storm. heavy rainfall, gusty winds as a strong system makes its way through the bay area, including a tornado warning that has since expired earlier this morning. and i want to say we just heard from vivian in gilroy on social media saying that her entire gate flew backwards. a tree branch fell directly on her car. so we continue to hear the impacts. >> yes, that's true, and that's why we have it at a level two. it was a level three when we had that 83 mile an hour wind gusts, and the tornado that morning that moved through san francisco at about 615. look at all those lightning strikes. a narrow, cold frontal band with severe thunderstorms creating that rotation that allowed for the possibility of a tornado in san francisco. that moved through quickly. but now we've got some downpours from south city to half moon bay over into the east bay. concord 680 there is flooding from martinez down through pleasanton, so a lot of rain coming down in a short period of time and into the south bay. we have had reports of a lot of trees coming down

and a lot of wind where most of the focus has been from the peninsula to the south bay. this morning, the north bay getting a break. so a flood advisory until noontime for parts of our east bay and also up in santa rosa. this level two system with the strong winds throughout the morning hours. the scattered showers, dangerous surf and flooding. the wind gusts to 41 miles an hour at sfo, over 30 on the coast, you can see oakland has a wind gust of 30 miles an hour. and if we look at the upper elevations, you can see in the north bay, 51 mile an hour wind gusts, rocky ridge there and 54 in la honda mount eminem over 50 miles an hour. so it is bleeding out there with 50s. and as we look for that camera, can't find it. temperatures today will be in the 50s with the gray sky and allowing for the rain to really diminish throughout the afternoon hours. so it will be a level one system, but we still have our wind advisory that takes us through 10:00. so quite gusty in the east bay and south bay. here's a look at the trend. as

you'll notice, just a few showers in the north bay. and then by the afternoon it's dry with isolated showers. and we've got a dry sunday. steph. >> all right lisa thank you. now, speaking of that tornado warning issued this morning, very rare for the city of san francisco. as we all know, the national weather service issued that alert at 552 this morning. it was actually supposed to last until 615, but expired a bit early at 607. now the alert came through our phones, likely waking you up, and urged people to take shelter in a basement or the lowest floor of an interior room in a sturdy building. and it affected people in san francisco, daly city and along the peninsula. this comes just one week after an earthquake shook northern california, and a tsunami alert was also sent out. so we will keep an eye on this as this level three storm continues to well, actually, level two now, i should say continues to move through the bay area. and i want to mention,

you know, we've been hearing from our colleagues, including amanda delcastillo in the south bay, who said the thunder really set off all the car alarms in her neighborhood. and we continue to see the impacts this morning. so speaking of as people, some are waking up in the dark this morning. here's a look at the current power outages across the bay. we're seeing thousands of people without power and nearly every bay area county. and i want to point out to you, just in the last hour, this has gotten significantly worse. we're seeing outages exceeding 5000in certain areas of the south bay, certainly up in san francisco, the sunset still being affected. as you can see on our map in soma pacifica, we've seen this outage all morning long. that's, you know, 2000 people affected there south and to half moon bay. and then of course, here in the south bay dramatically impacted all the way extending south through through monterey. really. so keep that in mind. head to our website or our app to get the very latest

information on this. now prior to this morning, storm p-g-and-e's crews were out preparing for those high winds and potential for all these power outages. we're seeing the winds can break branches. >> it can throw debris through the air that can damage our equipment. otherwise, healthy trees can be uprooted. >> we're all being encouraged to clean out gutters and drain pipes and charge electronic devices in the event we need it now. moving to the sierra. there's plenty of snow on the roads, with more to come this weekend. the storm is expected to dump a significant amount of powder at higher elevations, but chain requirements are in effect along highway 50 over echo summit and along parts of interstate 80. so keep that in mind if you're heading up to the sierra this weekend, you can track the rain and this level two storm with the abc seven bay area app. it gives you access to the same live doppler seven lisa and our weather team use, and

