our exclusive abc seven news storm impact scale. that means it's considered moderate. the north bay getting the worst of it. it's been a steady downpour throughout the day so far in sebastopol and other parts of sonoma county. >> people making their way around downtown san francisco had to dodge puddles everywhere. today, most people seem prepared for this rain. we spotted lots of umbrellas south of market around mid-morning as the rain began to fall. today's downpours are getting the headlines, but the wind is a major issue as well. check out these strong gusts. blowing winds or trees and snapping old glory around today on the peninsula. fortunately, no reports of any major damage so far. wind is a big part of the story along the coast in pacifica, and we have a crew live there and in the north bay bringing you team coverage. yeah, you can see zach and cornell are braving the elements. >> zach in particular at this point, and we'll check in with them momentarily, but we'll start with abc seven spencer christian. for more on where the storm is hitting hardest right now. hi, spencer. >> okay, larry and kristen.

well, you nailed it. it is hitting the north bay harder than any other region of the bay area right now. but look at the satellite radar composite image and that long plume of moisture reaching more than 700 miles out to sea. and as you mentioned earlier, that atmospheric river is flowing right into the bay area right now. so let me give you a look at the exclusive abc seven storm impact scale. this is a moderate level two storm with the heaviest rain so far in the north bay, but rain has reached other areas. lighter rain in other areas. gusty winds with gusts over 40mph in many locations, and they may hit up to 50mph at times. the forecast animation taking us into the nighttime hours, shows that the evening rush is going to be a mess, as some of that rain reaches south of the golden gate, down into the peninsula, over into the east bay. then it lifts up again with the heavier, steadier rain indicated by the yellows and oranges and reds there up in the north bay during the overnight hours. and the pattern continues into tomorrow and tomorrow morning's commute is going to be a challenging one as well. now we have a flood watch in effect for the entire north bay until 4 a.m. saturday. flooding is

possible in creeks and streams and low lying roadways. we have a wind advisory in effect for the north bay. the peninsula coastline, and the bay shoreline that's in effect until 6 a.m. tomorrow. winds the sustained winds 20 to 30mph out of the south, with gusts up to 50mph. there's a possibility of downed trees and power outages, and we have a high surf advisory in effect until 6 a.m. friday, with breaking waves reaching heights of 20ft and higher. of course, the danger of sneaker waves and rip currents. i'll have more on this a little bit later. and the accuweather seven day forecast. christine. all right. >> i'll see you then. spencer. thank you. in the north bay, heavy rain and wind toppled this tree in san anselmo. that's just one part of the picture. the storm is also creating flooding, rockslides and an intense driving on the roadways. abc seven news reporter cornell bernard is live in santa rosa with all the wet details for us. hey, cornell. >> hey, christine. yeah. no matter where you are in the north bay, it's definitely wet. it has been raining all

day long here in the santa rosa area. that atmospheric river moving in fast. taking some folks by surprise. heavy rain, compliments of that atmospheric river. arrived with a vengeance in sonoma county wednesday morning and didn't let up. what do you think of all this rain? >> well, at first it was cool, but now it's kind of scary. >> check out this scary, intense drive on highway 101 north through santa rosa. this was college avenue, where cars were barely getting through the high water. signs posted warning drivers to slow down. by midday, water began enveloping parts of mark west station road. nearby windsor creek began flooding its banks. >> so with this atmospheric river that's hitting us right now, currently we're kind of at the monitoring stage, but we are starting to see that nuisance flooding coming up on the roadways. >> this caltrans crew clearing leaves from a flooded storm drain in forestville. in healdsburg, heavy rain brought rocks and mud down onto fitch mountain

road. it toppled this utility pole, bringing down power lines. on a stormy day like this, christian oliva was happy for free sandbags at his local fire station. >> i'm getting sandbags to stop the water from going in the house. >> how bad does it get? >> it gets pretty bad. >> the petaluma water department is on duty, clearing rain, swollen storm drains this week. it's all hands on deck. we got most of the department out there looking, so we'll see how it goes. first responders warning the public to stay home and hunker down. if you can. >> if you don't need to drive, stay off the roadways because we are expecting that flooding to start occurring. >> yeah. be careful because roads are super slick. we have been pretty much all over the place today, so very be very careful. sonoma county is closing some roads this afternoon as a precaution. these are roads which have flooded before in the past, mainly in northern sonoma county. and like the saying goes, if you see a

