and already we've seen some storm damage. good evening. thank you for joining us. >> i'm dan ashley and i'm ama daetz. tonight we are on storm watch. abc seven news reporter cornell bernard is in sonoma county. tim johns is in marin county. >> and you can see the live conditions right now from our cameras at the bottom of your screen. >> that's right. so for all of the details, let's get right to abc seven news meteorologist sandhya patel. sandhya. yeah. ama and dan. this live doppler seven will pretty much spell out what has been happening all day long. >> the north bay has been getting soaked all day long by this atmospheric river, and right now it is no exception. so as i take you in closer to where we are seeing some downpours, street level radar right around santa rosa, you will notice windsor highway 101, old redwood highway. you're getting pouring rain. a flood advisory is up until 8 p.m. tonight. they've already seen flooding on smaller streams and creeks and roadway flooding and that's going to continue in the east bay. emeryville oakland piedmont area. highway 24. you can see

all the way out towards orinda, lafayette, even into moraga, crockett, concord. you're getting some steady rain. san francisco down the peninsula, also getting wet into redwood city and san mateo, widening the picture. this atmospheric river is a level two storm. that area of low pressure that you're seeing over the pacific, that bombed out yesterday night, bombogenesis tying with the previous record of 942 millibars in the northeast pacific, which was years ago. so it has been an intense storm. that bomb cyclone affecting the pacific northwest, not us, but the atmospheric river will continue to cause pouring rain across the north bay this evening. as we head into 830, you will notice some light to moderate rain and other parts of the bay area as well. it's wet at 10 p.m. the rain just keeps on coming and we notice the winds right now. big rock ridge 58 miles an hour. we've seen gusts as high as 70 miles an hour over our higher elevations right now in oakland,

gusting to 35. san jose 32 from our mount tam cam, you can see just how windy it is. rain is certainly a factor right now. i also want to show you the storm impact scale as we take a look at the storm impact scale. right now, it is a level two on our exclusive abc seven news storm impact scale flooding rain in the north bay light to moderate in other areas. certainly windy with the dangerous surf. we also have a flood watch in effect for the north bay until 4 a.m. saturday. possibility of flooding continues. we have a wind advisory for the same general area. san francisco bay shoreline until 6 a.m. tomorrow. with those gusty winds, look out for downed trees and power outages. i'll be back with a look at the rough surf and the advisories and warnings coming right up, along with the rest of your timeline. >> all right, sandhya, thank you. and as sandhya said, here in the bay area, the area being hardest hit by the storm is the north bay. that's where we find abc seven news reporter cornell bernard, who is live in santa

rosa. and it's coming down cornell. >> yeah, it sure is. high. and talk about a wake up call. rainy season is here. it has been raining all day long here in santa rosa, and the atmospheric river moved in this morning, taking some people by surprise. heavy rain was not far behind too and started this morning. didn't take long for flooding to happen. roads in santa rosa and parts of windsor became almost undrivable due to flooding from overflowing creeks. signs are posted telling drivers to be careful. first responders say true. it's the first storm of the season, but it's also bringing a lot of rain in a very short period of time. >> yeah, so with this atmospheric river that's hitting us right now, currently we're kind of at the monitoring stage, but we are starting to see that nuisance flooding coming up on the roadways. we know there's a wind event you know, expected with this. it's expect some winds that could also bring down some debris into the roadways

from branches or trees or power lines that come down to. >> so what are you doing out here today? >> i'm getting sandbags to stop the water from going in the house. >> how bad does it get? >> it gets pretty bad. >> yeah. christian oliver was happy to grab some free sandbags from his local fire station up in healdsburg. crews were clearing a small rockslide and mud which fell onto fitch mountain road. it also brought down power lines. fire departments urge caution on the roads. they can't really stress it enough. slow down because more rain is on the way. it's going to be a very wet week. we're live in santa rosa tonigh. cornell. bernard abc seven news. >> wow, it is really coming down. cornell, thanks very much. all right. our team coverage continues in marin county as well. >> and that's where abc seven news reporter tim johns is set up, who tells us about the storm's impact on ferry service. tim. >> yeah. dan. i'm here outside the tiburon ferry terminal where services to and from san francisco were canceled today,

just after 8:00 this morning. ferry officials telling me it was the high winds that impacted their decision. heavy rain and strong winds hitting marin county wednesday as an atmospheric river sweeps across the north bay. those winds taking down a tree in san anselmo, where fire crews worked to remove it from a busy roadway. >> if anybody sees any roadblock or power lines down, it's recommended to call 911. >> the storm also impacting ferry services the golden gate bridge highway and transportation district, canceling their service between tiburon and san francisco just after 8 a.m. >> generally, when we need to suspend ferry service, it's due to winds and winds, particularly that affect docking in tiburon in particular, it's a challenging dock to arrive at or to depart from. and so when the winds are strong and from particular angles, it can make it very, very challenging. >> while the tiburon service was down, other ferry routes were still operating as normal. in sausalito. we ran into sonya roads and her husband, who were visiting from dallas and took

