yountville. the southern extent of the rain is right around san rafael. napa points to the north and east, and this is where we'll likely see that rain line ebb and flow throughout the day. we're not expecting much rain outside of the north bay, because this plume of moisture is just aimed at marin, sonoma, napa county points to the north and live doppler seven showing you a lot more moisture is coming your way. the next 24 hours. so looking at the abc seven storm impact scale, it is a level two moderate storm for heavy rain in the north bay. light to little, if anything, outside of the north bay. today we have gusty winds that will be area wide throughout the afternoon and some rough surf along our coast, so the big takeaway today. heavy rain throughout the morning in the north bay. an isolated shower is possible in oakland and in the city later this morning. but you notice the trajectory of this storm. it just sits over the north bay all day long. in fact, folks in the south bay, i expect you to stay mainly dry with just mostly cloudy skies throughout the afternoon. so

lena howland is live in santa rosa for us this morning. lena. >> hey, reggie, good morning to you. the rain has certainly already kicked in here in santa rosa, and we can feel some of those gusty winds this morning as well. now, the roads on our way up to santa rosa weren our incredibly slick this morning as we've been experiencing this rain that you're seeing right here behind me for at least the past 45 minutes on our commute up to santa rosa. now, a wind advisory has already been in effect here in sonoma county since about 10:00 last night. and the national weather service also just issued a flood watch for this area. only about one hour ago. schools in this area are already bracing for the incoming atmospheric river. both montgomery elementary and fort ross elementary schools in casadero are closed for the day ahead of anticipated severe weather. yesterday, we found plenty of folks out preparing for the storm in the guerneville area, one city that's been nolle stranger to flooding over the years. we checked in with sonoma water about what folks can

expect to see today. >> we're hearing atmospheric river, and while we can't anticipate how much water is going to come through, we know a lot of that rain water will be in our river system. and that means a lot of high, fast moving water. the inflatable dam is filled with water. it holds 180,000 gallons of water. so we're slowly releasing that water back into the river. >> and that inflatable dam in the russian river near forestville marks the start of the winter rainy season. when forecasts show river flow increasing and the dam is lowered. last year it was mid-december and this year it's right now. now, this is also a good time for you to check your to make sure that all of your devices are charged. make sure you know where your flashlights are and your extra batteries as well. in the event that you lose power during this storm. we did check in with pg and e, and no one in sonoma county has lost power so far in this storm this morning. for now, reporting live

in santa rosa. lena howland abc seven news. >> lena, thank you. in marin county, people have been making sure they're ready for the rain and the flooding risk. multiple sandbag locations have been set up across the county, and we saw people filling them up yesterday in san rafael. the river center has collected food, clothing and other items to help people get through this storm. ceo mark shotwell says while these winter storms are difficult on everybody, they're especially challenging for the unhoused when this weather comes, this is really a life threatening situation for the people that we serve, and unfortunately, they don't really have a place to get to stay dry. >> we're all kind of in denial. >> you know, in the bay area. and then all of a sudden it comes every year like a big shock. but we should all know by now that it happens. >> local county officials are advising people to make sure they have go bags and other important items ready, just in case they face an evacuation or other storm related emergency. across northern california, p-g-and-e's has mobilized its crews ahead of the atmospheric river. this is video from a previous storm. it's opening its

emergency operations center in vacaville to help coordinate the storm response across the region. crews are preparing for what's being called the biggest storm of the season so far. >> we've really pre-staged all of our equipment. i'm talking about power lines, power poles, transformers. they're really in locations that are easy to access for when we need them. if we do see power outages, p-g-and-e's urging everyone to be ready for those outages, you should have flashlights and extra batteries for your electronics. >> if you do lose power, unplug your appliances and if you have a generator, make sure it's in a well ventilated area. stay with abc seven news for up to the minute information on this storm as it moves through the bay area. if you have the abc seven bay area app, you can track the rain with the with the same doppler that drew and the rest of the weather team uses and you can get live updates every hour today wherever you stream abc seven news to the south bay. >> now, san jose will hold a special election to fill the seat of embattled ex-city council member omar torres and gloria. how soon could this election happen?

