the light shower activity from santa rosa down through san rafael, also along the coast there. and then we'll break out into just cloudy conditions. a bit of a break. the north bay, maybe not seeing much of a break as we transition into heavier rain tonight. so breezy winds, light showers, rough surf level one this morning. temperatures are from the upper 40s to the low 50s. we had a really good round of rain the other day. so as we add to this today, we're hoping for a bit of a break. you can see this model wants to lift the rain to the north because we have a doozy coming in later on tonight into tomorrow with soaking rain, several inches with very gusty winds. a high wind watch. a high wind warning and a flood watch for the north bay. so this is friday. it doesn't look too bad, but we will be tracking the heaviest rain. the gusty winds. when we see you in just a few minutes. sue. thank you. lisa. >> we are headed out to the well to san rafael. first, let's take a look at 101 past the northgate

mall, making your way towards central san rafael. it's moving at a really good clip. in fact, all the way to the golden gate bridge. you are in the clear. it's about a 20 minute ride across the span into san francisco. not friday light here. more like friday the 13th at the bay bridge. metering lights were on early because we had an accident near the metering lights that's been cleared out of lanes. and then once you get on the span, we're looking at slow traffic again this morning because we have this road work that i thought was picked up. chp went out and confirmed that it was not yet picked up. it might be now, but it was this southbound 101 roadwork at cesar chavez uh. it's still pretty backed up along the span. that is the residual effect. an accident on 280 in woodside. that's also slowing you guys. >> thank you. sue. firefighters are starting to get a handle on that wildfire in malibu after strong winds helped spread that fire earlier this week. the franklin fire has burned over 4000 acres. crews have made

progress. the fire is now 30% contained. it started monday night in malibu, burning close to pepperdine university. officials say preparation for the santa ana winds helped minimize the damage of the fire. 11 county fire reports six homes have been damaged and nine buildings destroyed, with the new progress in containing the fire. officials announced some residents are now being allowed back home. >> i am boots on the ground and i assure this community we are working diligently. we are working so quickly on this. i mean, the reality is we weren't going to open until later and we pushed this and worked with our utility crews, worked with our fire department. >> there are still nearly 2000 firefighters battling the franklin fire. >> a sad update to a story we've been following. one of the kids injured in a shooting at a butte county school last week may never walk again. the family of five year old elias wolford shared the update on his health and said he has not moved his legs. they say an mri showed a

bullet had damaged his spinal cord. another boy, who is six years old, is also recovering from his injuries. investigators say the gunman used a ruse to get onto the campus before opening fire during recess. the man then took his own life. >> this morning, there are new details about how san francisco police officer took action in the days leading up to the arrest of luigi mangione, the man accused of killing the ceo of unitedhealthcare. the chronicle reports four days before the arrest, the officer recognized mangione in the surveillance photos that were being widely circulated and contacted the fbi. the officer was familiar with mangione's face because he had been reported missing to san francisco police by his mother last month. it's unclear if the fbi responded to the san francisco police officer. meantime, we're continuing to hear from people who knew mangione, including a woman who says she spent time with him while he lived in hawaii. >> i would say he's a winner in everything, even in volleyball. he wanted to be the best. he

always wanted to win book club. he wanted to be the one who actually read the book, who had the best answers and the questions for everything. so he's he's a winner all around. >> mangione is still fighting extradition to new york from a jail in pennsylvania, where he was arrested. abc news reports prosecutors in new york are now presenting evidence to a grand jury as they work to secure an indictment. >> we will continue to follow the case, of course, and mangione's bay area ties. find the latest on abc seven news.com and our abc seven bay area app. >> within seconds, my life would have. i most likely wouldn't be here right now. i mean, the impact would have would have, would have, would have probably killed me. >> it doesn't get closer than this. on wednesday, ralph messiah was going for a morning walk when that car you see came racing toward him. he had probably a fraction of a second to move out of the way.

