bay. >> a decision expected tonight on a plan to merge schools in oakland. good afternoon. i'm ama daetz. we're not quite to the evening. we'll get there shortly. >> i'm julian glover. we'll get to those stories in just a few minutes. >> but first, we do want to begin with more rain in the forecast tonight. sandhya patel is here with the first look. sandhya. >> yeah, and ama and julian. let's take a look at live doppler seven. because some of you may be thinking, where is the rain? we have clouds rolling in right now, but the southern part of our viewing area is seeing plenty of sun. still, the rain is off the northern california coast and we are looking at a level one heading in our direction. gets here late tonight and it is going to hang around going into tomorrow. so here's the hourly timeline 10:00 tonight. it's in the north bay. everyone's pretty much in on this widespread rain at 2:00. the best time for it to rain is while many of us are sleeping, unfortunately. 4:00 if your commute is an early one. tomorrow morning. the south bay parts of the east bay are still going to have to deal with some downpours as we head into the 7:00 hour.

turns more scattered in nature as far as the rain goes. so this is a level one storm on our exclusive abc seven news storm impact sca. tonight through tomorrow will go from rain to showers and breezy in spots. the other thing we are looking at is from our emeryville camera. hard not to notice how difficult it is to make out the skyline because of all the haze that's trapped, because of the lack of winds and high pressure overhead right now. air quality is moderate for many parts of the bay area. it is going to remain moderate the next two days, but we do have strong winds and a stronger storm coming this weekend that will clean out our air, but it does bring with it some potential issues. i'll be back with all of that coming right up. julian. >> ama okay, we do need that rain. thank you so much, sandhya. happening right now. the oakland unified school district is meeting o possibly consolidate ten schools into five. >> it's an effort to save money, but it's not related to the school district's budget cut efforts. abc seven news reporter anser hassan has the latest. reporter.

>> as of now, these students go to manzanita community school. but if a school consolidation plan is approved, they could merge with the students at the adjacent campus. >> i'll be voting no on this, and i seriously doubt that it's going to pass. >> mike hutchinson is vice president of the oakland school board. he says the reason the merger proposal likely won't pass is because there hasn't been enough time for community discussion. school board member valerie batchelor says even school board members weren't given enough time to review the proposal. >> we need to engage students, parents and our labor partners so we can have a holistic conversation as to what education looks like here in oakland. >> parents were collecting signatures at manzanita community school, hoping to block the proposal to merge five pairs of schools that share a campus. the teachers union also opposes the mergers. it points out that even the district knows this can impact students, especially at dual immersion schools. >> they do project a 20% loss in students. it's very difficult to

put these programs together. >> the mergers are not being proposed to help balance the district's budget deficit. as hutchinson explains, the school closures and mergers are part of a larger restructuring effort by the district. therefore, a no vote means mergers may not be imminent but are likely inevitable over the next 18 months. >> is a series of community conversations to start making some of these decisions. our district has to look different in two years. >> also at the meeting, the school board will look at 30 budget categories that could be cut or reduced to help balance next year's projected 75 to $95 million budget deficit. whichever categories are approved, the district will further analyze and have further options with related dollar amounts by next february. the teachers union hopes the district keeps cuts away from students, a top heavy. >> central office. we have outside contracting that is,

that far exceeds spending that happens in other districts in oakland, anser hassan, abc seven news san francisco is walking back its rv parking restrictions after an appeal from homeless advocates and rv residents. >> abc seven news reporter monica madden is following the story and is here with the new developments and what still could be ahead. monica. >> this sfmta rule allowed city officials to tow trailers and rvs that parked overnight in residential areas or city streets, with signs that banned such parking. but with new supervisors and a new mayor coming in january, it's unclear whether or not this reversal will last. trailers and rvs will soon have fewer overnight parking restrictions. >> i think this was the wrong decision by the mta board. ig think they needed to be more thoughtful. >> after the board of supervisors voted 7 to 3 tuesday to roll back muni's towing policy for residents who don't accept shelter, and you're not going to solve the largest increase of those living

