4:01 pm
weakening, but the atmospheric river has stalled in the north bay. and so that's why we're looking at very high rain rates of over a half inch an hour up in sonoma. so we are looking at this flood warning through friday at 4:00 in the afternoon. so we're going to add on several more inches of rain. we've had about six inches in the past day and a half. you can see southern marin county looking drier and our flood warning there for the rest of the north bay. so the rest of the bay area will get into the act. tomorrow. we have a wind advisory from 10:00 tonight until 10:00 tomorrow morning. these winds will be gusting up to 30 and 40 miles an hour. that's at the surface. and then upper elevations we've seen winds over 50 miles an hour. and you can see those winds at 30 miles an hour in the south bay, leaving you with the rainfall totals over the last two days. notice not much in the east bay and south bay, but we will have one to 2.5in to track tomorrow morning. tomorrow afternoon with heavy rain for both commutes. all that's coming

we're trying to get out and we're unable to get out. and i kind of got stuck in the water. >> danielle pearland friend's mom was stranded at her job, cut off from any dry pavement. i've seen it flood here a lot of times. >> i've never seen it this bad. so that's why i thought maybe we could come help her. but obviously it's way above any type of civilian help. definitely leave it to the professionals with this one. >> heavy rain pelting sonoma county for the second day, the atmospheric river showing little mercy in forestville. homeowners on mirabel road are dealing with flooding, which came on fast with very little warning. >> devastation. dude, all this, this, this drainage here was clogged and within five minutes, my our yard was two feet deep. >> this has been happening all morning. >> the floodwater nearly covering some garages. neighbors say the water is coming from a nearby drainage culvert. >> i woke up this morning, saw the water rising a bit, started to freak out, so we put some bags out just in time. so a little bit of water has gotten in. but i

feel for my neighbors, they're taking it a little bit worse than i am. >> sonoma county crews working to clear the culvert and give the rising water somewhere to go. dozens of trees were toppled in the storm, this one on the bohemian highway. many roads in the russian river valley are closed due to flooding, but some drivers, ignoring the signs and got stuck with more rain on the way. many folks like keila are just hoping for the best. >> i don't know. i'm trying to take it one step at a time and just keep praying and then after that, i start to think of what kind of damage are we looking at once this is all done? >> yeah, neighbors are definitely hoping for some drier weather so they can assess the damage and start cleaning up their properties. meantime, back here at the parking lot for the hampton inn and suites and the medical office, the water has definitely subsided here in the last hour, allowing employees and hotel guests to leave. we're live in santa rosa. cornell, bernard abc seven news. >> well, that's some good

news. thank you. cornell. now let's get to abc seven news reporter tim johns, who is live in marin county. >> and, tim, you've been talking to people about how the storms are really impacting the homeless. >> yeah. larry. christine, that's right. here in marin county, the wind and the rain have been on and off for most of the day. as you can see, it's not raining at the moment, but with more intense weather in the forecast, i wanted to see how it was impacting some of those most vulnerable members of our community. with umbrellas in hand, people lined up down the block at the river center in san rafael. on thursday, the nonprofit held their annual thanksgiving meal giveaway, an event ritter center ceo mark shotwell says they were determined to have despite the series of storms sweeping across the north bay. >> so this is a great way to be able to connect with people in the community that need us and for the ongoing clients we serve. it's really an essential service to keep them going. >> the center provides everything people need to enjoy a full holiday meal, but beyond just the food, shotwell says giving out items to help people survive
4:06 pm
the elements is essential. >> it's not just about being cold, and it's not just about being wet, but because of a lot of the serious health issues people have. that kind of exposure can be a life threatening situation. >> one of those receiving help thursday was paul mascot. mascot tells us he's currently living on a small boat in the water. he says the past few days have been difficult and with more wet weather coming, he's grateful for the help. >> this is security. it's a sense of wellness. it's a sense of i'm okay. it's a sense of family. it's many things. >> another person collecting supplies was terrence reynolds, originally from the east bay. reynolds says he's now unhoused and doesn't know how he'd survive without help from places like the ritter center. >> they're doing tents. i just got a blanket and a mat uh. i got a man that just just had this. i got this hat right here. i mean, the gloves. >> and with more intense storms forecast over the coming days here in marin county, reynolds has just one message to all those who help. >> you guys are awesome. thanks for being here. and the commitment. all the volunteers just just come in
4:07 pm
and out and then the consistency. yeah. >> now, if you or someone you know is experiencing homelessness, the ritter center says they can help connect you with services and maybe even find you a place to stay while these storms continue to make their way through our region. but for now, i'm live in san rafael. tim johns, abc seven news. >> all right. tim, thank you. another rough day. meantime, as san francisco international airport, where hundreds of flights were delayed or canceled by the weather, the wind remains a big problem, particularly for inbound flights. flightaware puts the average delay for arrivals at around three hours p-g-and-e's, tracking a number of outages around the bay area because of the storm. >> here's a look at the current outage map. orange shows outages of more than 500 customers. yellow is 50 to 500. the majority of the outages are in the north bay right now. >> the uc berkeley snow lab in the sierra says about 19in of snow fell over the last 24 hours. that's quite a bit more is on the way to tomorrow with a winter storm

