now a budget crisis in oakland, bleeding over into the services that keep us safe. we're on the eve of a vote that could have big impacts on how first responders do their jobs. good evening, and thank you for joining us. i'm dion lim. the city council is set to vote tomorrow on significant budget cuts to close a $129 million deficit. every city department is impacted, but firefighters will be some of the hardest hit. it's possible up to half a dozen oakland fire departments could be shuttered over the next seven months. abc seven news reporter j.r stone explains the impact. >> my firefighters are just working their tails off. honestly, every single day. and there's just there's not room

for more workload. and yet that is what we will be forced to deal with. >> oakland firefighter seth olear is vice president of the local 55 union that represents oakland firefighters. the proposal to cut oakland's $129 million budget deficit includes first closing two fire stations, saving an estimated $5.5 million. whatever decisions are made could it impact response time? >> 100% absolutely. it's just dangerous. it's a dangerous situation because waiting for a fire engine is just. we're talking about seconds mean lives. >> then after those two closures and cuts to other departments, the plan calls for an additional four fire stations to be closed. olear says firefighters are already picking up the slack for a station that closed in the grand lake area near lake merritt. he says that station's 3500 calls are being picked up by other trucks.

>> we are already stretched thin, and we already have 6 or 8 fire engines that are running close to 4000 calls, a year. like i've said repeatedly, the phone rang 100,000 times last year and we answered every single call. >> it doesn't appear that any firefighters will lose their job with the budget cutting proposal. those at the closed stations would fill in at different firehouses for the 40 or so firefighters on leave. >> i mean, it's a recipe for disaster, especially in the hills where we are already struggling to meet response times just because the firehouse is so spread out. it could take quite a long time to get to a call. >> all year is hopeful the sale of the oakland coliseum site will be finalized soon, and that the city will be able to collect on delinquent taxes that haven't been paid by local businesses. j.r stone, abc seven news. >> we are committed to covering the budget crisis in oakland every step of the way. you can head to abc7 news.com for complete coverage of this

and into treatment. allowing everyone from loved ones to first responders to file a petition to get them into the program. the idea being to create structure around treatment and hold counties accountable to provide services for those who often run into obstacles. getting help. >> we want the person to come to court because we think that's where that's where the court is going to be able to use whatever influence it has to encourage the person to participate. >> that's alameda county superior court judge sandy beam. she's overseeing the county's care court. the state this past week announcing preliminary data showing about 1400 people have been connected to the court. that's far below the number of people the state thinks it could actually help up to 12,000 a year. >> i think we have to look at the challenges that the cohort one counties were facing when they rolled out the care act, court, really, no one knew about it. >> she's referring to cohort

number one. those are the counties that started up the court last year. and as of this past week, all 58 counties are now taking petitions. >> i think it's just a matter of informing the public and the agencies that might have folks that would qualify for the care act. >> court and the county's behavioral health department is making a big push to do exactly that. >> you know, we're really hopeful that this is a program that is going to reach more people who really could benefit from treatment, housing and supports. >> the county holding a series of community events and trainings. the judge says it's about overcoming the misconception that the court is involuntary. making clear nobody's being forced into court. >> it's voluntary with carrots, i think is how i would put it, describing incentives as playing a key role. housing is a big one, so the people in the care

act court get priority for housing and also the individualized attention from counsel. the public defender's office will represent these people to make sure that their their voices are being heard. >> tara campbell, abc seven news. >> time now for our abc seven news at 11, where we help you get ahead on the big stories in the days to come. up first, the verdict. watch in a high profile murder case. tomorrow, jurors are expected to continue deliberations in the trial of nima mckinney. he's accused of killing cash app founder bob lee back in april of last year. mckinney testified he acted in self-defense and faces first degree murder charges. but jurors can potentially consider lesser charges, including second degree murder or voluntary or involuntary manslaughter. our next adventure. on tuesday, san francisco's board of supervisors is set to hold a public hearing to consider an appeal of the city's planned rv parking restrictions. now, those restrictions would allow the

