involving san jose state's women's volleyball team now promising a prompt ruling. >> flooding on the roads, flooding in homes, power outages, canceled flights, the atmospheric river slamming into northern california. it's causing a slew of issues across the bay area stretching into the sierra, and we got a break overnight. >> but things are intensifying right now as you wake up this morning. more rain is moving in right now. abc seven mornings is tracking the storm and keeping an eye on the roads ahead of your morning commute. >> good morning to you. it is friday, november 22nd. sue hall is here today i am. >> good morning. always nice to be here. yes. good to have you. yes. good to have you. because you're going to tell us all about what's happening. >> so finally this atmospheric river is going to be on the move throughout the day. so folks who haven't seen rain talking about the south bay, you are going to get heavy rain later on. so live doppler seven right now we are showing scattered showers out there, some pockets of downpours, some of them in the north bay currently, but we're going to see some fresh energy injected into this atmospheric river later this morning. and more heavy rain

is going to develop. flood advisory still in effect for the north bay for our streams, creeks and our roads. we now do have a flood warning on the russian river near guerneville tomorrow morning. there will likely be some minor flooding. flood stage is 32ft here. the river is forecast to crest at 32.5ft, so minor flooding is expected there. so flood warning is in effect today. it's a level two now. everybody is getting in on the rain and the wind today. downpours, gusty winds, a thunderstorm chances there and we do have dangerous surf along our coast. so here's future weather. as we go throughout the morning we'll start to see that atmospheric river move south and east with those showers developing along the peninsula and in the south bay. but watch what happens throughout the late morning and into the afternoon. we have heavy rain that is coming our way. by 4 p.m. we're finding intense downpours. we're talking 1 to 2in of rain very likely the next 24 hours. we'll take a closer look at this timeline and the weekend forecast coming up in eight minutes. let's check in with sue hall, see how the

commute is going. >> good morning drew. good morning everyone. let's stat off with our high wind advisory. very windy out there again this morning with debris blowing around advisories on the bay bridge, dumbarton and san mateo bridge. so extra caution there. i came across the golden gate bridge. it is windy and there is no advisory up for the golden gate bridge at this hour, but we will keep our eye on it over on 880. traffic is flowing nicely right now. it is definitely the quiet before the storm. i think a lot of folks may be working from home today. look at your tracy commute tracy up and over the altamont pass that is in the green, which is very unusual. we also have about a 20 minute drive time getting from tracy into livermore. it's usually about three times that. so again, if you can work from home, probably best. rain is starting in the north bay now, as you can see guys. >> thank you sue. thanksgiving less than a week away and the holiday travel rush is already starting this morning. here's a live look from sfo. about 1.2 million people are expected to fly every day

over the next week. many are facing major delays because of the storm. abc seven news reporter lena howland joins us live from sfo. selena, what are you learning about the impact this is having on travelers? >> hey, reggie, good morning to you. so far this morning. we've learned here at sfo they are experiencing at least 40 delays and more than 12 cancellations so far this morning, according to flightaware. and this is only as of 5:00 this morning, just as this rain is starting now, yesterday's wind across the area also caused many issues for travelers trying to fly out of sfo all day. flightaware says by the end of the day, they had a total of more than 600 delays and 91 cancellations. we caught up with one family heading to new orleans, taking it all in stride. >> it's only a couple of hours, so that's not too bad, so i'm thankful. so but knock on wood, because i'm going to jinx myself. >> united airlines appeared

to be impacted the most. san jose and oakland airports have also been been experiencing some delays. at one point on wednesday, arrivals experienced delays of around three hours on average. and what that means is you will absolutely want to check your flight status if you are traveling today before actually coming to the airport and keep in mind, new this year, federal regulations mandate airlines to issue automatic refunds for domestic flights that have been delayed for three hours or more, and international flights that have been delayed for six hours or more. live at sfo lena howland abc seven news lena thank you and more impact from the storm. >> multiple schools in the h bay will be closed for the second straight day, so here's the list of the schools that are closed. forestville academy and forestville school, kashia elementary, montgomery elementary, monte rio union school and oliver elementary also closed. northwest prep charter school and a lee high school and laguna high school. >> now the storm is knocking

out power for hundreds along the northern california coast. here's a look at the current p-g-and-e's power outages. they're mostly scattered. we are seeing n the bay area compared to 24 hours ago. many families in the north bay are hoping their power does not go out again after they spent hours in the dark yesterday, the power outages came as they were also dealing with intense rain. some areas in santa rosa saw more than ten inches in less than 48 hours. when the power went out, it caused concerns for some people about flooding in their homes. >> we've never had this much rain, so i had two sump pumps running and we have no power, so i'm really worried that that we might say hello to some rain, some water in the house. >> it's been intense, a lot of rain. we have quite a bit of water in our backyard and a little bit of flooding, but luckily we're on a hill so it all tends to drain down into the streets.

