it wiggles. >> then keep it off. >> it's going to be all over your clothes. >> i'm saying yeah. >> no, that's the rule. i don't make the rules. it's just a rule. on this thursday, november 21st, we're going to go quickly to drew. >> lots of wet. >> we got wet and windy conditions. so it's the north bay again that is still dealing with heavy rain. here's live doppler seven. the brightest colors indicating the heaviest rain. and again, that's still in northern sonoma county. mendocino county, lake county. and this is where we've had issues all morning long. the last 24 hours. we've seen close to a foot of rain in some spots in northern sonoma county. so we have a flood advisory. this will last until early saturday morning. and what this means is that we've already seen nuisance flooding on many of our roads in the north bay, our smaller streams and creeks and with several more inches of rain coming over the next 36 hours, we'll likely see more issues there as we take a look at areas outside of the north bay. we have some lighter showers across the city stretching as far south as san mateo. some light drizzle over the san mateo bridge, some wetter spots in oakland, el cerrito and richmond. we'll take you to the bay bridge toll plaza

right now, where it is wet. so as you cross the bridge, the winds are running perpendicular to the bridge, so you may be hanging on to that steering wheel a little bit tighter this morning. in fact, the winds are out of the south and again they're pretty active right now, gusting 20 to 30mph in a lot of spots. so it's a level two this morning. we're still tracking the highest flood risk in the north bay, where we expect several inches of additional rainfall today lighter amounts south and east, just like yesterday. the winds stay breezy today and we have dangerous surf along our coast. so here's future weather this morning. 815 still the heaviest rain in the north bay. it's pretty quiet in the east bay, the south bay and the peninsula at that hour. it's a similar story early in the afternoon, and then finally late tonight we'll get a bit of a break as this boundary lifts north before tomorrow. everybody gets in on widespread rain and some wind. we'll show you that coming up in eight minutes. let's check in with gloria. see those drive times this morning? >> if you are driving this morning, get ready for a wet commute. we're already starting to see a lot of incidents pop up, so be very careful out there on the roads this morning. we want to start with the sigalert

over in san francisco. this is on eastbound 80. before first street and traffic is moving very slowly here about six miles per hour. all four left lanes are blocked at this time. and the backup is to fifth street. we have this video here that shows you the backup. this is a caltrans video. so it is moving very slowly here. and in oakland, a two car crash just cleared from the northbound 13 connector ramp to highway 24. but there are still some delays in this area because of that crash. also, in the north bay and the san rafael area, we just heard about a rockslide. this is on the sir francis drake offramp. traffic is very slow throughout the area because of flooding in the lanes. so again, be very careful if you're driving this morning. amanda. >> all right. gloria. thank you. the north bay got hit with the brunt of the storm yesterday. and this morning they are seeing the most fallout from flooding to falling trees. abc seven news reporter lena howland is live in santa rosa right now. lena, tell us what you're seeing. >> hey, amanda. we are still feeling some rain here in santa

rosa. although it has turned into more of a sprinkle at this hour. now we are just outside of colgin creek here behind me, where there has been some moderate flooding reported on the southern side of santa rosa, near sebastopol. and while it hasn't flooded out here where we are just yet, we can see some pretty high water levels. it's this heavy rain and gusty winds that we're feeling that has caused quite a bit of damage across the north bay. yesterday, a massive tree fell on this home in forestville, just outside of santa rosa. one person was taken to the hospital, but officials say they will survive. this also damaged power lines and a nearby car. in santa rosa near 101 and state route 12, the falling rain was too much for this tree that fell onto power lines in a residential neighborhood. nearby homes were left in the dark this morning. >> it just started pouring and it hasn't stopped. i don't like it. this morning i actually almost got in a car accident. >> another flood advisory has been issued for this area again

overnight into saturday morning. this weather has also caused several school closures in the north bay. fort ross elementary, montgomery elementary and monte rio union elementary will be closed today. cassia elementary in stewarts point will be closed both today and tomorrow. so if you do have to be out on the roads driving today, it is a good reminder to take your time, be slow out there and make sure that you have your headlights, your headlights on. for now, reporting live in santa rosa lena howland abc seven news. >> thank you. lena. the state's office of emergency services pre-positioned resources in seven counties. that includes napa. because of the potential for debris flows from burn scar. that includes strike teams and urban search and rescue crews, incident managers and a helicopter. heavy rain started yesterday morning, and it didn't take long for flooding to happen. roads in santa rosa and windsor became almost undrivable due to flooding from the overflowing creeks. signs are posted telling drivers to be

