seven news storm impact scale. looking at the timeline here, while many of us are sleeping at 2 a.m, we're going to see some downpours as widespread rain moves in 4 a.m. the commute will include wet weather in the east bay, the south bay, and then here comes another band of rain as we head into the afternoon hours. the winds are picking up out of the south oakland hills. 30 miles an hour. you can see mount eminem 29. waves are building high surf advisory in effect from 1:00 tomorrow afternoon until friday morning. those breakers 18 to 22ft. there is a risk of rip currents and sneaker waves. along with the surf comes the king tides. a coastal flood advisory starts at 6:00 tomorrow morning runs until monday afternoon. the high tides will be coming up starting tomorrow morning, close to seven feet. so watch out for minor, low lying flooding on our exclusive abc seven news storm impact scale tonight through tomorrow. it's a level one light to moderate rain showers for tomorrow, and it is going to be breezy in spots. this storm is moving in. another one is right

behind it and that one is stronger for your weekend. i'll have a look at that. coming right up. ama all right. >> we will check back. thank you sandhya. and you can follow along as the forecast evolves with the abc seven bay area app. it gives you access to the same live doppler seven our weather team uses. will also send alerts with important updates. >> new tonight. leaders in the oakland unified school district are putting off a vote on school closures as it deals with a massive projected budget deficit for next year. parents, students and people in the community voiced their outrage tonight over the idea of consolidating ten schools into five. abc seven news reporter j.r. stone is monitoring this meeting and is here with new information and a lot of upset people. j.r. >> certainly are dan and ama. $95 million is a lot of money. that's how much of a deficit the district could be facing. while no one wants closures, experts i talked with from outside the region believe that more trimming will only delay those closures and negatively impact many students during the

process. >> don't touch our schools like you need. we need more, not less. >> one by one, speakers took to the microphone at this oakland unified school board meeting wednesday night to voice their opinions about the district possibly closing schools that, in an effort to cut what is projected to be a 75 to $95 million budget deficit next year. >> don't close schools. you already close my sister's school? >> no to the mergers. >> after dozens of speakers, the board did not take any action on closing or merging schools. >> there has been no motion, so there's no vote. this will not happen. this will not move forward. we thank everyone for coming out tonight. and. the nothing happened on the mergers tonight. >> but while no action means no closures for now. carrie handle of a national education nonprofit says this budget

problem is not going away. >> it might be able to get away with a year or two of trimming around the edges, but that's not likely to be helpful for improving academic achievement, which is the district's priority. >> oakland had a little more than 34,000 students enrolled in 2023. that's 16,000 or so less than 2003. >> the primary reason for declining enrollment is because the birthrate is declining across the state. there are fewer young people in our cities and therefore fewer young people in our schools. it's hard to imagine what it could do to reduce the size of deficit it has without dramatically reducing staff. >> parents in oakland say they've lost trust in this process. >> i'm tired of you lying to us saying that you're going to vote no tonight, but you're still going to go to merge these schools. >> still, the board also looked at 30 or so measures that could be cut to save money.

>> at the end of the day, the school board has to be willing to make difficult decisions if it's in the best interest of the future. students for the school district. >> this meeting just finished up. some board members believe that school closures wouldn't save the amount of money needed. rather, trimming down in other areas is the answer. sounds like there is still a long way to go, and what feels like a discussion that has already been going on for a very, very long time. dan ama, now back to you. >> all right j.r. thank you. the new york police department says new evidence connects 26 year-old luigi mangione to the shooting death of unitedhealthcare ceo brian thompson. mangione's defense attorney says his client will plead not guilty. police say mangione's fingerprints matched those found at the crime scene, along with other evidence. >> we got the gun in question back from pennsylvania. it's now at the nypd crime lab. we were

able to match that gun to the three shell casings that we found in midtown. at the scene of the homicide. >> unitedhealth group says thompson's funeral was held on monday. health insurance company. another one will be holding their investor day virtually tomorrow. thompson was killed on his way to attend his investors meeting, and the killing of unitedhealthcare ceo is shining a spotlight on americans frustration with the health insurance industry and corporate ceos in general. >> a law enforcement bulletin obtained by abc news says that in the weeks since the killing, corporate executives have faced a surge of harassment and threats. the bulletin includes an image of a banner on a highway overpass with the words deny, defend, depose, the same words found on shell casings at the crime scene in new york. e.r. doctor helena wang, who's also a contributing writer for the new york times, joined us on abc seven news at 3 p.m. today to talk about these intense

