abc seven mornings live right now at 6:00. >> live doppler seven lit up in green and yellow this morning. we're following breaking news just in. the national weather service issued a tornado warning just minutes ago, and we're tracking heavy rainfall and gusty winds as this level three storm makes its way through the bay area. good morning everybody. now the areas affected, we know san francisco, daly city, broadmoor just south of daly city. what's the latest? >> yes, san mateo through the next 20 minutes. so we are looking at severe thunderstorms, heavy downpours and rotation with height, which means a tornado. so take shelter

immediately. you can see how the thunderstorms lined up off the coast here in the past hour. and as it got closer to the coast, this narrow, cold frontal band. this is where we're getting the rotation and looking at multiple lightning strikes here and right there. that feature where the red is just around 101 south of marine county, there san francisco into san mateo looking at some very dangerous conditions. so we will be looking at this to pass through quickly. so within the next 20 minutes or so this should be moving across the bay. there are waterspouts situated offshore. and no doubt that this will continue to provide some severe weather as it pushes over into the east bay. so lighter rain here, but still. looking at the potential for some strong thunderstorms, the gusty winds, the torrential downpours, flooding rain. the north bay getting a break. this is where the flood is. flooding is happening from the north bay to the east bay. but that tornado warning is what we're mainly concerned about with those damaging winds. and it is going

to be a moving across the peninsula, down along the san mateo coast as well. and then it moves back out over the water. so looking at this level three system and those wind gusts to 51 miles an hour, half moon bay. so right there, the red there, that's where we're looking at the most dangerous conditions. and it will continue as we get towards the santa cruz mountains. look at that. 64 mile an hour wind gust. then it is quickly subsiding and we're back to a cloudy, partly sunny afternoon. so this is a very dangerous situation. we haven't had a tornado here in san francisco in quite some time. we've got wind, we've got torrential rain and you should be taking cover. hopefully power won't be impacted for most of you, and we'll continue to see the system move off quickly to the east within the next 30 to 40 to 50 minutes. stephanie. >> yeah. lisa. thank you. and just to stay on this for a moment, of course, that warning is in effect for roughly the next 15 minutes. so the national weather service is asking you to take shelter now in a basement

or an interior room at the lowest floor of a sturdy building. so hopefully you're at home right now. so take cover. do not go outside. and we're especially thinking of communities that like mobile home parks right now. or if you're stuck in your car, you're asked to move to the closest substantial shelter is how they define it. to protect yourself from any flying debris. as lisa mentioned, those strong wind gusts outside paired with the lightning we're seeing right now is a huge concern. so here in san francisco, i mean, we have more than a dozen mobile home parks in and around these areas affected, you know, as the franciscan park i'm thinking of in daly city, especially close to the water along pacifica. so keep that in mind as you're joining us this morning, and we'll continue to get you more information from the national weather service. as lisa is tracking this very closely, and we'll keep you posted on air and online, we encourage you to

check our app as well. now, this weekend's weather is expected to be the most intense as you can imagine from this morning's events. since that storm that moved through before thanksgiving, p-g-and-e's crews have spent the last couple of days preparing as the incoming storm could cause power outages. and we're seeing that the winds can break branches. >> it can throw debris through the air that can damage our equipment. otherwise, healthy trees can be uprooted. >> we're all being encouraged to clean out gutters and drain pipes. you should also charge your electronic devices in the event that you need to get to a safe space. now, up in the sierra, we're also tracking impacts. there's plenty of snow on the roads, with more to come this weekend. the storm is expected to dump a significant amount of powder at higher elevations, but right now, chain requirements are in effect along highway 50 over echo summit and along parts of interstate 80. now you can track the latest on this level three storm and the

tornado warning here for san francisco, daly city and broadmoor. over on our app abc seven news. and we'll of course keep you updated on these developments throughout the morning. now we're following new details in the murder investigation of unitedhealthcare ceo and the san francisco police department's reported tip. luigi mangione is being held in jail for last week's shooting of brian thompson. police say neither mangione or his mother had insurance through unitedhealthcare. he was arrested on monday in pennsylvania, six days after the shooting in new york. investigators now believe he left new york by train, not a bus as previously thought. the nypd now confirms sfpd did pass along information suggesting mangione as the possible shooter before his arrest, but the fbi reportedly did not pass the tip along in a way that was clear. it came from law enforcement, so the information was not prioritized. nypd previously