staff and the undersheriff to resign. mueller also addressed another memo written by the undersheriff. it documents the sheriff's former chief of staff, victor i and j, asking the undersheriff to change the code on the firearm lock box. victor says, quote, this is how they are going to get me. >> this week we saw a november 14th memo from undersheriff dan pereira to the sherifferiff dan summarizing a highly unusual set of circumstances. the county is in possession of that document. of that memo, and we have corroborating evidence for that memo, mueller added. >> forensic investigators confirmed homophobic text messages were sent from corpus phone. she has repeatedly denied any wrongdoing. >> all right, now on to the latest. with the san jose state volleyball team, an emergency hearing was held in colorado today. this is the latest turn of events after a san jose state player claimed that her teammate

is transgender. >> abc seven news south bay reporter dustin dorsey has more on what happened in court today. >> as a season full of controversy for the san jose state women's volleyball team comes to an end on the court in a different kind of court. a legal battle is just heating up in a colorado court thursday, a lawsuit brought by sdsu co-captain brooke slusser against the mountain west conference. slosser challenges a policy that allows transgender students to play volleyball. slusser has refused our request for an interview, but has spoke exclusively on fox news about what she says is a fight for female athletes rights. the lawsuit asserts that slosser rights have been violated because the university is allowing a student she claims is transgender, to play volleyball behind the scenes. >> i do have a lot of love and support from my team, so that's all that i could ask for, and i'm not asking them to stand up and talk because that's what i've decided to do, and i'm doing this for me and for them. >> five universities have refused to play against san jose state, forfeiting seven matches after forfeiting two of those games against the spartans because of the allegation that
4:11 pm
one player is transgender. utah state has filed a motion to join the lawsuit. the suit has been brought by slosser ten other athletes and sdsu associate head coach melissa beatty, alleging the mountain west conference has violated title nine and first amendment rights. they want the forfeits rescinded. standings adjusted and the athlete in question banned from playing in the tournament. the judge hearing the case promised a decision expected as prompt as possible. the mountain west tournament starts november 27th. menlo college political scientist melissa michaelson says the decision won't be a final resolution, as the supreme court has already weighed in on the broader issue that has said, well, on the one hand, yes, you have to be sensitive to people's religious beliefs and first amendment rights, but you also have to treat transgender people fairly and discrimination against transgender people is a violation. a statement from a csu spokesperson read. san jose state university will continue to support its student athletes and reject discrimination in all forms. all san jose state university student athletes
4:12 pm
are eligible to participate in their sports under ncaa and mountain west conference rules. as it stands, sdsu's regular season is over after boise state forfeited thursday's match. the spartans are currently a fourth seed in the conference tournament. bsu and usu are the only two potential tournament opponents that have forfeited matches against the spartans. if sdsu wins the championship, they would advance to the ncaa tournament, where they could face schools from anywhere across the country. in san jose. dustin dorsey, abc seven news. >> coming up on abc seven news at four. speeding in san francisco and the one spot where thousands drive over the limit every day. seven on your side digs into facebook and their efforts to retrieve hacked accounts. and what we found is not go. plus, the pushback to bringing pandas to the bay area

as we reported, meta is offering a paid subscription service for personalized care, including help getting your account back from hackers. >> now, we introduced you to one woman who paid and that worked out. but a seven on your side found out paying for help is not always enough. >> here's seven on your side's stephanie sierra. >> oh my gosh. i was relieved. >> we told you about tova ridgeway, who tried for months to recover her stolen facebook account. she even marched down to meta headquarters in menlo

