>> all this action today is captured on live doppler seven as the first big storm of the season hits the bay area, and there is a lot more to come. good evening. >> i'm ama daetz and i'm dan ashley. thanks for joining us. we're on storm watch tonight because this is just the first day of many with wet and windy weather that will affect you. >> today's storm ranks level two on the abc7 news storm impact scale. the scale runs from 1 to 5. a level two isa moderate storm. today we have strong winds and lots of rain to deal with. although it varies really depending on where you live. and that's why we want to bring in abc seven news meteorologist sandhya patel. >> she's tracking the worst of the storm and conditions where you live. sandhya. >> that's right dan and ama, the worst of this storm has been hitting the north bay all day long. take a look at live doppler seven, a steady feed of moisture with that atmospheric river into the north bay has been pounding the region, getting you into street level radar. you will notice right around santa rosa getting some heavy rai.

guerneville road across highway 12. really, the downpours are going to continue through the night in the north bay. that is where we do have a flood advisory in sonoma county. as you will notice, it is up until 8 p.m. already seeing small streams and creeks overflowing flooding on the roadways. so watch out for that urban flooding. also, looking at the east bay now, richmond, san pablo, san pablo avenue, seeing some heavier rain as well, and from san francisco down the peninsula we are seeing some steady but light rain. for the most part. this is a level two storm on our exclusive abc seven news storm impact scale. atmospheric river with it that low that is off the pacific northwest coast bombed out known as bomb cyclone or bombogenesis last night, dropping it was a record tide in the northeast pacific 984 millibars. so as we go hour by hour, 7:00 tonight, heavy rain in the north bay. it really continues in the north bay through the night and then scattered showers elsewhere. lighter expected tonight as

we look at the winds. 50 mile an hour winds. big rock ridge, 42 oakland hills. we've seen gusts as high as 70 miles an hour earlier today. right now, gusts to 35 in half moon bay, 37 in concord. it is a rainy view from our exploratorium camera looking at san francisco level two on our storm impact scale. flooding rain in the north bay. light to moderate. other areas. windy. with that dangerous surf. flood. watch for the north bay until 4 a.m. saturday. the flooding will continue on the small streams and creeks. the rivers are okay. same area under a wind advisory until 6 a.m. tomorrow. san francisco bay shoreline also included in that gusts to 50 will continue to take down some trees and cause some outages. we have a high surf advisory until 6 a.m. friday looking at 18 foot waves right now at bodega bay. so very dangerous swimming and surfing conditions and a beach hazard statement until 6 a.m. for the northern monterey bay. watch out for rip currents and sneaker waves. so how much rain? how about over seven inches in venado? santa rosa? almost

five inches of rain and still counting more than two inches san rafael, far less san francisco, richmond and ben lomond. but we're not done yet. i'll be back with a full look at that forecast coming right up. dan. >> wow, that's a lot of rain. sandy. thank you. this storm, as we might expect, knocked out power to thousands of people today. here's a look at the current p-g-and-e's power outages. the biggest outage right now is for several hundred customers in pacifica. several thousand customers in and around san anselmo just got their power back. that was within the last hour. other parts of the bay area have, as you can see here, scattered outages. >> several public transit agencies are impacted by the storm today. there were no ferries to tiburon for most of the day. passengers had to take the bus instead. the alameda oakland water shuttle suspended service this morning. caltrain had multiple trains delayed throughout the day. bart ran slower trains because of the wet rails. debris on the tracks also caused sporadic slowdowns. >> all right, let's take a look at how this storm is affecting different parts of the bay area.

we're going to start with the area hit the very hardest. that's the north bay. we want to go live to. abc7 news reporter cornell bernard cornell. >> yeah. hey, dan, here we go. rainy season is definitely here. we are on the road right now in the news van where it is a very, very wet evening commute here in santa rosa. it has been raining all day long in sonoma county.g that atmospheric river moved in this morning, taking many people by surprise. heavy rain, compliments of that atmospheric river, arrived with a vengeance in sonoma county wednesday morning and didn't let up. what do you think of all this rain? >> well, at first it was cool, but now it's kind of scary. >> check out this scary, intense drive on highway 101 north through santa rosa. this was college avenue, where cars were barely getting through the high water. signs posted warning drivers to slow down. by midday, water began enveloping parts of mark west station road nearby winter creek began flooding its

