wednesday, november 20th. yeah. >> we're going to start with a look at our forecast with drew. >> yeah. because the atmospheric river has arrived in the north bay. let's get you right to live. doppler seven. tracking the action. we are getting you prepared for this. over the past couple of days, telling you the north bay was going to take the brunt of this storm. and that's exactly what we're seeing this morning. areas outside of the north bay were dry. let's zoom into the north bay, where we do have these bright colors on live doppler seven. the yellows, the oranges, the deep reds. that's heavy rain falling across a huge portion of the north bay from guerneville. jenner. healdsburg, penngrove, santa rosa. in fact, i'll zoom on down a little bit closer into petaluma. we have some heavy rain falling in this region right now, and that's going to create some ponding on the roadways this morning. and slower travel times in the north bay. the southern extent of the rain right now is right around san rafael. napa areas to the south and east do remain dry and it's the north bay. today we focus our attention because this front is stalling over the north bay. it's not moving anywhere

anytime soon. we have a lot of moisture moving our way over the next 24 hours. on the abc seven storm impact scale. this is a level two today for heavy rain in the north bay. outside of the north bay, the impacts are minimal. a light shower here or there, but we do have some gusty winds to talk about and some rough surf along our coast. so here's future weather. just notice how this front just sits over the north bay all day long into the afternoon, into the evening. we'll track that heavy rain for areas to the south and east, especially the south bay. you'll stay mainly dry today with mostly cloudy skies. daytime highs in the mid 50s to the mid 60s. flood watches are posted. wind advisories as well. we'll show you those coming up in six minutes. let's check in with gloria. see those drive times? >> good morning drew. good morning to everybody. so we are keeping a close eye on the north bay because of the rain. so it could be a wet commute for you. you can see our map here of the roads in the bay area. so again we're keeping an eye on the rain. we also have a couple of things to tell you about. we do

have a stall over on the dumbarton bridge. this is blocking the right lane. good thing is that it's not causing any major delays at this time. we're also hearing about a solo crash in concord. this is on the shoulder and that is also causing some delays. now in oakland, you could see in our live camera on 880, no issues on the nimitz. however, we are hearing about a traffic fatality. this is on 880 northbound. you can't see it from here, but it's at the seventh street off ramp and we're hearing again, this is a fatality, so we're getting more information on that. but be very careful out there on the roads because they could be slick this morning amanda. >> all right gloria, we'll continue to check in with you. and you heard through the north bay will bear the brunt of this atmospheric river. that's where abc seven news reporter lena halland is this morning. and she's live in santa rosa. lena, what are the conditions there right now? >> hey, amanda. the rain has absolutely kicked in on us here in santa rosa, and we have been feeling it nonstop for the past hour now. it really does feel like it has picked up since the last time you guys checked in

with us. if you take a look right here behind me, you can kind of see some of that rain coming down here. now, the roads on our way up to santa rosa this morning were incredibly slick, as this rain has been coming down quickly. a wind advisory has already been in effect here in sonoma county since 10:00 last night. the national weather service also just issued a flood watch for this area. only about two hours ago, and schools in the north bay are already bracing for the incoming atmospheric river. both montgomery elementary and fort ross elementary schools in casadero are closed for the day ahead of anticipated severe weather. yesterday we found plenty of folks out preparing for the storm in the guerneville area, one city that's been no stranger to flooding over the years. we checked in with sonoma water about what folks can expect to see today. >> we're hearing atmospheric river, and while we can't anticipate how much water is going to come through, we know a lot of that rain water will be in our river system. and that means a lot of high, fast moving

water. the inflatable dam is filled with water. it holds 180,000 gallons of water. so we're slowly releasing that water back into the river. >> the inflatable dam in the russian river near forestville marks the start of the winter. rainy season, when forecasts show river flow increasing and the dam is lowered. last year it was around mid-december and this year it's right now. now this is also a good time to make sure your devices are charged. make sure you know where your flashlights are, and make sure you have some extra batteries in the in the event that you lose power during this storm. for no, reporting live in santa rosa lena howland abc seven news. >> lena. thank you. in marin county, people have been making sure they're ready for the rain and the flooding risk. multiple sandbag locations have been set up across the county, and we saw people filling them up. yesterday in san rafael, the river center has collected food, clothing and other items to help people get through the storm. ceo mark shotwell says while these winter storms are difficult on everyone, they're