>> i'm walking. i'm walking up. i see it out of the corner of my eye. i see it coming and i just. and it happened and you know, and that's the reaction is from being at the gym and doing the crossovers. >> shout out to the gym. yeah. wow. >> what? >> and you can see the aftermath of the crash. police say the driver suffered a major medical emergency. seconds before a passenger was also hurt. both are expected to survive. now back to ralph for a second. he said he called 911 and he went to check on both people who were in the car. he is he is blessed, that is for sure. >> a fatal bike crash on the peninsula is bringing safety advocates together to renew their push to make a busy overpass safer. the crash happened last month on holly street, near the 101 overpass in san carlos. that's where community members placed what they call a ghost bike, in honor of 31 year old andrea vela. bueno yesterday afternoon. she's a stanford researcher who was

killed in that crash. the city had plans to make that area safer by building a bicycle and pedestrian bridge. but the one on one express lane project delayed the plan. >> bicyclists and pedestrians continue to cross this overpass, riding right across on and off ramps to the freeway. it's just utterly dangerous. >> safety advocates say they hope the city can come up with a short term solution to help prevent future tragedies. >> there's some major pushback to a judge's decision to allow the release of a man suspected in the death of a community service officer in san jose. officer long pham was killed in august when suspected drunk driver juan herrera palacios crashed into him while he was performing traffic control duties. a recent court decision allows the suspect to post bail. san jose police chief paul joseph and mayor matt mehan are blasting the decision, citing the suspect's previous conviction on alcohol related reckless driving. >> you know, you're repeatedly

making bad decisions and have had a warning and have failed to change your ways, and then deciding to engage in that risky behavior again has led to the death of an innocent person. i just have a i have a hard time with this decision. >> the santa clara county sheriff's office says the suspect is still in custody and has not posted bail. >> good friday morning to you. we've got light rain out there. it's raining on the peninsula up in the north bay, a level one system. and this is our lull before we really get into the heavy stuff. a level two tonight. gusty winds, a wind warning right here on the peninsula where we could see winds gusting over 60 miles an hour. so we're talking about the possibility of downed trees and power lines overnight tonight into early saturday. right now this is just the light stuff. in fact, it's going to lift up to the north and we'll have a drier afternoon as we time this out for you. you can see the rain here. then by the late morning hours and the afternoon, we've

got cloudy skies. the rain sinks south again. by late this evening the wind kicks up. then we've got a band of very heavy rain. this is midnight. as we get into 5:00 tomorrow. check it out. this is going to be pounding rain, gusty winds and then the winds continue throughout the afternoon. then we get a big dry slot and it's over. we could even see a chance of a thunderstorm early tomorrow. breezy winds turning gusty tonight, a high wind watch and a high wind warning. and then as we get into this tomorrow, good idea to stay off the roads. it's going to be crazy here. early morning and then this all will shut down. but look at these winds. 11:00, still over 40 miles an hour. the peninsula, the santa cruz mountains and rainfall amounts today and tomorrow, anywhere from 1 to 2in. today, maybe a half inch in the north bay, a 10th elsewhere. and this takes us through friday night into saturday. so we're looking at the possibility of flooding in the north bay again. and then there is our winter storm warning, which could bring a half a foot to a foot of snow,

is launching a public education campaign opposing the city's budget proposal that includes closing fire stations. oakland faces a $129 million budget deficit, with planned layoffs and service cuts to balance the budget. under the proposal, the oakland fire department may have to close several fire stations. the union says the closures would increase emergency response times as well as threaten public safety. we're waiting to get a response from the city on the firefighter union firefighters union's campaign launch. the san francisco police are planning to ramp up traffic enforcement in the new year. it comes after the department says the city is on pace to see its deadliest year on the roads in the last decade. >> internally within the department, we have to start prioritizing this in a different way and hopefully we will get to

that point in this coming year and the years beyond. >> the police commander telling the board of supervisors sfpd rolled back traffic enforcement during the pandemic. now, because of so many deadly crashes, especially involving pedestrians, officers are going to be on the roads in full force next year. the department plans to implement what it's calling wave operations. these are targeted enforcement locations two days a week for two hours a day every three weeks. sfpd says the intervals help decrease speeding and reckless driving. a group of administrators facing charges for shutting down the golden gate bridge tried to get their cases dismissed. they chanted as they headed into the courtroom at san francisco's hall of justice yesterday. the judge denied the group's motion. a total of 26 people were arraigned and all pleaded not guilty. they were charged after this pro-palestinian demonstration in april. some commuters were trapped on the bridge for three hours. earlier this month, a judge dismissed most of the charges against the

