of the way. okay. >> my goodness. live doppler seven is tracking another round of rain just off the coast this morning. it's quiet now, but a bigger storm is on the way. lisa is tracking a rainy and windy start to the weekend. >> that rain here translateo snow in the sierra and it is causing problems on the roads. chains are required. this morning on 80 and 50. good morning to you. it's friday, december 13th. i'm very much feeling the superstition this morning. are you. yeah. it's it hasn't been going well this morning, but hopefully from here on out can only get better. only good luck. >> lisa. okay, if you say so. give it to us. i don't know. i don't know. good morning everybody. we are starting out with a few light showers, and we're going to continue to see another stronger system combination of rain and wind throughout the overnight hours tonight into tomorrow. but here's a look. right now you can see how that moisture is mainly offshore. it's going to move up into the north bay most likely area, but a few scattered

showers elsewhere. we're talking about maybe 2/10 throughout the morning hours, and we will be looking at things to pick up as we get through the evening commute. so light rain and showers. breezy at times. a level one system. a rough surf out there. 53 right now in hayward. it is 50 in santa rosa, 47 calistoga. and so hour by hour notice we have the showers in the north bay and then they'll continue to lift to the north. so late morning, early afternoon, a bit of a break out there. you can see the heavier rain up towards cloverdale just north of santa rosa. this is 2:00. and then as we get into the late afternoon, 430, the line begins to sink a little bit further to the south, and by 7:00 8:00, the winds kicking up the rain. and we're going to talk about a very rough go of it late tonight into early saturday. so you're going to want to stay tuned as i time that out for you with that level two system. good morning sue. >> good morning lisa. and it is friday. we're hoping for friday light. taking a look at the bay bridge coming ino

the city, i am showing you this because we had earlier road work and this happened the other day. it was southbound 101 on the city side near cesar chavez. that picked up at 6:00. they have just now picked up that roadwork. pardon me. so we do not see that backup that led to the bay bridge the other morning. and subsequently it was like a domino effect. however, now we're getting reports of a vehicle with a person stuck in the car at toll lane five six, heading into the bay bridge near the metering lights. so we're going to check back on that. right now it looks like traffic is getting by without problem, guys. >> sue thank you. firefighters are starting to get a handle on a wildfire in malibu after strong winds helped spread that blaze earlier this week. the franklin fire has burned more than 4000 acres, but crews have made progress. the fire went from 7% contained yesterday morning to 30% contained now. the starting monday night in malibu, it's burning close to pepperdine university. now, officials say preparation for the santa ana winds helped minimize the damage of the .

l.a. county fire says six homes. have been damaged and nine buildings destroyed. with the new progress in containing the fire. officials announced some residents are being allowed back home. >> you. i am boots on the ground and i assure this community we are working diligently. we are working so quickly on this. i mean, the reality is we weren't going to open until later and we pushed this and worked with our utility crews, worked with our fire department. >> there are still nearly 2000 firefighters, firefighters battling the franklin fire. >> a sad update to a story we've been following. one of the kids injured in a shooting at a butte county school last week may never walk again. the family of five year old elias wolford shared the update on his health and said he has not moved histh legs. they say an mri showed a bullet had damaged his spinal cord. another boy, who was six years old, is also recovering from his injuries. investigators say the gunman used a ruse to

get onto the campus before opening fire during recess. he then took his own life. and prosecutors in new york are taking steps to build their case against luigi mangione, the man accused of killing the ceo of united health care. and this morning, there are new details about how a san francisco police officer took action in the days leading up to mangione's arrest. abc news reporter andrew dymburt has the latest developments. >> sources tell abc news prosecutors in new york are now presenting evidence to a grand jury as they work to secure an indictment against luigiure an mangione. an indictment would strengthen the case for extradition to new york, which mangione is fighting. he's behind bars in a pennsylvania cell like this one, charged in the shooting death of united health care ceo brian thompson. mangione, an ivy league graduate from a prominent real estate family, allegedly wrote about his criticism of corporate america and the u.s. health care system. but the nypd says there's no indication mangione was ever a client of united health care. >> he's so good looking and

