for really good reason. i mean, look at these numbers right now. widespread 30s. we're at 33 in napa. this morning. 38 in fremont. even oakland. it feels cold this morning. down to 42 degrees. so future weather have many layers this morning. maybe top it off with the scarf and the gloves because with overcast skies throughout the day, it's not going to feel all that warm. here's your 9 a.m. snapshot by noon. we're mainly in the 50s. that's basically where we'll stay all afternoon. pretty close to 60 degrees and our warmest area. so today is dry. tomorrow the rain arrives is a level two on the abc seven storm impact scale. the north bay has the highest risk of flooding, but areas outside of the north bay will be dealing with some gusty winds. a wind advisory has also been issued for the bay shoreline. rainfall outside of the north bay will be light to moderate, but the north bay does have a flood watch posted for the risk of flooding on smaller streams, creeks and roads. we'll look at rainfall totals and timing coming up in eight minutes. let's check in with gloria. see those drive times?

>> good morning. well, we know this time of the morning there's always a slowdown on the altamont pass. >> anyway, that's why you're seeing that red right there. but it's even slower today. that's because of an incident that we're tracking. so we're going to zoom in and show you a closer look at this. this is over in livermore on westbound 580 before livermore avenue. there's a motorcycle crash. it was blocking the three left lanes. they have just opened all the lanes, but it's still pretty slow out there because of that motorcycle crash. speeds are down to about nine miles per hour. so it's going to take you a little longer to get through that area. and you can see just the general area that we're talking about. also, we have a photo there that's showing you that backup that continues at this time. so just keep that in mind. give yourself a little bit more time amanda. all right. >> gloria. thank you. today, leaders in san mateo county are expected to kick off an effort to fire the sheriff. it comes less than a week after a lengthy audit accusing her of abuse of power and an inappropriate relationship with her chief of staff. abc seven news reporter lena howland is live at the sheriff's office this morning. and lena, the next step could

bring the issue to the ballot. >> hey, amanda. that's right. today, the board of supervisors want voters to give them the power to fire sheriff corpus following a scathing audit of her leadership. they will also discuss possible plans for a special election for next year. now, the scathing 400 page audit contends that sheriff corpus is having an intimate, personal affair with her civilian chief of staff, victor ainge, and that she gave control of the sheriff's department to him. the audit cited phone call interviews with 40 current and past sworn and civilian employees, but they were all granted anonymity. they did not testify under oath, and their interviews were not recorded. abc seven news i-team reporter dan noyes spoke with the sheriff in an exclusive interview. she says she has no plans to resign and denies all allegations. >> garbage. i say it's false. i am not having an affair with him. i've known victor for 17 years, 17 years and we are

near bodega bay. this time, one person was killed and four others were sent to the hospital. this latest incident was very similar to two other boat accidents this month. the group was out crabbing when their boat capsized just before two yesterday afternoon. mily taylor with the inverness yacht club is very familiar with the water conditions where these accidents have happened. >> that is a particularly treacherous and hazardous body of water out there. we just had a full moon and king tides and so the currents are strong and unpredictable in that area because of the heavy winds and the large waves right now. >> they recommend checking the current conditions and forecast for the rest of the day before heading out to avoid the dangerous conditions. >> breaking news overnight a person is in the hospital after a bart police officer shot them in the union city station parking lot. bart police say the

shooting happened just after 930 last night. they have not released any information about what led up to the shooting. we don't know the person's condition. bart officers, a bart office of the independent police auditor is investigating. >> in the south bay, a man has died in san jose after a hit and run crash that knocked over a tree in san jose. the victim was found around nine last night at bert avenue and holt avenue with serious injuries. they were taken to a hospital where they died. san jose police have not said if any arrests have been made. and in the north bay, a postal worker was killed on the job after being hit by a car in santa rosa. police identified the mail carrier as 33 year old irvin hernandez. tributes are pouring in online, calling him an amazing coworker and friend. police say the suv driver was suffering a medical emergency and lost control. hernandez was standing outside of his truck near the intersection of corrigan street and north point parkway. he was sorting mail when he was hit last night. >> today, president elect trump will be in texas for a space

launch. it serves as a test flight to space for starship, which is a rocket system being developed to send people and cargo to mars. the company's co-founder, elon musk, has been seen with trump, of course, for the past few months. and just last week, musk was named to co-lead a new department of government efficiency in the trump administration. yesterday, trump named former congressman and fox business host sean duffy as his pick for transportation secretary. trump's choice for attorney general is coming under fresh scrutiny. former congressman matt gaetz was the subject of a house ethics committee investigation into alleged sex trafficking, involving minors, but the investigation ended last week when he resigned from congress. now an attorney for two women who testified before that committee has come forward. >> what did your client witness? >> she testified in july of 2017 at this house party. she was walking out to the pool area,