claimed none of the hundreds of tips received included his identity. now to the latest on speaker nancy pelosi. abc seven news has confirmed she's been hospitalized after falling and fracturing her hip. pelosi was at an event walking down a staircase at the grand ducal palace in luxembourg at the time she was there, visiting to commemorate the 80 years since the battle of the bulge. pelosi's spokesperson says she cannot attend any of the other ceremonies, but will continue working. the abc seven news i-team has obtained a recording at the center of the scandal surrounding san mateo county sheriff christina corpus, and compared it to the 400 page audit released by retired judge ladoris cordell. we have learned the judge apparently left out 29 pages of the interview transcript with the sheriff's chief of staff, victor alonge. the board of supervisors made a decision to ask corpus to resign based on incomplete information. and the judge accused alonge of

personally profiting from the county's lease of a new substation. but she confused his former real estate company with the one that actually handled the deal. >> and just for the record, mayor, because i want to make sure that it is understood i never in any capacity or by myself, and i've never benefited from any deals or been representing myself as a broker or an agent at all whatsoever. >> judge cordell also concluded that the sheriff and chief of staff may have committed a misdemeanor crime. because ange wears this gold badge, but the i-team has confirmed both sworn and civilian staff at the department also wear gold badges. now we want to break in with this breaking news of this tornado warning. lisa is tracking the very latest. >> yes. you know, a lot of homes here obviously don't have basements, but you should be into the interior room, the lowest floor of a sturdy building. and you can see the lightning strikes there offshore. so we're worried about, of course, flying debris

with those damaging winds. right. here is a look at that narrow, cold frontal band that is producing the severe thunderstorms. you can see the line from san francisco all the way down through davenport. so i wouldn't be surprised if we have some other signatures on the radar that indicate that the possibility of some winds over 40, 50, 60 miles an hour. so there is indication of rotation there into san francisco. this could damage roofs, windows, vehicles. so damage is likely here. and so through the next 20 minutes or so, the peninsula even up through marin county there you can see those purples and down through the peninsula into the south bay, the santa cruz mountains. we're looking at torrential downpours of some flooding rains, debris flying around. and as this continues to push through the bay, we've got heavy rain into the east bay. walnut creek, moraga not sure if this signature is going to stay together as it moves across the bay, but there has been waterspouts reported offshore,

and now this has to move over the water too. and we've got strong signatures here that are with us throughout the next 30 to 40 minutes into the north bay, though, much lighter rain. you had your heavy rain throughout the 12:01 a.m. hour and then through 7:00. we're talking some very dangerous conditions here. flooding. you can see the green. the pink indicates that tornado warning throughout the next ten 15 minutes. and we've got this signature of very heavy rain, that narrow, cold frontal band that will continue to push to the east and out of here quickly by 7:00. but the winds aren't done with us, so we're going to see a lot of wind. in fact, that wind warning taking us through 7:00, where wind gusts could be over 50 and 60 miles an hour. so we've got another bout of rain that's going to come in. it's much later on monday, but as for right now, take cover there. sturdy building the lowest level interior room until things begin to settle down, which will be in

the next hour. stephanie. >> all right, liz, thank you. and we want to take you now to a look at our current power outages across the bay area. we're tracking outages of impacting hundreds of people in nearly every bay area county. and i want to zoom in and show you right now the outage we've been tracking in pacifica, right at the pacifica manor, appears to be affecting at least 500 people up to, you know, possibly a thousand in this particular area just south west of sharp park, you see another outage of a couple hundred people. we're also seeing outages in half moon bay south of that, all the way up north of mill valley in san anselmo area, as well as san jose. so keep this in mind, of course, that the strong, gusty winds that we're experiencing right now are causing this. and we are in touch with pg and e, a lot of these outages are supposed to be fixed within an hour or so, but some of them say, you know, up to 3 or 3 or 4:00 this afternoon. so this is certainly going to be a busy day