young, and he's just spending his time in hawaii for a few months, this woman says she spent time with mangione last year during her vacation in hawaii, attending a book club and playing volleyball together. >> she says mangione showed no signs of the severe back injury he once described as debilitating. >> i would say he's a winner and everything. i mean, even in volleyball, he wanted to be the best. he always wanted to win book club. he wanted to be the one who actually read the book, who had the best answers and the questions for everything. so he's he's a winner all around. >> a new report claims a san francisco police officer recognized mangione during the manhunt, four days before his arrest at that mcdonald's in pennsylvania, the san francisco chronicle reports. an officer recognized mangione after his mother reported him missing in the area, and the officer alerted the fbi. mangione's lawyer says he intends to plead not guilty. his extradition hearing is scheduled for december 30th. andrew dymburt, abc news, new york. >> and of course, we will continue to follow the case and mangione's bay area ties. find

hurt. both are expected to survive. ralph said he called 911 and then went to check on both people who were in the car on the peninsula. a ghost bike now stands to mark the spot where a cyclist got killed by a car. that deadly crash nearly a month ago is starting conversations about safety on san carlos roads. the crash happened on holly street near the highway 101 overpass last month. abc seven news reporter lauren martinez was there when traffic safety advocates returned to that spot. pushing for change. find the money and make a difference. >> a fatal bike accident in san carlos is bringing safety advocates together and renewing their push to make this busy overpass safer. >> frankly, we're fed up that this overpass continues to be such a dangerous place. >> cycling instructor tim ryan is holding the photo of 31 year old andrea bueno. the stanford researcher was killed last month while riding her bike off holly street, near the 101 freeway

interchange. >> bicyclists and pedestrians continue to cross this overpass, riding right across on and off ramps to the freeway. it's just utterly dangerous. >> on thursday afternoon, ryan and other community members placed a ghost bike in honor of bueno. >> and it's to remind all of us, whether we're walking by this bike, whether we're bicycling, whether we're driving by. it's something really awful happened right here. a preventable death. >> street safety advocates say they've been pleading with city officials to make this overpass safer. >> this is the only means of crossing 101. unless you bike 20 minutes north and then 20 minutes back up to belmont. >> the city had plans to build a separate bicycle and pedestrian bridge, but that changed during the 101 express lane project. former san carlos mayor john duggan addressed what happened to the ped bridge during a city council meeting two weeks ago. >> we were close at one point. the project was delayed because of the 101 express lane project,

and by the time that project was concluded, we were left having to reline up the regional and state funding sources. so, just to be clear, this remains a top priority of san carlos. >> safety advocate mike swire says they're now back to square one. he and other advocates hope local officials at least find a short term solution. >> the really sad part of this is nobody listens to us unless somebody dies. it shouldn't be that way. when we say the streets aren't safe. unfortunately, we don't get a lot of positive feedback in san carlos. >> lauren martinez, abc seven news. >> the bird flu is having major impacts all over the state here in the bay area. the san francisco zoo was forced to close parts of its walk through bird areas. according to kqed, a dead wild hawk found in the zoo tested positive for bird flu. now, the animal caused the zoo to close many of its bird areas as a precaution in sacramento county. hazmat crews have taken over a poultry farm facing an

outbreak. crews say all the birds were humanely euthanized. state officials say this is the fourth incident of bird flu in sacramento county this year. and in los angeles county, officials are investigating two possible cases of bird flu in cats that drank raw milk and died. so far, no human cases have been reported from raw milk. the best way to ensure milk is safe is by making sure that you buy pasteurized milk to drink. >> okay, lots to get to with today. just a very few light showers. here's a look at live doppler seven where you can see the north bay looking at the shower activity. we'll see a few showers increase through about 7:00 this morning, and then decrease throughout the rest of the day. so that is good news for your friday. before we get the much stronger system. rain and soaking rain with wind tonight. this is our high wind. watch for the entire bay area and a warning right along the coast as we get into the later afternoon hours. winds here could gust

