this is one of those weeks you just really want to stay tuned to the forecast every day to see what is the latest information with the way the storm track is going. but for the next couple of days, the information has been pretty concise, showing you that by wednesday we are tracking heavy rounds of rain here in the north bay for folks outside of the north bay. the showers are mainly light and scattered. you can just see that plume of moisture aimed at sonoma and napa county. and that's when we look at rainfall totals here just for wednesday. this is wednesday itself from morning to night. those totals really add up in parts of napa, sonoma, mendocino and lake county. so folks in those areas where those inches are measuring 2 to 4, maybe five. you do want to prepare for some heavy rain on

police, this was originally called in as a family disturbance just before 8:00 last night. police say the suspect threatened officers with a knife, and one officer shot the suspect. that's when the suspect barricaded himself back inside the home, but was eventually taken into custody. according to our last update from police, just before 2:00 this morning, the suspect was transported to a local hospital. they are still in critical in critical condition as of last check. now we are expecting to learn a little bit more information from police in a press conference later on this afternoon. we of course will let you know what happens. live in san jose lena howland, abc seven news. all right, lena, thank you. >> developing news on president elect donald trump's transition back into the white house. some of his cabinet nominations are facing new scrutiny. as abc news reporter lionel moise explains, one republican senator is now calling for the release of an ethics report on attorney

a preview of things happening in the bay area. >> first, the effort to replace former san jose city council member omar torres. tomorrow, the city council will meet to discuss how to fill a seat. mayor matt mahan has called for a special election to replace torres. torres resigned and was arrested earlier this month after he was accused of sexually assaulting a relative. >> the murder trial of tech executive and cash app founder bob lee starts up again today over the weekend. a judge reviewed the jury's questions for the accused killer. cross-examination of balwani ended last week. many testified lee attacked him first and that he was defending himself by redirecting lee's knife. he also claimed he had no idea that lee was fatally injured when he walked away. >> and another bay area county is bringing back its mask mandate as covid and flu cases rise. starting today, health care workers in sonoma county will be masking up regardless of their vaccination status. sonoma county joins several other bay area counties that have reinstated the mask mandates.

california. but heading into wednesday. there you can see that atmospheric river thanks to an area of low pressure to our north just really aimed here at northern california locally on wednesday. it's the north bay that is going to see the highest impacts out of this first round of rain. like any atmospheric river, it's going to wobble throughout thursday, lifting off to the north before it crosses the region. here on friday. so expect friday to be the wettest day for folks outside of the north bay. so san francisco, oakland, the south bay, the peninsula, the inland east bay. friday is when you'll see widespread rain and wind, but we really do have to focus on the north bay in the short term, because by wednesday, the flood risk is really elevated. i want to zoom in here. if you're watching us and you are in this yellow region, that would include santa rosa, guerneville, healdsburg, middletown. cloverdale. ukiah. clearlake. lakeport. this is the area by wednesday that is likely going to see flooding. we're talking several inches of

francisco marks ten years of vision zero. the program aimed at preventing traffic deaths. abc seven news reporter sarah campbell spoke with advocates about whether a decade of work is paying off. >> 317 pairs of white painted ghost shoes on the steps of city hall, each with a name. >> harold swaggart, heather miller. >> every one of them killed on san francisco's streets, on bikes and scooters in cars and on foot. >> we never want to contribute to any more shoes to this ghost. you know, ghost shoes to this memorial. that's the hardest part to see this number grow. >> the number 317. the total victims since 2014, when the city committed to vision zero and efforts to reduce and eventually eliminate traffic deaths by making roads safer. and while the overall number of victims is down so far this year, the number of pedestrians killed remains the same. >> we are at the same number of pedestrians 21 since the policy