>> and here's a reminder of what you should not do during a storm. you saw that car there. if you come up to a flooded road, stop and turn around. remember, driving through flooded waters is dangerous. >> this looks like a creek, but it's a hotel and medical office parking lot in santa rosa. yesterday afternoon it flooded, keeping people from leaving. santa rosa fire says a waterway in that area got overwhelmed and it flooded multiple cars were submerged until firefighters came in to help. we spoke to one woman who said her mom was stranded at the job. i've seen it flood here a lot of times. >> i've never seen it this bad. so that's why i thought maybe we could come help her. but obviously it's way above any type of civilian help. definitely leave it to the professionals with this one. >> in forestville, people say their homes flooded in minutes with little warning. the water flowing over sandbags into people's yards and garages. neighbors say the water came from a nearby drainage culvert. >> i woke up this morning and saw the water rising a

bit started to freak out so we put some bags out just in time so a little bit of water has gotten in, but i feel for my neighbors, they're taking it a little bit worse than i am. >> crews helped clear the culvert to give the rising water somewhere to go. the storm also toppled dozens of trees. we have more days of rain to come. you can tracke storm as it moves through your neighborhood by using your phone's camera right now to scan the qr code, which is on your screen. you can then bookmark the page, and that way you can easily check the latest forecast from abc seven anytime now we want to get you updated on the controversy involving the san jose state volleyball team. >> an emergency hearing was held in colorado yesterday with the san jose state player, who claims her teammate is transgender. abc seven news south bay reporter dustin dorsey has more on what happened in court. >> as a season full of controversy for the san jose state women's volleyball team comes to an end on the court in a different kind of court. a legal battle is just heating up in a colorado court thursday, a

lawsuit brought by sdsu co-captain brooke slusser against the mountain west conference slosser challenges a policy that allows transgender students to play volleyball. slusser has refused our request for an interview, but has spoke exclusively on fox news about what she says is a fight for female athletes rights. the lawsuit asserts that schlesser's rights have been violated because the university is allowing a student she claims is transgender, to play volleyball behind the scenes. >> i do have a lot of love and support for my team, so that's all that i could ask for, and i'm not asking them to stand up and talk because that's what i've decided to do. and i'm doing this for me and for them. >> five universities have refused to play against san jose state, forfeiting seven matches after forfeiting two of those games against the spartans because of the allegation that one player is transgender. utah state has filed a motion to join the lawsuit. the suit has been brought by slosser ten other athletes and sdsu associate head coach melissa beatty, alleging the mountain west conference has violated title nine and first amendment rights. they want the forfeits rescinded, standings

adjusted, and the athlete in question banned from playing in the tournament. the judge hearing the case promised a decision expected as prompt as possible. the mountain west tournament starts november 27th. menlo college political scientist melissa michaelson says the decision won't be a final resolution, as the supreme court has already weighed in on the broader issue. >> that has said, well, on the one hand, yes, you have to be sensitive to people's religious beliefs. and first amendment rights, but you also have to treat transgender people fairly and discrimination against transgender people is a violation. >> a statement from a csu spokesperson read. san jose state university will continue to support its student athletes and reject discrimination in all forms. all san jose state university student athletes are eligible to participate in their sports under ncaa and mountain west conference rules. as it stands, sdsu's regular season is over after boise state forfeited thursday's match. the spartans are currently a fourth seed in the conference tournament. bsu and usu are the only two potential tournament

opponents that have forfeited matches against the spartans. if sdsu wins the championship, they would advance to the ncaa tournament, where they could face schools from anywhere across the country. in san jose, dustin dorsey, abc seven news. >> 5-10 this morning in the accuweather forecast. today it's all about our atmospheric river finally getting its move on. so here's live doppler seven. you can see that moisture that has been aimed at northern california for the past two days is now beginning to advance south and east. it's a little bit more energy off the coast that will get injected into the system later on this morning. so we do have widespread downpours on the docket. so looking at the rainfall today, it's a lot different than the past couple of days. it's not just the north bay that is going to see the heavy rain across the board. we're expecting one to 2.5in in many areas, including the city, the east bay and the south bay, and that could lead to minor issues of flooding in areas. right now, winds are still breezy. they have not let up the past couple of days out of the south. still gusting 20 to 30mph. even stronger in

