he ducked into a san francisco bart station and disappeared from investigators for more than 20 years. but now the fbi says the man who's been on the most wanted list is in custody. good evening. thank you for joining us. >> i'm dan ashley, and i'm ama daetz. authorities arrested daniel san diego, thousands of miles away in the united kingdom today. >> abc seven news reporter lena howland has reaction from family and federal officials. >> after more than 20 years on the run, 46 year old daniel san diego was captured by authorities in a rural part of northern wales. san diego, a berkeley native and known animal rights extremist, is charged with planting two bombs that exploded about an hour apart back in 2003 on the campus of a biotech company in emeryville that used to be called chiron corporation. the fbi says this security video shows san diego walking outside just before the explosions. the first blast happened near the entrance, the second in the parking lot. a month later, a third bomb, which

the fbi says san diego built, exploded at the pleasanton headquarters of a nutritional products company called shaklee corporation. all three blasts went off, causing minor damage, but no one was injured within days, the fbi launched a domestic terrorism case. >> it is a matter of time before someone is killed, and that's a very sobering thought. >> up until his arrest, investigators said san diego was last seen in 2003, when the fbi was closing in on him on market street. >> he parked his car, got out of his vehicle and started walking down the street. and if i'm not mistaken, he went into a bart station. and that was the last time that we've seen him. >> following san diego's arrest, i briefly talked to the suspect, 78 year old father ed san diego, over the phone tuesday morning. he's the retired belvidere city manager still living in marin county. he said he has nothing to say at this point. fbi director christopher wray put out a statement tuesday morning

saying, this shows that no matter how long it takes, the fbi will find you and hold you accountable. there's a right way and a wrong way to express your views. in our country and turning to violence and destruction of property is not the right way. san diego appeared in a london courtroom tuesday. he now faces extradition. in pleasanton, lena howland, abc seven news. >> the war in lebanon is coming to an end within the hour, after more than a year of fighting. a cease fire will take effect at 6 p.m. pacific time after both israel and hezbollah agreed to a peace plan. it calls for a 60 day cease fire. in that time, israel will withdraw troops from lebanon and hezbollah will retreat to the northern part of the country. the united states brokered that deal. president biden hopes it can jumpstart a ceasefire in gaza as well, just as the lebanese people deserve a future of security and prosperity, so do the people of gaza. >> they too deserve an end to the fighting and displacement. >> fighting continued today as

with local law enforcement to make arrests and keep store employees and shoppers safe. governor newsom's office says the task force has made more than 1200 arrests so far this year. >> sos meals on wheels in san leandro delivers nearly 2000 meals to senior citizens every day, but vandals have disrupted its services and obviously a terrible time right before thanksgiving. the nonprofit says three times in the past week, thieves have drilled into the gas tanks of its refrigerated trucks draining the fuel. they say this is an ongoing problem and has cost them 16 to $20,000 this year alone. >> that's just the monetary cost. the real cost is how many fewer deliveries we might be able to make, and how much less time our staff and our volunteers are able to spend on each visit with the older adults that we're supposed to be visiting with and having meaningful interactions with each day. >> meals on wheels, says san leandro police have increased patrols in the area, but so far no one has been arrested. >> in the south bay, a big

decision was made in just the past hour that aims to keep homeless encampments a safe distance from waterways. abc seven news south bay reporter zach fuentes has more on the plan, and response from critics. >> south bay waterways have become makeshift homes for many of the unhoused in santa clara county, something officials with valley water say have caused both ecological and staff safety issues. and it's those issues that are behind the ordinance. valley water's board of directors voted in favor of tuesday. >> the intention of the ordinance is not to criminalize or punish unsheltered people. it's to result in better behaviors in the waterway and to prevent the kind of staff safety issues and environmental degradation that we're seeing. >> the ordinance lays out water resources protection zones detailing what would be prohibited in those zones. that includes encampments, disturbances to neighbors, and hazardous activities. >> we're looking for outcome based successes here in preventing the environmental