will also send alerts with breaking updates. now, people out on the roads this morning may notice signs about a missing child. an amber alert was sent out for a 17 year old in san jose earlier this morning. this is yasmin carrera. bravo was last seen in san jose yesterday. she was wearing gray and white pajamas, and police believe she was kidnaped by a 25 year old man named noah pimentel. pimentel is driving a silver 2006 honda accord. the license plate is. nine. 0977. if you have any information to call 9-1-1. we're following new details in the murder investigation of unitedhealthcare ceo and the san francisco police department's reported tip. luigi mangione is being held in jail for last week's shooting of brian thompson, and police say neither mangione nor his mother had insurance through

unitedhealthcare. he was arrested on monday in pennsylvania, six days after the shooting in new york. investigators now believe he left new york by train, not a bus, as previously thought. the nypd confirms sfpd did pass along information suggesting mangione as the possible shooter before his arrest, but the fbi reportedly did not pass the tip along in a way that made it clear it was coming from law enforcement, so the information was not prioritized. nypd previously claimed none of the hundreds of tips they received included his identity. now to the latest on speaker nancy pelosi. abc seven news has confirmed she's currently being hospitalized after falling and fracturing her hip. pelosi was at an event walking down a staircase at the grand ducal palace in luxembourg at that time, and she was there visiting to commemorate the 80 years since the battle of the bulge. pelosi's staff say she cannot attend any of the other ceremonies, but will continue

working. now, the abc seven news i-team has obtained a recording at the center of the scandal surrounding san mateo county sheriff christina corpus and compared it to the 400 page audit released by retired judge ladoris cordell. now we have learned that the judge appeared to have left out 29 pages of the interview transcript with the sheriff's chief of staff, victor alonge. the board of supervisors made a decision to ask corpus to resign based on incomplete information, and judge cordell accused diane j of personally profiting from the county's lease of a new substation. but she confused his former real estate company with the one that actually handled the deal. >> and just for the record, mayor, because i want to make sure that it is understood i never in any capacity or by myself, and i've never benefited from any deals or been representing myself as a broker or an agent at all whatsoever. >> judge cordell also concluded that the sheriff and chief of

police kevin franklin says, quote, i want to assure the public that all aspects of this incident will be thoroughly investigated. bart remains committed to continuous improvement and ensuring the actions of our police officers meet the highest of standards. officer poletti, who has been with bart for six years, is currently under administrative leave. monica madden, abc seven news. >> emotional and graphic statements from several survivors who are part of the sexual abuse scandal linked to the oakland diocese. the case was supposed to go to court last year, but the catholic church filed for bankruptcy in an effort to settle almost 350 claims. survivors gave testimony as part of those proceedings. tim steyer is a whistleblower priest expelled for his efforts to tackle the scandal. he was in court to hear survivors speak. >> it educates bankruptcy judges like this on a visceral heart level. what these people go

through. >> the oakland diocese did not return requests for comment, but in a message posted on its website stating it's offering between 160 to $198 million to settle hundreds of sexual abuse cases. major action is being taken in california as drive to fight climate change. the supreme court has agreed to take up a challenge to the state's ability to set strict emissions limits. here's abc seven news reporter tara campbell. to sort it out, the u.s. supreme court agreeing friday to review a case that will determine whether the oil industry can challenge california's standards for vehicle emissions and electric cars. >> it's not just going to slow down california when it comes to air quality and climate change. >> it's under the clean air act. the epa has granted california waivers, which essentially let the state set its own standards for emissions and allows for other states to adopt those same standards. >> looking historically, every

time that california was pulling forward with new regulation or new levels than the rest of the world was following up in the oil industry's appeal to the supreme court, it argues that the epa waivers are unlawful, and now the court will decide whether oil companies can make that argument in other lawsuits. >> the fact that they granted review on the standing question suggests to me that they're likely to find that the trade groups do have standing, and then those groups need to decide what they're going to take on. >> right now, about 25% of vehicles sold in california are electric or plug in hybrid. but the experts say if the oil industry gets the go ahead to challenge electric vehicle incentives, progress will come to a halt. >> without this regulation, we will not have the supply as much as we like, so we will not be able to choose between gas cars and electric car as as we would like to have. >> california is requiring 35%