>> well, amanda, voters could decide who will take over for omar torres as soon as april 8th. torres resigned from the council earlier this month and is currently facing three felony charges. accused of molesting a relative 20 years ago during the san jose city council meeting yesterday, many business owners and residents said they wanted a special election to vote for a replacement for torres. whoever wins that special election will serve the remainder of torres's term, which ends in december of 2026. council members david cohen and sergio jimenez suggested appointing someone for the role would be more efficien. >> district three residents have to be careful what they ask for. if we go down the road of a special election, you're going to have someone, a group of people perpetually running for office all the way till november 2625. >> ultimately, the council voted 8 to 2 for a special election and a temporary appointment. a special election is estimated to cost between 2 and $3.2 million. amanda all right, gloria, thank

you. >> and there's likely going to be a special election as well in san mateo county. that could result in the sheriff being ousted. yesterday, the board of supervisors approved putting an ordinance before voters in march that would give them the power to fire sheriff cristina corpus. the ordinance has to go through a second hearing next month before it can be put on the ballot. corpus is under pressure to resign after a scathing report accused her of an inappropriate relationship and other serious issues within the sheriff's office. she has repeatedly denied any wrongdoing and issued a statement yesterday saying in part, quote, today's vote by the board of supervisors was wrongheaded and anti-democratic. it is a mean spirited political scheme. that's the end of the quote. the statement went on to say, though i will fight it tooth and nail, i am not going anywhere. >> thousands of university of california health care employees are expected to walk off the job for a two day strike, starting today. two unions are accusing the uc of unfair labor practices during contract negotiations. they're asking for better pay and increased

staffing. one of the unions will only strike at ucsf. officials there say the strike will have minimal impact on patients. the other union is planning to strike at several sites across the state. uc officials have said they are negotiating in good faith. >> thousands of striking hotel workers are planning to march through san francisco today, and their union says it will announce plans for strike votes at additional hotels. about 2000 hilton and marriott union workers are demanding higher wages, better staffing and fair workloads from the hotels, hotel workers in 11 cities across the country have joined the strike since labor day. however, workers in san francisco are the only ones who remain on strike. hotel representatives have said theel hotels are operating during the strike and they are negotiating with the union. >> breaking overnight, the u.s. embassy in ukraine's capital city, kyiv is closed this morning following a warning about a significant russian air attack. employees and u.s. citizens are being told to take shelter. this comes a day after

moscow claimed missiles made by the u.s. were used in ukrainian attack in russia. happening today, the house ethics committee will meet and could decide whether to release its report on former congressman matt gaetz. president elect donald trump's pick for attorney general is facing accusations of sexual misconduct. several senators are asking to see the house report before his confirmation hearing. >> all that information is going to be on display at the hearing. think brett kavanaugh. >> i think that if they want a speedy consideration of this nomination, there's uh- we've got to have as much transparency as we can have. >> the ethics committee report has become a big issue because gaetz abruptly resigned from congress after his nomination, which ended the committee's jurisdiction over him. gaetz denies all wrongdoing. a department of justice investigation into the allegations ended with no charges. >> 511 in the accuweather

forecast. it's a busy morning. tracking the heavy rain in the north bay and some strong winds in our hills right now in the north bay. we have winds close to 50mph. even in the oakland hills. you're feeling that strong wind right now? 40mph. and throughout the day, winds at the valley floor, at the surface where most of us live and work, they will pick up as well. winds right now strongest along the coast and in the north bay. we're gusting to 24, and half moon bay 32. is that current wind gust in ukiah? a wind advisory is currently in effect for the entire bay, shoreline, the coast, and in the north bay. for those strong gusty winds, here's live doppler seven along with satellite. the big picture you can see our bomb cyclone right here that strengthened very rapidly over the last 24 hours, is dragging all of the subtropical moisture. this atmospheric river right into northern california. it has arrived. this morning, but you can clearly see a definitive area of rain. and where it's not raining in the south bay, the peninsul, the east bay. it is quiet this morning, but it's very

busy in the north bay right now. in fact, live doppler seven showing you marin, sonoma and napa counties point to the north. we are finding light to moderate rain at times and embedded heavier showers. and this is going to stick with us. the entire day. this front is not moving anywhere. the next 24 hours. so looking at future weather, just watch how the heaviest rain just stays in the north bay all day long throughout the afternoon. throughout the evening. and that is why we have that flood risk in the north bay. rainfall totals are going to be very extrem. little to nothing outside of the north bay today. but in the north bay, we're tracking several inches over the next 24 hours. there could be some pockets in the north bay that pick up 6 to 8in of rain. that is why for the flood risk today, the area in red has the highest risk of seeing flooding on our smaller streams, creeks and even on our roadways. the next 24 hours reggie aqui. >> drew. thank you. a possible human bird flu case here in the bay area. still ahead where it's been detected. and the warning signs to look for. >> and this week's storm is

