i-team finds out what didn't make the official transcript in the report. that's led to calls for the san mateo county sheriff to resign. >> i'm meteorologist sandhya patel. a stronger level two storm is heading into the bay area. i'll have an hour by hour. look at the timeline. plus the warnings coming up. >> always live. abc seven news starts right now. >> live doppler seven is lit up right now with the rain that's already here in parts of the bay area. and there's an even stronger storm hitting tomorrow, too. good evening. thank you for joining us. i'm dan ashley. >> and i'm julian glover. tomorrow is going to be the strongest storm of the week. it will rank a level two on the abc7 news storm impact scale. >> and we're already dealing with rain here in the bay area. plus snow falling in e sierra. chains are required there along the coast. potentially dangerous conditions. there's a high surf advisory. let's turn to abc seven news meteorologist sandhya patel. >> she has the details of what we're dealing with right now. and also the weather to come. sandhya. yeah. >> consider this the calm, if

you will. julian and dan, before the storm hits the bay area. as we take a look at live doppler seven. i'm going to break this down for you this evening. it's a level one. late tonight into tomorrow. it becomes a level two, a moderate strength storm. so let's get you right into live doppler seven. you will notice that the rain has been steady in the north bay. right now. we're seeing it across highway 101 marinwood lucas valley, heading up towards the santa rosa area. highway 101 south santa rosa. guerneville road. seeing a little bit of heavier rain as we time it out for you. this will continue. and then late tonight, notice the rainfall intensity picking up as that level two storm moves in. expect downpours at midnight. we're going to see the potential for thunderstorms going into tomorrow morning. between midnight and about 9 a.m. i would stay off the roads. we have a flood watch for the north bay flood warnings for the russian river at hopland and the navarro river at navarro. this is going through sunday afternoon. rivers, streams, creeks

expecting flooding those two rivers. minor flooding is expected, but the smaller streams and creeks will see rapid rises. we have high wind warnings for the areas shaded in pink. advisories for the rest of the region. strong winds 50 to 60 mile an hour. wind gusts, possibly higher, will take down trees and power lines. it's already gusty in the hills and the lower elevations are starting to see the winds pick up 26 right now. the winds will get even stronger over 50 miles an hour tomorrow morn. it is a level one this evening with those scattered showers, slippery roads, and winds ramping up, it becomes a level two. as you will notice with those downpours and strong damaging winds. dangerous surf coming your way. your weekend timeline is coming up. >> dan okay sandhya, thanks a lot. we'll touch base again shortly. we continue our team coverage in the north bay, where homeowners and first responders are bracing for the strong winds and heavy rain. that sandy is talking about. all of this as they're still cleaning up from the last storm, which caused some flooding. let's get to abc seven news reporter cornell bernard, who is live in petaluma. cornell.

>> hey, dan, check it out. the storm definitely moving into sonoma county tonight, and folks are getting ready. first responders. well, they have a warning for drivers and for boaters. all these panels were uplifted. the floor was shaved. leah pospelova shows us all the cleaning and disinfecting that's been done at the surrey resort in guerneville. a pre-thanksgiving storm flooded the place with several feet of water. now a new storm is approaching. >> we are ready now. we did all the prep just in case. >> many items are in storage or have been moved outside with all eyes on the russian river. >> so we hope that there will be no flood, no no flooding inside. >> and if there is, you guys are ready. >> we are ready. okay, that's not going to be a surprise like last time. >> and this road here, you see it gets all flooded. and that's what we are focusing on. >> angela roman lives on old river road. her family is ready for the storm with a new tank of propane for cooking in case the power

goes out. >> everything is saturated, so i'm concerned with the trees falling because we did have a tree fall on our house and the river getting high. you know, that's what we're concerned about. >> so we're expecting significant rainfall across the region. >> sonoma county fire division chief cindy foreman says flooding is possible from local creeks. the same flooding parts of the county saw with the november storm, which left cars and parking lots submerged. >> and our rain really doesn't have anywhere to go. it's not soaking into the ground. the ground is saturated, so we're going to see a lot more runoff in this storm. likely see some sloughing and or landslides because there's just so much water that's going to come off the hills. >> strong winds could topple trees. and on the coast, rough seas. last month, eight people died in three separate boating accidents in bodega bay. >> we've had a series of tragedies out at the coast this year already, so if people are going to head out to the coast, we just ask you please pay attention to all the warnings. if you