unhoused in the city until we absolutely address this crisis of people living in vehicles. >> so we have to fully engage and invest in it. >> homelessness advocates arguing this policy is a better solution than having people sleeping on the streets. >> and rv is often where people can get out of survival mode, take a breath, and have the mental and emotional capacity to focus on stabilizing and rebuilding their lives. >> but not everyone thinks it's working. >> once they settle in an area, they seem to kind of take over and make it their own place where they can just spread out and whatnot, and it kind of messes up the area. >> since 2021, the city received about 2000 complaints annually over rvs parking on the streets, and this october saw nearly 400 rvs with people living in them. >> we are not going to allow rvs to just park anywhere across the

city. >> mayor elect daniel lurie definitively opposed to this move. >> so we have to get smart on it. i'll be working with supervisors and department heads in the coming weeks. >> outgoing mayor london breed agrees, her office telling abc seven news, quote, our encampment teams continue to go out and offer people services at vehicular encampment sites, but are often rejected by those living in vehicles. it's unfortunate that some of the board of supervisors rejected this policy, which means it will now remain harder for city workers to do their jobs out in the neighborhoods. lurie says the soon to be closed rv lot at candlestick wasn't working either. >> it's cost us too much money for too few spots. we have to have a couple dedicated spots for people to park, but under my administration, we are not going to allow people to just park anywhere that they want. >> a partial plan, but not an immediate solution. and we were unable to ask the mayor elect about what what his alternative proposals would be in the event that overnight parking for rvs and trailers gets banned again.

these are the types of issues his team says lurie is working on with his transition advisors as he prepares to take office on january 8th. julianne. >> all right. monica, thank you so much. safeway's fillmore district store is set to shut down in san francisco february 7th. the store, which has been open for 40 years, was originally going to close earlier this year, but public pressure and a deal by mayor london breed kept the doors open for 11 more months. >> southern california's infamous santa ana winds are continuing to fuel a fast moving wildfire, which has just truly exploded in size. the franklin fire grew 39% overnight, according to cal fire, and it has burned more than 4000 acres and is just 7% contained. >> reporter josh haskell from our los angeles sister station is in malibu with a look at this firefight. >> although the franklin fire grew 39% overnight, a decrease in the winds alloweda decrease firefighters to stop the fire from reaching dozens of homes in corral canyon and central malibu. the fire is now trapped

in this canyon below corral canyon road by a long line of fire retardant and constant water drops. multiple strike teams are also using bulldozers to create fire breaks concerning going to bed. >> you know, you look out the window, you literally see the fire flare up and then it disappear and you think, okay, i can get a little bit of a bit of a rest. now, next thing you know, it flared up again. so it was concerning. but i think the big difference is the winds. this time the winds aren't coming in hot and heavy, so it's manageable. >> unbelievable. unbelievable. it's better than ever. i want to hug each one of them. okay. >> corral canyon was hit hard by the 2018 woolsey fire, which burned a number of homes. empty lots remain, and the community is still rebuilding in 2019. >> it was horrific. we were part of a much bigger fire. the support wasn't really there because the i guess the infrastructure with the fire department was completely stretched. and on top of that, up here in corral, we lost our water pumps as well. so there was no water. we felt like we

were fighting a fire with our hands tied behind our back. >> those who live here have made upgrades to their homes, not just adding fire hoses, but creating an arson watch and going as far as changing the air vents on their homes. >> we purchased a fire proof, i guess, or new air vents that stopped the embers coming in, but still allowed the ventilation into the house. real game changer from our perspective. >> we're praying very hard for the wind to blow in the right direction. if they have it under control, the firefighters have it under control completely. >> josh haskell, abc seven news. >> we have some new details about two possible human cases of bird flu right here in the bay area. initial testing for marin county. child there with suspected bird flu came back negative. that child became sick after drinking raw or unpasteurized milk. raw milk was ruled out in the alameda county case of a child with bird flu, but officials there have not been able to determine how that child was exposed.

