>> major flooding issues in the north bay as the atmospheric river delivers as expected, dumping impressive amounts of rain in sonoma county. good evening. i'm ama daetz and i'm dan ashley. >> thanks for joining us. if you're anywhere else in the bay area, it's almost hard to understand how much rain the north bay has been inundated with. but the pictures are really pretty incredible. >> yeah. for the latest, let's get right to abc seven news reporter cornell bernard, who joins us live from santa rosa. cornell. >> has so much rain. santa rosa has been hammered all day long with torrential rain. the storm checking all the boxes when it comes to severe weather. wind, rain and flooding the parking lot you see behind me was really impacted all day long today when cars were submerged for hours at the hampton inn and suites and sutter medical office building parking lot. the nearby creek here overflowed, leaving about 2 to 3ft of water. guests and

employees were temporarily stranded, but sutter says everybody got safely evacuated with the help of first responders. now up in forestville, flooding caused big problems on mirabel road. a drain culvert overflowed, flooding garages and driveways. homeowners say it happened so fast within minutes, all this, this, this drainage here was clogged. >> and within five minutes, my yard was two feet deep. this has been happening all morning. i woke up this morning and saw the water rising a bit started to freak out, so we put some bags out just in time. so a little bit of water has gotten in. but i feel for my neighbors, they're taking it a little bit worse than i am. >> walk through here and neighbors say they are hoping for some dry weather so they can assess the flood damage and start cleaning up, but they may have to wait quite a few days. of course, more rain is on the way. the santa rosa fire department posting on x today

that yesterday was one of the wettest days santa rosa has seen in 120 years. more than six inches of rain. live in santa rosa, cornell, bernard. abc seven news. >> that is something. thanks, cornell. very much. now take a look at this video of the flooded roads near the sonoma county fairgrounds. this is on brookfield avenue. so for more on the conditions outside, let's go to abc seven news meteorologist sandhya patel sandhya. >> yeah. dan, you know what? one very important reminder to people never cross flooded areas. turn around, don't drown. i know we've seen this too often. take a look at live doppler seven right now, and you will notice that we are still getting that steady stream of moisture. heavy rain falling across parts of the north bay. yountville street level radar heading into napa, boyes hot springs seeing some downpours as well. some parts of the north bay have received anywhere from a half a foot to a foot of rain. occidental, picking up even more than that. and as you will notice, there is a flood warning up for sonoma county. also,

flood warnings for the russian river at hopland and a flood warning for the navarro river at navarro, as they are both expecting minor flooding in the next 24 to 48 hours. there is a flood advisory going for urban and small stream flooding for a good chunk of the north bay, where the atmospheric river has just been sending heavy downpours across the region. you look at the rest of the bay area and you'll say, what rain today? we've only had some very scattered light showers right now right around the santa cruz mountains. we're seeing some light showers as well. it is a level two on the storm impact scale for the north bay. not so much for the rest of us right now. as you will notice, there's another low developing tomorrow. everybody goes to a level two storm 6:00 tonight. heaviest rain in the north bay. it starts to lift northward tomorrow morning. the rain starts to come back and this time around, that stalled atmospheric river is pounding the bay area with some heavy rain at noontime. it is a two on our exclusive abc seven news storm impact scale for the

north bay flood threat. showers for other areas, gusty winds, dangerous surf. you'll notice 41 mile an hour winds right now to the north at the lower elevations, gusts to 23 miles an hour. and we do have a lot of storm reports to talk about. flood watch and a wind advisory and a winter storm warning. i'll be back with a full look at that coming right up. dan ama. >> all right, sandhya, thank you. a teenage lifeguard was in the right place at the right time today when a surfer got caught in some rough surf in pacifica. video shows just how strong the waves were. 18 year old zoe chait, who lifeguards in half moon bay, was surfing in pacifica this afternoon and noticed a flurry of first responders. she immediately knew something was wrong, wasted no time jumping in to help the stranded surfer. >> there are actually two. they were super far out. the one guy made it in and i could barely even see him how far he was, and i went and checked with the firefighters and they told me just. i had this in my car and my boots and fins and i just like, went out. i knew i could

do it and was stoked to pull him in. >> zoe says she swam to shore while tugging the surfer on his board. that man, a little shaken up but not hurt, and zoe said he was extremely thankful. as you can imagine how about zoe? >> good work. well, in marin county, one nonprofit organization is looking out for people impacted by homelessness during this severe storm. abc seven news reporter tim johns is live with that story. tim. >> yeah. dan. here in marin county, the wind and the rain have been on and off kind of for most of the day today. as you can see right now, it's actually pretty clear, but with more intense storms in that forecast, we wanted to check in and see how some of the most vulnerable members of our community are faring with umbrellas in hand, people lined up down the block at the river center in san rafael on thursday, the nonprofit held their annual thanksgiving meal giveaway, an event ritter center ceo mark shotwell says they were determined to have despite the series of storms sweeping across the north bay.

