thanks for joining us. i'm larry beil and i'm kristen z. >> they're outline comes as there have been a lot of questions about the process after voters chose to oust mayor chantel. >> abc seven news reporter anser hassan has more on the new developments from oakland city hall. >> i also want to say very clearly that continuity and stability is critical during this time of transition. >> oakland city council president nikki fortunato bass will be oakland's new mayor, but just for three weeks on wednesday, the city outlined the process for who will become oakland's next mayor. based on a legal opinion drafted by the city attorney's office. the alameda county registrar of voters is expected to certify the november election by december 5th. oakland city council will accept the results at its next city council meeting on december 17th. at that moment, mayor shengtao steps down. bass becomes interim mayor. however, bass is also moving on. she won her race for alameda county board ofrace for supervisors for district five. so she will serve until january 6th.

>> i'll have more information to share by december 17th. on the interim plans for our district two council office at the january six meeting, three new city council members will be sworn in. >> the new city council will pick the next city council president and pro tem. that president will become interim mayor. the pro tem will become acting city council president. a special election will be held on april 15th for the new mayor and bass district two seat. >> in other circumstances, we might have a mayor pass away or suddenly become incapacitated, and we would have a vacancy that we're dealing with in real time. right now. we have the advantage of having weeks and months to plan ahead in this scenario, oakland will likely have four mayors between now and april. >> this all unfolds as oakland faces an almost $100 million historic budget deficit. but the way oakland's government is set up, the mayor is not as strong as in other cities. and bass says the current city council has already been doing the hard work. >> we are looking at this as how do we continue to address the

structural imbalance that we have. so we are really working to set up the next council. the new mayor for success, former alameda county superior court judge brenda forte, led the recall campaign against mayor tao. >> she sent a letter to the city claiming there are other options for a cleaner transition, with only one interim mayor. one example is having bass resign as city council president and letting one of the outgoing council members serve instead. oakland city council will have a special budget meeting on december 9th, where they may consider possible budget cuts. president bass hopes to haves. some tough decisions made by the end of the year. in oakland, anser hassan, abc seven news. >> 2025 is shaping up to be a very busy year for special elections, not just oakland, san jose and san mateo county are also planning elections in the months to come. people in san mateo county will head to the polls on march 4th to vote on whether to give the board of supervisors the power to fire the sheriff amid misconduct allegations, which the sheriff

denies. in san jose last night, the city council set a special election for april 8th to fill the seat of former city council member omar torres, who resigned after being arrested on child sex abuse charges. and then oakland would likely select its new mayor one week later. five newly elected bay area mayors have been invited to a top american university to get valuable advice lessons, if you will, on how to govern mayors. ron burnell, from antioch, dina ishii from berkeley, daniel lurie from san francisco, andrea soares from vallejo, and raj salwan from fremont are all at harvard university in cambridge right now at their kennedy school. the five were among two dozen new mayors from 11 states chosen to be trained by harvard faculty on delivering results for their residents. the boot camp is called the first 100 days program. >> san francisco supervisor joel engardio is facing the possibility of being recalled, and this comes

after a group of sunset dist residents filed a recall petition letter on tuesday. that group is upset over engardio support of proposition k, and that would shut down a portion of the great highway on the city's west side. abc seven news reporter tim johns spoke with the supervisor, as well as the recall supporters, and he has the story. >> like many residents in san francisco's sunset neighborhood, albert chow is upset after city voters passed proposition k, shutting down a two mile stretch of the great highway. chow worries it will have a negative impact on both his neighborhood and his business. >> you close a vital artery like the great highway that does anywhere between 14 to 20,000 commuters a day, and put them onto the other two north south lanes. or when they get frustrated with those two north south lanes, they end up going through our streets. >> chow, like many residents in this area, places a lot of the blame on his district for supervisor joel engardio, the frustration culminating on tuesday when several residents launched an effort to formally have engardio recalled over his

support in shutting down the great highway. >> i'm focused on finding traffic solutions, given the situation that we're in today and making sure people can get where they need to go. >> engardio says while he supports residents right to organize a recall, he wants voters to consider his stances on a variety of issues and not just prop k. he also tells me he wants to have conversations with recall supporters and hear their concerns over traffic and other issues. >> city supervisors have to represent our districts, but we also need to represent the city as a whole, and it's impossible for one city supervisor to be in agreement. 100% of the time on every issue. >> just to give you an idea of why so many people in this neighborhood are upset, i want you to take a look at this map. our abc seven news data team created this map, breaking down the results of the proposition k vote. what it clearly shows is that the majority of people who actually live closest to the great highway wanted to keep it open, while those who live further away voted to close it down. but the great highway is only part of the concern. chow

