>> abc7 news anchor dion lim is in the north bay with the latest on this breaking story. dion. dan and christine. that's right. that call came in at about 145 this afternoon of a boat containing five people on board capsizing right here off of salmon creek beach. now, as i step aside, you can actually see that small craft still on the beach and the tracks by emergency personnel. one person is dead and the four others rescued and treated by medical personnel and transported to the hospital. now take a look at this video that was shot shortly after the boat came ashore. you can see that there are actually two helicopters on the sand, including one from the highway patrol. cpr had to be administered and there was at least one victim being wrapped in a very thick jacket. law enforcement tell me this was difficult because hypothermia had set in, and it was difficult to speak to those victims, difficult for them to

communicate as to what exactly happened. you see that helicopter right now landing on the sand and a number of emergency personnel, along with those health officials, right now getting close to the scene. now back out here live. you can tell that we are dealing with 15 foot swells in a small craft advisory. it is still too early to tell whether or not that played a role in this capsizing. but once again, still. sonoma county sheriff's they are still on scene, trying to piece together exactly how this incident happened, but the conditions out here are quite brutal with the winds, with those high swells. a story we will continue to follow throughout the evening. back to you in the studio. all right dion, thank you so much. and this is the third deadly incident as we mentioned involving a capsized boat in the area this month. on november second four people died just north of bodega bay. then on november 4th, one person died after another boat capsized in the same area.

>> you can see how treacherous conditions are on the water today. this video shows choppy waters and powerful waveshoppy crashing against the pacifica pier. that small craft advisory is still in effect until 9:00 for the areas south of the bay bridge, and we are on storm watch this week with heavy rain and flooding possible in the north bay. >> abc seven news meteorologist sandhya patel is here now with a look at what we've got going on right now. all is quiet, but that is going to change dramatically. dan and kristen, let me show you the atmospheric river that is moving in our direction. it is going to develop it arrives on wednesday. the focus is going to be theday. north bay, but eventually everyone gets in on the action. i want to show you that storm that is developing on live doppler seven. it is a level two for your wednesday, and as we show you some of the watches and warnings, you will see why the focus is on the north bay. that's where the heaviest rain is expected at 4 a.m. wednesday until 4 a.m. friday, they have a flood watch going up. they are expecting heavy rain and that could lead to flooding

on streams, creeks and roadways as we time this out for you, notice at 4:00 wednesday morning, the rain is moving into the north bay. by 8 a.m. it's starting to cross san francisco parts of the east bay, but that rain line shifts back into the north bay and just sits there, which is why the rainfall totals will reflect this through wednesday night. not a whole lot expected from san francisco south and east, but look at the north bay. we're talking over four inches in some parts, like clear lake, santa rosa, over three inches of rain. and as we check out the storm impact scale, it's a two focused on the north bay heavy rain, flooding likely light to moderate rain expected elsewhere. i'll be back with a full look at the forecast, which includes a big freeze for some parts of the bay area tonight. >> dan looks like it. all right, sandhya. thanks. an inflatable dam along the russian river in sonoma couy will be lowered before the storm hits. the rubber dam sits near forestville, with river levels projected to exceed 1600 cubic feet per second. the county water agency will release air to lower the height of the dam,

which will release water ahead of the storm. >> alameda county district attorney pamela price today officially conceded, accepting that she has been recalled. abc seven news reporter leslie. abc brinkley drilled into what's next in figuring out who will become the next da. >> the voters have spoken, and while the outcome is not what we hoped for, i respect their decision. >> pamela price admitted defeat today after weeks of refusing to concede a recall vote. she will remain in her post as da until december 5th, when the election results will be officially certified. >> my team and i are working internally to ensure a smooth transition and with the responsible county officials to provide my successor with as much information as possible. i will not abandon the residents of alameda county as my predecessor did, by simply walking away. >> the contentious vote to recall price is similar to the

vote to remove chesa boudin as san francisco's da two years ago, both sought to reform the criminal justice system. >> the thing that's so problematic about recalls is that it actually takes away from voters the choice of who represents them. so the voters didn't get to pick who replaced me when i was recalled and the voters didn't. and won't get to pick who replaces da price. >> the alameda county board of supervisors will choose. >> do we need justice reform? yes we do. at the same time, we need accountability and i said this to you before we need. healthy fear and respect brought back to our community. it's a big responsibility on the supervisors. they have to pick the right person that's going to unify the board of supervisors. >> our next official meeting after december 5th. it's december 10th. that's when we can officially take up the matter of replacing the da. is there any number of options we can put in a placeholder? we can make an appointment. we can

