the future. >> the saga of the controversial center bike lane down valencia street could soon be over. sfmta presenting a new proposal. but some say the new plan still poses a threat to pedestrians. >> here comes the rain again. an atmospheric river heading for the bay area. crews in the north bay preparing to take the brunt of the incoming storm. drew is tracking the timeline. how much rain you could see where you live. good morning. it's tuesday, it's november 19. >> i know we're going to get straight to that weather. yeah. >> so we begin today. it's cold out there. we have freeze warnings and frost advisories up right now. one of our coldest starts in nearly six months for a lot of us. you look at current temperatures right now, not only widespread 30s, but a lot of us are flirting with that freezing mark 34, in napa, down to 33 in santa rosa. even the city, it's cold right now. 47. 43 in san jose. good morning. livermore. you're 1 degrees above freezing, coming in at 33 degrees. so here is future weather. it will take time to warm us up today because we'll have

incoming cloud cover ahead of that rain tomorrow. so mostly cloudy on your tuesday temperatures right around noon are still in the mid and upper seconds later on today it's just overcast early finish out the afternoon and just like yesterday, those daytime highs basically in the upper 50s to near 60 degrees. so it will feel cool today. it's a frigid start this morning 60 in the city 60 in oakland 63 in san jose will hit about 56 in napa. get those storm preps done today because that rain is moving in first thing tomorrow morning. it is a level two on the abc seven storm impact scale. we are tracking a flood risk in the north bay. flood watches are posted. we now have new wind advisories, not just for the north bay, but for much of the bay area for some gusty winds tomorrow. rainfall outside of the north bay will be light to moderate. we'll take a closer look at the timeline coming up in eight minutes. let's check in with gloria and see those drive times. >> good morning drew. good morning to everybody. >> so far it is a nice quiet

commute this morning. of course the roads are clear today. that could be different the next few days as we're expecting some rain. but you could see a live look here at our golden gate bridge camera and not too many cars out there on the road this morning, so you won't have any issues with traffic there right now or with fog either. it's nice and clear there and looking live at our san jose 87 camera. also pretty quiet on this stretch here. there is a crash though. that's reported on northbound 87 blocking the curtner onramp. however, that's not causing any major delays at this time. so that's some good news. looking at your drive times for this morning, tracy, to dublin in the yellow. so a little bit of slowdown but not too bad just yet. 41 minutes san rafael to san francisco 16 minutes. and antioch to concord 14 minutes. so guys it's a little bit slow out there still this time of the morning. >> gloria, thank you. today, leaders in san mateo county are expected to kick off a lengthy effort to fire the sheriff. this is less than a week after a lengthy audit accusing her of abuse of power and an inappropriate relationship with her chief of staff. abc seven news reporter lena howland is

live at the sheriff's office this morning. selena. it looks like the next step could involve putting this to voters. >> reggie aqui. that's right. today, the board of supervisors want voters to give them the power to fire sheriff corpus after a searing audit of her leadership. they will also discuss possible plans for a special election for next year. the scathing 400 page auditear. contends that sheriff corpus is having an intimate, personal affair with her civilian chief of staff, victor ainge, and that she gave control of the sheriff's department to him. the audit cited phone call, interviews with 40 current and past sworn and civilian employees, but they were all granted anonymity. they did not testify under oath, and their interviews were not recorded. abc seven news i-team reporter dan noyes spoke with the sheriff in an exclusive interview. she says she has no plans to resign and denies all allegations. >> garbage. i say it's false. i am not having an affair with

him. i've known victor for 17 years, 17 years and we are colleagues. i consider him a trusted confidant, a friend. is it because i'm a woman and i can't have a man next to me that i trust without having a sexual relationship with him? >> remember, this comes just days after the board of supervisors already unanimously voted, urging the sheriff to resign. last week. if voters decide to take this to the voters, they could see a special election as early as march 4th of next year. today's board of supervisors meeting kicks off at 9:00 this morning live in redwood city. lena howland, abc seven news. all right. >> lena. thank you. developing news in the north bay, where officials are investigating another deadly boating accident in the waters near bodega bay. this time, one person was killed and four others were sent to the hospital. the latest incident was very similar to two other boat accidents. this month. this