future of the zoo and the pandas, it's important to note that mayor elect daniel lowry tells us he wants to review the latest report before deciding what he thinks is next. this was an initiative that mayor london breed started, of course, but she is leaving office. right. >> all right. you can see what's behind us here. rain. more rain is coming and tomorrow could be significantly worse. >> so let's get the numbers from meteorologist lisa argen. lisa. that's right. >> we have got some big time problems in sonoma county where flooding is occurring. 3 to 6in of rain has occurred with an additional 2 to 4in through friday. so as we look at our storm impact scale, we have a level two. flooding is occurring by glen ellen central sonoma east of highway one, dangerous surf and those gusty winds. so while the parent low has weakened, there's another area of low pressure that is developing that is going to allow for widespread rain tomorrow for the east bay. and the south bay peninsula has been getting in on the act. a little bit. so check it out from santa rosa through yountville. we have

some very dangerous conditions. just the past hour, an inch of rain has fallen and you notice we travel around and it's anywhere from a half inch or better to an inch. so this is not stopped. it is stalled, as you know, for the past several days. so a flood warning through friday 4:00 and then the entire north bay. what's left of it. there are flood advisory through saturday. so tomorrow everyone will see the heavy rain. the central bay here, not much going on. you can see a little bit of rain there. highway 37, sears point 46 degrees. truckee, tahoe. and we're looking at that rain continuing. chico looking to see an additional 5 to 10in of rain. our wind advisory south winds 15 to 30 miles an hour tonight. gusts to 50. this is going to accompany the cold front right now. 28 mile an hour winds from concord. and you can see san jose has been breezy all day long. so if you didn't have the rain, you've had the wind. upper elevations 30 to 50 miles an hour. live. look outside. it has been gray and breezy,

with mild conditions. 66 in hayward. and another view here showing the gray sky downtown mid 60s in concord. so compared to yesterday, those south winds allowing for the mild weather. but the timing of that very heavy rain. good news is it's going to shift a little bit to the north later on tonight through the overnight hours. so we do get a break in the north bay. but then for your got the wind, you've got very heavy rain. concord oakland 8:00. and then down along the peninsula, the south bay. this is the afternoon as we get into the commute and re-energized from the north bay to the east bay, and that heavy rain along the peninsula. so it is going to be a mess out there, taking you into saturday early morning. the good news is it gets out of here. so much of saturday is dry, but more rain is headed for the second half of the weekend and into early next week. so through saturday 9:00 an inch and a third san francisco over two inches in fremont. looking at an additional two inches to a third in santa rosa. how

about concord? an inch and a half. finally getting some rain here. 1.71in livermore. ben loman three inches of rain. so winter storm warning from friday into saturday, 1 to 2ft above 7000ft. snow levels are going to lower on saturday, so we will look for anywhere from a foot and a half to over two feet at donner. so that's some good news. so we're going to have the heavy wet conditions and then some colder air. 60s tomorrow. very stormy conditions. the accuweather seven day forecast. we've got that level two for the north bay tonight a level one for saturday. but everyone gets into that heavy rain tomorrow with the wind. and then by sunday we've got that saturated ground, those tree roots shallow. we could see some, you know, downed trees. and then as we get into monday and tuesday a little more and then we dry out. >> by then we'll be so read. >> yeah. it will be pretty soggy by then. thank you lisa. all right. coming up, former congressman matt gaetz stepping down from his attorney general nomination. what that means for

