(♪) a powerful atmospheric river is moving toward the bay area. right now, the storm, already packing a punch in other states expected to bring heavy rain and flooding to the bay area. by the time you wake up. good evening. thank you for joining us. i'm dan ashley. >> and i'm anna daetz. our first significant atmospheric river of the season is triggering watches and warnings all over. but the north bay will see the brunt of

it. the first wave is hitting the pacific northwest right now, toppling trees and power lines in western washington. firefighters say one woman died tonight when a tree fell on a homeless encampment. thousands of people are without power across the cascades. treacherous conditions have prompted a rare blizzard warning. >> we have team coverage for you tonight, tracking the preparations in the bay area and the timing of this strong atmospheric river that is moving in. let's go straight to abc seven news meteorologist sandhya patel with the impact. sandhya. >> yeah, dan, it is going to have multiple impacts over the next couple of days. this strong atmospheric river is a level two on our storm impact scale. as we get you in closer, you will notice a lot of cloud cover, even some showers beginning to move into the northern part of our viewing area. widening the picture. that area of low pressure bombing out over the pacific, known as a bomb cyclone and knocking out power to over 450,000 customers in western washington. looking at our hourly forecast tomorrow at 5 a.m. as the commute begins, the rain intensifies, moving in

across many parts of the north bay by 9:00, and you will notice that there are pockets of downpours. this continues well into the night. now i'm going to show you the rainfall projections through thursday afternoon. while the southern part of our viewing area is not getting as much. look at the northern part of our viewing area. we're talking about over a half a foot of rain in clear lake, looking at over four inches in yountville. a flood watch begins tomorrow morning at 4:00. runs until saturday morning. flooding is possible on streams, creeks and roadways. the rivers should be okay. a wind advisory in effect until 6 a.m. thursday. and it's the north bay. the san francisco bay shoreline. gusty winds will likely take down trees and tree limbs and knock out power. the winds are already picking up right now. oakland hills, 31 miles an hour. the winds will ramp up even more going into tomorrow. right now, a live view from mount tam cam and you can see it is a shaky view. it's a level two on our storm impact scale, exclusive to abc7 news. heavy rain and flooding for the north bay with this moderate

strength storm will bring light to moderate rain. elsewhere. gusty winds and dangerous surf. i'll be back with a look at how long this stormy pattern will last. coming up. >> dan okay sandhya, thanks very much. now people and first responders across the north bay spent the night getting ready for the rain and the potential for flooding. sandbags are filled, some schools are already closed and pg and e crews are ready. abc seven news reporter tim johns is in marin county. >> dan, a wind advisory just took effect here in the north bay at 10:00. it's a sign of what's to come and why people in this region are preparing. on tuesday afternoon, joanna macarthur was busy filling sandbags at one of the several locations set up around marin county. >> where's the boy scouts when you need them? >> since the boy scouts weren't there, i decided to help out. the sausalito resident, who says she's preparing for the atmospheric river set to hit the north bay over the rest of the week. >> i live on a slope, so i need to put them, like below my storm drain because water just comes

pummeling out of there. so i'm going to try to reroute the water. >> macarthur isn't the only one getting ready. everyone from county officials making sure that our various systems of creeks and floodways are clear of debris and ready to take on a rise in water flow from the intense rains to p-g-and-e's say they're gearing up for what's set to be the biggest storm of the season so far. >> we've really pre-staged all of our equipment. i'm talking about power lines, power poles, transformers. they're really in locations that are easy to access for when we need them. if we do see power outages. >> so this gets people through the cold weather at the ritter center in san rafael, ceo mark shotwell says while these winter storms are difficult on everyone, they're especially challenging for the unhoused. a raincoat goes a long way. >> he and his team showed us the food, clothing and other items they provide to people on the streets to help them get through the storm. >> when this weather comes, this is really a life threatening situation for the people that we serve, and unfortunately, they don't really have a place to get to stay dry. >> county officials are advising people to get prepared now with

reporter j.r stone talked to the victim's friends and coworkers tuesday night. >> this candlelight vigil was held in santa rosa to remember 33 year old irvin hernandez, the mailman who was killed doing his job monday night. >> we're all brothers and sisters, and we're all here for each other, you know? yeah, yeah. so we're one big family and i miss, like, already. >> mateo crawford worked with hernandez. and just like those who attended this vigil, he's heartbroken. we spoke with another of irvin's coworkers, chad lamb, who is the union president of the santa rosa branch. >> he was always positive, always a smile on his face. he never, never said anything bad about anybody. he was always a very positive figure in the office. >> one of those people that, like, would make you smile and laugh no matter when you were expecting it or if you needed it. you know he would automatically do that. >> santa rosa police say it

