and gusty winds as a strong system makes its way through the bay area right now. and we'll take a live look from lake tahoe where you can see the snow is coming down. it's good news for skiers waiting for the fresh powder, but making some dangerous conditions on the road. good morning everybody. it's december 14th. we have a lot to get to this morning. just watching all the lightning moving through the area. amazing. >> yes, just behind us, counting 21 strikes. so we've got thunderstorms, a level three system for the next two hours. check that out. as the surface low moves right overhead the bay area. this is incredible. not only the lightning strikes, the gusty winds, the heavy downpours. and as we take you in, can you even tell we're in saratoga? there, the santa cruz mountains with multiple lightning strikes, that cold air moving in. this is the second round of very heavy rain. daly city, the peninsula 280. you can see it offshore rain rates right here over a half inch an hour. as we look up towards the north,

you can see the heavy rain from 580 richmond over into the east bay, now san ramon, pleasanton. it's light. it's also light in the north bay. and this level three is going to take us through about 7:00 this morning with strong damaging winds, dangerous surf. look at the win. gusts to 35 miles an hour in the south bay. up in the north bay we've got breezy winds. the winds are going to linger longer than the rain. upper elevations 45 mile an hour. winds mount umunhum. so as we go through the next several hours, notice how quickly the rain diminishes after the 7:00 hour. we are in the 40s and 50s this morning with multiple advisories to pass along to you. our high wind warning along the coast taking us through 7:00. winds gusting in excess of 60 miles an hour. and we have our flood alerts from the north bay, a flood warning up towards the russian river. and the next few hours. notice how quickly this moves out of town. not only are we talking a few scattered showers and a level one through mid morning, but sunshine this afternoon. stephanie.

>> and you can hear that rain coming down hard this morning. this is what things looked like in the santa cruz mountains overnight. the area is under a high wind warning and will likely continue seeing heavy rain throughout the morning. as lisa just mentioned. now, this weekend's weather is expected to be the most intense since that storm that moved through the bay area before thanksgiving. p-g-and-e's crews have spent the last couple of days preparing as the incoming storm could cause power outages. >> the winds can break branches. it can throw debris through the air that can damage our equipment. otherwise, healthy trees can be uprooted. >> we're all being encouraged to clean out gutters and drain pipes. you should also charge electronic devices in the event you'll need a flashlight. ready to go. now up in the sierra, there is plenty of snow on the roads. take a look at all this with more to come this weekend. the storm is expected to dump a significant amount of powder at the higher elevations. good for

skiers, of course, but chain requirements on the ground are in effect along highway 50 over echo summit and along parts of interstate 80. now you can track the rain with the abc seven bay area app. it gives you access to the same live doppler seven lisa and the weather team use, and will also send alerts with important updates. now we're following new details in the murder investigation of unitedhealthcare ceo and the san francisco police department's reported tip. luigi mangione is being held in jail for last week's shooting of brian thompson. police say neither mangione nor his mother had insurance through unitedhealthcare. he was arrested on monday in pennsylvania, six days after the shooting in new york. investigators now believe he left new york by train, not a bus as previously thought. the nypd now confirms sfpd did pass along information suggesting mangione as the possible shooter before his arrest, but the fbi reportedly didn't pass along that tip in a way that was clear

enough. it came from law enforcement, so the information was not prioritized. nypd previously claimed none of the hundreds of tips received included mangione's identity. now to the latest on speaker nancy pelosi. abc seven news has confirmed she's been hospitalized after falling and fracturing her hip. pelosi was at an event walking down a staircase at the grand ducal palace in luxembourg at the time she was there, visiting to commemorate the 80 years since the battle of the bulge. pelosi's spokesperson says she cannot attend any of the other ceremonies, but will continue working. now, the abc seven news i-team has obtained a recording at the center of the scandal surrounding san mateo county sheriff christina corpus and compared it to the 400 page audit released by retired judge ladoris cordell. so we have learned the judge left out apparently 29 pages of the interview transcript with the sheriff's chief of staff, victor