flooded road sign on the road, turn around, don't drown, don't drive through it because it is far too dangerous. we're live in santa rosa tonight. cornell. bernard, abc seven news. >> all right, cornell, thank you. to the peninsula now, where some of the highest wind gusts could be experienced in pacifica. high waves slammed against the shore in a 20 foot sinkhole has opened along the seawall. abc seven news reporter zach fuentes joining us live near the pacifica pier right now. and it looks like you're holding your hat because it's really windy. >> you're about to see my natural hair here any minute. look, it has been extremely windy here. we are near the pier, not on the pier because it is closed. that is what they do when there is high surf like this. we'll pan over right now and just show you the ocean. the waves not looking nearly as bade if you can believe it as they were earlier, but the wind definitely feels like it has intensified out here, and we are now starting to see some pretty noticeable rain. now. one thing that was also noticeable out here was the lack of people.

there are usually a lot more people out here, but there's hardly anybody right now and that's really been the case throughout the day. still, we did speak with some people who decided to come down here, and they tell us they were just in awe of what they saw. high winds and waves were the story in pacifica wednesday. >> i've never seen anything like this. >> this woman and her family members came to pacifica from woodland. >> sister in law and i came to that building right there. and a big wave hit her, drenched her. >> i wasn't anticipating that. >> no, not at all. she said it almost knocked her over. look at this. >> visitors came from other parts of the bay area, too. like these folks from san francisco. what do you make of the wind? >> it's pretty powerful and kind of exhilarating to experience. a little scary, but i don't know. it's kind of cool to be here. >> still, even with those visitors, locals say the weather has definitely kept most people away. >> there's hardly anybody here. i mean, on a normal day like today, you know, it would be

there would be at least 20 people here, 30, 40, you know, people on the pier, you know, street vendors trying to sell, you know, art and so on. but, you know, so it's pretty crazy. >> city of pacifica's public works department tells me that they've been preparing for this storm for a while now. crews worked overtime to finish one last critical project before this high wind and high surf. this area on beach boulevard was closed after a large sinkhole opened up following king tides last week. crews worked around the clock for over three nights to secure the area. they cap things off wednesday morning just as the high winds and surf started coming in, though the pier was closed and the wind and waves made for a difficult walk. no one we spoke with was sorry for the experience. they took in. >> so far, no regrets. just a little wet but but it really is kind of cool to experience the power of nature and the waves and the wind. >> yeah. so i talked to the city of public works director about an hour or two ago, and he told

me that at that point there was actually not any wind damage. again, it does feel like the winds have intensified here. i don't know if spencer's expertise, but they feel a lot stronger. so we'll see if that still holds true. right now, they're not encouraging anybody to come down here. but if you do, he put it. keep your head on a swivel and don't turn your back to the ocean because it can get very dangerous out here right now. live in pacifica zach fuentes, abc seven news. >> by the way, zach spencer says you're absolutely right. all right. thank you so much. you know, storms like this one usually keep p-g-and-e's crews very busy. here's a live look at the p-g-and-e's outage map. the green dots are just smaller.the power outage areas, up to 50 customers. so you see several of those active right now this is really not too bad so far. yellow means an outage of up to 500 customers, and there are just a few orange outage areas. and those include up to 5000 customers. dozens of p-g-and-e's crews are mobilized across the bay area to deal with the storm. impact. the utility opened its emergency operations center in vacaville to help handle calls

for downed power lines, downed trees, failed equipment and any other issues that might contribute to power outages. >> we've been preparing for this storm for several days. we want customers to be prepared themselves, so that's making sure that devices are charged. electronic devices are charged. stay away from any downed power lines, treat any downed power line as live. >> if you encounter downed power lines, you're asked to call p-g-and-e's to report it. >> let's take a live look now at san francisco international airport. you can see how cloudy it is. the weather is making a mess of things for travelers. dozens of flights in and out of sfo have experienced delays. at least 15 others were canceled altogether. san jose and oakland are also experiencing delays due to this weather. stay with abc seven news for the up to the minute information on this storm as it moves through the bay area. we've got several days of rain ahead. if you have the abc seven bay area app, you can track the rain with the same doppler tool that spencer uses, and you can get live updates every hour. today wherever you