the north bay. that's a live picture on the left hand side of what's happening in santa rosa this morning. of course, we're looking at the roads and we are watching live doppler seven, along with our drew tuma. he'll be up in just a couple of minutes. >> today, covered california is launching the start of its 12th open enrollment period. this year, they have a new goal and a new campaign to help get more californians insured. the agency is kicking off its let's talk health campaign in san francisco. the free service will work with libraries around the state to help people better understand health insurance. this is the first year 40,000 deferred action for childhood arrivals, or daca recipients, are eligible to sign up for covered california. happening today, you have another chance to learn more about the proposed toll hikes on the bay area's seven state owned bridges. the

proposed hikes would see tolls rise as high as 1150 for certain drivers over the next five years. on all bridges except the golden gate. the plan also changes carpool rules by requiring three people in a car to get a 50% discount. the bay area toll authority is holding a public hearing this morning. that's at 935. you can attend in person at the toll authority's office on beale street in san francisco, or on zoom. >> a new massive resort village will be developed within the palisades tahoe ski resort. the placer county board of supervisors unanimously voted to greenlight that project last night. it will add 850 lodging units, 1500 hotel rooms, 300,000ft■!s of commercial space and housing for employees. during public comment, supporters say it will improve the local economy. critics raised concerns about the traffic impact to neighboring communities and wildfire evacuation delays. the plan provides funding to help mitigate potential traffic impact. it could take 25 years for that construction to be

complete. >> skiers and snowboarders are preparing their gear. the incoming atmospheric river is expected to bring up to four feet of snow at the peaks in the sierra. several tahoe resorts have announced they are opening earlier than expected. vail's heavenly ski resort in south lake tahoe is opening today. northstar california resort will open tomorrow. palisades tahoe bumped up its opening day to friday, but be warned. emergency response crews say with all the weather, driving conditions could be very dangerous. >> yeah, got to keep those chains with you. chain controls from time to time in the next seven days, we have a lot of chances to add to our snowpack. this morning, we're really focusing on the north bay with the highest impacts when it comes to our weather today and the accuweather headlines san jose is in the background. the north bay today we have a heavy rain. this is where the flood risk is greatest. over the next 24 hours we have flood watches in effect there. they will last into the weekend. now everybody else, the city, the east bay, the south bay, a light shower at best. we're

talking rainfall less than a quarter of an inch. a very low impact system outside of the north bay. but the north bay is getting hit hard this morning. the next seven days, though, the pattern remains unsettled. we have many rain chances ahead of us. here's live doppler seven and you can see just this ribbon of moisture aimed at the north bay. the southern extent of it is right around san rafael. even in napa. that's where we're seeing kind of that rain dry line happening. and we do expect the bulk of the moisture to stay where it is right now, 1 or 2 showers possible in the city and in the east bay around oakland, say closer to lunchtime. but for most of us in the south bay, it's just a mostly cloudy day and dry conditions. so we take a look at our lows tonight. we will be in the 40s and in the 50s still with some scattered showers. so looking at the storm impact scale level two today, heavy rain in the north bay. light showers, little if anything in the south bay. gusty winds though we do have rough surf as well along our coastline. so here's the flood watch. it's now in effect you see, it started

at 4 a.m. this morning. it will last through the start of the upcoming weekend. now our rivers can take this much water because it's the first storm of the season. so we're not worried about river flooding, but we are worried about the streams and the creeks that feed into our rivers. it's a lot of rain coming in a short amount of time. that's where we'll likely see some flooding possible over the next 24 to 36 hours. now around the bay area, around the bay shoreline and along the coast. winds are going to be an issue despite not seeing a lot of rain, say, in the city or in the east bay. you'll notice those winds really picking up. we're already seeing that in the east bay hills this morning. along the coast, we could frequently see gusts up to 45mph. so certainly the threat is there. a few trees could come down, a few isolated power outages as well. those winds will peak later on this afternoon around 3 or 4 p.m. here's the accuweather seven day forecast showing you it's wet and windy today with our level two storm. we see scattered showers at best here tomorrow, but then we see a front move through. so friday we have widespread rain. everybody's going to get the wet weather a chance