banks. >> so with this atmospheric river that's hitting us right now, currently, we're kind of at the monitoring stage, but we are starting to see that nuisance flooding coming up on the roadways. >> this caltrans crew clearing leaves from a flooded storm drain in forestville. in healdsburg, heavy rain brought rocks and mud down onto fitch mountain road. it toppled this utility pole, bringing down power lines. on a stormy day like this, christian oliva was happy for free sandbags at his local fire station. >> i'm getting sandbags to stop the water from going in the house. >> how bad does it get? >> it gets pretty bad. >> the petaluma water department is on duty clearing rain, swollen storm drains this week. it's all hands on deck. >> we got most of the department out there looking, so we'll see how it goes. >> first responders warning the public to stay home and hunker down. if you can. >> if you don't need to drive, stay off the roadways because we

are expecting that flooding to start occurring. >> yeah, they really can't stress that enough. first responders say be very, very careful if you have to go out. and here's why. the roads are super slick. we're here on highway 101. we are heading south right now out of santa rosa. we are taking it super slow because it is so wet out here. a lot of roads are going to be closed in sonoma county because of the possible flooding that will be coming tonight and through the week, mostly in the northern sonoma county area. but right now we're on the road taking it slow during this atmospheric river event, and we're live in sonoma county. cornell, bernard abc seven news. >> yep, that's the right way to do it. thank you. cornell. now on to the peninsula. taking a live look at san francisco international airport, where a third of all flights were delayed. today because of the weather. of course, a ground delay this afternoon meant arriving flights were late. more than two hours. the wind got the

blame on that. check it out. abc7 news was at the airport and watched this delta airlines plane take off. oh watch this. you can see it move just a bit sideways just after it leaves the ground. and that is how powerful those winds were today. but take a look at this rainbow. wow, that's a good one too. it was visible from the airport. a bright band of color across a gray, cloudy sky. >> so glad we got that. fantastic. well, in the east bay, the oakland zoo closed today because of the weather. obviously. so far, though, they are keeping tonight's safari event open. it started at 430. >> listen to those winds howl. and speaking of howling, look at the marina green and our photographer found some dogs getting well prepared for their walk. i mean, you got to have your hood on, right? one dog in that yellow raincoat, another getting an orange one and a

third one still waiting for his protection from the rain. they were all pretty patient while they got properly dressed, for the conditions are adorable. >> they're just sitting there waiting to be dressed out. wow. all right. we haven't talked much about south bay weather today. that's because it's been the least affected by this storm. still, skies were gray, and it was noticeably windy. this video was recorded in san jose. you can see those flags moving pretty well. track the weather where you live with the abc seven bay area app. you can get the latest forecast and look at the very same live doppler seven radar that our weather team uses. just search abc seven bay area in your device's app store to download it right now. >> morgan hill police are looking for a motive in the city's first homicide of the year. officers found the victim, an adult male on tennent avenue near monterey road, just after seven this morning. he had been shot at least once in the torso. efforts to resuscitate him failed. his identity hasn't been released. police arrested the 30 year old suspect a short time later after witnesses spotted him walking nearby. he was taken

into custody without incident, without incident. police are searching for a south bay barber charged with sexually assaulting two men and possibly some two dozen others. the man failed to show up for a court hearing after posting $250,000 bail. abc seven news reporter dustin dorsey has more information. as investigators search for the suspect and more victims. >> sexual assault, intoxication and kidnaping with the suspect still on the run, 34 year old franklin enrique cerquinho is mountain view apartment sits empty after police say he fled after being arrested for sexual assault and investigators fear there may be more victims. >> we have reason to believe that there are at least 20, if not more. it does seem that these various victims were either unconscious or intoxicated, or a combination of both. based on the video evidence that's been obtained by law enforcement. >> thus far, investigators say two victims described losing consciousness after sharing

drinks with canela. >> earlier this year, two ways that we seem to see a pattern of are either nightlife where it's at a club or a bar, or some setting like that where the victims and the defendant would meet up and then something would happen after, or he would know them through the occupation he had as a barber. >> court documents reveal that one of the victims was unlawfully restrained, while cerquinho also him. the other, a client of cerquinho also home barber business, was allegedly kidnaped and carried away after being intoxicated by an anesthetic substance. >> through the investigation, there has been video evidence obtained that does depict various assaults, and that's still information that we're processing and gathering. >> cerquinho also was first arrested and posted a $250,000 bond in august for sexual assault before the second allegation surfaced. he missed his october court date and investigators are confident he is no longer ie

