>> tonight we're on storm watch with rain already arriving in some parts of the bay area. plus, we're tracking the flood, wind and high surf watches, warnings and advisories as well. good evening. thank you for joining us. i'm dan ashley. >> and i'm julian glover, bracing for flooding even downed trees. get ready. that level two storm is on the way. >> yeah. we have abc seven news team coverage for you tonight with abc seven news reporter cornell bernard in the north bay, where people are getting ready for the storm while still dealing with the aftermath of the last one. >> we want to get you prepared, though, with abc7 news meteorologist sandhya patel. she's here with what we can expect in the hours to come. hey, sandhya. >> hi, there. yeah, julian and dan, this is going to be a stronger storm than what we have experienced all week long. let's get right to live. doppler seven before the storm arrives. we've been seeing some rain moving in to parts of the bay area. most of it has been around the north bay. getting you into street level radar. highway 101, windsor, old redwood highway, santa rosa. getting that rain. as we widen the picture here, this level two storm will be

slamming into the bay area late tonight into early tomorrow morning. and here's a look at the timeline of it all. so tonight you just get that light to moderate rain ahead of the storm. and then here comes the downpours around midnight, 1230 tomorrow morning, around 530. even the potential for thunderstorms. we do have a flood watch for most of the north bay. flood warnings for the russian river at hopland and the navarro river at navarro. this is going through sunday afternoon. we will see 2 to 3in of rain, up to five inches in the hills, which will lead to flooding on streams, creeks and roadways. strong winds, expected warnings for the hills and the coast. we have advisories in beige for the rest of the bay area. those wind gusts 50 to 60 plus miles an hour. watch out for downed trees and power lines. right now those gusts are picking up la honda right now 33 miles an hour. a live view from mount tam. you can see the rain coming down, wind blowing the trees around. the winds are going to increase, closing in on 60 miles an hour tomorrow morning even higher. so it's a

level one now, a level two tomorrow. back with all those details for your weekend. coming right up dan. >> all right. thank you very much sandy. >> and we continue our team coverage in the north bay now where homeowners and first responders are bracing for the strong winds and heavy rains. all of this as they're still cleaning up from the last big storm that caused a lot of flooding there. let's get to abc seven news reporter cornell bernard. he's live for us in petaluma. hey, cornell. >> yeah, julian. it is beginning to look a lot like rain here. and that storm moving in off the coast into sonoma county. people are ready. like you said, they're still cleaning up from the last storm. and first responders. well, they have a warning for drivers and for boaters. all these panels who uplifted. the floor was shaved. leah pospelova shows us all the cleaning and disinfecting that's been done at the surrey resort in guerneville. a pre-thanksgiving storm flooded the place with several feet of water. now a new storm is approaching. >> we are ready now. we did all

the prep just in case. >> many items are in storage or have been moved outside with all eyes on the russian river. >> so we hope that there will be no flood, no no flooding inside. >> and if there is, you guys are ready. >> we are ready. okay, that's not going to be a surprise like last time. >> and this road here, you see it gets all flooded. and that's what we are focusing on. >> angela roman lives on old river road. her family is ready for the storm with a new tank of propane for cooking in case the power goes out. >> everything is saturated, so i'm concerned with the trees falling because we did have a tree fall on our house and the river getting high. you know, that's what we're concerned about. >> so we're expecting significant rainfall across the region. >> sonoma county fire division chief cindy foreman says flooding is possible from local creeks. the same flooding parts of the county saw with the november storm, which left cars and parking lots submerged. >> and our rain really doesn't

have anywhere to go. it's not soaking into the ground. the ground is saturated, so we're going to see a lot more runoff in this storm, likely see some sloughing and or landslides, because there's just so much water that's going to come off the hills. >> strong winds could topple trees. and on the coast, rough seas. last month, eight people died in three separate boating accidents in bodega bay. >> we've had a series of tragedies out at the coast this year already, so if people are going to head out to the coast, we just ask you please pay attention to all the warnings. if you don't have to go out on the ocean, this is probably a good time not to go out on the ocean. >> yeah, and it's possible roads which have flooded before will flood again last month. tragically, a driver lost their life trying to drive through a flooded road in guerneville. first responders urge everyone to obey road closed signs and drive safely. live in petaluma tonight. cornell, bernard abc seven news. >> roads are slick. cornell. thanks very much. westbound highway 24 is back open through oakland after being shut down when a honda sedan slammed into