especially challenging for the unhoused. >> when this weather comes, this is really a life threatening situation for the people that we serve, and unfortunately, they don't really have a place to get to stay dry. >> we're all kind of in denial, you know, in the bay area. and then all of a sudden it comes every year like a big shock. >> but we should all know by now that it happens. >> happy new year. local county officials advising people to make sure they have go bags and other important items ready. just in case they face an evacuation or other storm related emergency. across northern california, p-g-and-e's has mobilized its crews ahead of the atmospheric river. this is video from a previous storm. it's opening its emergency operations center in vacaville to help coordinate the storm response across the region. crews are preparing for what's being called the biggest storm of the season so far. >> we've really pre-staged all of our equipment. >> i'm talking about power line, power poles, transformers. they're really in locations that are easy to access for when we need them. if we do see power outages, p-g-and-e's urging everyone to be ready for

outages, you should have flashlights and extra batteries for your electronics on hand. >> and if you do lose power, unplug your appliances. and if you have a generator, make sure it's in a well-ventilated area. stick with abc seven news for up to the minute information as the storm moves through. if you have the abc seven bay area app, you can track the rain with the same live doppler seven that drew and the rest of the weather team uses, and you can get live updates every hour today, wherever you stream abc seven news. >> now to the south bay, san jose will hold a special election to fill the seat of embattled city council member omar torres. gloria, how soon could this election happen? >> well, amanda, voters could decide who will take over for omar torres as soon as april 8th. torres resigned from the council earlier this month and is currently facing three felony charges. accused of molesting a relative 20 years ago during the san jose city council meeting yesterday, many business owners and residents said they wanted a special election to vote for a replacement for torres. the winner of the special election

will serve the remainder of torres's term, which ends in december of 2026. council members david cohen and sergio jimenez suggested appointing someone for the role that that would be more efficient. >> district three residents have to be careful what they ask for. if we go down the road of a special election, you're going to have someone, a group of people perpetually running for office. >> ultimately, the council voted 8 to 2 for a special election and a temporary appointment. a special election is estimated to cost between 2 and $3.2 million. of course, we'll keep you updated on this. amanda. >> all right, gloria, thank you. and there's likely going to be a special election also in san mateo county that could result in the sheriff being ousted. yesterday, the board of supervisors approved putting an ordinance before voters in march that would give them the power to fire sheriff cristina corpus. the ordinance has to go through a second hearing next month before it can be put on the ballot. corpus is under pressure to resign after a scathing report accused her of an

inappropriate relationship and other serious issues within the sheriff's office. she has repeatedly denied any wrongdoing and issued a statement yesterday saying in part, quote, today's vote by the board of supervisors was wrongheaded and anti-democratic. it is a mean spirited political scheme, the statement went on to say, i will fight it tooth and nail. i am not going anywhere. >> thousands of university of california health care employees are expected to walk off the job for a two day strike starting today. two unions are accusing the uc of unfair labor practices during contract negotiations. they're asking for better pay and increased staffing. one of the unions will only strike at ucsf. officials there say the strike will have minimal impact on patients. the other union is planning to strike at several sites across the state. uc officials have said they are negotiating in good faith. thousands of striking hotel workers are planning to march through san francisco today, and their union says it will announce plans for strike votes at additional hotels. about 2000

hilton and marriott union workers are demanding higher wages, better staffing and fair workloads from the hotels. hotel workers in 11 cities across the country have joined the strike since labor day. however, workers in san francisco are the only ones who remain on strike. hotel representatives have said the hotels are operating and they are negotiating with the union. >> 610 this morning in the accuweather forecast, we're tracking our atmospheric river making landfall in the north bay, and it is creating some strong winds right now in our hills, we're seeing frequent wind gusts between 30 and 45mph. and that wind is translating down to the surface where winds are picking up over the last hour. starting to see some frequent gusts over 20mph. nearing 30mph along the coast. and these winds will just ramp up throughout the morning, peaking later on this afternoon. so wind advisory is in effect until tomorrow morning. around the bay shoreline, along the coast and in the north bay will likely see frequent winds gusting upwards of 45mph. so