to 6070 miles an hour possible, and we'll see sustained winds at 25 to 30 miles an hour. coastal flood advisory through 1:00 on monday for those parking lots. lose those things that we get with the king. tides that will be enhanced with this storm system coming in a level two tonight and a flood watch for the north bay. this takes us through this afternoon until 4:00 on saturday. so hour by hour this morning, hour break through 10:00. and then by 5:00 you notice heavier rain to the north. this all fills in 1130 tonight. look what happens as we get into the early morning hours on saturday. those reds and the oranges accompanied with those wind gusts. so we are looking at a rough time of it. this is just through today. we're looking at a couple hundreds to 2/10 in the north bay. and then as we look at our wind. check it out. it gets breezy throughout the day today 5:00 it will continue to increase. look what happens as we get into the overnight hours. we're talking these

you. >> san francisco voters are getting what they asked for. the california coastal commission has unanimously granted permit approval to turn part of the great highway into a car free zone. voters narrowly approved prop k last month. it will permanently convert a two mile stretch from lincoln way to sloat boulevard into a pedestrian and bicycle only recreational area. it should become a full time park sometime early next year. >> the bay area could soon be home to the nation's first fleet of electric ferries. just yesterday, san francisco bay ferry agreed to buy three zero emission ferries from all american marine for $46 million. each ferry will fit 150 passengers, and the first ferry is expected to join the sf fleet by 2027. san francisco's china live, which is currently in chinatown, could move to a new location, according to the chronicle owner george. according to the chronicle, owner george chen has been locked in a legal fight with his landlord over rent payments for

years. the restaurant is currently located on broadway. it's right on the edge of chinatown. waxman reports chen is in negotiations for a new spot at the crocker galleria on post street, which is a few blocks from union square. crocker galleria is pretty much vacant at this point, and it's slated for renovation in the east bay. >> we're getting a look inside jack london square's new waterfront restaurant. dragon gate serves traditional taiwanese food in a new and bigger location on franklin street. the owners say they are pushing back against oakland's doom loop narrative. abc seven news reporter anser hassan explains they hope to be a model for others thinking about oakland as a place to do business. >> the cooks at dragon gate restaurant have been training for the past six months, learning how to cook traditional taiwanese dishes to bring the people who were actually working on the asian street or taiwan night market, or working on the street. >> i can get something really

>> uh- not so lucky. if you have plans tonight and tomorrow. because the rain and the wind really going to come in hard. in fact, this level two system. hopefully a lot of it happening while you're sleeping. as we look offshore, noticing that there is rain there. but we're looking at a little bit of it this morning it will lift to the north. here's a look at the north bay where you notice we have some light returns. so our forecast highlights the light. scattered showers, maybe a 10th to nothing at all out there for some of you. and then by this afternoon, we'll look for those morning showers to give way to mostly cloudy skies. and looking at the level two system. heavy rain tonight, gusty winds. and this is going to last right on through saturday midday. we're talking power outages, a high wind warning along the coast. throughout your friday. you can see most of the activity up to the north, maybe a half inch santa rosa, but the rest of us really not bad. a good day to prepare for what's to come as we combine late friday into saturday, looking at over an inch to

two inches from the south bay, the peninsula, you can see 2.5in novato, and perhaps a good two and three quarters for the san ramon valley. so the wind in combination with this soaking rain is really going to bring us some problems, potentially as we get into early tomorrow. looking at our winter storm warning for the sierra nevada now snow levels at about 6000ft. so we're looking at anywhere from about a couple of feet in the upper elevations at 7000ft to about 16in. kirkwood. this takes us through sunday morning. so we'll get that heavy cement and then hopefully picking up about a foot at the resorts. as for today, look for about 60 in oakland. cloudy skies, most of the rain in the north bay. level one system ending today, level two tomorrow. and then another shot of rain into monday. >> all right lisa, thank you. >> coming up, the seven things to know this morning preparing for a super bowl and world cup matches. >> how businesses in the south bay are adjusting to host two of these major sporting events. >> and tomorrow, the nba cup will be right here on abc seven. the houston rockets are taking