was passed in 2014 and walk san francisco being the pedestrian advocacy organization, this does hit us. the hardest and this is why we do push on our city to make sure that our streets are safe for people walking among the safety measures they've pushed for are speed cameras. we worked really hard. walk san francisco and families for safe streets and getting the speed camera pilot to come to san francisco. the city has moved quickly on that and got all the pieces in place and those cameras should be turned on. in february of 2025. >> moves like this mean a lot to families like jenny hughes. her mom was hit by a speeding driver in 2011, a speeding driver turning left struck her with an suv and strung her body to the other side of the road, where then she needed to have a surgery to remove her. >> her brain cap because it was too much pressure. >> and she says her mom hasn't been the same since, so she now needs 24 over seven care. >> she's physically here, but she can't be by herself. you know, we have to supervise her. >> that's why advocates are

calling for another commitment from the city. >> san francisco learned a lot in ten years. so how do we build on those learnings to make a really smart policy for the for the next decade? >> tara campbell, abc seven news. >> the rio vista bridge on highway 12 is back open for the morning commute, after shutting down over the weekend for repairs. the bridge is just east of rio vista in solano county. the closure was one of several planned for the bridge to allow crews to upgrade the pavement, replace bridge rails and improve overall quality. the next bridge closure is scheduled for the weekend of december 13th. >> another bart station is about to get the new fair gates. work begins this week at the warm springs south fremont station. right now, crews are finishing up work at the montgomery and powell street stations here in san francisco. abc seven news was there when the first new fare gates were installed at west oakland last december. bart says by february of next year, it will have upgraded more than half of its 50 stations, with the new gates, they're supposed to cut down on fare evasion and improve safety.

>> over the weekend, king tides have been flooding parks, parking lots and roads in low lying areas along the san francisco bay and san pablo bay. minor flooding is expected to continue around until around 4:00 this afternoon, when the king tide ends. king tides occur when the sun, earth, and moon line up, increasing the gravitational pull on the water and making tides unusually high. it happens a few times each year. the next one happens in december. >> this week, two more ski resorts in lake tahoe are opening early thanks to snowfall last week and snowmaking efforts. heavenly mountain resort is opening wednesday, two days earlier than originally planned. palisades tahoe, which is celebrating its 75th anniversary, is opening on friday. that's five days early. mount rose was the first tahoe resort to open the season earlier this month. >> what the world needs now is joy in resistance. what the world needs now is joy in resistance.

shoreline, the inland east bay, we'll find those numbers in the 30s and in the 40s. another dry day coming away tomorrow. before we track rain. heavy at times as an atmospheric river makes landfall in northern california. and wednesday is going to be one of those days where for folks outside of the north bay, it's a very low impact day, but the north bay is going to get hit pretty hard by some heavy rain and some strong winds starting wednesday morning. here's 1030. you see those bright colors on future weather indicating the heavier showers around napa, yountville, santa rosa, clear lake, ukiah. and that's really where the heaviest rain is aimed for much of wednesday, even into wednesday afternoon. we're talking about very heavy rain in the north bay. and then very quiet conditions in the south bay, but the system is really going to just linger and stall over in the north bay even into wednesday evening, as well. that's why we have the flood risk for portions of the north bay right now. mendocino and lake county are underneath a flood watch, so storm prep should be underway today. tomorrow.

finished them by wednesday morning before that heavy rain arrives. let's time out the week for you. when it comes to our rainfall. so here's that first round of rain coming out wednesday. you can see high amounts in the north bay where we're likely see some issues with flooding outside of the north bay. very light, very low amounts of rainfall now heading through the rest of the week. by friday, this is when we'll start to see area wide rain. but by that time, look how much rain has piled up in the north bay. we're talking anywhere from 6 to 12in of rain from santa ros, yountville up through ukiah. so we're going to be talking about this area a lot for the week ahead, and for good reason, because they have a high risk of flooding. it's going to be a high impact situation for folks up there. here's the accuweather seven day forecast showing you sunshine breezy conditions today. increasing clouds tomorrow. then we start to track that atmospheric river with the north bay having the worst impacts wednesday and thursday. then by friday that front is on the move. so we have that rain and wind area ride by friday afternoon guys. >> drew thank you. new at six. infrastructure
