turned terrorist. he's been on the run since the fbi says he detonated explosions in the east bay back in 2003. now he's in custody. the thousands of miles away. >> good morning. it is wednesday, november 27th. >> how's the forecast looking? >> dry for a change. right. and good timing, because the thanksgiving travel rush is underway. so the rain is moving out of here now, as you look at the satellite radar image, you can see some moisture to our south and it is headed inland. but we have a string of dry days coming our way. chilly mornings though, really chilly this morning. 24 hour temperature change shows in the north bay. it's 12 to 13 or 14 degrees cooler. colder perhaps than at this time yesterday, and eight 910 degrees colder over in the inland east bay. so let's take a look at our current temperature readings. we've got 39 right now in santa rosa. and upper 30s in some other north bay locations, 40 at sonoma, 51 here in san francisco, 52 in oakland. that's not so bad. but as you go out into the inland east bay, it's a bit

chilly as well. but this afternoon we'll have bright sunny skies. yay for that. 60 degrees here will be the high in san francisco and oakland and san mateo. many other locations will just barely reach 60 degrees, but it's going to be bright and dry. that's the big the big change in our weather. these are our forecast headlines the next two nights. cold with areas of frost. thanksgiving will be bright and sunny, and the holiday weekend will start with morning fog, but will give way to milder afternoons. good morning sue. >> good morning spencer. and yeah, today the roads are going to be crowded, especially later this morning and this afternoon. let's take a look at your thanksgiving changes for mass transit. if you are out and about tomorrow, caltrain will be on a weekend modified schedule. no delays right now. golden gate will be on the weekend holiday with no golden gate ferry service for thanksgiving day and bart will be on a sunday schedule right now. we'll look at the golden gate bridge. no fog. it is absolutely crystal clear on the road as well. that is an incorrect drive time. pay no attention to that. it is about 24 minutes from

highway four to san francisn 80, popping to san jose. it is clear with no issues. 280 all the way san jose to cupertino is moving nicely. overall, we're looking great. some early morning commuters out of the central valley, as always, thanks to you. >> now let's take a look at some of the best and worst times to drive ahead of thanksgiving. according to triple a, we're now one day away, of course, from the holiday, leaving before 10 a.m. this morning. should set you up for a pretty nice drive. otherwise it's going to be very crowded between 1 and 5 this afternoon on your way back home friday after one is the best time to hit the road. you want to avoid the drive between 7 and 10 a.m. on saturday. if you leave before one, you should be in the clear. expect a crowded drive from 4 to 8 p.m. triple a expects 80 million people to go at least 50 miles from home for thanksgiving. if you're flying. the tsa expects to screen nearly 3 million people today, and the weather is a potential problem

if you are going east. a snow storm could drop up to three feet in colorado today and bring rain to the east coast tomorrow. >> another thing that we're kind of keeping an eye out for is air traffic control, potentially causing disruptions during this week, just because that is something that the tsa and the faa have warned about. >> that issue happened last night at newark airport in new jersey. the airport experienced delays due to a shortage of air traffic controllers, and it could happen at other airports over the next few days. despite the holiday travel rush, bay area airports will be dealing with other events happening as passengers arrive. >> first. contract workers at the oakland airport will rally today at a time when airports are bracing for record holiday travel. here's a live look from our okay camera. the group is made of employees who clean planes and handle baggage, and help wheelchair passengers atd the airport. they're calling on the port of oakland for higher pay, and affordable health care. workers say they make less than

$20 an hour. oakland city council president nikki fortunato bass will join their rally at noon. >> there will be another rally across the bay. aviation technicians under united airlines teamsters union are picketing at sfo. they're demanding industry leading wage, improved health care benefits and better safety standards. the rally will be a part of a so-called day of action at airports across the country. teamsters and united have been negotiating for five months. the teamsters picket begins at eight this morning at sfo, and if you're flying out of san jose mineta today, you might see some furry friends at the terminal. >> six happy tails therapy animals will be out parading around to help lift people's spirits during a hectic travel period. the airports program is made of more than 50 certified therapy animals, including dogs, cats and even one rabbit. if you don't see the pets today, the animals tend to be around during the weekends and the evenings. developing news now a ceasefire deal between israel and hezbollah seems to be holding

this morning. it went into effect last night after nearly 14 months of fighting. abc news reporter perry russom is tracking the latest developments this morning. >> calm on the israeli-lebanese border. the new ceasefire deal between israel and hezbollah holding in his first few hours dancing and singing inside in lebanon. relief after nearly 14 months of fighting. >> this is designed to be a permanent cessation of hostilities. what is left of hezbollah and other terrorist organizations will not be allowed. >> the deal calls for israel to gradually withdraw its troops from lebanon and for hezbollah to end its presence in the southern part of the country. >> if hezbollah or anyone else breaks the deal and poses a direct threat to israel, then israel retains the right to self-defense, consistent with international law. just like any country, when facing a terrorist group pledge to that country's destruction. >> the deal, negotiated with the help of the united states and

