authorities believe luigi mangione used a 3d printed firearm or a ghost gun in the deadly shooting days before police found him in pennsylvania. >> today, he appeared before a judge for an extradition hearing. >> and abc seven news reporter suzanne phan joins us live from the newsroom with the latest. suzanne. >> so, dan, we got a good look at luigi mangione today. cameras were rolling when he shouted out to reporters as he was escorted into court. now, we also asked san francisco police chief bill scott more about mangione's connections to the bay area. luigi mangione resisted police as they escorted him into a pennsylvania court for a hearing to bring him back to new york city. >> he yelled out to cameras as he completely out of touch and insult the intelligence of the american people. >> mangione, seen here in his booking photo, faces murder charges in the shooting death of brian thompson, the ceo of unitedhealthcare. investigators found some of mangione's writing about the crime when police arrested him at a mcdonald's in altoona, pennsylvania, on

monday. we're learning mangione considered the killing to be a symbolic takedown of united health care over perceived corruption and, quote, power games, according to a confidential assessment of the crime described to abc news by the nypd intelligence bureau. according to the criminal complaint presented in court on this tuesday, officers found a 3d printed pistol and black silencer. mangione faces charges in pennsylvania for having a ghost gun. mangione has a number of ties to the bay area. abc news has confirmed with police sources that his mother filed a missing person report in san francisco before the shooting. we asked the san francisco police chief about that and whether sfpd is working with nypd on the investigation. did you have contact with nypd? >> again, i know there's a whole lot of interest in this. we're getting a ton of inquiries. i'm going to have to defer answering any questions. refer you to nypd. >> according to authorities, mangione was allegedly found in

pennsylvania with $8,000 of u.s. currency and $2,000 in foreign currency. during a brief appearance in court in blair county, pennsylvania, mangione challenged his extradition to new york to face second degree murder and other charges there. mangione remains in jail without bail. late today, a comment from mangione's defense attorney. >> if you're an american, you believe in the american criminal justice system. you have to presume him to be innocent. >> and according to nypd intel, analyst mangione appears to have been inspired by the unabomber. the report, obtained by abc news, was distributed to law enforcement and warned that mangione may become a martyr who inspires a wide range of extremists to act. mangione allegedly described himself as the first to face united healthcare with such brutal honesty. live in the newsroom suzanne phan abc seven news. >> all right, suzanne, thank you. and we continue to follow the case and the suspect's bay area ties. find the latest to abc seven news.com and our abc seven bay area app.

>> in san francisco today, city leaders touted new crime data showing the lowest number of homicides in more than 60 years. so far this year, there have only been 33 homicides in san francisco. abc seven news reporter monica madden was there for today's big announcement and joins us here live. monica. >> dan, you know, to that san francisco's image and reputation took a deep hit after all of those viral videos we saw during the pandemic of smash and grabs, or even more recently, the case of the non-fatal shooting of 40 niners player ricky pearsall. it's why city leaders say it's critical to pay attention to the data, but they acknowledge that it's going to take some time for the public perception to shift. >> this wasn't an accident. this was very strategic. >> san francisco city leaders announcing tuesday crime in all major categories is down, particularly with homicides, which are down year to date 34% from 2023, a number not seen since the 1960s. >> that is the work that we're doing here in san francisco. that is how we are changing our

city for the better. >> attributing it to new technology like drones, public safety cameras, license plate readers, as well as community police initiatives, officers actually reach out to in a respectful way to those who are at the very highest risk of committing or engaging in gun violence to help them to reduce their risk of reengagement and victimization. but the city still struggles with its perception of crime, not just locally, but nationwide. >> it was one of the nicest cities in the world. we were going to go back and visit this summer, but we decided to go someplace safer like baghdad. >> and we do have a lot more work to do around how we make people feel it. >> outgoing mayor london breed saying san franciscans need to pay attention to the crime numbers trending down. >> you look at other cities around this country, they pale in comparison. i think what we want to be able to do is send a strong message, and i think that the data is helping us to send that message. >> compared to similar cities nationwide, s.f. does have one of the lowest homicide rates per capita, but the city climbs up the ranks when it comes to