group. >> we're getting a look inside jack london square's new waterfront restaurant, dragon gate. it serves traditional taiwanese food. it opened a new and bigger location on franklin street. the owners hope to inspire others who want to start their business in oakland. co-owner and head chef johnny chang grew up on the streets in taiwan. he knows how to cook up authentic street food using ingredients like shark, rabbit and octopus to bring the people. >> it was actually working on the asian street or taiwan night market or working on the street. i can get something really special and tasty. >> sifu vong opened dragon gate a few blocks away. it did close during the pandemic, and they waited three years to take over this new space. >> this morning, kids woke up extra early to help give back to their community. >> the annual salvation army angel tree toy shopping spree started just a bit ago, and the event invites kids to shop for other kids in need. live in san

rafael this morning, abc seven news reporter gloria rodriguez. gloria, tell us what's going on. >> there we go. good morning. well, the kids are out here shopping at the target in san rafael. they've been shopping here since about 545 this morning. and check this out. these are all the gifts that they've already purchased for kids in need. you can see everything from dolls to stuffed animals. just all types of stuff. it's really a cool program. and this is called the elf collective. and so they've raised about $80,000 so they can shop for children in need. and those toys are going to be distributed by the salvation army next week at their toy distribution. and so you can see targets rolled out the red carpets here for the kids. they've got cookies for them, hot chocolate, even these little trophies that you see over here where all of the volunteers are going to be getting a trophy at the end of today for all their hard work, helping raise money and shopping for the kids. so throughout the morning, it's been really fun to just kind of see the kids out here shopping.

we've got two kids that we talked to, so we have landry and bodie. we met them a little bit ago and they've been shopping all morning long. so guys, this is really cool what you're doing. tell us what you've gotten so far. >> we've gotten cameras. we've gotten a lot of jewelry sets, nail polish kits, lots of toys, board games, all the fun stuff. really. >> and this is your second car? >> this is our fourth cart. maybe we got fourth cart. >> so what do you got here? >> this is just cars. we've just started this cart, so we'll get more later, but we usually fill it up to, like, here and then drop it off, which is really fun. >> and i think what's so cool too is that again, it's the kids that are shopping for other kids because who knows better than kids what other children need and want. so, bodie, what do kids want this year? >> you think a bunch of kids are wanting the polaroid cameras? they really like the scooters. they've been wanting all the plushies like iron man, superman, spider-man, all that kind of stuff. and then they've really been liking jewelry kits and all that kind of stuff. >> and why is it so special for you all to participate in this

of hundreds. this is your friday. as we get into our high surf advisory. this takes us through tomorrow night, 10 to 22ft breakers. and then our coastal flood advisory for the king tides. it continues right on through the weekend into tomorrow. our high wind watch transitioning into a high wind warning right along the coast here. winds gusting to 50 and over 60 miles an hour through early tomorrow, then early tomorrow afternoon. still in the 42 mile an hour range, we have our flood watch. marin sonoma, napa extended through sunday, could see 4 to 6in of rain in the russian river area, so we're concerned about that. the heaviest amounts to the north today. we see things taper off east bay and south bay, and the accuweather seven day forecast featuring that level one system today. level two tonight, gusty winds, soaking rain through midday tomorrow a break on sunday. another level one system on monday a break and then slightly warmer. we'll need that break the middle of next week. >> all right. thanks, lisa. now we're going to bring in ginger

more on that in a second. it's looking good though, on your commute from marin county over the waldo grade and across the golden gate bridge, the volume is increasing just a little bit, but no fog and just light rain to contend with. there you go. the 880 freeway past the oakland coliseum. everybody moving at a good clip. i love to show speeds at the limit where we have a friday the 13th unlucky commuters across the bay bridge. we had this road work southbound 101 again this morning, picked up at 6:00. and that's the domino effect back all the way on to the span and through the metering lights. here's a look at your drive times up and over the altamont still in the yellow this morning. it's we'll call it medium. and your drive over the golden gate bridge into the city. less than 20 minutes from san rafael, just starting to bunch up a bit into concord west on four reggie aqui. >> thanks. if you're making a trip to the lake tahoe area this weekend, make sure that you know what you're getting into. snowy conditions have been causing issues on the roads, and a winter storm

