number city leaders say is not by accident. >> abc seven news reporter monica madden joining us live now. monica, the crime numbers are positive, showing a decrease, but the city is still struggling with this perception problem. >> you're absolutely right, julian. san francisco's image and reputation was deeply hurt by all of the videos that went viral during the pandemic. of those smash and grabs, or more recently, the non-fatal shooting of 40 niners player ricky pearsall. it's why city leaders say it is critical to pay attention to the data, but they acknowledge it will take time for the public's perception to shift. >> this wasn't an accident. this was very strategic. >> san francisco city leaders announcing tuesday crime in all major categories is down, particularly with homicides, which are down year to date 34% from 2023, a number not seen since the 1960s. >> that is the work that we're doing here in san francisco. that is how we are changing our city for the better, attributing it to new technology like drones, public safety cameras,

license plate readers, as well as community police initiatives. >> officers actually reach out to in a respectful way to those who are at the very highest risk of committing or engaging in gun violence to help them to reduce their risk of reengagement and victimization. >> but the city still struggles with its perception of crime, not just locally, but nationwide. >> it was one of the nicest cities in the world. we were going to go back and visit this summer, but we decided to go someplace safer like baghdad. >> and we do have a lot more work to do around how we make people feel it. >> outgoing mayor london breed saying san franciscans need to pay attention to the crime numbers trending down. >> you look at other cities around this country, they pale in comparison. i think what we want to be able to do is send a strong message, and i think that the data is helping us to send that message. >> compared to similar cities nationwide, s.f. does have one of the lowest homicide rates per capita, but the city climbs up the ranks when it comes to property crime, having the third highest rate compared to similar cities. >> the work is being done

can't live there for now. the home next door sustained some minor damage. berkeley firefighters say the tree that fell was between 4 to 5ft in diameter. >> the structure is compromised. luckily, we have no injuries, but the home is not going to be able to be occupied at this point in time. the winds have subsided earlier in the morning. there certainly were a lot more tree down, limbs down and debris in the roads that we were clearing. >> those strong winds also knocked over store displays and parklets outside of a restaurant off of shattuck avenue there in berkeley. well, again, we had a night of some gusty winds in our hills and now rain is on the way. we check in now with abc seven news meteorologist sandhya patel, who's here to tell us when the wet weather will finally get here. sandhya? >> yeah, julian, it's going to get here tomorrow night. and as it does, it will clean out our air. take a look at this live picture right now from our sfo camera. you can see how hazy it

is out there. combination of the pollutants getting trapped because of the light winds. and we also have high clouds coming in. we're noticing some changes. look at the temperatures. double digit drop in santa rosa. concord. right now, a level one storm on live doppler seven is developing. it will push in here later on tomorrow night. so here you go. 9 p.m. it's moving into the north bay by midnight. it is spreading across the entire bay area. thursday morning at 3:00. we still have the wet weather going.t is a level one light to moderate rain, slippery roads and breezy in spots. the other big story we are following is southern california, where wind gusts have been between 70 to 80 miles an hour near malibu, where that franklin fire erupted right now. malibu hills, 30 miles an hour. not as strong as they were earlier. north ranch 30 miles an hour. red flag warnings remain in effect as a particularly dangerous situation continues to unfold. very low humidities. critically dry to very critically dry conditions in the area means extreme fire. weather conditions will continue.

meanwhile, our winds have let up in the hills. but overnight we had hill, the hill, top winds, healdsburg hills up to 60 miles an hour. i'll be back with a forecast and accuweather forecast that includes more than one storm coming right up. >> kristen, thank you so much. and you can see how the winds have really driven the flames with the franklin fire in malibu. it made for some particularly scary images overnight near pepperdine university. officials say it was burning the equivalent of five football fields every minute. right now, it is up to more than 7700 acres. now, this fire is not too far away from the pacific coast highway, and hundreds of people have been told to evacuate. abc's zohreen shah is following this story for us in los angeles. >> a wildfire exploding in malibu, california, forcing in people to evacuate. growing from one acre to 100 in less than an hour. >> there was so much fire in here, it was insane. >> the franklin fire threatening

the lives of thousands of people in its path, as well as homes and other structures fueled by bone dry brush and santa ana winds gusting up to 76mph. >> this home is now gone. >> nothing you can really prepare for. uh- just kind of keep a watchful eye and let people know around you that are kind of stuck. elderly people, people with children, try to get everybody out. >> the los angeles county sheriff's department deputies urgently going home to home, urging residents to evacuate. >> don't worry about your homes, uh- somebody breaking in and taking something uh- i know that's a lot to ask for, but we have professionals on our department and we're not going to allow that to happen. >> a police car damaged in the fire. authorities saying the deputy was not hurt. 800 pepperdine university students, just a stone's throw from the pacific ocean, were under a mandatory shelter in place that has been since lifted. student journalists wearing masks,