as the evidence linking the suspect to the shooting death of unitedhealthcare ceo brian thompson, the defense attorney representing luigi mangione, says his client will plead not guilty. >> abc news reporter reena roy has the latest developments. >> new forensic evidence potentially linking 26 year old luigi mangione to the new yorkd city crime scene, where unitedhealthcare ceo brian thompson was gunned down one week ago. police saying fingerprints recovered from a water bottle and granola bar found at the scene matched the fingerprints taken from mangione in altoona, pennsylvania, where he was arrested monday. the gun police say they found on mangione, also linking him to the scene. >> we were able to match that gun to the three shell casings that we found in midtown at the scene of the homicide. >> a judge denying bail. mangione fighting extradition to new york, where he faces second degree murder charges. mangione's defense attorney says he plans to plead not guilty to those charges. >> we've seen no evidence.

that's one of the many reasons why we're challenging the extradition at this point. >> law enforcement officials telling abc news when mangione was arrested, he had a spiral notebook with writings about planning to kill thompson, writing in part, what do you do? you whack the ceo of the annual parasitic bean counter convention, seemingly referring to the investor's conference thompson was walking into when he was shot. sources say detectives are still examining mangione's writings, but are considering the contents of the notebook to represent a possible confession. pennsylvania investigators have also started interviewing members of mangione's family, who he seemed to have been estranged from his mother filing a missing persons report last month, according to law enforcement sources. since the killing, corporate executives have faced increased threats of doxxing, targeted harassment and violence, according to a law enforcement bulletin obtained by abc news. the document includes a photo of this banner draped on a highway overpass that includes the words deny, defend, depose. the same words police said were found on shell casings at the scene of

is not great, but that will be changing. it is a pretty cool view. let me show you live doppler seven right now this first storm is coming in across parts of northern california. it's closing in right now. we're seeing all the cloud cover ahead of it. the rain is not far behind. later on tonight you will notice that the rain moves in a beautiful view from our golden gate bridge camera. you're seeing a little peek of blue there. 57 in the city, 50 san jose, redwood city, half moon bay. but you're at 60 degrees in oakland and hayward. certainly a hazy view from our sfo camera. mid 50s petaluma, napa. santa rosa 58. 52 in concord, you know, out towards the inland east. we did have that fog which was slow to clear away. and along with that, those high clouds. so it prevented those temperatures from rising much. beautiful view from our east bay hills camera as well. tonight first storm moves in. tomorrow we have those scattered showers and your weekend forecast. a stronger storm between friday night and saturday, so be prepared for that. but first we're going to prepare for our

level one system tonight through tomorrow. there will be light to moderate rain. showers will be moving through after the rain. the main band has passed and it will be breezy in spots. so 9:00 tonight the rain is in the north bay. it starts to slide at 2:00 in the morning. we are seeing some pockets of moderate to heavy rain. it's widespread rain at 2 a.m. 4 a.m. in the east bay and the south bay, so the commuters that are heading out early are going to be impacted there. spotty showers at 7:00, you will notice. and then another round of steady rain comes through here at 1130 in the morning, then scattered showers once again into the afternoon hours and even going on into the nighttime hours. so here's a look at the rainfall projections. we are looking at anywhere from about a third of an inch in the southern part of our viewing area, to over an inch in the santa cruz mountains, parts of the north bay. you can see there picking that up three quarters of an inch in san francisco. oakland, 8/10 of an inch. now, if you're going to the niners game tomorrow evening at levi's

stadium, definitely be prepared for a cool one and a wet one at kickoff. 55 degrees showers. breezy. fourth quarter. we're talking about isolated showers with those temperatures coming down. here's a look at the winter weather advisory. starts in the sierra tonight. runs until 4 p.m. tomorrow, half a foot to a foot of snow above 5000ft. so those passes will be impacted. we're looking at gusty winds. difficult travel is possible. numbers. you might be relieved to hear this. not as cold tomorrow morning with all the clouds and the rain coming through 40s and 50s tomorrow afternoon, you're looking at high temperatures that are going to be in the 40s to the 60s, so definitely will be cooler. and then the stronger storm gets in here. friday night into saturday certainly will be bringing some heavy snow to the sierra. one more system on monday that's going to be lighter rain. when all is said and done, we will see some wind damage as well. you will notice saturday morning over 40 mile an hour winds. by afternoon it's 50 mile an hour winds. high surf advisory is going up