warning is going to effect this afternoon. people are being encouraged to avoid traveling as that next storm movesorm moves . now, yesterday some people got stuck when a big rig crash shut down interstate 80 in snowy conditions. >> i was on my way back to san francisco for my office holiday party. cannot believe that we are. we're stuck here. >> there were several other crashes as well. like a truck that slid off the road and down an overpass and multiple spinouts this morning, chains are required on both interstate 80 and highway 50 heading into the tahoe area and closer here in the bay area. there's a high surf advisory through 4 a.m. tomorrow. this is for all the bay area beaches along the pacific coast. the only exception is santa cruz. waves have the potential to reach 22ft and the currents could be dangerous. you can keep up with the weather conditions on our abc7 bay area app. it gives you access to the same live doppler seven our weather team uses. if you turn on push alerts, we'll send notifications with important updates.

>> a new audit is blasting the overtime practices of the san francisco police department. the report by the city's budget and legislative analyst found sfpd spent more than $108 million on overtime in the 20 2223 financial year. it also says around 200 officers, or about 12% of sworn staffers, accounted for about a third of the total overtime budget. outgoing san francisco supervisor dean preston commissioned the audit. he believes the city has let sfpd spend too much money for too long. >> you know, i've got constituents who are facing service cuts, but folks who rely on the city for food aid, for other forms of relief. everyone's being told it's a deficit and we need to cut. meanwhile, you have this audit shows that the police department is just on a spending spree. >> the department responded in a statement, writing in part, the sfpd has been using overtime to backfill our patrol and investigation units to ensure

san francisco remains one of the safest cities in the country. as we continue to rebuild our ranks. overtime hours will decrease. >> the incoming administration is beginning to take shape in san francisco's city hall. mayor elect daniel lurie has announced three more appointment appointments to his leadership team, so lori chooses stacy slaughter to serve as his chief of staff. slaughter worked for the giants for nearly three decades as as executive vice president and senior advisor to the ceo. most recently, she served as an advisor to the global investment firm sixth street partners and is a board member of bay fc, the bay area's new national women's soccer league franchise. lori also added matthew godot as deputy chief of staff and han xu as director of public affairs. >> san francisco's transit chief is stepping down from his role after five years in city hall. jeffrey tumlin is expected to announce his official departure at the next sfmta meeting.

tumlin was appointed to the seat in 2019. since then, public transit delays had fallen significantly and sfmta related crashes also declined. tumlin has recently been the subject of a petition demanding his resignation. many say that his leadership has ignored many of the public's concerns, as sfmta will soon start the process of finding a new director. julie curtis bomb, who currently oversees muni, will be the interim director. >> two suspects have been charged with a union square smash and grab that happened two months ago. in october, police say a car rammed into the dior store and at least ten people ran in and ransacked it. police say they were in and out in less than a minute, stealing more than 60 bags worth over a quarter of $1 million. they did another quarter of $1 million in damage to the store. the suspects are being held without bail. they are due back in court christmas eve. they both pleaded not guilty to charges including burglary, grand theft, vandalism

and organized retail theft. >> the city of san jose and san jose state are entering into a partnership with the tech giant to expand the use of ai in government. a new team up with nvidia is focusing on a new workforce initiative. the goal is to use ai technology across a range of city services to boost government efficiency and productivity. nvidia is also partnering with csu to better prepare students to use ai in future careers. >> amazon giving donald trump a financial boost as he gets ready to retake the white house. the online retail giant reportedly donating $1 million for the president elect's upcoming inauguration. company founder jeff bezos is also planning to visit trump within the next few days. >> and ahead of the inauguration, president elect donald trump is seeing a wave of support out of silicon valley. time magazine is owned by marc benioff, the founder of san francisco based salesforce. time recently named trump as the person of the year. trump has