careful. first responders say it's the first storm of the season, but it's bringing a lot of rain in a short amount of time. >> so with this atmospheric river that's hitting us right now, currently we're kind of at the monitoring stage, but we are starting to see that nuisance flooding coming up on the roadways. >> first responders are warning the public to stay home. if you can. stay off the roads. >> and no doubt this storm has had an impact on transportation. the golden gate bridge highway and transportation district canceled ferry service yesterday between tiburon and san francisco, while the tiburon service was down. other ferry routes were still operating as normal. a spokesperson told us although the water is choppy, it's actually the high winds that are causing the issues for this service. in particular. >> generally, when we need to suspend ferry services, it's due to winds and winds, particularly that affect docking. in tiburon in particular, it's a challenging dock to arrive at or to depart from. and so when the

winds are strong and from particular angles, it can make it very, very challenging. >> county officials are recommending you limit your time outside and you limit your time on the roads. they want to also remind people to have evacuation plans and go bags ready. >> here's a live look at the san francisco international airport. we're already seeing delays this morning as the storm rolls through. you'll definitely want to check your flight before heading out to the airport, because yesterday, hundreds of flights were delayed and more than 60 were canceled because of the weather. the longest delays were for inbound flights, some stretching to 2.5 hours or more. departures were facing delays of about an hour. the wind is really the problem there. abc seven news was at the airport yesterday. watch as this delta flight takes off. and as you can see, i mean, i don't think this is too bad, but i guess you can kind of see that the wind is taking a bit of a toll on the flight. they're fine. >> in the sierra, people are preparing for more potential power outages as they face high winds and snow. this is a live

look at those conditions up there right now. you can see it is actively snowing overnight. chains have been required on interstate 80 in the truckee area, and gloria, people who live up there, they say they're ready for the winter weather. >> yeah, thankfully they have some experience dealing with this winter weather and law enforcement. public works say they are fully staffed and they're ready to help them out during the storm. now, according to the office of emergency services in truckee, the high winds are prompting fire danger concerns on the nevada side of the border. utility companies are issuing power, safety shutoffs in both nevada and california. thousands of people who live in the sierra did not have electricity yesterday, so they went to their nearest stores to get the right gear. truckee residents say they are prepared for the storm and also for the tourists who are on their way for ski season. >> we're all for it. it gets hectic, but it's why we live here. >> try and stay out a safe way. when they come into town for sure. >> and several tahoe resorts are opening early, including

heavenly, which opened yesterday two days ahead of schedule. they've been anticipating more tourists because of the large amount of snow that's coming in, but officials are warning you to be prepared for the weather impacts. if you are driving to the area. they're asking that you sign up for emergency alerts through the code red system or tahoe alerts. so obviously if you're driving up there to go skiing or snowboarding, just be very careful. reggie. >> all right. thanks, gloria. if you want to be able to see conditions in the sierra as well as the bay area, you can track the weather in real time with abc seven. just use your phone's camera to scan the qr code that you see right now on your scree. then bookmark that page so you can easily check the weather whenever you want. >> today we'll get an update on the investigation into san mateo county sheriff christina corpus, the independent civilian advisory commission will hold a special meeting. city leaders are expected to discuss how they will respond to the allegations against the sheriff. a 400 page report accusing corpus of abuse of power and an inappropriate relationship with a staff member

has the board of supervisors looking to oust her? one of the commissioners had this to say about the sheriff's behavior. >> you have time to do news interviews, but you could not make time to meet with the independent investigator. so you had plenty of time, you know, and the response was, you are busy as sheriff. i have watched on the news like at least four different interviews. so if you have time to do interviews, you should have time to talk to the independent investigator or be responsive to us. >> so corpus has denied any wrongdoing. today, the board of supervisors will also hear recommendations about what might come next. the meeting is happening at 1 p.m. in redwood city. >> time now approaching 611 on our thursday. here's live doppler seven, along with satellite. you can see our area of low pressure. our bomb cyclone that strengthened over the past couple of days, sending our atmospheric river into northern california where it has stalled. and you can just see