that could bring trees down and also create a few power outages as well. here's live doppler seven along with satellite. this strong area of low pressure now pushing this atmospheric river into northern california and the north bay is taking the brunt of the rain and the wind throughout the next 24 hours. in fact, you can clearly see where it is raining in the north bay and where it isn't across the rest of the region. and we do expect that this atmospheric river will stay in the north bay all day today. and that's why the flood risk is so high there. look at the rainfall totals. we're talking santa rosa closing in on four inches of rain here. it's almost exceeding our graphic. and then outside of the north bay, those rainfall totals are so much lower that those folks living outside of the north bay will find minimal impact today. but we do have that flood watch in marin county, sonoma county, napa county, lake county, and mendocino county because of the high risk of flooding on our streams, creeks and roads today. a close look at the timeline coming up in just a few minutes, guys. reggie. >> thanks, drew. gas station

overnight, the u.s. embassy in ukraine's capital of kyiv is closed this morning following a warning about a significant russian air attack. employees and u.s. citizens are being told to take shelter. this comes a day after moscow claimed missiles made by the u.s. were used in a ukrainian attack in russia. happening today, the house ethics committee will meet and could decide whether to release its report on former congressman matt gaetz. president elect donald trump's pick for attorney general is facing accusations of sexual misconduct. several senators are asking to see the house report before the confirmation hearing. >> all that information is going to be on display at the hearing. think brett kavanaugh. >> i think that if they want a speedy consideration of this nomination, there's uh- we've got to have as much transparency as we can have. >> the ethics committee report has become a big issue because gates abruptly resigned from congress after his nomination,

which ended the committee's jurisdiction over him. gates denies all wrongdoing. a department of justice investigation into the allegations ended with no charges. >> today, covered california is launching the start of its 12th open enrollment period this yea. they have a new goal and a new campaign to get more californians insured. the agency is kicking off its let's talk health campaign in san francisco. the free service will work with libraries around the state to help people better understand health insurance. this is the first year 40,000 deferred action for childhood arrivals, or daca recipients, are eligible to sign up for covered california. >> happening today, you have another chance to learn more about the proposed toll hikes on the bay area's seven state owned, state owned bridges. the proposed hikes would see tolls rise as high as 1150. for some drivers over the next five years on all bridges except the golden gate bridge. the plan also changes carpool rules. it will

south bay. it's just going to be a windy day with minimal rainfall. you see, those winds are picking up from sutro tower. so the accuweather headlines calling for a heavy rain and a flood risk in the north bay. we've been highlighting that for several days. and that is what is unfolding over the next 24 hours. elsewhere in the south bay, the east bay, the peninsula, even in the city, it's just a light shower at best and much lower impacts. the impacts of flooding are pretty much nonexistent outside of the north bay. the next seven days, though, we do have many rain chances continuing into early next week. let's show you live doppler seven. it is very busy in the north bay right now, but a lot quieter in the south bay. the east bay and the peninsula. but here we go with the heavy rain around santa rosa, healdsburg, bodega bay, guerneville, petaluma, the southern extent of the rain line right now is right around san rafael and napa. and for the day today, this system is stalling over the north bay. and in fact, look how long this fetch of moisture is. that's aimed at northern california, stretching more than a thousand miles off of our coast. that's a lot of