at all. >> seven on your side investigates. liberty mutual insurance and its use of aerial footage to make decisions on your coverage. and lots of people have been dropped by insurance companies in recent years. >> seven on your side's stephanie sierra is digging into a case that's raising a lot of questions about the accuracy of this process. she joins us with this developing story. hey, steph. >> yeah, this has been an interesting case. liberty mutual insurance says they don't use drones to assess property risk. however, according to this report, the company obtained aerial images that were used as the basis for dropping a local homeowner's policy. and as the couple later found out, the reason cited turned out to be false. >> since 1976, i've never missed a payment. >> meet karen and tony hoover. liberty mutual has ensured their san francisco victorian for nearly 50 years. that's until last week when they got this letter from the company dropping them, claiming aerial footage found moss, mildew, algae and mold on their roof.

policyholders, a nonprofit that's pushing for legislation that would require insurers to be more transparent with non-renewals. >> so what we want insurers to do is to tell the homeowner what conditions at their property are out of compliance. number two, give the homeowner a reasonable amount of time to remedy those conditions. if they remedy those conditions, offer them a renewal policy right there. >> the brown house, just like the hoover's, except to their disappointment, their family home right across the street was dropped too, citing the same roof issues. >> there wasn't any option to fix it. >> so it's situations like that united policyholders is trying to prevent with their latest proposal. and amy bock says legislation is already in the works and is expected to be introduced next session. but when you think about it, it's common sense, right? if consumers fix the issue, you'd hope you'd get your policy back. but clearly that's not

happening. >> wow. and it seems like there was a lot of back and forth in this story. is there a broader issue in general with liberty mutual? yeah, no. >> it's interesting. i mean, we are seeing this with all insurers, but amy bock did point out liberty mutual as an example with respect to the inconsistencies. they're being very inconsistent with every homeowner policies that she has come across. and she thinks that's part of the issue, that they don't have a clear set of rules here. right. >> okay, stephanie, you're always on it. thank you. of course. >> well, farmers insurance will increase the number of new home insurance customers it accepts in california. the company will raise its monthly cap from 7 to $9500. in addition, they will reopen several policy options over the next few weeks that had previously been paused. other insurance options will reopen to new customers in march. >> a conference brought science fiction to life in mountain view today. the humanoid summit had some of the newest robots on display, either the stuff of dreams or nightmares. you decide. i'm going nightmare. >> abc seven news south bay

named the magazine's person of the year tomorrow. it will actually be his second time for the honor. the first was in 2016. other than gerald ford, every president since franklin roosevelt has been named time's person of the year at least once. monica, you cover our politics here. what, were you expecting this? >> yeah, i would say so. i mean, whether you love him or hate him, you could not escape donald trump in the headlines this year. even before the campaign cycle really got underway. and you have to admit, it was a historical political comeback, not winning a second term and then coming back with this time around. so it makes sense. >> sandy, what do you think? do you think you could beat person of the year again, or do you think maybe one and done and then somebody else? >> no, i think he could be it again. and that's because i'm. i'm with monica. i think he's very polarizing, whether you love him or you hate him. i mean, he's grabbing people's attention, obviously. and this time around, he did because of what was going on. but i think he's still able to grab the

attention of the country. so i think he can get elected again. >> yeah. we'll see what happens here. it'll be really interesting to watch the next four years play out. and of course, we'll be covering it here on abc seven news. right? well, with just three weeks left in the year, google has released its list of top searches for 2024. half of the top ten searches worldwide were about sports. the most searched person. well, we just told you about them. donald trump, followed by catherine, princess of wales and kamala harris. so a lot of political news here. us election was also the top trending news search. and disney's inside out two was the most searched movie. so a little sports, a little politics is apparently what was on top of mind for a lot of people. i think what's interesting, though, is that especially younger folks, gen z and younger, they don't really use google for search, right? they go to tiktok and other social media platforms for their dominant search feature. right? yeah. >> quote that to julie and they'll say, well, i saw this on tiktok. >> it must be true.