seven things to know this morning. number one, we have a level one system today. the showers are mainly in the north bay, but a few will slip south for light amounts today. breezy winds throughout the bulk of the day will have cloudy skies. >> number two, thousands of people have been allowed to return to their homes in the malibu area as fire crews make progress on the franklin fire. officials say the fire is now 30% contained and has burned just over 4000 acres. >> number three uc berkeley warning international students to come back to campus before inauguration day. there's concern they could be stranded if president elect donald trump issues a travel ban when he takes office. >> number four, millions of stanley cups are being recalled this morning due to a burn hazard caused by a faulty lid there. the switch back and trigger action stainless steel travel mugs. they were sold between june 2016 and this month. if you have one, you can contact stanley for a free replacement lid. >> number five heads up for drivers in san francisco. police

are going to ramp up traffic enforcement in the new year. officers will focus on speeding and reckless driving. the goal is to reduce traffic deaths after the deadliest year on the roads in a decade. >> and number six, following your friday the 13th traffic, we've got a smooth sailing. once you get past the metering lights at the bay bridge. really no rain out there this morning to hamper your commute. so that's the good news. we did have an earlier accident at the toll plaza that's been cleared. metering lights were turned on early and you can see the result. >> number seven, the prize for youtube tv is going up. it will now cost $83 a month. that's a 14% increase. san bruno based youtube says the increase is due to the rising cost of content. well, in the next two years, two of the biggest sporting events in the world are coming to the bay area. the super bowl and the fifa world cup. >> both are a huge deal for the city of santa clara. the question now at what cost? abc seven news south bay reporter

dustin dorsey explains how the events could impact the city in just 500 days. >> the 2026 fifa world cup will put the eyes of the sports world on the bay area. santa clara is one of the 16 cities representing north america in the fifa men's world cup. >> is the most watched sporting event in the world, so it will be a great time. and i know that there are benefits for not just santa clara, but the entire bay area region, especially financially, where the bay area. >> host committee projects up to $630 million in economic impact for our area. but to make money, you have to spend money. santa clara city manager john grogan shared a report at tuesday's city council meeting about what security and other expenses will actually cost the city. >> our cost, and we talked about that tuesday night, are projected to be 45 to 50 million. one of the things that has been key as a part of these negotiations is making sure that all of the city's costs are covered, and we're we're extremely confident and, frankly, happy with the deal that we were able to secure a

deal with the bay area host committee that would cover any and all costs the city may incur. >> the proposed agreement also allows for a ticket surcharge to make the city 2 million additional dollars. the host committee will also fund required stadium improvements, which could even entice new events to come in the future. and if the committee cannot cover any costs, the 40 niners agreed to foot the rest of the bill. a commitment from the bay area host committee to make the decision to host these major events worth it. >> it's not just about the event itself, it's what comes after and how much we can kind of pay it forward. >> the committee hopes to use the world cup as a way to give back through these financial deals and what they call legacy events outside of the games, their way to build a better bay area through sport. >> for us, we need to make sure that the bay area shines. it sings that the cities all across the nine counties in the bay area feel like this can bring so much value to them. >> the financial agreement with the city and the bay area host committee will be voted on by the council in january. in santa

for it. >> that's why we're saying ready or not. it is friday, december 13th. >> let's get a check on the weather. they're going to have to wear a rain jacket over that santa outfit. >> holy moly. is that saturday? >> yeah. >> wow. yeah. well, maybe it will happen after the heaviest effects of the weather. this rain is going to increase as we get through the early morning hours. it's just light rain. it will be with us through about 7 to 8:00. and it will continue to lift to the north. so this level one system, priming the already moist atmosphere for what's to come. a level two tonight into tomorrow. so the light rain showers throughout the morning hours, breezy conditions, rough surf, temperatures are all in the 50s except in the far north bay upper 40s. so for that early morning rain, we're looking at light amounts, slick roadways and then getting into cloudy skies in the city. upper 50s that should be the same around oakland, and then perhaps a few degrees warmer in the south bay. then we're going to get into soaking rain and wind that could really cause some