the ferry from san francisco. >> it was choppy, but it didn't bother us. we did okay with it. there were only about five people on the ferry, so i think it's impacting their business. >> rhodes said she and her husband were determined not to let the bad weather negatively impact their trip, a sentiment we also heard from fellow tourist gail leggett, who says the rain wasn't stopping her from getting a little shopping done. >> unless it's gale force winds, in which case i become mary poppins with the umbrella. i might reconsider. >> as for everyone else, county officials are recommending you limit your time outside and on roadways. they also want to remind people to have evacuation plans and go bags ready, making sure that you have water, food, the medicine, anything that you require to be able to kind of hunker down in your home safely with your family is recommended. now, as for that, tiburon ferry services officials tell me they do hope to have it back up and running by tomorrow morning. but that, of course, will be dependent on the weather and the winds. i'm live in tiburon. tim johns, abc seven news. >> okay, tim, thanks very much.

now, the weather has led to dozens of flights being delayed or canceled at san francisco international airport. flightaware shows departures on average running an hour late. inbound flights even longer. most of the problems are due to the high winds. travelers are also experiencing delays at san jose and oakland as well. >> the pacifica pier is closed, as you can imagine, because of high surf and intense winds last week. a part of beach boulevard was closed after a sinkhole opened up after the king tides. crews worked for three days to secure the area. they capped things off this morning just as the fast winds started coming in. abc seven news reporter zach fuentes will join us live from pacifica on our streaming show at 530, with a look at the latest conditions. >> well, p-g-and-e's crews are hard at work to try to reduce the impact of the storm. here's a look at the p-g-and-e's outage map. the green dots are smaller power outage areas, up to 50 customers. yellow means an outage of up to 500 customers, and there are just a few orange outage areas right now. those include up to 5000 customers.

dozens of p-g-and-e's crews are mobilized all across the bay area this evening. the utility opened its emergency operations center in vacaville to help handle calls for downed power lines, downed trees, a failed equipment and any other issues that might contribute to power outages. >> we've been preparing for this storm for several days. we want customers to be prepared themselves, so that's making sure that devices are charged. electronic devices are charged, stay away from any downed power lines, treat any downed power line as live. >> if you encounter downed power lines, you are asked to call p-g-and-e's immediately to report it. >> still ahead, more bad news for downtown oakland, as one of the city's largest employers now says it plans to downsize its headquarters. >> and a proposal to shut down a troubled safeway and turn it into affordable housing. we'll tell you about the idea from one san francisco supervisor when abc seven news

abc seven news reporter anser hassan is taking a closer look at how spending by the city's police department is contributing to the gap. >> at tuesday's city council meeting, red flags were raised about oakland police department's role in the city's $93 million budget deficit and your police department, which is expected to overspend by 51.9% of its budget. >> $51.9 million, or 16% of its budget. >> much of that is due to overtime. this graphic from the abc seven data team shows that since fiscal year 2016, overtime costs have been higher than budgeted. sergeant louis nguyen, president of the oakland police officers association, says it comes down to staffing an understaffed police department and the demand for service that is the biggest driver of overtime. sergeant nguyen says opd received 1.2 million calls

for service in 2023, and adds the department only has 678 officers to answer them all. that's down from 800 officers a few years ago. but james burch, with the anti-police terror project, says it's not solely a staffing issue. >> it seems every year the police come in ten, 20, 30 and now $50 million over budget, right? this is because there's no accountability measure. there's no meaningful way of holding them accountable. >> burch points to a 2015 audit which first raised concerns. it suggests if officer a works ten hours of overtime, he accrues 15 hours of comp time. officer b works 15 hours of overtime to cover officers a absence and accrues 22.5 hours of comp time. then officer c works 22.5 hours of overtime to cover officer b's absence and accrues 33.75 hours of comp time. >> so it's an upward spiral to the point where everyone is just getting paid overtime to do

normal shifts. >> sergeant nguyen says rules are in place to manage overtime this 2024 audit suggests some changes have been made to the overtime compensation policy, but that more needs to be done to make sure that we don't uh- uh- abandon the whole entire shift or an entire district. >> uh- make sure making sure that we have enough officers to respond to calls for service. >> department heads have been instructed to come up with more cuts by friday. if more cuts are to be made. city council has to vote on them by the end of this year. in oakland, anser hassan, abc seven news. >> kaiser permanente is planning to downsize its headquarters in oakland. that's according to the chronicle. it's called the building home for decades, and it's not clear yet what the reduction will look like. now, kaiser leases well over 350,000ft■!s of space. so they'e an important tenant in that building. last year, the health care giant announced it was going to move about 1200 people from oakland to pleasanton.

