you back in time to show you how. we all had some scattered showers today, but the steadiest the heaviest of this atmospheric river has been stalled out over the north bay. now we go into current live doppler situation, and you will notice some pockets of moderate rain in the north bay as we get you into street level radar. windsor highway 101 guerneville road, santa rosa. we are seeing the steady rain around occidental. we've been measuring over a foot of rain, and as we look towards calistoga highway 29, we are also seeing some pockets of moderate rain. we do have flood warnings going for sonoma county for the russian river at hopland and in the navarro river at navarro, both those rivers. minor flooding is expected either between tonight and saturday. flood advisory for urban and small stream flood advisory covers all of the north bay there. as we've seen, those creeks and streams overflow roadway flooding the rest of the bay area. you're saying, okay, well, how is this a level

two? well, it's not a level two for the rest of the bay area today because you're just seeing off and on scattered showers, scattered showers and breezy conditions. it's a two for the north bay tomorrow. everybody will notice it's a level two. and that's because this area of low pressure has developed. here is the atmospheric river. that low is going to kick the atmospheric river through the bay area. and we're going to see pounding rain. not so much tonight but as we head into tomorrow morning's commute and going into the afternoon, certainly are seeing those gusty winds right now over the hilltops. big rock ridge, 48 miles an hour. i'll be back with some more warnings and advisories. coming right up, dan. >> all right. thanks, andy. this really is something in the north bay. the atmospheric river has just been pummeling that region all day long. as sandhya mentioned, more wind and rain and flooding there. the really had the worst of it. abc seven news reporter cornell bernard is live in santa rosa, where cornell cars are under water. >> yeah, dan, it's been really hard to describe what a day it

has been. so much rain pummeling santa rosa all day long. just like sandy has said. we are back on the road tonight where it is another very wet evening commute here on highway 101, in santa rosa. that atmospheric river checking all the boxes when it comes to severe weather, flooding homes and a lot of parking lots here, it looked like a lake around here. flooding and torrential rain in santa rosa. this hotel and medical office parking lot was underwater. multiple cars submerged here. >> basically with the system we currently have coming through the waterway in this area kind of got overwhelmed and flooded up over here into the parking lot where some people here in the medical center and some people staying in the inn and suites here, we're trying to get out and we're unable to get out and got kind of got stuck in the water. >> danielle perlin finds mom was stranded at her job, cut off from any dry pavement. i've seen it flood here a lot of times. >> i've never seen it this bad. so that's why i thought maybe we

could come help her. but obviously it's way above any type of civilian help. definitely leave it to the professionals with this one. >> heavy rain pelting sonoma county for the second day. the atmospheric river showing little mercy in forestville. homeowners on mirabel road are dealing with flooding, which came on fast with very little warning. >> devastation. >> dude, all this this this drainage here was clogged and within five minutes, my our yard was two feet deep. this has been happening all morning. >> the floodwater nearly covering some garages. neighbors say the water is coming from a nearby drainage culvert. >> i woke up this morning and saw the water rising a bit started to freak out, so we put some bags out just in time. so a little bit of water has gotten in, but i feel for my neighbors, they're taking it a little bit worse than i am. >> sonoma county crews working to clear the culvert and give the rising water somewhere to go. dozens of trees were toppled in the storm. this one on the bohemian highway. many roads in the russian river valley are

closed due to flooding, but some drivers, ignoring the signs and got stuck. with more rain on the way, many folks like keila are just hoping for the best. >> i don't know. i'm trying to take it one step at a time and just keep praying and then after that i start to think of what kind of damage are we looking at once this is all done. >> and we're back. live on highway 101 tonight, taking it very slow for a very rainy drive this evening. those homeowners in forestville tell us they are assessing damage, hoping for some dry weather so they can start cleaning up. by the way, that parking lot, all that water. it has definitely subsided tonight. and hotel guests, people who work in that medical facility are able tohat leave. they are heading home. but more rain a lot more is on the way. tonight. we're live in santa rosa on highway 101. cornell bernard, abc seven news. >> really incredible. cornell. thanks very much. multiple