problems. we have a high wind warning and we have a flood watch. it's going to take us through sunday. we'll detail all that in a few minutes. good morning sue. >> good morning lisa. and it is friday. check it out. hopefully friday light. well we already know at the bay bridge it's not. at least not right now. we've got traffic flowing at a pretty good clip on the east shore freeway. those headlights headed in the westbound direction past berkeley and emeryville and on into the macarthur maze. and if your travels take you to the bay bridge this morning, we did have the metering lights on early. we had an accident at the metering lights that's been cleared out of lanes, but the damage here is done. definitely no friday light. once you're on the span though, you are moving freely all the way into san francisco. as you can see, we do have some slowing coming off the span. they had some road work out there. this is southbound 101 at cesar chavez that was supposed to be picked up, and it looks like there is some minor slowing. we'll check back on that. and clear sailing through

the santa cruz mountains at this hour. >> and speaking of driving, if you're making a trip to the lake tahoe area this weekend, make sure you're prepared. snowy conditions have been causing issues on the road, and a winter storm warning is going into effect this afternoon. people are being encouraged to avoid traveling as this next storm moves through. now, yesterday people got stuck when a big rig crash shut down interstate 80 in snowy conditions. >> i was on my way back to san francisco for my office holiday party. cannot believe that we are. >> we're stuck here and there are several other crashes, like a truck that slid off the road and down an overpass. there were multiple spinouts this morning. chains have been required on both interstate 80 and highway 50 heading into the tahoe area. back here in the bay area, there is a high surf advisory through 4 a.m. tomorrow morning for all the bay area beaches along the pacific coast. the only place not on the list is santa cruz. waves have the potential to reach 22ft and the currents could be dangerous. >> this morning there are more

questions about mysterious drone sightings across the northeast. a growing number of lawmakers are now expressing concern. here's abc news reporter nicole d'antonio. >> reporter. this morning, additional reported drone sightings in orange county, new york. the county executive saying there is no known threat to public safety at this time, and they're continuing to monitor closely. that is not an airplane. it comes as dozens of additional drone sightings across the northeast caused confusion and concern. the white house, fbi and homeland security, using sophisticated electronic detection technologies to monitor the skies and continue to downplay any potential threat. >> we have no evidence at this time that the reported drone sightings pose a national security or a public safety threat, or have a foreign nexus, but local politicians aren't convinced. >> come on out, mr. kirby, and let's let's go on out. one night about 930, 10:00, i'll go out behind my town hall and you can count them with me all night.

founder jeff bezos is also planning to visit trump within the next few days. trump is also getting support from meta founder mark zuckerberg, who also donated $1 million to the inauguration fund. it's a shift of sorts for silicon valley. here's abc news reporter monica madden. >> salesforce ceo marc benioff applauded the time person of the year selection, writing on x, quote, we look forward to working together to advance american success and prosperity for everyone. benioff was once a trump critic and in 2016 supported hillary clinton. >> okay, we see which way the wind is blowing. now we're going to suck up to the new regime. >> and tech giant mark zuckerberg, usually a supporter of liberal causes, is also shifting toward embracing trump in a way deeper than policy. >> there's libertarian ethos in silicon valley. it's been a really, really big part of the culture for decades. >> steve hilton is a silicon valley entrepreneur and trump supporter. >> for the longest time, it's just been assumed that everyone in silicon valley is a democrat. and so i think that was the

federal bureaucracy. i'd love to see that happen in california, too. >> in san francisco, monica madden, abc seven news. >> uc berkeley sending a message to international students they should get to campus before inauguration day, with the real possibility of a travel ban after donald trump takes office. cal is warning students to get prepared. stanford also telling students to take that into consideration. in trump's last administration, the muslim majority countries travel ban stranded thousands of students who were abroad at the time. trump has mentioned wanting to reimpose those restrictions, and the president elect says he has met with the union that represents dock workers around the country to talk about automation. they went on strike in october and that was one of the issues. the strike didn't impact the port of oakland, but it could in the future. they did agree to wage increases, but nothing was hammered out on the automation of ports. in a social media post today, the president elect pointed the finger at foreign companies and said they should be hiring the dock

workers instead of laying them off. >> advocates for criminal justice reform are praising the biggest single day act of clemency in modern u.s. history. this was breaking yesterday on abc seven mornings, president joe biden commuted the sentences of nearly 1500 americans who were released from prison and put on home confinement during the pandemic. that includes some people who were once imprisoned at the now shuttered women's prison in dublin. he also pardoned more than three dozen people, including one man from california. we spoke with a stanford law professor who says biden's pardoning of his son, hunter, opened the floodgates. >> there's so much political pushback that i think it meant that he really needed to exercise the pardon power in a way that didn't seem as self-serving. >> the white house says biden will continue to review pardons and commutations in his final days of office. >> and now it's time for our abc seven mornings advance. here we preview what's happening in the