enge. the board of supervisors made a decision to ask corpus to resign based on incomplete information, according to this report. judge cordell accused diane j. of personally profiting from the county's lease of a new substation, but she confused his former real estate company with the one that actually handled the deal. >> and just for the record, mayor, because i want to make sure that it is understood i never in any capacity or by myself, and i've never benefited from any deals or been representing myself as a broker or an agent at all whatsoever. >> judge cordell also concluded that the sheriff and chief of staff may have committed a misdemeanor crime, because i and j where's this gold badge? but the i-team has confirmed both sworn and civilian staff at the department also wear gold badges. you can watch the i-team's entire reporting on this story over on our website, abc seven news.com. if you have

drive to fight climate change. the supreme court has agreed to take up a challenge to the state's ability to set strict emissions limits. here's abc seven news reporter tara campbell. >> the u.s. supreme court agreeing friday to review a case that will determine whether the oil industry can challenge california's standards for vehicle emissions and electric cars. >> it's not just going to slow down california when it comes to air quality and climate change. >> it's under the clean air act. the epa has granted california waivers, which essentially let the state set its own standards for emissions and allows for other states to adopt those same standards. >> looking historically, every time that california was pulling forward with new regulation or new levels, then the rest of the world was following up in the oil industry's appeal to the supreme court. >> it argues that the epa waivers are unlawful, and now the court will decide whether oil companies can make that argument in other lawsuits.

hammer lends. the rain is coming down hard. lisa is tracking a level three storm this morning, and she'll have the latest for you coming up in a few minutes. a devastating fire has left several people without a home and a community without a post office. it happened in brookdale, in the santa cruz mountains. the fire started around midnight on friday. several apartments sit above the town's post office, and residents woke up to the commotion of their neighbors knocking on the doors and alerting them to about these flames. now, first, officials confirmed neighbors helped four

people out of the building, but two children and one man were still inside. >> there's adults yelling, you know, there's another child in the building. and eventually one of the men broke the window to get onto this roof. >> the children and adults were taken to the local hospital, and they are currently recovering from smoke inhalation and burns. the post office is temporarily closed now, and workers are relocating mail to the boulder creek post office for residents to pick up. well, we've had a lot of discouraging news recently about the dungeness crab season being delayed here in the bay area, but a big development this week could help turn the situation around. this spring. experimental crab traps have a pop up system designed to prevent whales from getting entangled by keeping lines on the ocean floor, and more crabbers will now be able to use them. a surprise decision by the california fish and game commission will dramatically expand the number of special pop up permits for this spring, and i can't stress this enough. >> this is a tipping point at

or shine. it's the most wonderful time of the year, depending on your perspective. what's come to be known as santa con invades san francisco today, but organizers are warning participants don't be scammed. they say the original san francisco santa con is free, and you actually don't need to buy a ticket to attend this. the annual pub crawl kicks off at noon at civic center. participants are encouraged to bring a new, unwrapped toy to donate to the fire department's toy drive, so santas will be congregating around union square starting at noon. but of course, we're tracking this major storm that's moving through the bay area right now. level three, as you just bumped it up. >> well, i just had amanda tweet at me in the south bay. they're hearing thunder there up in the south bay so you can see all the lightning strikes. and remarkable this level three for the next several hours with very gusty winds. we have our high wind warning winds in excess of 35 miles an hour. they'll continue to ramp up to about 50.

and look at all those lightning strikes. we have the area of low pressure, the unstable core of this system. the second bout of heavy rain on the way right now through 7:00. so the first 1st may have woke you up at about midnight, but check that out. this is incredible. as you can see, that classic comma shape offshore. and look at all this lightning headed to the peninsula, the south bay over into the east bay. this is quite amazing to see. and rain rates within these red arrows here up to an inch an hour. it is coming down really good. so you should definitely stay inside. this all moves over to the east. we've got the peninsula and the south bay. the santa cruz mountains lit up right now. this continues to slide off to the east. and as we look at parts of the central bay here, this is oakland, 8-80 you can see from richmond the reds there and rain rates of almost a half inch an hour over into the east bay. getting into the act here from concord, you see the lightning strike out

towards altamont and up in the north bay for a change. here you've got the lighter rain, but this will continue to slide on through. so another hour and a half of this heavy rain, gusty winds, thunderstorms this level three. and then this is going to be downgraded to a level one as soon as 730, 8:00 as this system passes to the east of us with that dangerous surf. so the weather service right on it right now looking at these areas and allowing for a flood advisory to take us through 8:00 this morning, that's how heavy the rain is coming down and the soil can't absorb it. so we're going to see some trees come down, some power outages. so 6:00 this morning. look how quickly it's out of here. and you can see the winds wrapping around this through 10:00. the winds are going to stay with us through about noontime. then we break out into some sunshine. this is sunday morning and then the clouds move in. another much, much lighter system heads our way quickly into monday morning. so rainfall rates heaviest in the south bay this morning and along the peninsula three quarters of an inch