and she looked to her right, and she saw representative gaetz having sex with her friend, who was 17. >> the house ethics committee meets tomorrow as pressure grows to release its report on gates. gates has denied any wrongdoing. >> taking a look outside, we will see a clear picture right now, but clouds are going to filter in throughout the day. so today is dry. it's a cold start with temperatures later on this afternoon in the mid 50s to the low 60s. it's all about the storm. our atmospheric river making landfall in northern california tomorrow. it is a level two, with the north bay taking the brunt of the rain and the wind, with light to moderate rain in other areas. so we're refining where the flood risk is highest coming tomorrow, and it's still in the north bay, but areas shaded in red. this is where we're almost certainly going to see issues on our streams. our creeks and our roads. ukiah, cloverdale sea ranch, even navarro, those in yellow have an elevated risk of flooding. so those folks in

clear lake saint helena, santa rosa, healdsburg, fort ross still do your storm preps because we're seeing a lot of rain coming your way in a short amount of time. that is why we have the flood watch in effect for the north bay, for that flooding potential on our creeks and streams and roads. our rivers can handle this amount of rain for the first storm of the season, so we're not expecting river flooding to occur. here's future weather first thing tomorrow morning. the rain arrives in the north bay and then it just settles in the north bay all day. that is why the flood risk is highest. but for folks outside of the north bay, we will be dealing with some gusty winds tomorrow. amanda, we'll show you those wind speeds coming up in a few minutes. all right, drew, thank you. >> addressing the recall, alameda county da pamela price conceding the race. more on her message to voters in daniel lowry's transition team. he explains his picks to help him get into his new role as san francisco mayor. plus, beyonce's halftime show. how much you'll have to pay if you want to see her perform

this mayor breed and her team have been incredibly gracious, helping us on the transition. we have a lot of work to do and i appreciate all of their support. >> and lori will be sworn into office on january 8th. san francisco mayor london breed says overdose deaths in the city are on the decline like never before. the latest numbers from the department of health show 32 people died of an accidental overdose in san francisco in october. and that's a 50% drop from october 2020. three and an overall drop of 20% this year. breed calls the report remarkable and shows and says that it shows the city's aggressive and dedicated efforts are paying off. >> it is starting to work because the people are out there doing the work and making sure that folks know it's not a one size fits all. but the options in this city exist and the options in this city. it's saving lives. >> officials credit the decline

to access to medical and behavioral health treatment offered by the city. >> we continue to follow the story of the controversial bike lane on san francisco's valencia street. that center lane concept has sparked outrage from some shop owners, saying it's a business killer and some cyclists who call it dangerous. now, the sfmta has presented its final design for a replacement. the sfmta board is set to vote on that design today. that includes a side running bike lane that goes either between the sidewalk and a parklet, or goes around a parklet that is next to the sidewalk. 79 parking spots will be lost in this design, but local business owners hope it will bring people back to valencia street. >> i hope that the agency has learned a valuable lesson for the future that they should just install curbside protected bike lanes from the start, rather than proposing kind of these novel or new designs that that don't work. >> if approved, construction on the redesign will start early next year.

low 60s overnight tonight. here comes that rain. shortly after midnight will be heavy in the north bay to begin overnight lows. not nearly as cold as we are right now in the 40s and in the 50s. let's talk about the rainfall totals. there's going to be a huge range of rainfall coming our way wednesday into early thursday. for areas outside of the north bay, the city, oakland areas to the south expecting less than an inch of rain. we can handle that much rain. it may make some of your travel times a little bit longer as this rain falls, but it's the north bay that is really taking the brunt of this heavy rain. and when we're talking about four, five, six plus inches of rain falling in a short amount of time, that is going to create issues on our smaller streams, our creeks and our roads. so you do want to prepare for the potential of flooding in these areas. we've been really highlighting northern sonoma county, northern napa county, certainly lake and mendocino county for the highest risk of flooding tomorrow. but areas outside of the north bay, you're going to feel the winds

prompted by dozens of complaints from current and former staff. it accuses her of abusing her power and having an inappropriate relationship with a member of her staff. some of the most salacious accusations come from just one person in the report, identified as civilian employee number three. that employee claimed she saw corpus and her civilian chief of staff, victor in-jae, kissing on a couch at a police substation, and that she frequently saw him rub her neck, shoulders and feet. abc seven news i-team reporter dan noyes spoke with the sheriff in an exclusive interview. she claims she heard a warning about employee number three one year ago, a prominent san mateo county female attorney went to one of my captains and said that if i didn't give this person a promotion, then i was going to regret it. >> reporter sheriff corpus said

department says the budget needs to be balanced now, or a fiscal emergency should be declared. the proposed budget has city workers concerned about how it will impact emergency services. a contingency budget released in june called for significant reductions in the workforce, including at the police and fire departments. >> the residents are asked to do more to pay for more services, while the staffers are city workers are expected to do more work with less people. >> obviously, whatever plans, whatever they thought they had, it's not working. we have to come together and we have to fix this for the community, for the citizens of oakland. >> a big part of closing that deficit relied on the sale of the coliseum site that has been held up because alameda county has not yet approved the sale of their portion of the property. reggie. >> all right. thanks so much, gloria. breaking news. while you were sleeping, russian president vladimir putin has lowered the threshold for a nuclear strike. under this updated policy, russia would consider aggression