reactions when the shooting first happened and i saw the reaction across the internet, the horrifying glee that people had about this man being killed. >> i knew had unmuted something very deep inside the american psyche. >> doctor wang told us about her own frustrations helping patients, navigating insurance, saying that she can understand the emotion behind the response to this case after 40 years in business. >> safeway is closing its store in the fillmore in less than two months, february 7th to be exact. it's citing safety issues along with theft. this is going to leave a void in the neighborhood and has residents frustrated. >> we see it. we feel it. >> safeway's decision to close its store in san francisco's fillmore district is being met with lots of backlash. for many, they're going to face a much longer trip to get their groceries when the store closes for good in february. >> it's not going to be as easy, especially being in a

wheelchair. i have to take the bus to go somewhere else to get groceries. it's going to add at least five hours of travel time a week. >> frustration was a common theme we heard wednesday as we spoke with shoppers who were just learning of the news. for now, there is no plan to replace the store. instead, the land is slated for development. there's a proposal to turn it into housing and commercial space. >> no, it's not fair. not fair at all. >> if they plan on putting another grocery store here, sure, it's fine. but just losing your grocery store for this neighborhood sucks. >> those who have prescriptions will need to find another safeway. the closest one is in the castro district. reverend amos brown, president of the san francisco naacp, says safeway has never engaged with the community when it comes to solving the problems it says is leading to the closure. he wants the board of supervisors to get involved. >> it is a case of corporate greed and arrogance a life changing decision for an

entire community. >> and safeway is going to reassign employees to other store locations in san francisco. the store is supposed to close in march of this year, but that date was pushed back. the mayor's office says they do have plans to work with impacted residents. >> new at 11 a san francisco woman is now facing charges for shoving an asian woman to the ground last year. the woman ultimately died from her injuries. the suspect is already facing charges for a similar incident earlier this year near the gilman playground in the bayview neighborhood. there, a 71 year old woman was seriously injured. the other incident happened in july of 2023 on third street and was initially considered an accident. the district attorney's office says the suspect entered a not guilty plea today. the union that represents hundreds of workers at the women's federal prison in dublin is blasting the decision to permanently close it. the prison has been plagued by scandal and was first temporarily closed in the

spring. the bureau of prisons announced the permanent closure last week, citing infrastructure and staffing issues. the union's letter reads in part, quote, this decision was made without warning, without consultation and, most disturbingly, right before the holiday season, a time that should be spent with loved ones not in uncertainty and fear for the future. the group is considering legal action. >> exactly three weeks from now, parking within 20ft of the approach to a crosswalk becomes illegal statewide, but you may not get a ticket right away. sfmta says it's handing out so many warnings, it's turning to some parking procrastination. abc seven news reporter lauren martinez looks at how cities across the bay area are handling the rule change. >> come 2025, parking in the bay area will be a little more challenging. the statewide daylighting law impacts intersections. it will be illegal to park within 20ft of a marked or unmarked crosswalk. wait. in san francisco,

sfmta started issuing warnings about this new law in november. a spokesperson said roughly 60 warnings are being given every day. the agency planned on issuing citations starting january 1st, but will now wait until march 1st. daylighting is meant to increase driver visibility at crosswalks. cities throughout the bay area are addressing the changes differently. take san rafael, for example. the city is looking at four different options. paint curbs red near crosswalks installed. no parking from here to corner signs designating loading zones or replacing removed parking spaces with bike racks. the city of fremont has already started implementing measures, but enforcement will be during the state's time frame in 2025. >> i definitely see this to be a benefit for our schools. you know, we're we're also car dependent. >> denise mapelli is the principal of forest park elementary school, where the

is at 7% tonight. thousands of people are evacuated as flames continue to threaten homes in malibu. firefighters did get a little bit of a break today, and the winds were not nearly as fierce as they were early on tuesday, but they are now expecting things to shift tomorrow. >> today we saw the weather moderate, which allowed us to have a lot of success around the fire today, and we're expecting tomorrow for a weather change and a wind change coming tomorrow. >> several homes have been destroyed or damaged by the fire. pepperdine university had its power restored this morning and lifted a shelter in place order. >> a women's health research initiative led by first lady jill biden, has invested nearly $1 billion since it launched last year. while women make up half the population, research into things like ovarian cancer and high blood pressure during pregnancy have been historically underfunded. president biden explained today how the program is bridging that gap. >> the national institute of