of vehicles in the 2026 model year be zero emissions. that number is set to rise again in 2030, and the experts say those regulations are holding automakers accountable. >> without california pressure, without the policy, they will not volunteer because the shift, the shift to electric cars or to clean transportation is against kind of the natural behavior of humans. we don't like to do upfront investment in order to save later. >> tara campbell, abc seven news. >> now, incoming president elect donald trump has promised to push back against california's tougher regulations on this. he's actually vowed to rescind the waivers granted by the epa. the agency is currently weighing a waiver for california to ban gas only cars by the year 2035. now we continue to track the latest on this level two storm moving through the bay area. and lisa, we're getting alerts from livermore police right now of

home and a community without a post office. it happened in brookdale, in the santa cruz mountains. the fire started around midnight on friday. several apartments sit above the town's post office, and residents woke up to the commotion of their neighbors knocking on doors and alerting them of these flames. first, officials confirmed neighbors had helped four people out of this burning building, but two children and one man were still inside. >> there's adults yelling, you know, there's another child in the building. and eventually one of the men broke the window to get onto this roof. >> the children and adults were taken to the local hospital. they are currently recovering from smoke inhalation and burns. the post office is temporarily closed as workers are relocating the mail to the boulder creek post office for residents to pick up there. well, we've had a lot of discouraging news recently about the dungeness crab season being delayed here in the bay area, but a big development this week could help turn the situation around this spring. experimental crab traps

have a pop up system designed to prevent whales from getting entangled by keeping lines on the ocean floor. and more crabbers will now be able to use them. a surprise decision by the california fish and game commission will dramatically expand the number of special pop up permits for this spring, and i can't stress this enough. >> this is a tipping point at getting our spring fishery back. it's been six years. you know, you got to look at where we came from, where we're at and where we're headed. >> the increase in permits could double the potential fleet from 20 boats last year to 40 boats operating from april to june. well, it's the most wonderful time of the year. depending on your perspective, what's come to be known as santacon invades san francisco today. but organizers are warning participants don't be scammed. they say the original san francisco santacon is free and you don't need to buy a ticket. the annual pub crawl kicks off at noon at civic center. participants are encouraged to bring a new,

unwrapped toy to donate to the fire department's toy drive. all right, well, we continue to follow the latest on this level two storm lisa is tracking the timing, and we continue to hear from people who are dealing with flooded roads, as i just mentioned. that alert from livermore police and then people seeing the damage there, waking up trees on their homes, on their cars, the car alarms going off. >> it was intense. we saw this line off the coast in the ocean at about 4:00 this morning. you can see it behind me. at least 20 to 30 lightning strikes and those severe thunderstorms allowed for some of that rotation to occur on our radar. and that indicates that you've got winds at different levels of the atmosphere in different directions. and so that means rotation. and the possibility of that tornado that really was in the area of san francisco, the peninsula, san mateo, 6:00 this morning. look at that. that is incredible. a narrow, cold front that allowed for this

instability. the cold air at the surface and aloft to create this instability. and as we go in closer, we still have the downpours from the south bay here looking at highway 35. and we'll continue to see this for the next several hours. here's a look at san francisco. some breaks, but also some pretty good downpours down towards 280. the airport where you had that 83 mile an hour wind gusts this morning. the record was an 84 mile an hour wind gusts. novato, marinwood some solid light rain over into oakland. a little bit of a break here. the rain still coming down, but boy, we need a break because there is flooding all around the bay. and another look at that line, that narrow cold front and all of the lightning strikes, the severe weather. and you can see that wrap around moisture and the gusty winds still with us. so a level two system with the strong winds, the scattered downpours, the dangerous surf, the flooding. and right here up in the north bay, we are looking at a flood advisory through 145 this morning. there's a look at the golden gate. boy does that

look stormy. we are going to get some sunshine, believe it or not, throughout the day 57 in oakland. and a look at the drops on the lens here from our exploratorium. camera 52 santa rosa 54 for you in the south bay. look at the wind gusts, still anywhere from 20 to over 40 miles an hour at sfo, so you can bet there's some problems at the airport here with landings and taking off upper elevations. santa cruz mountains, still 60 mile an hour, wind gusts, and the oakland hills and also up into the north bay. these gusty winds will continue through the next three hours or so. we'll take you through the morning hours and you notice through 10:00 the purples still with us from the north bay, the coast, the peninsula. and we're looking at our wind advisory through about 10:00. and this is why by noontime we're certainly looking at still gusty winds, but it's the afternoon when things really begin to settle down. so here's the hour by hour outlook. and you'll notice the wind behind the system sending into the sierra nevada with 100 mile an hour wind gusts for sure. in the