easily. you can see over an inch in san jose, only a 10th to a third of an inch in the north bay. and look at these winds. straight winds from the south here, 40 to 50 miles an hour. the rain has moved on through, but the purples are still with us. this is 11:00 this morning. 52 mile an hour wind gusts from point reyes. and then the winds will ease up by about 2:00 in the afternoon. still quite breezy to gusty, but you'll notice things certainly calming down. so obviously we have this flood advisory, the wind warning. and you can see into our inland valleys of the east bay. this is through 7:00. and the snow. it is snowing right now at lake tahoe. but this is above 6500ft. so at lake level and the resorts, we're picking up about a foot, bit better. some good news. that heavy cement getting down for the base there. 58 in fremont today. notice the sun coming out, a few areas of showers and the accuweather seven day forecast is level three. the next hour and a half to two hours. then we are looking at a

bay and on the peninsula. look at all the lightning strikes. we've been counting them for you in the last 30 minutes. and you can see they're headed to the peninsula. the south bay. over 24 strikes in the last 30 minutes. so this is going to continue for another hour and a half. and you see on the peninsula there, look at that deep shade of red there just off the coast. and if that moves overhead, that's torrential rain over an inch and a third an hour. and then the quick moving system with this is the good news, but it is putting down some very heavy rain, some flooding from concord. there you can see the reds and yellows over a quarter of an inch an hour and up towards american canyon and sears point. more heavy rain, but for a change, the north bay extreme north bay not getting in on the heavy rain just yet. in fact, they probably will be out of it. they've seen the heavy rain throughout the 12 1:00 hour this morning. flood advisory until 8:00 this morning for the north bay, the east bay, the peninsula, this level three until 7:00 with strong damaging winds. these winds in excess of 35 miles an hour and upper

significant rainfall across the region. >> sonoma county fire division chief cindy foreman says flooding is possible from local creeks. the same flooding parts of the county saw with the november storm, which left cars and parking lots submerged. >> and our rain really doesn't have anywhere to go. it's not soaking into the ground. the ground is saturated, so we're going to see a lot more runoff in this storm. likely see some sloughing and or landslides, because there's just so much water that's going to come off the hills. >> strong winds could topple trees. and on the coast, rough seas. last month, eight people died in three separate boating accidents in bodega bay. >> we've had a series of tragedies out at the coast this year already. so if people are going to head out to the coast, we just ask you please pay attention to all the warnings. if you don't have to go out on the ocean, this is probably a good time not to go out on the ocean. >> cornell, bernard, abc seven news. >> all right. here's a look at the current power outages across the bay area. right now, we're seeing more than 600 people

without electricity in pacifica. this is pacifica manor, if you're familiar. we're told it's going to be restored, hopefully around 615. now, just south of there, west of sharp park, we're seeing another outage of hundreds of people. and south of that in half moon bay, about another one of around 500 people. so we'll continue tracking this for you throughout the morning. as lisa mentioned, the worst of the storm will run through 7:00. so i hope you're at home joining us. and you should stay there until it's safe to be out. all right. the storm is bringing several feet of snow to ski resorts this weekend. yesterday's snowfall already attracted plenty of skiers and snowboarders, but as ski fans headed up to the sierra, weather conditions and chain controls created a traffic mess. ski patrols say they are expected, expecting rather above average snowfall. so if you're traveling up to tahoe this weekend, make sure to check for any road closures and chain

public that all aspects of this incident will be thoroughly investigated. bart remains committed to continuous improvement and ensuring the actions of our police officers meet the highest of standards. officer poletti, who has been with bart for six years, is currently under administrative leave. monica madden, abc seven news. >> we're following developing news in southern california now. evacuation orders have been lifted for people living near the state's only active wildfire there. the franklin fire. it has burned more than 4000 acres of malibu this week. it's currently 32% contained and isn't growing very much thanks to the cooler weather, higher humidity levels, and less wind in that area. some evacuation warnings are still in effect, though those aren't mandatory. the fire destroyed 14 buildings, including half a dozen homes. about a dozen additional buildings have been damaged. well, still ahead this morning, celebrations erupt in the streets of seoul. the south korean president learns his fate