for utility workers across the bay as we deal with the potential damage from this level three storm. and i also want to mention amanda delcastillo actually joining us from the south bay this morning was reporting that the lightning strikes and the gusty winds were so strong, it was actually setting off some car alarms in her neighborhood. it was so significant. it woke them up. and we're certainly hearing from other viewers that had that experience as well. and we're just hearing from lisa that from the national weather service. the tornado warning has ended for san francisco. is that right, lisa? as well as daly city and broadmoor. so that is welcome relief. of course, that was a scare for the last 25 minutes for us. but yeah, we can report now that tornado warning has ended. so we'll keep you posted with the very

joining us this morning, the tornado warning that was issued from the national weather service about 30 minutes ago has just been lifted. it was in effect until 615 this morning. so it lifted just a few minutes early. and we're still tracking the impacts though from this level three storm, very strong winds and the lightning that continues to move through parts of the bay area. lisa will have those details for you coming up in just a few minutes. a devastating fire has left several people without a home and a community without a post office. it happened in brookdale in santa cruz. the fire started around midnight on friday. several apartments sit above the town's post office, and residents woke up to the commotion of their neighbors knocking on doors and alerting

them of the flames. first, officials confirmed neighbors helped four people out of the burning building, but two children and one man were still inside. >> there's adults yelling, you know, there's another child in the building, and eventually one of the men broke the window to get onto this roof. >> the children and adults were taken to the local hospital. they are currently recovering from smoke inhalation and burns. the post office is temporarily closed now and workers are relocating all that mail to the boulder creek post office for residents to pick up there. we've had a lot of discouraging news recently about the dungeness crab season being delayed here in the bay area, but a big development this week could help turn the situation around this spring. experimental crab traps have a pop up system designed to prevent whales from getting entangled by keeping lines on the ocean floor. and more crabbers will now be able to use them. a surprise decision by the california fish and game commission will dramatically expand the number of special pop

be there today, rain or shine. well, it's the most wonderful time of the year, depending on your perspective, what's come to be known as santa con invades san francisco today. but organizers are warning participants don't be scammed. they say the original san francisco santa con is actually free, so you don't need to buy a ticket. the annual pub crawl kicks off at noon at civic center. participants are encouraged to bring a new, unwrapped toy to donate to the fire department's toy drive. certainly will be wet for them. and for those of you just joining us this morning, you probably were either woken up from the rain or that alert of a tornado warning from the national weather service. and just a few minutes ago, that warning has been lifted, and lisa is tracking the latest on that. >> yes, we have a special marine statement now for sassoon in the west delta, where we're looking at the possibility of some waterspouts. but as that cell continues to move to the north and east, we're looking at an uptick in rainfall. it's moving at about 45 miles an hour. so it is moving across the bay. the strong downpours, the

possibility of hail, torrential rain and you can see the thunderstorms and lightning behind me. so this has been an occurrence since, oh, about 430 this morning through monterey and then up here through san francisco. so that special marine statement for the san pablo bay and sassoon in the west delta, as we get in closer right now, you can see the heavy downpours right off shore there. now, right along the peninsula and moving up to the north and east at 45 miles an hour. so this is what we call that narrow, cold frontal band, which has a lot of power to it, rotation and lift. and that's exactly what we saw as we got in a little closer and saw that cell move through san francisco. here's a look at the south bay from los gatos, the santa cruz mountains. so not only are you dealing with the heavy rain, the downpours, but those gusty winds as well, taking you into the east bay from san ramon to danville, 680 walnut creek. your rainfall is increasing now and lighter rain as we look towards