don't have to go out on the ocean, this is probably a good time not to go out on the ocean. >> yeah, and it's possible that roads which have flooded before will flood again. sadly, a driver lost their life in guerneville last month when they attempted to drive through a road which was flooded. first responders urge everyone to obey those closed road signs and drive carefully, because it's going to be wet out there this weekend. we're live in petaluma tonight. cornell, bernard, abc seven news. >> okay. we appreciate it. thank you. cornell. well, that was the north bay. now let's get you to the peninsula where p-g-and-e's and first responders are preparing for the storms there, specifically the wind. we sent abc seven news re they're doing. >> following the intense weather several weeks ago. this weekend's storm is set to be the first to hit the bay area since before thanksgiving. on friday, p-g-and-e's officials say they spent the day preparing. >> we have our emergency operations center open at this time. we're staffing it 24 over seven to make sure that any outage or emergency that comes

up, we're aware and we're able to get crews out at the drop of a hat. >> spokesperson tom sarkisian says although we're expecting measurable rainfall, it's the incoming storm strong winds that could cause power outages. >> the winds can break branches. it can throw debris through the air that can damage our equipment. otherwise, healthy trees can be uprooted at the local fire station in pacifica. >> fire inspector clyde preston tells us the department is encouraging people to prepare for the storm. now, everything from charging electronic devices to making sure you have things like flashlights ready to go. but preston says it's not just getting the inside ready. the fire inspector taking time to show us examples of areas like gutters and drain pipes, all of which he says people should clean out before the storm hits. >> what we don't want to have happen is we don't want people out there during a storm, on a ladder, trying to clear out gutters. >> the expected stormy weather isn't a turn off for everyone, though. we talked to several surfers here on the beach in pacifica, and all of them told

us it's good for the waves. that includes thomas corcoran and his friends. the group tells us they're new to the sport, but felt the choppy waves were a great way to learn quickly. >> you're getting pummeled all the time. pretty much just getting hit by waves, getting all over the shore and then swimming back and then repeat. >> tim jonze, abc seven news. >> of course, you can follow along as this forecast evolves with the abc seven bay area app. it gives you access to the same live doppler seven our weather team uses will also send out alerts with important updates. >> evacuation orders have now been lifted for people living near the state's only active wildfire. the franklin fire, which has burned more than 4000 acres of malibu this week. it's currently 32% contained and isn't growing very much thanks to cooler weather, higher humidity and less wind. it was ferocious for a few days. some evacuation warnings are still in effect. those are not mandatory. the fire destroyed 14 buildings, including half a dozen homes. about a dozen additional buildings are damaged. westbound highway 24 is back open through oakland, but after being shut

down when a honda sedan slammed into the back of a fire truck near the caldecott tunnel, this was about 1245 today. authorities say the car was moving at about 70 miles an hour when it hit the truck from the moraga orinda department, which had responded to an earlier crash. two people inside the sedan were taken to the hospital. one of them had major injuries. three firefighters in the engine were not hurt. all westbound lanes were closed for at least ten minutes, backing up traffic. as you can see for several miles. >> today we're getting our first look at video of bart police shooting a woman during a confrontation. it happened almost a month ago in the parking lot of the union city bart station. as you'll see, the encounter escalates quickly. you may find this video disturbing. we want to let you know that the woman who was shot does survive. abc seven news reporter monica madden walks you through the incident moment by moment. >> bart police stopped a 32 year old woman in their union city station parking lot around 9 p.m. on november 18th. they were checking on reports of someone

showed erratic behavior as the questioning went on, and she continued avoiding answering the state of california. >> you need registration and proof of insurance. >> you need two different. carry it on me because i don't, i don't know. i haven't even driven my car out of this town. >> i need your driver's license, please. >> i haven't driven my car out of this town. okay. >> as the encounter escalates, officer poletti asked the woman to hand him her keys. >> no, ma'am. my keys? >> that's illegal. no it's not. stop, stop! >> that's my idea. hey, stop! >> i just got here. no no no no! stop! >> you got the vehicle? no! no, no! stop the vehicle! ma'am, i'm going to shoot. ma'am. >> as she drives away, poletti fires three shots. >> three one. shots fired. >> officials say gunfire hit her in the upper torso. what did you do to me? >> what did you do? hold on, hold on. wait. >> lay down, lay down. come on. call my mom. >> no! what are you. >> i want to help you. stop! what are you. >> why did you shoot me? no!