also gotten support from mark zuckerberg with a $1 billion donation to his inauguration fund. all this support is spotlighting a change in the tech community. >> for the longest time, it's just been assumed that everyone in silicon valley is a democrat. and so i think that was the reason that he probably went along with some of those things. but deep down, that libertarian drive and ethos, i think is really, really central to mark zuckerberg and a lot of these tech founders. >> though trump has vowed to repeal president joe biden's ai executive order. the order aimed to create safeguards and protect people's rights without hurting innovation. >> president elect trump says that he has met with the union that represents dock workers around the country to talk about automation. they went on strike in october and that was one of the issues. the strike didn't impact the port of oakland, but who knows what will happen in the future. they did agree to wage increases, but nothing was hammered out on the automation issue. in a social media post

today, the president elect pointed the finger at foreign companies and said they should be hiring the dock workers instead of laying them off. >> advocates for criminal justice reform are praising the biggest single day act of clemency in modern u.s. history. this was breaking yesterday on abc seven mornings, president joe biden commuted the sentences of nearly 1500 americans who were released from prison and put on home confinement during the pandemic. that includes some people who were once imprisoned at the now shuttered women's prison in dublin. he also pardoned more than three dozen people, including one man from california. we spoke with a stanford law professor who says biden's pardoning of his son, hunter, opened the floodgates. >> there's so much political pushback that i think it meant that he really needed to exercise the pardon power in a way that didn't seem as self-serving. >> the white house says biden will continue to review pardons and commutations in his final days in office.

hours it continues to increase. we get a break throughout the bulk of the day, and then we'll be looking at our very strong storm system tonight into tomorrow. so right on through tonight, anywhere from almost three quarters of an inch in santa rosa to upwards of over an inch, maybe two inches ukiah, but you can see just a couple hundredths. the rest of us. so here's a look at our high surf advisory. up to 22 foot breakers through tomorrow. our coastal flood advisory with the king tides right on through monday, so flooding is likely there. a high wind watch goes into a warning as we look at the purples right along the coast. overnight into tomorrow, winds gusting to over 60 miles an hour. half moon bay and then our flood watch here right on through sunday. so flooding likely in the north bay. the russian river could easily see 4 to 6in of rain. and then here's a look at our heavy rain. midnight. and then into early on saturday. so soaking rain with heavy wind gusts and we could

december 14th, 2012. a gunman killed six adults and 20 students at the school in newtown, connecticut. earlier this week, survivors and other gun violence victims traveled to capitol hill in hopes of pushing congress to pass new gun safety laws. since the tragedies, many schools in connecticut spent millions on better security. >> that's your morning money report. youtube tv. the latest streaming service to raise its prices. starting next month, youtube tv is going to cost 83 bucks a month. when it launched in 2017. a subscription was $35 a month. it jumped to 50 by 2019, then to 73 last year. in july, peacock increased its premium subscription by 20 bucks, and in october, disney, abc7's parent company, raised prices for disney plus, hulu and espn plus. analysts say the next big price hike we should expect the just about the only one i haven't named so far. can you guess it? netflix. they haven't

partner of mine. same situation. and, you know, she was working all the time, and we understand how many single moms out there are struggling or just parents. dads too. right. and having some type of way to give back. and what i really love and what it's evolved into is kids learning about giving back at a really young age. like we have emma right over there, and she's just learning all about how to give back. and we love giving that message out there. >> how did you raise all that money, $80,000 for all these toys? >> a lot of friends owe us favors. no uh. we have a lot of really kind, generous people. and that's the biggest thing, is we couldn't do it without our friends that are out there that really believe in this cause, believe in what target does for us, what believe in what the salvation army does. and it's just great when people come together and want to do something good for the community. and i think the bay area is feeling that whole new optimism that's out there. and

santa rosa. we have our high surf advisory takes us through tomorrow. these waves will increase our coastal flood watch, which is because of the king tides. that continues to monday. so you can count on that flooding. but this is what we're worried about. the wind watch headed into a high wind warning along the coast in the purples, the valleys of the east bay, the coastal north bay, the san mateo coast where winds could be in excess of 60 miles an hour. with the heavy rain, we already have a flood watch that has been extended into sunday, where we're looking at the russian river, coming perhaps close to its banks or out of its banks on sunday, and then an additional three inches or so in the north bay. the good news is this is a quick mover, so we get a shot of 1 to 2in of rain, and it moves on through. the bulk of your saturday afternoon is dry, although it's going to be very breezy. we'll see the wind gusts the strongest in the first part of the day. this is later on today and then overnight through