group was out crabbing when this their boat capsized just before two yesterday afternoon. millie biller with the inverness yacht club is very familiar with the water conditions where these accidents have happened. >> that is a particularly treacherous and hazardous body of water out there. we just had a full moon and king tides and so the currents are strong and unpredictable in that area. >> experts say the combination of heavy winds and large waves can be dangerous for boats. of course, they recommend checking the current conditions and forecast for the rest of the day before heading out. all of this to avoid dangerous conditions. >> breaking news overnight, a person is in the hospital after being shot by a bart police officer in the union city station parking lot. bart police say the shooting happened just after 930 last night. they haven't released any info about what led up to the shooting, and we don't know the condition of

the person who was shot. bart's office of the independent police auditor was notified about the shooting and is investigating it. in the south bay, a man has died in san jose after a hit and run crash that knocked over a tree in san jose. the victim was found around nine last night at bert avenue and hall avenue with serious injuries. they were taken to the hospital where they died. san jose police have not said if any arrests have been made. >> in the north bay, a postal worker was killed on the job after being hit by a car in santa rosa. police identified the mail carrier as 33 year old irvin hernandez. tributes are pouring in online, calling him an amazing coworker and friend. police say the suv driver was suffering a medical emergency and lost control. hernandez was standing outside of his truck near the intersection of corrigan street and north point parkway. he was sorting mail when he was hit yesterday evening. >> today, president elect trump will be in texas for a space launch. this is going to serve as a test flight to space for

starship, which is a rocketor system being developed to send people and cargo to mars. the company's co-founder, elon musk, has been seen with trump for the past few months. just last week, musk was named to co-lead a new department of government efficiency in the trump administration. yesterday, trump named former congressman and fox business host sean duffy as his pick for transportation secretary. trump's choice for attorney general is coming under fresh scrutiny. former congressman matt gaetz was the subject of a house ethics committee investigation into alleged sex trafficking involving minors. the investigation ended last week when he resigned from congress. now an attorney for two women who testified before that committee has come forward. >> did your client witness. >> she testified in july of 2017 at this house party. she was walking out to the pool area, and she looked to her right, and she saw representative gaetz having sex with her friend, who was 17. >> the house ethics committee meets tomorrow as pressure grows

to release its report on gates. gates has denied any wrongdoing. >> 508 this morning and we're looking at a mostly cloudy day today. it is frigid this morning. we have freeze warnings and frost advisories posted until 8 a.m. later on this afternoon. we'll get temperatures into the mid 50s and low 60s. totally dry today. get those storm preps underway, especially in the north bay where we have the flood risk. but even around the bay, shoreline winds are going to be an issue. so if you have any decor outside, anything that's not strapped down, take it inside or make sure it's secure because the winds are going to be an issue starting late tonight. now we've refined the flood risk here. it still is in the north bay, but now we have an even higher risk for northern portions of sonoma and mendocino counties. so we'll zoom on in and areas shaded in yellow. that would include guerneville, santa rosa, healdsburg, saint helena, middletown, clear lake. you have an increasing risk of flooding on our smaller streams. our creeks and minor flooding on our

roads. it's the area in red now that we've refined even better, this is where the highest risk will lie. that includes sea ranch. cloverdale. ukiah. navarro. this is an area that's going to pick up a lot of rain in a short amount of time over the next 48 hours. right now, it looks like our rivers will be just fine. they can handle the first incoming storm of the season, but it's our smaller streams and creeks and certainly our roadways that are going to have some issues. that is why flood watch has been issued for the north bay starting at 4 a.m. tomorrow morning, lasting until 5 a.m. friday, and it's areas that i would really say santa rosa and let's say yountville points to the north, have the highest risk of seeing flooding, not only flooding. now we have a wind advisory. this includes the bay shoreline in the city and along the coast. we're going to see winds ramping up throughout the day tomorrow, upwards of 45mph. so here's future weather 630 tomorrow morning. we have that rain in the north bay, a little bit of a shift to the south with the track is bringing a