schools in sonoma county are going to be closed tomorrow for the weather. some for the second straight day. understandably, the county sent out this list. forestville academy and forestville school. cassia academy, montgomery elementary, monte rio union school, and olivet elementary all closed tomorrow. also, northwest prep charter school, analy high school, and laguna high school closed as well. >> this storm has knocked out power to thousands of people today. here's a look at the current p-g-and-e's power outages. they are mostly scattered right now. you can track the weather in real time thanks to abc sev. take a look at this qr code. use your phone's camera to scan it, then bookmark the page it takes you to so you can easily check the weather all week long. >> all right, more weather coming in a moment, but let's move on for the time being. new developments in the controversy surrounding the san mateo county sheriff. five captains in the department are now calling on her to resign over those misconduct allegations. and a county supervisor is revealing

new evidence that the captains say supports their calls for her to step down. abc seven news reporter monica madden is on the story. >> in a scathing letter revealed thursday, sheriff cristina corpus command staff asking her to step down, captain frank del puerto telling corpus, quote, we hope that this matter is addressed with the seriousness it warrants, and we hope you will take the necessary actions to move forward. in a press conference with county supervisor ray mueller, two of corpus captains standing their ground. >> the letter that our group has recently delivered to sheriff corpus speaks for itself. >> in an abc seven news exclusive monday, corpus telling our dan noyes she is innocent and isn't going anywhere. >> will you step down? i will not. >> i am resolved, i have worked very hard to get here. i know what i've done. i can hang my head up high. >> this on top of new evidence that sheriff corpus and her executive team illegally possessed suppressed rifles. and that i and j tried to hide that. >> we saw a november 14th memo from undersheriff dan pereira to

the sheriff summarizing a highly unusual set of circumstances where victor j. gave the undersheriff a request. now, this happened at a time where the board had already eliminated victor on his position, meaning he had no authority to make this request. >> in a letter, undersheriff pereira sent to sheriff corpus, he writes that victor j. was, quote, concerned about the rifles in the safe located in the executive team office. pereira says, i and j told him, quote, this is how they are going to try to get me. then asked pereira to quote, change the code to the safe. pereira tells corpus, i did not take any of the actions he suggested, and i found the suggestion inappropriate. >> that was pointed out by judge cordell as being possibly criminal in nature. >> you have to place the community above yourself in a political position like she's in. >> community advocates like jim

a day of gains on wall street. positive earnings reports from ai companies, including santa clara's nvidia, helped boost the market. the dow picked up 461 points, closing at 43,870. the nasdaq closed up six, while the s&p ended the day with a 31 point gain. it was the dow's best day since the day after the election. and tonight, president elect donald trump has named a new nominee for u.s. attorney

general. his pick is former florida ag, pam bondi. trump informed bondi of her nomination at mar a lago just a few hours ago. she's a trump loyalist who defended him during his first impeachment in 2019. her nomination comes after matt gaetz withdrew his name from consideration earlier today. gaetz selection was marred by a house committee investigation into allegations that he had sex with a minor. earlier this month, gaetz had won his reelection bid for congress, but he vacated that seat when trump tapped him for the cabinet position, meaning there's now some doubt about what happens next. >> people are assuming that when you said it was not his intention to come back, that they believe that what he said he will adhere to understanding that there's some skepticism about all members of congress and in this case, probably a little bit more than the average member. >> house rules bar may bar gaetz from retaking his seat if he

changes his mind here, it's possible he'd have to compete for it again in a special election in florida. the u.s. constitution calls for special elections to fill house vacancies. >> new details tonight about claims of a sexual assault by pete hegseth, donald trump's pick for defense secretary. abc news obtained a 22 page police report about the alleged assault in monterey. it was reported by an emergency room nurse who examined the woman who made the claim. the report says she told the nurse she may have been drugged before being sexually assaulted in a hotel room. authorities declined to bring charges, saying they didn't have proof beyond a reasonable doubt. hegseth was asked about it all while being while visiting senators on capitol hill today. >> as far as the media is concerned, i'll keep this very simple. the matter was fully investigated and i was completely cleared. >> and that's what i'm going to leave it. thank you very much. >> texas says the encounter was consensual, and his attorney says they agreed to pay a settlement to the accuser so it wouldn't threaten his career. >> a storm watch story. a

