will be at 654 this morning. we have that chilly morning, but sunshine throughout the entire day. daytime highs will be in the upper 50s to the lower 60s. so highs today a couple of degrees below average. but it will look nice out there with full sunshine. 61 in san rafael today, about 58in palo alto, 60 in concord, 55 the high in half moon bay. we have two dry days here today and tomorrow. tomorrow you'll notice increasing clouds ahead of our atmospheric river. now on wednesday it is a level two on the abc seven storm impact scale. but the north bay is going to get hit hardest by the heaviest rain and the strongest winds. we'll show you that timeline coming up in about eight minutes. let's check in with gloria and see those drive times this morning. >> all right. good morning. yeah. so it is starting to get really busy out here at the bay bridge toll plaza. you can see our live look really packed there. the metering lights flipped on about 30 minutes ago, and we're also seeing some more slowdowns there because of a stall that's been reported. it's blocking the right lane after the yerba buena tunnel, and

that's adding to that heavy commute this morning. the tolls to san francisco. that commute time is 22 minutes. and you can see our overall map a little bit of red popping up. we are seeing some incidents, for example, in the south bay, san jose northbound 101 before trimble road. there's a two car crash that's blocking the left lane. and then in the east bay in fremont on southbound 880 before stevenson boulevard, there's a multicar crash that's blocking the second lane from the left. and traffic is pretty heavy from thornton avenue. so a lot going on this morning, amanda. all right. gloria. thank you. developing news in the south bay where a police shooting has left one person in critical condition. it happened in san jose, near south first and sutter streets. police were first called to the area yesterday evening, and they are still there this morning. abc seven news reporter lena howland is live in san jose with what police say happened. lena. >> well, amanda, police have been here on scene investigating this incident for more than ten hours now. sutter street has since reopened, but police seem to have their investigation

centered around one home right here behind me in this residential neighborhood. >> it seems we just lost lena there, so we'll check back in with her once we get everything sorted out. we also know that we are expecting to hear from san jose police later today. so we'll bring that to you as it develops. more news now. >> today, oakland city workers are planning to rally at city hall to protest potential budget cuts as the city faces a multi-million dollar deficit. a new report says that first quarter numbers show immediate action is necessary when it comes to balancing the city's general purpose fund. the report says if changes aren't made now, by next summer, the city will be nearly $100 million in the red. they would then be required to declare a fiscal emergency. the city council is set to consider potential solutions at tomorrow's council meeting. people who work in the city's emergency services, like the 911

dispatch center and police and fire departments, are worried they could face cuts. >> we have no fat to cut. we have no. we are down to the bone. i mean, there every fire engine right now is running ragged. the phone rings 100,000 times a year at the fire department dispatch center, and we answer every single call for service. >> part of the issue, the city was relying on the sale of their portion of the coliseum site to help close the budget gap, and that hasn't happened yet because alameda county hasn't approved the sale of its portion of the property. >> we're tracking developing news this morning about the war in ukraine for the first time since the initial invasion by russia. president biden is allowing ukraine to fire u.s. made long range missiles into russia. it's a major change in u.s. policy and comes as thousands of troops from north korea have joined russian troops. the focus of ukraine's new capability is expected to be in russia's kursk region, and it's an area captured by ukraine

months ago. russia is now trying to get it back, and the u.s. has already supplied short range missiles, only to be used in ukrainian territory seized by russia. >> i think for the russians, they're going to regard this as a major escalation. but the reality is they're going to have to wait for the next administration. the trump administration, and see actually where policy truly lies. >> president biden's reversal comes two months before he leaves the white house. president elect trump says he is the only person who can end that war. >> president elect trump has named another cabinet nominee. he's picked brendan carr to serve as chair of the federal communications commission. carr currently serves as an fcc commissioner. he's already promised to end the agency's promotion of diversity, equity and inclusion and dismantle what he calls the, quote, censorship cartel. as some of silicon valley's big tech companies like google and apple, trump nominated carr to the fcc in 2017. the president elect says

he picked carr for chair because of the great work he's done on the board. this morning, we're hearing from california's soon to be senator adam schiff. he's responding to comments president elect trump made throughout his campaign, specifically about schiff being, quote, an enemy from within. >> look, i'm not going to be intimidated by anything, he says, by anything he does. if i was, i wouldn't be on your show. i'm going to do my responsibility in the senate. i will defend our state. i will defend the rights and freedom of the american people. >> schiff was also asked about trump's comments suggesting he would use the u.s. military against his political opponents. schiff schiff said the military has historically stood up to civilian authority and unconstitutional acts. >> this morning, the faa is looking into a really frightening incident in southern california. a plane crashed into a parking lot of a drag strip in pomona, as hundreds had gathered for a drag race and glory. the crash was caught on camera. it was. the stands were filled with people attending the national hot rod association drag racing finals, and someone in the stands hit record right as that