our hills this morning. so here's future weather later on. this morning at 730. scattered downpours starting to move south and east. but watch what happens close to lunchtime. there's that fresh energy getting injected into the atmospheric river, so close to lunchtime. we're tracking widespread heavy rain moving through, and that continues even into the afternoon when future weather starts showing you these reds. that is intense rainfall that will be falling at times, and that's why we're thinking one to 2.5in. area wide. by the evening, it's still raining across the southern half of the bay area. and then late tonight it will push out of here and tomorrow morning we'll have a couple of isolated showers. first thing, but the rest of saturday is looking just fine. but rainfall today you do want to take some precaution as we go throughout the afternoon, because we will find those rainfall totals early on between 1 and 2in and then adding up much more later on tonight. so we do anticipate some more minor flooding in the north bay, and we could see some ponding on our roadways around the bay area

just a couple of minutes. we have three new developments in the misconduct allegatios against the san mateo county sheriff. five captains in the department are sharing a letter calling on sheriff christina corpus to resign. also, county supervisor ray mueller shared new evidence, including screenshots of homophobic texts. he says were sent from corpus phone. mueller also revealed new evidence yesterday, backing an allegation that sheriff corpus and her executive team improperly possess rifles with silencers, and the sheriff's chief of staff, victor enge, tried to hide it. >> we saw a november 14th memo from undersheriff dan a to the sheriff summarizing a highly unusual set of circumstances. where victor nj gave the underage sheriff a request. now, this happened at a time where the board had already eliminated victor on his position, meaning he had no authority to make this request.

>> in a letter, the undersheriff says nj asked to change the code to the lock box holding the rifles. now, he says he did not take any action because he felt the request was inappropriate. enge has since been promoted to undersheriff, and he's alleged to be in a relationship with the sheriff. sheriff corpus has repeatedly denied any wrongdoing and insists that she is not going to resign. >> former oakland police chief leronne armstrong had part of his lawsuit against the city, dismissed by a federal judge. armstrong claimed the city violated his right to free speech when it fired him. that part was tossed out by the judge yesterday. the second claim is still ongoing, and it accuses mayor xiang tao and the city of breaking state laws protecting whistleblowers from retaliation. armstrong was fired in february of last year over his handling of an internal investigation into collaboration. >> there is a new push back on the effort to bring two giant pandas to the san francisco zoo. during a hearing yesterday, an advisory committee submitted a report to the recreation and

parks commission claiming the 95 year old zoo is unsafe for animals, employees and visitors. commissioners raised concerns about the accuracy of the report and felt the criticism was unwarranted. even so, the advisory committee is urging the board of supervisors to conduct a full audit of the zoo. >> the zoo plans on putting the pandas next to lions so the lions and pandas would share a night house together. that's incredibly irresponsible, and every decision that is made been around the pandas. even just bringing the pandas to the zoo really proves that the management at san francisco zoo is not putting animal welfare first. >> so what's next? on december 5th, an oversight committee will decide if a full audit of the zoo is warranted. as for the future of the zoo and the pandas, mayor elect daniel luria tells us he wants to review the latest report before deciding what he thinks is going to be best. >> if you're hoping to have crab on the table this holiday

winds at 44mph in the north bay mountains, we have winds in excess of 50mph. so a level two today. now this is everybody's issue. downpours widespread gusty winds, even the chance of a thunderstorm. and we have dangerous surf along our coast. so the flood risk today the bull's-eye continues to be sonoma county because we have so much water there. but now you can see much of the region is at an elevated risk for flooding because some heavy rain is moving in. so here's future weather. 10 a.m. those downpours are intensifying and then into the afternoon. we just have heavy rain moving through, including the south bay. this is going to be an area wide issue as this atmospheric river moves through by tonight, it clears the region. some lingering leftover showers first thing tomorrow morning and then tomorrow afternoon. it is really quiet. the sunshine breaks out saturday afternoon, and then on sunday we do have some scattered showers in the forecast, but we've lowered the storm impact scale from a two down to a one on sunday because it looks like this storm is a lot weaker

coming in here on sunday. just some light scattered showers to finish out the evening. so looking at rainfall today a lot of rain coming for many of us. we're talking maybe 1 to 3in of rain coming for places like san francisco, oakland, the south bay. so it will be a wet and windy day throughout the next 24 hours. looking at the sierra, a winter storm warning begins shortly today at 4 p.m, lasting through tuesday, 1 to 3ft of snow coming with up to four feet on our highest peak. so today it's a level two for everybody. heavy rain at times, temperatures in the 60s. so the accuweather seven day forecast shows you if you don't have to travel today, it's a good idea just to stay where you are. as this atmospheric river moves through. now over the weekend we have early morning showers. saturday. then our next system arrives sunday. it's a level one again, showers monday and tuesday, and then wednesday, drying out just in time for thanksgiving. dry for the holiday on thursday, guys. >> all right drew thank you. coming up, the seven things to know this morning. >> every year some of our favorite