westward emeryville into tiburon and parts of marin county here. so the heaviest rain has been the santa cruz mountains, the peninsula moving into the east bay, and the lighter rain up to the north. you can see how far it goes, but you had the cold front that moved in earlier this morning. now this is the area of low pressure and a strong line of storms will take us through 7:00. so the damaging winds still a possibility. and the heavy rain possibility. you see the thunderstorms out there. and this is where we're looking at the flooding from san francisco to the north bay over into the east bay. as we continue to track that line of storms through about 8:00. so this is 6:00. so that first line and now behind it, you can see the reds here. but this pushes off quickly. and then throughout the next few hours it's the wind behind it that is cranking up. and that's why we have our wind, our high wind warning along the coast and a wind advisory inside the bay. this is sunday. it's a dry day, a dry afternoon with increasing clouds. we do have another band of rain that will be tracking into monday morning,

but it's a quick mover from 7:00 to about 10:00 11:00. you can see how quickly it moves out of the bay area. so rainfall amounts with this system currently right now will drop off another quarter of an inch to a third of an inch, and you can see lesser amounts to the north. so once that strong frontal band continues to push to the east, the rain eases up. it ends. but look at the winds. 30 to 50 mile an hour winds from the peninsula. this is 9:00. the rain is pretty much over, but we'll still have those wind gusts to 40 miles an hour, so wouldn't be surprised if the weather service extends the wind warning. and as we get through 11:00, you can see the 43 mile an hour gusts there. san rafael out through the delta. so this is a very strong storm that behind it will have the wind still with us for several hours. 2:00 winds are gusting to about 30 miles an hour. getting into some sunshine and later winds. the latter part of the day. but through the first part of the day, we have the flood warnings

here for the north bay, even up through the russian river. this is an advisory, but we have the flooding going on in parts of the russian river at hopland, and you can see right here that special marine statement. and looking at the winds from the coast here over into our inland valleys, livermore and danville. and then we're still watching the advisory throughout the next several hours in the sierra nevada, it is snowing. the snow level is at about 6000ft, 32 degrees. and we're looking at that snow level at about 6500ft. so above that 1 to 3ft. but at our resorts we're looking at about a foot. so that's some good news. south lake 11in 13in tahoe city. so the second half of the day doubt you slept through this or know anyone that did. but it will be dry with upper 50s 60 in san jose with scattered light showers. a level one system lingers throughout the second half of the day. then we're dry all day on sunday. so the worst of this is right now for the next 30 minutes to an

roads across the bay area this morning as we're tracking a level three storm. the worst of it still until 7:00 this morning. this is our view from the bay bridge toll plaza. lisa is tracking the very latest also on that tornado warning. you may have woken up to alerts on your phone this morning. we certainly did as we were on the air. >> yeah, we had an 83 mile an hour wind gusts at sfo at 609 this morning. so we're talking about 60 to 80 mile an hour winds that are still possible throughout the next couple of hours. we're getting on the back side of the system along the peninsula. but you can see the line of severe thunderstorms associated with a narrow, cold frontal band that moved through the bay area and is still chugging its way across into the east bay. so from sunnyvale to saratoga, some very heavy rain here. still the possibility of a thunderstorm. look at the downpours from dublin out towards pleasanton. 680 and it continues out through livermore. the back end of it shows still

some lightning offshore, but lighter rain from san francisco up to the north. it's been light rain as well. you had your heavy rain in the north bay earlier this morning, and this is where we still have our flood advisories. they've been expanded into the east bay there, so this will take us through about 8:00, where we're going to see those rain rates continue to increase. that's why we have a level three system throughout the next 30 to 40 minutes or so with heavy rain, strong damaging winds. and that's right, 83 mile an hour wind gusts at sfo, 59 mile an hour wind gusts at oakland. so we're talking about this wind that will continue. not saying we're going to see another 80 mile an hour wind gusts, but the possibility of 40 to 60 miles. it's possible. and if we go in the upper elevations, you can see mount umunhum is at 63 miles an hour la honda. so it's dangerous out there. stay inside. you notice how quickly the rain chances diminish. by after 8:00, we are down to about 30%. and then we just have

