acres of burn. and we know some homes have been lost. today, crews face dangerous fire conditions before some relief finally arrives. good morning and welcome to wednesday, december 11th. >> yeah. let's begin with a check of the weather with drew. we know that rain is in the forecast. >> yeah. it's back late tonight, guys. this morning we are tracking some cold temperatures. a frost advisory in effect once again. one of the areas that is seeing some of the coldest temperatures. the north bay, santa rosa. we are down to 32 degrees and we have some thick fog this morning. visibility down to a third of a mile. just be aware of that. other temperatures widespread 30s away from the coast. 33 in sonoma, 36 in danville. good morning. palo alto. coming in at 39 degrees. so look at that frost advisory. this will last until 9 a.m. so just like yesterday, you want a lot of layers out there this morning to keep you nice and warm. later today. it's going to be a cooler afternoon compared to yesterday. just be aware of that. there's the fog we were tracking in santa rosa.

we're also watching some of the central valley fog coming in from sacramento could come through the carquinez strait and delta. we're already seeing reduced visibility in concord right now. three miles. if you're traveling highway four in the next hour or two, just be aware that we'll have some low visibility there. here's future weather, a bit of sunshine here mid day, but then the clouds race back in late tonight. so the daylight hours we are dry. but watch what happens in the overnight hours. here comes the rain and it will be heavy at times for a brief period. so we're looking at a level one system late tonight, lingering through thursday with some showers, a few downpours. we are looking at slick roads and also some breezy conditions in spots. so if you're out late tonight or first thing tomorrow morning, you will anticipate some wet weather moving through. now on the heels of this storm, we have another one that's moving in here over the weekend. saturday's even stronger. that will be a level two, so we'll go hour by hour. we'll time out this storm system and then we'll show you the stronger one on saturday.

destroyed at least seven homes and damaged another eight, according to the l.a. county fire department. so far, no injuries have been reported. over 1500 firefighters have been assigned to the fire. >> the safety of residents and first responders remains our top priority. the entire fire area remains under threat as long as the current red flag conditions persist. strong winds and low humidities will continue to challenge firefighters on the line and in the air as they struggle to contain the stubborn fire and the dangerous fire conditions you just heard described. >> continue today before finally, the weather starts to improve again. we're looking at live pictures of the area. evacuation orders are in effect for thousands of people there. students at pepperdine university are still being told to shelter in place. although the fire has mostly burned past the campus. the cause of the fire, we still don't know. fire

officials say the wildfires we've seen in southern california recently have marked a noticeable shift in fire activity across the state. from 2017 to 2020. many of the worst wildfires happened in the northern part of the state, including, of course, sonoma county. paul lowenthal represents the santa rosa fire department. he has seen the changes in the weather pattern firsthand and says the risk of a big wildfire here this winter is pretty low. >> i mean, yes, the chances of a large, devastating fire like what we're seeing to the south, happening in the north with the rains that we're having, the fuel moisture levels that they're at now is just not very likely. >> the franklin fire in malibu has been driven by strong winds. we haven't seen anything close to what they're seeing in southern california, but there have been some winds in the area, including uh- winds that knocked down this tree in berkeley today in the east bay unified school board is set to make a final decision on a plan to merge nearly a dozen schools. >> district leaders say the

change is needed to address a growing budget crisis, but of course, many are upset. abc seven news reporter gloria rodriguez joins us with that impact. and gloria, this is an idea that has already caused some major disruption in the district. >> it has. amanda, many parents simply don't want these mergers. they warn that the mergers are a short term fix to growing budget problems. the oakland unified school district is facing a projected $95 million budget deficit in the next school year, and it needs to cut costs, the district says a part of the problem is declining enrollment and that it is operating too many schools, especially compared to districts of similar size. usc also blames increased salaries and the cost of repairs at schools. a plan being considered is merging ten schools already sharing campuses into five to save up to $3 million. the district says that dual language and special education programing would still be offered and shared site schools currently offering them, and the meeting tonight is at 4

p.m. a final vote is expected and it's in oakland. it's also accessible via zoom. amanda. >> all right, gloria, thank you. and families in san francisco gave their opinions about the school district's proposals to balance the budget there. the district paused closing schools in october after outrage or outrage from parents and students. but it still needs to find a way to balance its books. it needs to cut next year's spending by $113 million. if school closures are off the table, then the district says it needs to eliminate 535 positions. one idea it has floated is offering early retirement packages. the district is also looking to save money by reducing the number of contracts it has with outside parties. parents are fearful their kids will suffer in the classroom. >> we don't need more cuts. please, no more cuts. our students and staff are paying the price for the district's budget mismanagement. go after the district, not our schools.