appears that the driver of this suv was driving erratically prior to the collision, and struck the postal vehicle, and hernandez, as he was standing outside of it, sorting mail. officers believe the driver of the suv had some sort of medical emergency but haven't expanded on that. it certainly highlights one of the many dangers that carriers are now dealing with. lamb says there are new postal service trucks where mail sorting is done on the side of the truck versus the back. it's unclear if that would have helped here, but those vehicles should be coming here in the next few years. tuesday afternoon, hernandez's spot in the parking lot of the usps was left open with just a flower there in his memory. lamb says irvin's death is hitting hard, and he's asking those in the community for support when they see their letter carrier say hi and say a kind thing to our carriers right now and be supportive. that is a good message for the community there to let them know that that you folks are hurting right now.

>> we are hurting. i talked several of the carriers today, and there's not a single one of them that's not hurting one way or or another. you know, they really do need the support. >> j.r. stone abc seven news. >> now this is a story we've been following for quite some time. oakland is facing some difficult choices and is going to have to make budget cuts. it's just a question of when and where the deficit is about $93 million and it's only expected to get worse, according to a new report from the finance department. the problem is increased spending, primarily over time by oakland police. combined with the fire department, it's around $80 million. the contingency budget has was triggered at the beginning of september. >> the fiscal circumstances in the current fiscal year are dire. the highlight here is we have already reached into our emergency reserve. this is the first time we have ever seen

this occur since we've had this policy. >> there is the sale of the oakland coliseum, but that's not going to be enough to close the gap. the city needs to make cuts by the end of the year. >> san jose will hold a special election next year to fill the seat of an embattled city council member. the city council decided not to appoint a replacement for omar torres, leaving it up to voters. we first learned about one police investigation into torres about six weeks ago. two weeks ago, torres was arrested on different child sex abuse charges and resigned from the council. voters could select his replacement as early as april 8th. abc seven news reporter lauren martinez explains how it will work. >> i'm really hoping that we continue. >> connie chung owns concept barbershop in downtown san jose, one of thousands of small businesses located in district three. currently, the d three c is vacant. >> we definitely need somebody just as passionate or more to fill the seat and to continue the upward direction that downtown is going. >> on tuesday, san jose city

council voted on how they will fill the open seat once held by omar torres. torres resigned earlier this month and is currently facing three felony charges for child sexual abuse. during the council meeting, many business owners and residents said they wanted a special election. a chance to vote for who they would like. >> i believe residents of d three deserve to have their voices heard. >> see, i can imagine appointed people appointing people. that's a joke. >> i know it's expensive, but nobody said democracy is easy and it's the price that we have to pay. >> the estimated cost of a special standalone election is between 2 and $3.2 million. whoever wins will serve the remainder of torres's term through december 2026. council members david cohen and sergio jimenez suggested appointing someone for the role would be more efficient. >> district three residents have to be careful what they ask for. if we go down the road of a special election, you're going

to have someone, a group of people perpetually running for office. all the way till november 26th, 25. >> ultimately, council voted 8 to 2 for a special election and a temporary appointment. >> this special election, most importantly, is going to help rebuild that trust. >> as far as the d three office. it's still open, but with oversight from mayor matt mahon's office. >> it was good to have a voice and for them to consider my voice and opinion. that is really important. >> the soonest a special election would be held is april in san jose. lauren martinez, abc seven news. >> and there's likely going to be a special election in san mateo county that could result in the sheriff getting ousted. the board of supervisors today approved putting an ordinance before voters in march that would give them the power to fire elected sheriff cristina corpus. corpus is under pressure to resign after a scathing report accused her of an inappropriate relationship and other serious issues within the

birds. >> we have several breakthroughs to share tonight in the work to build a better bay area, starting with how san francisco is actually inspiring other cities. the city's entertainment zone program allowing outdoor drinking at special events, is catching on in sacramento. leaders there are planning to launch a similar program next year. san francisco has held two events so far oktoberfest and the nightmare on front street. halloween celebration. the head of the city's nightlife initiatives says that both events drew more than 8000 people and gave businesses a boost. >> our next breakthrough is a big recognition for a san francisco bar and the city's lower haight has been named one of the five best new bars in the country. the list was put together by bar and drinking culture website punch. stow is known for its minimalist approach to cocktails, as each drink on the menu has only four or fewer ingredients. >> and our final breakthrough. thousands of people on the peninsula will have a holiday meal this thanksgiving, thanks to a nonprofit's annual tradition. the samaritan house