sustained minor damage. fortunately, no one was hurt. berkeley firefighters say the tree that fell was between 4 to 5ft in diameter. conditions have calmed down now, but we are getting ready for the return of rain. abc seven news meteorologist sandhya patel joins us now with more on it. sandhya. >> yeah, it's going to be time to bring out the umbrellas tomorrow night as we take a look. good evening to all of you. those winds have definitely subsided in our hill tops. we saw wind gusts anywhere between 50 and 60 miles an hour. during the overnight hours, those temperatures have dropped compared to 24 hours ago. running ten degrees cooler in hayward. taking a look at our rain chances, you can see a wet pattern is unfolding over the next seven days. it's not going to be every day, but we are going to see the wet weather. level one on live doppler seven. that storm gets in here tomorrow night. you can see that rain moving in at 9 p.m. in the north bay, spreading across the entire bay area as we head towards midnight thursday and then early thursday morning. still some wet weather in there tonight. the

biggest concern is another frosty cold night on our way. we do have a on the way frost advisory. midnight to 9 a.m. tomorrow. it's the inland hills and the inland valleys that will be dealing with it. i'm also tracking the gusty winds in southern california and the red flag warnings. i'll be back with a look at that. coming right up. dan. >> okay, sandhya, thanks a lot. we'll touch base in a moment. new details tonight in a case that may be linked to the fbi investigation and raids of oakland mayor sheng tao's home, as well as members of the homes of the powerful loooooong family today. abc seven news reporter anser hassan poured through recently filed documents and found payments made to individuals, including the mayor's partner. >> this 55 page motion filed monday alleges there is, quote, financial motive to commit a crime and that the money was likely obtained for unlawful purposes. the case goes back to 2022. mario juarez is a longtime oakland business owner and former candidate for oakland city council. he faces felony fraud charges for bounced checks used to pay for political

mailers that attacked then candidate sheng tao's opponent in her bid for oakland mayor. the motion, first reported by the east bay times, claims that a review of the account gives, quote, a more complete picture of what was occurring, and some involved are also targets of an fbi investigation from june. the motion claims that juarez received a $75,000 check from california waste solutions. the company is owned by the duong family, which has contracts with oakland to provide waste management services. homes owned by the family were raided in june as part of an fbi investigation, as well as the home of mayor tao. though details of the federal investigation have been limited. juarez also received another check, this one for $50,000 by abc security, another company with a contract with the city of oakland. the motion also states that juarez received another $170,000 from the companies. the motion goes on to say that juarez was, quote, essentially a conduit for these companies to help the mayor win and preserve and enhance the company's access

to taxpayer funded contracts. though the motion does not claim that either company committed a crime, mayor tao has repeatedly told the story that she barely knows the duong's. >> there are people who showed up in photographs with her. the motion from the alameda county da's office seems to tell another story. >> justin burton is a media and political strategist and the communications director for mayor tao's predecessor, mayor libby schaaf. he points to the two checks paid to tao's partner, andre jones, after the election, as documented in monday's motion, though it does not specify what the payments were for. and there is no indication that tao knew of the payments. >> and so now there's a credibility war between the mayor of oakland and the prosecutors in the district attorney's office. >> another political consultant who would not speak on camera points out that california waste solution contracts were already in place before tao was elected mayor. tao declined a request for comment. the attorneys for the others did not return our request for comment. in oakland,

anser hassan, abc seven news. >> the oakland unified school board is scheduled to finalize cuts at its meeting tomorrow. the district is facing a $95 million budget deficit. the school board has been considering a number of options. you may remember last month the idea of school closures was back on the table. a hiring freeze, the elimination of positions, and the restructuring of some departments are also being considered. >> the alameda county board of supervisors today approved a process for selecting a new district attorney. this after voters in november approved a recall of district attorney pamela price. after much public comment, the board agreed to slow down their proposed process by one week. >> we're going to change the timeline so applications would be due on monday, january 6th by 5 p.m. >> the week of january, and then everything else is adjusted by one week. accordingly the week of january 13th. the board will