all of this moisture stretching hundreds of miles to the south and west, tapping into the tropics. that's why this is an atmospheric river. that's why we're calling it that. it has a lot of moisture to work with, and we're seeing significant rainfall, especially in the north bay over the last 24 hours. and that's exactly how today is shaping up as well. this atmospheric river still stalled in the north bay. so santa rosa, likely an additional three inches of rain throughout the day today. that's on top of the seven inches we have already seen in the last 24 hours outside of the north bay, just like yesterday, those rainfall totals are really light in the south bay. again today you will stay dry. here's live doppler seven. we have some light showers across the city right now. parts of the east bay around oakland, berkeley, el cerrito, richmond. some lighter showers falling around san mateo, but it's the north bay there you can see those bright colors still indicating where the heaviest rain is falling. where we have those flood advisories in effect. let's time out. your thursday for you. future weather showing you throughout the morning. the focus is in the north bay. it's

thousands of striking workers from hilton, hyatt and marriott hotels marched through downtown this week, marking two months since the strike began. they're demanding better wages, better staffing and affordable health care. >> and it's really disappointing. it's really disrespectful that after two months of being out on strike, they still have failed to make the commitment to maintain our union medical benefits. >> hyatt released a new statement saying it's willing to continue bargaining in good faith. hilton and marriott have both said they are negotiating with the union. today is the last day of a two day strike for university of california health care employees. some 40,000 people walked off the job yesterday. members of two unions walked a picket line at ucsf mission bay. both are asking for better pay and increased staffing. >> i have felt sort of the significant workload, the exhaustion. i've witnessed it in my colleagues. we're all kind of burning out. we're not feeling like we are able to continue to give the excellent care that we

afternoon and all evening tomorrow, even friday night, will be in and out of the downpours. a chance of a thunderstorm and some gusty winds. so rainfall today we'll measure several inches additional in the north bay and then watch friday. boom! there we go. more than an inch of rain falling on the peninsula, the east bay, the south bay, the inland east bay. so tomorrow it's widespread rain and windy conditions. flood watch continues in the north bay until saturday morning for good reason. we still have a lot more rain to get through after seeing nearly a foot of rain in some parts of sonoma county, so we'll be on the watch for more flooding on our smaller streams and creeks. looking at winds out there, they are strong in our hills, 40 to 50 mile per hour gusts. right now, and it's breezy close to the surface. a lot of areas like san mateo, hayward, those winds in excess of 30mph. so it is a windy day today. winter storm watch is posted. here we go 4 p.m. tomorrow. this continues over the weekend and into early next week, 1 to 4ft of snow coming our way. snow level above 5500ft. here's the accuweather seven day forecast showing you

slow traffic is there. so definitely if you are driving in this area, just know that it is backed up to highway 101. it's causing a 22 minute delay. amanda. all right. >> gloria. thank you. rough weather conditions in the pacific northwest are expected to be calmer today. the powerful storm tore through the region yesterday, leaving a path of damage in washington and oregon. two people were killed by falling trees. nearly half a million people in washington are without power. washington's next wave of weather is expected to roll through tomorrow. >> happening now. p-g-and-e's crews are working to restore power with outages all over the bay area. this morning. here's a live look at that outage map. the biggest outages are in yellow. we've seen one in danville. we see a lot in the north bay. p-g-and-e's is not sharing estimated times for power to be restored because they say their crews are so bus. today. the north bay got hit with the brunt of the storm yesterday. this morning they are seeing the most fallout from flooding to downed trees. abc

seven news reporter lena howland is live in santa rosa. this morning. and lena, we're learning of new damage in sonoma county from overnight reggie aqui. >> that's right. it's the heavy rain and gusty winds that continue to cause problems up here in the north bay through the night. and it's not just the rising water levels like we are seeing here at colgan creek behind me, but we have also learned of a massive tree blocking a highway just north of us near the town of occidental. take a look at this new video. an enormous tree fell right around 230 this morning, taking down power lines on bohemian highway just north of occidental. this knocked out power in the area. p-g-and-e's crews are on scene, providing a road closure crew while they work to fix the problem. in forestville, one person was taken to the hospital after a massive tree fell on this home yesterday, but officials say they will survive. another huge tree fell onto power lines nearby 101 and state route 12, in santa rosa. homes in that

area were also left in the dark. some we spoke with said they would have liked to stay inside, but they didn't have a choice. >> i'm up here visiting my mom to help take care of her. she's in her 90s and i actually live in the east bay, and now i'm going back down when it's the worst weather. >> you're driving in this. >> i'm driving, but i have to go back because i got to work tomorrow. >> the risk of more flooding today is possible. another flood advisory has been issued for this area again overnight into saturday morning. this weather has also caused several school closures in the north bay. fort ross elementary, montgomery elementary and monte rio union elementary will be closed today. cassia elementary in stewarts point will be closed both today and tomorrow. now, fire officials here in santa rosa want to remind folks that if you don't have to be out and about driving today, stay home and hunker down if you can. for now, reporting live in santa rosa, lena howland, abc seven news.

