prison was shut down earlier this year after years of allegations of poor treatment and abuse of those women incarcerated there. >> and now the settlement could impact the lives of those who spent years behind bars in dublin. abc seven news reporter tara campbell spoke to one of the plaintiffs in the lawsuit, who hopes this can bring about widespread change. >> a legal victory friday for hundreds of women formerly held at the federal correctional institute in dublin, the now shuttered prison has been under scrutiny for the past few years after allegations of sexual abuse at least eight fci dublin employees have been charged with abusing inmates, five of them pleading guilty and two of them, including the warden, convicted at trial. >> one of the things we wanted to do was to be heard, like you said, and we didn't give up. >> griselda nunez is one of the 500 named plaintiffs in a class action lawsuit filed last year by a nonprofit. >> we definitely raised our voices, even higher with the attorneys behind us and organizations knowing that somebody did want to hear us and

did want to help us. >> plaintiffs attorneys announcing a settlement with the federal bureau of prisons. >> we are really excited about this really historic consent decree that was issued between our class members and the bop. it is, you know, the first of its kind to have some sort of monitoring across over a dozen bop facilities. >> as part of the settlement, the bureau of prisons will be required for two years to oversee the treatment of the women transferred from fci dublin to prisons across the country. >> today is a day of accountability. >> former bay area congresswoman jackie speier was one of the first lawmakers to visit the prison amid the abuse allegations. >> it was a horrible culture. they knew where the cameras were not located, so that's where they engaged in the various rapes. the chaplain was raping. these inmates in his uh-

because there were no cameras in there. >> the settlement also requires the bureau of prisons to release eligible plaintiffs to home confinement and halfway houses. as soon as possible. the bureau must also expunge disciplinary reports by dublin staff, intended to silence the women. reports that could otherwise prevent early release, but former inmates say the fight isn't over. they want their voices heard by the president. >> we all feel if biden can, you know, pardon his son, he sure can pardon these women that have suffered heinous abuse at the result of government employees. so super you know, that's really their only way to get relief right now. >> tara campbell, abc seven news. >> the bureau of prisons confirmed the details of the settlement in a statement tonight. they also addressed yesterday's announcement that the now empty dublin facility would be permanently closed, writing while that settlement was filed with the district

court today, the decision to permanently close the federal correctional institution, dublin, is not a result of the agreement. the bureau cites failing infrastructure and inability to staff the prison as reasons for the closure. >> san mateo county has made a substantial offer for sheriff christina corpus to walk away from her job. $1 million and four years of medical coverage. that's what sources close to the negotiation tell the i-team's dan noyes. dan also learned when the sheriff and her lawyer rejected the offer. the county indicated they would offer more money. san mateo county attorney john nybelin told the i-team tonight that he would not confirm what are supposed to be confidential conversations between counsel. when reached this evening, sheriff corpus would not comment on the report. earlier this week, the san mateo county board of supervisors voted to hold a special election in march on a measure that would allow the supervisors to fire sheriff corpus. it comes after an independent report accused corpus of misconduct and corruption. >> new at 11 a man and woman convicted for the murder of a

bay area photographer a years later have been sentenced to life in prison without parole. fantasy decker and lamont mims were convicted on murder and other charges last month in a retrial. 71 year old ed french was killed during a robbery in 2017, and a struggle over his camera bag at the twin peaks lookout area. the two duo was identified and found later that month after robbing tourists at gunpoint. >> it's been a warmer than average weekend. abc seven news weather anchor spencer christian is here with us. >> the question is, what will the weekend have in store? will this continue? spencer it will through the weekend. >> dan and here's a look at the satellite radar composite image. you can see why we have this mild milder than average weather. high pressure. the dominant feature over our weather. but up to our north is a disturbance moving into the northwest. you see those clouds trailing out of that system? some of those clouds may move through the bay area overnight. they will not bring us rainfall. right now we're looking at calm winds, wind speeds under eight miles per hour across the bay area. it is getting a little bit chilly out there though, as the

skies are clear, so that allows for radiational cooling. temperatures dropping into the mid 40s in many inland areas right now, even some low 40s. 41 at fairfield, 42 at danville. we've got mainly low 50s around the bay shoreline. so these are our forecast headlines tonight. a few high clouds turning cooler. then over the weekend. patchy morning fog especially tomorrow. but sunny skies in the afternoon. but late next week the changes come our way. rain chances will increase and i'll give you a closer look at that. we'll see when we can expect the next rainfall in my accuweather forecast. a little bit later on. >> all right. we'll check back. thank you. spencer. a day after the 7.0 quake that shook the north coast, damage is becoming apparent like a large crack which opened up on blue slide road in rio del. the cleanup continues. the epicenter was off the coast, and certainly felt on land. it was the largest quake to hit northern california in decades. businesses are left to pick up the mess at hobbes market in scotia. employees were told to evacuate when the rocking started. >> my boss came through and she was like, everybody outside,