>> a san francisco supervisor is asking mayor london breed to turn the safeway near the fillmore and western addition neighborhoods into affordable housing. the grocery store is set to close in march. a private developer wants to turn it into market rate housing, the chronicle reports. supervisor dean preston sent a letter to the mayor asking her to use eminent domain to take control of the property. breed's office says it has not seen the letter. >> all right. coming up here, we're continuing to track the atmospheric river that is slamming the north bay. we'll check back in with meteorologist sandhya pa

two people and leaving about 500,000 people without power. the intense storm swept in yesterday with heavy rain and hurricane force winds up to 77 miles an hour. one gust brought down a tree onto a home southeast of seattle, barely missing a woman inside. >> and i just kind of laid ther. and then i forgot my cats had left, and i just freaked out because i was like, where is my cat? >> a woman in the seattle suburb of bellevue was not as lucky. she was killed in her shower when a tree crashed into her home. farther north, another woman was killed in lynnwood when a large tree fell on a homeless encampment. >> closer to home, major stretches of i-5 are closed from ashland, oregon, past the border and into california's shasta county. take a look at these photos of the extreme weather conditions. they were posted by oregon's department of transportation. i-5 is also closed near the town of weed, where the chp posted these videos earlier today showing the whiteout conditions. so far,

there is no word on when the road will reopen. >> all right, so we have been in for a really a tricky day and evening and more wet weather is coming. want to give you the latest on the conditions. >> that's right. and while abc seven news meteorologist sandhya patel tells us about the weather, we're also going to show you the countdown to the 58th country music awards. less than three hours away. it's right here on abc seven. all right. >> sandy, take it away. >> yeah. dan and ama, let's take a look at this atmospheric river. it has been feeding moisture into the north bay all day long. take a look. as we get you in closer, you will notice that the heaviest rain is still pounding the north bay as we go into street level. radar here. santa rosa reporting downpours right now. south santa rosa, sebastopol, by the way. santa rosa has received 4.63in of rain so far. varnado up in sonoma county, over seven inches of rain and still counting. pleasant hill, pleasant hill area, concord pacheco boulevard, martinez you're getting the

steady rain. it's really been wet across san francisco. the sunset district street level radar going into the peninsula right now. you will see lighter showers across skyline boulevard, burlingame, san mateo. some of the rainfall totals around the san francisco peninsula, a few hundredths of an inch to about 2/10 in the city. in some parts of the city. now we are seeing snow across the northern california mountains and the northern sierra. we are going to continue to see the snow accumulating over the next 24 hours. this is a bomb cyclone that is off the pacific northwest coast. it is not over our area, but you can clearly see that atmospheric river, the moisture plume is extending across the entire pacific heading into our area. and it's just stalled out over the north bay. we will continue to see those gusty winds. 6:00 tonight, over 40 miles an hour at 8 p.m. you're looking at 45 point reyes, even gusty inland. but the strongest winds along the coastline and over the

higher elevations going into tomorrow morning. still windy near the coast. afternoon hours. the winds start to ease, but there is still going to be going. the other thing we're noticing is the storm has been generating some big waves. that's a live view from santa cruz camera right now where the waves are just crashing up along the coastline right now, 22 footers, point arena, 17, bodega bay. ■that high surf advisory until 6 a.m. friday. you can see west southwest facing beaches. we'll be seeing the largest breakers anywhere from 14 to 22ft. it is dangerous to swim or surf, so stay away if you can. beach hazards statement for the northern monterey bay and that is until friday morning as well. risk of sneaker waves and rip currents. so definitely not a time to go out swimming or surfing. temperatures right now 50s and 60s. take a look at these live views. they're wet from the golden gate to walnut creek. zephyr cove right now showing you some snow flying snowflakes falling right now. it's a level two, a moderate strength storm. on our exclusive

abc seven news storm impact scale for tonight. flooding rain in the north bay will continue light to moderate. other areas windy with dangerous surf. so we go hour by hour. 6:00. you see the soaking rain in the north bay. 830 east bay, san francisco peninsula getting some wet weather as well. 11 p.m. that moisture feed continues even though the focus remains in the north bay. tomorrow morning, we're still going to be seeing some showers elsewhere. 9 a.m. pounding rain. i wouldn't be surprised if over a foot has fallen by the end of this week in the north bay, 1:00 in the afternoon. you can see that the rain is in the north bay. scattered showers in the evening and this continues well beyond thursday. so rainfall through tomorrow night, anywhere from a few hundredths of additional rain in the southern part of our viewing area to almost a half a foot in the northern part of our viewing area. now you tack on saturday as well, and by saturday night, so friday is when everybody is going to get a soaking. but you will notice over an inch in san jose finally

getting your share there. and over seven inches ukiah, clear lake, santa rosa, another almost half a foot of rain. winter storm warning until 10 p.m. tonight. expecting up to two feet for the peaks. gusts to 50. i would not travel if i were you. your morning temperatures 40s and 50s. windy along the coast still, and it is going to be stormy in the north bay tomorrow afternoon. showers elsewhere. temperatures are going to come up, so it's actually going to be warmer. many areas in the 60s. the accuweather seven day forecast. you're looking at a level one for tomorrow. rain heavy in the north bay, gusty for the bay area, rain and wind level two. chance of thunder on friday, a one on saturday. that's your best day. it's not going to be wet all day long and then a two sunday. rainy, windy showers continue into early next week with a chance on wednesday. keep in mind that sunday system is not going to be anything like what we're experiencing right now, but the cumulative effects on saturated ground is why we made it a two.