of the rain right now in live doppler seven, right around san rafael and napa this morning, and we do anticipate that most of the rain throughout the next 24 hours is going to stay in the north bay, because we widen out the picture and we have a lot more rain coming our way for parts of marin, sonoma and napa county. and that's where we have the highest flood risk throughout the next 24 hours. a level two today for heavy rain in the north bay outside of the north bay, much lighter showers, a much lower impact in the south bay. you're just mostly cloudy and dry throughout the day. so here's future weather just notice throughout the morning and into the afternoon. the heaviest rain stays north. daytime highs mainly in the 50s and in the 60s. look at the flood threats we have and the wind coming our way in about eight minutes. let's check in with gloria. see those drive times this morning? >> good morning drew. good morning to everybody at homo we do have a traffic alert for you. the metering lights have just flipped on at the bay bridge toll plaza, but it's not too busy there just yet. and looking here at our map of

the bay area, so far we are seeing mostly green, a little bit of a slowdown right there in the altamont pass, like we usually see. and for those of you in the north bay, it's probably going to be a wet commute for you this morning. so we're going to keep an eye n that for you. but looking so far here, emeryville, we are starting to see some more traffic west of the eastshore freeway, but not causing any major delays. and even though we have that rain already in the north, but you can see it's not causing big delays in terms of traffic commute time right now from santa rosa to petaluma. it's in the green 14 minutes. so that's some good news. castro valley to the maze. also 14 minutes. and again, we'll keep an eye out for you in the north bay to see if there are any issues with the traffic. but we want to just remind you, of course, when you're driving in the rain, always give yourself a little bit more time, guys. all right. >> good reminders. thanks, gloria. and as mentioned, the storm moving into the bay area this morning. first hit the pacific northwest yesterday. trees were toppled and power lines were brought down in western washington. hundreds of thousands of people are without power this morning. firefighters say one woman died last night when a tree fell on a homeless

encampment across the cascades. treacherous conditions have prompted a rare blizzard warning in the north bay this morning. it is wet and windy. people are dealing with an increased flood risk there. abc seven news reporter lena howland is live in santa rosa. with the conditions we're seeing right now, lena. >> hey, amanda. here in santa rosa, we are really not getting any kind of a break from that rain. it has been coming down hard on us for the past 30own minutes. just take a look behind me. you can see it coming down here in downtown santa rosa. so far, things have been pretty tame out here. it's not exactly pouring on us at the moment, but we do know this is only the start of the storm. and while the roads were clear for the most part on our way into town this morning, it was a very slick commute. this area haslree atmospheric river, not taking any chances up here in the north bay. both montgomery elementary and fort ross elementary schools in casadero are closed for the day ahead of anticipated severe

weather in guerneville. we found many people out preparing for the storm yesterday. remember, this city has been no stranger to flooding over theo stranger residents of guerneville know the drill. >> clean your gutters, clean your storm drains, get your batteries for your flashlights. charge your radios. charge your cell phone. fill the fuel tank in your vehicle. get ready. when i say we've been through it many times, we've been through it for a lifetime. >> as a fishery team was also on site to remove underwater cameras and lights to protect the gear from fast moving waters in the russian river. they're part of the monitoring system that so far has tallied 1200 chinook salmon traveling up river in the last month. a healthy number. so if you do have to go anywhere out in this storm today, remember to take your time. if you're driving, be sure to keep those headlights on, and just be sure to take plenty of extra time out here

today, because those roads are incredibly slick. for now, reporting live in santa rosa. lena howland abc seven news. >> thank you. lena. in the east bay, the city of alameda is offering sandbags for residents and businesses. the self-serve station is located on lexington street at west ranger avenue on the old navy base. there is a limit you can only take up to. five sandbags are also being offered in san francisco. the department of public works says 12,000 sandbags are available now to residents. you have to show proof of address at the operations yard entrance ate marin street and kansas street. there is a limit of ten per person. residents were at the department's operation yard yesterday, filling the bags ahead of today's rain, and we just moved into our place so we're not sure if there's going to be flooding or not. >> so we're just trying to be prepared. >> the water doesn't drain fast enough and it starts to creep into the garage and gets a lot of moisture, and it takes a long time to dry. >> public works is also ready for high winds, with on call toy