stop! stop stop! stop! why did you do? >> handcuffs? and then we're going to go ahead and provide medical aid. >> she ended up surviving after getting treated at the hospital. in a statement, bart chief of police kevin franklin says, quote, i want to assure the public that all aspects of this incident will be thoroughly investigated. bart remains committed to continuous improvement and ensuring the actions of our police officers meet the highest of standards. officer poletti, who has been with bart for six years, is currently under administrative leave. monica madden, abc seven news. >> and again, the woman you saw shot in the video is okay. we also want to tell you a third party investigator is reviewing the incident. the case is also been referred to the alameda county district attorney's office. >> next on abc seven news at six. the aftermath of a fire that killed a dog, injured two children and could have burned down a post office. that's a lot more than just a place for the mail. >> and coming up at 630, the i-team with the recording that led to the report

covered california. this way to health insurance. case of the man accused of killing an insurance company. ceo luigi mangione was arrested for gunning down the company's ceo, brian thompson, last week. the company being united health care. police say neither mangione nor his mother had insurance through united. mangione was caught on monday, as you know, in pennsylvania. after that shooting that happened in downtown new york city. it's now thought that he fled new york by train. the nypd now confirms san francisco police did pass along a tip,

suggesting mangione as the possible shooter before he was arrested, but the fbi didn't pass it along in a way that was clear that the tip came from law enforcement, so that information was not prioritized. mangione is still being held in jail in pennsylvania, but may waive extradition to new york city as early as tuesday. of course, we will continue to follow this case every step of the way and will also continue to look into mangione's bay area ties. you can find the latest on abc seven news.com and our abc seven news bay area app. >> a devastating overnight fire has left people without a home and a community without a post office. it happened in brookdale. that's an area in the santa cruz mountains. abc seven news reporter zach fuentes is there. >> reporter a living nightmare for some residents in the santa cruz mountains. when a fire broke out in their apartments overnight. the boulder creek volunteer fire department said it happened just after midnight friday. situated in the mountain

community of brookdale. the apartment sit above and near the local post office. >> all my ceilings caved in. i have water everywhere. so yeah, we were out of a house to live right now. >> john boal said he lives downstairs and was woken up by the commotion. >> didn't know exactly what was going on until the next door neighbor, tim, came up and knocked on her door and let us know that the apartment was up. the upstairs was on fire. >> fire officials confirm it was neighbors who helped four people out of the building before fire units could get there, but two children and one man were still inside. alex lando shot this video and saw much of the chaos unfold. >> there's adults yelling, you know there's another child in the building, and eventually one of the men broke the window to get onto this roof. >> officials say the adult and two young victims were taken to the hospital. they're all doing well and recovering from burns and smoke inhalation. a family dog died in the fire. officials say the post office is temporarily closed. workers were tasked with relocating the mail to the boulder creek post office for residents to pick up. >> the water damage is the

worst. all of the sheetrock from up above is dropped down. >> daniel khoury says he's an uncle by relationship to a family displaced by the fire. he came to the building to see the damage for himself. despite the loss and damages, he's feeling a sense of gratitude. >> i'm way relieved. absolutely relieved that nobody died in that fire. >> still, he acknowledges the road ahead for his relatives will be rough. >> sad days are coming. a lot of work to do, but we're just going to have to take it as it comes. >> that's all i can say. londos, who lives not far in scotts valley, says he's confident that the tight mountain community will rally around those displaced. >> of course, this, you know, community is resilient. you know, people are going to come together in brookdale. >> zach fuentes, abc seven news. >> all right. let's talk about the rain because it's coming down and more is coming even more intense. >> exactly. especially into tomorrow. we want to check in now with sandhya patel for a look at the forecast. hey, sandhya. >> yeah, and julian and dan, let's take a look at live doppler seven, because we are tracking a stronger storm. as we take a look