everybody outside. so i'm literally like, tiptoeing, trying to walk this way because the floor is going up and down. >> that employee says about 30% of all grocery stock was destroyed. the dollar general store in rio dell is closed until further notice with items still scattered as you see on the floor. >> and it's been about 36 hours since many of us got alerts on our phones about that tsunami warning after the earthquake, which was later canceled. that warning set off some chaos yesterday with some people confused about what to do. experts tell us just find higher ground, which could include moving into a higher floor of the building you're in. driving somewhere is not recommended because you could get stuck in traffic. >> a mountain view company is working on technology that could one day make those weather warnings more targeted and specific. abc seven news reporter lauren martinez explains how they're using weather satellites to do it. >> i'm here pretty much 24 over seven. >> bill jones is a seasoned sailor getting ready to head to

south america. we spoke with jones thursday at the santa cruz harbor. he was checking on his sailboat after the tsunami warning was lifted. jones says if powerful waves are predicted, sometimes it's better to be at sea. >> the safest thing is to go out to harbor as quick as they can and just hang out in about 180ft of water, because when a tsunami comes through and you're out there on the water, you don't even know what's coming under underneath you. you don't even know it. you get hit when you're in here. >> when it comes to understanding weather, better forecasts and extreme events, satellites are collecting critical climate data. johnny dyer is the ceo of mountain view based muun space. >> you get to see the whole world every you know, couple hours. you can see things about the way the earth is behaving, that totally non-obvious from the ground. >> in may muun space and earth fire alliance announced the ai driven fire safety system designed for wildfire detection. the satellites analyze images quickly and then tracks a fire's intensity. >> you can think about these as it's a it's a large

constellation. eventually, 52 satellites of that have these cameras. they're basically thermal cameras on them. you can think about them as like seeing, you know, heat signatures on earth. >> this week, the startup was awarded a contract with the u.s. space force. >> clouds are big. forcing function on weather in a lot of different dimensions. and so that contract is actually to look at how we can adapt some of the work we're doing with the fire sat satellites to address better weather, weather prediction as well. >> whether it's wildfire detection or climate monitoring, dyer says it's the opportunity for impact. these systems can have excites him the most. >> you know, this huge landscape of untapped applications for that that we can drive massive positive impacts. you know, that are going to impact my children in their lifetime. and that that, to me is what's most exciting about what we're working on in the south bay. >> lauren martinez, abc seven news. >> a list of cuts to help oakland balance its budget were

announced today in a report released by the town's city administrator. the city faces a $129 million budget deficit. the first phase requires immediate action. the city will re-allocate $38.5 million to the general fund. it also to cover bills. it also includes a brownout of two fire companies, which could mean fewer firefighters at some stations. now, the second phase includes a proposal to lay off 91 employees from across all city departments. however, those will not be immediate. >> person wise. we lose about 4 to 5 officers a month due to retirement or going to a different department. if you add that up over a year, that equates to about 60 officers. >> the report now goes to the city council for a special budget meeting on monday. we'll keep tabs of those discussions. >> hey, the bay area's newest team now has part of a roster. the golden state valkyries expansion draft was today. >> yeah. sports director larry beil is here with more on the

bay area's new team. this is pretty exciting. >> it's happening. it's cool. >> yeah, you can see the formation taking place literally starting from scratch. the valkyries had a pool of about 70 players to choose from. they went through a lot of conversations and film study and selecting 11 players today. michelle wie, west, along with baron davis and e-40, were the celebs who introduced the roster. the valkyries will play at chase center, home of the golden state warriors, of course, and they'll make their debut may 16th, 2025 against the la sparks. gm ohama ninan discussed the challenges of starting a brand new team. >> i was so excited about the blank canvas and then behind closed doors it was blank, so nobody's like name, just like appeared or anything. so there was a lot of work that myself and my team put into it, and the complexities around it is what i want to continue to highlight, because these are 11 humans, right? they all thought one thing, and they woke up today or

downtown oroville at a prayer vigil for school shooting victims. five year old elias wolford and six year old roman mendez have been fighting for their lives. they remain in critical condition since the shooting at feather river adventist school near palmero wednesday. >> for me, it's because my girls here are future teachers and it's scary just to show community support for these two little boys that are fighting. >> i just wanted to be a part of the community to let them know that we're out here supporting them. >> it's all experience. >> the 56 year old gunman, who gained entry to the palermo campus by pretending to enroll a