plane was coming down in the parking lot just outside the drag strip, you could see the plane right there. luckily, though, nobody on the ground was hurt. the pilot and three passengers on the plane were taken to a local hospital. five cars and three rvs were damaged in that crash. we just saw the plane with the smoke behind it, and the next time we looked up, it was it was already on the ground. >> that's just shocking to me to see a plane just cut a whole truck right in half. >> the drag race was delayed several hours, but it did end up taking place later in the day. the faa and ntsb are now investigating the cause of that crash. reggie. >> gloria. thank you. rescue workers went into action at baker beach over the weekend. visitors called 911 when they heard a man yelling for help. san francisco fire department and california highway patrol's air operations pulled him to safety using a hoist system on the chp helicopter. emergency crews say the man was out hiking and ventured off the marked trail. >> this gentleman said that the rocks slipped out from under

him, so he fell a certain amoun. so that was the problem with him. he was not able to get back up. so we do tell people to stay away from the areas that are not marked with trails. >> paramedics examined the man, but he didn't require any further medical assistance. >> take a look at the accuweather forecast. we'll get you into the morning planner and it is a quiet start to the day. expect a lot of sunshine once that sun is up here in the next hour. and by the middle part of the day we're closing in on 60 degrees. so it is looking very nice with daytime highs in the low 60s across the board. we're looking at a lot of sunshine this afternoon, 62 in san jose. we'll go to 60 in oakland. in the city a similar story for walnut creek. so upper 50s, lower 60s. we have two dry days today. today and tomorrow. then by wednesday we are tracking an atmospheric river, setting its sights on northern california. so what you're looking at is increased moisture in the atmosphere. those are the bright blues you see right now to our

south. you'll notice as we head towards wednesday. watch as that plume of moisture makes its way into northern california and then just sits there. thursday and into friday. the areas we're watching very closely here locally are parts of the north bay. we'll zoom on into this area in yellow. if you live in this area, we're talking ukiah, cloverdale, santa rosa, guerneville, middletown, clear lake. you do want to get your storm preps underway. today and tomorrow. have them completed by wednesday morning. because we are tracking inches of rainfall here. reggie will show you those numbers coming up in about seven minutes. drew. >> thank you. considering closures in other bay area school district discussing possibly shutting down some campuses. new costco, where another warehouse is expected to open just in time for the thanksgiving holiday. and a brief change at christmas in the park. the new look you'll see

sick and one of them has died. the carrots are sold by grimmway farms in bakersfield. they're distributed under several brand names. some of them are listed on your screen. the cdc says the carrots at the store right now are likely not affected, but you should check your refrigerator. the first u.s. case of a newly identified strain of mpox has been diagnosed in san mateo county. the person has not been identified. the cdc says the person recently returned to

california after traveling to eastern africa, where the new strain has affected several countries. they are now recovering at home. health officials say there is no evidence the virus is spreading and the risk to the public is low. a vaccine is available to help protect against mpox. another bay area school district will be considering closures today. school board members at sonoma valley unified will consider options, and in an effort to solve a budget shortfall, the board is leaning toward closing 1 or 2 elementary and or middle schools by the end of the year. the district's two high schools are not being considered. the board will hold a public meeting to discuss the closure today. that meeting starts at 4 p.m. a final vote on the plan has not yet been scheduled. a long awaited and controversial costco is set to open its doors in pleasanton next week. the store near the stoneridge shopping center at the five 8680 interchange will open the day before thanksgiving. that's one of the busiest days of the year for grocery stores. construction of the store was held up by legal challenges from residents. they said it would negatively impact

air quality and traffic. city leaders argue the store will provide a big boost to local sales tax revenue. there have been debates over opening a costco in west san jose with hundreds of neighbors writing to the city council against it. the city council approved those plans three weeks ago. >> sfmta is connecting commuters to a new shuttle service, and it's free for a limited time. the new bayview shuttle launched last week. the on demand service will be completely free through december 11th. after that, fares will be similar to muni. the new program connects bayview hunters point to the broader city. riders can book trips through the mobile app or by phone. weekday hours are 7 a.m. to 7 p.m. and weekend hours are 10 a.m. to 6 p.m. a holiday favorite in the south bay is getting a new look for one night only. the annual christmas in the park drive thru light show in san jose will be converted to a bike through show on november 24th. that's this coming sunday