good morning to you. check it out. this is a dangerous line of thunderstorms that is moving right on through san francisco, the peninsula, the south bay. look at all the lightning strikes. we have this area of low pressure, a narrow, cold frontal band that is just going to slam into the coast now. and you probably have been woken up with the thunder. and as we get in a little bit closer, look at that line of thought of lightning. this kind of worries me a little bit right here, this feature, as we continue to watch that push right towards the peninsula. here you can see the deep reds and magenta. and as we get into parts of the south bay, you can see just lit up with lightning here. this is los altos moving over into cupertino, over into the east bay. you've got moderate to heavy rain now from concord, back westward to berkeley into sears point highway 37. and then just looking offshore right there where you're going to see torrential downpours moving into san francisco within the next 15

to 30 minutes over into the east bay, not letting up throughout livermore, but we do see the lighter rain up towards the north bay, where you had 1 to 2in, even three plus inches at about midnight, and now you're just looking at the light rain. while the heaviest rain is from central marin on southward. so this level three lasting until 7:00 with the torrential rain, the thunderstorms, the lightning, the strong damaging winds, the high surf and the national weather service. looking at these areas here, highlighted until 8:00 for our flood advisory with these rain rates just really, really bringing down a lot of water in a short period of time. so 6:00 we're getting towards another area of heavy rain and then by 10:00 look at the winds wrapping around this system. we've got winds in excess of 60 miles an hour. then finally things will settle down throughout the later afternoon hours, waking up to some sun on sunday and yet a little bit more rain to follow

into your early monday morning. this system very weak. but as for today, the peninsula and the south bay. looking at the higher rain rates from a half inch to better there from mountain view and san jose, and just lighter amounts, maybe a third or so up towards santa rosa. so as we look at the winds, this is what really gets going. the thunderstorms, the lightning moving through. and then as we get towards the back side of this system, look at that 50 mile an hour wind gusts along half moon bay up to 60 point reyes in these purples indicate those fierce winds. so with all that water and then the wind continuing throughout the one 2:00 hour, you can bet there will be some damage out there throughout the rest of the day and evening. the winds lighten up, and we have a dry day for you in store tomorrow, but this is where we're concerned. over into the east bay, san francisco, the north bay, where we're getting some flooding and the wind warnings along the coast. this is through 7:00. and as we get to the sierra nevada, it is snowing right now, temperatures right around freezing. and this takes us through 10:00 snow levels at

until 615 this morning. you're asked to take shelter now in a basement at the lowest floor of your house. for parts of san francisco. lisa is tracking the very latest on the locations. lisa. >> yes, stephanie. we saw this feature. i saw this feature offshore just a few minutes ago. and as you said, until 615, daly city, san francisco. take shelter. a tornado warning this is moving onshore right now to the peninsula. you can even see up towards mill valley here in these signatures on the tornado showing rotation with height. this is a very dangerous situation. so really, please stay indoors. and as you look down the coast here, you can see from san bruno rain rates of over an inch an hour. we have had a very narrow cold front and with that the heavy downpours, the very gusty winds and the dangerous thunderstorms, the severe thunderstorms that are pushing along the peninsula into the east bay, we've got rain rates of over a 10th of an inch an hour. you can see from

concord and also the rain through sears point, but lighter rain up in the north bay. but right here, that feature right there, if you were to go up in height, you would see the rotating winds going in different directions from our radar beam. and this is something you don't usually see. in fact, it's more of a midwest feature. and the national weather service for these areas where the heavy rain is coming in, has issued not only that tornado warning in purple, but also the flood advisories, where we're looking at rain rates of 1 to 2in since this past hour. so really a tough situation here. stay inside. we've got the level three now throughout the next hour or so. so we've got the heavy rain moving through the thunderstorms, the tornado warning and then the gusty winds that are going to stay with us throughout the day. right now 28 to 35 miles an hour. and the strongest weather here is along the peninsula. you can see mount umunhum, the winds up to 64 miles an hour. so the north bay not in this for a change. it's the peninsula, the south bay.