moisture aimed at northern california. and that is where the flood risk is highest in the north bay. level two today on the abc seven storm impact scale. heavy rain in the north bay. light showers. minimal impact outside of the north bay. we have gusty winds out there and some rough surf along our coast. just take a look at future weather and the theme of today is this system just stalls over the north bay throughout the afternoon. it's raining in the north bay a lot quieter south and east, and that's how it continues into the late night and early morning hours on thursday. so the flood risk today certainly highlighted in the north bay. we continue to highlight this area in red. it includes guerneville, healdsburg, cloverdale, ukiah, even santa rosa and yountville. we have to be on alert today because we are seeing several inches of rain coming in just a short amount of time, so that could create some issues on our smaller streams and creeks and area roadways. thankfully, it's the first significant storm of the season so our rivers can handle this much water. high surf advisory along the coast today, waves are already elevated this continues through friday morning. winds are picking up as we speak. it's a

from santa rosa on highway 101 at college avenue. we know the roads are going to be slick, and we'll check in with gloria a little later to see how your commute is doing. we know the bay area air quality officials. they have been a prominent role at this year's united nations climate change conference taking place in azerbaijan. members are sharing our successes locally and learning from others with the goal of addressing global climate change. >> we can do whatever we want in the bay area. there's obviously it's a small percentage of the total global emissions, but the more we can share the good work that we're doing, the more we

deep reds. that is very heavy rain right now. falling bodega bay, healdsburg, santa rosa as we zoom on here, just a little bit closer. see these little reds and even some purples right here? that is very heavy rain falling in parts of the north bay. it's a similar story with the cell moving into yountville. the southern extent of the rain is pretty much near mill valley and vallejo for areas to the south and east. this morning it is a quiet start, but it's the north bay. we focus our attention today because this atmospheric river is basically stalled and there's a lot more moisture off the coast that's moving into the north bay throughout the afternoon and into the evening. it's a level two today for that heavy rain in the north bay outside of the north bay, the showers are a lot lighter and the impacts are minimal, but that heavy rain created a flood watch in the north bay this morning. we have some gusty winds and some rough surf, so here's future weather just watch how that heavy rain stays in the north bay all day long. a couple of light isolated showers are very possible around lunchtime outside of the north bay, but that heavy rain continues into the afternoon and

into the evening. daytime highs will be in the mid 50s to the mid 60s. we'll talk about the flood watches and the wind advisories coming up in eight minutes. let's check in with gloria, see how the commute is going on our wednesday. >> well, i know drew's been talking about the rain this morning, so if you're in the north bay, you might have a slick commute today. so definitely give yourself a little bit of extra time. you can see here our roads in the bay area and the doppler over those roads. so you can see where we are starting to see that rain in the north bay. you're also seeing some red on the map, which means we are seeing a few slowdowns around the area. so if you look here, your drive times walnut creek to dublin 15 minutes. santa rosa to san francisco and again north bay getting a lot of rain right now. 63 minutes, highway one to los gatos 22 minutes. and our bay bridge toll plaza camera. you can see it is pretty crowded there. we are seeing some delays as you head into the city guys. all right, gloria. thank you. the storm hitting the bay area this morning first hit the pacific northwest yesterday. trees were toppled and power lines brought down in western washington. hundreds of thousands of people are without

power. this morning. firefighters say one woman died last night when a tree fell on a homeless encampment across the cascades. treacherous conditions have prompted a rare blizzard warning in the north bay this morning. >> it's a wet and windy. people are dealing with an increased flood risk. abc seven news reporter lena howland live in santa rosa with the conditions that she's seeing right now. lena. >> hey, reggie, good morning to you. here in downtown santa rosa, we are really not getting any kind of a break at all from this rain. it has been raining nonstop for at least the past two hours here. and if you take a look right here behind me, you'll see some more of that rain. things have been pretty tame out here, so far. it's not exactly pouring on us at the moment, but we do know this is only the start of the storm. and while the roads were clear for the most part on our way into town, it was a very slick commute. this area has been under a flood watch since 4:00 this morning. it's also been under a wind advisory since last night. schools in the area are