say this mayor breed and her team have been incredibly gracious, helping us on the transition. we have a lot of work to do and i appreciate all of their support. >> lori will be sworn into office january eighth. >> san francisco mayor london breed says overdose deaths in the city are on the decline. like never before. the latest numbers from the department of health show 32 people died of an accidental overdose in san francisco in october. that's a 50% drop from october 2023 and an overall drop of 20% this year. breed calls the report remarkable and shows the city's aggressive and dedicated efforts are paying off. >> it is starting to work because the people are out there doing the work and making sure that folks know it's not a one size fits all, but the options in this city exist, and the options in this city. it's saving lives. >> officials credit the decline to access to medical and behavioral health treatment offered by the city.

>> we continue to follow the story of the controversial center bike lane on san francisco's valencia street. this concept has sparked outrage from some shop owners, saying that it's a business killer and some cyclists who call it dangerous. yesterday, sfmta presented the finalized design for a replacement. today, the board of directors will consider approving that. abc seven news reporter luz pena gives us the details of this design. >> reporter san francisco's controversial center bike lane on valencia street is one step closer to being removed. >> it was new and a little bit difficult to navigate, and if anybody parked to run out and get something, all the traffic got stuck behind them and it was challenging. >> after over a year of business owners reporting concerns about the removal of parking spots to create a new bike lane, the city's transportation agency is taking responsibility and presenting their final design to turn the center bike lane into a side running bike lane. >> i hope that the agency has learned a valuable lesson for the future that they should just

install curbside protected bike lanes from the start, rather than proposing kind of these novel or new designs that that don't work. reporter. >> the side running bikeway design is already in place in other parts of the city. we're on 14th and valencia. this is what the new design is going to look like, where cyclists are going to be able to ride next to the sidewalk, and cars are going to serve as a barrier between traffic and the bike lane. a win for cyclists. but this will still impact parking. >> overall, we're going to remove 79 parking and loading spaces with the change to a side running bikeway design. >> the new design is not perfect. luke bornheimer, executive director of the nonprofit streets forward, is concerned about the risks of floating parklets running in between the sidewalk and the parklet. >> so if someone if a server is walking between the parklet and the sidewalk, if a kid or a senior or a person with a disability is walking in between the sidewalk and the and the parklet, they have to cross the bike lane. and so that just creates conflicts and potential safety issues.

the bay area knows that thein christmas music on 96.5 koat typically starts after thanksgiving. >> oh, this is a big deal. okay, it's getting earlier. maybe because thanksgiving is so late this year. maybe they're trying to, like, maximize the jingles. >> i'm still not going to turn it on until after thanksgiving. >> that is the tradition. >> tis the season, though. it's here. >> fa la la fa la la la la. >> we are freezing out there this morning. let's take a look at temperatures, because that's our first issue. we have frost advisories and freeze warnings right now. widespread 30. so you're going to feel that cold air even in the city. we're down to 46. 41 in palo alto. but look at those temperatures in livermore, santa rosa, napa, 33. 34 degrees, respectively. so it is a cold start out there. the day planner will show you it's all about increasing clouds throughout the day. today is dry. get your storm preps underway, especially folks watching in the north bay. we're in store for some heavy rain there. temperatures in the