pretty blustery out there, and this storm has hammered the north bay and it's having an impact on transportation. abc seven news reporter tim johns is live in tiburon tonight to explain what's happening there. tim. >> yeah. dan i'm here outside the tiburon ferry building, where services to and from san francisco were canceled today just after 8:00 this morning. ferry officials telling me they made that decision because of these high winds, heavy rain and strong winds hitting marin county wednesday as an atmospheric river sweeps across the north bay. those winds taking down a tree in san anselmo, where fire crews worked to remove it from a busy roadway. >> if anybody sees any roadblocks or power lines down, it's recommended to call 911. >> the storm also impacting ferry services, the golden gate bridge highway and transportation district, canceling their service between tiburon and san francisco just after 8 a.m. >> generally, when we need to suspend ferry service, it's due to winds and winds, particularly that affect docking. in tiburon

in particular, it's a challenging dock to arrive at or to depart from. and so when the winds are strong and from particular angles, it can make it very, very challenging. >> while the tiburon service was down, other ferry routes were still operating as normal. in sausalito. we ran into sonya roads and her husband, who were visiting from dallas and took the ferry from san francisco. >> it was choppy, but it didn't bother us. we did okay with it. there were only about five people on the ferry, so i think it's impacting their business. >> rhodes said she and her husband were determined not to let the bad weather negatively impact their trip. a sentiment we also heard from fellow tourist gail leggett, who says the rain wasn't stopping her from getting a little shopping done. >> unless it's gale force winds, in which case i become mary poppins with the umbrella. i might reconsider. >> as for everyone else, county officials are recommending you limit your time outside and on roadways. they also want to remind people to have evacuation plans and go bags ready, making sure that you have water, food, the medicine, anything that you

require to be able to kind of hunker down in your home safely with your family is recommended. now, fire officials tell me they're hoping to have this tiburon, san francisco route back up and running by tomorrow morning. but that, of course, will be dependent on the weather. for now, i'm live in tiburon. tim johns, abc seven news. >> okay, tim, thanks so much. all right. >> so let's get to that weather. we want to find out exactly what's going on. >> meteorologist sandhya patel has been very busy today tracking the storm. sandhya. >> yeah. this atmospheric river. dan and ama is just getting started with us. so as we take a look here, it has been just pushing a steady stream of moisture into the north bay. which explains why the north bay has been seeing rainfall in inches from santa rosa to san rafael to venado. over seven inches of rain has fallen there. let's get you into street level radar, where it is pouring right now. and that is santa rosa. seeing some heavy rain across highway 101. as we look in other parts of the area right now, tomales road, dillon beach, we're also seeing some downpours,

some of the rainfall rates, about a half an inch an hour. you can bet this is what's causing some of the flooding on small streams and creeks and roadways. so the flood advisory has expanded. it's an urban and small stream flood advisory for parts of sonoma and napa counties, and even parts of lake county until midnight, 1215 tonight. all right. let's take a look at the eat bay. you also have some rain falling right now. it is moderate in some places, like richmond. also kensington area san pablo. you will notice street level radar where it is coming down. steady rain from the marina district sunset district into the bay view bay shore. san francisco, burlingame, half moon bay, redwood city. you're seeing lighter rain and as we really pan around to show you what's happening here, we've had numerous reports of storm related damage so far 16 to be precise. not just heavy rain, but flooding, wind damage. and this is going to be the case

as we head into the night. so looking at live doppler seven, we're also seeing the snow falling over the mountain tops. the steady stream of moisture. with this atmospheric river continuing and this is the result. this is from the sierra where the snow is coming down right now. live views from our tower cameras. we have the rough surf in santa cruz, rainy views from emeryville with the wet roadways, roof camera. here's a look at that area of low pressure. major storm with the atmospheric river that moisture plume is extending all the way out across the pacific. it's going to continue to move across northern and parts of central california over the next couple of days. so the winds are going to be a factor tonight. as you will notice, over 40 miles an hour at 7 p.m. 9 p.m. while the winds inland start to drop off 43 there at point reyes going into the wee hours of the morning. if you're a light sleeper, the winds are going to wake you up as we go into tomorrow morning. 46 point reyes looking at 20 to 30