how do you expect a school to function with a skeletal staff? >> a final plan must be presented in four days to keep the state from taking over. >> the district leaders in san francisco are backtracking on a plan to limit rv parking. yesterday, the san francisco board of supervisors sided with homeless advocates who appealth the sfmta's new rules. it means the city cannot tow rvs and trailers parked overnight when people living in them turn down shelter. in nevada, a sweeping new ordinance now bans camping on the streets. the change led protesters at last night's council meeting, they say. they say the new ordinance could have serious ramifications for the well-being of the unhoused. one protester has filed a lawsuit against the city for passing the new ordinance. >> we have a right to be a degree of safety that the government can't deprive us of the things that we need to survive and put us in increased risk of harm. >> the city of novato sent abc seven news a statement regarding the ordinances passing. it reads

in part. novato's municipal code already prohibited unlawful camping, with limited exceptions and councils. approved changes are similar to those being approved or considered in other jurisdictions jurisdictions. >> this morning, the man accused of killing the ceo of united health care is fighting an extradition order for him to be taken back to new york. and we're also learning that luigi mangione's mother contacted san francisco police weeks ago. abc seven news reporter suzanne fawn explains why. >> luigi mangione resisted police as they escorted him into a pennsylvania court for a hearing to bring him back to new york city. >> he yelled out to cameras as completely out of touch, and insult the intelligence of the american people. >> mangione, seen here in his booking photo, faces murder charges in the shooting death of brian thompson, the ceo ofath of united health care. investigators found some of mangione's writing about the crime when police arrested him at a mcdonald's in altoona, pennsylvania, on monday. we're learning mangione considered the

killing to be a symbolic takedown of united health care over perceived corruption and, quote, power games, according to a confidential assessment of the crime described to abc news by the nypd intelligence bureau. according to the criminal complaint presented in court on this tuesday, officers found a 3d printed pistol and black silencer. mangione faces charges in pennsylvania for having a ghost gun. mangione has a number of ties to the bay area. abc news has confirmed with police sources that his mother filed a missing person report in san francisco before the shooting. we asked the san francisco police chief about that and whether sfpd is working with nypd on the investigation. did you have contact with nypd? >> again, i know there's a whole lot of interest in this. we're getting a ton of inquiries. i'm going to have to defer answering any questions. refer you to nypd. reporter. >> according to authorities, mangione was allegedly found in pennsylvania with $8,000 of u.s. currency and $2,000 in foreign

in san francisco will close. the company released a statement saying the store on webster street will close around february 7th. it was originally going to close earlier this year, but public pressure kept the doors open for 11 more months. all employees will be reassigned to other safeway locations in san francisco. pharmacy customers can have their files moved to another safeway of their choice. >> two human cases of bird flu are currently under investigation here in the bay area. in marin county, a kid came down with suspected bird flu after drinking raw or unpasteurized milk. the child has since recovered and no one else got sick. health officials

to cut costs. the district says part of the problem is declining enrollment and that it's operating too many schools, especially compared to districts of the same size. now, ousd also blames increased salaries and the cost of repairs at schools. many parents, though, simply do not want these mergers. they warn that the mergers are just a short term fix to growing budget problems. the district says that dual language and special education programing would still be offered in shared school sites that currently offer them. a hiring freeze, the elimination of positions and the restructuring of some departments are also being considered. if approved, the mergers could take effect in the 2025 2026 school year. a final vote is expected at today's school board meeting in oakland. it starts at 4 p.m. it will also be accessible via zoom. amanda. >> all right. gloria. thank you. general motors has decided to put an end to its cruise robotaxi service. gm spent billions of dollars developing autonomous vehicles and rolled them out in san francisco before