ridge tops of the mountains, there's a look at the rest of saturday into sunday. we start out sunny, some clouds. monday level one system a weak one, nothing like what we saw. and here's what's left over for the rain today. very little out there. so that's the good news. we'll be looking at the snow and the winter storm warning through about 10:00 tonight. and the resorts here picking up over a foot of snow. that's some good news. so temperatures right around freezing. highs today with some scattered showers behind us. and by 3:00 today we're pretty dry, upper 50s to near 60. the accuweather seven day forecast level two system for the next few hours. the gusty winds, then things settle down. we've got a dry sunday and light rain returns on monday. we'll be

you're watching abc seven mornings live now at 830. >> we're taking a live look from the toll camera this morning as we're tracking a level two storm moving across the bay. this comes after a tornado warning was issued earlier this morning. we all got those alerts on our phones. and as we've learned, this is the first tornado warning ever for san francisco. is that right? >> they had one in south city and also that 83 mile an hour wind gusts at sfo. so that all happened within the 6:00 hour. and we had some dynamic weather as multiple lightning strikes in a line of severe thunderstorms was offshore at about 4:00. look at that. and it holds together. it's a narrow, cold frontal band that really pushed into the bay,

allowing for that rotation with height. and that's the signature we look for when things are getting a little crazy on the radar. and that's exactly what we saw. but as we go in closer right now, you'll notice that we've got the rain showers all over the bay area into the east bay. you've had some flooding from emeryville. highway 24 and piedmont into the south bay. boy, you had lots of things toppled there and still some scattered showers for you. santa cruz mountains taking a big hit with very heavy rain. gusty winds continue. boulder creek there and up in the north bay for a change. not a whole lot there throughout the 6:00 hour. more like 1 a.m. when you had a line of some strong storms move through. so from santa rosa to penngrove, we are still looking at a flood advisory through 130 this afternoon. this level two system, because all that water has to go somewhere and we still have the wind. so it's creating some flooding. we've got the high tide, remember, from our king tide. and so there is certainly a lot of debris out there. and debris continues to fly around as we have wind gusts

from 38 to 41 miles an hour. a wind advisory takes us for another hour and a half until 10:00. and here's why. upper elevations 50 to 60 mile an hour. winds from the oakland hills, mount umunhum, and in the north bay there's a live look outside. some sunshine throughout the day today. so this level two going to a level one throughout the rest of the afternoon. as the winds subside, we'll be left with a few light scattered showers. temperatures in the upper 50s to near 60. so much, much calmer and stuff. i doubt anybody slept through this. >> i know we all got those alerts waking us up very early this morning, as well as the rain overnight. now we are following new developments that tornado warning that we've been talking about all morning that was issued by the national weather service has ended as of 607. so it's been a couple hours now. but if you're awake, you likely received this alert on your phone. if you're here in san francisco, daly city and along the peninsula. the alert was telling people to take

cover, and it was sent out initially at 552. this comes just one week after an earthquake shook northern california and a tsunami alert was sent out. we'll, of course, keep an eye on the impacts as this level two storm continues to move through the bay area. but you're probably wondering, this is, of course, very rare. the last time that there was a tornado warning issued in the bay area, lisa said, was back in the 80s for south san francisco. and of course, this is the first time this has happened for the city and county of san francisco. and here are the outages that are taking place across the bay area and nearly every county. it continues to get worse as the morning progressives, at least 5000 people in the dark and around the santa cruz mountains, that particular area was hit hard overnight with those gusty winds. and then thousands of people along the peninsula. as you see, those orange squares

represent at least 500 people and up to 5000 people. so we're seeing the impacts continue this morning. and we have a link to the outage map over on our website. so you can track this in real time. but a lot of these alerts don't have a specific time of when they will be restored. so keep that in mind as utility crews p-g-and-e's specifically telling us they are working on it. but a lot of those specific times won't be updated until later this morning. we also got this video just into our newsroom showing flooding in sonoma county. the rain has been pounding down near schellville all morning. highway 121 is closed in both directions in that area and staying in the north bay, where homeowners and first responders faced more heavy rain this morning. all of this as they're still cleaning up from the last storm, which caused significant flooding. here's abc seven news reporter cornell bernard. all these panels who uplifted the floor