someone serve through june of 2026. >> what's got to be decided is who serves until 2026, when a new election will take place for a da to serve for the remainder of price's term through 2028. i'm leslie brinkley, abc seven news. >> and tomorrow, the san jose city council is set to decide how to fill the district three vacancy left open when san jose city council member omar torres resigned after he was arrested and accused of sexually assaulting a relative. he could be replaced either by an appointment or a special election, or both. >> let's go to the south bay now. and a fight against rising anti-semitism in silicon valley. >> today, santa clara county officials joined jewish community leaders to stand against hate. abc7 news south bay reporter dustin dorsey has the details. >> following the horrific events of october 7th, 2023, both jewish and palestinian

communities have suffered from acts of hate, with a disturbing rise in anti-semitic violence worldwide. in san jose, members of the jewish community and their allies are coming together to say, hineni, here i am, here i am, here i am. it's a powerful phrase that simply means we are here to support one another and oppose hate, especially as the conflict in gaza continues. >> we have no influence over the decisions of the israeli government, and yet we are held in a form of collective punishment, a form of anti-semitism that has rung true for millennia. we are being held responsible, and it feels like we, as citizens of this country, are being prosecuted for a war overseas and have opinions on the war that we may or may not agree with, that they presume of us that is not okay. >> here in santa clara county, district attorney jeff rosen is prosecuting those who spread this hate in an attempt to stop it at the source. as a son of holocaust survivors, he knows personally how damaging anti-semitism can be.

>> i grew up surrounded by concentration camp survivors. their memories, their struggles and their tears. anti-semitism is not only morally reprehensible, it is totally and profoundly anti-american and un-american. >> sadly, rosen says, hate crimes against jewish people in the united states are increasing, and rosen says jews are more likely to be the victim of a hate crime than any other religious or ethnic group. it's not a battle rosen says can be fought alone. but this group of leaders in the south bay hope they prove today the jewish community is supported and is not alone. >> we have to speak up as allies and be willing to highlight these examples and stand firmly against them and say that theyy that anti-semitism is wrong and that hatred will not be tolerated for the hopes of a safe and welcoming community for all. >> in san jose. dustin dorsey, abc seven news.

get yours today at kardia.com or amazon. responsible potential budget cuts the city will face a $93 million deficit by this summer. the end of this fiscal year. that's according to the finance department, which warns the city needs to balance the budget now or declare a fiscal emergency a contingency budget released in june calls for significant reductions in the workforce, including at the police and fire departments.

>> the residents are asked to do more to pay for more services, while the staffers are city workers are expected to do more work with less people. >> obviously, whatever plans, whatever they thought they had, it's not working. we have to come together and we have to fix this for the community, for the citizens of oakland, a big part of closing that deficit relied on the sale of the coliseum site. >> that's been held up because the alameda county officials have not yet approved the sale of their portion of the property. the city council meets tomorrow and will take up the budget, will report back. the sonoma valley unified school district is also facing a big budget deficit because of declining enrollment. board trustees are meeting right now on a plan to close and consolidate elementary and middle school campuses. trustees were leaning toward closing one elementary school, and adele harrison middle school. that discussion is underway right now in fact, at district headquarters in sonoma, 100

alameda county families are getting a big financial boost from the united way bay area. >> they are part of a guaranteed basic income pilot program that will give them $18,000 over the course of 18 months. the first $3,000 payment went out today. each family will get $1,000 monthly payments thereafter, with amounts tapering off the last six months of the program. the families will also get financial coaching. >> san francisco mayor london breed says overdose deaths in the city are on the decline. like never before. latestne. numbers from the department of health show 32 people died of accidental overdoses in san francisco in october. that's a 50% drop from october of last year and an overall drop of 20% this year. mayor breed calls the report remarkable and shows the city's aggressive and dedicated efforts are paying off. >> it is starting to work because the people are out there doing the work and making sure that folks know it's not a one