says he worries the city is becoming less and less car friendly overall. >> i don't think cars are the enemy. i think all modes of transportation are valid, but at the same time you also have public transportation. that's not quite adequate. >> and as for engardio, his offer to talk and listen to local residents. chow says he's already heard enough. >> the more i think about it, it's like, what is there to talk about at this point? >> in san francisco, tim johns, abc seven news. >> now let's talk about our weather. look how pretty it is. beautiful, right? did you get outside? yeah. sunny and mild. >> a little bit. a little bit. i was in las vegas for a few days. that was a whole different scenario. but it was sunny ther, too. not that family members really remember it. that much, but we got stuff to talk about. yeah, we do. during the commercial break, we'll get to that. but it's kind of hazy outside for us. meteorologist sandhya patel with a closer look at air quality and what we're looking at for the rest of the week. hi, sandy. >> hi, there. yeah, larry and kristen. it is really nice outside. there's a lot of sun, but the air quality is definitely been declining as we

look from our east bay hills. camera. hard not to notice the haze in the air. we have some high clouds passing through as well. air quality right now. moderate across a good part of the bay area indicated by those yellow dots. now, part of the reason is we have this high pressure that's putting a lid on the atmosphere. and the winds are so light it can't really mix out the pollutants that are in the air. and as we take a look at the air quality, we are looking at moderate air quality again tomorrow. moderate for most areas friday, but good for one small section. the other story is the temperatures. look at how mild it is or warm. in the case of saint helena, we've got 60s and 70s as we go hour by hour. those temperatures will be slow to drop off. 7:00 you're still in the 50s. by 10 p.m, 40s and 50s. a little bit of fog in there and higher clouds as we head into the morning. i'll be back with a full look at the forecast coming right up, larry. >> all right, sam, we'll see you in a few minutes. a jury is now considering a murder charges in the high profile murder case of cash app founder bob lee. closing

arguments concluded yesterday. prosecutors say nimmo many planned the 2023 attack after hearing lee introduced his sister to a drug dealer who sexually assaulted her. defense attorneys say he acted in self defense after lee attacked him with a knife while on drugs. they also claim that lee was earlier seen on video doing drugs off of some object that appeared to be the murder weapon. now, if convicted, he faces 26 years to life in prison. abc seven news reporter melanie woodrow will have much more in a live report from the courthouse. and that's coming up on abc seven news at five. >> a new report paints a troubling picture about gun violence and how it disproportionately impacts communities of color in alameda county. outgoing alameda county district attorney pamela price released that 84 page report. this morning. it finds gun violence is the leading cause of death in the county for people under 18. according to the findings, an average of three. alameda county residents were killed by guns weekly between 2019 and 2023. a

disproportionate number of the victims were young people of color. price says it's time to use the data to make lasting changes to address the issue. >> the support action that we hope will go forth even after my departure includes addressing the structural inequalities that contribute and promote violence in communities that are most impacted by it. >> the report was authored by the da's office, along with the public health department and law enforcement. the county board of supervisors voted to declare gun violence a public health emergency in 2021. developing news now a shooting at a school in oroville wounded two students and the sheriff says the suspected gunman took his own life. it happened at around 1:00 at the feather river adventist school near palermo. the butte county sheriff says he doesn't believe the gunman has a connection to campus. students were evacuated to the school's church, where y were reunited with their where y parents. the feather river adventist school is a private

public institutions in the state that they should not help the incoming trump administration with mass deportation efforts. rob bonta gave the warning this morning at the bernal heights library in san francisco. he said all state institutions, including libraries, schools, law enforcement, courthouses and shelters need to abide by the state's guidelines when it comes to immigration status. all of this is in response to campaign promises made by trump for mass deportations that he's going to use the military, he says, to execute his plans. >> the national guard. it's inhumane. it's illogical. it's fiscally irresponsible, and it's against what this state and frankly, what the country stands for. >> bonta encouraged californians to report public institutions in the state who might be helping

with deportation. >> president elect trump's nominee for defense secretary, pete hegseth, says he is not backing down. he faces accusations of misconduct that are challenging his chances of winning confirmation in the senate, and sources tell abc news that mr. trump has spoken to somebody else about possibly taking over as the nominee. abc news reporter perry russom at the capitol with the latest. >> today, president elect trump's pick for defense secretary, pete hegseth on capitol hill once again meeting with republican senators as he fights to win over their approval. >> here's what they want to do to make sure that department is properly oriented for the threats of the world, and make sure that we're putting the warfighters first. that's what donald trump asked me to do. >> the likelihood of his confirmation appears to be dwindling, as sources tell abc news, at least six senators have privately indicated they do not intend to support him. hegseth says trump is behind him all the way, even as sources tell abc news. trump and florida governor ron desantis spoke yesterday about desantis becoming the

the country today, the ceo of the major insurance group, unitedhealthcare, was killed in what new york city police are calling a brazen, targeted attack. and so far no one has been arrested. officers working feverishly right now to track down the gunman. abc's reena roy has the latest on this developing story. >> an urgent investigation underway in the heart of midtown manhattan, where police say unitedhealthcare ceo brian thompson was shot and killed wednesday morning. newkilled surveillance video shows the moments the violence unfolded. police now reviewing the footage as the search for the suspect intensifies. >> i want to be clear at this time, every indication is that this was a premeditated, pre-planned, targeted attack. >> investigators say the suspect, wearing all black and a ski mask, waited until the 50 year old showed up at the hilton