here, this is going to slam the bay area as we head towards midnight going into early tomorrow morning. rigt now on live doppler seven, i'm going to show you where the steadiest of the rain is. it's around santa rosa, windsor highway 101 mark west springs road. it's a level one for this evening. rain mainly in the north bay. slippery roads with the winds ramping up just about anywhere. those temperatures at this hour are anywhere from the 40s at clear lake and cloverdale to 60 degrees in san jose. look at this view from our zephyr cove camera. the snow is coming down, but it is treacherous to travel up there. chains are required on all roads leading to the mountains. so live doppler seven is tracking that snow. northern california seeing a rain snow mix. there's a winter storm warning until 10 p.m. tomorrow. above 5000ft, expecting 1 to 3ft now. higher amounts expected over the peaks with those gusts to 55. it's really going to be difficult to impossible travel, so i would hold off on heading up to the mountains. sunday is going

to be sunny. you'll be okay to get up there and enjoy some fresh snow. high surf advisory starts at 10 p.m. tonight for our coast. goes until 7 p.m. tomorrow. breakers 18 to 22ft will bring dangerous swimming, surfing conditions, risk of rip currents. so stay away from the water. coastal flood advisory until 1 p.m. monday. those king tides have continued every morning. tomorrow morning, just after 930. just over seven feet. so you know the park and rides the lots will see flooding. a beautiful view from emeryville, but it is a shaky view. level two storm arrives late tonight, overnight into the morning. there is a slight possibility of thunderstorms and monday a lighter rain is expected. still going to be a little windy so late tonight into tomorrow we bump the storm up to a level two. it's a moderate strength storm, rain, downpours at times, strong damaging winds, dangerous surf and certainly flooding is expected on our streams, creeks and roadways. not everywhere, but we will see it. winds out of the south 7:00 tonight, over 40 miles an hour going even higher as we head towards 10:00 pm.

over 50 mile an hour winds. just as the winds begin to back off a little bit at 3 a.m, watch what happens. they pick right back up again. so 7:00 in the morning you're going to see those winds out of the southwest 44 miles an hour and half moon bay topping 50. san francisco half moon bay at 11 a.m. by 6:00 in the evening. the winds are really dropping off. but don't be surprised if you wake up in the morning and you see some trees down or power outages late tonight, going into midnight, you're going to start to notice the heaviest of the rain coming in 5:00 in the morning. we are seeing soaking rain across the entire bay area. 7 a.m. there may even be some thunderstorms. and then quickly at 10:00 you go to just scattered showers in the morning into 1:00 in the afternoon. so if i were you, i'd hang on to the umbrellas. but know that before noon is when the heaviest of the rain is going to be passing through. rainfall estimates with this storm will range anywhere from about an inch and a half to almost three inches. in the santa cruz mountains. we're looking at higher totals in some of our wetter

locations, like the russian river area. temperatures first thing in the morning, 40s, 50s. stormy start to your saturday heading into tomorrow afternoon, 50s and 60s. and here's a look at the accuweather seven day forecast. it's a level two storm, a level one for monday in between. sunday ia day to get out, go do maybe your holiday shopping, but secure all your outdoor decorations because they're going to get blown around by the winds. and then next week tuesday through friday. right now it is looking like a quieter weather pattern. dan and julian. so that will be good leading up to the travel weekend. >> we will be ready for that. yes. thanks, sandhya. >> well, no matter the weather, you can play golf. and that's all thanks to the new

any directives or any kind of orders to sheriff corpus. what? no, it doesn't answer. listen, man, i just. okay, the answer is no. >> a sharp exchange between a retired judge and the chief of staff to san mateo county sheriff cristina corpus. the abc7 news i-team has obtained the recordings of a two hour plus interview that led to a scathing report and calls for the sheriff to resign. >> and now that recording is raising questions about how the judge carried out her investigation. dan noyes is here with the story you'll only see on seven. >> well, julian and dan, i compared that recording to the transcript included in this massive report by retired judge ladoris cordell, and discovered she left out 29 pages of the transcript and made one basic, yet very important mistake