size fits all, but the options in this city exist, and the options in this city. it'se saving lives. >> officials credit the declines to access to medical and behavioral health treatment offered by the city. >> all right. very pleasant today. but boy, do we have that atmospheric river coming our way. >> it's about to turn back on. meteorologist sandyha patel is here with the forecast and what we can expect. sandy. >> yeah, and dan and kristen, we are going to be in for a wet week ahead after tomorrow. so let me show you live. doppler seven. and you will notice that there are some clouds rolling in. these are just harmless there ahead of the storm. that is coming in. and as you both mentioned, it's an atmospheric river developing in the pacific expected to rapidly intensify over the pacific, known as bombogenesis. and that atmospheric river is going to be aimed at the pacific northwest and northern california. also, parts of our north bay. so get ready. this will be a significant atmospheric river, and it is bringing flood

risk. as you will notice, it's increasing for the northern part of our viewing area. even some parts around san rafael, marshall, fairfield, yountville area in that increasing risk category. so it's going to be really going to be focused in the north bay. this is the time to get ready. high clouds are moving in from our golden gate bridge camera. you can see it temperatures in the 50s from san francisco to oakland, san jose 59 and it is 54 and half moon bay. a beautiful view from our east bay hills. camera seeing a lot of cloud cover right now. 50s from santa rosa to napa, 57 in concord and livermore and a equal and equally gorgeous view from san jose camera as you see the sun getting filtered by the high clouds. wednesday that atmospheric river arrives. the highest impacts will be for the north bay, and we are talking about an unsettled pattern. the rest of the week. it's a level two on our exclusive abc seven news storm impact scale for wednesday. it's a moderate strength storm focused on the north bay, where heavy rain and flooding is likely light to moderate rain elsewhere. so we time this out for you. 4:00 wednesday

morning as the commute begins. the north bay is starting to get that rain. it slides at 8 a.m, the oranges and the yellows indicating moderate to heavy rain. you will notice at 11 a.m. it's into the east bay. parts of the south bay. and really this is going to start to lift by wednesday afternoon and just stall out here over the north bay, where they're just going to continue to get downpours at times. 10:00 wednesday night, finally, it starts to shift into san francisco and then thursday will continue to see periods of rain and showers across the entire bay area. now rainfall totals taking you through friday night close to a foot in ukiah. but you look at places like brentwood and san jose and you're just under a half an inch over an inch in san francisco. and richmond. santa rosa, this model is going over nine inches. the other model is not as aggressive on this, so i'm just letting you know about this and taking you through saturday night. we are still looking at additional rain and this is going to add up to about 9900. and ben lomond 6/10 in

seven news reporter luz pena has been following this story and has more on the new plan. reporter san francisco's controversial center bike lane on valencia street is one step closer to being removed. >> it was new and a little bit difficult to navigate, and if anybody parked to run out and get something, all the traffic got stuck behind them and it was challenging. >> after over a year of business owners reporting concerns about the removal of parking spots to create a new bike lane, the city's transportation agency is taking responsibility and presenting their final design to turn the center bike lane into a side running bike lane. >> i hope that the agency has learned a valuable lesson for the future that they should just install curbside protected bike lanes from the start, rather than proposing kind of these novel or new designs that that don't work. reporter. >> the side running bikeway design is already in place in other parts of the city. we're on 14th and valencia and this is what the new design is going to look like, where cyclists are going to be able to ride next to

the sidewalk and cars are going to serve as a barrier between traffic and the bike lane. a win for cyclists. but this will still impact parking. >> overall, we're going to remove 79 parking and loading spaces with the change to a side running bikeway design. >> the new design is not perfect. luke bornheimer, executive director of the nonprofit streets forward, is concerned about the risks of floating parklets running in between the sidewalk and the parklet. >> so if someone if a server is walking between the parklet and the sidewalk, if a kid or a senior or a person with a disability is walking in between the sidewalk and the and the parklet, they have to cross the bike lane. and so that just creates conflicts and potential safety issues. >> despite all this, merchants are hopeful the new design will bring business back to valencia. >> it helps us bring in traffic, more foot traffic, more people want to drive on the streets over here. it used to be a pretty happening place. >> we've talked to the, you know, business owners and sfmta, and i think overall, everybody

have worked very hard to get here. i know what i've done. i can hang my head up high. >> san mateo county sheriff christina corpus is not going anywhere. that's the message from her exclusive interview with i-team reporter dan noyes. just days after the board of supervisors voted, urging her to resign. >> an independent audit found that corpus had an intimate relationship with her civilian chief of staff, and that she allowed him to run the