scattered showers. so there's where the winds are most fierce along the shoreline. and also in the inland east bay. the possibility of flooding for the north bay. this is through sunday. this is 7:00 where we have the remnants of some heavy downpours into the east bay. so the next 30 minutes to 45 minutes is when we're going to see the heaviest rain. then it exits and we're left with partly cloudy skies, scattered showers, level one system, and about a day and a half of a break from the rain. steph. >> all right liz thank you for that. and new developments this morning. the tornado warning issued by the national weather service in the last hour has ended as of 607 this morning. if you're awake, you likely received this alert on your phone. if you're here in san francisco, daly city, and down along the peninsula, the alert telling people to take cover was sent out at 552 this morning. now, this comes just one week after an earthquake shook northern california and a tsunami alert was sent out. so

we'll keep an eye on this as the level three storm moves throughout the bay area this morning. and we're tracking those impacts as we speak. and for some, that means waking up in the dark this morning. that's the case for people in nearly every bay area county. we want to take you to our outage map. and as we zoom in, i want to start in san francisco because in soma is experiencing some outages. thousands of people across the city are without power this morning, including all the lights at golden gate park in areas of ocean beach, the sunset and moving down south. we continue to track that outage in pacifica, impacting, you know, at least a couple thousand people in that area down south in montara as well. that's past half moon bay as well in el granada. and the one in half moon bay seems to be pretty significant. this is all grown substantially, i would say, in the last 30 to 45 minutes, as this map continues

to update, we're seeing impacts in menlo park and san jose, as well as san mateo, millbrae and parts of san leandro all the way east to dublin and pleasanton. so really across the bay area. so check the outage map. a lot of these outages appear to be will be fixed rather within an hour or two, but some have been delayed to 3 or 4:00 this afternoon. so we'll keep you posted on that as we learn more. now in the north bay, where homeowners and first responders are bracing for strong winds and heavy rainfall, all of this as they're still cleaning up from the last storm, which caused significant flooding. here's abc seven news reporter cornell bernard, reporting from petaluma. all these panels were uplifted. >> the floor was shaved. leah pospelova shows us all the cleaning and disinfecting that's been done at the surrey resort in guerneville. a pre-thanksgiving storm flooded the place with several feet of

water. now a new storm is approaching. >> we are ready now. we did all the prep just in case many items are in storage or have been moved outside with all eyes on the red river, so we hope that there will be no flood, no no flooding inside. >> and if there is, you guys are ready. >> we are ready. okay, that's not going to be a surprise like last time. >> and this road here, you see it gets all flooded. and that's what we are focusing on. >> angela roman lives on old river road. her family is ready for the storm with a new tank of propane for cooking in case the power goes out. >> everything is saturated, so i'm concerned with the trees falling because we did have a tree fall on our house and the river getting high. you know, that's what we're concerned about. >> so we're expecting significant rainfall across the region. >> sonoma county fire division chief cindy foreman says flooding is possible from local creeks. the same flooding parts of the county saw with the november storm, which left cars

and parking lots submerged. >> and our rain really doesn't have anywhere to go. it's not soaking into the ground. the ground is saturated, so we're going to see a lot more runoff in this storm. likely see some sloughing and or landslides, because there's just so much water that's going to come off the hills. >> strong winds could topple trees, and on the coast, rough seas. last month, eight people died in three separate boating accidents in bodega bay. >> we've had a series of tragedies out at the coast this year already, so if people are going to head out to the coast, we just ask you please pay attention to all the warnings. if you don't have to go out on the ocean, this is probably a good time not to go out on the ocean. >> cornell, bernard abc seven news. >> and the storm is bringing several feet of snow to ski resorts this weekend. yesterday's snowfall already attracted plenty of skiers and snowboarders, but as ski fans headed up to the sierra, weather conditions and chain controls created a traffic mess. ski patrols say they are expecting

controversial law decree. the decree started massive political turmoil in the country. the court will have 180 days to decide if they want to reinstate yoon's powers or dismiss him. yoon will be suspended until a final decision is made. thousands of people, as you can see here in south korea, gathered on the streets of seoul this morning celebrating that decision. u.s. and china officials have agreed to extend their 45 year technology agreement. the deal includes intellectual property protections, data privacy limitations and protection for researchers. they agreed to a five year extension. the biden administration recently tried to limit china acquiring american semiconductors or developing ai tools for war related purposes. federal agencies are facing intense scrutiny to give more details on mysterious drone sightings in the northeast that have been going on for weeks now. former maryland governor larry hogan posted this video