the back of a fire truck near the caldecott tunnel. this was about 1245 today. authorities say the car was traveling at 70 miles an hour when it hit the truck from the moraga orinda department that responded to an earlier accident. two people inside the sedan were taken to the hospital, one with major injuries. three firefighters in the engine were not hurt. all westbound lanes were closed for at least ten minutes, backing up traffic, as you can imagine for several miles, and you'll want to be careful if you're heading up to the sierra this evening. >> got video right here from about an hour ago from the caltrans camera on interstate 80 at castle peak, just west of truckee, where chains are now required. this evening. same goes over on highway 50, over at echo summit. traffic is relatively light as you see right here, but moving slowly. some fresh powder on the ground there too. you can follow along as the forecast evolves with the abc seven bay area app. it gives you access to the same live doppler seven our weather team uses will also send out push alerts with important updates.

>> new details nypd confirms that san francisco did, in fact pass along a tip suggesting luigi mangione as the possible shooter prior to his arrest. nypd confirms it got the tip, but was not passed along by the fbi in a way that was clear it came from other law enforcement for some reason, so the information was not prioritized accordingly. they did not follow up on it at the time, the chronicle reports. four days before the arrest, an officer recognized mangione from the surveillance photos because he had reportedly been reported missing to san francisco police by his mother last month. nypd previously claimed none of the hundreds of tips received included mangione's identity. also, we're learning that dear diary style writing seized at the time of his arrest revealed months of growing isolation from friends and family. they showed a gradual build toward the alleged plan to kill the ceo at their so-called annual parasitic bean counter convention. in

mangione's words, tonight we're getting a new look into what led up to a bart police officer shooting a woman. >> last month, police were responding to reports of a driver doing donuts in the union city station parking lot. newly released footage here shows an officer questioning that driver. the officer said the dispatcher noticed her plates registration was expired. what followed was an eight minute exchange with the woman saying she made an appointment at the dmv. the woman said the police lights were making her nervous. as this exchange escalated, the officer told her to give him her car keys. >> no, ma'am. >> my keys. that's illegal. no it's not. stop, stop. >> stop. >> i just got here. no no no no! stop! get off the vehicle! no no no! ma'am. i'm going to. ma'am. >> that was the struggle. then the shots. and as she drives away, officer poletti fired three shots at the woman. she was shot in the upper torso. and we do want to tell you she

survived. bart says papetti is on administrative leave. the case has been referred to the alameda county district attorney. >> a devastating overnight fire has left people without a home and a community without a post office. it happened in brookdale, an area in the santa cruz mountains. abc seven news reporter zach fuentes has more on the residents conditions and the impact to that area. >> a living nightmare for some residents in the santa cruz mountains. when a fire broke out in their apartments overnight. the boulder creek volunteer fire department said it happened just after midnight friday. situated in the mountain community of brookdale. the apartment sit above and near the local post office. >> all my ceilings caved in. i have water everywhere. so yeah, we were out of a house to live right now. >> john bull said he lives downstairs and was woken up by the commotion. >> didn't know exactly what was going on until the next door neighbor, tim, came up and knocked on her door and let us know that the apartment was up. the upstairs was on fire. >> fire officials confirm it was neighbors who helped four people out of the building before fire

units could get there, but two children and one man were still inside. alex lando shot this video and saw much of the chaos unfold. >> there's adults yelling, you know there's another child in the building, and eventually one of the men broke the window to get onto this roof. >> officials say the adult and two young victims were taken to the hospital. they're all doing well in recovering from burns and smoke inhalation. a family dog died in the fire. officials say the post office is temporarily closed. workers were tasked with relocating the mail to the boulder creek post office for residents to pick up. >> the water damage is the worst. all of the sheetrock from up above is dropped down. >> daniel khoury says he's an uncle by relationship to a family displaced by the fire. he came to the building to see the damage for himself. despite the loss and damages, he's feeling a sense of gratitude. >> i'm way relieved. absolutely relieved that nobody died in that fire. >> still, he acknowledges the road ahead for his relatives will be rough. >> sad days are coming. a lot of work to do, but we're just going to have to take it as it comes.