thunderstorms headed towards the coast this morning. 6:00 we had our tornado warning for about 20 minutes in the city of san francisco, and with that rotation that was detected on radar, 83 mile an hour wind gusts at sfo and the winds are still gusty for the next several hours. so this was a wild ride this morning. you can see. look at all those lightning strikes over 25 detected. and then that narrow cold front right there where we got that rotation just above the surface. and that allows for that signature that we look for in the radar. and we were concerned for quite some time and still looking at the possibility of some thunderstorms. but in the south bay here you can see the scattered light rain taking you up towards the peninsula. you can still see the rain offshore, and there's a possibility of still a few isolated thunderstorms. but the bulk of the worst activity is behind us. we are left with the light rain throughout the morning hours. the gusty winds over into the east bay. you've had flooding concerns, a lot of water coming

down in a short period of time. and on top of that, those very strong winds. so another look at that. and you know we haven't seen this in a long time in san francisco. so it is rare we have to have that buoyancy right above the surface that colder air. and now we're talking about a little wind shear at the airport, where takeoff and landing will certainly be a challenge. so gusty winds, possible thunderstorms. and this is where the national weather service has highlighted the flooding areas. and so for santa rosa up in the north bay until 145 they really dodged a bullet. the worst rain in the north bay was at about 1 a.m. right now outside it looks pretty stormy, right? just a few drops on the lens. 57 in oakland. looking at numbers elsewhere in the low 50s from santa rosa and petaluma. but it's the wind that we're going to be talking about through 10:00. that's when our high wind watch will be lifted. but right now, 35 mile an hour gusts along the coast, upper elevations. you can see that 60

for the santa cruz mountains, 45. the oakland hills, 52 up in mount tam. so it's going to take several hours for this wind to move on out of here. 11:00 still looking at those very gusty winds from sfo to the south bay, our inland east bay, this is noontime, still over 35 miles an hour. and then after about 1:00, things really begin to quiet down in terms of the wind and the rain. it's just going to be very light towards the second half of the day. so this is the plan. you can notice at 1:00 it's still breezy. we have some sunshine, scattered downpours, maybe some rainbows out there. tomorrow we start out clear and then we get the high clouds for sunday into monday. the next week system heads our way and it is a level one. nothing like what we saw today. and we will be looking at rainfall today to be very light. in fact, less than about a 10th for most of us, maybe 2/10 up to the north bay. we're watching the snow and the gusty winds here. ridge tops will be over 100 miles an hour. our winter storm warning will

take us through 10:00 tonight. so although it's snowing right around lake level, could change a little bit. it's heavy, wet snow. so the ski resorts through tonight. we'll be looking at about a foot of snow, which is some good news. and we are looking at highs today from the upper 50s to around 60. a few peeks of sun, gusty winds, turning breezy. our level two going to a level one the second half of the day we started out a level three. why not right with that severe weather and the gusty winds for that short period of time? the accuweather seven day forecast featuring the dry second half of the day, a dry sunday, the weak level one on monday, and then it's dry weather for the rest of the week into that busy holiday week coming up. stephanie. >> all right lisa, thank you. in southern california, evacuation orders have been lifted for people living near the state's only active wildfire. the franklin fire. it has burned more than 4000 acres of malibu this week. it's currently 32% contained as of this morning and thankfully isn't growing very

are the seven things to know. a severe thunderstorm warning provided or a tornado watch here in san francisco earlier that's behind us, but we are looking at nuisance rain showers with a level two system, gusty winds, heavy downpours. this will take us through the morning hours and then by the afternoon it's just scattered isolated showers with lighter winds. >> number two speaking of that, the national weather service did end that tornado warning just after 550 this morning is when it went out. it lasted for about 30 minutes and then was lifted, affecting san francisco and parts of the peninsula. number three, we continue to see the impacts of this level two storm. trees toppled over in san francisco. this is in the outer richmond. video shows debris along fulton avenue and large