others filming the fire engulfing foliage right outside and ominous skies hovering over the campus. l.a. county fire chief not releasing the specific cause for this fire, but pointing to climate change as a contributing factor to this year's wildfire activity. >> i certainly think that global warming is impacting wildfire throughout the united states, and it's making it even more challenging for fire departments to respond to wildfire. >> there is still an elevated fire risk on wednesday, but the winds are expected to calm down, which is good news. zohreen shah, abc news, los angeles. >> grocery stores in the bay area are running short on eggs and dairy because of a spike in bird flu cases, and it's impacting people's wallets too. the agriculture website the capital press is reporting that the usda says california farmers euthanized nearly 3 million birds during the first week of this month. it also says more than 30 dairy herds tested positive for bird flu. according

to the cdc, more than 111 million birds have been affected since the outbreak began back in 2022. experts now say the impact is making eggs more expensive. >> last year i was paying about 30 odd 40, 30, $40 a week for my groceries. now i'm paying more than $100. >> bird flu was also detected in a batch of raw milk sold at a bay area grocery store last month, from a farm in the central valley. it triggered a voluntary recall on friday, the u.s, the usda ordered nationwide testing of raw or unpasteurized milk. testing will start december the 16th. that's next monday in six states, including california. the cdc says the current risk to the public remains low. concerned about the bird flu is prompting action at the san francisco zoo. the zoo announced today that it's closed its walk through aviaries to the public out of an abundance of caution for now. officials say they're following biosecurity

protocols to minimize the risk of transmission and monitoring for ill wild birds, to protect the zoo's animal staff and, of course, guests, too. >> the dates are set for the temporary closure of the rose park subway station in san francisco's chinatown today. the fta announced. pardon me. sfmta announced the closure will run from february 20th 6th to march 14th. it comes one week after the agency approved a plan to repair damage to pipes and other leaks, at a cost of $6.5 million. the project will take nine months. the subway opened in january 2023, four years behind schedule. >> happening tonight. it's the first of two sold out billie eilish concerts. it is indeed. >> it's going to be at san jose's sap center. fans started lining up really early this morning to get inside, as the pop star prepares to take the stage at the sap. there is excitement all across the bay area. abc seven news south bay reporter zach fuentes has a look. >> bay area billie eilish fans have been sticking together like

20,000 square foot office at 45 fremont street. lambda launched back in 2012, in san francisco and moved its headquarters to san jose, but that office space is now at capacity. the founder told the chronicle they are opening another office in san francisco, but it's clear the city is the central hub for ai. >> small gestures can go a long way this time of year, and for the past 20 years, the national alliance on mental illness of santa clara county has been spreading that holiday cheer to community members struggling with mental illness. abc seven news south bay reporter dustin dorsey was there to see the impact. >> every holiday season, it's always better to give than to receive and giving a gift filled with love to people who need it, like those struggling with mental illness, can make this a wonderful time of year. >> christmas is kind of, you know, the day where we're, you know, alone. when we moved down here, we were actually lost. we had no friends or.

right now you will notice, is moderate, shaded in yellow across many parts of the bay area. as we take a look at the next couple of days, the air quality will remain moderate tomorrow. tomorrow night, as that storm comes in, it will kind of clean out our air a bit. so thursday we go to good to moderate. taking a look at live doppler seven. we do have those clouds gathering as we head expected ahead of the next system, and that system is going to bring us some rain. it is really just developing off the coastline. taking a look at a live picture from our kgo roof camera. part of the problem is the winds are pretty much not really moving things around, so the pollutants are getting trapped underneath that ridge of high pressure. 55 in san francisco right now it is 62, in oakland, mid 60s san jose and redwood city from our san rafael camera. also very hazy view right now. 50s for all of you. 52 petaluma 56. in santa rosa 53 livermore san jose camera showing you a hazy view as well. overnight. one more cold and frosty night. tomorrow night we're expecting rain to

lawsuit against the bay club. according to the lawsuit, the pickleball courts at the private club's facility near the embarcadero are generating, quote, constant, unbearable and offensive noise. bay club like many fitness locations across the country, converted two tennis courts into six pickleball courts nearly two years ago. a similar dispute arose earlier this year between a homeowner concerned about noise from pickleball courts in the presidio, 325 bay area children got to live out a childhood dream this morning. >> the kids got to go on a shopping spree at the target store out in colma. they were accompanied by san francisco sheriff's deputies, who provided $200 gift cards to each child, $100 for clothing, and $100 for the stuff they really want. toys and gifts. both the children and the deputies were excited to shop together. >> i was eager to see who my like shopping buddy was for the sheriff. and it's me. >> hey, we bonded right away. today is to make them happy and

the board. >> the school district paused closing schools back in october despite facing a large budget deficit, but they got to cut the money from somewhere. so we're. abc seven news reporter lyanne melendez is here with the information on where those cuts are coming from. >> we've been waiting on this plan. so it's finally out. now the school board gets the plan today. tonight. then they approve it. and that plan must be in the hands of the state, which is overseeing sfusd finances by december 15th. now, the plan calls for not closing any schools next year. so they have kept their promise. instead, 535 positions will be eliminated. and that's not going to sit well with everyone. san francisco unified has to cut next year's spending by $113 million. if a few schools are not to be closed, then eliminating 535 positions district wide is their main solution. starting with staff that are close to retiring. >> if you're 55 years old and