50s and 60s later on this afternoon. now overnight tonight, the rain will arrive here after midnight in the north bay. that's. wl start to see some heavier showers pick up around 3:04 a.m. outside of the north bay. it's quieter with mostly cloudy skies. not as cold tonight. 40s and 50s on the board on the abc seven storm impact scale. it's level two tomorrow. the north bay has a flood risk around the bay shoreline. we have a wind advisory for gusty winds outside of the north bay. we will see some rain. it'll just be more light to moderate in nature. so let's take a look at the rainfall totals. just got the latest numbers in. and it's still keeping the same trajectory that we had the last 24 hours. we have really high amounts in the north bay. some of these numbers around the bay shoreline have ticked up a bit, but a half of an inch to an inch of rain is something we can accommodate in a 24 hour period for the city. for oakland, a lot lighter as you head towards the south bay, the south bay, we'll just end up with some drizzle, but it's the north bay. as we zoom in a little

bit closer, you see these deep purple's in parts of northern napa, sonoma county, southern lake county. this is on the order of eight inches of rain falling in 24 hours. that is a lot of rain in a short amount of time. and that's why the flood watch is up. so future weather tomorrow morning. here's 630. the heavy rain is in the north bay. later on, closer to lunchtime, we'll see those showers around the bay shoreline with some gusty winds. and throughout the afternoon and evening that heavy rain is just going to stay in the north bay. let's talk about the winds, because they will be felt area wide here starting wednesday morning along the coast 40 45mph. but even around the bay shoreline throughout the day, we'll have winds in excess of 30 to 40mph. so even for folks living outside of the north bay, the wind advisory will be an issue. so make sure anything that could fly away is secure. or take it inside because it's stormy here tomorrow. accuweather seven day forecast shows you it's cold. this morning. cloudy and dry, wet and windy here on wednesday. the end of the week it is another level two with a chance of a thunderstorm and even over the weekend another round of

water. well into the 30s. 33 right now in santa rosa, we're at 36 in danville. good morning concord. it is frigid right now. 39. 41 is that current temperature in palo alto. so a lot of layers this morning. the heavy jacket, the scarf, even maybe the gloves on your hands. because we don't warm all that fast by 9 a.m. we're still well in the 40s in our coldest areas with a lot of cloud cover today and limited sunshine. we're not going to see temperatures close to average. in fact, most of us will stay in the 50s for daytime highs. today is totally dry. today is a great day to continue those storm preps not only in the north bay, but even around the bay shoreline. not rain, but wind is going to be an issue tomorrow. those winds could gust upwards of 45mph, so anything that's not secure outside could be blowing around on your wednesday. look at your daytime highs here below average on our tuesday tomorrow though it's all about that rain and the wind. a level two on the storm impact scale. the north bay has the highest flood risk, but wind advisories have now been

posted for a huge portion of the bay area. we'll talk rainfall amounts and winds. guys coming up in eight minutes. let's check in with gloria. you can see those drive times. >> good morning drew. good morning everyone. i know drew, you've been talking at that rain that's coming in. but this morning it is dry for your commute. you can see our roads here in the bay area, mostly in the green. a couple of slowdowns. so we do want to tell you about a couple incidents that we're tracking. first of all, in livermore there is a motorcycle crash. this is on westbound 580 before livermore avenue. this is blocking the three left lanes and the speeds are down to seven miles per hour. traffic is backed up to the altamont pass road, so just keep that in mind if you're driving in this area, it's going to be even a little slower than normal. we know it's already usually backed up this time of the morning there anyway. and in pleasanton there's also a slowdown on southbound 680. this is between bernal avenue and sunol boulevard because of some road work that's on the northbound side. but this is also even slowing down the southbound side a little bit. again, southbound 680 in pleasanton, a little bit slow

dozens of complaints from current and former staff. it accuses her of abusing her power and having inappropriate relations with a member of her staff. some of the most salacious accusations come from just one person. in the report identified as civilian employee number three. that employee claimed she saw corpus and her civilian chief of staff, victor in-jae, kissing on a couch at a police substation, and that she frequently saw him rub her neck, shoulders and feet. abc seven news i-team reporter dan noyes spoke with the sheriff in an exclusive interview. she claims she heard a warning about employee number three one year ago. >> a prominent san mateo county female attorney went to one of my captains and said that if i didn't give this person promotion, then i was going to regret it. >> sheriff corpus said employee

