at high speed on san marin drive, jumped a curb and careened onto simmons lane, crashing into a house. watch again how close the car came to ralph and how quick he reacted. >> i'm walking. i'm walking up. i see it out of the corner of my eye. i see it coming and i just. and it happened and you know, and that's the reaction is from being at the gym and doing the crossovers with the trainer. >> oh, i was at my computer getting ready to send an email. and it was like crash, you know, sounded like a crash. >> spade and her partner called 911 when they saw the crashed car in their front yard with two people inside. >> check out up here. this is this. all this glass here is from his windshield. >> novato police say the driver of the car suffered a medical emergency. seconds before the crash, both he and his passenger went to the hospital with injuries and are expected to survive. >> the sound of, like an engine racing and then like, mad

collision. but it didn't sound like a car hitting another car. so i was like, wow, what was that? >> paul schneider heard the crash from blocks away called 911 and we went over to the car. >> we opened the door and the passenger door. the guy was seemed to be okay. >> ralph is glad everyone will be okay. he's also thanking his lucky stars and his quick reflexes. >> within few seconds, i just scrambled out of the way. i was really very fortunate. something bigger than me was watching out. >> in novato. cornell, bernard abc seven news. >> so close. a major pushback tonight from both the mayor and the police chief in san jose. it's about a decision to release the man suspected in the death of a community service officer. abc seven news south bay reporter zach fuentes has the reaction from officials and what we know so far. >> scathing reactions to a decision made in the case surrounding the tragic death of community service officer long

form san jose police chief paul joseph and mayor matt mehan both issued statements wednesday night blasting a judge's decision they say allows the suspect behind pham's death to post bail and leave jail. >> it's infuriating, frankly. >> pham was beloved by family, friends and colleagues at the san jose police department. >> his life, though tragically cut short, was filled with love, adventure and a deep commitment to serving others. >> the 34 year old's life cut tragically short when he was performing traffic control duties on august 3rd. famine his partner veronica barrett, were standing outside their car behind flares and cones when the suspected drunk driver, 44 year old juan huerta palacios, crashed through the barriers. pham died at a hospital. bear suffered major injuries. >> it's been a very painful loss for the department, the city and the broader community, particularly our vietnamese community. >> in a statement, chief joseph highlighted the fact that the suspect is facing a murder charge, a charge he said is based upon a previous conviction for alcohol related reckless

driving. chief joseph's statement said in part, we stand with the district attorney's office in objecting the defendant's release in the strongest possible terms. an officer is dead and the man who killed him was let out on bail to go home. against our objection, against our community's objection, we reached out to the santa clara county sheriff's office, who said thursday morning that the suspect is still in custody and has not yet posted bail. still, officials are blasting the decision that gives him that option. >> you know, you're repeatedly making bad decisions and have had a warning and have failed to change your ways, and then deciding to engage in that risky behavior again has led to the death of an innocent person. i just have a i have a hard time with this decision. >> court records surrounding the case were confidential. in the santa clara county hall of justice records. we reached out to the da to find out more about the decision the judge made and have not heard. back in san jose. zach fuentes, abc seven news. >> two suspects have been charged with the union square smash and grab from two months ago. they have both pled not

guilty to charges including burglary, grand theft, vandalism and organized retail theft in october. police say a car rammed into the dior store at union square and at least ten people ran in and ransacked it. police say they were in and out in less than a minute, stealing more than 60 bags worth over a quarter of $1 million. they did another quarter of $1 million in damage to the store. the suspects are being held without bail right now and are due back in court on christmas eve. >> meantime, a new audit is blasting the overtime practices of the san francisco police department. the report, by the city's budget and legislative analyst, found that sfpd spend over $108 million on overtime just in the 2223 fiscal year. it also says that about 200 officers, that's about 12% of sworn staffers, accounted for about a third of the total overtime budget. outgoing san francisco supervisor dean preston, who commissioned the audit, says he believes the city

has let sfpd spend too much money for too long. >> you know, i've got constituents who are facing service cuts. folks who rely on the city for food aid, for other forms of relief. everyone is being told it's a deficit and we need to cut. meanwhile, you have this audit shows that the police department is just on a spending spree. >> the department responded in a statement, writing in part, the sfpd has been using overtime to backfill our patrol and investigative units to ensure san francisco remains one of the safest cities in the country. as we continue to rebuild our ranks, overtime hours will decrease. >> san francisco mayor elect daniel lurie has announced three more appointments to his leadership team. lurie chose stacie slaughter to serve as chief of staff. slaughter worked for the giants for nearly three decades as executive vice president and senior advisor to the ceo. most recently, she served as an advisor to the global investment firm sixth street partners and as a board