before going to work. as sheriff corpus chief of staff victor ainge had a long career in real estate and a private security business. in an interview last month, inge told me once he went to work at the sheriff's office, he stopped those outside jobs. >> everybody knows that. when i shrugged the sheriff's office from the first day there, there wasn't even room to breathe. we worked around the clock seven days a week. are doing outside work now. >> no, not that's the same thing, he told retired judge ladoris cordell, who was hired to investigate the sheriff's office at the request of county executive mike callagy. this recording of the interview from september 25th, obtained exclusively by the abc7 i-team. >> and it's just a very straightforward question. do you have any outside employment? no, ma'am. >> i and j explained he still has his real estate and private investigator licenses, but that the sheriff's office demanded too much of his time to work anywhere else. >> and by the time i took my position, i'm basically doing

the job of three people here. i stopped doing everything altogether. >> got it. >> still, in her final report, judge cordell concluded that i and j broke sheriff's office rules by having outside employment that has not been approved. she cited his linkedin profile that says his real estate and private security careers continue to the present day, and she quoted an anonymous employee who said i and j was out showing houses one day this year. what's your response to that? >> that's absurd. i didn't do any business. so for her to make those statements, i would have to look at my cv. but maybe it wasn't updated. >> judge cordell also concluded that i and j had a conflict of interest in negotiating the lease for a new substation and child care center for employees at this site. because of his work for coldwell banker, and implied he may have personally profited from the deal. >> did you know that coldwell banker was the broker for this lease? >> i don't think that is correct. >> in the report, judge cordell

clearly confuses two distinct companies. she cites the logo on this letter of intent for the lease, cbre and writes a google search revealed that cbre stands for coldwell banker real estate. >> that's not what cbre stands for. cbre stands for cb richard ellis. >> do your own online search and you'll find the coldwell banker, a regional residential and commercial real estate firm, and cb richard ellis, a global commercial real estate goliath that's on the fortune 500, share their beginnings in 1906 san francisco, but they haven't been associated in decades. in the report, the judge insisted that i and j must have known the cbre broker on the property, even though i and j denied it. >> and did you know mr. mcsweeney before that walk through? >> i've never met mr. mcsweeney before in my life before that day. >> the judge never bothered to contact the broker from cbre, bob mcsweeney. i texted him and he quickly confirmed, totally

different companies do not know victor, and i wish there were more steps that were taken to verify some information, because i feel that even the agent involved got kind of smeared on this one a little bit. i've emailed judge cordell several times about those mistakes. she's usually responsive when i contact her, but not this time. the bottom line the board of supervisors and the public, for that matter, made decisions about the sheriff and her chief of staff based on sometimes faulty and incomplete information. in that 400 page final report, judge cordell omitted pages from the interview transcript at various points. 29 missing pages in all. might be a coincidence, but the missing pages that the supervisors and the public never saw include some of victor j's strongest denials. page 49 is missing, but here's the recording. >> and just for the record, because i want to make sure that it is understood, i never in any

stocks finished the trading day mixed, putting an end to a nine day losing streak for all three major indices. the dow dropped 86 points, the seventh loss in a row, its longest losing streak since february of 2020. of course, we know what happened then. the nasdaq gained nearly 24 points and the s&p was flat. shares of unitedhealth have plunged since the killing of the ceo last week. its stock is down

seven. right now we're just getting areas of rain here in the bay area. northern and central california will be seeing changes as we head towards late tonight. so let's get you into local live doppler seven. you will notice the steadiest of the rain is in the north bay. it's light to moderate. tomales tomales road heading into petaluma. highway 101. it's a level one right now, but late tonight into tomorrow, we bump this to a moderate strength storm. it's a level two. rain downpours at times. strong damaging winds, dangerous surf and flooding is expected from our sutro camera. you can already see the shaky view of san francisco. winds are ramping up 40 miles an hour at big rock ridge right now. even stronger winds are coming, so we go hour by hour. 730 tonight the rain is in the north bay. 1030 you start to see those downpours entering other parts of the bay area, and around midnight is when we will see some heavy rain that continues. 5 a.m. to about 8 a.m. is when we're going to see some heavier rain potential for thunder, some strong winds accompanying that as well, and then just scattered showers for the afternoon hours. here's a look at your highs 50s and 60s looking at