department. and now, of course, the sheriff is coming out in the strongest way to tell our dan noyes that, no, that's not true. yeah. >> dan is here with a report. you'll see only on seven. dan. >> well, dan, christina corpus took office in uh- as sheriff in january of 2023 as the agent of change. but she says resistance from what she calls the old boys club has been even tougher than she expected. >> i have done nothing wrong. this is an attack. it's a coup that has been in place for a while by the county executives and the board of supervisors. >> the scathing audit contends that sheriff corpus is having an intimate, personal affair with her civilian chief of staff, victor nj, and that she gave control of the sheriff's department to him. >> garbage. i say it's false. i am not having an affair with him. i've known victor for 17 years, 17 years, and we are colleagues. i consider him a trusted confidant, a friend. is it because i'm a woman and i

can't have a man next to me that i trust without having a sexual relationship with him? >> the audit cited phone call interviews with 40 current and past sworn and civilian employees, but they were all granted anonymity. they did not testify under oath, and their interviews were not recorded. >> disgusted. appalled. why? because most of the information that's in there is made up false and unverified and the most salacious accusations came from just one person identified as civilian employee number three, who works in records at the millbrae sheriff's substation, where corpus served as millbrae police chief before she became sheriff. >> corpus claims she heard a warning about employee number three one year ago, a prominent san mateo county female attorney went to one of my captains and said that if i didn't give this person a promotion, then i was

going to regret it. corpus tells me employee number three did not get a promotion and that she lied again and again to retired santa clara judge ladoris cordell, who conducted the audit. i read from the report to the sheriff. she says that you told her in j. ever leaves me, i don't know how i'll make it. i won't survive. >> i've never said that. dan never said that. >> employee number three went on and on, saying she saw corpus and i and j kissing on a couch at the substation, that she frequently saw him rub her neck, shoulders and feet. that on a zoom she caught corpus and i and j at his ranch on the san mateo county coast, feeding each other in an intimate fashion, touching and rubbing each other and playing footsie. that, and more. not true, says the sheriff. employee number three was in the office. i and j said, quote, we're practicing a lot to have

kids. the civilian employee responded, gross, i don't want to hear this. don't ever say anything like that to me again. and she says, you kind of chuckled that she was annoyed with him saying that. did that conversation happen? >> i never well, first of all, i'm not having a relationship and secondly, i can't have children. and thirdly, i'm that is just ridiculous. >> the audit also recounts a retired officer spotting corpus at sfo boarding a flight to hawaii with victor j. did you stay in the same place with victor? >> no, i stayed with my brother. >> did you see victor when you were in hawaii? >> at the airport. and we met for coffee one day. but that was it. >> corpus tells me she knew she would face headwinds trying to make change at the department, but she didn't expect such an onslaught from the board of supervisors. >> i'm willing to talk with you today. after today, i won't be willing anymore. >> supervisor noelia caruso supported corpus as sheriff, but she's become her strongest detractor, demanding that she

step down in this phone message from friday afternoon and it's past the point of no return. >> so i really hope that you can do that and do the right thing before everything else starts going into action. and subpoenas are issued and saying it was improper and i took it. >> i took it as threatening. >> at some point. would it be good to cut him loose and to have a fresh start for you as sheriff? >> i would be the first to cut somebody loose if i felt that they weren't doing their job, or if they were doing something that was against policy or improper. >> and we're headed for another independent audit. the sheriff has accused county executive mike callaway of sexual harassment. he sent an email to me today saying, until that process is done, he won't be making any comments to the medi. so we can't we can't question him about what he did and why, because we have this other audit

going on. >> so he's mum until. >> yeah, right. and so no answers from mike halligan, at least in the foreseeable future. >> what a messy situation it is. >> yeah shane thank you dan thanks. >> all right. well several meantime, congressional and state leaders are calling on sheriff corpus to resign. in a joint statement, they wrote the turmoil that is engulfing the sheriff's office is continuing to damage the organization and its members, jeopardizing the public safety. and it is exposing local taxpayers to avoidable liabilities. the statement was signed by u.s. representatives kevin mullin and anna eshoo, state senator josh becker and assembly members mark berman and diane papen. well, now to san francisco and mayor elect daniel lowry. he ran as a political outsider, but now we're learning more about what his office could look like. that's right. >> today, he announced his team to lead his transition into public office and he sat down here with me first on abc seven news at three to discuss his transition. >> abc seven news reporter monica madden is here with the story. monica.