stream abc seven news. >> police are searching for a south bay barber who has been charged with sexually assaulting two men, kidnaping one of his own clients in the process. the man skipped court after posting bail, and he faces life in prison if convicted. abc seven news south bay reporter dustin dorsey has more information. as investigators search for the suspect and more victims. >> sexual assault, intoxication and kidnaping with the suspect still on the run, 34 year old franklin enrique cerquinho is mountain view apartment sits empty after police say he fled after being arrested for sexual assault, and investigators fear there may be more victims. >> we have reason to believe that there are at least 20, if not more. it does seem that these various victims were either unconscious or intoxicated, or a combination of both. based on the video evidence that's been obtained by law enforcement. >> thus far. investigators say two victims described losing consciousness after sharing drinks with canela earlier this year. >> two ways that we seem to see

a pattern of are either nightlife, where it's at a club or a bar, or some setting like that where the victims and the defendant would meet up and then something would happen after or he would know them through the occupation he had as a barber. >> court documents reveal that one of the victims was unlawfully restrained while cerquinho also him. the other, a client of cerquinho also home barber business, was allegedly kidnaped and carried away after being intoxicated by an anesthetic substance. >> through the investigation, there has been video evidence obtained that does depict various assaults, and that's still information that we're processing and gathering. >> cerquinho also was first arrested and posted a $250,000 bond in august for sexual assault, before the second allegation surfaced, he missed his october court date and investigators are confident he is no longer ie area. evidence suggests assaults may date back to 2018, and the district attorney's office is

asking for other victims to come forward. >> we will very much take great priority in their anonymity and protecting their names as much as we can throughout this process. we would encourage them if they do think there are potential victim of the defendant to seek testing for sexually transmitted diseases. >> if you have any information, contact mountain view police or the santa clara county da's office. in mountain view, dustin dorsey abc seven news this morning, pro-palestinian protesters demonstrating outside travis air force base were detained. >> they attempted to block the street and the entrance to the base. protesters were seen with large signs and they were chanting that ther force base was involved with supplying israel with weapons. fairfield police attempted to disperse the crowd just after 8 a.m, and those who did not move away from the entrance to the base were detained. >> the united states provides the weapons, provides the bombs, provides the airplanes, and so we are complicit with a genocide. the united states is

downed trees and slides. abc news reporter mola lenghi continues our coverage of the storm along the santa rosa creek in sonoma county. >> well, kristen, larry, the rainfall here in sonoma county has been intense and steady all day long, causing some downed trees, a lot of standing water, some flooding of some low lying roads, and overrunning some creeks and streams throughout the area. behind me here, this is the santa rosa creek. we've seen it gain more and more

strength. more and more water build up throughout the day. keeping an eye on this. this weaves its way through the town of santa rosa. here, and a lot of concern over creeks and streams, just like this one throughout the region. that may cause some urban flooding. so the potential for flooding remains a major concern going into tonight and going into the rest of the week, guys. >> all right. thanks. flooding is obviously going to be a major concern as we get day after day after day of rain. >> yeah. when the ground is going to be totally saturated. spencer. >> yeah. it is getting saturated now. we've already seen a little bit of rock sliding, and maybe a little bit of a landslide may develop as well as the soil just gets looser and looser and more saturated. here's a look at the satellite radar composite image and another view of this plume of moisture. this atmospheric river that is certainly flowing into the bay area right now, and looks like it's going to continue on that path for a while. the storm today is a level two storm, a moderate storm storm of moderate

intensity on the exclusive abc seven storm impact scale. heavy rain continues to pound the north bay. lighter rain in other areas and we have gusty wind all around the bay area. here's the forecast animation taking us into the evening hours through the evening commute, which is obviously going to be messy, especially as you go farther north and you see these more vivid colors of orange and red, indicating the heavier downpours that will continue to flow overnight through the bay area and into tomorrow morning. so tomorrow morning's commute is going to be a bit challenging as well. then we go to the flood watch, in effect for the entire north bay until 4 a.m. flooding is possible on creeks, streams, low lying areas, wind advisory in effect until 6 a.m. tomorrow for the north bay. the bay shoreline and the peninsula coast until i mentioned until 6 a.m. tomorrow. the sustained winds will be out of the south at 20 to 30mph, with gusts up to 50mph. there's the possibility, of course, of downed trees and power outages, and we have a high surf advisory in effect until 6 a.m. friday. right