4:31 pm
>> well, they just don't can't get these numbers down. so here's the numbers. here are the numbers as of november 12th. 32 people have died in traffic related deaths, most of them pedestrians. by now, we were supposed to be at zero or close to zero as part of vision zero, but the city thinks they could get there. one speed safety cameras are installed in february early march. now, in case you haven't heard, there is a fine to be had. and yes, revenue a hefty sum of money for the city. here's how. simple. drive 11 miles over the speed limit in san francisco, and soon you will receive a ticket in the mail for $50, like here at the embarcadero, where the posted speed limit is 30 miles an hour. >> if a car is traveling at 41 miles an hour or more over the speed limit, the owner of that vehicle will receive a citation. >> the faster you are caught
4:32 pm
driving, the more expensive the ticket cameras will be installed by february or early march 2025 at 33 locations that have had the most reported accidents related to speeding. for example, the san francisco municipal transportation agency found that the worst location for speeding was this section of geary between seventh and eighth avenue. they calculated that 4440 cars were driving at 11 miles over the speed limit in a single day. i bet you are askin, how do they know that this section has so many cars driving at least 11 miles over the speed limit? if no cameras have been installed yet, we were wondering the same. here's how they did it a few months ago. pneumatic tubes like these were placed at that location to count the number of cars that were going through there. as well as how
4:33 pm
fast they were going. you calculated that you get 4400 people going past that speed limit. so i'm just going to do the math here. so times 50 at least, right, $50. that's $220,000 at want intersection one day. that's a lot of money. >> it sure is. >> where are you going? what are you going to do with that money? >> all the money first. it will go to covering program expenses. the cost of us for running this program. after that, it's all going to traffic calming in the city way. >> traffic calming devices include improving crosswalks. no turn on red signs, adding delineators, staggered traffic lights and the most recent addition, daylighting, which means you can't park within 20ft of a crosswalk. this allows the driver to see the pedestrian before they get to the intersection. here's something we've noticed. i've been driving
4:34 pm
about 2 or 3 blocks now, and i have yet to see a speed limit sign. how do i know if i should be driving 25 or 35 miles an hour? i don't know, are you going to increase those speed limit signs? yes. the number. >> yes. we will be posting more speed limit signs. so there's no confusion about what the speed limit is in an area and specifically near the speed cameras. we'll have a special placard that goes on the speed limit sign that says photo enforced. >> arizona based vera mobility will install the cameras with several privacy protections for privacy and security. >> right. we make sure that the what only is captured is the plate. no other vehicle, not the back of the vehicle, no faces. it only captures that plate. >> the other 32 locations are expected to also bring in a lot of citations, but that's not the endgame. according to the advocacy group walk san
4:35 pm
francisco, there's a 25% chance of someone dying if hit by a car traveling 25 miles an hour, but that number increases dramatically to 75% if struck by a car driving at 40 miles an hour. >> we are thinking that this is going to be a game changer. absolutely. it is. year after year. speed is the number one cause of all the crashes that we're having, and therefore we need to do something that's going to curb speed and make sure that drivers realize whether you live here or you're coming from out of town, that san francisco is a safe speed city. >> there is one city in america that hasn't had a single traffic related death this year. that is hoboken, new jersey. in fact, they haven't had anyone die in a traffic accident in the past seven years. that means not a single pedestrian, not a single bicyclist or driver killed since 2017. the costs of this program, i'm told, is about $7.4 million
4:36 pm
over six years. so i think they'll have enough money to cover that in one week, all in one week. >> even all the fines. i mean, i think they're going to get a lot of people who just don't pay, though. and then how are they going to get that from people when they don't pay? >> well, registration, you know, tacked on to your registration fees. i mean, they'll track you down. there's a way to do it. >> yeah, they'll get you. >> yeah. we'll see. drive slow, drive slowly. >> slow down. kristen. thank you. liane, wait. >> why are you talking to me? >> well, just seemed like a logical snuck that in their logical conclusion to me. but anyway, coming up, a (♪)

a sign of the times the company has been keeping track of gas prices for years. you know that now they're adding electric vehicle charging costs to its new fuel prices website, so they'll include the averages for a kilowatt of electricity at public charging stations. it will only include national and state data to begin with. i've often wondered, you know, if driving an electric car, you get stuck out there. what will triple a do? i'd like to know you know, it's not like you can drag a big giant battery. i mea, i'm sure they have some mechanism to make it work, but, you know, we need to see more of those charging stations. all over the place, dan. yeah, we do.

>> and i suppose they could send a tow truck. they could certainly do that. but you're right. the network continues to expand. certainly evs are the wave of the future. i'm always amazed at how many there are on the road now, and it's growing every day. but the charging stations for a lot of consumers are still an issue. they're afraid to take the cars over long distances because of concern about, you know, connecting with the next charging station. so they have some work to do there. >> yeah. yeah, that actually happened to me. i had to get towed. you know, the charging station. the next one i was trying to go to was offline, but it didn't say that on the app. and i don't have a tesla. and those are very widespread. so i couldn't use a test that was no good to me. so actually i got towed and then that one was offline and it went on for about three, three other times. that was bad. it was a bad deal. >> so unlucky. okay. >> range anxiety is real. >> a few weeks ago we told you about the duct tape art going back up for auction. well, it