hotel for an investor's conference. >> the suspect approached from behind and fired several rounds, striking the victim at least once in the back and at least once in the right calf. many people passed the suspect, but he appeared to wait for his intended target. >> three shell casings found at the crime scene, along with live rounds from a nine millimeter gun. at one point, police say the gun appeared to jam, and when the shooter cleared it, he began shooting again. the murder happening not far from tonight's tree lighting at rockefeller center. they're also conducting interviews in thompson's home state of minnesota. >> we're reaching out to law enforcement in minnesota, and we're also interviewing his coworkers and family members to see if there have been any specific threats against him in the past. >> unitedhealthcare is the health insurance wing of unitedhealth group, the largest health insurer in the world. the company releasing a statement saying they are deeply saddened and shocked, saying brian was a highly respected colleague and a friend to all who worked with him. there's still no word on a

motive. thompson's wife tells abc her husband was a loving father to two sons and their family is shattered. they're requesting their privacy be respected during this difficult time. reena roy, abc news, new york. >> california state senator scott wiener is reintroducing two bills aimed at lowering the cost of insulin and other prescription drugs. one caps insulin copays at $35 for private insurance. the other takes aim at so-called pharmacy middlemen that drive up the cost of drugs. his last attempt was vetoed by governor newsom in september. >> this is not a controversy. these are not controversial ideas. and so we'll make that case to the governor. >> if the governor vetoes and in that message he wrote, he was not convinced wiener's legislation to require those middlemen be licensed by the state would actually lower prescription drug costs. that's despite nearly unanimous support from the state legislature for the bill. >> in the east bay, there's a rush to repair a sewer line break that's causing a massive

overflow of untreated wastewater. >> yeah, this is happening near the shore acres pump station in bay point. officials say as much as 20 million gallons of wastewater has now flowed into a nearby marsh. abc seven news reporter suzanne fawn has reaction from neighbors, and a look at the work happening right now to fix the leak. >> i have no words. wow. its crazy. >> catherine galindez of bay point just got home from a two week long vacation. there's a lot of commotion in front of her home. >> how loud is it? very loud. like i said, i couldn't sleep last night. >> right down the street from mendez's home, more work crews are trying to deal with a broken sewage pipe. she had absolutely no idea what was going on. nancy katasha del prado didn't have a clue either. >> oh my gosh. i don't think the people around here know about it. we haven't received any notice. >> the del diablo sanitation district says it found the break on monday. >> we basically identified a local corrosion hotspot in that pipeline. so that caused the

failures. >> the pipe carries wastewater to the treatment plant. about 1 million gallons of raw sewage per day has flowed into the surrounding marshland between port chicago and pittsburgh. >> it's on private property owned by the navy. it is actually not running into streets. it's actually going into the adjacent marshland, which is about a quarter of a mile from the edge of the delta delta. >> diablo says. so far, there isn't any sign of damage to the environment. >> there is not any direct evidence of, you know, fish kills. >> the del diablo sanitation district says the leak isn't impacting the residents around here, but we can definitely smell something in the air. what does it smell like to you? >> it's really strong. it's like decompose or like a lot of waste. it smells really bad now. >> del diablo says crews have been working around the clock to repair the sewer line. as for the trucks in front of galina's home that we've had 8 to 9 trucks sucking wastewater out of our sewers for the last 24 hours

join us today. so the women's professional golf tour is setting stricter gender policies as it wades into the debate over transgender participation in sports. the lpga is requiring players to be assigned female at birth, or to have transitioned to female before going through male puberty. these new policies take effect next year. this will make at least one player ineligible because she transitioned in her early 20s. larry, in terms of the debate talk about, you know, the going through puberty and what that does if you go through male puberty and why they're setting it for before. >> well, you would have more testosterone in your body. and that's kind of what the olympic standard is, because, you know, we're in this kind of unclear

so being more present, being more accessible and just making it easier for people to consider adopting a pet is really the spirit of this. >> better community access and a path to adoption is one of the 39 recommendations for improvements from a city audit that highlighted poor care for the animals. another is lowering stress levels, which director of public works matt lesh says this center will help with as well get them out into a more open space where less dogs are barking. >> so it's a quieter place and so they can help lower down some of their stress. and that would also then provide the advantage by bringing them here. they're distressed, but then also provides more space and capacity at the shelter for them to decompress. >> there's a lot of stress at the shelter, both for the animals, which are well over capacity, according to the audit, and for the staff having to manage various issues, including an investigation into the death of a dog tuesday night after a neutering surgery. mayor matt mehan says the city has invested money and resources, but the audit shows them what else needs to change. >> we will need to see the