now, we're looking at wave heights up to 20ft at point arena and breaking waves of course, expected to reach heights of 19 to 22ft at the highest dangerous swimming and surfing conditions, of course. and there's the danger of sneaker waves and rip currents. the coastline is not a safe place to be right now, unless you're driving away from it out in the sierra. winter storm warning in effect until 10:00 this evening. now a good deal of snow has already accumulated. we expect 6 to 12in of additional snow accumulation above 4500ft. up to two feet of additional snow over the peaks. gusts up to 50mph. needless to say, travel conditions are very difficult to nearly impossible overnight. low temperatures as the storm continues will be generally in the mid 50s, a little cooler down to santa cruz and morgan hill, where lows will drop into the upper 40s, and in parts of the north bay we'll see lows in the upper 40s. santa rosa, a low of 49 degrees and only a low of 51 at napa. highs tomorrow, apart from the

north bay, will be generally in the mid 60s, 6465 degrees, but cooler in the north bay. napa a high expected high of 5961 at santa rosa. and here is the accuweather seven day forecast. so back out of the way so you can get a clearer view. a level one storm tomorrow. but the storm intensifies again on friday. back to level two with heavier rain and gusty wind, a chance of thunder showers and breezy conditions on saturday and sunday. rainy and windy and back to level two intensity and monday and tuesday. right now we're looking at a persistent rainy pattern at level one and possibly some partial clearing and beginning of drying out next wednesday, but that may change as that river, that atmospheric river flows. >> wow. >> so you think it could get stronger, perhaps? >> oh it could. well, it's going to get stronger tomorrow. and stronger again on sunday. now, in terms of its uh- how long it will last, right. certainly through next tuesday, possibly into next wednesday. but we won't have a clear idea about that until we, as we continue to watch its development over the

next few days and into the weekend. >> fingers crossed for thanksgiving. >> thanks, spencer. absolutely. for calmer weather. all the travel. yeah. >> all right. the deadline to move the historic sacagawea farmhouse has been extended. preservationists now have until the fall of 2025 to move thetil house to san jose. history. park. the farmhouse has sat at its current location for more than 100 years, dating back to the japanese american incarceration camps set up by the u.s. the city plans to destroy the property to make room for nearly 1500 new homes. but preservationists are trying to raise money to pay for the relocation. >> well, christmas is more than a month away, but work is already underway to make the holidays a bit brighter for the children of local farm workers. today, a group called farm worker caravan kicked off its annual event at the san jose women's club volunteers creating festive christmas stockings. >> we have some sewing clubs that offer to sew beautiful stockings, as you see, and they're all handmade and they've been sewing them. this is the

making it legal for minors to carry narcan and fentanyl strips at school. >> governor newsom has signed it into law. as reporter giovanna lora from our sister station in los angeles explains, the teen's effort is turning tragedy into triumph. >> can you imagine the agony that our family felt when they learned that melonie had died from an accidental fentanyl overdose? >> the fatal fentanyl poisoning of 15 year-old melanie ramos at helen bernstein high school two

years ago was a pivotal moment for libby paquette. 17 year old libby didn't know melanie, but bernstein high is just a mile from libby's own school, and it's where libby spent several years playing sports. she says the loss felt too close to home. >> narcan is a life saving home. medication that is now available over the counter, but it needs to be in the hands of all california students. >> it's why this summer, libby found herself addressing the state legislature, advocating for a bill she proposed to senator anthony portantino during an internship in his office. >> when he presented the mock bill project. he knew exactly what i was going to do. i wanted to make sure that anybody who would ever come into any contact with even a painkiller, was able to protect themselves from a potential death. so even if that included middle school. >> her personal connection, her passion for making sure that her peers were safe in school struck me, struck my staff when i was looking up ways to help prevent

accidental fentanyl overdoses or fentanyl poisoning, because a lot of the time, they don't even know that there's fentanyl in what they're taking. >> it could be from painkillers. the number one thing that i kept seeing was fentanyl test strips. >> libby's proposal was chosen from, among 15 others, senator portentino authoring the bill, sb 997, allowing middle and high school students to carry fentanyl strips and narcan at school instead of rushing to a school administrator for narcan when it might be too late. >> it says a school district cannot prohibit a student from carrying the test strips and narcan on their person, so when they leave home, they can have it in their purse, in their pocket. and it's readily available for one peer to help another peer. >> according to the california public health department, last year there were 147 fentanyl related deaths in california among 15 to 19 year olds and another 23 deaths for people under 15. despite the alarming numbers, there was some pushback on sb 997

concern it might promote drug use. >> the answer it's not. it's a safety proposal. it's armg young people to look out for each other. >> this bill is about saving lives and fostering a culture of awareness and safety. culture of >> jovana lara, abc seven news. >> governor newsom approved the bill in september after bipartisan support in the legislature. that law will take effect in january. meanwhile, libby's research continues her next goal is persuading the makers of narcan and fentanyl strips to provide them to students at a discount. >> catholic charities san francisco is getting very large gifts to help combat homelessness. amazon ceo jeff bezos and his partner lauren sanchez bezos day one families fund has awarded a $5 million grant to the organization. the fund was created to support organizations that help those living on the streets. catholic charities sf plans to use the funds to increase homelessness outreach and extend service hours.