teenage lifeguard was in the right place at the right time today, when a surfer got caught in some rough surf in pacifica. video shows just how strong the waves were. 18 year old zoe chait, who lifeguards in half moon bay was surfing in pacifica this afternoon and noticed a flurry of first responders. she immediately knew something was wrong and wasted no time jumping in to help the stranded surfer. >> there are actually two. they were super far out. the one guy made it in and i could barely even see him how far he was. and i and checked with the firefighters and they told me just. i had this in my car and my booty and fins and i just like, went out. i knew i could do it and was stoked to pull him in. >> zoe says she swam to shore while tugging the surfer on his board. that man is a little shaken but not hurt, and zoe says he was extremely thankful and no doubt he was. boy, zoe was something else. just jumped right in. yes. >> incredible, right. all right, well, let's get a check on our weather, because there's still

plenty of rain out there. >> and more coming. meteorologist sandhya patel is tracking it for us. sandhya. >> yeah, and we're going to start with the waves first. dan and ama. take a look at a live picture right now from our santa cruz camera. notice the waves there? really just kind of crashing onto the shoreline. pretty rough waves along this area, right now. you can see them just building and they have been pretty big through the last 24 to 48 hours. currently 15 footers at point arena, high surf advisory until 6 a.m. those breaking waves will continue to bring dangerous swimming and surfing conditions, so use caution if you're going to be out there. northern monterey bay, which includes the santa cruz area. beach hazards statement risk of rip currents and sneaker waves. this is going until tomorrow morning because of the moderate northwest swell. looking at live doppler seven right now, you will notice that the rain, the atmospheric river is stalled out over the north bay where we continue to get drenched in that area. they continue to get drenched, i should say not me. uh- eldridge highway 12, boyes hot springs street level radar arnold drive. getting

some downpours right now. woodacre san rafael not as heavy. san anselmo, kentfield but i must pass this along to you. the sonoma county airport yesterday set not only a daily rainfall record, but an all time record as well. coming in at 6.92in of rain yesterday and the old record was set back in 2012. the daily record. looking at the storm reports, we've had numerous storm reports. let's take that off and let's talk about the storm reports here. all right. oh, sorry about that. let me backtrack here. bear with m. as we take that off and now we're going to track what has happened. we've had 49 reports, debris flows, flooding, heavy rain. we've seen the damage. and the damage is not done yet. and that's because the atmospheric river, as you look at live doppler seven, has been stalled out over northern california. there's

a secondary low that is forming on this. and that is what's going to push the storm through tomorrow. everybody gets drenched and it all will begin in the morning. certainly was a drenching and really since yesterday, santa rosa through today has received almost 11in san rafael, over a half a foot more than four inches in napa. clearly, the focus has been the north bay, but 7700 in san francisco, a quarter of an inch in oakland, only a few hundredths. concord, livermore, hayward, san jose nothing measurable. 8300 in half moon bay and ben loman picking up over an inch of rain. flood watch continues for all of the north bay until 4 a.m. saturday. streams and creeks will continue to overflow. roadway flooding is going to happen, so urban and small stream flooding. we have a wind advisory going up at 10 p.m. tonight until 10 p.m. friday. all areas shaded here, gusts to 50 miles an hour out of the south means now that the ground is saturated, more trees could go down, could see some more power lines go down, which means power outages. a beautiful

festive view from our exploratorium camera. you are seeing some raindrops on the lens, 50s and 60s on those temperatures. it's been a mild day. level two for the north bay tonight, one for the rest of you tonight. flood threat continues in the north bay. showers. other areas, gusty and dangerous surf. so we're going to go hour by hour. notice that rain line lifting northward. north bay gets a little breather late tonight. tomorrow morning downpours begin at 330 at 5 a.m. as the commute begins. the rain is spreading. 9 a.m. you are seeing some heavy rain. it's widespread going into the lunch hour. if you could stay home, this would be a good day to stay home. 3 to 6 p.m. you're still seeing heavy rain. the system looks to stall in the east and south bay, which will deliver quite a bit of rain there, and then we'll have some more showers going into saturday. so going through saturday evening, we're going to go with about an inch to an additional three and a third of an inch in the santa cruz mountains. winter storm warning for the sierra. 4 p.m. tomorrow until 4 p.m. tuesday. above 5500ft, 1 to 3ft of snow, up to four feet for the peaks

