firefighters investigate a capsized boat. the initial report came in around 145 this afternoon. a five people in the water. we have learned that all five people are on shore, but unfortunately the word is at least one person is dead. this is happening just north of bodega bay, near salmon creek. we will continue to follow this breaking news, and we'll have a live report coming up at 4:00. with that, we say, good afternoon. thanks for joining us i'm kristen z. this comes as a small craft advisory. just expired moments ago at 3:00. this comes as we brace for an atmospheric river later this week with the biggest impact expected to be in the north bay. but as you can see, it's not here yet. it is, in fact quite beautiful, right now. for all the details, let's get to abc seven news meteorologist drew tuma. >> we are really highlighting heavy rain moving in by wednesday across portions of the region this morning. though it is beautiful out there. a live look at santa cruz. so the forecast today is a quiet one. a

good day to get those storm preps underway, especially those in the north bay. inland will be in the upper 50s to lower 60s. partly cloudy skies around the bay shoreline later on this evening as you fall into the 50s after 5 p.m. and along the coast, you just saw that beautiful picture from santa cruz. lots of sunshine and highs staying in the 50s. so a couple of degrees below average. but all in all, no issues with the forecast the next 24 hours when it comes to our daytime highs, upper 50s to the lower 60s, we have that freeze warning in effect for the north bay. begin at midnight, where areas like santa rosa, san rafael, napa, mid and low 30s overnight tonight around the bay shoreline from fremont to the city. oakland upper 30s to the mid 40s. so area wide it is going to feel cold first thing tomorrow morning. tomorrow you'll just notice an increase in cloud cover and then the rain does arrive here starting on wednesday on the abc seven storm impact scale. it is a level two, a moderate storm. we're highlighting the highest impacts in the north bay, and that is where we'll have the flood risk starting wednesday. outside of the north bay, the risk is a lot

lower when it comes to any sort of flooding, because of the track of the current storm system. so here's future. let's talk about wednesday, the tail end of the morning commute. here's 830. we're tracking heavy rain, moving on shore in the north bay. that's the yellows and oranges you see on your screen. a lot lighter as you head south and east. in fact, the south bay likely mainly dry. first thing wednesday morning. just notice how that plume of moisture, it just stalls over the north bay. here's 230. we'll fast forward into wednesday evening and it doesn't budge. i'm stopping it here because it really highlights the difference in rainfall totals we're going to end up with. you notice outside of the north bay it's really quiet. we have mostly cloudy skies across the city oakland, san jose. but the north bay is just getting inundated by heavy rounds of rain. so really highlighting this area in yellow, we can't talk about this area enough. if you live in this area, that's cloverdale, middletown, healdsburg, santa rosa, ukiah, navarro, even knoxville, saint helena, you

really want to get those storm preps underway because we're tracking a lot of rain, not only just wednesday, but for the rest of the week. so here's a look at wednesday's rainfall. several inches around santa rosa, clear lake, ukiah. outside of those areas, it's not all that bad. we're talking low rainfall amounts. watch what happens on thursday. watch this area specifically. watch those numbers climb. we're talking half a foot of rain. by that time. in some portions of the north bay. and then by friday we get more rain area wide. finally, that storm track is on the move, but by friday evening there will be some areas in the north bay that likely receive more than a foot of rainfall. and that's why we're highlighting the flood risk there. so here's the accuweather seven day forecast. sunny and breezy today, increasing clouds tuesday, then wednesday and thursday. the highest impacts will be felt in the north bay by friday. that storm track is finally on the move south and east. that's when we become widespread. with that rain and wind. then some leftover scattered showers saturday and

sunday. >> all right. and you can see just how treacherous the conditions on the water are already in pacifica. take a look at these impressive waves and choppy waters at the pacifica pier today. that small craft advisory in effect until 9:00 for the area south of the bay bridge. you can always keep an eye on the weather here where you live with the abc seven news bay area app, it gives you access to the same live doppler seven tools our weather team uses just download the app and be sure to turn on the notifications recalled alameda county district attorney pamela price broke her silence today. this is her first time speaking publicly since the election, in which voters chose to remove price from office by a large margin, but she did not concede until this afternoon. >> i thank you for the honor of serving you as your district attorney, and i applaud you for going to the polls in 2022 and believing in the possibility of reforming our criminal justice

system after 100 years here in alameda county, she took the time to reflect on the successes of her time in office and thanked her family, her staff and the volunteers who try to keep her in office across the bay in san francisco, mayor elect daniel lowry announced the members of his ten person transition team this morning. >> he posted this video of the announcement on x. now this team includes heavyweights like openai ceo sam altman. now, what does this team say about lowry's top priorities for the city? in just a few minutes, we'll talk live with the mayor elect in his very first sit down interview with a bay area tv station since winning the election. so you want to stick around for that conversation from our studio coming up in about five minutes in the south bay, we are waiting to learn more details from san jose police about a shooting involving officers that sent one man to the hospital. it all started around 745 yesterday evening near south first and sutter streets. police are