>> utah state university has joined a lawsuit over the possible presence of a transgender student athlete on the volleyball team at san jose state. utah state is looking to overturn a loss given to its team after they refused to play against san jose state back in october. the decision to cancel the game came as san jose state players gender was called into question, and that player has not publicly self-identified as being transgender. but utah state and san jose state's conference, the mountain west, is being sued by a group that includes a player and coach from san jose state. this is all very complicated, but they claim the athlete in question is getting preferential treatment. >> san francisco's main post office is one step closer to bearing the name of the late former mayor and california senator dianne feinstein. this morning, the u.s. senate unanimously passed a bill to rename the rincon center station on stewart street the dianne feinstein post office. the bill now goes to the house of representatives. in september,

we first profiled the area in a climate ready report. several weeks ago. its key export is a tiny fish used in diet supplements. but now comes the word that whales are actually being caught up in the process. abc seven news meteorologist drew tuma has our details. >> at least two humpback whales have been confirmed dead over the last year, with a third seriously injured. apparent casualties of commercial fishing activity near antarctica. at least one of the animals was believed to be caught up in the nets of a so-called super trawler, fishing for krill. >> both the boats and the whales are hunting for the krill, and sometimes the whales are the casualty of that, and they get stuck in the nets or hit by the nets and die as a result. >> stanford researcher matthew savoca studies the effect of

fishing in the antarctic oceans. he says the tiny krill are in demand for an array of products, including omega three dietary supplements at the same time, new treaties to protect specific areas from an overconcentration of fishing boats have reportedly stalled, potentially encouraging countries, including china, to expand their operations. >> china fishes all over the world. they have thousands and thousands of boats that go thousands of miles from their shores. and they're they're going to increase their krill fish, their krill catch as well. in the southern ocean as as part of this distant water fishing effort and a recent investigation by the associated press found that current catch limits could be targeted from smaller areas, with higher concentrations of krill available, potentially putting more vessels closer to the feeding whales. so we think it's more that they're you know, are these rich patches of krill and the whales want it and so do the

boats. and so they end up in the same place at the same time. >> several commercial fleets have redesigned their nets and taken other steps to reduce the risk of whale entanglement. but whether international treaties are updated to ease the pressures remains to be seen. drew tuma abc seven news. >> turning back to severe weather moving through the bay area. our atmospheric river is really packing a punch, bringing heavy rain and fast moving winds. this here is video from the crystal springs reservoir in san mateo county. you can see the waves just kind of forming in the water. the whitecaps there some ducks who don't mind at all. they enjoy the ride. >> yeah, it's like they're surfing out there. if a trip to tahoe is on your mind, be prepared for some slick conditions right now. chains are needed for drivers on interstate 80, so if you're headed east, they're required starting at cisco grove. that's all the way to truckee. and if you're heading west, chains are required starting at truckee all the way to eagle lakes. >> for those hoping to hit

the slopes, heavenly ski resort opened today, two days earlier than planned. the resort shared some video of people making their way down some of the runs. heavenly is expecting to get several inches of fresh snow over the next couple of days. >> yeah, i was going to say if we're getting rain then they're probably going to get significant snowfall. >> i know spencer the next few days. no need for that. snowmaking machine. >> no you're right. more rain for us. more snow for them. let's take a look at our storm. our level two moderate storm on the exclusive abc seven storm impact scale for tonight. we have today up there because it's been raining all day. but also for tonight. a heavy rain at times in the north bay. lighter rain in other parts of the bay area. gusty wind and rough surf. let's move along and take a look at the forecast animation. you can see. look at the vivid reds and oranges in there, with the yellow indicating pockets of heavy rain as we go into the evening hours. obviously the evening commute is going to be a messy one, and that pattern with the steadiest rain surging up through the north bay mainly will continue into tomorrow. there will be rain in other locations, but the bulk of