expanding to arizona and texas. but crews quickly ran into problems. vehicles would stall, and there was an incident in san francisco where one dragged a pedestrian after the person was hit by another vehicle. gm cited high competition and cost as part of why they were ending the robotaxi program. the dmv suspended cruise's permit in october of last year. >> a menlo park company is being sued by the parents of a child over its ai chat bot. they claim the app made by character. i told their child it was okay to kill them for limiting his screen time. now, this is the second lawsuit brought by parents against the company. the first was over a child who died by suicide. the lawsuit seeks to get the app removed until its alleged dangers can be fixed. character ai spokesperson says the company is not commenting on the lawsuits, but its goal is to, quote, provide a space that is both engaging and safe for our communities. >> switching gears now, parf building a better bay area is

highlighting economic growth. we're learning an ai computing company is expanding into san francisco. the chronicle reports the startup lamda is leasing a 20,000 square foot office at 45 fremont street. lamda launched in 2012, in san francisco and then moved its headquarters to san jose. but that office space is now at capacity. the founder told the chronicle they are opening another office in san francisco because it's clear the city is the central hub for ai. the dates are set for the temporary closure of the rose park subway station in san francisco's chinatown. sfmta says the closure will run from february 20th 6th to march 14th. it comes one week after the agency approved a plan to repair damage to pipes and other leaks, at a cost of $6.5 million. the project will take nine months. the subway opened in january of 2023, four years behind schedule. >> a famous author giving a holiday bonus to employees of

workers are planning another rally and march through downtown san francisco. they've been on strike for nearly three months over health care benefits at marriott, hilton and hyatt hotels. workers are asking to keep their current union health care plan, but they say the hotels are threatening to eliminate it. the strike includes about 2500 housekeepers, servers, cooks, bellhops and more. >> the bay area toll authority is meeting today about a toll hike. tolls on bay area bridges would start at 850 and increase by $0.50 every year for five years through 2030, but also include a change to the carpool lane policy, establishing a uniform three person requirement at all seven bridges. that would be for half price tolls during weekday commute periods. if approved, the changes would start january 1st of 2026. >> san francisco will honor the victim of a deadly shooting by renaming a street after him today. a stretch of grove street will be renamed aubrey acosta junior street in a ceremony this

showers lingering into thursday as well. so look at the storm impact scale. it's a level one tonight through thursday for showers. a few downpours, some slick roads and breezy conditions from time to time. now looking at when it's going to rain throughout the daylight hours, you can see we're dr. we're not expecting any rain while the sun is up here tonight though. after 7:00 pm those rain chances start to ramp up and it's really around midnight and early tomorrow morning that will find the steadiest rain. if you're out late tonight, do take the umbrella with you. looking at rainfall estimates tonight through tomorrow, a really good estimate. most of us will wind up between a quarter and three quarters of an inch of rain with this system moving through. and again, a lot of this falls while we're sleeping. a winter weather advisory begins tonight at 10 p.m. we're looking at a little bit of snow here, 3 to 9in, so that will create some slick and slower travel, not paralyzing conditions when it comes to getting to tahoe. but just be aware tonight through tomorrow they are seeing some light snow coming their way. this is a level one storm, but

by tomorrow morning we're back on air for abc seven mornings. the heaviest rain is out of here. maybe 1 or 2 isolated showers in the morning, but the afternoon we still have to include the chance of some light rain moving through on the heels of this storm. an even stronger one moves in here on saturday. here's the bigger picture. to kick off the weekend, we track a stronger area of low pressure and what that will do. it will bring about some very gusty winds. we're talking winds gusting 30 to 50mph, heavy rain at times. so just anticipate saturday does look to be a washout. the next seven days we will add to our rainfall totals. a lot of us around the bay shoreline, 1 to 2in of rain coming our way. the next seven days we will have to watch parts of the north bay, northern sonoma county, parts of lake and mendocino county. we could see 3 to 6in of rain over the next seven days. here's the accuweather seven day forecast. dry during the day today. rainy at night with some scattered showers tomorrow. and then we're watching saturday very closely. it's a level two, a moderate storm on the storm impact scale with more rain early next week. guys.