>> so this is a great way to be able to connect with people in the community that need us and for the ongoing clients we serve. it's really an essential service to keep them going. >> the center provides everything people need to enjoy a full holiday meal. but beyond just the food, shotwell says, giving out items to help people survive the elements is essential. >> it's not just about being cold, and it's not just about being wet, but because of a lot of the serious health issues people have. that kind of exposure can be a life threatening situation. >> one of those receiving help thursday was paul mascot. mascot tells us he's currently living on a small boat in the water. he says the past few days have been difficult and with more wet weather coming, he's grateful for the help. >> it's a security. it's a sense of wellness. it's a sense of i'm okay. it's a sense of family. it's many things. >> another person collecting supplies was terrence reynolds, originally from the east bay. reynolds says he's now unhoused and doesn't know how he'd survive without help from places like the ritter center. >> they're doing tents. i just got a blanket and a mat, uh. i got a man that just just had

this this. i got this hat right here. i mean, the gloves. >> and with more intense storms forecast over the coming days here in marin county, reynolds has just one message to all those who help. >> you guys are awesome. thanks for being here. and the commitment. all the volunteers just just come in and out and then the consistency. yeah. >> now if you or someone you know is experiencing homelessness at the moment, the ritter center says they will be able to help connect you with services, maybe even help you find a place to stay while these storms make their way through our region. i'm live in san rafael. tim johns abc seven news. >> all right, tim, thank you. another rough day at san francisco international airport, where hundreds of flights were delayed or canceled. of course, because of the weather, the wind remains a problem, particularly for inbound flights. flightaware puts the average delay for arrivals around three hours, and a look at the dangerous conditions on the roads today. >> there were two accidents in orinda around 11 a.m. on highway 24, both within minutes of each

five captains in the department are calling for her to resign, and this comes as a supervisor unveils new evidence that those captains say supports their calls for her resignation. abc seven news reporter monica madden has the story. >> in a scathing letter revealed thursday, sheriff christina corpus command staff asking her to step down, captain frank del porto telling corpus, quote, we hope that this matter is addressed with the seriousness it warrants, and we hope you will take the necessary actions to move forward. in a press conference with county supervisor ray mueller, two of corpus captains standing their ground, the letter that our group has recently delivered to sheriff corpus speaks for itself. in an abc seven news exclusive monday, corpus telling our dan noyes she is innocent and isn't going anywhere. >> will you step down? >> i will not, i am resolved. i have worked very hard to get here. i know what i've done. i can hang my head up high. >> this on top of new evidence that sheriff corpus and her

executive team illegally possessed suppressed rifles. and that i and j tried to hide that. >> we saw a november 14th memo from undersheriff dan perea to the sheriff summarizing a highly unusual set of circumstances where victor j. gave the undersheriff a request. now, this happened at a time where the board had already eliminated victor on his position, meaning he had no authority to make this request. >> in a letter under sheriff perea sent to sheriff corpus, he writes that victor i and j was quote, concerned about the rifles in the safe located in the executive team office. perea says i and j told him, quote, this is how they are going to try to get me. then asked perea to, quote, change the code to the safe. perea tells corpus, i did not take any of the actions he suggested, and i found the suggestion inappropriate. >> that was pointed out by judge cordell as being possibly criminal in nature.

been a very close race, and even though the vote hasn't been officially declared, the candidates have called their winner. adina ishii has changed her twitter title to mayor elect and runner up sophie hahn has publicly conceded, wishing ishii the best in her new role. ishii is a newcomer to politics, known for her work as a nonprofit consultant. latest ballot returns count ishii with a 51% of the vote and hahn at 49%. >> in oakland, the city is now in a situation where it could have a number of mayors between now and april. this is all a result of the recall of mayor sheng tao, and the presumptive win by oakland city council president nikki fortunato bass for the alameda county board of supervisors. abc7 news reporter anser hassan explains the process. >> the results aren't certified yet, but oakland city council president nikki fortunato bass is declaring victory in her race for the alameda county board of

supervisors. neither bass nor her opponent, emeryville city council member john butters, were available for interviews, but her presumptive win may impact oakland's mayor's race. >> it's never happened before, and so we want to get things right, oakland city council member dan kalb says. >> things will change once the county certifies the election to recall shengtao. the oakland city council would formally accept that certification, likely at its december 17th meeting when tao steps down. fortunato bass, the current city council president, would take over as interim mayor and serve until a special election, likely in april. >> and at that moment, whoever the council president is becomes the acting or interim mayor. >> but bass will likely step down before january 5th to be sworn in as district five supervisor. that means city council will have to vote on a new city council president. that person would then become the new interim mayor. >> the new council president that the new city council will choose on january sixth will