elsewhere tomorrow night. ad here's that live view from santa cruz camera where you can see that the waves are still going. they're big and they're going to remain elevated. so high surf advisory until 6 a.m. friday. you will notice 19 foot waves right now. bodega bay, 15 footers in san francisco, risk of rip currents and sneaker waves with the moderate swell. so northern monterey bay includes santa cruz under a beach hazard statement. your temperatures right now 50s and 60s. as we look at the storm impact scale. it's a level two on our exclusive storm impact scale for abc seven. it's a moderate strength storm. flooding rain continues in the north bay light to moderate elsewhere. windy with the dangerous surf downpours at seven and nine in the north bay. the rest of you are looking at light to moderate rain. you'll notice that heavy rain continuing tomorrow morning, and then the rain line starts to shift at 930. scattered showers for the rest of the bay area, but the rain will still be focused on the north bay. when you look at the rainfall taking you through tomorrow around

early in the day, the dow rallied to gain 139 points in end trading at 43,408. the nasdaq lost 21 points. the s&p 500 gained less than a point after the closing bell. chipmaker nvidia, which is based in santa clara, issued a better than expected earnings report. nvidia's earnings are expected to help set the standard for the artificial intelligence trade. >> there's a new entertainment zone in town, and it's at thrive city. that's the area surrounding chase center in san francisco's mission bay neighborhood. a designated entertainment zone means that you can buy alcohol and drink it outside during events in the

seven news meteorologist sandhya patel to track where the storm is now. sandhya. >> it is spreading rain across the bay area ama and dan. but the heaviest is in the north bay. this is an atmospheric river that is feeding moisture into our area. the low the bomb cyclone is still over the northeast pacific. it has been impacting the pacific northwest with thousands of people without power. heavy rain obviously has proven deadly. two people have died so far. looking at local live doppler seven, you can see where there are yellows and oranges, indicating the heavier rain getting you into street level radar around fairfield american canyon. we're seeing some downpours right now. we have a flood advisory that has expanded, expanded depending on where you are. it's in effect until either 8:00 tonight or late tonight. we have rain falling right now in crockett. martinez. it is moderate in pockets. san francisco steady, light rain from chinatown to the bayview district. and even a few showers have made it all the way down towards the santa cruz area. i'll be back with another update in just a few minutes. dan.

>> all right. thank you. sandhya. on the peninsula, e of the highest wind gusts were in pacifica. high waves slammed the shore, and a 20 foot sinkhole has opened along the seawall. abc seven news reporter zach fuentes takes a look. >> high winds and waves were the story in pacifica wednesday. >> i've never seen anything like this. >> this woman and her family members came to pacifica from woodland. >> sister in law and i came to that building right there. and a big wave hit her, drenched her. >> wasn't anticipating that. >> no, not at all. she said it almost knocked her over. look at this. >> visitors came from other parts of the bay area, too. like these folks from san francisco. what do you make of the wind? >> it's pretty powerful and kind of exhilarating to experience. a little scary, but i don't know. it's kind of cool to be here. >> still, even with those visitors, locals say the weather has definitely kept most people away. >> there's hardly anybody here. i mean, on a normal day like today, you know, it would be there would be at least 20

people here or 30 or 40. you know, people on the pier, you know, street vendors trying to sell, you know, art and so on. but, you know, so it's pretty crazy. >> city of pacifica's public works department tells me that they've been preparing for this storm for a while now. crews worked overtime to finish one last critical project before this high wind and high surf. this area on beach boulevard was closed after a large sinkhole opened up following king tides last week. crews worked around the clock for over three nights to secure the area. they capped things off wednesday morning just as the high winds and surf started coming in, though, the pier was closed and the wind and waves made for a difficult walk. no one we spoke with was sorry for the experience they took in. >> so far, no regrets. just a little wet. but. but it really is kind of cool to experience the power of nature and the waves and the wind. >> so. a reminder the pacifica pier is closed because of the high surf. but if you do come down here, the city of public works director reminds everyone