city to tow oversize vehicles if the people living in them turn down shelter. the new parking rules were supposed to kick in last month, but homeless advocates filed an appeal. they claim rules approved by the sfmta's board will lead to more people on the streets and to our last advancer in san francisco the winter walk in union square will transform two blocks of union square with holiday decor and live entertainment. the city will be blocking off the roads starting at night, so they can set up the magic on stockton street from post to o'farrell. the actual event starts on friday the 13th and runs until sunday. the 22nd. a prison escapee on the run for years found in the east bay with an unusual stockpile. plus, the allegations swirling around sean diddy combs are growing. and now another celebrity is involved. plus, old diesel trains from the bay area are chugging along on

sean diddy combs growing legal battles. a lawsuit now accuses rapper and entrepreneur jay-z of raping a girl with combs. the refiled lawsuit accuses jay-z, who was born sean carter, of raping a 13 year old back in 2000. the suit claims the assault took place after the 2000 mtv video music awards. carter is the first celebrity to be accused of sexual assault in connection to combs. he denies the

allegations, calling the lawsuit, quote, idiotic and accusing the attorney who filed it of trying to blackmail him with false claims. new. at 11, a man from san francisco is under federal indictment for breaking out of a high security prison. they just found him in walnut creek seven years later. 55 year old eric perry was convicted back in 2012 on wire fraud and id theft charges, sentenced to more than eight years at a prison in merced county. now, he escaped in 2017 and remained free until october. investigators arrested him in walnut creek. federal prosecutors say he had several phones, credit cards and driver's licenses under multiple names and even a fake harvard student id. he's now facing charges for escape from custody on top of his original sentence. it's a dairy debate with growing ramifications. a staffing issue may slow down the federal government's efs to test for bird flu. the usda

wants to start testing raw milk for the virus the week of december 16th, after milk from a fresno county based farm was pulled from shelves. but researchers at a testing lab at uc davis say they may not have the staffing to get it all done. lab workers say they've been critically understaffed for years. >> we met with the director of the labs. we met with the dean. we submitted multiple petitions. >> uc davis lab is the only facility in the state authorized to confirm cases of bird flu. the cdc says there are 58 confirmed reported human cases in the country. california has the most of any state at 32, and all but one are from exposure to infected cattle. a state lawmaker from the south bay wants to ban the resale of diesel trains after caltrain did exactly that. a transit agency in peru bought the old diesel trains following caltrans electrification. now, according to our partners at the bay area

news group, state senator dave cortese says it takes diesel off california's carbon footprint and gives it to peru instead. he introduced a bill last week to ban future sales by public agencies, saying the fight to clean up the air covers all continents. caltrain told the bay area news group it was either peru or scrap pile, and even those old trains will improve air quality if people ride them instead of driving. the holiday season first for the bay area today, the jewish community center of san francisco hosted its first ever hanukkah themed makers market. it featured 20 local artists, makers and chefs selling unique handmade crafts. artisanal foods as well as, of course, hanukkah themed items. >> hanukkah is an amazing winter holiday where it's all about bringing in the light during the darkest days. one of the traditions is gift giving, and we're just really excited to shine a light on our local makers and artists that are in

victoire, and though we are continents apart, we both bear the name of mary. and so we are called to support one another in our joyous times. and in our difficult times. and we thought it was a really important opportunity to bring our students together to recognize the significance as well. >> the mass honored first responders and thank those who assisted in the restoration of notre dame. a new clinical study being done at ucsf could change the way doctors treat patients with traumatic brain injuries. for years, this area of medicine has gone underfunded and under-researched. but as abc seven news reporter tim johns tells us, doctors say that could soon change that. >> for matt fan living with a traumatic brain injury has become a part of his life. he never thought possible. back in 2020, van, who is a firefighter with the san francisco fire department, suffered severe injuries after he was involved in an incident with a city bus

and a fire hose. >> i was walking by and the hose snapped and took my legs out from behind me, which caused me to land on the back of my head. >> van had to undergo multiple surgeries and at one point even had a part of his skull removed. now, four years later, he says he's still recovering. a journey that's impacted not just his everyday life, but also that of his family. >> things are definitely more challenging. you know, different kind of symptoms that come along with it, whether it be, you know, headaches or you know, short term memory issues and different kind of cognitive issues that come with this. >> but that recovery could get easier in the years ahead. that's thanks in large part to van's neurosurgeon, doctor jeff manly. manly is leading a revolutionary clinical study out of ucsf, looking specifically at new drug treatments for people who suffer from traumatic brain injuries or tbis. >> we're not just doing one drug versus a placebo. we're doing what's called an adaptive platform trial. and this trial