good morning everyone. it is friday, november 22nd and rain is definitely in our lives again. >> what is this? yeah. sorry. >> who was also in your life? >> live doppler seven got ahold of me this morning, drew. >> yeah. it did. i was like, what is that accessory? this morning we are tracking rain, and the theme today is. now it's everybody's turn for the wet weather and the windy conditions. the south bay will see rain later on this morning. currently we have light to moderate showers in the north bay along the coast and through the city. that flood advisory continues in the north bay. we've had so many issues already. we've seen inches of rain here this week and with more rain today, we'll likely see some more issues on our roads, our streams and creeks. we do have an issue on the russian river near guerneville. a flood warning has been issued. flood stage here is 32ft. the river is expected to crest tomorrow at 32.5ft. so half a foot above flood stage. so that means minor flooding is expected near that area today. it's a level two for everybody. downpours, gusty winds, even the chance of thunder and

dangerous surf. so here's future weather later on this morning. this is 8 a.m. we'll track some scattered downpours, but watch what happens close to lunchtime. we get fresh energy injected into this atmospheric river as it moves south and east, so we're tracking widespread downpours throughout lunchtime and that will continue into the afternoon. look at 4 p.m. when you see these deep reds on future weather. that is some very heavy rain falling. so rainfall totals today widespread 1 to 3in coming our way, which will likely lead to some nuisance flooding on our area. roadways, especially around the bay shoreline. let's check in with sue, see how the commute is going so far right now. >> so far we just have the wind advisory, which is wreg havoc on our bridges, including the bay bridge. >> right now we have no major accidents. we do have a couple of minor things out there. so as this rain starts approaching, be aware of the standing water. once again getting out of the central valley. take a look. you are almost all in the green, so that is very light. friday light if you will. we have an accident.

this one south 101 approaching 80. you can see a little bit of slow traffic that's blocking the left lanes. and then to san jose 87 northbound. we've got an accident that's really slowing your drive. this ons in the right lane and 87 is now stacking up this is near taylor street where the accident is. >> all right, so thank you. in the north bay, hopper creek in yountville has overtopped its banks and it's causing some flooding. this is what it looked like at oak circle overnight. you can see the water rushing down the street. a flood watch was issued for parts of napa county, and it will remain in effect through tomorrow morning. >> in santa rosa, a massive slide pushed two vehicles off a private road and down an embankment. this is near mark west springs road. crews from sonoma county came in. they cleared the debris so the road could reopen. no injuries being reported there. >> and of course the storm is moving through the bay area just as the thanksgiving holiday travel week is starting. that means on top of a wet commute, you could be dealing with extra

people on the road over the next few days. abc seven news reporter lena howland joins us live from the road. she is on highway 101 heading towards san francisco. good morning. lena. >> good morning amanda. we are on highway 101, heading north into san francisco. we just passed the third street exit where this rain is absolutely starting to pick back up on us. now. i want to go now to a look at our view of the roads at this hour, where we are seeing that rain really start to pick back up. only in the past five minutes it kind of switched from sprinkles into a little bit of a heavier rain. and this is starting to make the roads pretty slick out here this morning. we can also feel some of those gusty winds sort of pushing our truck around a bit to this morning. but keep in mind, this storm is hitting at the same time as many folks are hoping to start their thanksgiving holiday early with record breaking numbers for those hitting both the roads and the skies. triple a is estimating that 71.7 million americans will travel by car

over thanksgiving, an increase of 1.3 million compared to last year. and conditions aren't great for those flying to their thanksgiving destinations, either. so far this morning, sfo is dealing with more than 40 delays and more than 12 cancellations so far. but by the end of the day yesterday, they had more than 600 total delays and 91 cancellations in one day at one. at one point, arrivals experienced delays of around three hours on average. now back here live on the roads where we are starting to see that rain pick back up again. it doesn't matter if you are heading to your thanksgiving destination by plane or by car, it is a very good idea to plan ahead and be sure to give yourself some extra travel time during this holiday. for now. reporting live on 101 lena howland abc seven news. >> thank you lena. the oakland zoo says it is going to stay closed today because of the rain. zoo staff are optimistic they'll be able to reopen