is now in a situation where it could have a number of mayors between now and april. this is all a result of the recall of mayor sheng tao and the presumptive win by oakland city council president nikki fortunato basse for a seat on the alameda county board of supervisors. she is leading john bowers by about 400 votes. you see it here on your screen. abc seven news reporter anser hassan explains the process oakland faces. >> the results aren't certified yet, but oakland city council president nikki fortunato bass is declaring victory in her race for the alameda county board of supervisors. neither bass nor her opponent, emeryville city council member john bowers, were available for

interviews, but her presumptive win may impact oakland's mayor's race. >> it's never happened befo, and so we want to get things right, oakland city council member dan kalb says. >> things will change once the county certifies the election to recall shengtao. the oakland city council would formally accept that certification, likely at its december 17th meeting when tao steps down. fortunato bass, the current city council president, would take over as interim mayor and serve until a special election, likely in april. >> then at that moment, whoever the council president is becomes the acting or interim mayor, but bass will likely step down before january 5th to be sworn in as district five supervisor. >> that means city council will have to vote on a new city council president. that person would then become the new interim mayor. >> the new council president that the new city council will choose on january 6th will automatically, at that very moment, become the acting mayor. >> there is another possible

seven. we've been tracking the wind and the rain all day as it moves across the bay area. >> abc7 news meteorologist sandhya patel is back with a look at where it is hitting the hardest. right now, san, where it has been all day long and yesterday ama and dan, which is the north bay as you both know it has been pouring there and the rainfall reflects it. >> so let's take a look at live doppler seven, getting you in closer to where it is coming in right now. saint helena area. street level radar. santa rosa getting

hit hard. south santa rosa, rohnert park expressway. we're going to continue to see the rainfall there. it is steady right around guerneville, monte rio. but i do want to show you some of these rainfall rates right around windsor, about a 4000/900 of an inch per hour. almost a half an inch per hour. and when it's just not letting up the ground is saturated. anything that falls on top of it in the north bay is just going to start running off. so an urban and small stream flood advisory continues until saturday morning for the entire north bay. we do have a flood watch for the area shaded in the darker green until saturday morning, and a flood warning for sonoma county, also for the russian river at hopland and the navarro river at navarro, as minor flooding is expected, so be ready for that. we're not completely done. >> dan no thanks, sandy, very much. the oakland zoo announced today that it will be closed again tomorrow because of the rain, but it expects to open for glow fairy in the evening and tomorrow. more ski resorts will open boreal mountain, palisades tahoe and sugar bowl all planned to open

case you haven't heard, there is a fine to be had. and yes, revenue a hefty sum of money for the city. here's how. it's simple. drive 11 miles over the speed limit in san francisco, and soon you will receive a ticket in the mail for $50, like here at the embarcadero, where the posted speed limit is 30 miles an hour. >> if a car is traveling at 41 miles an hour or more over the speed limit, the owner of that vehicle will receive a citation. >> the faster you are caught driving, the more expensive the ticket cameras will be installed by february or early march 2025 at 33 locations that have had the most reported accidents related to speeding. for example, the san francisco municipal transportation agency found that the worst location for speeding was this section of geary between seventh and eighth

avenue. they calculated that 4440 cars were driving at 11 miles over the speed limit in a single day. i bet you are askin, how do they know that thisaskin, section has so many cars driving at least 11 miles over the speed limit? if no cameras have been installed yet. we were wondering the same. here's how they did it a few months ago. pneumatic tubes like these were placed at that location to count the number of cars that were going through there, as well as how fast they were going. you calculated that you get people going past that speed limit. so i'm just going to do the math here. so times 50 at least, right. $50. that's $220,000 at want intersection.