automatically, at that very moment, become the acting mayor. >> there is another possible scenario bass could stepped down sooner, allowing for a special election for her city council seat to happen at the same time, voters choose a new mayor. that would happen if she leaves city council between december 17th and january 6th. that would mean cobb, currently the mayor pro tem, could serve a time as interim mayor. >> i would take over chairing any any subsequent meetings during any period of time that may exist between when she steps down. >> this all unfolds as oakland faces a massive $93 million budget deficit. but professor dan lindheim says the changes at city council actually may not be as disruptive to the budget process. >> it's not so much up to the mayor to actually decide the cuts, or to actually implement the cuts. that's really the job of the city administrator and he would know. >> lindheim served as oakland city administrator from 2008 to 2011. he says city council has

yeah. if you're in some places, you're probably thinking, what's going on? but really, sandhya, it is raining in some places. >> it is ama and dan. so let me show you live doppler seven and explain this to you. we can't really split the storm impact scale, so we're keeping it as a two. it's for the north bay for today. it's a one. elsewhere, the entire bay area becomes a two tomorrow. if you follow me so far. so let's get you in to where it is coming down. still light to moderate rain from santa rosa. heading into

penngrove rohnert park. you will notice right around boyes hot springs, we are getting some pretty good rain. the rainfall rate about 2000/900 of an inch per hour. when we widen the picture, the thing that i want to draw your attention to is this secondary low, that is forming, associated with the atmospheric river. here is the bomb cyclone that impacted the pacific northwest and has proven deadly with all the power outages and everything. but this is what's going to kick this storm through the bay area. and tomorrow everybody gets soaked. it's not going to be a north bay event. so let's take a look at how much rain we have received so far between yesterday and today. and we're still counting almost 11in in santa rosa. yesterday you had over a half a foot setting daily and all time record rain. definitely for both of those situations. for the santa rosa airport, over a half a foot in san rafael, 7000/700

in the city. you will notice it's only a couple of hundredths around livermore, pittsburgh over four inches in napa, fairfield over an inch. ben lomond over an inch. we do have a flood watch going until 4 a.m. saturday for the north bay. flooding has already happened on small streams, creeks, roadways. that's going to continue now a wind advisory is going up at 10 p.m. tonight. solano county will be going up a little earlier, but 10 p.m. tonight until 10 p.m. friday. gusts up to 50 miles an hour will take down possibly more trees and cause some more outages. same system that i was just showing you that low. that's developing. also kicking up the surf and keeping the surf elevated high surf advisory until 6 a.m. tomorrow. watch out. dangerous swimming and surfing. beach hazards statement until 6 a.m. tomorrow. those breakers bringing a risk of rip currents and sneaker waves. your temperatures right now in the 50s and 60s, you probably noticed how mild it has been feeling. we certainly have had a pretty mild day. live view from golden gate bridge camera.

it is still damp out there even though it may not be pouring right at this moment over the golden gate bridge. level two for the north bay tonight. flood threat continues. showers for other areas. it's going to be scattered. gusty winds and dangerous surf will continue. so let me step aside so you can see what's going to happen. 6:00 tonight the rain is still focused on the north bay. as we head into 8 p.m. it starts to lift a little bit. notice by 1130 you're getting a break in the north bay, which will allow you to get a little bit of a breather for the time being, but tomorrow morning, get ready for downpours. 5:00 as the commute begins in the north bay. 830 the entire bay area is seeing widespread rain. 1230 it's going to be heavier and then at 3:00 you're seeing those downpours. east bay, santa cruz mountains potential for thunder. it looks like the system wants to hang out a little bit over the east bay, and the south bay. if it does stall like it did over the north bay, the rainfall totals are going to be pretty intense. 8:00 tomorrow night you're still seeing the rain. the rain will

continue into saturday morning, so rainfall through saturday night. we're looking at about an inch in the wettest locations in the southern part of our viewing area to another almost three inches in the northern santa cruz mountains. 3.5in for the mountains. 4 p.m. tomorrow until 4 p.m. tuesday. we have a winter storm warning up to four feet for the peaks with those gusty winds, travel will be impossible to difficult. the snow level, about 5500ft, is where that warning begins. 5060. tomorrow morning, rain begins the winds pick up. tomorrow afternoon is pretty stormy. highs will be in the 60s. accuweather seven day. it's a level two for tomorrow. uh- wet. windy. thunder chance a one for saturday. mainly morning showers. next system sunday afternoon. evening. it's a2a1 for monday. tuesday a m shower chance on wednesday. and then we're going to dry it out on thanksgiving. >> oh that's nice. yeah that's not a number in that box. it's a turkey. >> i know we don't want dry turkey, but we do want to dry