>> it's it is the authority these days, as a gen x'er myself, i most people my age are only using tiktok instead of google, which is crazy because we all remember when google was incredibly revolutionary. so i'd be curious to see what the top searches are on tiktok. i mean, for me, i go to that platform for like hair tutorials, so it might not be as noteworthy as what google saw. >> probably some dance moves or something. >> yeah, it scares me on all these people who are the authority of whatever they think. they're the authority of putting all this information out there, and people are going there to search for it. and yes, definitely problematic in many ways. >> all right. >> influencers world for sure. >> oh, it definitely is. all right. well, the holidays could be another record setting opportunity for travelers from the weekend before christmas through new year's day. triple a says more than 119 million people nationwide will travel. 90% of them will drive. that number could exceed pre-pandemic levels, exceed pre-pandemic levels. so i don't know anybody traveling. i mean, all my family

is here in the bay area, so it's not a long travel to see my family. >> just a few miles. yeah, just a few. >> i did the drive back to my hometown of phoenix, arizona over thanksgiving, and i will not be doing that again. >> i was going to say is that i love a good road trip, i really do. >> hours, 12 hours. i was lucky enough my boyfriend wanted to take the wheel. i did three hours. originally we were going to switch on and off and then he was like, i prefer driving. so i was chilling in the passenger seat, but i would not do that again. it was. there was so much traffic. so next time, plain, plain for me. >> that's the thing with the holidays. we drove. we drove to disneyland last minute for thanksgiving, coming back ten hours like slowdown after slowdown. what about you, sandhya? >> yeah. you know what? i was born and raised in california. so all of our families, both my husband's and mine, all here, our trips for both sides of the family will be about an hour and a half to two hours, so that's nice. >> that's not too bad. >> that's what i'm thinking. yeah. >> here's here's my follow up question. do you let your significant other sleep while you're driving? >> i slept in the end when it

on understanding what's happening at the far reaches of the earth. a team at stanford is working with a new technology that could open up those icy regions to a whole new generation of researchers. abc seven news meteorologist drew tuma has a look. >> it takes some sophisticated technology to peer through our planet's threatened ice sheets. but now, researchers from around the world may have an easier way to explore the damage. >> okay. tell me when you're ready, danny. >> a team from stanford has developed a low cost, ice penetrating radar system that's meant to be shared. it's known as orca for open radar code

architecture. >> so an ice penetrating radar is a system that uses relatively low frequency radio waves, usually looking straight down through the ice. it takes advantage of the fact that ice is relatively radio transparent at these like hundreds of megahertz and below frequencies. there's uh- rf connectors in the back, and then it connects to these antennas that are underneath the wings at their lab at stanford, thomas weisberg and daniel may showed off the drones and radar kits that have been deployed in areas like greenland and iceland, glaciers in the arctic circle. >> they say peering through the ice is key to understanding melting glaciers and their potential effect on sea level rise. may has focused on the massive thwaites doomsday glacier melting in antarctica. >> the geology below the glacier, as well as the temperature within the glacier, and trying to figure out how that that boundary is going to move over time, but often just getting the radar equipment to the glacier is a major

challenge. >> the stanford team, including collaborator anna broom, have developed makeshift transport systems out of everything from snowmobiles to inner tube mounted sleds. >> so a standard sled wasn't going to do very well because standard sled is you pass over even a small crevasse in the ice, the sled can get stuck in that, in that crevasse, and then you have to dig it out. and that's a whole pain. so this concept of using a whole bunch of inner tubes linked by flexible bamboo was really great. >> they say the goal is to help a research team build affordable equipment unique to their work. while some ice penetrating radar systems used by government agencies can cost hundreds of thousands of dollars, the stanford team says they can build a base model for about $1,500 using their open source design, potentially giving global research teams a chance to help find solutions to a problem threatening our entire planet. at stanford. drew tuma. abc seven news. >> and apparently, the stanford team says the hardware used to