quiet today before some heavy rain starts to move in here by wednesday. so here's future weather today. it's just a sunny day with daytime highs climbing into the 50s by lunchtime, and we'll go into the upper 50s lower 60s for daytime highs today. so high of about 60 in oakland and in the city, 62 in san jose, about 57 in napa, 60. that high in livermore. overnight tonight, we do have a freeze warning kicking in for parts of the north bay from santa rosa, down through san rafael, over into napa. we could see overnight lows as low as 31 degrees. so again, protect those plants, your pipes and your pets with those chilly temperatures. so a cold night on the way tonight as we head into a dry day tomorrow before that rain returns here on wednesday. here's future weather. we really are going to focus on the north bay here wednesday because when the atmospheric river begins to move into northern california, it's the north bay that is going to see the heaviest amount of rain. and it's not just the amount of rain that is falling, it's the duration of this heavy rain throughout the afternoon. that moisture is really just aimed at the north bay and even

into the evening. here's 8:00 pm, folks. outside of the north bay. it's just mostly cloudy and pretty quiet, but for folks in napa, santa rosa, cloverdale and clear lake, we do have the concern for some flooding with this initial round of rain. here's the reason why you look at rainfall estimates. just for wednesday, san francisco, oakland, san jose a couple of tenths of an inch of rain. that's easy to handle. it is the north bay that we have the issue with several inches of rain falling in a really short amount of time. we're talking two, three, four, five, as much as six inches of rain falling in northern sonoma, napa county, lake county and mendocino county. so the atmospheric river is really going to have the highest impacts first in the north bay as a flood risk begins there. by wednesday, the heaviest rain and wind across the rest of the bay area is expected on friday, as the front makes its way south. but just know with any atmospheric river, minor changes in the storm track can mean major changes to the impacts. this is one of the forecasts. you want to stay with us each day to see what to

billion dollars in federal funding, according to the office of oakland congresswoman barbara lee. this is part of the $580 million national investment under the bipartisan infrastructure law. upgrades include wharf enhancements, crane rail replacements, and repairs to accommodate bigger ships. officials say the changes will strengthen supply chain reliability, lower costs and reduce emissions. on to election news and what supporters are calling a victory rally for san francisco's prop k. the proposition permanently closes part of the upper great highway to cars. the votes were 55% in favor, 45% against. the long standing battle between no and yes on k groups may continue as residents express their

in san jose. we have a dry day today. we have a dry day tomorrow. but you'll notice an increase in cloud cover on tuesday. and then we track that atmospheric river setting sights on northern california starting on wednesday. the north bay is going to see the heaviest rain and the strongest wind. with the risk of some flooding. we'll take a close look at those wednesday details coming up in about eight minutes. let's check in with gloria. see those drive times? >> sounds good. thank you. drew. well, right now you can see our map here in the bay area. we are getting reports of some incidents throughout the area. so we're going to give you some more details on those. you can see our drive times albany to the maze ten minutes fremont to san jose 40 minutes in the red. and part of that has to do with a crash that we are tracking right now. this is on southbound 880. this is in fremont before stevenson boulevard, a multi vehicle crash. and we have gotten word that they are starting to clear that moving into the shoulder. but right now it's still blocking the two right lanes. so you're going to see some big slowdowns here in this area for now.

looking live at our golden gate bridge camera though here it's perfectly clear this morning no fog advisory issued, which we see sometimes traffic is flowing nicely in that area. but again, we do have some incidents that we're tracking throughout the morning. so we'll give you updates as we know more about them. >> reggie aqui as you're waking up this morning, we are tracking developing news in san jose, where police shot a person last night this happened near south first and sutter streets just south of interstate 280. the person police shot is supposedly in critical condition right now. abc seven news reporter lena howland is live near where this happened. and, lena, what are they telling you? >> well, reggie, police have been on scene investigating this incident for more than ten hours now. sutter street, where this all happened, has since reopened. but police appeared to be focusing their investigation on one particular home behind me. here in this residential neighborhood. now, according to san jose police, this was originally called in as a family disturbance just before 8:00

last night. police say the suspect threatened officers with a knife and one officer shot the suspect. that's when the suspect barricaded himself back inside the home but was eventually taken into custody, according to our last update from police, just before 2:00 this morning, the suspect was transported to a local hospital. they are still in critical condition as of last check. now we are. we are expecting to learn more information from police later this afternoon. they are expected to hold a press conference to give an update on this incident. for now. reporting live in san jose. lena howland, abc seven news. all right, lena, thank you. >> developing news on president elect donald trump's transition back to the white house. some of his cabinet nominations are facing new scrutiny. as abc news reporter lionel moise explains, one republican senator is now calling for the release of an ethics report on attorney general nominee matt gaetz. >> this morning, new indications that the team assembled by president elect trump is ready to shake up washington.