already bracing for the atmospheric river, not taking any chances in the north bay. both montgomery elementary and fort ross elementary schools in casadero are closed for the day ahead of anticipated severe weather. in guerneville, we found many people out preparing for the storm yesterday. remember, this city has been no stranger to flooding over the years. the russian river could peak at over 24ft by the weekend, and residents of guerneville know the drill. >> clean your gutters, clean your storm drains, get your batteries for your flashlights. charge your radios. charge your cell phone. fill the fuel tank in your vehicle. get ready. when i say we've been through it many times, we've been through it for a lifetime. >> a fishery team was also on site to remove underwater cameras and lights to protect the gear from fast moving waters. they're part of the monitoring program that has so far tallied up 1200 chinook salmon traveling up the river in the last month, which is a healthy number. now, if you do

have to go anywhere during this storm, remember to take things slow. remember to keep your headlights on. and also be sure to give yourself plenty of extra travel time amid this storm. for now, reporting live in santa rosa. lena howland abc seven news. great reminder. >> thank you. >> lena. in the east bay, the city of alameda is offering sandbags for residents and businesses. the self-serve station is located on lexington street at west ranger avenue on the old navy base. there is a limit people can only take up to five sandbags, and they're also being offered in san francisco. the department of public works says 12,000 sandbags are available to residents. you have to show proof of address at the operations yard entrance at marin street and kansas. however, there is a limit to ten per person. residents were at the department's operations yard yesterday, filling bags ahead of today's rain, and we just moved into our place so we're not sure if there's going to be flooding or not. >> so we're just trying to be prepared. >> the water doesn't drain fast

approved a plan to replace the controversial valencia street bike lane. here's the replacement design, showing bike lanes that run next to the sidewalk. this design will eliminate 79 parking and loading spots. the center running bike lane down valencia has been credited with reducing crashes between bikes and cars, but some storefronts along the corridor say the line has been. the lane has been hurting business today. >> the new transition team for san francisco mayor elect daniel lurie is scheduled to have its first meeting. so, gloria, what are we learning about this mix of advisers that set to prepare him for office? >> well, we are learning a lot. the group is made up of tech, nonprofit and governmental leaders, all hoping to be part of the shift in san francisco city leadership that lurie promised voters. openai ceo sam altman is one of the biggest names in tech on the team, which is right here, and that team also includes former twitter cfo ned segal. ceo jose quinonez of the san francisco nonprofit

some power outages throughout the day. here's live doppler seven, along with satellite that strong area of low pressure just swirling off the coast of the pacific northwest is now dragging that atmospheric river right into northern california, with the heaviest rain falling in the north bay at this hour. look at rainfall totals. there's going to be a huge range of rainfall today. that atmospheric river stalls in the north bay. and that's why areas like santa rosa likely picking up four inches of rain just today alone for areas outside of the north bay, those rainfall totals just drop off a cliff, so to speak. the city, maybe a quarter of an inch of rain. we can certainly handle that a lot lower in the east bay. and i think the south bay just stays mainly cloudy today and dry. so the folks on the north bay is that flood watch that is now in effect for marin county, sonoma county, napa county, lake county, mendocino county. this will continue until saturday morning. now our rivers can handle this much water early in the season. it's our smaller streams and creeks that we're worried about.

yeah. this is a live look from santa rosa at highway 101 and college avenue. you can see a few people on the road. be sure to take it slowly, though, because it will be slick. >> california health officials are reporting a possible case of bird flu in a child in alameda county. they say the child has been treated and is now recovering at home. the positive test showed low level detection of the virus. health officials say that indicates the child was likely not infectious. there is no known contact with an infected animal. officials are investigating a possible exposure to wild birds. >> when you don't know how someone got infected with a virus like this, the implication is that there is more spread happening in a community setting and potentially from routes that we aren't fully aware of or are not fully understanding. >> doctors say pets like dogs and outdoor cats can sometimes transmit bird flu if they've come into contact with an infected bird. it's still unclear what happened in this