>> good evening. dan. there are some pretty big names with a mix from the private and public sector, and they will all be helping lowry prepare for office. openai ceo sam altman is one of the biggest names on the list of co-chairs, and there are others, including former fire chief joanna haynes white, former twitter cfo ned segal and michael tubbs. the former mayor of stockton who gained a lot of national attention for being the youngest mayor of a major american city. there's also nancy tung, the chief of the vulnerable victims unit at the district attorney's office. she's also the chair of the san francisco democratic party and san francisco police commander paul. and lastly, mission asset fund ceo jose quinonez, mayor elect daniel lurie giving abc7 news a first look at his transition team as he creates plans for his administration of great, diverse group of people that are going to help us turn ad a great american city. >> i wonder if you plan to make ai or technology a centerpiece of maybe rebuilding san

francisco's economy, or how you solve problems? >> absolutely. we are the home of ai. we're going to continue to double down on that, but we're going to bring a diverse group of companies back to san francisco. i want the message to be loud and clear that entrepreneurs and innovators and creatives are welcome in san francisco again. we're going to do everything in our power to make sure that san francisco is once again considered and is a world class american city. and these are the people that are going to help us get going over the next 50 days until inauguration day. >> the nonprofit executive and levi's are also previewing his top three priorities public safety and then the behavioral health crisis on our streets, and then making sure that we streamline the bureaucracy so that city government once again works for the people of san francisco with public safety as number one. lurie would not commit to whether or not he'll keep san francisco police chief bill scott. >> bill scott said he plans to continue serving the city. have you made up your mind? have you decided if you will like him to continue?

>> he and i had a discussion last week. we're going to continue continue those discussions. everybody knows that chief scott is committed. he is a great person and we're going to have continued talks on that front. >> overall, lurie hopes there's a new feel to the city under his leadership. >> how do you plan to measure your own effectiveness and success? >> well, i think if you look at downtown, you look at the 22 salesforce towers worth of empty office space. we have to get that filled up over my first term. i mean, that is one goal public safety. we need to make sure we get that under control and then making sure that we get people off the streets and into beds. we can measure all that and we will. >> as for how we're going to measure some of these goals, we didn't hear too much specifics from him about how he plans to get people off the streets in san francisco, but that is in part where his transition team is going to come into play. as part of the work that they do includes making a road map for laurie's first 100 days in office, and what metrics that will be measured by. dan. kristen. all right. >> monica, thanks so much.

>> all right. well, dozens of jurors questioned today for nima momeni, the man accused of stabbing and killing cashapp founder bob lee in april of last year. >> yeah. jurors had more than four dozen questions from many, mostly about the night of the murder and whye did not call police or tell anyone after he said lee attacked him. >> well, he claims he was able to get that knife from lee in self-defense. and he maintains he didn't know lee was stabbed or hurt. new developments today in a shooting involving san jose police. >> yeah. the man shot by officers is in the hospital in critical condition. this all began as a family disturbance last night near south first and sutter streets. >> abc seven news reporter zach fuentes is live in san jose with the latest zach. >> hey, there. yeah, we first got an update from police about this just before two this morning, and they weren't saying much at that time. other than it was a family disturbance. they were investigating that involved a weapon. the press conference

just wrapped. here's what we know so far. at 746 yesterday evening, a woman called police hiding in a bedroom with her four children, saying that her partner with a history of domestic violence was terrorizing the family and others who lived there. when police got there, there was a family member outside of the home that said that they were there trying to help the mother and children, but the suspect attacked and injured that person with a knife. now, officers got everyone out of the home and announced to the suspect that they were coming in. but police say the suspect did not cooperate with them when they went in there. police say he came at them with a knife, and they tried to use other measures before firing a gun. take a listen to what the police chief just said in that press conference. >> one officer discharged their department, issued taser at the suspect. however, the suspect used a blanket as a shield, preventing the taser from being effective. the armed suspect continued to advance toward the officers, approaching withinthe several feet of the closest officer. in response, one officer discharged their firearm, striking the suspect. >> now that suspect barricaded