>> we expect certain agencies to be deleted outright, vivek ramaswamy heading up trump's department of government efficiency with elon musk, suggests they plan to delete entire federal agencies. we expect mass reductions in force in areas of the federal government that are bloated. >> ramaswamy has said the department of education should be shut down. trump last night named brendan carr as the next fcc chairman. carr, the senior republican among the fcc's five current commissioners and a vocal supporter of elon musk, accuses big tech companies of censoring some viewpoints. carr recently posted a letter he sent to apple's tim cook, meta's mark zuckerberg and the heads of microsoft and google's parent company, warning them americans have lived through an unprecedented surge in censorship. your companies played significant roles in this improper conduct. carr, adding the censorship cartel must be dismantled. also over the weekend, trump nominated chris wright as energy secretary. wright is a fracking executive who cls

the effects of climate change are overblown. >> there is no climate crisis, and we're not in the midst of an energy transition either. >> meanwhile, some republicans are skeptical. trump's pick for attorney general, former congressman matt gaetz, can be confirmed by the senate. they want to see a report by the house ethics committee. abc news previously reported a woman told the committee gaetz had sex with her in 2017, when she was 17 years old. now, another woman's lawyer tells abc news my client testified to the house ethics committee that she witnessed matt gaetz having sex with a minor. gaetz has denied the allegations. >> i have not had a relationship with a 17 year old. that is totally false. >> lionel moise, abc news, new york. >> in the north bay, president elect donald trump's second term is creating fear and concern in the immigrant community. he's promised to conduct mass deportations of undocumented people after taking office and in the north bay. there is fear that in the immigrant community

over some of those promises made by president elect trump. now, a local nonprofit is launching a new program to help families prepare. catholic charities of santa rosa is holding a series of presentations in spanish and english. >> we are preparing them and telling them the likelihood of them having an encounter with isis is pretty low, but we do want to empower them with their rights so that they are prepared in case of an encounter with ice. >> the charity says it's been overwhelmed with calls and questions about possible deportations. there's also been a massive increase in people with questions about obtaining citizenship. >> this morning, president biden is in brazil for his final meeting with g20 leaders, and he's making history. yesterday, on his way to that meeting, he became the first sitting u.s. president to step foot in the amazon rainforest. he used the visit to bring attention to his efforts to curb carbon emissions, and pledged billions of dollars to help fight climate change. he did not mention president elect trump by

financial problems, and that's according to an email reviewed by our partners at sf standard. the email was sent by the chair of the university's academic senate earlier this month. it says university president lynn mahoney declared a financial emergency. the email states despite slashing courses and laying off staff in recent years, the university faces a potential 7.95% budget cut in the next fiscal year. a major issue is declining enrollment in just the past six years. the university is down by more than 7000 students. >> we're just ten days from thanksgiving, and if you're finalizing your travel plans, we have some new information for you that just dropped overnight. gloria. triple a is out with their annual recommendations. people for people who are planning to drive. >> yes, triple a says nearly 80 million americans will travel at least 50 miles from home this thanksgiving holiday. that is a record. it's up 2.1% from last year. we know, of course, a lot of you are going to be driving to your thanksgiving destinations. that's 71.4 million of you. and of course,

a preview of things happening here in the bay area. >> first, the effort to replace former san jose city council member omar torres. tomorrow, the city council will meet to discuss how to fill his seat. mayor matt mehan has called for a special election to replace torres. torres resigned and was arrested earlier this month after he was accused of sexually assaulting a relative. >> the murder trial of tech executive and cash app founder bob lee starts up again today over the weekend. a judge reviewed the jury's questions for accused killer nima momeni cross-examination of momeni ended last week. momeni testified lee attacked him first and that he was defending himself by redirecting lee's knife. he also claimed he had no idea lee was fatally injured when he walked away, and another bay area county is bringing back its mask mandate as covid and flu cases rise. >> starting today, health care workers in sonoma county will be masking up regardless of their vaccination status. sonoma county joins several other bay area counties that have reinstated the mask mandates.