to keep your head on a swivel and never turn your back to the ocean. right now in pacifica. zach fuentes, abc seven news. >> all right. from rain. the worst. sorry. go ahead. >> that's okay. the worst power outage. we have an update for you. so we want to get to this right now is around pacifica and montara. about 1300 p-g-and-e's customers are affected. that large orange section on this map of current p-g-and-e's power outages just zoomed in right there to show you. p-g-and-e's says the outage is because of the weather and it doesn't know when that power will be back on. other parts of the bay area have scattered outages. >> well, there is so much snow that several ski resorts are opening in the tahoe area. heavenly opened today two days earlier than planned. the resort is expecting several inches of snow over the next several days, as sandhya has detailed it. shared this video with with us of people making their way down some of the runs they're having a blast. boreal mountain resort, palisades tahoe and sugar bowl all plan on opening on friday. mount rose was the first resort to open. that was a couple of weeks ago.

there is snow falling in the sierra and that is making for some slick conditions, particularly on interstate 80. caltrans put chain controls into effect earlier today. now, right now, chains are required on interstate 80 between nyack and truckee. however, they are not needed if you're on highway 50 or highway 88. want to be able to see the conditions in the sierra as well as the bay area, you can track the weather in real time thanks to abc seven. just take a look at this qr code. use your phone's camera to scan it, then bookmark the page it takes you to so that you can easily check the weather all week long whenever you want. >> we are following the story of the dire financial situation for oakland. it may have to make tough cuts to reduce a $93 million budget deficit. abc seven news reporter anser hassan is taking a closer look at how spending by the oakland police department is contributing to the gap. >> at tuesday's city council meeting, red flags were raised about oakland police department's role in the city's $93 million budget deficit.

>> and your police department, which is expected to overspend by 51.9% of its budget. $51.9 million, or 16% of its budget. >> much of that is due to overtime. this graphic from the abc7 data team shows that since fiscal year 2016, overtime costs have been higher than budgeted. sergeant louis nguyen, president of the oakland police officers association, says it comes down to staffing an understaffed police department and the demand for service that is the biggest driver of overtime. sergeant nguyen says opd received 1.2 million calls for service in 2023, and as the department only has 678 officers to answer them all, that's down from 800 officers a few years ago. but james burch, with the anti-police terror project, says it's not solely a staffing issue. >> it seems every year the police come in ten, 20, 30 and now $50 million over budget, right? this is because there's no accountability measure.

there's no meaningful way of holding them accountable. >> burch points to a 2015 audit which first raised concerns. it suggests if officer a works ten hours of overtime, he accrues 15 hours of comp time. officer b works 15 hours of overtime to cover officers a absence, and accrues 22.5 hours of comp time. then officer c works 22.5 hours of overtime to cover officer b's absence and accrues 33.75 hours of comp time. >> so it's an upward spiral to the point where everyone is just getting paid overtime to do normal shifts. >> sergeant nguyen says rules are in place to manage overtime this 2024 audit suggests some changes have been made to the overtime compensation policy, but that more needs to be done to make sure that we don't uh- uh- abandon the whole entire shift or an entire district. >> uh- make sure making sure that we have enough officers to respond to call for service. >> department heads, including the oakland police department, have been instructed to compile

today, a judge sentenced undocumented immigrant jose ibarra to life without the possibility of parole for the murder of nursing student laken riley. the sentencing came shortly after the judge convicted ibarra on all charges. riley's mother addressed the court just before the sentence was handed down. >> this monster took away our chances to see lake and graduate from nursing school. he destroyed our chances of meeting our grandchildren, and he took my best friend. he ripped away every beautiful memory we will ever be able to make with her again. >> prosecutors claim ibarra killed riley back in february because she, quote, refused to be his rape victim. conservatives, including president elect donald trump, used the case as an argument for

immigration reform and mass deportations, and there are similarities to the kate steinle case. stanley was shot and killed almost ten years ago while walking along pier 14, in san francisco with her father, a man named jose inez garcia zarate, an undocumented immigrant, was eventually acquitted of her murder and manslaughter in 2017, but he was found guilty of gun charges and eventually deported. the killing sparked fierce debate over san francisco's sanctuary city policy at the time. >> and as i said, donald trump and republicans have seized on the lake and riley case to push for an immigration crackdown, including mass deportations, once he begins his next term as president. today, trump named matthew whitaker as the u.s. ambassador to nato, saying, quote, he will put america first. whitaker served as acting attorney general for part of trump's first term. in the meantime, the incoming trump administration is lobbying support for matt gaetz, trump's pick for attorney general. today, the house ethics committee voted against releasing its report on gaetz