one day. that's a lot of money. >> it sure is. >> where are you going? what are you going to do with that money? all the money. >> first it will go to covering program expenses. the cost of us for running this program. after that, it's all going to traffic calming in the city way. >> traffic calming devices include improving crosswalks. no turn on red signs, adding delineators, staggered traffic lights, and the most recent addition, daylighting, which means you can't park within 20ft of a crosswalk. this allows the driver to see the pedestrian before they get to the intersection. here's something we've noticed. i've been driving about 2 or 3 blocks now, and i have yet to see a speed limit sign. how do i know if i should be driving 25 or 35 miles an hour? i don't know, are you going to increase those speed limit signs? yes. >> the number. yes. we will be posting more speed limit signs. so there's no confusion about

what the speed limit is in an area and specifically near the speed cameras, we'll have a special placard that goes on the speed limit sign that says photo enforced. >> arizona based vera mobility will install the cameras with several privacy protections for privacy and security. >> right. we make sure that the what only is captured is the plate. no, their vehicle, not the back of the vehicle, no faces. it only captures that plate. >> the other 32 locations are expected to also bring in a lot of citations. but that's not the end game. according to the advocacy group walk san francisco, there's a 25% chance of someone dying if hit by a car traveling 25 miles an hour, but that number increases dramatically to 75% if struck by a car driving at 40 miles an hour. >> we are thinking that this is going to be a game changer. absolutely it is. year after year, speed is the number one

cause of all the crashes that we're having. and therefore we need to do something that's going to curb speed and make sure that drivers realize whether you live here or you're coming from out of town, that san francisco is a safe speed city. >> so there is one city in the united states that hasn't had a single traffic related death this year, that is hoboken, new jersey. in fact, they haven't had anyone die in a traffic accident in the past seven years. that means not a single pedestrian, bicyclist or driver killed since 2017. why? i can see your question. >> because it's incredible. >> well, because they've implemented everything. daylighting. they have the cameras, they do it all. everything that we are now implementing, they have okay, clearly it works. >> well, let's get there. it does. yeah. thanks, leanne. >> all right. next, an update from seven on your side about protecting your facebook account. what worked for one woman didn't work for someone else seeing their

always work. >> here's abc seven news reporter stephanie sierra with the story. >> oh my gosh, i was relieved. >> we told you about tovah ridgway, who tried for months to recover her stolen facebook account. she even marched down to meta headquarters in menlo park demanding help. nothing worked until she paid 14.99 for one month of meta verified within a day, a live agent on chat restored her account. >> i was able to get all my memories back. my memories of my kid, me and my husband. >> she got help. i was like, what the heck? how come it didn't help in my situation? >> daniel gomes lost his facebook account back in august and he couldn't get it back either. >> i lost all my photo albums with family. a lot of important stuff was on there. >> facebook's automated help pages kept sending him in circles, so he paid $14.99 for one month of meta verified. but his case wasn't so simple. >> i'm here to tell you, meta verified does not always work. >> hackers had used daniel's facebook profile to set up a fake instagram account. meta

suspended the fake account and daniel's facebook too. after nearly two dozen live chats with meta verified he still got the same error message. so he paid for a second month, then a third. >> maybe my issue is too complicated, but it definitely didn't work for me. after multiple attempts, he points to the latest chat where an agent typed, hi danny, thank you for contacting the meta pro team. >> may i confirm you are calling about bullying? >> i don't think they understood what happened. >> daniel replied no, not bullying. my facebook account was hacked and suspended. the agent typed thank you for confirming your phone number and bringing this concern to our attention. we duly understand how important this is for you. >> it feels like you're talking to a robot. it doesn't feel human at all. it doesn't feel like a human interaction. >> was he chatting with a bot or a human? he wasn't sure. but the next message said the best way to submit an appeal for your account being hacked is that facebook.com? >> here's a link. try to do it

impact. okay. and more that may be coming in the next couple of days. yeah. >> so let's find out what's coming our way from sandhya patel. sandhya. yeah. >> let's take a look at live doppler seven right now. and you will notice that it is raining in the north bay like it has been since yesterday. some downpours across calistoga, silverado trail, saint helena. right now we are seeing some rainfall rates that are about a third of an inch per hour. so we're going to widen this picture here. this is where the flood advisory is going. urban and small stream flood advisory until saturday morning. we also have a flood watch and a flood warning for parts of the north bay. minor flooding expected on the navarro rivt navarro and also the russian river at hopland. it's a level two storm. and as we time this out for you, here's what you can expect. the north bay will finally get a little bit of a reprieve. the rest of us, we're just going to be seeing occasional drizzle and showers until tomorrow. then the downpours begin as the atmospheric river moves, we're going to be seeing heavy rain, chance of thunder, even some gusty winds. the rainfall continues into saturday