have worked with us for five years or more and you choose to retire from the district, then the incentive is that we'll give you 60% of your current pay as an incentive to take on the early retirement package. >> think of it as a one-time buyout. but if not enough people take that deal, then the district will begin sending layoff notices in march. that's not sitting well with the teachers union, where they're going to find 500 additional jobs that they don't determine they need for students. >> is impressive and surprising and, quite frankly, disappointing when our students and families are saying they need more, not less. >> the district has also had a hiring freeze. another area of cuts will come from reducing the number of contracts the district has with outside parties. this budget crisis is due in part because some families have left through the years, meaning schools continue to miss out on

millions of dollars from the state. there are approximately 49,000 students in the district. the previous superintendent, supported by most members of the school board, had decided to close or merge some schools in an attempt to balance the budget. here's what doctor matt wayne told abc seven news back in october. >> i think we need to do a better job of explaining our budget crisis, and then why school closures fit into our picture of addressing this budget crisis. >> but mayor breed and others said there was a lack of transparency in the process for closing schools, and the district was forced to hit the pause button. instead of being realistic and saying, we have low enrollment, we need to close schools. instead, you are possibly cutting jobs and somebody's livelihood. what do you say to that? >> school closure is a last resort for me. it makes no sense

to board up beautiful school buildings in beautiful neighborhoods, just so that we can get to a number. i think what's really important for us is to make the hard decisions. now, to rightsize our budget. and if we have if we have to in the further years, in the out years, i'm a decide on school closures. we will. and so i want to be sure that when we when that time comes, i want to be ready to have answers for families. >> so if they are able to make those spending cuts, they are still not out of the woods for 20 2627. they would still need to cut another 13 million, which represents cost of living increases. now the district is hoping to get more families to enroll in san francisco schools, which would bring, of course, more money from the state. so right now, you know, closing schools is not off the table, but it's not at this table right now. yeah. >> any idea how many people

might take that buyout that early? >> no, i asked that question. they have no idea. but they have to. the process starts tomorrow. okay. december 11th. to sign up. and then they only have about a month to decide. it's a big decision, but they only have a month because if they don't get enough people, potential retirees, then they have to go and send out layoff notices by march. that's the law. >> and that will be here before we know it for sure. appreciate it. we have some new developments. a pennsylvania judge denied bail today to the suspect in the killing of unitedhealthcare ceo brian thompson. luigi mangione struggled with officers as he was led into the courtroom today. you can see him here yelling out to cameras as he was brought in for that extradition hearing. we're learning more about the suspect, including details from a former roommate about painful injuries he suffered. reporter josh einiger, with our sister station in new york has a closer look at mangione's past.

>> and good evening from blair county, pennsylvania, where when news broke that luigi mangione had been taken into custody yesterday morning, more than a dozen members of the nypd rushed to see him for themselves. but there will be no rushing him back as the murder suspect fights extradition back to manhattan as a completely out of touch. >> and it's an insult to the intelligence of the american people. >> luigi mangione raged his way into this small county courthouse this afternoon, his anger on full display and a far cry from the picture of a smiling suspect that transfixed the nation for days. inside, the 26 year old suspected shooter made it clear he won't leave pennsylvania without a fight. >> we're in the process now of securing a governor's warrant from the state of new york. and you know, we'll be prepared when the judge schedules the hearing to do what's necessary to get him back to new york. >> i need to see evidence. we're entitled to see that, and we need to see that. >> does he deny his role in this murder? >> yeah. i'm not going to get

joining us today. we have a new survey that shows the american dream is turning into an unrealistic dream in california. the survey, from the public policy institute of california, shows just 33% of californians

think the concept of getting ahead through hard work alone still holds true. the survey also found that 70% of respondents feel kids growing up in california today will be worse off financially than their parents. how do you guys feel about this? >> oh, i think it's so true. when you ask my kids who live here, they question whether or not, you know, can we afford to buy someday? and my daughter lives in new york city, which is just as expensive, if not more expensive. so it's yeah, it's kind of depressing for them. >> i'm with leanne there. my kids say the same thing. are we even going to be able to live here, or are we going to have to move out of state? it's so expensive. so i think they're thinking about it not necessarily at the top of their minds, but something that they're thinking about. >> it's tough, certainly in the state of california, even if you just look at home ownership rates, it's about 55%, which is like 10% lower than the national average. so just over half of californians own a home versus in the rest of the country, two

thirds of people are able to own. and we know that's the pathway to the american dream of home ownership. so it's tough out here and things aren't getting any less expensive, even groceries right now, as we all know. yeah. well, on that topic, more baby boomers are planning to live out their lives in the current homes that they occupy. and that's not always by choice. a redfin survey found that 78% of boomers plan to stay in their current home for retirement. about a third of those homes are larger properties, and that's because downsizing has become too expensive because of the high cost of living. now, the ripple effect that squeezing out younger people with growing families who can't move into bigger homes. so again, all of this is kind of connected, right? as home prices continue to skyrocket. it's tougher for young families to get in and. >> well, i mean, if you bought that home 30 years ago for $300,000 and today it is worth $5 million, what are you going to do? i mean, where can you go? you can't afford some other place that's now 3 million, $4