scheduled to give an update on the investigation in about 45 minutes, but abc seven news reporter lena howland has more on what we know. so far. >> well, san jose police have been very tight lipped over this investigation so far today. they did say this was originally called in as a family disturbance involving a weapon. it happened just before eight last night near sutter and south first street. police said during the investigation, the male suspect threatened officers with a knife and one officer shot the suspect. that's when the suspect somehow barricaded himself back inside of a home off of sutter street. while it's not clear how long the standoff lasted, police said the suspect was eventually taken into custody. according to our last update from police around ten this morning, the suspect was taken to a local hospital with life threatening injuries. he is still in critical condition as of last check. no officers were injured during this incident. we are still working to get more information from police about this shooting. we have learned

they are expected to hold a press conference around 345 this afternoon in san jose. lena howland abc seven news. >> one of the items on the san jose city council agenda tomorrow will be how to replace omar torres, the former council member charged with sexual abuse. mayor matt mehan has called for a special election, but at least one council member wants the replacement to be appointed. torres resigned and was arrested earlier this month after a relative came forward accusing him of sexual abuse. 20 years ago, next door in san mateo county. calls for the sheriff to resign are growing louder today, a group of elected leaders, including congress members kevin mullen and anna eshoo, are calling on sheriff cristina corpus to step down. this comes less than a week after the release of a 400 page report accusing the sheriff of fostering a culture of intimidation and retaliation and having an inappropriate, intimate relationship with her chief of staff. corpus says the report is, quote, politically motivated. one sided and filled

area television interview since winning is san francisco mayor elect daniel lowry. welcome so much. mayor elect. >> thank you, chris, and thank you very much. it sounds like you and i both have bears in common. go. >> bears always cow bears always. yes. you did graduate work there, right? >> i did graduate work there, and it was an unfortunate loss to the syracuse, wasn't it? >> but that's okay. we'll get stanford this weekend at the big game. we could probably talk about that all day. yes. howeve, there are probably other things to talk about. i know inauguration day is not until january, but it seems like you've been very busy already. what does the life of a mayor elect look like? what's it been like for you? what are you doing? >> it has been incredibly exciting. we have great challenges ahead, but we have also incredible opportunities. and today we put together an announcement with a lot of great, diverse group of people that are going to help us turn around a great american city. i can't tell you more about the fire chief, joanne hayes-white,

sam altman, commander paul. yep. nancy tung, it's a group of people that are committed to turning around san francisco. >> we actually have a graphic, i think, made of that funny thing. and yeah, this is a very eclectic mix of kind of insiders and outsiders and innovators. what does that say? especially i was intrigued by sam altman. right? openai and i wonder if you plan to make ai or technology a centerpiece of maybe rebuilding san francisco's economy or how you solve problems? >> absolutely. first off, the sky is the limit and we are the home of ai. we're going to continue to double down on that, but we're going to bring a diverse group of companies back to san francisco. i want the message to be loud and clear that entrepreneurs and innovators and creatives are welcome in san francisco. again, we're going to do everything in our power to make sure that san francisco is once again considered and is a world class american city, and these are the people that are going to help us get going over the next 50 days until inauguration day. so we

have a lot of work ahead of us. every day is busy. i will say this mayor breed and her team have been incredibly gracious, helping us on the transition. we have a lot of work to do and i appreciate all of their support. >> real quickly, i want to touch upon michael tubbs, who is also in that picture on the top right. of course, the former mayor of stockton and also running for lieutenant governor in 2026, but also big proponent of ubi. they had a pilot. does this suggest anything about you wanting to maybe expand ubi or run some experiments? pilots in the city. >> mayor tubbs and i go back a long way now. he brought innovation to the center of everything he did in his city. i just wanted his advice, his counsel and his energy for turning around not only the state of california, but he wants to help us here in san francisco. he's been focused on tackling issues of poverty, like i did for the last 20 years at tipping point. he's just a very close advisor, and i look forward to his counsel. >> okay, so now that you've told us about some of the people on

your transition team, let's talk a little bit about you. look, of course, during the campaign, a lot of labels were put on you, right? newcomer, nonprofit executive levi's air. but those are labels. how do you see yourself? like who is daniel laurie? >> i'm a san franciscan. i love this city. as i said often, my two kids were born on the at the same hospital that i was born at on california street here in san francisco. i have a undying and unwavering commitment to this city. i'm excited about the opportunities ahead over the next four years, but i just care deeply. i was worried about the direction our city was heading in and i decided to jump in. and yes, kristen, there were a lot of labels, but right now all i want everybody to know is that i'm going to be a mayor that serves the people of san francisco. whether you voted for me or not, i'm going to be working for you. >> you don't mind if we show the video of your kids from your instagram page, i think, right? >> i think let's see it. >> we were talking about how

they're still at an age where they think daddy is cool. oh, i felt like this might have been a little bit of like a hostage video for my son. >> he looks a little not sure what to do there, but yes, my daughter and my son. i mean, there's nothing more important to my wife, becca and me than those two. >> you say that's why you got into the race. >> i was walking the two of them across the street in the mission, and we came across somebody that was in distress, had no clothes on, was screaming, and i couldn't explain to them why that was happening. and we've all had that experience as parents here in this city. it's unacceptable. i mean, you can walk down the streets right now of market street or mission or van ness, and you see people asleep in the middle of the day. we have to do better. we have to build more mental health and drug treatment beds. we have to get people off the street. and as you know, i've been saying this from day one, public safety is going to be our number one priority. and then the second is the behavioral health crisis on our streets. something that is not benefiting the people on the street. and it's not helping our kids either.