news.com or download the abc seven bay area app to enable push alerts. >> new developments as the mountain west conference women's volleyball championship tournament kicks off today in vegas. a u.s. court of appeals upheld a lower court rulingals allowing san jose's football volleyball team, i should say, to take part in the tournament. a teammate had sought an emergency injunction to bar a transgender san jose state player from participating. the judge ruled the transgender athlete is playing within the rules set by the ncaa. the spartans play friday. san mateo county sheriff christina corpus is again letting everyone know she has no plans to resign. she posted a letter to her staff and the community yesterday. the letter reads in part, quote, this moment challenges not only my leadership, but the independence and integrity of this office. i will not step down, nor will i allow this institution to be politicized or influenced by special interests. on monday, san carlos became the first city to call on sheriff corpus to resign over misconduct allegations. san

carlos has relied on the sheriff's office for law enforcement service since 2011. the county board of supervisors is also demanding her resignation, as well as members of the sheriff's office. this all comes after a report accusing the sheriff of abuse of power and having an inappropriate relationship with her chief of staff, who she recently promoted, and sending racist and homophobic text messages. sheriff corpus denies these allegations. she spoke directly with abc seven news i-team reporter dan noyes about the report and allegations, and so did her chief of staff. you can see those interviews on our website, abc seven news.com slash i-team. >> well, this morning is off to a chilly start. certainly chillier than yesterday morning. as you can see on the 24 hour temperature change 13 degrees cooler right now in novato than at this time yesterday morning. five degrees cooler in oakland, nine degrees cooler in concord. so on we go to a look at current temperature readings 46 in san rafael, only 39. in santa rosa, 51 san francisco oakland 52 going down into the bay

shoreline, 48 at hayward 53, san mateo 51 degrees right now at san jose. now, we'll warm up a little bit this afternoon. we'll have sunny skies. that's the big change in our pattern from the last several days, certainly. so highs will be in the upper 50s to around 60 in most locations, up to about 62 in the north bay at santa rosa and san rafael, up to about 63 down at san jose. on we go to a look at frost advisory that will be in effect tonight. and tomorrow night, 10:00 tonight to 9 a.m. thursday. and 10:00 tomorrow night to 9 a.m. friday. it includes the interior north bay valleys and mountains. the east bay hills and east bay inland valleys, and the eastern santa clara hills. but as we look ahead, we see bright days going through tomorrow, thanksgiving, sunshine dry for shoppers on friday, combination of fog and sun on saturday, december gets off to a sunny and mild start on sunday, so all the way through the seven day period looks like we're going to have a span of dry days, which we certainly welcome. after all that, we had all the rain we had last week. >> reggie aqui spencer, thank you. one of the

bombings that rattled the east bay. one of the fbi's most wanted is in custody this morning. investigators say animal rights extremist daniel san diego ducked into a bart station and disappeared 20 years ago after setting off multiple bombs at an east bay business with ties to animal testing. >> san diego was arrested in the uk and now faces extradition back to the u.s. abc seven news reporter tim johns breaks down the legacy of his crimes, which had san diego sharing a list with the leaders of al qaeda. >> daniel san diego, who has been on the fbi's most wanted terrorist list for years, has been charged for planting two

bombs on the campus of an emeryville biotech company that used to be called chiron corporation. the fbi says security footage shows san diego walking outside just before the explosions, the first bomb going off near the entrance and the second in the parking lot. a month later, a third bomb that the fbi says san diego built exploded at the pleasanton headquarters of a nutritional products company called shaklee corporation following the events, san diego went on the run and wasn't seen for over 20 years until his arrest in the uk on monday, a move that's not totally unexpected, says former fbi agent rick smith. >> there's a case agent in san francisco that is required to update every month. the leads developed in the case and the progress in the case. so there's someone that's conscious of the case at all times. >> san diego is believed to have been a part of an organization called the animal liberation brigade. gerry valasek, who is a press officer for a different animal rights group, says the brigade hasn't been active in over a decade. >> these organizations are not

really card carrying memberships that you can sign up to. they're more like ideologically, people get together and say, we're going to act on behalf of this organization. they're they're basically independent cells. >> valasek says while he never met san diego, he remembers the incident occurring. he tells me he believes these locations were targeted specifically for the work they did with other companies that had labs involved with animal testing. >> this organization felt like, well, we've tried all the peaceful means. we've asked nicely, we've protested, we've even gone to people's homes and protested. in this particular case in that campaign, nothing's working. so we're going to, you know, bump it up a notch. >> in san francisco, tim jonze, abc seven news. >> three weeks after election day, we're getting a better idea of what san francisco mayor elect daniel loooooong agenda will look like. lori is naming advisers to his transition team, and that includes his senior adviser on labor relations, james araby, who's a longtime labor organization organizer. more than 15% of workers in california are in a