>> the chainsaws are out. crews in the north bay are using them to clear a large tree that came down in san anselmo. it took them about half an hour to chop it up and clear it away on broadmoor avenue. you can see the conditions they dealt with wind. it pushed their orange safety cones down the road. strong waves are slamming parts of the coast this morning in pacifica. a 20 foot sinkhole opened up along the seawall due to strong gusts and rough waves. it's not far from the pacifica pier that was closed because of the storm. in capitola, the weather is bringing up memories of the devastating storms that damaged the wharf last year. and gloria is at the live desk with how preparations are different this time around. >> well, capitola officials say that they've been dealing with high surf damage and coastal flooding back to back. and we have this video here that shows you that. so far things have been pretty quiet here, but it has been quite windy. businesses

along the esplanade are operating as normal. some of the restaurants, like zelda's, installed hurricane doors because of previous storms. abc seven news spoke to a longtime resident who says he's prepared with a generator and grab bags for his family. another capitola resident who lives near the beach, says she is going to hunker down for the rest of the week. >> the last couple of years, it's been we've had some very big storms and that have caused some pretty intense damage. i'm expecting that to happen again this year. >> the iconic capitola wharf usually stands 20ft above the water, but it was destroyed by powerful waves last year. the wharf was closed so crews could repair the damage, and it didn't reopen until this past september. capitola officials say they are prepared to be on high alert for storms until march reggie aqui. >> stay with abc seven news for up to the minute information on this storm as it moves through the bay area. if you have the abc seven bay area app, you track the rain with the same doppler radar that our weather team uses, and we'll send alerts

with updates as they happen. >> breaking overnight, ukraine claims russia launched an intercontinental ballistic missile for the first time in the war. however, a western official told abc news it is still not clear if it was actually an icbm. that kind of missile is designed to carry nuclear warheads, and if it is confirmed it was in fact an icbm, it would serve as a reminder of russia's nuclear capabilities and a possible sign of escalation in the ukraine-russia war. >> breaking news. arrest warrants are being issued for israeli prime minister benjamin netanyahu, his former defense minister, and hamas officials. the international criminal court accuses them of war crimes and other crimes against humanity. this is all, of course, over the war in gaza that also includes the october 20th 20th to 23rd attacks that triggered israel's offensive offensive in palestinian territory. the move turns netanyahu and others into internationally wanted suspects. >> more than 375 drivers have already received warnings for

parking near crosswalks in san francisco because of a new law. the sfmta started issuing the warnings on november 11th. the new law is called daylighting and it prohibits cars from parking within 20ft of a crosswalk. it's supposed to help pedestrians and drivers with visibility, but it does take away about 14,000 parking spots around the city. according to the chronicle, the city will paint curbs red near schools and where there are active meters but nowhere else. >> sfmta unveiled a draft of its citywide bicycle infrastructure plan, but it comes with no binding deadlines. the biking and rolling plan hopes to make it so that every resident is 15 minutes away is, i should say, minutes away from safe bike paths. it's an ambitious plan that with several safe biking corridors that comes with several safe biking corridors and no additional car free zones. opponents of the plan are worried about the lack of a timeline. sfmta says the agency's budget challenges makes it difficult to commit to specific projects and deadlines.

now, it's our abc seven mornings advancer. these are things that are happening today in the bay area. >> first cal maritime's planned merger with cal poly san luis obispo will go before the cal state board of trustees for a final vote today. the university in vallejo is dealing with declining enrollment, which has led to financial difficulties. it is one of six maritime academies in the country that produces u.s. coast guard licensed mariners. a cal state committee gave its approval for the merger. cal maritime would become cal poly solano campus. the first step would be to put the two schools under one administration by july of next year. >> hundreds of families in marin county will receive thanksgiving meal kits today. the ritter center in san rafael is holding its annual turkey kit distribution at ten this morning. each kit includes a frozen turkey, fresh produce, dessert and other ingredients to help make holiday dinners. the event is put on for pre-registered families who are unable to afford a traditional thanksgiving meal. >> san jose sharks legend joe