>> so i was going to ask you, what are your three top priorities? but i think i just heard of two of them just now. is there anything else you want to throw in there, like all hands on deck. >> public safety. and then the behavioral health crisis on our streets. and then making sure that we streamline the bureaucracy so that city government once again works for the people of san francisco. you know, people want to label all of us in elected office. progressives, moderates, conservatives. we are san franciscans. first, we want to make sure that city hall works for the people. that's going to be my top priority. >> okay, so if you say reform, right, and change, i got to ask you. last week, police chief bill scott said he plans to continue serving the city. have you made up your mind? have you decided if you will like him to continue? >> he and i had a discussion last week. we're going to continue. continue those discussions. everybody knows that. chief scott is committed. he is a great person and we're going to have continued talks on that front. okay. >> look, president elect donald trump, we've got to talk about

this because he's promised mass deportations from day one, using the u.s. military, possibly. and here in san francisco, it's always been a sanctuary city for a long time. and as such, city resources were not used to aid federal immigration goals, if you will. and actions if this does come to pass, what do you think you will do? >> well, first let me say this. i was elected with a mandate to get results for the people of san francisco. that's going to be my focus. i've spoken to speaker pelosi about the topic that you just brought up. i am always going to defend our immigrant community. i am always going to defend our lgbtq community. but i was elected to get results for the people of san francisco. and so, you know, talking about issues coming from d.c. right now, i'm trying to stay focused on our people and not deal with hypotheticals in d.c, but i have a commit. i'm committing to the people of san francisco that i will always, always protect our immigrant community. >> okay? and we'll keep that

conversation going as it plays out. but look, what do you hope will feel different and actually be different for the people of san francisco, let's say a year from now, i want all of your viewers, if they're outside of san francisco, i want them all being back in union square. >> i want them coming to shows on market street, visiting san francisco, and feeling hopeful and optimistic. kristen sze this city, when we are at our best, is the greatest city in the world. we all want it to come back, not just san franciscans, but people around the bay area, around the country, and by the way, from around the globe. and i'm committing to you that we're going to get safety under control. we're going to get our behavioral health crisis under control, and we're going to invite people, entrepreneurs, innovators, our creative class back to san francisco. and we're going to be shining again. >> okay, so you're a data guy, right? i think. so how do you plan to measure your own effectiveness and success? >> well, i think if you look at downtown, you look at the 22 salesforce towers worth of empty office space. we have to get that filled up over my first term. i mean, that is one goal

public safety. we need to make sure we get that under control and then making sure that we get people off the streets and into beds, we can measure all that, and we will. >> all right. you mentioned san francisco at its best. what a great city. i mean, i tend to agree with you. so with the holidays coming up, this is the toughest question of them all. which san francisco experiences locations do you think you're going to go enjoy and want others to do well next week? >> we got the christmas tree got lit in union square. my daughter wants to go ice skating next week. we're going to do that during the thanksgiving break. she has she has the week off. we don't in the in the mayor elects office, but i'll make sure and take her out ice skating at one of the holiday rinks. >> and you ice skate. >> i do not you poorly. poorly. she is much better. and so we're going to. we're going to make sure we do that next week. >> all right? all right, mayor elect daniel lurie thank you so much. really appreciate you coming on. and sharing all this with our viewers. >> of course i look forward to

(♪) budget cuts. it's in response to a city finance department report that says immediate action is necessary when it comes to balancing the city's general purpose fund. the report says if changes are not made now by next summer, the city will be nearly $100 million in the red. and that would require the city to declare a fiscal emergency. the city council is set to consider potential solutions at tomorrow's council meeting. people who work in the city's emergency services, like its 911 dispatch center and police and fire departments, are worried they could face cuts. >> we have no fat to cut. we have no. we are down to the bone. i mean, there every fire engine right now is running

ragged. the phone rings 100,000 times a year at the fire department dispatch center, and we answer every single call for service. >> part of the budget issue is that the city was relying on the sale of their portion of the coliseum site to help close the budget gap. well, that hasn't happened yet because alameda county has not approved the sale of its portion of the property. we're just ten days from thanksgiving, and triple a is out with its annual travel forecast. it says nearly 80 million americans are expected to travel at least 50 miles from home this thanksgiving holiday. that's a record and up 2.1% from last year, 71.4 million people plan to drive and, of course, one of the busiest days on the road is projected to be next wednesday, the day before thanksgiving. triple a says suggested hitting the road before 10 a.m. to avoid traffic. and here in the bay area, they think peak peak congestion will be around 7:30 p.m. but to avoid traffic, triple a suggests