held a thanksgiving food distribution today at cora's community market in san mateo. registered clients got turkey stuffing, vegetables, all the fixings. nonprofit says it will provide holiday meals to nearly 4000 people by the end of the week. >> food insecurity is a year round issue, i think, especially during the holidays, we really want our families to enjoy the holidays in the way that everyone would want to feel respected. have a festive holiday. >> the samaritan house is taking donations for thanksgiving until next tuesday, and donations for christmas until december 23rd. >> new details tonight about plans for an overnight train service between san francisco and los angeles. downsream star lines has released some images of what the trains would look like. the cars would include first class suites, a standard car and a lounge car that would have a bar. to be clear, dream stars plan is different from the high speed rail system. its trains would run only at night

and use existing rail systems. interesting. >> yeah, that is kind of cool. >> we're intrigued. yeah. >> all right, let's talk about the weather. and again, that atmospheric river that is making its way here now. yeah. >> let's get to abc seven news meteorologist sandhya patel for what we can expect. sandhya. >> yeah, it is going to be a stormy period, particularly in the north bay. i do want to show you our storm concerns. urban flooding. a high likelihood, along with rough surf. trees down. and we're talking about power outages between medium and high likelihood. the flooding we're talking about is the roadways, small streams and creeks, particularly in the north bay where they're going to take the brunt of this storm initially. here's a look at live doppler seven. and here's a look at that atmospheric river. it's a strong atmospheric river. the low in association with this storm has been deepening rapidly. known as bombo bombo cyclone cyclogenesis. excuse me. bomb cyclone. and it is already kicking up the winds pounding the pacific northwest. northern

california is getting its share as well, but it's also kicking up the waves. so high surf advisory going up tomorrow morning until friday morning. current wave heights are 13ft at point arena. those breakers for southwest facing beaches 14 to 19 west facing will see 19 to 22. it's going to be dangerous swimming and surfing, especially when we're talking about a risk of rip currents and sneaker waves. beach hazards statement for the northern monterey bay tomorrow morning until thursday night. with that swell building. watch out. use caution. a live view from our sutro tower camera and even the lower elevations are starting to see the wind pick up. as we look at san francisco locally. live doppler seven. picking up moisture to our north. not all of this is reaching the ground, but some of it is starting to hit the ground. this is just the start of what's to come as we widen the picture here, all the action is up along the north coast where they are expecting life threatening flooding situation over the next couple of days, and the highest flood risk will be in the northern part of our

viewing area. the north bay, particularly sonoma county. also, lake and mendocino counties, where they are going to be seeing a serious situation unfold, 40s and 50s on those temperatures right now. emeryville looking back at san francisco tomorrow, it's a strong atmospheric river, a level two highest impacts in the north bay. and it's going to be a wet pattern off and on into early next week. so on our exclusive abc seven news storm impact scale, it's a two moderate strength storm, heavy rain and flooding expected in the north bay. light to moderate rain. other areas. we are expecting gusty winds to continue and dangerous surf 5:00 in the morning. pounding rain in the north bay. it starts to shift as we head into 930 parts of the east bay and san francisco. getting wet at noontime, you're seeing pockets of downpours and this really continues well into the afternoon and evening hours at 9 p.m. 5:00 thursday morning, you're seeing some heavy rain. and then thursday at 10 a.m. just scattered showers. those showers will be really widely scattered with the heaviest lifting up into the north bay

once again, rainfall projections about a 10th of an inch in the southern part of our viewing area to over a half a foot in the northern part of our viewing area. and that's just through thursday. as we head through saturday, look at some of these totals. i mean, this is a serious situation over eight inches in santa rosa, more than ten inches at clear lake. many parts of the bay area south of the golden gate will be looking at anywhere from about 8/10 to over an inch of rain. winds will be continuing to pick up even stronger tomorrow morning. over 40 miles an hour. 10:00 in the morning, those southerly winds closing in on close to 50 miles an hour. continuing tomorrow night. so do watch out. there may be some power lines down and trees going down. winter storm warning until 10 p.m. tomorrow above 4500ft. expecting 2 to 4ft for the peaks. with those gusty winds, it is going to be impossible to difficult. travel 40s and 50s on your temperatures tomorrow morning. tomorrow afternoon you're looking at a wet, windy one with 50s and 60s.