member of bay fc, the bay area's new national women's soccer league franchise. lurie also added matthew goudeau as deputy chief of staff and hanzo as director of public affairs. >> all right, let's focus on the weather for a moment as we track the rain. here's a live look at the conditions right now on the golden gate bridge. you can see the wet roadway deck there. for details, let's go to abc seven news weather anchor spencer christian spencer. here we go again. >> you're right about that, dan. we've got wet roadways, slippery roadways all over the bay area. although the rain isn't very heavy right now, but it continues to fall with periodic showers and light rain and scattered showers is what i'm trying to say. this storm on the exclusive abc seven storm impact scale is a level one light storm. so for the remainder of tonight into tomorrow morning, we expect more periods of light rain and scattered showers. it will be breezy at times and we have rough surf. here's the forecast animation starting at 6 p.m. notice later tonight it will start to taper off to just widely scattered, very light showers, and then a few more

showers will move through the bay area early tomorrow morning, mainly in the north bay ahead of a stronger, more intense storm that will run run through the bay area tomorrow night and into saturday morning. rainfall totals from our current storm by 11:00 tomorrow night will generally be under a quarter of an inch, but the next storm will bring heavier rain, higher rainfall totals, wind advisories, flood advisories. i'll have all that for you a little bit later with the accuweather seven day forecast. j.r. >> spencer, thank you so much. look forward to that. oakland's jack london square is getting a new business. today was the grand opening of dragon gate, which serves traditional taiwanese food. the owners say they are pushing back against oakland's doom loop narrative and hope to be a model for others thinking about oakland as a place to do business. abc seven news reporter anser hassan has more. reporter. >> the cooks at dragon gate restaurant have been training for the past six months, learning how to cook traditional taiwanese dishes to bring the people. >> it was actually working on the asian street or taiwan night

market or working on the street. i can get something really special and tasty. >> co-owner and head chef johnny chang grew up on the streets of taiwan, so he knows how to cook up authentic street fare. delicacy is made with ingredients like shark, rabbit, and octopus. his favorite dish? >> taiwanese beef noodle soup. that's very famous, i believe. and of course, people would love to try the stinky tofu. >> the menu is ready for thursday's grand opening along the oakland waterfront. >> oakland. you know, that's where i'm born and raised. and you know i love the city. i have faith for the city. >> foo wong first opened dragon gate a few blocks away. it closed during the pandemic. they waited three years to take over this space. private rooms with bay views. a bar and restaurant. wong is proud that an asian owned business is now anchoring the iconic jack london square. >> recently, there's a lot of asian hate, you know, it's a diverse city. you know, i, i want to do something for the community, like put a mark on the city. >> oakland businesses have

struggled since the pandemic, and with the doom loop narrative around crime, local leaders say dragon gate serves as an economic and cultural hub and could influence others to reconsider oakland. >> i think it shows an amazing commitment to our neighborhood, and of course, we hope more businesses will come. >> the port of oakland, which oversees jack london square, says it expects dragon gate to be a big draw and a big boost to the neighborhood economy. >> also, what's good about it? it puts more people to work. so this is really one of the pluses that we would like to highlight in oakland. >> foo and johnny know oakland faces challenges, but they're ready to be part of the solution. >> oakland deserves a second chance for people to believe in oakland, anser hassan. >> abc seven news. >> across the bay, san francisco's china live could move to a new location. chronicle reporter laura waxman says china live owner george chen has been locked in a legal fight with his landlord over rent payments for years. the restaurant is currently located

on broadway on the edge of chinatown. waxman reports chen is in negotiations for a new spot at the crocker galleria on post street, just a few blocks from union square. crocker galleria is a largely vacant shopping center that is supposed to be renovated coming up after the break. >> the city of santa clara is raising financial concerns about the cost of hosting the world cup in 2026, how much it's estimated to cost, and who's stepping up to help foot the bill. when

city in just 500 days. >> the 2026 fifa world cup will put the eyes of the sports world on the bay area. santa clara is one of the 16 cities representing north america in the fifa men's world cup. >> is the most watched sporting event in the world, so it will be a great time. and i know that there are benefits for not just santa clara, but the entire bay area region, especially financially, where the bay area host committee projects up to $630 million in economic impact for our area. >> but to make money, you have to spend money. santa clara city manager javon grogan shared a report at tuesday's city council meeting about what security and other expenses will actually cost the city. >> our cost, and we talked about that tuesday night, are projected to be 45 to 50 million. one of the things that has been key as a part of these negotiations is making sure that all of the city's costs are covered, and we're we're extremely confident and, frankly, happy with the deal that we were able to secure a deal with the bay area host

committee that would cover any and all costs the city may incur. >> the proposed agreement also allows for a ticket surcharge to make the city 2 million additional dollars. the host committee will also fund required stadium improvements, which could even entice new events to come in the future. and if the committee cannot cover any costs, the 40 niners agreed to foot the rest of the bill. a commitment from the bay area host committee to make the decision to host these major events worth it. >> it's not just about the event itself, it's what comes after and how much we can kind of pay it forward. >> the committee hopes to use the world cup as a way to give back through these financial deals and what they call legacy events outside of the games, their way to build a better bay area through sport. >> for us, we need to make sure that the bay area shines. it sings that the cities all across the nine counties in the bay area feel like this can bring so much value to them. >> the financial agreement with the city and the bay area host committee will be voted on by the council in january. in santa clara, dustin dorsey, abc seven