grandson, took his own life at the scene. >> multiple san jose homes were affected by a house fire today. one person was transported for treatment for smoke inhalation. the fire started around 3 p.m, burned a home on stowe avenue, then spread to another home on heller place. eight people, two dogs and a cat have been displaced. the red cross has been contacted to help them. >> right. overseas happening tomorrow. south korea's president faces an impeachment vote over his decision to declare martial law earlier this week. tonight, he apologized in a nationally televised address, saying he was truly sorry for causing public anxiety. his words he declared martial law on tuesday and just hours later, his government voted against that decree. they overruled it. since then, there have been a number of calls for the president and other government officials to resign or face impeachment. >> the fbi is assisting in a nationwide manhunt for the man suspected of shooting and killing unitedhealthcare ceo brian thompson outside a midtown manhattan hotel, and now there's

a $50,000 reward. police say the suspect boarded a bus out of new york city following wednesday's shooting. law enforcement sources tell abc news the bus that the shooter is believed to have boarded out of the city made 6 or 7 stops, and investigators have followed leads in multiple states. it comes as the first unmasked images of the suspect were released. they come from a youth hostel, where sources say the man used a fake new jersey i.d. the clerk asked to see his smile to verify his id that photo, which is golden. >> put that out nationally and wait for the phone calls to come in, which i think will happen. >> in another development, police officers recovered a backpack in central park, which they believe was carried by the shooter. >> the u.s. department of agriculture announced on friday that it will start testing milk throughout the country for bird flu, beginning december 16th. dairy farms and processors nationwide must provide unpasteurized milk for testing if the feds request it. testing will begin in california, colorado, michigan, mississippi,

oregon, and pennsylvania. bird flu was first detected in dairy cows back in march and has since infected 700 herds of cattle in 15 states. >> the push to ban tiktok takes another step forward. an appeals court panel upheld the law that could potentially ban the popular app as soon as next month. congress passed a law requiring tiktok to break away from its china based parent company or be banned. the company argued that law violated the first amendment. however, the court let the law stand. tiktok's parent company is likely to appeal to the supreme court, but it's not clear if justices will take up the case. >> all right. if your cars are insured by state farm, expect car insurance rates to go up an average of 17.7%. that's according to the san francisco chronicle. the increase will come at the end of january and will affect about 4 million drivers in california. this is on top of a 21% increase. the company imposed in february of this year. the company says the increase is needed to address increased costs from lingering

clouds trailing out of that system will swing through the bay area tonight. they will not bring us any rainfall. just some partly cloudy skies. so we have mild and calm weather that will continue for quite some time. get a little chilly out there right now though. you can see the 24 hour temperature change showing most locations about two, 3 or 4 degrees cooler than they were this time last night. so our overnight lows will be a little bit lower than last night's as well. excuse me. temperatures right now 53 at oakland and hayward, mid 50s at san jose and san francisco. upper 40s right now in redwood city and half moon bay. looking along the bay bridge from our emeryville camera, 45 degrees up north at santa rosa, 41 at petaluma, napa and fairfield. getting pretty chilly up there 47. concord, livermore 44. and looking across the embarcadero from our rooftop camera. these are our forecast headlines overnight. we'll see a few of those high clouds i mentioned. it will be cooler than last night over the weekend. morning fog. patchy, especially tomorrow and then sunny in the afternoons. but late next week, rain chances will increase. so moving along to see the forecast animation overnight showing those high clouds swinging

through it will be a mainly clear night south of the golden gate or overnight, but up in the north bay we'll see clouds sort of lingering through the mid day and morning hours. by afternoon, though, bright skies over most of the bay area overnight, low temperatures will be generally in the low to mid 40s, a bit chillier and fairfield, where lows will drop down to about 37 degrees. now tomorrow's highs under bright skies 60 at half moon bay, 63 here in san francisco, right around the bay shoreline. most locations there will top out at about 65 degrees inland. east bay, low to mid 60s, up to about 67, actually at livermore down in the south bay, a bit milder. we'll see 69 degrees at san jose, 70 at morgan hill and up in the north bay, mainly mid 60s, 66 at santa rosa, 65 at san rafael. and here is the accuweather seven day forecast. so we've got this milder than average weather lingering over the next couple of days through the weekend. that's good news i guess. monday just a couple of degrees cooler. but then it gets cooler still on tuesday under bright and brisk

conditions. a few clouds into the picture on wednesday and thursday and friday looks like we have a chance of some rain coming to the bay area, but it's hard to get a really accurate read on this system. we don't know yet if this is going to be just a light drizzle, or maybe some measurable rain, but we'll keep watching and it'll come into play into focus in the next few days to be determined. tbd. tbd. >> thank you. your business needs a network it can count on... even during the unexpected.