you. volunteers are up early this morning. we're live in the north bay, checking in n local elves gathering toys ahead of the holidays. but first, a check on the weather with lisa. >> okay. it is kind of seasonal. we're getting some rain and you can see it offshore there. level one system this morning, then tapering off to cloudy skies as we get in closer. most of you are dry and we are in the 50s, but right on through about 7 to 8:00 we'll see the light shower activity, maybe a 10th of an inch. and that's it for today. higher amounts will be up in santa rosa, sonoma county. but then as we get into tonight, the winds pick up. the rain picks up a high surf advisory through 7 p.m. tomorrow with breakers up to 22ft. we're looking at our coastal flood advisory to continue right on through monday. this is for the king tides. we're looking at a high wind watch and a high wind warning along the coast. the watch goes until tonight. the warning through tomorrow as we could see wind gusts over 60 miles an hour here along the

peninsula. that's in combination with some very heavy rains. we have a flood watch, which has been extended until sunday for marin, sonoma and napa. so we're looking at the rivers to crest on sunday and also looking at some minor flooding. so this is what it looks like through saturday, anywhere from two and a third inches san mateo. about the same for the san ramon area. so we're looking at some pretty good rain for the east bay, south bay over an inch and up in the north bay. some minor flooding, but remember, this is going to come in with a lot of wind and that is what we're concerned about as well. the combination of the two. 60 today with cloudy skies. for most of us, the rain stays north throughout the afternoon hours. the accuweather seven day forecast. level one system. scattered showers early this morning, then lifting to the north. level two tonight into tomorrow and then looking at another shot of rain into monday. this should be ♪ mac and cheese, so delicious. ♪ ♪ sweet potato souffle. ♪ ♪ ham and turkey, hooray. ♪

a new audit is blasting the overtime practices of the san francisco police department. the report, by the city's budget and legislative analyst, found sfpd spent over $108 million on overtime just in the 20 2223 financial year. it also says around 200 officers, or about 12% of sworn staffers, accounted for about a third of the total overtime budget. outgoing san francisco supervisor dean preston, who commissioned the audit, says he believes the city has let sfpd spend too much money for too long. >> you know, i've got constituents who are facing service cuts, but folks who rely on the city for food aid, for other forms of relief. everyone's being told it's a deficit and we need to cut. meanwhile, you have this audit shows that the police department is just on a spending spree. >> the department responded in a statement, reading in part, the

of a break before we get slammed again with soaking rain and wind. 54 in oakland, 51 in fremont. this is the timing of today. so we have that little area that's going to lift to the north. 11:00 we have our break notice by about 530. some showers in the north bay. then stopping this late tonight as we get the first part of this very heavy rain at midnight. then going into early morning. probably not sleeping through this. look at this. 5:00 in the morning, the winds are kicking up the pounding rain, and this is going to take us through the early part of saturday. and then behind it we have still quite gusty winds and then we dry out quickly. so following the winds for a breezy day today 5:00 look at the ramping up to 30 to 40 miles an hour and then 50 miles an hour with that first wave of energy and the rainfall totals increasing from anywhere from a 10th to a half inch today in the north bay to over two inches in the east bay. so probably not seeing anything today at all in the east bay and south bay. but through

assault accusation. according to new lawsuits filed yesterday, three men claim combs assaulted them at two manhattan hotels and at combs residence in 2019 and 2022. combs attorney said the lawsuits are lies. combs is now facing more than 30 claims of sexual assault. he is currently in federal custody facing charges for racketeering, sex trafficking and engaging in prostitution. he has denied any wrongdoing. now, there could be a big shakeup in the reality tv industry. the national labor relations board says. netflix misclassified former cast members of love is blind as participants rather than employees, so they wouldn't be covered by federal labor law. the decision could pave the way for reality tv contestants to