and abc news reporter christiane cordero is in washington. >> today, a potential turning point in the controversy surrounding former representative matt gaetz discussed behind closed doors. the house ethics committee, unable to reach an agreement on whether to release its report into allegations of gaetz's sexual misconduct and illicit drug use. >> there was no consensus on this issue. we did agree that we would reconvene as a committee on december fifth. >> gaetz is nominated to be the next attorney general. we already know some of what the ethics panel heard in its investigation. two women testified gaetz paid them for sex. one claims she witnessed gaetz having sex with a minor. abc news exclusively obtained financial records detailing the more than $10,000 gaetz appears to have sent them, including this check for $750 made out to cash and allegedly signed by gaetz and venmo payments with notes like just because and flight plus extra for you. gaetz

has denied all wrongdoing. the doj's investigation ended with no criminal charges. today on capitol hill, vice president elect jd vance and gaetz lobbied several republicans on the senate judiciary committee, which will eventually vote on gaetz's nomination. democrats on that panel today requested from the fbi director all the information on its now closed separate investigation into gates. that doj investigation ended with no criminal charges as trump on social media blames the controversy around his picks on democrats, writing they dirty them up. they destroy them, and then they spit them out. still, even some republican senators say his fate is uncertain. >> i'm not going to legitimize the process to destroy the man because people don't like his politics. he will be held to account in the confirmation process. >> it's also unclear if the fbi will release its complete file. the request from democratic senators is just that it is not an enforceable subpoena. christiane cordero, abc news, washington.

deadly turn. we first profiled the area in a climate ready report several weeks ago. its key export is a tiny fish used in diet supplements, but now it comes comes word that whales are being caught up in the process. abc seven news meteorologist drew tuma has the story. >> at least two humpback whales have been confirmed dead over the last year, with a third seriously injured. apparent casualties of commercial fishing activity near antarctica. at least one of the animals was believed to be caught up in the nets of a so-called super trawler, fishing for krill. >> both the boats and the whales are hunting for the krill, and sometimes the whales are the casualty of that, and they get stuck in the nets or hit by the nets and die as a result. >> stanford researcher matthew savoca studies the effect of fishing in the antarctic oceans. he says the tiny krill are in demand for an array of products, including omega three dietary supplements at the same time, new treaties to protect specific

areas from an overconcentration of fishing boats have reportedly stalled, potentially encouraging countries, including china, to expand their operations. >> china fishes all over the world. they have thousands and thousands of boats that go thousands of miles from their shores. and they're they're going to increase their krill fish, their krill, catch as well. in the southern ocean, as as part of this distant water fishing effort and a recent investigation by the associated press found that current catch limits could be targeted from smaller areas, with higher concentrations of krill available, potentially putting more vessels closer to the feeding whales. so we think it's more that they're, you know, are these rich patches of krill, and the whales want it and so do the boats. and so they end up in the same place at the same time. >> several commercial fleets have redesigned their nets and taken other steps to reduce the risk of whale entanglement. but whether international treaties are updated to ease the

pressures remains to be seen. drew tuma, abc seven news. >> and biologists say krill is also critical to the marine food chain, feeding huge populations of humpback and other whale species. yes. >> okay, we've got all this weather behind us to talk about. >> it is a mess, and it's going to be that way for a few days. meteorologist sandhya patel is back. sandhya? >> yeah. dan. and let's take a look at live doppler seven. we are still tracking some heavy rain right now in the north bay. as this atmospheric river continues to feed moisture into the area. sebastopol. highway 116. rohnert park, santa rosa, you're not getting much of a break, which is why the urban and small stream flood advisory is going for parts of the north bay. in the east bay around oakland piedmont park boulevard, you are seeing some steady rain from the peninsula, lighter rain around pacifica. the winds have been gusting right now. atlas peak 5052, big rock ridge. we've seen wind gusts as high as 70. you'll notice one of those reports was 61. right now for the hilltop winds. sfo is reporting over three hour delays