health is using their funding to break down the silos, to make more progress and do it more quickly. for example, we know that heart disease is the leading cause of death for women, but we don't know. we don't know enough about how menopause may affect heart disease. >> jill biden has worked on women's health initiatives since the 1990s. she said her work will continue after she leaves the white house in january. >> the san francisco board of supervisors has unanimously approved a project to revitalize part of fisherman's wharf, according to mayor london breed. the plan involves expanding the waterfront plaza and promenade and renovating significant portions of pier 45. one shed on the pier was destroyed in a fire in 2020. the project would also upgrade the pier's infrastructure to make it more resilient to earthquakes and sea level rise. >> a walnut creek based nonprofit is helping to save blunt nosed leopard lizards, also known as valley dragons. according to save mount diablo,

they were among the first to be covered by the endangered species act. unlike condors and grizzlies, their numbers have been shrinking. the fresno chaffee zoo breeds these lizards and reintroduces them to the wild with a mini backpack. look at that to track their progress. crazy. yeah. it's insane. save mount diablo awarded a grant to the zoo for a new weather station to measure how the weather is impacting the lizards. because, you know, it impacts everything. that little tiny backpack. kind of cute. >> i have to say, it is back to school for. >> all right, let's talk about the weather forecast. pens and paper. >> i know. >> very exciting. all right, let's get to meteorologist sandhya patel. the rain is back, so that's also exciting. >> yes, it is very exciting. we welcome the rain here in the bay area and ama and dan. let me show you the live pictures right now from our richmond-san rafael bridge camera to our roof camera and golden gate. we are seeing wet pavement right now as the rain is moving in. all right, let's talk about what we're concerned about this week. urban flooding, rough surf, both high likelihood along with trees down

and power outages, particularly this weekend. we have two storms. number one is moving in now. number two is right behind it. and that's the stronger one which is going to be a level two for the weekend. so let's take a look at live doppler seven right now getting you into street level radar here san francisco. you're starting to see the rain fulton street mission street into the sunset district, east bay, berkeley, piedmont, oakland highway 1324 getting wet. light to moderate rain across the north bay. fairfax. lagunitas. santa rosa has already seen some rain falling and it is getting heavier up there right now. 40s and 50s on those temperatures. air quality is just getting worse for parts of the bay area. you can see the orange dots here, which is poor for sensitive groups. we've got a lot of pollutants trapped in there, but that is going to change as the rain sweeps some of this bad air quality out of here. let's take a look at the headlines. overnight tonight. rain spreads to all areas. tomorrow scattered showers. your weekend forecast a stronger

storm between friday night and saturday. the current system is a light system. level one tonight and tomorrow. light to moderate rain showers for tomorrow and then breezy in spots. looking at this timeline, 2:00 in the morning, you might be woken up by the pounding rain on the pavement. if you're a light sleeper going into 4 a.m, allow yourself extra time. if your commute takes you through the east bay or the south bay, that's where the steadiest rain will be. at 7:00. you see a little breather there. you might be seeing some sunshine and going, wow, the storm is done. not quite. here comes that next round, 11:00 in the morning in the north bay by 3:00 is spreading across the entire bay area, and in the evening we still have those scattered showers going between seven and about 9:00 9 p.m. at 11 p.m. this system will start to wind down. so rainfall projections with this current storm about a half an inch in brentwood to over an inch in the santa cruz mountains. everyone else in between. winter weather advisory up right now until 4 p.m. tomorrow, half a foot to a foot of snow above 5000 even higher

on the peaks with those gusty winds. could be a little dicey traveling. all right. if you are going to the niners game against the rams tomorrow, take the poncho. take the jacket. 55 showers, cool and breezy, dropping to the low 50s and it will be isolated showers. morning temperatures. this is the good news. we have the 20s and 30s today, not tomorrow 40s and 50s with the south wind and also the cloud cover and the rain. it's going to insulate us a little bit tomorrow afternoon. mostly 50s, 60 though, in san jose, 48 in lakeport. let's take a look at that next storm, because this one is going to be quite the soaker friday night into saturday we're going to see heavy rain at times. sierra is going to be picking up the snow, mixing in with the rain, and then the third storm comes in here monday. that one is not going to be quite as strong as your saturday storm, but the weekend storm will deliver more rain. this is when we could see some flooding issues, especially on the roadways. when you're seeing two, 3.5in ofo pick up. watch out for power outages friday night out of the south,