union. it's one of the highest shares of unionized workers nationwide. it's why rb says workers rights should be top of mind for city leaders. >> you know, i think he needs to make sure that, you know, the people in the city are taken care of and that employers understand that this is a union town. and i think this mayor elect will be able to really think through not only getting business in the right place, but making sure that workers that are here are protected as well. >> mayor elect lurie has yet to announce permanent positions for advisers in his administration. he could potentially move his transition advisers into those permanent spots. >> unhoused families will soon face new restrictions if they're trying to stay at a homeless shelter here in san francisco. according to the chronicle, the department of homelessness and supportive housing will only allow families to stay in a shelter for 90 days unless they meet strict requirements for a 30 day extension. families can already stay in a shelter for 90 days, but hhs says extensions are granted regularly, so this these new rules will also restrict who will be eligible

for shelter and who can be placed on a waitlist. h.s.h. says the changes will help them focus on the most vulnerable unhoused groups, but critics argue it will push more families onto the street. the rules take effect december 10th. santa clara county water officials have voted in favor of a proposal designed to keep encampments away from waterways. the ordinance from valley water lays out protection zones. enforcement would include a warning first, with 72 hours for the unhoused individual to voluntarily relocate. the next step would be a misdemeanor charge with a fine or jail time as punishment. >> the intention of the ordinance is not to criminalize or punish unsheltered people. it's to result in better behaviors in the waterway and to prevent the kind of staff safety issues and environmental degradation that we're seeing. >> waterways have become makeshift homes for many of the

unhoused community in santa clara county. the ordinance goes into effect on december 26th. >> in the north bay, plenty of people are still cleaning up after several back to back storms. you can see the muddy mess in spring lake regional park in santa rosa. a dozen parks across sonoma county are still closed because of storm damage. county crews are busy inspecting facilities and repairing that damage. >> it's been a snowy thanksgiving week in lake tahoe. take a look at this. all with all the storms dumping snow for days. this is the view from palisades tahoe, which is covered in fresh powder. the ski resort says it's received nine inches of fresh powder yesterday, bringing the total so far. this season to 56in. sierra at tahoe is the next resort set to open scheduled for friday. >> the day is finally here. the much anticipated animated film moana two arrives in theaters now. our parent company, disney, is releasing the sequel eight years after the original came out. moana is now three years older in the new film, and she

cutting takes place at 730. then the shopping can begin. the gym chain fitness sf is taking over a long vacant piece of property here in san francisco. fitness sf will open its ninth location in the old lombardi sports building at polk and jackson. it's a two story, 44,000 square foot building. the new owners plan to create a gym that includes a recovery area, a cryotherapy lounge, and some space for specialized workout classes. >> i'm glad to see something going there. yeah. the nation's first standalone lgbtq plus museum will have a permanent home in san francisco. yesterday, the city finalized the purchase of 2280 market street in the castro district. the property will become the gay, lesbian, bisexual, transgender historical society museum. the museum has been in temporary locations in the city for two decades. a lease still needs to be finalized and presented to the board of supervisors for approval next year. people living with hiv who need orn transplants could be seeing shorter wait times. for those

york. >> a fairmont hotel employee was arrested carrying a loaded gun while vice president kamala harris was staying there this week. the secret service does not think the vice president was a target or under any threat. a metal detector set up by the vice president's security detail detected the firearm yesterday morning. a background check of that employee found he had an arrest warrant pending in texas. the man faces felony charges for carrying a concealed firearm in public. harris left the fairmont yesterday afternoon without any incident. >> an alarming report shows retail theft cost stores more than $121 billion last year. nationwide, prosecutors in new york say they've busted one of the largest retail theft schemes. they've ever seen. five suspects were arrested in a multi-state operation targeting stores like ulta beauty, sephora and macy's. they're accused of stealing more than $2 million in merchandise, then reselling it online on the street and abroad.

new york's governor says it not only costs stores, but consumers. >> costs are going up. costs go up in a store when they have to recover the loss that they don't make on the stolen goods. think about that. >> a woman in southern california was charged last year in a cosmetics theft operation. she stole $8 million worth of product. and you may notice increased chp presence at stores on black friday and throughout the busy holiday season. the governor's office announced the organized retail crime task force will patrol shopping centers to crack down on retail theft. teams will work with local law enforcement to make arrests and keep store employees and shoppers safe. newsom's office says the task force has made over 1200 arrests so far this year. >> the santa clara county sheriff's office is working to offer people with certain nonviolent misdemeanor warrants a chance to avoid some jail time. it would be through the operation second chance program. it's a coordinated effort with other law enforcement agencies. in the month of december. people

>> during the pandemic, sook kim took up flying and then passionate about animals, he made rescuing dogs his mission. >> he stumbled across a rescue organization in which pilots could fly animals, dogs, cats, bunnies, you name it. >> this past sunday, kim was flying three dogs from maryland to a shelter in upstate new york when he hit turbulence in poor visibility. he requested permission to change altitude, but he crashed near albany. first responders hours later found the wreckage of his plane. kim and one of his dogs had not survived, but 18 month d pluto was found nearby, with only minor injuries. the other dog, whiskey, was also found nearby in a hole he'd managed to dig in the snow despite having two broken leg legs. baby ribs. >> yes. >> a local animal hospital nursing him back to health. pluto and whiskey are just two of the hundreds of dogs kim