russom abc news, washington. >> in a move to stop big tech monopolies, the department of justice will ask a judge to force google to sell its chrome internet browser. that's according to a new report from bloomberg. the doj claims chrome is being used to maintain an illegal monopoly on online searches. google says, quote, the department is pushing a radical agenda that goes far beyond the legal issues in this case. that's the end of the quote there. once the judge makes their ruling, the company says it will appeal. >> governor newsom says he's going to wait on making a decision on clemency for the menendez for the menendez brothers. in october, los angeles district attorney george gascon asked the judge to resentence the brothers. gascon then lost his bid for reelection. the governor says he first wants to see what the new da wants to do about this case. lyle and erik menendez are spending life in prison without the possibility of parole for the 1989 murder of their parents. now it's time for our

we're going to see winds gusty tomorrow and upwards of 45mph throughout the entire day. so what that means we'll likely see tree limbs come down. we could see anything that's not secure blowing around tomorrow. so just be aware of that. we also have that flood risk in the north bay for marin, sonoma, napa county, lake county, mendocino county starting at 4 a.m. tomorrow morning. now with our first storm of the season, our river levels are very low, so it looks like they can handle this much moisture. even though it's a lot of rain, they can handle it without flooding. it's our smaller streams, creeks, and our roads that are certainly going to have the issues tomorrow with the amount of rain we're looking at. so here's a look at the rainfall totals. little has really changed with this map over the last 24 hours. you notice for folks outside of the north bay, we're talking less than an inch of rain. wednesday into thursday, so we can handle that. it will come with some issues, meaning a slower commute time tomorrow. but in the north bay, that is where we're handling a lot of rain in a short amount of time. so we zoom on in here locally and you can see some

the coldest air and about six months. so those advisories and warnings will last until 8 a.m. bundle up. up there. i will wear the scarf, the mittens, maybe even the hat, too, because temperatures take their time warming today. later on this afternoon. it's dry, but it's mostly cloudy. daytime highs mainly in the mid 50s to the low 60s. that's about it. now tonight after midnight, that is when the rain begins to arrive in the north bay. temperatures not as cold as they are right now. overnight tonight will mainly be on either side of about 50 degrees. let's talk about the storm. it's going to be a big issue for the north bay tomorrow. it's a level two where the flood risk is highest in the north bay. a wind advisory is in effect for areas around the bay shoreline as well, for some gusty winds throughout the day. areas outside of the north bay it will rain, but it's more light to moderate. we'll show you those rainfall totals in one second. so here's future weather. 630 tomorrow morning. that rain has arrived in the north bay. now the brighter colors, the yellow, the orange indicates the heavier rain. just watch the theme of this thing. it does not really budge from

the north bay. just sits on top of the north bay throughout the day. close to lunchtime. will likely have some scattered showers in the city. the east bay and in the south bay, but throughout the afternoon, i mean the brunt of this system is just lingering and napa, sonoma, marin county, lake county, mendocino county, even at 11:00 pm, we're still tracking that heavy rain. so this is a long duration of rainfall in the north bay. we're talking several inches there for folks in the east bay, the south bay, the peninsula in the city. we're looking at less than an inch of rain in most areas. so we can handle that. but again, there's going to be issues tomorrow on our smaller streams, creeks and roads with this amount of rainfall, winds will be an issue area wide, not just the north bay. so if you have things outside, make sure they are secure because throughout the day, tomorrow will likely see frequent wind gusts close to 45mph. here's the accuweather seven day forecast storm prep today. it's wet and windy. tomorrow. friday, another system will bring a chance of thunderstorms and it stays wet over the weekend.