into some problems. vehicles would stall, and there was that incident where one dragged a pedestrian after the person was struck by another vehicle. the dmv suspended cruise's permit in october of last year. >> taylor swift's eras tour may be over, but ticketing complaints continue to come in to seven on your side. this time, a north bay family says they lived through a nightmare this past weekend after stubhub refused to give them the tickets they were promised. abc seven news reporter leslie brinkley has their story. >> back in february, i bought these two tickets on stubhub for taylor swift in vancouver, canada. >> i got emails confirming the $5,400 tickets, and his 11 year old daughter, sophia, was over the moon. fast forward to last week. the seller had not released the seats. >> i saw the concert. they got closer. we started becoming anxious because we didn't receive the tickets and we were flying to vancouver. so we started calling customer

2700 acres so far. fire broke out around 11 p.m. on monday, quickly exploding in size. hundreds of residents have been forced to evacuate, some waking up late last night to see a wall of fire. >> everything. all these mountains were covered in flames. just covered like you took a crayon and just colored everything. >> at one point, the fire burned the equivalent of five football fields every minute. officials say the santa ana winds are helping the fire spread quickly, and the effects of climate change are making wildfires more intense. >> i certainly think that global warming is impacting wildfire throughout the united states, and it's making it even more challenging for fire departments to respond to wildfire. >> as of this broadcast, the fire is 0% contained. hundreds of students at pepperdine

university at a shelter in place for hours and classes canceled today. critical fire conditions are not expected to improve until at least wednesday. terrifying. >> so dry, so windy. five football fields a minute. >> that's hard to imagine. yeah. so let's get the latest on the situation there. >> yeah. sandhya patel of course, tracking the conditions down there. not ideal in any way, sandy. >> no, especially when they didn't get the kind of drenching rain that we had last month. dan and ama, good evening to all of you. let's take a look at a live picture from malibu where that fire continues to burn. it is really just grown tremendously in size 2700 acres. over that i should say. the winds have been strong. one of the remote sites, magic mountain, gusts to 82. still hill. gusts to 95. we've seen 70 to 80 mile an hour. wind gusts in the area of the malibu fire right now. malibu hills, 30 miles an hour. north. ranch 33. those dry, gusty santa ana winds have been fueling this fire. red

flag warnings remain in effect through tomorrow evening as dangerously low humidity are combining with those gusty winds, and especially when those winds over this area tend to really funnel malibu area, the hills, canyons, they get that extreme fire danger. and the extreme risk is there for the danger. going into tomorrow night. one of the contributing problems to this whole mess is the fact that the drought continues to impact parts of southern california. while it is not right over the region, it's certainly been drier than where we have been. we've actually added a little moisture into our fuels from last month's drenching rain we received. our winds are much lighter compared to last night, and early this morning. we did have wind gusts in our hills 50 to 60 miles an hour. oakland hills 12 miles an hour. right now. those temperatures in the 40s to the 60s. live views from our towercameras contrast our beautiful views with just beautiful post sunset shots to

the really dangerous situation continuing to unfold in malibu. as we look at live doppler seven. we have a lot of cloud cover right now. taking a look at the wider perspective. a system is on its way. it is going to bring us rain ahead of it, though. we're still dealing with that moderate air quality as we still have the very the pollutants trapped with the lighter winds right now. beautiful view, by the way, from our kgo exploratorium camera overnight. one more cold, frosty night. tomorrow night, rain arrives and spreads and your weekend weather. a stronger storm is due in on saturday. frost advisory midnight to 9 a.m. these areas temperatures drop as low as 30 degrees and watch out for that frost tomorrow morning. you're looking at temperatures that range from the low 30s in places like fairfield to the upper 40s in san francisco. tomorrow afternoon. highs will range from the 50s to the 60s. you're still dry until tomorrow night when that level one storm comes in. going into thursday morning, light to moderate rain, slippery roadways and breezy in spots so