wednesday. you're looking at the moisture content in the atmosphere where you start to see these bright blues and some yellows taking shape that is increased moisture in our atmosphere. and there you can see that plume of moisture really aimed at northern california. starting on wednesday. just like with any atmospheric river, it's going to wobble a bit. by thursday, it moves more to the north and then by friday it likely crosses the bay area. so we are looking at several days of some wet weather, but it's mainly the north bay that has the highest impacts when it comes to a flood risk starting on wednesday. so i really want you to study this map. those cities in the north bay that are shaded in yellow do have a pretty high risk of flooding. starting on wednesday. that's ukiah, that sea ranch, guerneville, healdsburg, middletown, clear lake. i do want you to begin your storm preps today. make sure they are done by wednesday morning. that is when the heavy rain starts to move in here. so let's look at wednesday itself for those cities like

abc seven. >> it's 646. new at six. a health warning about the retardant used to put out wildfires, according to a new study from usc. the fire retardant is filled with toxic chemicals. the study found that since 2009, fighting fires has released 850,000 pounds. of these chemicals into the environment. these findings add to the concerns from environmentalists about the impact of the retardant drops. fire officials say the practice saves lives and the benefit outweighs the potential harm. the rio vista bridge and highway 12 is back open for your morning commute. after shutting down over the weekend for repairs. the bridge is just east of rio vista in solano county. the closure was one of several planned for the bridge to allow crews to upgrade the pavement, replace bridge rails and improve overall quality. the next bridge closure is scheduled for the weekend of december 13th. >> another bart station is about to get new fare gates. work begins this week at the warm springs south fremont station. right now, crews are finishing up work on the montgomery and

powell street stations in san francisco. abc seven news was there when the first new fare gates were installed at west oakland last december. bart says by february of next year, it will have upgraded more than half of its 50 stations. with these new gates, they're evasion evasion and improve safety. >> over thee weekend, king tides have been flooding parks, parking lots and roads and low lying areas along the san francisco bay and san pablo bay. minor flooding is expected to continue until around 4:00 this afternoon, when the king tide ends. king tides happen when the sun, earth, and moon line up, increasing the gravitational pull on the water and making tides unusually high. it happens a few times every year, and the next one happens next month. >> this week, two more ski resorts in lake tahoe are opening early thanks to snowfall last week and snowmaking efforts. heavenly mountain resort is opening wednesday. that's two days earlier than originally planned. palisades

wednesday. overnight tonight we do have a freeze warning in effect for those areas in the north bay shaded in purple. that does include napa, santa rosa, mill valley, san rafael, where overnight lows could dip as low as about 31 degrees. so of course you want to protect your plants, your pipes, your pets. take all those precautions with the cold weather overnight tonight with mainly clear skies, we'll dip into the 30s and into the 40s. let's talk about that atmospheric river that moves into northern california starting on wednesday. and throughout the day on wednesday, we're focusing our attention in the north bay, because that is where this system is really going to stall. not out of the question, though, for areas like oakland, livermore, the city, the south bay, we could see a light shower from time to time. but the impacts there are very low. it's the north bay that just gets inundated by hours of heavy rain starting wednesday morning and continuing into wednesday afternoon and wednesday evening. we'll stop the clock here at 8 p.m. you can really see what i mean. it is still raining pretty hard in the

north bay, but areas outside of the north bay, we're just dealing with mostly cloudy conditions. so looking at the rainfall totals, this is just for wednesday itself, a few tenths in the city, the same in oakland along the peninsula. the south bay. that is just fine. we can handle that. what is going to be very tough to handle? inches of rainfall showing in a very short amount of time. and yountville. clearlake, ukiah. we're talking two, three, four five inches potentially six inches of rain falling in parts of northern sonoma, northern napa county. that is why we have that flood risk starting on wednesday. and that's why i want folks in these areas to do their storm preps today and tomorrow, have them complete by wednesday morning, just as that rain begins to arrive. so looking at rainfall totals through the rest of the week, i mean, it is not out of the question that there could be some areas in parts of mendocino, lake county, northern portions of sonoma and napa county that we're closing in on a foot of rainfall outside of the north bay, a lot less rain, less than an inch of rain in the

south bay, the inland east bay, probably an inch of rain in the city through the week that we can handle, but we're focusing our attention, certainly on the north bay for the next 5 to 7 days. here's the accuweather seven day forecast. sunny and breezy today. increasing clouds tomorrow. by wednesday and thursday, the worst impacts will be felt in the north bay by friday. that is the wettest day for the rest of the bay area. that's when rain and wind is more widespread, with scattered showers over the weekend. guys. >> all right, drew, thank you. the bay area is getting into the holiday giving spirit. scouts are teaming up with local food banks for the annual scouting for food collection drive to help families this holiday season. the annual food drive is more important than ever this year, with 1 in 5 californians at risk of food insecurity, according to the sf marin food bank. they serve more than 50,000 households across the bay weekly. >> it's really moving to see, and i think that every year i've done this, it just means a little bit more, especially around the holiday season. you see, like, i mean, the sheer amount of food that we have today and it's just like, wow,