beginning to see the back edge of this move through the peninsula. so we've had a tornado warning in san francisco, 83 mile an hour wind gusts, sfo, 60 mile an hour wind gusts in the oakland hills. and you can see why this narrow, cold frontal band that set up just off the coast with severe thunderstorms all the way from the pacific, moving through the bay area. and you can see that line right now, it's to the south into monterey, san ardo, big sur. so the heaviest rain is in the south bay, san jose 580 we go in closer and you can see those reds from the santa cruz mountains, willow glen and campbell looking at some very heavy rain. this is bringing down rain anywhere from three quarters of an inch an hour or better if you're under one of these cells here. so this continues to be progressive. it will move off to the east into

the east bay, pleasanton and livermore, some very heavy downpours. and you can see the westward trend is for much lighter rain here, as that very narrow cold front continues to quickly press off to the north and east at about 4548 miles an hour. so up in the north bay it's just been light rain. you had some heavy rain about 12, 1:00 this morning, the gusty winds, but that cold front set up offshore with those severe thunderstorms. and boy did that really materialize as it pushed on through. so the next couple of minutes we still have the potential for the strong winds, the damaging winds, the heavy downpours. and the national weather service has issued here. this flood advisory taking us through 8:00. so all that water coming down is just running off. and we're looking at right on through the day today. not much more rain. you can see how quickly this is ended. and this will continue to move off to the east bringing some snow in the mountains. but for the time being, we still have some pretty good rain through 8:00 and the

gusty winds will take us through about 11:00 and only 20 to 10% chance of rainfall throughout the rest of the day. here's a look at the wind gusts. notice that they're still quite strong as we get through 9:00 50 to 55 miles an hour, the purple all indicating the strongest winds from the coast, the south bay into the east bay, the valleys there. this is 11:00. and still looking at that wrap around wind that is allowing for some very dangerous conditions as we've had some power outages, you can bet some of the weaker tree roots will bring down some trees and branches in the roadways, debris flying around. so good idea to stay home if you can. through 2:00 you're looking at winds up to 30 miles an hour and then much lighter. so this is the back edge of it. we're getting close to 7:00 now, and you can see how it just moves on out. and we're looking at that wind behind it. so definitely a doozy that woke you up this morning for sure. with the lightning the thunder. this is the next system that comes

through on monday. it's a much weaker one. we're only talking about a 10th to 2/10 in the early morning hours of monday morning through 7:00 into about 11:00. then it's over with. look outside. you can see how breezy it is there with temperatures in the 50s. this is our roof camera. 53 in oakland and from santa cruz. this was a good shot. it just froze up. 50 in petaluma. here's a look at that 83 mile an hour wind gusts at sfo. notice 59 miles an hour in oakland san jose. so this will continue. this is the surface wind. upper elevation winds over 60 miles an hour. the santa cruz mountains, you can see all along the peninsula really getting particularly hard hit from the south bay, the peninsula, the east bay, and still breezy and gusty in the north bay. our high surf advisory until 10:00. we're looking at breakers up to 22ft. and of course our coastal flood advisory. you see the parking lots flooded, but with all of this rain and wind, this is going to be exacerbated for sure throughout the day today. and looking at that seven foot tide

at 937 this morning, another look at the flood warning in the north bay over into the east bay and looking at 2 to 3in of rain that has already fallen in the north bay, but now catching up the south bay and the east bay. so from the peninsula they're looking at the gusty winds and the snow, which will take us through about 10:00 tonight, where snow levels are at about 55 to 6500ft, kind of fluctuating. the resort's getting a foot or so. highs today looking at about 60 with much less rain. the wind dies down by late morning. the accuweather seven day forecast level three to a level one today. a break the rest of the day throughout the middle of the day, towards the evening into sunday. and then that weak level one on monday. >> thanks, lisa. well, in the south bay, the san jose nutcracker is back for the holidays. and this year there is a twist on the holiday classic as the ballet is doing something it hasn't done in a decade. here's abc seven news south bay