>> this is our abc seven mornings advancer. we're going to tell you some things that are happening today in the bay area. >> first, a heads up for bart riders in san francisco. the market street in fifth, entrance to the powell street stationance will be shut down starting today. crews are beginning to work on a new protective canopy. it's expected to take eight months to complete. >> today is the deadline for oakland department heads to come up with additional proposed cuts to close the city's budget gap. oakland faces a $93 million budget deficit based on new numbers discussed at tuesday's city council meeting. concerns are raised about the oakland police department's overtime spending. if more cuts are to be made, the city council would need to vote on proposed cuts by the end of this year. >> a holiday favorite returns to san francisco's union square. rain or shine, organizers say the puppies and kittens will be back for macy's holiday windows today. they're hoping to find a for forever home during the holiday season. city leaders and sfpd are doing what they can to

it is now beginning to move. we still have a lot of moisture to get through. you can see that ribbon from the atmospheric river stretches far off the coast. tapping into that tropical moisture. so we are anticipating 1 to 3in of rainfall. area wide. this is now just not a north bay problem. this will become everybody's issue throughout the morning and into the afternoon. winds are gusty right now. and as sue hall has been mentioning, the winds are running perpendicular to all of our area bridges. so what that means as you cross maybe the bay bridge, the richmond-san rafael bridge, even the san mateo bridge are likely grip that steering wheel a lot harder than on a calm day, because these winds at times are gusting well over 30mph. let's talk rainfall. this morning. the rain is mainly light to moderate and scattered in nature. watch what happens though. close to lunchtime, fresh energy gets injected into the system. so by 11:30 a.m. noon, we're tracking widespread heavy rain. and that rain is now beginning to fall in the south bay. the south bay has not seen a drop of rain out of this system. in comparison, parts

of the north bay, sonoma county have seen 1 to 2ft of rain out of this system. as we head into the afternoon, there's no relief from the heavy rain. these reds indicating some intense downpours that are developing and then later into the evening. it's the southern half now of the bay area that is seeing the worst weather. san jose tonight, seeing some very heavy rain before this system finally pushes out late tonight. tomorrow morning there may be a lingering shower. the rest of saturday is dry now. much of the region has been outlined for an increased risk of flooding. it would be more nuisance flooding on our area roadways for the bay shoreline. that's something we're watching very closely. if you are traveling today, if you're headed south, once you get out of the bay area, things are a lot quieter. southern california, a lot of sunshine. but be aware if you are going to tahoe today, you are in this storm. the entire time, so it is going to be a very messy ride to tahoe. today we'll look at the winter storm, watch that's posted for tahoe and also show you

record, but we are almost done with this atmospheric river. today is the final day as it begins to move through the region, but still we have light to moderate showers right now. falling across the city. some light rain just beginning to work into parts of the east bay, let's say around richmond, el cerrito, berkeley. just starting to enter oakland. some light to moderate showers in the north bay, but we still have that flood watch posted. it actually got extended a few more hours until 10 a.m. tomorrow morning for the north bay. we've seen many issues on our streams and creeks and on our roadways, so just be aware today we still have to deal with some heavy rain, a wind advisory, a fresh one just issued for almost everybody where winds have just been so gusty out of the south and we could see more trees come down and a few power outages. look at our winds in our mountains right now, 35 to 50 mile per hour winds for a lot of us, and it will stay breezy all day long. it's a level two today, not just for the north bay, for the entire bay area, because the system is finally on the move. so downpours, gusty winds, a chance of a thunderstorm and even some dangerous surf along our coast. so here's

future weather. by 10 a.m. we're tracking those scattered downpours and then heavier rain starts to move in here this afternoon. i mean, look at some of these reds and oranges. that is intense rain falling that continues this evening before late tonight, probably post 10 p.m. this atmospheric river finally gets out of here. behind it a few lingering showers first thing saturday morning. this is 6 a.m, but much of saturday is going to be dry. look at the afternoon. we'll have mostly sunny skies tomorrow afternoon. a chance to dry out across the region. sunday. a couple of scattered showers out there, but they're mainly light throughout the day. nothing intense to finish out the weekend, but rainfall today will be heavy at times. we're talking 1 to 3in area wide, so we likely will see some nuisance flooding on our roads. here's the winter storm warning begins at 4 p.m. today through tuesday. 1 to 3ft of snow up to four feet on our highest peaks. so the accuweather seven day forecast. stormy weather today for everybody. scattered showers first thing tomorrow with drier skies in the afternoon. scattered showers on sunday, rainy monday and tuesday, and then finally we're