low pressure is forming, and by tomorrow, it will finally be able to shove this atmospheric river through the rest of the bay area. but today, just like yesterday, the north bay takes the hardest hit when it comes to rainfall. nearly three additional inches coming our way in santa rosa and then outside of the north bay. those rainfall totals are a lot less this morning. we do have some light rain falling around oakland, walnut creek, the city, but the heaviest rain continues to be in the north bay, where you see those bright colors on live doppler seven rainfall totals today. several more inches coming to the north bay today, with a lot lower and lighter amounts south and east. so wet in the north bay. dry in the south bay. it's muggy and mild today with temperatures mainly in the 60s. now looking at the three day forecast, everybody tomorrow needs to prepare for widespread rain and wind as our atmospheric river is on the move. it is a level two. and finally saturday morning we have some showers, but we'll start to dry out saturday afternoon. but another storm arrives here on sunday. it's an active p

instead, the district will step up enforcement of existing cell phone rules. right now, there's lockers for phones in each classroom, but students can access them between classes and during lunch. a san francisco starbucks has been around for three decades. is closing for good. this is the one in pacific heights. it's closing december 1st. that's when its lease ends. according to the san francisco business times, a nonprofit run by a venture capitalist has bought the building along with others in the area. the group plans to rent the space to a local business at a discounted rate. these plans have drawn controversy because they've also displaced some longtime tenants. >> well, just in time for the holiday travel rush, uber is launching an extra, extra large service to help you out. the new option claims to allow riders to travel in comfort with enough room for all your luggage. the company is also expanding their uber x share option to airports including sfo, allowing passengers to save on rides while sharing their uber with

definitely go and see them at the curran. yeah. >> check us out at seven. >> i want to see this this morning. we'll be tracking that rain all morning long. here's a live look. this is walnut creek showing you we do have that light rain. it's also mild out there currently 60 degrees in walnut creek with increased humidity right now. live doppler seven showing you those lighter showers in the east bay across the city along the coast. those showers stretching as far south as, say, san mateo along the peninsula. in the north bay, there's that heavy rain continuing. it's just been a very wet 24 hour period. some areas in the coastal ranges of sonoma county have already picked up a foot of rain and more rain is on the way. high surf advisory along the coast, waves are elevated right now. this continues through tomorrow morning for those dangerous swimming and surfing conditions on the abc seven storm impact scale, it is a level two. this morning, the flood risk remains elevated in the north bay. it is windy out there this morning. we have that rough surf along the coast. so the north bay today again the focus we'll have those heavier showers through the morning and the early afternoon. hopefully late tonight. we'll

see this boundary lift a little bit to the north. that will give us a bit of a break here in the north bay. but it is short lived because tomorrow our atmospheric river begins to move south. so this is when everybody is seeing the rain and the wind. friday. here's 6 a.m. we have those scattered downpours by about 1030 11 a.m. that is when the south bay will finally get some rain out of the system. similar story in the inland east bay. and then all afternoon and all evening tomorrow we'll be tracking scattered downpours, even the chance of some thunder rainfall totals through today. you can see high amounts in the north bay where that flood risk is elevated. and then watch friday. there we go. that is when everybody sees the rain and a lot of spots. tomorrow will likely see more than an inch of rain out of this front. that slowly moves through. so the flood watch continues in the north bay until saturday morning, until this atmospheric river gets out of here, we'll likely see more issues on our streams and creeks. we've already seen them this morning and late last night. winds are strong in our hills right now. more than 40 mile per hour gusts in the oakland hills in the

forecast, we're at a level two this morning and then tomorrow this atmospheric river is on the move. everybody gets the rain and the wind here on friday with the chance of a thunderstorm, a morning shower likely saturday. >> well, we're taking a live look at the bay bridge here. and you can see there's a big backup. this is because of a sigalert on eastbound 80. so give yourself more time if you're driving here. traffic barely moving. we're also just getting reports of a crash in colma. there's an overturned vehicle on northbound 280. it's very slow. from hickey boulevard to serramonte boulevard before highway one. >> number three, we are seeing damage from the storm in sonoma county. trees have fallen in forestville and occidental. one person had to go to the hospital. >> number four, the storm is now being blamed for two deaths in the pacific northwest. two people were killed by falling trees. people there will get a little bit of a break today, but then more storm tomorrow. >> number five, check your flights. if you're heading to sfo today. flightaware says inbound flights are currently experiencing delays of almost three hours because of wind. >> number six p-g-and-e's outage