look like this morning outside the uc berkeley's central sierra snow lab in soda springs. they had about three inches on the ground when this video was taken, and the lab is expecting as much as a foot by tomorrow morning. it anticipates as much as four feet of fresh snow by sunday, and the snow is making things messy for drivers who are traveling through the sierra. as you can imagine, right now, chains are being required from baxter to the donner lake interchange on interstate 80. definitely treacherous. numerous crashes have been reported on interstate 80, as well as on highway 50. on highway 50, chains are required from twin bridges to echo summit. >> closer to home, there's a high surf advisory through 4 a.m. saturday for all bay area beaches along the pacific coast.

the only place that's not on the list is santa cruz. waves have the potential to reach 22ft and the currents could be dangerous. >> all right. so we want to track what's happening. exactly. this is always the best way to get rain during the rainy season. a few nice days a little break, then more several days of rain. it's a nice way to do it. >> exactly. and spencer christian has been tracking it all. >> yeah, rain at a measured pace is what we want right now. here's a look at live doppler seven. you can see that it is raining now in some parts of the bay area. we're talking about light rain and scattered showers for the most part. i'll give you a closer look here as i saunter on over to the weather maps. we have wind speeds right now, up to about 2520 one miles per hour at sfo. we're talking about gusts here and 21mph at half moon bay as well. it's breezy elsewhere, but we don't have widespread strong gusts yet. but we do have dreary looking conditions up atop mount tam right now, 52 degrees here in san francisco right now and 52 at half moon bay. we have mid 50s at oakland, hayward, san jose and redwood city. this is the view at the golden gate

where the pavement is wet. it looks like rain is beginning to pick up there again right now. we had a little bit of a break at the golden gate for a while. 53 degrees at santa rosa right now, 50 at petaluma, low to mid 50s. also at napa, fairfield, concord and livermore. looking across the embarcadero, which is damp and slippery as well. these forecast headlines this evening. scattered showers will continue tomorrow. we'll have a few morning showers, mainly in the north bay. and that's ahead of our next storm, which will be stronger. that will come in overnight tomorrow night into saturday. stormy, windy conditions. but right now we're focused on our current level one storm on the exclusive abc seven storm impact scale. light rain and showers. continuing periods of light rain and showers overnight. breezy at times. rough surf. let's take a look at the forecast animation starting at 6 p.m. notice a bit of a break later tonight going up to the midnight hour, but then overnight we'll see some more showers passing through the north bay into the morning hours. the morning commute might be a bit wet and challenging, especially in the north bay. and then that second storm will come in that stronger one late tomorrow night into saturday. from the current storm. we expect rainfall totals by 11:00

tomorrow night to be generally under a quarter of an inch, but it will be wetter way up north at clear lake and ukiah, where rainfall totals will exceed one inch. and let's talk about this high surf advisory in effect until 4 a.m. tomorrow. breaking waves will reach heights of 18 to 22ft generally, but already up at point arena. we have even higher wave heights than that. there's, of course, the risk of rip currents and dangerous sneaker waves and dangerous swimming and surfing conditions. we'll have a wind high wind watch in effect from tomorrow afternoon to saturday afternoon for virtually all of the coastline and the santa cruz mountains. winds generally out of the south at 25 to 35mph, with gusts up to or even above 45mph, bringing, of course, the possibility of downed trees and power outages, and a flood watch will be in effect from 2 p.m. tomorrow to 4 p.m. saturday. for the entire north bay, flooding is possible on streams, creeks and roads, and along with the flood, coastal flood advisory also in effect until 1 p.m. monday because mainly of high tides, that's in effect for the

bay shoreline and the interior north bay valleys. here's the futurecast going into tomorrow night and saturday, you can see quite a rainy system producing snow in the sierra. that's a winter storm warning in the sierra from 1 p.m. friday to 10 p.m. saturday. overnight tonight we'll see low temperatures, mainly in the mid to upper 40s. highs tomorrow up to about 6061 degrees. and here's the accuweather seven day forecast at stronger level. two storm coming in on saturday. a break on sunday. another light system coming in on monday and then some drying out in the middle of next week. that measured pace of rainy weather we talked about wasn't it sunny earlier today? >> what happened? briefly? briefly. briefly. briefly. yeah. thanks. >> happy few minutes. yes. well, today the giants introduced their newest player, shortstop willy adames. the 29 year old signed the richest contract in franchise history. are you ready for this? seven years, $182 million. the prized free agent is just thrilled to be coming to san francisco. >> the city is such a diverse