to the oakland diocese. >> their appearance in court was part of an effort by the judge overseeing the church's bankruptcy proceedings. >> abc seven news reporter anser hassan was in court and has the details. >> today's session involved survivors of childhood sexual assault by priests of the catholic church, giving their personal statements to the court and to the bishop. >> attorney rick simmons represents numerous survivors in the sexual abuse scandal linked to the oakland diocese. the case was supposed to go to court last year, but the catholic church filed for bankruptcy in an effort to settle almost 350

claims that paved the way for victims to give statements on friday. something that doesn't usually happen in bankruptcy proceedings to give the survivors some voice in the process. >> i've been in this a long time, and most of the abuse survivors i know never tell me the graphic details of the abuse. >> tim stires, a whistleblower priest expelled for his reform efforts to tackle the sexual abuse scandal. he was in court to hear survivors speak before the judge. it's not a legally established process, but an experiment being used across the country and the catholic diocese, bankruptcy cases. that's gaining popularity. >> it educates bankruptcy judges like this on a visceral heart level. what these people go through. >> the oakland diocese did not return requests for comment, but in a message posted on its website, it states that it is offering between 160 and $198 million to settle the hundreds of sexual abuse cases, adding we recognize that no amount of money can fully and

focused on the north bay right now, light to moderate and intensity. i'm going to get you into street level radar right around kob highway 175. we are getting some steady rain. petaluma novato seeing some lighter rain. so on our exclusive abc seven news storm impact scale today is a level one. scattered showers, slippery roads, winds ramping up as we look at those temperatures 40 to 60 right now. a live view from okay where all is quiet. that is going to look very different. it is fiesta friday travel forecast time. if you are flying out of okay, 59 degrees tomorrow and it is going to be raining if you're heading to cabo, 79 partly cloudy and mexico city looking at mainly sunny, 78 degrees. all right, back to our storm. high surf advisory, 10 p.m. tonight until 7 p.m. saturday. those breakers are going to build right now. they're 4 to 13ft. they're going to be 18 to 22ft. so watch out as much as you want to go and kind of watch the waves. perhaps it is dangerous swimming and surfing conditions, especially with the risk of rip

currents. king tides continue. coastal flood advisory until 1 p.m. monday. tomorrow morning we will see some minor flooding in the usual spots because of the high tide. level two storm gets in here late tonight. that's a live view from sutro tower. overnight into the morning, there's a slight chance of thunder. and monday we're going to see lighter rain with windy conditions as another system gets in here. so late tonight through tomorrow. it's a level two, a moderate strength storm, rain, downpours at times, strong damaging winds, dangerous surf and flooding is what you can expect. winds ramping up over 50 miles an hour late tonight. strongest along the coast and over the hills heading into midnight. still very windy tomorrow morning. we will likely see some downed trees and power outages 43 miles an hour out of the south. over 50 miles an hour at 11 a.m. along the coastline. then the winds will subside by evening. in terms of the rain, here's what we're expecting. very light to moderate rain ahead of this system. here comes level two storm at 1130 tonight the downpours begin. we're going to see the flooding rain heading

into tomorrow morning. we will see that the rain is coming down so hard that the roads we're just going to see the runoff. so we're going to see minor roadway flooding streams and creeks. we'll see the flooding that goes on until the early morning, late morning hours. and then by the noontime hours, we're just looking at scattered showers. that continues into the early afternoon. now rainfall projections, most of you will pick up between an inch to 2.5in, but there will be some areas that will pick up closer to 3 or 4in of rain. winter storm warning until 10 p.m. tomorrow for the sierra above 5000. 1 to 3ft of snow higher over the peaks. with those gusts to 55. i wouldn't try driving up there because it's going to be difficult to impossible. stormy weather tomorrow morning, 40s and 50s tomorrow afternoon. you are looking at breaks in the cloud cover and the wet weather. temperatures will be in the 50s and the 60s. the accuweather seven day forecast. it is a level two for tomorrow. after that we get a break on sunday. rain is back monday, but it's not a strong storm. that's a one. and then we'll dry out the