degradation, preventing incidents that impact staff safety. >> enforcement would include a warning and education first, with 72 hours to voluntarily relocate. the next step would be a misdemeanor charge with a fine or jail time as punishment. valley water says that would be a last resort. advocates say any criminalization should be taken out of the picture. >> come at this through a place of love. as as opposed to a place of criminalization. we can care for the earth. we can care for the water. we can protect our water system while we're also protecting humanity. we're protecting people who are at their worst. >> valley water was initially set to vote on the ordinance in july, but delayed it to get more feedback from nonprofits and advocates. still, they say the ordinance isn't creating a long term solution. >> coming out with a big hammer and forcing people out of creeks and into nothing does nothing except kill people. >> not all of valley water's board of directors saw eye to eye on the ordinance. still, the board voted 6 to 1 in favor of

it. the ordinance will go into effect december 26th and will be enforced january 2nd. in the meantime, there is an outreach campaign that's now underway in santa clara county. zach fuente, abc seven news. >> another development for san jose state's volleyball team before the start of their conference tournament. today, a u.s. court of appeals upheld a lower court ruling allowing the team to take part in the mountain west tournament. a teammate had sought an emergency injunction to bar a transgender san jose state player from participating. the judge ruled the transgender athlete is playing within the rules set by the ncaa and san jose state. plays on friday, the nation's first standalone lgbtq plus museum will have a permanent home in san francisco. >> today, the city finalized a purchase of 2280 market street in the castro district. the property will become the gay, lesbian, bisexual, transgender historical society museum. the museum has been in temporary locations in the city for two decades. it still needs to be

to have to be renegotiating union contracts. we got to start there because that's where a lot of the money in oakland is going. >> retired alameda county superior court judge brenda bonforte, who goes by judge brenda, says oakland's massive deficit will require concessions by the union on pensions and benefits. they don't want cuts to public safety and are calling for a full audit of all non-profits who get city money, and you stop giving money and demand payback of those of those those organizations that have gotten money and haven't accounted for them. judge brenda is also contemplating a run for mayor after having lost the race for city attorney, although she says that's unlikely and she doesn't want to see anybody run for mayor who didn't support the recall, such as barbara lee, who said that the recall was anti-democratic. >> it's one thing to say don't recall her because she's doing a good job, but to say that no matter what kind of job she's

doing, it's anti-democratic for you to try to recall her. that's an entirely different message and an unfortunate message. >> reverend jerry mccants is with the nonprofit e base, which is a champion of workers rights and housing justice. he doesn't like the idea of limiting a candidate who did not support the recall, and is still concerned how big money that backed the recall may influence who joins the race for mayor. >> i think that is that is going to be a telltale of who who, you know, candidates are receiving money from and who they are championing. championing in this moment, because we understand that the power of the dollar is still a reality. >> mayor tao stepped down once. the votes have been certified and city council formally accepts that certification, probably mid-december. a special election will be held most likely in april. in oakland, anser hassan, abc seven news. >> pleasanton now has a new police chief. today, city officials announced the hiring of chief tracy aguilar. she's been a member of the foster city police department for more than 20 years, having served as the first female lieutenant, captain

is underway across the bay area today. this was the scene in south san francisco as families lined up for a free thanksgiving food basket. about 100 volunteers handed out bags with the thanksgiving turkey or chicken, as well as milk, eggs and vegetables. the event was organized by the ymca in south san francisco. police and fire departments. about 650 households in the peninsula received food at today's giveaway. this is the seventh year the ymca has held the food giveaway. >> so many people come together in the holidays to help, and the spirit of giving continued in san francisco's tenderloin district with a pair of big events. abc seven news reporter suzanne fawn shows us a turkey drive and a block party aimed at

giving thanks. yeah, turkey. >> oh my gosh, thank you. >> good things come in all sizes and on this tuesday it's a 15 pound turkey. >> a man pulled up in a motorcycle and dropped this beautiful turkey off for us. now we get to go like that. >> it's all part of glide's annual turkey drive, a two day event where people drop off turkeys for the beloved thanksgiving meal at the iconic nonprofit in the tenderloin. they've collected dozens of turkeys so far, but they're hoping for 300. >> everyone is worthy of a special meal. we're seeing more and more folks who are really in need of a warm holiday meal this season, and so also because of the rising cost of groceries, we are relying on our community to help us provide these meals by donating turkeys and to get into the holiday spirit of giving, you've got to support that special turkey suit. so coming out here looking like a silly inflatable bird brings joy to our community. >> a few blocks away, it's fun