case. we're waiting now on an official confirmation by the cdc. >> proposition 32 has officially failed. it would have raised california's minimum wage to $18 an hour, the highest in the country. the ap called the race yesterday, two weeks after the election. the no votes tallied 50.8%. about 200,000 votes separated the two sides. >> the changes could be coming to the roads in san francisco's inner sunset. right now, the city is working on a study of possible ways to relieve congestion in a 14 block area. it's from lincoln way to judah street and fifth avenue to 12th avenue. according to the chronicle, there are a lot of traffic issues that are causing safety issues, congestion and delays for busses and trains. right now, officials are seeking feedback from residents once they complete the study, they'll come up with recommendations for changes. >> new at six. hundreds of san francisco street ambassadors could be laid off due to a budget shortfall. the mid-market business association and foundation holds the contract with urban alchemy. according to

the san francisco chronicle, they are asking the board of supervisors for $7.7 million to avoid layoffs to the program. the more than 300 ambassadors in the tenderloin and mid-market neighborhoods clean the sidewalks, and they monitor safety. we've told you that salesforce was planning to keep its dreamforce conference in san francisco. a few more years. now we're learning the contracts have been signed. according to the san francisco business times, salesforce is under contract to keep dreamforce in the city through 2027. under the contract, some hotels are offering special rates or they're waiving some fees that will save conference attendees money. dreamforce is the biggest conference in the city. it brings roughly 45,000 people to san francisco, and it generates about $95 million in economic activity each year. >> now it's your morning money report. a revitalization campaign for powell street in union square. mayor london breed announcing that there's going to be a nearly $3 million expansion of the vacant a vibrant program. so far, it's invested $115

north bay. here's a live look at our tam cam where the drops are falling this morning. so the accuweather headlines really focusing on the north bay today for that heavy rain. the risk of flooding as we head deeper into the afternoon. for everybody else in san francisco and oakland and san jose. it's really a mainly low impact event, a light shower here or there. in fact, i think the south bay just remains mainly dry today. we're talking rainfall, really focused on the north bay the next 24 hours, but the next seven days we have many chances for rain ahead. we'll show you that in one second. here's live doppler seven. we have been preparing you for this the past couple of days that this atmospheric river, once it arrived, it sets its sights on the north bay. and that's what we're seeing this morning. and we'll find as we zoom in a little bit closer. it is heavy rain falling. you can see all those bright colors on live doppler seven from healdsburg to penngrove, santa rosa, saint helena, middletown. right now, that is where we're finding the downpours that are just relentless. they have not lit up at all this morning. so on the abc seven storm impact scale, it is a moderate storm today with

heavy rain in the north bay. lighter showers elsewhere, but we do have gusty winds and rough surf to talk about. so here's future weather throughout the day. later on this afternoon. we're still finding the heaviest rain in the north bay that continues late tonight and into early tomorrow morning. this front just does not move throughout the day today, so we will find high rainfall totals in the north bay. we've been advertising this all week long. several inches will fall in the north bay. and then those rainfall totals really drop off as you head towards the city, the east bay and the south bay over the next 24 hours. but what we will find area wide are some stronger winds, strongest along the coast and around the bay shoreline. those winds gusting 30 to 45mph throughout the morning and into the afternoon. today, a wind advisory is in effect, high surf advisory along our coast today through friday, waves already elevated nearly 20ft in some spots, so be aware of that dangerous swimming and surfing conditions. a winter storm warning is in effect through 10 p.m, 10 to 20in above 4500ft. so some issues over our

today, so heavy rain in the north bay where the flood risk is high. flood watches are posted. drier south and east. >> number two, a look at the p-g-and-e's outage map. no major outages in the bay area this morning. most of the impact is in the eureka area, where people are bracing for life threatening flooding from this storm. p-g-and-e's says it has crews, equipment and supplies staged and ready to respond to outages throughout northern california. >> number three, the city of san francisco is also preparing. city crews have been clearing storm drains and installing flood barriers in flood prone areas. free sandbags are being offered in several cities across the bay area for residents to protect their homes. >> and number four, it is a wet commute for some of you and we are starting to see some issues pop up in santa rosa on southbound 101 before highway 12. there's a solo crash, and so that is causing some delays. and then in petaluma on southbound 101, it is slow from castanea road to san antonio road, we're told, because of a possible crash. and we're not sure yet if this is weather related, but we do know this is weather related. golden gate ferry is reporting