women at the center of the investigation. here's abc news reporter perry russom. >> overnight, new information on the house ethics committee's investigation into former congressman matt gaetz. president elect trump's pick for attorney general. abc news has obtained records of venmo payments. gaetz allegedly made to two women who provided thee records to the committee, the documents show. between 2017 and 2019, then congressman gaetz allegedly made 27 payments to the women, totaling more than $10,000. under the reason for the payment. gaetz allegedly wrote notes including gift. and just because the two women testified, some of the payments were for sex, they essentially put the venmo payments on the screen and asked about them and my clients repeatedly testified, what was this payment for? >> without that was for sex? yes. >> sources say a hacker obtained documents from a civil case involving a friend of gaetz and the 17 year old girl. gaetz is accused of having sex with. including a deposition from the 17 year old. gaetz has denied all wrongdoing. mr. president, are you reconsidering the

around santa rosa, sonoma county, northern marin county, parts of napa county as well. you notice the city, the east bay, the peninsula, the south bay. it's really quiet this morning and that is the theme for today. the north bay is getting hit hard by this atmospheric river, and it's stalled over the north bay. so other areas are just going to see a light shower at best. and really low impacts. if you're watching us outside of the north bay. but here we go with future weather. just watching this thing sit over the north bay all day long, you notice those brighter colors. the yellow, the orange indicating the heavier showers continuing through the afternoon and into the evening. we have a huge range of rainfall totals, little amounts in the city, the east bay points south, but in the north bay the next 24 hours. we'll measure this in several inches. so it's for that fact. that is where we have the highest flood risk. in fact, those areas shaded in red that includes ukiah, healdsburg, guerneville, middletown and even points in santa rosa and yountville, that is where we'll watch for flooding, potentially on our

it's in the north bay. and as you can see, this is a live look from 101 and santa rosa. so please make sure you are being careful out there on the roads. and maybe leaving a little bit earlier this morning on your commute. >> all right. california health officials are reporting a possible case of bird flu in a child in alameda county. they say the child has been treated and is now recovering at home. the positive test showed low level detection of the virus. health officials say that indicates the child was likely not infectious. there was no known contact with an infected animal, but officials are investigating a possible exposure to wild birds.

get through. it stays unsettled through early next week. so here's live doppler seven. you can see where that rain is falling, and clearly you can see where it isn't falling this morning. but it's the north bay that we're zooming in a little closer. because get used to this picture. it's going to look like this later on for midday live later on. we're back on air for abc7 news at four, five and six. we're back on air. late tonight at 11 p.m. we are going to track heavy rain here in the north bay. in fact, we're going to widen out this picture and show you how log this moisture plume is. it stretches more than a thousand miles. you can see all of that just aimed at northern california. and that's why we have that risk of flooding in the north bay, because it's not moving in the next 24 hours on the storm impact scale. today, heavy rain in the north bay, lighter showers, minimal rainfall outside of the north bay, but we do have some gusty winds and some rough surf along our coast. so here's just a look at future weather. take the theme of the day that the north bay is just inundated with heavy rain. from time to time, we could have an isolated shower from time to time in the city and in

recognition for a new san francisco bar. stowa, and the city's lower haight has been named as one of the five best new bars in the country. the list, put together by bar and drinking culture website punch stowa, is known for itse punch minimalist approach to cocktails, as each drink on the menu has only four or fewer ingredients, and it would appear san francisco's social life is inspiring. >> nearby cities as entertainment zone program. allowing outdoor drinking at special events is catching on in sacramento, leaders there are planning to launch a similar program next year. san francisco has held two events so far oktoberfest and the nightmare on front street. halloween celebration. the head of the city's nightlife initiative says both events drew more than 8000 people and gave businesses a boost. and we're learning new details about plans for an

overnight train service between san francisco and los angeles. dream star lines has released some images of what the trains would look like. the cars would include first class suites, a standard car and a lounge car that would have a bar. to be clear, dream stars plan is different from the high speed rail system. its trains would run only at night and use existing rail systems. a village on the italian island of sardinia is selling homes for $1. now the island has been trying to persuade people to move there. after decades of de-population. the village also launched a website to bring in american buyers who might be frustrated with this year's presidential election. the dollar homes are admittedly run down, but there are other move in ready homes, too. but those cost about $105,000. >> there's a new addition to the disney cruise line. the disney treasure took part in an important maritime tradition, getting christened last night in new york harbor. and as you can
